One of the great themes of modern history is the movement of poor people across the face of the earth. For individuals and families the economic and psychological costs of these transoceanic migrations were severe. But they did not prevent millions of agriculturalists and proletarians from Europe reaching the new worlds in both the Atlantic and the Pacific basins in the nineteenth century. These people, in their myriad voyages, shifted the demographic balance of the continents and created new economies and societies wherever they went. The means by which these emigrations were achieved are little explored.Most emigrants directed themselves to the cheapest destinations. The Irish, for instance, migrated primarily to England, Scotland, and North America. The general account of British and European emigration in the nineteenth century demonstrates that the poor were not well placed to raise the costs of emigration or to insert themselves into the elaborate arrangements required for intercontinental migration. Usually the poor came last in the sequence of emigration.The passage to Australasia was the longest and the most expensive of these migrations. From its foundation as a penal colony in 1788, New South Wales depended almost entirely on convict labor during its first four decades. Unambiguous government sanction for free immigration emerged only at the end of the 1820s, when new plans were devised to encourage certain categories of emigrants from the British population. As each of the new Australian colonies was developed so the dependence on convict labor diminished.

This article offers an analysis of Israel’s migration policies toward Soviet Jews and argues, based on patterns it reveals, that “the compression of relations of time and space” characterizing the global era do not necessarily render the nation-state weaker, let alone idle or irrelevant. It discusses Israel’s attempts to construct these potential Jewish migrants, while they were still in the Soviet Union, as its conationals, and to facilitate their arrival in Israel. Israel’s migration policies and practices vis-à-vis this particular population provide a case study of the nexus connecting the nation-state, globalization, diaspora, migration, and ethnic belonging. The article shows that while during the 1970s and 1980s the patterns of Jewish emigration from the Soviet Union were less rigid and considerably defied the wishes of the Jewish nation-state, from the end of the 1980s through the 1990s, at a time of accelerating globalization, the patterns of Jewish emigration from the Soviet Union heeded the dictates of the nation-state more rigidly. The changing patterns of emigration from the USSR and immigration to Israel provide a compelling case showing that the nation-state may exert more power under global conditions than it was supposed to exert before the ascendance of hyper-globalization that is alleged to dominate the world today. This article contributes to accumulating research on “the state of the state” under global conditions, and argues that the state does not necessarily become weaker in this era—as many contend—but may even grow stronger, at least with respect to some important affairs within its sphere of governance.

This paper explores the social reproduction of precarity among white South African migrants in Australia. Building on Griffiths and Prozesky’s elucidation of the white South African imaginary and its role in triggering emigration, we draw on ethnographic data on white South Africans living in Melbourne to argue that our informants reproduce what Hage terms a ‘white nation fantasy’. In documenting the ways our informants’ migration experiences can be read as a function of a threatened social imaginary, we suggest that their ‘successful’ resettlement in Australia points to the congruence of their ontological grounding with the white nation fantasy predominating in Australia. Ultimately, however, we argue that the sense of precarity our informants experience in Australia is intrinsically embedded in their reproduction of the white nation fantasy. Our case study therefore serves as a cautionary tale to inflexible constructions of whiteness globally.

Cities have long been the destination of those on the move. Migrationand especially immigration always raise issues of inclusion andexclusion, of rights and obligations, and of the meaning of membershipand citizenship. The particular form and content of thesedebates vary, just as host countries, national and local governments,and immigrant populations vary. Over the past few decades, patternsof immigration have begun to shift away from classical immigrationcountries (the United States, Canada, Australia) toward the democraciesof the European Union. “In this troubled world, WesternEurope has in fact, become a fragile island of prosperity, peace,democracy, culture, science, welfare and civil rights,” according tourban sociologist, Manuel Castells. “However, the selfish reflex oftrying to preserve this heaven by erecting walls against the rest ofthe world may undermine the very fundamentals of European cultureand democratic civilization, since the exclusion of the other isnot separable from the suppression of civil liberties and a mobilizationagainst alien cultures.”

In many respects the characteristics of the process of Armenian immigration to Canada have not been significantly different from that of other ethnic groups. Political persecutions, and socio-economic stresses are identified as the main reasons for Armenian emigration. One noticeable difference, however, is present. It pertains to the number of places of origin which exceeds twenty. This is expected for a nation with 50% of its members living in diapora (the other 50% resides in the Soviet Union, and specifically within the Armenian S.S.R.). The pattern of distribution, on the island of Montréal showing a definite « concentration », has been also identified in other ethnic studies such as Greeks, Albanians, etc. Social, cultural, and ethnic factors attempting to explain such patterns of concentration are applicable in the case of the Armenians.

Genetic and modelling studies suggest that seasonal aggregations of whale sharks ( Rhincodon typus ) at coastal sites in the tropics may be linked by migration. Here, we used photo-identification (photo-ID) data collected by both citizen scientists and researchers to assess the connectedness of five whale shark aggregation sites across the entire Indian Ocean at timescales of up to a decade. We used the semi-automated program I 3 S (Individual Interactive Identification System) to compare photographs of the unique natural marking patterns of individual whale sharks collected from aggregations at Mozambique, the Seychelles, the Maldives, Christmas Island (Australia) and Ningaloo Reef (Australia). From a total of 6519 photos, we found no evidence of connectivity of whale shark aggregations at ocean-basin scales within the time frame of the study and evidence for only limited connectivity at regional (hundreds to thousands of kilometres) scales. A male whale shark photographed in January 2010 at Mozambique was resighted eight months later in the Seychelles and was the only one of 1724 individuals in the database to be photographed at more than one site. On average, 35% of individuals were resighted at the same site in more than one year. A Monte Carlo simulation study showed that the power of this photo-ID approach to document patterns of emigration and immigration was strongly dependent on both the number of individuals identified in aggregations and the size of resident populations.

Abstract This study presents the results of an in-depth study on landscape changes over the last two centuries in the region of Bela krajina, south-eastern Slovenia. Since this region is situated along the Slovenian–Croatian border, immigration and emigration are permanent fixtures in the region. Due to historical reasons, population structure and land use changes occurred. With regard to these processes, two case studies were selected: settlements of Adlešiči and Bojanci. Adlešiči is a village mainly inhabited by farmers of catholic religion. Bojanci was colonized by Orthodox Uskoki, i.e. refugees from Ottoman Empire who become Habsburg soldiers who lived a military life and had different attitude towards land cultivation. Landscapes in these two settlements have its own distinctive patterns contrasting to each other in the land use, showing historically distinctive cultural landscapes. The study aimed to interpret the development of cultural landscapes in these settlements by analysing the land use changes and identifying the factors that influenced it. Even though these sites have different management regimes, they are both affected by difficult karst terrain and isolation. The results confirmed the land abandonment and overgrowth of agricultural land in both case studies, however, at different rates.

In this paper, I explore the ways in which settler-colonial states utilize the category of disability in immigration and Indigenous population regimes to redress settler-colonial anxieties of white fragility. As well documented within the literature, settler-colonial governance operates a particular logic of population management that aims to replace longstanding Indigenous peoples with settler populations of a particular kind. Focusing on the case of Australia and drawing on a range of historical and current empirical sources, the paper examines the central importance of the category of disability to this settler-colonial political intent. The paper identifies the breadth of techniques of governance to embed, normalize and naturalize white settler-colonial rule. The paper concludes with the suggestion that the state mobilization of the category of disability provides us with a unique way to identify, understand and analyse settler-colonial power and the interrelationship of disability, settler-colonial immigration regimes and Indigenous people under its enterprise.

This paper reviews four decades of economics research on the brain drain, with a focus on recent contributions and on development issues. We first assess the magnitude, intensity, and determinants of the brain drain, showing that brain drain (or high-skill) migration is becoming a dominant pattern of international migration and a major aspect of globalization. We then use a stylized growth model to analyze the various channels through which a brain drain affects the sending countries and review the evidence on these channels. The recent empirical literature shows that high-skill emigration need not deplete a country's human capital stock and can generate positive network externalities. Three case studies are also considered: the African medical brain drain, the exodus of European scientists to the United States, and the role of the Indian diaspora in the development of India's information technology sector. We conclude with a discussion of the implications of the analysis for education, immigration, and international taxation policies in a global context. (JEL F02, F22, J24, J61, O15)

This study investigated the question: What is the experience of immigration for Iranian women? This was accomplished by using an existential-phenomenological approach. The study included four adult single female co-researchers who had migrated to Canada from Iran and, by their own reckoning, were feeling settled in this country. The co-researchers were asked to describe their experience of immigration, from the beginning to the time they felt adjusted. The descriptions were audio-taped and transcribed. The analysis of these descriptions was conducted according to the method described by Colaizzi (1978). From the four descriptions thirty-two themes were derived. These themes were clarified and woven into a narrative description of the experience of immigration. Highlighted in the narrative description were five significant phases involved in the process which depicted an approximate symmetry of experiences. These significant experiences included sense of loss and attachment to the homeland, awareness of differences and conflicts, sense of self-invalidation and disorientation, reviewing oneself and the situation and sense of personal growth, stability and deriving meaning from the experience.

Studies of transnational advocacy mainly explore separate processes – e.g. the use of persuasion, socialization, leverage, incentives and penalties – through which specific actors influence policy and law at national and transnational levels. These processes can be seen as strings pulled by the actors involved in order to promote their aims. However, the existing literature stops short of explaining the dynamics of advocacy across time, the number of strings necessary for inducing change and the failure of advocacy. In order to address these shortcomings this thesis analyses the interactions between various processes that constitute transnational advocacy and proposes a conceptual model – labelled the integrated strings model of advocacy – to facilitate the understanding of the dynamics of advocacy. This model suggests that transnational advocacy is constituted by the following interlinked processes, labelled stages and strings in order to emphasize their dynamics: - The stages are: the making of pilot or past solutions-in-practice, problematization, the development of a common frame for possible solutions, the creation of solutions-on-paper and the making of solutions-in-practice; - These stages are constituted by six strings: the creation of social enterprises, the use of expertise, regulations, technology, the formation of alliances and the marketization of ideas and services. This model provides a more comprehensive understanding of the dynamics of advocacy than the existing literature and explains why some advocacy processes were successful while other failed. The model is illustrated through three case studies of advocacy focused on: (a) heritage conservation and sustainable development in Romania; (b) children's rights in Romania; and (c) access to the UK' labour market for Romanian migrants in Britain. The integrated model was developed through empirical multi-sited research conducted in Romania and the UK. My methodology was influenced by multi-sited ethnography (Marcus 1998), grounded theory (Strauss and Corbin 1990) and actor-network theory (Callon 1986; Latour 2005).

The purpose of this paper is to address the question of how does the inclusion or exclusion of political participation with dual citizenship or dual nationality impact the Philippines' and Mexico's efforts to achieve the economic and political benefits of dual citizenship from their citizens? The hypothesis of the paper states that that if a sending state offers legal dual citizenship/nationality with political participation, then it will be successful at increasing the economic and political benefits provided by its emigrants; but if a sending state only offers legal dual citizenship/nationality without political participation than it will not be successful at increasing the economic and political benefits provided by its emigrants. In order to explore this hypothesis an exploratory case study of Mexico and the Philippines is done to examine the implementation of those states' legalization of dual citizenship/dual nationality. The case study of each state explains the dual citizenship/dual nationality laws of the state and examines data to determine if the state has been successful at increasing the economic and political benefits provided by its emigrants. In the end, these case studies show no difference between the implementation of dual citizenship/nationality with political participation and without political participation and therefore do not support this hypothesis. Furthermore, the case studies do not show any significant improvement in either country in its relations with its emigrants after the passage of the legislation legalizing dual citizenship/dual nationality.

This research is an exploration of the applicability of a methodology to the study of decision making on migration in Mexican households. This thesis shows the importance of using multiple respondents in order to examine the role of women in decision making within Mexican households that have migrated. Women's roles in the processes of decision making and migration are varied, but individuals in all households studied indicated that migration is a family, rather than individual, decision. Gender differences appeared in responses to many questions, emphasizing men's and women's different priorities. The most striking differences emerged between spouses in the same household, and the results show the inaccurate picture that can develop if one household member is used to represent all members.

This study explores the perceptions of women who had migrated to Gqebera, Port Elizabeth, South Africa, from Zimbabwe, in terms of their own identity. In-depth interviews were conducted, situated within a phenomenological paradigm with a feminist epistemological orientation, in order to describe the rich detail of a woman’s quotidian existence subsequent to the migratory experience. Findings suggest that women’s identities are constructed in relation to other people, both those who form their in-group and their out-group. The process of migration and difficulties associated with assimilation into the host community impacts on felt ethnicity, strengthening ties to the homeland and to fellow Zimbabweans. Identity is also impacted on by spatiality, or lived space, in terms of both memories of home and present space occupied. Migration incorporating even the post-migration period may well form an extended liminal experience for women.

The purpose of this study is to examine the Jewish Immigrant Aid Services (JIAS) as an example of an ethnic lobby in the Canadian political system. The research explores how in-group and external political factors influence the techniques and effectiveness of JIAS within the immigration policy arena. Specifically, this paper examines how JIAS' lobbying efforts are influenced as a result of issues emerging from within the organization (e.g. structure, hierarchy, leadership, etc), and those arising from within the organization's constituency: Canadian Jews as a whole, and other organizations within the Jewish polity. Further, the broader context of public opinion and the Canadian immigration system are explored to determine how each affects JIAS' advocacy efforts. The political system is examined from the perspective of the structure and agendas operating at three levels of government involved in the development and implementation of immigration policy (the Department of Immigration, Legislative and Senate committees on immigration and employment, and the Cabinet).

Using a mixed methods, interdisciplinary case study approach, this research project explores the benefits, risks, and challenges of male migration for women who reside in San Juan Guelavía, Oaxaca, Mexico. In a unique approach in the field of migration studies, this project considers not only women whose husbands have migrated--absent husbands--but also the impact of male migration on women whose husbands have returned as well as women whose husbands have never left--anchored husbands. Women with returned husbands and even women with anchored husbands feel the threat, worry, and fear that male migration could, at an unknown point in the future, fragment their family. This case study approach looks at how women's work responses are differentiated by husbands' migration status, by age, and by husband's control over women's activities. Women with absent husbands tend be income-producing women as well as women ages 35 to 50 far more than women 35 and under and 50 and over. With motherhood as a cultured priority of rural Mexican women, women's income-producing opportunities are primarily limited to options within the home or in venues that can accommodate their children until the children enter school. Although this case study showed little or no connection between male migration and educational attainment, substantial policy-worthy findings suggest that the lack of value that residents of San Juan Guelavía place on the local public high school curriculum negatively impacts educational attainment of children beyond middle school. Women's traditional and cultural emphasis of marriage for their daughters as well as their reluctance to expose daughters to the negative influences of the city sway the decisions that women make for their daughters.

The transition to mass emigration by the 1830s coincided with the extension of the British emigrant flows to their furthest extremity, the Antipodes. Australia became a new theatre of migration which reflected the new circumstances of expatriation. The Australian case was famously different from, and began more than a century later than, the great transatlantic migrations from the British Isles. The Australian immigration story was improbable from the start when, in 1788, it began as an extremely remote penitentiary for outcasts from British gaols. The eventual despatch of 160,000 convicts to the Australian colonies between 1788 and 1867 barely merited the name of an emigration system. Like the other Australasian colonies, New Zealand conducted its own assisted immigration policies: many of its immigrants indeed came via Australia, especially during the New Zealand gold rushes of the 1860.

This book examines the role of compassion and its relationship to other emotions in asylum and immigration policy discourses in Australia, the UK and the United States. Focusing on the case of undocumented immigrants and refugees, it analyses the politics of compassion in immigration and asylum policy within the broader landscape of the rise of political cultural scripts such as ‘humanitarian reason’, ‘liberal terror’ and ‘compassionate conservativism’ in contemporary politics. This chapter presents an outline of the book's argument, first by considering the media and public hostility towards certain populations of migrants and refugees and then how compassion works as the workings of compassion as a basic social emotion. It then discusses the policy case studies that illustrate the role of a discourse of compassion within recent immigration and asylum policy debates in Australia, the UK and the United States. It also provides an overview of the chapters that follow.

This chapter studies whether “negative” assimilation among immigrants living in the United States occurs if skills are highly transferable internationally. It outlines the conditions for negative assimilation in the context of the traditional immigration assimilation model, in which negative assimilation arises not from a deterioration of skills but from a decline in the wages afforded by skills coincident with the duration of residence. The authors use U.S. Census data from 1980, 1990, and 2000 to test the hypothesis on immigrants to the United States from English-speaking developed countries. They present comparisons with native-born workers to determine whether the findings are sensitive to immigrant cohort quality effects and find that even after controlling for these effects, negative assimilation still occurs for immigrants in the sample. They also find that negative assimilation occurs for immigrants from English-speaking developed countries living in Australia and for immigrants from Nordic countries living in Sweden.
