Abstract (sommario):

The purpose of the article is to represent the organizational aspects of drone administration in the Republic of Bulgaria. On the basis of comparative structural and legal analysis specific functions of national, european and international authorities administrating the use of drones are highlighted as results as well as the structures of the administrations that assist them. Merit of the article are the suggested methods of improving the administration of the national regulating authority for administration of drones in Republic of Bulgaria. A suggestion for creation of specialized structural department for administrating drones in the authority is being made in the article, also specific suggestions for improving the communication between regulating authorities for the use of drones and companies using them.

Both structures – government (or more broadly state) and local administration have been functioning in the contemporary Polish state for over 20 years. Hence, a natural analytical procedure is to review the structures and principles of operation, including, in particular, their efficiency and effectiveness. The subject of the article is to make a political science analysis in the context of postulates submitted (mainly by academic and scientific circles) relating to the modernization of public administration in Poland in the 21st century and to compare it with the administrative practice of the contemporary Polish state. Several research methods were used in the presented article: historical-descriptive analysis, legal-institutional analysis, comparative and systemic method.

Partners in this research are Madrasah Tsanawiyah Swasta‘Aisyiyah Pasar Merah and Madrasah Tsnawiyah Swasta Islamiyah Belawan. The existence of schools ‘Aisyiyah is equipped with school administration as a means of supporting learning resources and student learning success. As one source of learning in schools, administration helps achieve school quality improvement. Considering the importance of school administration, it is necessary to have a neatly arranged management effectively and efficiently so that the high quality administration functions of the school in order to improve school accreditation can really be realized. The purpose of the administration of Madrasah Tsanawiyah is to advance a school if the administration is neatly arranged and systematic so that it can improve the quality of schools and principals and students. Management of Administration in Madrasah Tsanawiyah Swasta‘Aisyiyah is still inadequate, as stated in Article 35 paragraph (2) Government Regulation Number 19 of 2005 concerning National Education Standards needs to stipulate Minister of National Education Regulation on School / Madrasah Administrative Standards. However, the problems found were not a few school administrations whose management was not professional. This is due to the understanding that the school administration still does not understand about managing the school administration properly. The target to be achieved through this PKPM activity is the development of school administration management for Madrasah Tsanawiyah Swasta ‘Aisyiyah which is effective and efficient. Abstract (sommario):

This study explores the relationship between the maturity of government internal audits and public administration's performance. The research investigates how internal audit maturity affects how complex public administrations perform. The qualitative research method used was matrix analysis, which involved collecting data from relevant documentation. The main finding in the research is that the level of maturity of government internal audits can improve the performance of public administration. High government internal audit maturity can enhance the quality of government agencies' accountability, risk management, and control. As public administration advances, the demand for high-quality services provided by internal government audits also increases. These findings provide valuable information for internal government audits about how to raise service standards and satisfy the needs of a more sophisticated public administration.

Abstract Objective To study the association of workarounds with medication administration errors using barcode-assisted medication administration (BCMA), and to determine the frequency and types of workarounds and medication administration errors. Materials and Methods A prospective observational study in Dutch hospitals using BCMA to administer medication. Direct observation was used to collect data. Primary outcome measure was the proportion of medication administrations with one or more medication administration errors. Secondary outcome was the frequency and types of workarounds and medication administration errors. Univariate and multivariate multilevel logistic regression analysis were used to assess the association between workarounds and medication administration errors. Descriptive statistics were used for the secondary outcomes. Results We included 5793 medication administrations for 1230 inpatients. Workarounds were associated with medication administration errors (adjusted odds ratio 3.06 [95% CI: 2.49-3.78]). Most commonly, procedural workarounds were observed, such as not scanning at all (36%), not scanning patients because they did not wear a wristband (28%), incorrect medication scanning, multiple medication scanning, and ignoring alert signals (11%). Common types of medication administration errors were omissions (78%), administration of non-ordered drugs (8.0%), and wrong doses given (6.0%). Discussion Workarounds are associated with medication administration errors in hospitals using BCMA. These data suggest that BCMA needs more post-implementation evaluation if it is to achieve the intended benefits for medication safety. Conclusion In hospitals using barcode-assisted medication administration, workarounds occurred in 66% of medication administrations and were associated with large numbers of medication administration errors.

This article discusses philosophy of public administration. It must be recognized that the goals of the development strategy of New Uzbekistan serve the development of all spheres of state and community life. But what is the reason why the construction of a society and a people-friendly state with priority of human value is defined as the first priority of the development strategy? Because the effectiveness of our activities in the remaining six directions will directly depend on pro-people policy and pro-people management. In other words, the populist Strategy cannot be implemented without populist leaders. This requires raising the public service to a new level.

El objetivo general del presente trabajo es explicar, desde el marco epistemológico correspondiente, cómo se organiza el conocimiento en la administración. En otras palabras, se exponen y se explican los puntos de vista que existen sobre la naturaleza y organización del conocimiento en las ciencias administrativas. En primer lugar, se explica la perspectiva de comprender a la administración como ciencia. Luego, se exponen los fundamentos que la conciben como una disciplina científica transdisciplinaria y compleja, decisiva para tomar decisiones de impacto social. A continuación, se explica la perspectiva que asume a la administración como una técnica o conjunto de técnicas destinadas a gestionar el trabajo y sus recursos. Asimismo, se explica la perspectiva que concibe a la administración como una tecnología relacionada con las actuales tendencias de la globalización. También se expone la perspectiva que la conceptualiza como ciencia y arte. Finalmente, se explica la literatura que concibe a la administración como ciencia social. Nuestro aporte consiste en interpretar a las ciencias administrativas como ciencias humanas. Metodológicamente, este trabajo es cualitativo. Por un lado, se constituye en una investigación documental que aplica las técnicas de recolección, evaluación, selección y registro de las fuentes necesarias, y, por otro lado, analiza y sistematiza esas fuentes. Se debe enfatizar la importancia de la investigación por dos motivos fundamentales: el tema por desarrollar corresponde de forma central a la línea de investigación de las ciencias administrativas e intenta responder a interrogantes que indagan acerca de los basamentos esenciales de esas ciencias.
The general objective of this work is to explain, from the corresponding epistemological framework, how knowledge is organized in the administration. In other words, the views that exist on the nature and organization of knowledge in administrative sciences are exposed and explained. First, the perspective of understanding management as a science is explained. Then, the fundamentals that conceive it as a transdisciplinary and complex scientific discipline, decisive for making decisions of social impact, are exposed. Next, the perspective assumed by the administration as a technique or set of techniques aimed at managing the work and its resources is explained. It also explains the perspective that conceives the administration as a technology related to the current trends of globalization. The perspective that conceptualizes it as science and art is also exposed. Finally, the literature that conceives of the administration as social science is explained. Our contribution is to interpret administrative sciences as human sciences. Methodologically, this work is qualitative, on the one hand, it constitutes a documentary investigation that applies the techniques of collection, evaluation, selection and registration of the necessary sources, and, on the other hand, analyzes and systematizes those sources. It should be noted that research is two fundamental reasons: because the topic to be developed corresponds centrally to the line of research in administrative sciences and because it attempts to answer questions that inquire about the essential foundations of those sciences.

Denna studie handlar om en implementering av standardisering och automatisering i mindre organisationer. Jag skapade ett skript i Python som upptäcker uppladdade kalkylblad i en mapp som i sin tur var kopplad till en molnbaserad lösning. När skriptet upptäcker kalkylbladen samlar den nödvändig information och importerar en mall av en faktura. Skriptet fyller efterhand mallen med tidigare samlad information och sparar det i en separat mapp. Det originella kalkylbladet arkiveras för framtida referenser. Resultatet av en bättre, standardiserad arbetsrutin och automatiserat fakturasystem resulterade i en tidsbesparing på över 60% och i samband med det nya systemet vi såg en minskning på 75% av incidenter orsakade av dokumentslarv och miss kommunikation.

Den här uppsatsen behandlar Lean i en administrativ miljö, istället för produktion. Lean är inget nytt påfund, utan har sina rötter tillbaka till 1930-talet hos grundarna av Toyota. Lean handlar om att minska slöseri och att visualisera flöden inom företag. Lean används för att identifiera värden och värdeflöden, skapa flöden utan slöserier och implementera dessa flöden mer effektivt genom kontinuerliga förbättringar.

Syftet med uppsatsen är att se hur Lean kan implementeras i en administrativ avdelning för att minska slöseri, ledtider och standardisera arbetsprocesserna. Vidare kommer en grund läggas till en modell för vidare implementering av Lean i andra administrativa avdelningar.

Genom utförda intervjuer, följda ordrar och genom studerade dokument har det blivit klart att Lean går att använda sig av och implementera i en administrativ avdelning. Arbetsprocesserna blir mer synliga vilket gör att processerna kan standardiseras och på så sätt kan slöseri minskas och därmed ledtider minska. Standardisering av arbetet kan ske genom att skapa en prisdatabas, prismodell och synliggöras genom visuell planering.

Modellen som skapats är en pyramid som är uppdelad i fem olika steg. Grunden i pyramiden är att de anställda måste ta ansvar för sitt eget arbete. Nästa nivå i pyramiden är att engagera de anställda. Tredje steget är att visualisera flödet, aktiviteterna och de problem som existerar. Nästa steg är att förenkla flödet, och toppen av pyramiden är att kontinuerligt förbättra flödet.

Slutsatsen av denna studie är att Lean är ett sätt att arbeta som grundar sig i sunt och gemensamt förnuft. Lean kan implementeras i en avdelning genom att göra flödena synliga och identifiera problem, slöseri och förbättrings möjligheter. Vidare kan inte Lean implementeras i en avdelning om inte de anställda tar ansvar för sitt arbete eller om det inte finns ett tydligt ledarskap.

This Master thesis is concerning Lean in an administrative section, instead of production. Lean is nothing new, it has its roots back to the 1930s with the founders of Toyota. Lean is about reducing waste and visualizing flows in companies. Lean is used to find values and value streams in the business, creating flows without waste and to implement these flows more efficiently by continuously work with improvements.

The purpose of this Master thesis is to study how Lean can be implemented in a section of a company where the processes are related to administration, not production, to reduce waste, lead time and structuralize the work process. Further a foundation will be created for a model to implement Lean in other administrative sections.

Through interviews, following orders in the flow and by studying documents it has been established that Lean can be used and implemented in an administrative section. By using Lean work processes can be made more visual, which makes it possible to standardize the process and in that way reduce waste and lead time. This can be made by creating a price database, price model and by using visual planning.

The model created is a pyramid divided into five steps. The foundation is to take responsibility for ones own work, and to inform the employees and give them meaning with changes. The next level is to engage the employees. Third step is to visualize the flow, activities and the problems. The next step is to simplify the flow, and the top of the pyramid is to continuously improve the flow.

The conclusions of the Master thesis are that Lean is a way of working with good and common sense. Lean can be implemented in a section by making the flows visual and then identifying problems, waste and improvements. Further Lean cannot be implemented in a section if the employees do not take responsibility of their own work, or if there is not a visual leadership.

This thesis is a report on an administrative internship that was conducted at Zeitgeist Theater Experiments, Inc. from June to October of 1997. The internship fulfilled a requirement for the degree of Master of Arts Administration. Arts administration issues that are covered within the text are: fiscal management, marketing, fundraising. Board development, budget planning, and volunteer coordination. The nature of the internship, its specific tasks and responsibilities, are described in the report. The essay reviews the history of Zeitgeist as an organization and analyzes managerial problems occurring within the organization at the time of the internship .Explicit recommendations as to how the problems can be corrected and the steps required to implement the recommendations are laid out within the paper. The report concludes with the intern's expectations for the short term and long term effects of the work she conducted during the internship.

A la lumiere de la politique administrative sankariste, il apparait que les politiques administratives en afrique buttent sur un point aveugle, l'etat administratif, un systeme politique dans lequel la bureaucratie et ses agents occupent une position dominante. En effet, entre 1983 et 1987, on assiste a un retournement puisqu'on observe une erosion de la domination bureaucratique. La "classe bureaucratique" voit les bases de sa domination ebranlees, aussi bien dans ses ressources materielles, symboliques ou coercitives, au profit d'une domination charismatique et populiste incarnee par le leader de la revolution burkinabe, sankara. A contrario, la politique de reconciliation de son successeur, compaore, qui a remplace la politique de mobilisation du regime sankariste, s'est soldee par un retour du pendule, par la revanche de la domination bureaucratique depuis 1987. La thematique de la modernisation administrative qui a fait irruption dans le champ politique a partir de 1991 dans le sillage de la thematique de la democratisation, apparait comme le nouveau repertoire de legitimation d'une elite bureaucratique qui ne peut plus se legitimer par l'ideologie du developpement dans la mesure ou elle a completement echoue dans ce domaine. Aussi tente-t-elle de capter les ressources de l'ajustement institutionnel impose par les bailleurs de fonds qui, a travers une cooperation administrative concurrentielle, poursuivent leurs propres enjeux
The implementation of sankara's administrative policy point to the fact that administratives policies in africa face to serious problems such as administrative state i. E. A political system in which bureaucracy and its agents are dominants. Indeed the period 1983-1987 we witnessed a reversal in this trend, characterised by the erosion of bureaucratic domination. The state class foundations weakened insofar as material, symbolic or coercives resources are concerned to the benefit of the charismatic and populist domination of sankara the leader of burkina faso revolution. On the contrary his successor compaore's politics of reconciliation which replaced sankara regim's politics of mobilization marks a swing towards bureaucratie domination evident since 1987. In the wake of democratisation thematic administrative modernisation thematic that erupted on the political scene since 1991, there appears to be the new repertoire of legitimating discourse of the bureaucratic elite who can no longer sustain the failed ideology of development. Thus they are trying to secure the resources flowing from institutional adjustment policies imposed by sponsors, who themselves have their own agendas relating to the competitive administration cooperation

This dissertation is a study on Public Administration research in South Africa. It explores the current nature of Public Administration research in the country by analysing and categorising journal articles extending over a thirteen year time period from 1994-2006. The hypothesis guiding this dissertation is that South African Public Administration research focuses too heavily on practitioner-orientated research (applied research) rather than enhancing basic, theory-generating research. The methodology used is a content analysis of two prominent South African Public Administration journals: Journal of Public Administration (JOPA) and Administratio Publica (AP). A total of 383 articles (278 from JOPA and 105 from AP) were classified according to a set of descriptive and analytical variables to measure research characteristics prevalent within the field. Findings from this study not only confirm the hypothesis but also conclude that research deficiencies identified in the British and United States contexts exist within South African Public Administration research. This implies that there has been little evidence of developing a cumulative knowledge base within the discipline and research methodologies are generally of a poor quality making little effort to contribute to a systematic, scholarly base of Public Administration knowledge. Therefore basic, scholarly theory development in the field is weak.

En esta investigación se aborda el desarrollo bibliográfico discursivo “Administración: practica y disciplina del saber”, un tema importante para entender y profundizar los conocimientos sobre este campo. En primer lugar, esta investigación busca explicar de manera detallada los principios y orígenes de la teoría y práctica de la administración, para la recolección de información y aclaración de paradigmas entre uno y otro. Se hará énfasis en el significado real de la administración y su epistemología, donde se detallan los orígenes filosóficos, su objeto y naturaleza. Luego, se expone las posturas de diversos autores sobre la administración práctica y la disciplina del saber y la simbiosis entre estas. Por último, la investigación presenta un análisis sobre las mallas curriculares de la carrera de Administración de Empresas de las diferentes universidades de Lima, desde el punto de vista práctico y teórico.
This research addresses the discursive bibliographic development "Administration: practice and discipline of knowledge", an important topic to understand and deepen knowledge in this field. First, this research seeks to explain in detail the principles and origins of the theory and practice of administration, for the collection of information and clarification of paradigms between one and the other. Emphasis will be placed on the real meaning of administration and its epistemology, where the philosophical origins, its object and nature are detailed. Then, the positions of different authors on the practical administration and discipline of knowledge and the symbiosis between them are presented. Finally, the research presents an analysis of the curricula of the business administration career of the different universities of Lima, from the practical and theoretical point of view.

This research project seeks to identify commonalities and differences between new administrative ideologies in the United States and post-Soviet Russia. To achieve this goal, the study explores the question of administrative ideology through the lens of the New Public Management (NPM) related reforms, which spread around much of the world in the late twentieth and early twenty-first centuries. The discussion is structured around two broad themes identified in the review of the literature on NPM and Reinventing Government: the new vision of the government (and its bureaucracy) and the relationship between government and the public. As a method of inquiry, the study uses the review and analysis of official publications and elite interviews with high-ranking officials, analysts, and scholars in the United States and Russia. The research demonstrates that although new ideologies of administration in the United States and Russia share significant characteristics, they differ in a number of important respects. ï¿½ ï¿½

Depuis l'adoption du plan d'ajustement structurel en 1986, les pouvoirs publics tunisiens se sont engagée dans un vaste programme de réforme administrative. Deux orientations caractérisent cette réforme. D'une part, un ensemble d'institutions a été crée pour permettre une certaine amélioration de la qualité des services, de " l'image " de l'administration et de ses rapports avec le citoyen. Les trois principales institutions créées dans cet objectif sont le Médiateur administratif (ayant une fonction de médiation), les Citoyens superviseurs (avec une fonction de contrôle) et les Bureaux des relations avec le citoyen (ayant pour rôle l'accueil du public). D'autre part un ensemble de mesures à caractère fonctionnel a été pris, oscillant entre une politique managériale et une démocratisation de l'administration. Il est orientée dans trois directions : la participation des citoyens à l'élaboration des décisions administratives, la transparence administrative et l'accessibilité des prestations et services administratifs. L'examen de ces deux composantes de la réforme administrative en Tunisie, à la lumière des expériences étrangères dans le même domaine, a permis de faire un constat : si la création institutionnelle a permis d'apaiser certaines tensions entre l'administration et les citoyens et d'éclairer les pouvoirs publics, le volet fonctionnel de la réforme administrative est plutôt nuancée : la participation est encore à son niveau minimal, la transparence ne progresse que très lentement. Quant aux mesures de simplification, elles apparaissent plus prometteuses, grâce notamment à l'apport potentiel des technologies de l'information et de la communication.

AbstractIn the system of German federalism, the administrations of the 16 federal states (Länder) have central responsibility for the enforcement of both federal and state law. Despite all the heterogeneity in terms of size, administrative tradition and culture, their administrative structures are relatively uniform. Everywhere, the municipalities, which are part of the state executive under state law, play a significant and, above all, independent role as bodies of the public administration. There are some differences, but administration seems in some respects relatively homogeneous, not least due to the largely similar staffing structures, career patterns and administrative cultures. Structural reforms of very different scopes have been a long-term phenomenon since the 1990s.

n the paper, the author deals with the topic of administration contacts, as the broadest category of contracts concluded by the state. In this sense, the term "administrative contracts" is narrower than the term "administration contracts". By the way, the administrative contract became a legal category with the adoption of the Law on General Administrative Procedure from 2016. Based on this Law, the administrative contract is concluded only when it is determined by a special law. The author expresses his opinion that the domestic legislator has not characterized any management contract as an administrative contract. The paper compares administration contracts - public procurement contracts, public service entrustment contracts and public-private partnership contracts with administrative contracts, analyzes their legal nature, but nevertheless concludes that despite the similarity of these administration contracts with administrative contracts, they are not administrative contracts

The concept of real action (Realakt – in German) is well known in both Latvia and Germany. In both countries, real action is contrasted with those acts of public administration that produce legal effects, thus explaining the distinction between real action and administrative acts, regulatory acts and contracts. In Germany, however, the concept of real action is broader and actually covers all activities of public administration, which do not produce legal effects. Consequently, public administration’s activities (actions) in the field of private law, activities (actions) aimed at the execution of an administrative act, simple administrative activities (actions), internal public administration activities (actions) and procedural activities (actions) are also covered by the concept of real action.

The public sector has a fundamental role in ensuring long-term prosperity thus a deficient mechanism of public administration can have a negative impact on unique market, innovation and investment functioning. In European states, actions were initiated and implemented meant to stimulate the performance of the administrations. The way of public sector capacity development differs for each state of European Union; some of them are able to reconsider the basics of the administrative system, while others are considering mechanisms for achieving and quantifying performance in the public system. The Romanian public administration is developing its entire capacity with support of local and central institution, by developing and implementing projects able to reduce bureaucracy and being a real support for citizens. In this context, quantifying the projects` results in comparison with citizens` opinion represents a useful analyse which can offer a better framework of public administration system development. The most recent and relevant indicators which can be taken in consideration in order to evaluate the administrative capacity are the digitalization systems created in the last period and citizens ‘opinion about the progress in administration by their last interaction with public institutions. Thus, the main goal of this article was to evaluate the efficiency of EU funds spending on projects with digitalization component versus citizens` opinion about the improvement of administrative services.

"The administration performs a great task in the life of modern societies, through its intervention to satisfy public needs through the establishment and management of public utilities that aim to achieve the public interest and respond to the requirements and necessities of daily life, as well as protecting public order, and regulating the relationship between them and individuals with constitutional and legal texts, as well as The organizational rules that lay down the general framework for public liberties and individual rights, all to prevent them from practicing any activity outside the framework of legality. Originally, the administration is not obligated to issue its decisions in a specific form, as it is free to choose the external form of these decisions, unless the law requires it otherwise. This requires that the decision be embodied in an external form in order for individuals to know the will of the administration and to adjust their behavior according to its requirements. However, the implementation of this rule on its launch, may negatively affect the rights of individuals, because the administration may sometimes deliberately remain silent about deciding the requests submitted to it, or it may neglect at other times to respond to these requests. Existence of apparent decisions in an external legal form, meaning that the matter remains in the hands of the administration, if it wants it will respond to the requests of individuals, and if it wants to be silent, which constitutes a waste of their rights, a violation of the principle of equality, and confiscation of the right to litigation guaranteed by the constitution, it requires protection of individuals from the inconvenience of the administration And the abuse of their rights, and put an end to the neglect of employees and their indifference to the requests or grievances submitted to them, in addition to the fact that the requirements of the public interest require that the administrative staff exercise the powers entrusted to them by law at the present time. ( ) For these justifications, the legislator intervened in many countries, including France, Egypt, Lebanon and Iraq, to suppose that the administration had announced its will, even if it remained silent or silent about deciding on the request presented to it, and this resulted in an implicit administrative decision of rejection or approval. As a result of the large number of state intervention in the economic and social fields in recent times, it has led to the multiplicity and diversity of state agencies and institutions, and the public administration often does not provide its services to individuals except at the request of individuals. Therefore, it may be difficult for individuals to identify a competent administrative authority to submit their request to. to get those services. He makes a mistake and submits it to a non-competent administrative body. Therefore, the administrative judiciary in many countries has extended its control over this case to consider the application submitted to a non-competent administrative body as if it was submitted to its competent authority, given that the state is a single public legal person. Accordingly, the request submitted to any party starts from the legal period available to the administration to meet the requests of individuals and in its absence the implicit administrative decision of rejection or acceptance arises. Accordingly, we will study the jurisprudence of the French, Lebanese, Egyptian and Iraqi judiciary in this study. The importance of the study lies in the implications of the subject of requests submitted to the administration, the delay in their completion, the silence of the administration, and the consequent effects and exposure to the rights of individuals. And that it will show how to confront this silence, neglect and intransigence of the administration. The idea of implicit administrative decisions, resulting from the administration’s silence on the requests submitted to it, is an effective means, which makes the administration more positive and enables individuals to confront the administration’s silence, and prevents its intransigence, arbitrariness or neglect. The problem of the research is that can silence be an expression of the will? How do individuals protect themselves from the actions of the administration, and who guarantees its non-bias, arbitrariness and deviation? Does submitting the application to a non-competent body protect the rights of individuals? ? And the extent of judicial oversight on the authority of the administration.? And the extent of the compatibility and divergence of the positions of the administrative judiciary in France, Lebanon, Egypt and Iraq regarding this.? From the above in explaining the importance of the study and its problem, we can deduce the scope of the study, which is the study of judicial control over the requests submitted to the administration by taking an overview of the nature of the requests, their types and distinguishing them from others, and the position of each of the legislation, the judiciary and jurisprudence from it. The research consists of two sections, the first deals with the nature of the request and what is related to it, and the second is judicial control over the applications submitted to the administration, as follows"

As they increasingly adopt digital infrastructure, public administrations worldwide are increasingly collecting, generating and managing data. Empirical researchers are, at the same time, collaborating more and more with administrations, accessing vast amounts of data, and setting new research agendas. These collaborations have taken place in low-income countries in particular, where administrative data can be a valuable substitute for scarce survey data. However, the transition to a full-fledged digital administration can be a long and difficult process, sharply contrasting the common leap-frog narrative. Based on observations made during a five-year research collaboration with the Senegalese tax administration, this qualitative case study discusses the main data management challenges the tax administration faces. Much progress has recently been made with the modernisation of the administration’s digital capacity ,and adoption of e-filling and e-payment systems. However, there remains substantial scope for the administration to enhance data management and improve its efficiency in performing basic tasks, such as the identification of active taxpayers or the detection of various forms of non-compliance. In particular, there needs to be sustained investment in human resources specifically trained in data analysis. Recently progress has been made through creating – in collaboration with the researchers – a ‘datalab’ that now works to improve processes to collect, clean, merge and use data to improve revenue mobilisation.

There has recently been an expansion in the use of digital financial services and digital IDs by tax authorities. However, the extent to which such technologies are being adopted and data from them used strategically to improve tax administration has been little explored, especially as regards subnational tax administrations. This study investigates the extent of the adoption and strategic usage of data from e-tax systems and digital IDs by state internal revenue services (SIRSs) in Nigeria. It analyses whether IT adoption correlates with tax performance among these authorities. It highlights the need for SIRSs to improve their adoption and strategic use of data from e-tax systems and digital IDs and finds that lessons could be learned from the Federal Inland Revenue Service (FIRS). The study’s uniqueness lies in its focus on the supply side of technology in tax administration within decentralised tax administration jurisdictions. Primary data was collected through qualitative interviews and evaluated using thematic analysis; secondary data on internally generated revenue (IGR) was also used.
