Abstract (sommario):
This article gives a brief overview of the main features, functions and future perspectives of agencies in the European Union [EU]. It highlights the specific notion of the EU’s highly integrated, multi-level legal system as an explanatory factor for the specificities of agency design. The article looks at agencies in the EU through the lens of the structural and procedural arrangements for their independence and their accountability. The article comes to the conclusion that, generally speaking, accountability and independence are defined by and adapted to the position of an agency within the structure of administrative networks implementing EU law and policy. Their raison d’être is usually to coordinate Member State implementing activities rather than taking on these responsibilities themselves.Cet article présente un bref aperçu des caractéristiques principales, des fonctions et des perspectives d’avenir d’agences au sein de l’Union Européenne [UE]. Il met en évidence la notion particulière que les spécificités de la façon dont les agences sont structurées s’expliquent par le fait que le système juridique de l’UE est hautement intégré et à niveaux multiples. L’article examine des agences de l’UE dans la perspective des arrangements structuraux et procéduraux en vue de leur indépendance et de leur obligation de rendre compte. L’article conclut que de façon générale l’obligation de rendre compte et l’indépendance sont définies par, et adaptées à, la position d’une agence dans le cadre des réseaux administratifs qui appliquent la loi et les politiques de l’EU. Leur raison d’être est généralement de coordonner les activités d’application des États Membres plutôt que d’être chargées elles-mêmes de ces responsabilités.

Abstract (sommario):
Nous proposons d’apporter un regard critique sur la notion d’empathie employée dans les modèles de conception collaborative. Il semble que l’injonction faite par le design, de comprendre l’expérience d’autrui à travers une posture empathique, nous fasse oublier le dispositif de co-conception, dans lequel « la place de l’autre » se construit. En effet, en cherchant à nous « mettre à la place d’autrui » nous figeons son identité. Or, nos observations participantes de projets collaboratifs dans une agence digitale nous ont permis de voir que, durant le processus de co-conception, les gens prennent conscience d’eux-mêmes et évoluent. Cette « révélation de soi » ne nous semble pourtant pas dépendre de la capacité des acteurs à se montrer empathique, mais d’une forme de dramaturgie. Nous proposons alors de comprendre la co-conception en termes de situation afin d’en montrer la logique dispositive bienveillante à travers laquelle l’identité des participants évolue.

Cet article porte sur l’intégration de l’aménagement du territoire et des transports au niveau métropolitain en Amérique du Nord. Au moyen d’une analyse de contenu d’entretiens semi-dirigés et d’une recherche documentaire, deux grandes régions métropolitaines, Toronto et Chicago, sont comparées quant à leur cheminement institutionnel vers une plus grande intégration de la planification des transports et de l’aménagement du territoire. Les interventions des différents paliers d’autorité sont décrites et comparées, mettant en exergue la manière dont le défi d’intégration est entrepris des deux côtés de la frontière. Alors que le gouvernement de l’Ontario a emprunté une approche législative et davantage centralisée, avec la création d’une agence de transport métropolitaine contrôlée par le ministre des Transports et l’adoption de deux lois de gestion de la croissance avec obligation de conformité, le gouvernement de l’Illinois a opté pour une approche plus décentralisée, avec la création d’une agence de planification régionale aux capacités de financement et à l’autorité limitées, dont le fonctionnement est basé sur la coopération volontaire entre acteurs locaux. Les différentes trajectoires empruntées dans les deux régions indiquent que la dimension verticale de la gouvernance constitue un passage obligé, à certaines étapes des politiques visant l’intégration des transports et de l’aménagement du territoire au niveau régional, et soulève des questions quant à l’impact du design institutionnel des nouvelles agences de planification sur le financement des projets de transport et les décisions relatives à l’utilisation du sol.

Abstract (sommario):
Cet article propose un état intermédiaire d’une recherche en cours portée par le laboratoire Dicen-IdF (équipe du CNAM) et l’UTT. Elle s’inscrit dans le cadre d’un partenariat informel avec la ville des Lilas et la préfecture de Police, commissariat de circonscription des Lilas, qui ont accepté d’ouvrir le terrain à l’équipe de recherche et ses designers. Les chercheurs ont sollicité la collaboration de l’agence de design Vraiment Vraiment, qui se définit comme une agence de design d’intérêt général spécialisée dans l’innovation publique. La recherche met en évidence l’intérêt des méthodes de communication dites dialogiques ou collaboratives pour contribuer aux actions de prévention à destination des regroupements de jeunes et, dans notre cas, à prévenir des rixes. Elle contribue également l’expérimentation de méthodes de Recherche Intervention par le Co-Design (RICO-D) à travers laquelle les chercheurs s’associent à des designers pour co-produire avec les acteurs de terrain l’analyse des situations et les propositions de solutions. Après une présentation du contexte et du terrain nous passerons en revue l’ensemble des dispositifs de prévention mis en place par les différents acteurs. Nous présentons les dispositifs de communication collaborative proposés par les designers et celui qui a été retenu et qui sera prototypé et expérimenté en 2023. Cette recherche est également l’occasion de présenter le modèle ECoPI (Engagement, Compétence, Performance, Bilan), qui correspond à la description du parcours transactionnel associé à l’enquête et du modèle DIPE (Définition, Idéation, Prototypage, Évaluation) qui correspond à une déclinaison du parcours transactionnel ECoPI à l’approche transactionnelle du design. Ces modèles contribuent à l’opérationnalisation de la sémiotique des transactions coopératives dans le cadre d’études de terrain.

Abstract (sommario):
Within the framework of the technological development of the VULCAIN rocket engine (Ariane V European project), initiated by the Centre National d’Etudes Spatiales (CNES) for the Agence Spatiale Europe´enne (ESA), the Socie´te´ Europe´enne de Propulsion (SEP) is in charge of the design and building of the liquid hydrogen turbopump. In order to characterize the hydraulic performance of the pump, an air test facility reproducing the pump geometry was built by SEP and fitted in the Laboratoire de Me´canique des Fluides et d’Acoustique of the Ecole Centrale de Lyon. Benefits and disadvantages of air tests of hydraulic pumps are discussed. The pump is composed of three stages. The first one is an axial inducer stage. The second and third ones are centrifugal stages with vaned diffusers and are separated by a U bend and a vaned return channel. Results of the first measurement campaign are presented. They consist of overall pressure, wall static pressure and velocity measurements. Local quantities (velocity triangle, pressure) and mean quantities (pressure rise, losses, efficiency) are given. Recirculating and wake flow analysis are included. The goals of the study are the understanding of the flow behavior and the improvement of the prediction methods. Predicted and measured quantities (losses, efficiency, kinetic momentum) are compared. The hydrogen performances are deduced, they agree with the specified performances of the pump. This validation is one of the main results achieved.

Abstract STUDY QUESTION Are GnRH tests and serum inhibin B levels sufficiently discriminating to distinguish transient constitutional delay of growth and puberty (CDGP) from congenital hypogonadotropic hypogonadism (CHH) that affects reproductive health for life? SUMMARY ANSWER Both parameters lack the specificity to discriminate CDGP from CHH. WHAT IS KNOWN ALREADY GnRH tests and inhibin B levels have been proposed to differentiate CDGP from CHH. However, their diagnostic accuracies have been hampered by the small numbers of CHH included and enrichment of CHH patients with more severe forms. STUDY DESIGN, SIZE, DURATION The aim of this study was to assess the diagnostic performance of GnRH tests and inhibin B measurements in a large cohort of CHH male patients with the whole reproductive spectrum. From 2008 to 2018, 232 males were assessed: 127 with CHH, 74 with CDGP and 31 healthy controls. PARTICIPANTS/MATERIALS, SETTING, METHODS The participants were enrolled in two French academic referral centres. The following measurements were taken: testicular volume (TV), serum testosterone, inhibin B, LH and FSH, both at baseline and following the GnRH test. MAIN RESULTS AND THE ROLE OF CHANCE Among CHH patients, the LH response to the GnRH test was very variable and correlated with TV. Among CDGP patients, the LH peak was also variable and 47% of CHH patients had peak LH levels overlapping with the CDGP group. However, no patients with CDGP had an LH peak below 4.0 IU/l, while 53% CHH patients had LH peak below this threshold. Among CHH patients, inhibin B levels were also variable and correlated with TV and peak LH. Inhibin B was significantly lower in CHH patients than in CDGP patients but 50% of CHH values overlapped with CDGP values. Interestingly, all patients with CDGP had inhibin B levels above 35 pg/ml but 50% of CHH patients also had levels above this threshold. LIMITATIONS, REASONS FOR CAUTION As CHH is very rare, an international study would be necessary to recruit a larger CHH cohort and consolidate the conclusion reached here. WIDER IMPLICATIONS OF THE FINDINGS Peak LH and basal inhibin B levels are variable in both CHH and CDGP with significant overlap. Both parameters lack specificity and sensitivity to efficiently discriminate CHH from CDGP. This reflects the varying degree of gonadotropin deficiency inherent to CHH. These two diagnostic procedures may misdiagnose partial forms of isolated (non-syndromic) CHH, allowing them to be erroneously considered as CDGP. Abstract STUDY QUESTION Do human granulosa cells (GCs) ingest and destroy apoptotic oocytes? SUMMARY ANSWER Somatic GCs ingest and destroy apoptotic oocytes and other apoptotic substrates through unconventional autophagy-assisted phagocytosis. WHAT IS KNOWN ALREADY Most (99%) ovarian germ cells undergo apoptosis through follicular atresia. The mode of cleaning of atretic follicles from the ovary is unclear. Ovarian GCs share striking similarities with testicular Sertoli cells with respect to their origin and function. Somatic Sertoli cells are responsible for the elimination of apoptotic spermatogenic cells through unconventional autophagy-assisted phagocytosis. STUDY DESIGN, SIZE, DURATION Human GCs were tested for the ability to ingest and destroy the apoptotic oocytes and other apoptotic substrates. A systemic study of the main phagocytosis steps has been performed at different time points after loading of apoptotic substrates into the GC. PARTICIPANTS/MATERIALS, SETTING, METHODS Primary cultures of GC retrieved following controlled ovarian stimulation of five women for IVF/ICSI and a human granulosa KGN cell line were incubated with different apoptotic substrates: oocytes which underwent spontaneous apoptosis during the cultivation of immature germ cells for IVF/ICSI; apoptotic KGN cells; and apoptotic membranes from rat retinas. Cultured GC were analyzed for the presence of specific molecular markers characteristic of different steps of phagocytic and autophagy machineries by immunocytochemistry, confocal microscopy, transmission electron microscopy and western blotting, before and after loading with apoptotic substrates. MAIN RESULTS AND THE ROLE OF CHANCE Incubation of human GC with apoptotic substrates resulted in their translocation in cell cytoplasm, concomitant with activation of the phagocytosis receptor c-mer proto-oncogene tyrosine kinase MERTK (P < 0.001), clumping of motor molecule myosin II, recruitment of autophagy proteins: autophagy-related protein 5 (ATG5), autophagy-related protein 6 (Beclin1) and the rise of a membrane form of microtubule-associated protein 1 light chain 3 (LC3-II) protein. Ingestion of apoptotic substrates was accompanied by increased expression of the lysosomal protease Cathepsin D (P < 0.001), and a rise of lysosomes in the GCs, as assessed by different techniques. The level of autophagy adaptor, sequestosome 1/p62 (p62) protein remained unchanged. LARGE SCALE DATA N/A LIMITATIONS, REASONS FOR CAUTION The number of patients described here is limited. Also the dependence of phagocytosis on reproductive hormone status of patients should be analyzed. WIDER IMPLICATIONS OF THE FINDINGS Removal of apoptotic oocytes by surrounding GC seems likely to be a physiological mechanism involved in follicular atresia. Proper functioning of this mechanism may be a new strategy for the treatment of ovarian dysfunctions associated with an imbalance in content of germ cells in the ovaries, such as premature ovarian failure and polycystic ovary syndrome. Introduction In 2011, the Agence de la santé et des services sociaux de Montréal (ASSSM), in partnership with the region’s Centres de santé et de services sociaux (CSSS), coordinated the implementation of a program on cardiometabolic risk based on the Chronic Care Model. The program, intended for patients suffering from diabetes or hypertension, involved a series of individual follow-up appointments, group classes and exercise sessions. Our study assesses the impact on patient health outcomes of variations in the implementation of some aspects of the program among the six CSSSs taking part in the study. Methods The evaluation was carried out using a quasi-experimental “before and after” design. Implementation variables were constructed based on data collected during the implementation analysis regarding resources, compliance with the clinical process set out in the regional program, the program experience and internal coordination within the care team. Differences in differences using propensity scores were calculated for HbA1c results, achieving the blood pressure (BP) target, and two lifestyle targets (exercise level and carbohydrate distribution) at the 6- and 12-month follow-ups, based on greater or lesser patient exposure to the implementation of various aspects of the program under study. Results The results focus on 1185 patients for whom we had data at the 6-month follow- up and the 992 patients from the 12-month follow-up. The difference in differences analysis shows no clear association between the extent of implementation of the various aspects of the program under study and patient health outcomes. Conclusion The program produces effects on selected health indicators independent of variations in program implementation among the CSSSs taking part in the study. The results suggest that the effects of this type of program are more highly dependent on the delivery of interventions to patients than on the organizational aspects of its implementation.

ABSTRACT We report here the design, performance, and in situ demonstration, on‐land and offshore, of an innovative high‐resolution low‐cost optical (laser) seismometer. The instrument was developed within the Laser Interferometry for Earth Strain project (French Agence Nationale de la Recherche [ANR] program), and first tested at the low‐noise underground laboratory Laboratoire Souterrain à Bas Bruit (LSBB, France). It is based on Fabry–Pérot optical interferometry between the extremity of a probing optical fiber and a reflecting mirror secured to the mobile mass of a passive 2 Hz geophone. The detection technique is based on the wavelength modulation of the laser diode (1310 nm), which allows the separation of the optical power into two signals in quadrature, thanks to an heterodyne technique. The relative displacement of the mobile mass is retrieved in real time by the phase unwrapping of these two signals. At LSBB, the fiber was 3 km long. It recorded many teleseismic earthquakes and a few regional ones, and resolves the low‐seismic noise of the Earth for periods up to 6 s, presenting an acceleration noise floor lower than 1 ng/Hz in the 0.3–5 Hz range. A three‐component version of this fiber‐based interferometric 2 Hz geophone has been recently constructed, shielded in a hyperbaric container, and installed offshore for test in Brittany (France) in April 2018, with an improved control system. Its record of the marine ambient noise matches those of a collocated commercial broadband seismometer for periods up to 50 s. This opens promising perspectives for large‐scale ocean bottom instrumentation with up to 50‐kilometer‐long optical lines; an installation is planned for 2020, off Guadeloupe, with a 5‐kilometer‐long fiber cable. It may also prove useful for installations in other challenging and exposed environments, such as deep hot boreholes, active volcanoes, unstable landslides, for real‐time monitoring in regions with high natural hazard, but also for seismic monitoring of geoindustries.

Resumen. Este artículo tiene como objetivo general proponer un modelo de asociación municipal que pueda favorecer un desarrollo sostenible de la región objeto de estudio, la cual se encuentra inserta en una disputa territorial en la Península de Yucatán, México. Para la realización de esta investigación se llevó a cabo un método hipotético-deductivo, fundamentalmente cualitativo, analizando las corrientes teóricas en torno a la gobernanza, así como las tendencias más sobresalientes en el debate actual sobre el modelo de gestión consistente en la asociación entre municipios. Se hace uso del método predictivo, al diseñar un modelo de asociación municipal apropiado a la zona objeto de estudio, con el cual se prevé mitigar la problemática que se da en la actualidad. Así mismo, se da respuesta a la cuestión de qué es lo que motiva el conflicto territorial en el caso de estudio y se concluye con la propuesta de creación de un organismo público descentralizado que haga las veces de una agencia ambiental intermunicipal. This article has as a general objective to propose a model of municipal association that can favour a sustainable development of the region under study, which is inserted in a territorial dispute in the Yucatan Peninsula, Mexico. In order to carry out this research, a hypothetical-deductive method, fundamentally qualitative, was carried out, analysing the theoretical currents around governance, as well as the most outstanding trends in the current debate on the management model consisting of the association between municipalities. The predictive method is used to design a model of municipal association appropriate to the area under study, which is expected to mitigate the current problem. Likewise, the question of what motivates the territorial conflict in the case study is answered and concludes with the proposal to create a decentralized public body that acts as an intermunicipality environmental agency. Can democracy be resilient in an increasingly ‘high-speed society’? Social acceleration, some critics argue, poses a serious threat to the idea and practice of democracy. Others invoke but do not develop the idea of ‘slow democracy’ as one important response to this threat. Despite its importance, the critique and response lack analytical depth. In this context, and in an effort to rebuild the debate on a stronger and more fruitful base, the article underscores the potential of political agency to shape democracy’s temporality and reframes ‘slow democracy’ as a challenge of democratic design.

Recent development challenges highlight a pressing need to re-evaluate whether the post-World War II behemoths of multilateral development finance are up to the tasks being demanded of them today. The institutions that dominate the current order, the United Nations (“UN”) and the World Bank, are undergoing a crisis of confidence as the world’s development aid donors engage in an ongoing quest to find alternatives to them. This quest takes the form of setting up numerous funds narrowly tailored to finance specific, narrowly-defined needs. Examples of these funds include the Global Environment Trust Fund (GEF) and the Global Fund to Fight HIV Aids, Malaria and Tuberculosis. The Climate Change Fund, proposed in the December 2009 Copenhagen Accord (and recently renamed the Green Climate Fund), is poised to follow this approach. This ad hoc special purpose fund approach lacks a coherent, unifying vision of how to meet today’s development challenges. The funds that have been created fill a need but suffer from several deficits, ranging from governance gaps and lacunae in accountability, to high transaction costs and uncertain status in the international political and legal order. These deficits generate new risks and costs for the international aid architecture. In this Article, I argue that the time has come to re-design the interrelationship between these special purpose funds and the UN and the World Bank so that these funds can operate in sync with these institutions rather than as bypasses of them.

O design social pode identificar potencialidades e dialogar com os atores envolvidos para buscar soluções sociais inovadoras associadas com políticas educacionais e ações afirmativas. Este projeto foi realizado com jovens institucionalizados em vulnerabilidade social, com o objetivo de promover ações de capacitação profissionalizante para produção de produtos de joalheria e acessórios, atendendo ao mercado local. Os resultados apontaram não apenas o sucesso do aprendizado, mas também o surgimento da cultura do empreendedorismo, o engajamento e o aumento da autoestima.

Purpose The purpose of this paper is to focus on the specific relationship between temporary agency workers (TAWs) and their employing temporary work agencies in Germany that is characterized – in contrast to other European countries – by agencies’ central role in employment and the prevalence of permanent contracts. The study addresses a research gap in understanding the mediating role of perceived organizational support (POS) provided by temporary work agencies in the relationship between employment-specific antecedents and TAWs’ subjective well-being (SWB). Design/methodology/approach Based on a sample of 350 TAWs in Germany, the mediating role of POS provided by agencies is analyzed using structural equation modeling. Findings The authors show that procedural justice, performance feedback and social network availability positively relate to POS while perceived job insecurity shows the expected negative influence and distributive justice has no impact on POS. POS, in turn, positively relates to SWB. The partially mediating effect of POS between employment-specific antecedents and SWB is also confirmed. Research limitations/implications The study is based on cross-sectional data and self-reported measures; this may limit causal inferences. Practical implications The results highlight the importance of agencies creating POS and reducing perceived job insecurity for improving TAWs’ SWB. Originality/value The study contributes to previous POS research by focusing on the agencies’ role and by showing the mediating effect of POS on TAWs’ SWB in Germany.

Este artículo presenta diez retos de diseño para el contexto mexicano, los cuales fueron informados a partir de problemáticas significativas de México. Para cumplir el objetivo primero se revisaron detalladamente reportes nacionales e internacionales realizados por entidades gubernamentales y no gubernamentales que informan problemáticas significativas para el desarrollo de un país, por ejemplo, la educación, la desigualdad o la violencia. A partir de dicha revisión se identificaron diez problemáticas relevantes para México. Estas problemáticas se transformaron en retos, que es una forma de abordarlos en la práctica del diseño. Así, una problemática es la desigualdad de género y el reto es cumplir la igualdad. Los diez retos fueron evaluados por un grupo de diseñadores y diseñadoras, quienes eran estudiantes, cuerpo docente o tutores de la Maestría en Diseño Industrial de la Universidad Nacional Autónoma de México (UNAM). Los resultados indicaron que las personas participantes reconocen la relevancia de abordar los diez retos a partir de la práctica del diseño. Además y con base en los resultados obtenidos, los retos son una propuesta concreta para desarrollar una agenda social para el diseño en México. De igual manera, es una invitación para que el gremio de diseño establezca las problemáticas y retos significativos a abordar a partir de la práctica del diseño en diferentes contextos.

This essay focuses on one of the numerous aspects in design that illustrates the necessity of including gender. It discusses gender identities between subjection and agency within the broad realm of matters, textiles, and fashion. The article exemplarily wanders through various forms of social oppression and exploitation of women in history as well as today, but also offers perspectives of resilience and resistance. Although totally different from each other, they have one phenomenon in common: it is both the body and the material that matters. In the end, the possibility of transforming the social making of objectified and subjectified bodies into fluid identities is discussed.

Abstract This paper investigates (digital) materiality through an analysis of the “sociomaterial configuration” (Orlikowski 2009) of the participatory design project SensorLab (2010). In SensorLab, users were enrolled as designers: a group of high school students developed and tested smart pollution-sensing prototypes in a public park in Amsterdam. Concepts from science and technology studies, specifically the notion of the “dance of agency” (Pickering 1995), are used to trace how ‘smartness’ materialises in the form of the SensorLab’s prototypes. The exploratory case study draws conclusions about (1) how materiality performs its agency and invites improvisations during prototype design and (2) how the student-designers use their tacit knowledge as situated expertise to improvise with construction materials and technology. The deconstruction of the assemblage of human/material agency suggests that while the student- designers are readily accommodated to develop prototypes, the material agency of the sensor technology resists improvisation as compared with the other available materials. The extent to which the black-boxed sensor technology allows the student-designers to become ‘smart’ is therefore debatable.

Users often turn to subscription video on demand (SVOD) platforms for entertainment. However, these platforms sometimes employ manipulative tactics that undermine a user's sense of agency over time and content choice to increase their share of a user's attention. Prior research has investigated how interface designs affect a user's sense of agency on social media and YouTube. For example, YouTube's autoplay left users feeling like they had less control over their time. We extend this work by investigating the design elements of Netflix, the most used SVOD, for the impact they have on users' senses of agency. We conducted interviews with 20 participants that used Netflix regularly, asking about their experiences and perceptions of features in the Netflix platform design that may affect their sense of agency. We found that a user's sense of agency was at odds with the platform's design. Users, who were often seeking entertainment for mood management, were met with features that encouraged watching more than they originally planned to and watching content they may not otherwise watch. We discuss design recommendations that Netflix could employ to reaffirm their users' agency.

Purpose:To conduct a systematic review (SR) of 550 studies produced between 1970 and 2008 that focus on programs and/or services provided by state vocational rehabilitation (VR) agencies believed to impact client and/or program outcomes.Method:Authors used a 5-step SR protocol to evaluate and summarize study content and outcomes, study design, and data collection methods.Results:Results indicate that the VR research base is highly varied in terms of the research focus with respect to programs and services, populations, and outcomes and that it spans across a wide range of research designs and data collection methods.Conclusions:The majority of the studies included in this review relied on administrative data, particularly Rehabilitation Services Administration data, and surveys. Only a small number of studies employed some type of experimental design, suggesting a lack of application of this type of research design. Implications and recommendations for future research are discussed.

This article presents first results of an ethnographic research project in a Luxembourgish primary school that accompanied the development of a school project by children from the fifth grade. Analysing the data children themselves collected with Kodak Zi8 cameras in order to document their project activities, it investigates their possibilities and constraints to become designers of a ‘third space’ within the educational institution. The author draws on Emile Durkheim's educational sociology in order to simultaneously analyse the educational processes of socialisation and subjectification that occur when children are legitimated to take part in the design of their own learning processes within school. The analysis focuses on the social languages children are drawing on and creating when shaping their school project in and through the collected data. It succeeds in depicting the interplay of structure and agency in children's practices and in demonstrating children's capability to contribute to their subjectification as social beings and to co-design the educational institution they are socialised by. However, it also points to the institution's mistrust and constant endangering of children's initiative and constitution as social actors. In this sense, the article deals with the possibilities of and obstacles to transformation of institutions of learning from within and bottom up.
