Purpose Labour mobility is increasingly recognized as an important component of a globalized international trading system. This paper aims to examine the role of temporary entry commitments in international trade agreements toward facilitating global labour mobility. Design/methodology/approach This paper traces three decades of temporary entry provisions in international trade agreements signed by the USA and Canada, beginning with their bilateral Canada–US Free Trade Agreement and culminating in the Trans-Pacific Partnership (TPP). Findings The paper finds that while many countries have continued to liberalize their temporary entry commitments in various trade agreements, the USA has reversed course in the previous decade, hampering international progress. Meanwhile, Canada has pursued ever greater labour mobility provisions with most of its trading partners. Practical implications The unique roles played by the USA, Canada and other trading partners in advancing a coherent international labour mobility agenda are considered. To continue to advance labour mobility in trade agreements moving forward, policy alternatives to the “all” or “nothing” approaches pursued by Canada and the USA are suggested. Originality/value To the author’s knowledge, this paper is the first to formally evaluate labour mobility in the TPP and the only paper to outline the evolution of temporary entry in the US vs Canadian trade agreements over three decades.

Researchers and international institutions have tried to solve a fundamental paradox in the politics of migration. While introducing stricter migration policy stands high on the agenda of many countries, demographic facts suggest that they will need to introduce more extensive labour immigration to avoid labour shortages. Meanwhile, attempts to introduce a legally binding international regime on labour mobility, most ambitiously through Mode 4 of the General Agreement on Trade in Services (GATS) and as requested by developing countries, have had limited success. This article explores one of the political options for resolving this: regulating the movement of natural persons through free trade agreements. It examines three recently concluded free trade agreements (FTAs), the EU–Canada Comprehensive Economic and Trade Agreement (CETA), the China–Australia Free Trade Agreement (ChAFTA) and the Trans-Pacific Partnership (TPP), in an attempt to answer two questions. First, do the signatories commit to more expansive possibilities for labour mobility than through the GATS? Second, what has the political reception of such measures been? While most of the signatories are willing to schedule more far-reaching commitments through FTAs than through the GATS, these commitments typically fall within the realm of existing work permit systems in domestic law. In addition, we find examples of political backlash in countries that have included somewhat more ambitious mobility provisions in FTAs, particularly in Australia. These FTAs may still play a role by improving mutual recognition of skills, and limiting the impact of national reforms to restrict labour migration. However, we conclude that FTAs appear to be neither a manifestly successful instrument for significantly liberalizing labour mobility, nor an evidently desirable one. We call for a more holistic approach that refrains from temporary labour mobility programmes to meet permanent demand for labour, with respect for migrant workers’ rights at its core.

Abstract Notwithstanding their traditional attachment to sovereignty, Southeast and East Asian countries have embraced a dynamic agenda of labour mobility liberalisation through trade agreements. This article assesses the free movement agenda within ASEAN from a multi-level perspective, comparing it to ASEAN countries’ corresponding commitments within the World Trade Organisation’s General Agreement on Trade in Services and Free Trade Agreements (FTAs) concluded as a group or individually with non-ASEAN countries. Contrary to other trade aspects it turns out that intra-regional commitments within ASEAN do not significantly exceed multilateral ones, and score below the level of liberalisation achieved in ASEAN+ and bilateral FTAs. This article interprets this discrepancy as a consequence of strong economic and labour market differences among ASEAN members as well as the lower sensitivity of allegedly technocratic FTAs for considerations of national sovereignty. The article concludes with the limits of this trade policy approach for migration governance and migrants’ rights.

Temporary cross-border movement of service providers is a form of trade in labour services. The General Agreement on Trade in Services (GATS) provides a framework for liberalizing such trade flows. There has, however, been little progress in the GATS negotiations on movement of service providers or mode 4, especially with regard to low-skilled movement. This is in contrast to several bilateral arrangements that cover low-skilled labour mobility. This article outlines the desirable characteristics of selected bilateral labour agreements that facilitate the movement of low-skilled workers. It argues that the GATS mode 4 negotiations could draw upon these desirable features to improve market access commitments for less-skilled service providers while also addressing host country sensitivities. It outlines possible ways of incorporating these features into the GATS framework of commitments and limitations.

The North American Free Trade Agreement (NAFTA) of 1994 aims at creating the legal, political, and business conditions for a freer circulation of goods, capitals and services in North America. However it gives scant attention to the mobility of workers. The basic premise of this paper is that globalisation of trade and the universal diffusion of human rights have evolved and progressed side by side, even though with difficulty and reluctantly, and that the regional liberalisation of trade must be deeply interwoven with issues related to socio-economic rights to be ultimately and durably successful. This paper’s major questions are: How does NAFTA address labour mobility? Does NAFTA neglect, oppose or support the free movement of people across its borders? Does the agreement deal with labour mobility in a clear and definite manner or does it ignore it and give it short shrift? Should NAFTA support the liberalisation of immigration within its area as a long term objective, as part of a deeper and broader regional integration, conditioned on considerable reforms by its Member States, especially Mexico’s legal system, and energy, tax and banking policies, among others? Is the free movement of people needed to be truly successful and provide economic security, survival and prosperity for its member countries in view of vastly changed economic and trade conditions since its inception? This paper first traces the history of the drafting of NAFTA. Then it examines what NAFTA means for labour mobility within the complex interaction between an economic colossus like the United States and a developing country like Mexico, also taking into account current migration trends. In this section, the paper also covers the liberalisation of the mobility of labour (albeit limited) brought about through administrative regulations. Interspersed with this there is a discussion of what should be a mutually reinforcing relationship between international free trade and social policy.

AbstractDespite criticism of ongoing protectionism, this study argues that Canada's internal trade regime has evolved significantly since the implementation of the original Agreement on Internal Trade (AIT). This includes thirteen formal amendments to the AIT and numerous regional agreements in Western, Central, and Atlantic Canada. Borrowing from the liberal International Political Economy (IPE) literature it argues that existing regional agreements complement and offer a potential framework for broader internal trade reforms at the national level. Of these the New West Partnership Trade Agreement (NWPTA) offers a promising model for Canada's internal market, with revised rules and norms related to negative lists, labour mobility, procurement, and investment and dispute settlement. Ongoing efforts to remove barriers will also be linked to a strengthened Internal Trade Secretariat, confidence-building measures, increased transparency and further reform of technical language.

The free flow of skilled labour, business persons, and talents (referred to as skilled labour) is considered as one of the elements contributing to the foundation of the Association of Southeast Asian Nation (ASEAN) Economic Community (AEC). The facilitation of ASEAN’s free flow of skilled labour is arguably unsuccessful because ASEAN members have preserved many constraints on the mobility of skilled workers. This research aims to analyse the hybrid approach to the free flow of skilled labour in ASEAN, which combines the liberalization of the movement of natural persons and qualification harmonization in accordance with the ASEAN Framework Agreement on Services (AFAS), ASEAN Trade in Services Agreement, ASEAN Agreement on Natural Persons, Mutual Recognition Arrangements (MRAs), and ASEAN Qualification Reference Framework). The authors conceptualize the hybrid approach to the free flow of skilled labour in ASEAN to more effectively implement the regional provisions on the free flow of skilled and analyse its appropriateness and limitations. The research concludes that, for the long-term goal of upgrading the skills of ASEAN’s workforce, the hybrid approach is appropriate to ASEAN’s regional labour integration, under the principle of non-interference and the status of shortage of skilled labour. The authors propose several implications for ASEAN’s Member States to take advantage of the hybrid approach, maximize opportunities and reduce impediments from the impacts of the Fourth Industrial Revolution and the ‘job polarization’ phenomenon. In the article, the author proves that an internship can manifest an employee’s labour mobility when it is carried out within the framework of employment relations as a qualification improvement, additional activity, and flexibility of the employee in professional development and growth. Internship of employees is carried out with the aim of gaining practical experience of the person in the performance of production tasks and duties at the workplace at the enterprise after theoretical preparation before starting independent work under the direct supervision of an experienced employee. The internship is also one of the components of high-risk employment, and can also be the basis for obtaining a permit (certificate, license, etc.) to carry out a certaintype of professional activity. The article establishes that a special legal mechanism for internships is provided for employees of certain categories, for example, for civil servants, academic staff and pedagogical employees, etc. It was determined that the purpose of the internship is for a person to gain practical experience in performing tasks and duties at the workplace before starting independent work under the direct supervision of an experienced specialist or already in the process of working with the aim of expanding the list of professional competencies, i.e. as a manifestation of the employee’s labour mobility. In the article, the author argues that the condition of an employee’s internship should be specified in the employment contract. And therefore, this would mean that this condition would be an additional condition of the employment contract, and after its conclusion, it would, accordingly, become mandatory for the parties to perform. And as a result, the relationship that arose during the fulfilment of this condition is labour, and the contract would not be recognized as a contract for the provision of services. If the internship condition did not arise during the conclusion of the employment contract, but later, in such a case, we believe that an additional agreement should be concluded to the employment contract, in which the internship condition should be prescribed. If internships were to be regulated in this way, then, firstly, it would guarantee labour mobility for employees, secondly, the relations that arose during such an internship would be regulated exclusively by the norms of labour law, and accordingly, responsibility would follow under the labour legislation. thirdly, it would protect employers from non-fulfilment of the conditions for completing an internship and working for a certain period of time at this particular employer who paid for the internship.

While concessions to labour mobility at the international level seem off the agenda, with the General Agreements on Trades in Services essentially tabled, the past decades have produced a proliferation of regional trade agreements (RTAs), some of which are facilitating labour mobility specifically. In this paper, the author first conducts a comparative overview of RTAs that have a form of labour mobility programmes: namely, ECOWAS, ASEAN, the European Union, NAFTA, CARICOM and MERCOSUR. Building on an overview of the regulatory frameworks, institutions and legal instruments of these RTAs, the author seeks to find if patterns or lessons to be learned emerge that are relevant from a global perspective and to enhance the legal architecture of international labour mobility. The findings show positive outcomes, with some RTAs generating trade benefits and even moving forward with a common passport based on the newly shared regional identity, and at times even creating dispute settlement and legal systems for regional litigious matters. On the other hand, this exercise also points to various problems such as the poor implementation of the labour mobility provisions, to overly strict restrictions based on skill and to difficulty securing documents to benefit from the labour mobility programmes - in some of the agreements. In the second part, the author discusses these challenges faced in these regional systems. She notes that prioritising skilled as opposed to low-skilled workers has not yielded a comparative advantage and may also be fostering irregular movements. She also highlights that trade liabilities emerge from the association of countries with similar levels of development and that it accentuates the North-South paradigm. These problems disrupt access to the benefits of the programmes, which ultimately creates irregular migrations and uneven labour standards for migrant workers. Finally, the author finds that most RTAs reviewed are developing their own legal frameworks with limited interest for the international instruments available, which are at best a source of inspiration. In the third part, the author invites the reader to challenge many preconceived ideas on international mobility emerging from the first two sections, and shares her thoughts on ways forward to build an international framework, based on existing scholarly work and considering the unpopularity of the GATS. She concludes with a discussion on ‘new regionalism’ as an alternative until a shared international framework to facilitate migrations is set up, with the possibility of a merger between RTAs from the North and the South. This, she argues, could possibly unleash the full benefits of labour mobility such as increased GDPs, poverty reduction and tackling irregular migrations; benefits that have not been entirely felt to date.

After the 1978 policy of reform and opening up, Chinese economy is transiting from a planned economy to a market one. Meanwhile, its labour force also became more mobile, leading to job turnover and internal migration. In addition, the wage setting became more market-oriented rather than centrally administered. Motivated by these changes in the post-reform Chinese labour market, this thesis empirically investigates job turnover, wage compensation and return migration in China, all of which consider the impact of the household registration system. Chapter two empirically studies job turnover in China. The 1978 policy of reform and opening up brought changes to the Chinese labour market. For example, the number of life-long employment was reducing and meanwhile the scale of the non-public sector was expanding. Therefore, people have more employment choices than before. Using employment histories recorded in the 2008 China General Social Survey, discrete-time survival analysis is used to examine the motivations for job turnover. Respondents registered in urban and rural areas are considered separately in the analysis. However, the results show no significant difference in job turnover between urban and rural registered people. As bonuses, housing subsidies and social insurances are currently common employment benefits in China, chapter three asks whether there is a wage reduction when higher benefits are provided to employees, which can be explained by the compensating wage differentials hypothesis. Using data from the 2009 Rural-Urban Migration in China, both urban employees and migrant workers are included in the sample. A wage equation and three benefit equations are estimated simultaneously. Instrumental variables are selected to correct for the endogeneity problem of benefit variables in the wage equation. The results show that there is no trade-off between wages and benefits, meaning that benefits do not have a compensating effect to wages. The fourth chapter uses Cox survival analysis to study the return migration in China. Previous studies have found that return migration in China is due to the household registration system and the macroeconomic environment both domestically and internationally. However, this chapter argues that return migration is more likely to be associated with employment and household factors. Employing data from the 2009 Rural-Urban Migration in China, chapter four considers the heterogeneity in return migration between the new and old generation migrants, where the former are taken to be born after 1980. The results show that the new generation migrants experience more return migration than their old counterparts. This implies that integrating to cities may be difficult even if the new generation migrants have a stronger desire to stay in cities permanently. The thesis concludes that although the Chinese labour market is becoming more mobile and wage setting is more flexible, people with different registration status are experiencing different outcomes and respond differently to these changes. Therefore, the policy implication of this thesis is that the Chinese society as well as its labour market should transit from a dual track system to an integrated one.

This dissertation looks at three different aspects of labour mobility. The first essay examines the movements of workers between wage-employment and self-employment in the United States and the returns to various forms of experience in that context. The second essay studies the long-term unemployed in Canada, and the transitions that they make into other labour market states. The final essay deals with the implications of movements of workers between countries -- specifically, it analyzes earnings distributions to obtain a more complete picture about the declining economic fortunes of immigrants to Canada in recent times.
They key contribution of the first essay lies in the recognition that consideration must also be given to industry and occupation specific experience when studying returns to experience in the context of movements between wage and self-employment - otherwise the returns to other forms of experience will be biased. Using data from the U.S. National Longitudinal Survey of Youth, I find that past occupational experience can, among the different forms of experience, best explain the hourly rate of pay for workers, especially among the self-employed.
Using data from the Survey of Labour and Income Dynamics, the second essay examines the employment prospects of the long-term unemployed (defined as being unemployed for at least a year) in Canada, in view of what is known from the research literature in Europe. Canada has a relatively low rate of long-term unemployment when compared to most European countries, but the proportion of long-term unemployed who remain unemployed for another year or more is surprisingly close to the high European levels. Examination of the factors affecting the chances of the long-term unemployed to obtain regular employment reveals, however, that several of the factors that hinder the chances of the long-term unemployed in Europe are not major obstacles, including age, gender and immigrant status. Low skill, on the other hand, does appear to be a major contributor to very long-term unemployment in Canada as elsewhere. The findings appear to support the view of Canada as belonging firmly with the 'liberal' welfare state and labour market regimes.
The final essay studies earnings distributions of recent immigrants to Canada in 1980 and 2000, as well as those of their native-born counterparts; moreover, I make a distinction between individuals in wage work and in self-employment. Using Canadian Census data, the essay studies two aspects -- immigrant/native-born earnings gaps, and earnings inequality within the immigrant and native-born populations. With regard to the observed growth in earnings gaps, I find that changes in observed characteristics and earnings structure effects were both responsible. With regard to the observed growth in earnings inequality, I find that residual inequality was largely responsible. But while this increase in residual inequality appears to reflect the effects of comprehensive skill biased technical change among the wage-employed, this is not the case among the self-employed.

The topic of international skilled labour mobility has received growing attention within the field of population geography and other disciplines. This interest reflects the large growth of international skilled labour mobility, especially during the 1980s. Attention of prior research has focused on the migratory movement of managers and professionals as they radiate across the globe, recording and representing the dispersal of international investment and the overseas expansion of producers of goods and services. The research examines Scotland's participation in the international exchange of skilled labour. The research undertaken addresses the varying theoretical, conceptual and methodological approaches of prior research on international skilled labour mobility in geography, as well as in other disciplines, such as management studies and occupational psychology. In doing so, the interplay between work and non-work spheres in shaping Scottish international skilled labour mobility is highlighted, as is the differing temporal and spatial focus of existing studies. The author's research thus investigates both the economic and social contexts of Scottish international skilled labour mobility, these contexts being characterised at macro, meso and micro level. In addition, the research adopts a broader definition of skilled labour movements than prior research, and so the study discusses the place of short term business travel as well as longer term migratory movements and the relationship between them. In illustrating the economic context of Scottish international skilled labour mobility, the research outlines macro level changes in the Scottish economy and the role of foreign direct investment as a source and channel of Scottish skill exchange. In turn, the specific institutional characteristics of activities generating these labour flows are examined and related to the occupational status of mobile persons.

This thesis brings together selected published works on the theme of spatial mobility and labour markets. The works selected adopt a range of methodological approaches, including quantitative, qualitative and mixed methods. They are grouped into four inter-related subthemes: (1) labour migration and labour market adjustment; (2) mobilities, migration and commuting; (3) spatial (im)mobility, place and social networks; and (4) immigration, integration and labour market issues. These sub-themes span responses to changes in employment and non-employment, the continuum of labour market-related movements from daily and weekly commuting to employment-related migration, spatial mobility and immobility, and internal and international migration. Taken together, the works presented provide an original contribution to knowledge on spatial mobility and labour markets. They also inform key policy debates. Particular contributions include: (1) evidence on spatial and temporal variations in labour migration as an adjustment mechanism within the broader context of changing labour markets; (2) empirical and theoretical insights into the location and mobility strategies of dual career households and how some individuals might substitute commuting for migration for individual and household gains; (3) evidence on the importance of area perceptions and place-based social networks in constraining spatial mobility – particularly for some individuals in some places; and (4) policy-relevant evidence on the impact of international migration on regional and local labour markets and implications for local skills strategies and local action on integration of new arrivals. Together the works highlight the reality of the fuzziness of the binary measurement categories conventionally used in analyses of spatial mobility and indicate the need for greater flexibility. They also demonstrate the need for increased sensitivity to the diversity of individual, household and local labour market experiences in different times and places.

Abstract (sommario):
Knowledge is a necessary and critically important factor in generating growth and increased prosperity. The extent to which such effects are materialized depends however on its diffusion and how it transcends into innovation, entrepreneurship and growing firms. This doctoral thesis consists of four papers that examine how labor mobility and innovation strategies influence the performance at the firm level with respect to new ventures, firm level growth and innovativeness.   The first paper provides empirical support of the validity of the knowledge-based spillover theory of entrepreneurship by employing a detailed database. The results indicate that both inter-regional labor inflows and intra-regional labor mobility exert a strong positive effect on entrepreneurship, while inter-regional outflows negatively affect entrepreneurial entry.   The second paper examines the influence of the labor mobility of knowledge workers on innovation at the firm level. New evidence are provided that reveals a positive and significant impact of labor mobility on firms’ innovations measured as patent applications.   In the third paper the influence of labor mobility between multinational enterprises (MNEs) and other firms on innovation is investigated. Looking at firms having different owner structures, empirical evidence are provided that particularly domestically owned MNEs generate strong knowledge spillovers to non-MNEs that translates into innovations.   The fourth paper examines the relationship between innovation and firm growth. We implement a classification of innovations based on whether they are explorative or exploitative. The more radical explorative innovations are shown to have a persistent growth effect in the long term, while exploitative innovation increases the labor demand predominantly in the short term.

Labour mobility is a means by which to allocate human resources efficiently. The movement of labour into areas or states where it can increase individual worth, benefits the aggregate economy. This thesis is an empirical investigation of five aspects of labour mobility in Britain. A recurring theme of this study is the interaction between unemployment and mobility. We utilise information from the British Labour Force Surveys as the basis for our study. Specifically we examine: 1) The impact of unemployment on the inter-regional mobility of labour. We find that unemployment experience, and not regional differentials, increase the likelihood of migration. Further the regional allocation process functions less effectively at higher levels of aggregate unemployment. 2) The job search behaviour of employed workers. We show how worker satisfaction, as principally captured by length of job tenure, plays the largest role in the decision to seek work. The type of search strategy undertaken is partly dependent on the level of local labour demand. 3) The influence of unemployment benefit on job search effort. We demonstrate how benefit receipients search more extensively than others. Benefit claimants have a higher probability of locating a job offer. 4) Labour market transitions. Utilising a specially constructed dataset, we estimate annual probabilities of movement between employment, unemployment and inactivity. Worker heterogeneity is shown to explain the majority of these transitions, 5) Inter-firm mobility. Job-shopping by workers is an essential pre-requisite for eventual long-term, productive job matches. High levels of unemployment are shown to impede the job-shopping process.

This article is positioned in the debate regarding the relative importance of labour mobility and informal contacts as mechanisms for knowledge diffusion between organisations. Empirically, the article assesses the importance of different knowledge sources utilised by 219 participants in two high-tech, R&D driven, non-incremental, product development projects in large corporations, located in local labour markets highly specialised in their respective industry clusters. The results show that the most important knowledge sources for the respondents are colleagues within the organisation. Informal contacts outside the organisation, although prevalent, are rather unimportant as knowledge sources. External contacts are related to creative contributions in the projects regardless of whether the contributions are selfassessed or peer assessed. However, the support for informal contacts in particular, being related to creative contributions in the projects, is rather weak. Implications for the understanding of knowledge diffusion are discussed and directions for future research suggested.

This article explores the question of how sustainability and labour law are interrelated. The modern world of work is characterised by the growing social and environmental responsibility of companies. Especially in the post-COVID era, sustainability also plays an increasingly important role in the corporate context, which is also noticeable in the so-called ‘war for talent’. Achieving personal career goals is no longer enough for employees today. Corporate values and in particular the socalled ESG criteria (Environment, Social, Governance) are thus also becoming increasingly important in the employment relationship and in corporate reporting requirements. In terms of social sustainability, labour law instruments can, for example, promote the creation of a discrimination-free working environment, the introduction of flexible working time models or the protection of whistleblowers. From an ecological perspective, labour regulations are also suitable for implementing ‘green mobility’ and other measures to reduce companies’ ecological footprints. Working from home, which experienced a huge boom during the COVID-19 pandemic, is also sustainable, especially from an ecological point of view. Appropriate consideration of these sustainable work tools in future corporate social responsibility (CSR) strategies not only creates a competitive advantage but can also be beneficial in recruitment.

With increasing occupational mobility in the Western societies, where, among other drivers, economic cycles and digital transformation brought changes in labour demand, adults’ access to the education system is becoming increasingly important issue. This refers both for upgrading skills and for retraining with a view to occupational change if the labour market demand for the initial occupation has declined significantly. The aim of this article is to analyse the institutional framework of the Latvian adult education and related institutions to assess what opportunities and what obstacles it creates for individuals to undergo the necessary training to enter a new occupation. Theoretically, the article is based on institutionalism theory, which explains the impact of institutions on the economic behaviour of agents, and middle-range theories on the impact of the structure of the education and labour market institutions on occupational mobility prospects. The analysis is based on a systematic examination of the legal acts and their amendments introduced in Latvia since 2009. The data suggest that Latvian institutional environment is generally favourable for occupational change, but specially targeted public policy support is aimed at the upgrading and retraining of medium- and low-skilled workforce, leaving the occupational transition of high-skilled workforce largely to their own discretion.

Labour subcontracting has become popular and has been extensively utilized in the building construction industry due to the potential for a reduction in initial cost for site mobilization. However, there are high risks involved in labour subcontracting due to inadequate and ambiguous subcontract agreements, which lead to disputes between parties. Thus, this paper aims to identify the deficiencies in large-scale contractors’ bespoke labour subcontract agreements in the Sri Lankan construction industry. Eight semi-structured interviews were carried out with main contractors (CS1 and CS2 as per the CIDA registrations) to identify the current practice of labour subcontracting and the terms/clauses included in their company-based labour subcontract agreement. The collected data was then subjected to a content analysis, and accordingly, deficiencies in the agreements were identified that fall into areas such as defects in the works, materials, tools and equipment, contract termination, discipline at the site, services provided by the main contractor, penalties, dispute management, health and safety, retention clause, quality of the works, rate of progress, laws and regulations, variations, insurance, and skill of the labour subcontractors.

Due to the lack of political consensus at the previous General Agreement on Trade on Services (GATS), negotiations on the temporary movement of natural persons (Mode 4) have stagnated. However the recent labour shortages in several labour intensive sectors, particularly agriculture, in Australia and New Zealand has recently provoked a serious debate over the implementation of policies that would facilitate the supply and employment of guest workers. This paper implements a CGE model of bilateral migration flows (GMig2) to quantify the benefits of liberalizing GATS Mode 4 in the Pacific region. The results indicate that an increase in the labour forces of Australia and New Zealand from elsewhere within the Pacific region would raise welfare in Australia and New Zealand. However, the results also demonstrate that while the Pacific Islands economies could gain substantially from the movement of unskilled workers, the loss of scarce skilled workers could lead to significant declines in the welfare of those remaining, which could offset the gains from the movement of unskilled labour. Agreements regarding the movement of unskilled labour could therefore potentially constitute significant development policies which warrant further attention from policy makers. Traditionally, labour concerns have not been top-of-mind when considering competition policy, but the current approach to wage-fixing, anti-poaching, and anti-mobility agreements between firms has been one of the main reasons behind recent Parliamentary attention to competition policy and labour markets. Key stakeholders in academic and policy circles have called for more robust enforcement regarding monopsony / oligopsony power in labour markets, when assessing mergers and acquisitions for example, as well as regarding market power in labour representation (unions) and certification as entry barriers in labour markets. The objective here is to identify the numerous challenges and pitfalls in assessing the level of competition on labour markets, both supply and demand, and in addressing remedies if necessary.
