Determining how the controller (or air navigation service provider) of the future will function in tomorrow's Next Generation Air Transportation System (NextGen) will require an understanding of the existing literature. In this chapter, after an analysis of the controller's job, we focus on technology, which is an important factor in air traffic control (ATC) today and will become increasingly so in NextGen. We then turn to workload and the extent to which it can be predicted. From human-technology interaction and workload, we move to the multiple facets of cognition thought to underlie these and other aspects of the controller's job. Beyond individual cognition, we review collaboration among controllers and discuss both synchronous cooperation and the cooperative shift change. As we move up the system, we look at error, risk, and safety. Finally, we consider the work on controller selection, covering both “select-in” (KSAOs) and “select-out” (e.g., medical and suitability) factors. For NextGen to be successful, human factors researchers must determine from today's research how the human operator can best function to provide ATC services in the future.

The air transportation system connects the world through the transport of goods and people. However, operational inefficiencies such as flight delays and cancellations are prevalent, resulting in economic and environmental impacts. In the first part of this article, we review recent advances in using network analysis techniques to model the interdependencies observed in the air transportation system and to understand the role of airports in connecting populations, serving air traffic demand, and spreading delays. In the second part, we present some of our recent work on using operational data to build dynamical system models of air traffic delay networks. We show that Markov jump linear system models capture many of the salient characteristics of these networked systems. We illustrate how these models can be validated and then used to analyze system properties such as stability and to design optimal control strategies that limit the propagation of disruptions in air traffic networks.

Air traffic over Indian skies continues to increase rapidly and due to this increased demand, efforts must be made to efficiently balance demand with capacity. Air traffic flow management is a concept that allows for better demand and capacity management. It helps airlines plan routes and schedule flights. The ability to estimate the volume of air traffic is hence a critical element in flow management. Determining traffic in an ATC sector necessitates a thorough examination of various hidden parameters. The prediction is carried out using machine learning algorithms, Recurrent Neural Network, and Long Short Term Memory that examine the data and find a pattern which then anticipates the traffic in the sector at any given moment in the near future. Given the real-time data and experimental findings from this study, it is clear that Long Short Term Memory provides a clearer indicator of the study's goal.

As the air transport has been coming through major changes and it has been expanding, it is assumed that its volume will be doubled in the next 15 years. Air traffic control uses strictly organised procedures to ensure safe course of air operations. With the skies covered with more airplanes every year, new tools must be introduced to allow the controllers to manage this rising amount of flying aircraft and to keep the air transport safe. This paper provides a comprehensive and organized material, which describes the newest tools and systems used by air traffic control officers. It proposes improvements for further research and development of ATC tools.</p>

Air Traffic Controllers (ATCOs) are responsible for the safety and efficiency of all air traffic. It is essential that controllers maintain a consistently high standard of human performance in order to maintain flight safety. Knowledge of human factor influences on controller performance is critical to understand and mitigate threats to performance. Previous research has largely focused on the association between single factors and performance, which has resulted in a comprehensive understanding of single factor influences. In current control environments however, the residual threats for incidents often result from the interaction of multiple human factors and the resulting cumulative impact on performance. This thesis describes a set of studies that investigate the relationship between multiple, co-occurring factors, and the association with human performance. Findings contribute further understanding of multifactor combinations and associations with human performance, and provide novel and practical recommendations for the mitigation of multifactor influences on controller performance. A literature review, incident report analysis and survey of air traffic professionals confirmed that a majority of research approaches were fundamentally single-factor in nature, which is out of step with real air traffic management (ATM) contexts. In addition, findings confirmed that multiple factors co-occur in an air traffic control (ATC) environment, and are associated with controller performance. An off-line experiment using students as participants investigated the relationship between a set of human factors and the association with performance. Results indicate that several factors known to be associated with controller performance do co-vary and factors may interact to produce a cumulative Influence on performance. An interview study with en-route controllers contributed to an understanding of mitigation strategies of multifactor influences. The research presented in this thesis has contributed findings that have both theoretical and practical implications. This research has addressed long-standing gaps within human performance literature and contributed new understanding to the complex field of human performance in air traffic control. Findings suggest that factors do co-occur in ATC, and interact to negatively influence performance, pushing controllers to the edge of performance. This research argues for a more ecologically valid investigation of real-world systems using multiple factors rather than the traditional one or two-factor paradigms. In addition, this research investigation has contributed novel understanding of mechanisms which may mitigate multifactor influences and has developed practical recommendations for aviation personnel that may be used to support performance, thereby preventing performance decline, with important implications for maintaining and improving safety within the ATC domain.

Subjects performing visual target tracking tasks have been shown to utilize perceptual organization. This organization has been shown to have both Gestalt features and goal-oriented features. Previous studies have attempted to use memory recall techniques to examine potential cognitive groupings in air traffic control tasks, with negative results. Analysis of eye movements has shown similar patterns of organization to the underlying visual tasks. Experiments were performed to evaluate whether recall or eye-tracking techniques can be used to extract perceptual groupings. Subjects' memory of scenario information is generally poor, except where significant manipulation of targets occurred. For this reason it is suggested that recall techniques may not be able to elicit subjects' cognitive groupings. Fixation data, however, indicates clustering consistent with Gestalt factors. Goal-oriented factors did not seem to affect grouping.

As air traffic is forecasted to increase, air traffic control software subsequently needs to be more sophisticated. To efficiently push development forward, testing is important in order to determine usability. The tests need to be adapted to fit a particular purpose and carried out with methods that preserve the validity of the results.

This thesis describes an implementation project carried out at the EUROCONTROL Experimental Centre, Bretigny-sur-Orge, France. The purpose of the project is to create an application that enables a user to create datasets of air traffic to be used for these tests. The application allows for manual work or bulk imports from external data sources. Furthermore it compiles scenarios as output datasets intended for prototype air traffic control software developed at Linköping University.

The application design rationale and development process is described. Some time is spent on demonstrating the flexibility of the application and how its usage fits in a bigger picture.

Air traffic controller cognitive processes are a limiting factor in providing safe and efficient flow of traffic. Therefore, there has been work in understanding the factors that drive controllers decision-making processes. Prior work has identified that the airspace structure, defined by the reference elements, procedural elements and pattern elements of the traffic, is important for abstraction and management of the traffic. This work explores in more detail this relationship between airspace structure and air traffic controller management techniques. This work looks at the current National Airspace System (NAS) and identifies different types of high altitude sectors, based on metrics that are likely to correlate with tasks that controllers have to perform. Variations of structural patterns, such as flows and critical points were also observed. These patterns were then related to groupings by origins and destinations of the traffic. Deeper pilot-controller voice communication analysis indicated that groupings by flight plan received consistent and repeatable sequences of commands, which were identified as techniques. These repeated modifications generated patterns in the traffic, which were naturally associated with the standard flight plan groupings and their techniques. The identified relationship between flight plan groupings and management techniques helps to validate the grouping structure-base abstraction introduced by Histon and Hansman (2008). This motivates the adoption of a grouping-focused analysis of traffic structures on the investigation of how new technologies, procedures and concepts of operations will impact the way controllers manage the traffic. Consideration of such mutual effects between structure and controllers' cognitive processes should provide a better foundation for training and for engineering decisions that include a human-centered perspective.

Abstract This paper provides a brief introduction to air traffic management and to two new technologies available for its modernization. A new architecture for an automated air traffic management system is introduced, and a mathematical representation of such an architecture, called a nonlinear hybrid system, is presented. A computational method for synthesizing controllers for hybrid systems is then discussed, followed by a two-aircraft conflict resolution example. The paper is concluded with a discussion of ongoing research.
