In this paper severe flood during South West monsoon seasons of 2005, 2006 & 2007 have been identified with the related synoptic features. A total of 22 states reeled under severe floods during 2005, 2006 & 2007. In the south peninsula only Karnataka and Kerala were affected by severe floods. During 2006 & 2007 severe floods continued for a longer period and affected many states where as during 2005 severe floods affected most of the states except peninsular India but they continued for short periods comparatively.Formation of excess No’s of low pressure areas and depressions in the Bay of Bengal during July, Aug and Sept 2006, in succession , and their WNW movements upto M.P. and east Rajasthan caused severe floods in Gujarat, Maharashtra, Rajasthan, Madhya Pradesh, Chattisgarh, Orissa and Andhra Pradesh for a longer period i.e. from 28 July to 12 September 2006. During 2007, Shifting of monsoon trough, presence of secondary monsoon trough and trough in westerly, caused severe floods in most of the North eastern states from 12 July to 10 October 2007.

Gabčíkovo-Nagymaros Project (Hungary/Slovakia)On 2 July 1993, in pursuance of a Special Agreement of 7 April 1993, Hungary and Slovakia requested the Court to determine certain issues arising out of the implementation and termination of a 1977 Agreement on the construction and operation of the Gabčíkovo-Nagymaros barrage system. In its judgment of 25 September 199790 the Court found both States to be in breach of their obligations and called on them to negotiate a settlement in good faith.91 On 3 September 1998 Slovakia filed a request for an additional judgment, arguing that Hungary was unwilling to implement the judgment92 and it was subsequently agreed that Hungary would file a written statement of its position regarding this request by 7 December 1998.932. Ahmadou Sadio Diallo (Republic of Guinea v Democratic Republic of the Congo) Guinea instituted proceedings against the Democratic Republic of Congo on 28 December 1998 alleging grave breaches of international law perpetrated upon a national of Guinea. By an order of 25 November 199994 the following time limits were set for the submission of written pleadings: Republic of Guinea, memorial, 11 September 2000; Democratic Republic of the Congo, counter-memorial, 11 September 2001. By an order of 8 September 200095 these were extended to: Republic of Guinea, memorial, 23 March 2001; Democratic Republic of the Congo, counter-memorial, 4 October 2002. On 3 October 2002 the Democratic Republic of the Congo filed preliminary objections to the admissibility of the Application and in an order of 7 November 200296 the Court fixed 7 July 2003 as the time limit for submission of written observations by the Republic of Guinea. On 18 July 2006, the Court set 27 November 2006 as the date for the opening of public hearings on preliminary objections in relation to the case.97 The public hearings concluded on 1 December 2006 at which time the Court commenced its deliberations.98 The Court gave its decision in the case on 24 May 2007.99

Field experiments were conducted in 2004, 2005, and 2006, at Pendleton, SC, to determine the effects of soybean canopy and tillage on Palmer amaranth emergence from sites with a uniform population of Palmer amaranth. In 2006, the effect of soybean canopy was evaluated only in no-tillage plots. Palmer amaranth emerged from May 10 through October 23, May 13 through September 2, and April 28 through August 25 in 2004, 2005, and 2006, respectively. Two to three consistent emergence periods occurred from early May through mid-July. Shallow (10-cm depth) spring tillage had minimal influence on the cumulative emergence of Palmer amaranth. Increase in light interception following soybean canopy formation was evident by early July, resulting in reduced Palmer amaranth emergence, especially in no-tillage conditions. In no-tillage plots, from 32 or 33 d after soybean emergence through senescence, Palmer amaranth emergence was reduced by 73 to 76% in plots with soybean compared with plots without soybean. Emergence of Palmer amaranth was favored by high-thermal soil amplitudes (10 to 16 C) in the absence of soybean. Of the total emergence during a season, > 90% occurred before soybean canopy closure. The seedling recruitment pattern of Palmer amaranth from this research suggests that, although Palmer amaranth exhibits an extended emergence period, cohorts during the peak emergence periods from early May to mid-July need greater attention in weed management.

Abstract. Strong X-flares and solar energetic particle (SEP) fluxes are considered as sources of topside ionospheric disturbances observed by the ROCSAT-1/IPEI instrument during the Bastille Day event on 14 July 2000 and the Halloween event on 28 October–4 November 2003. It was found that within a prestorm period in the dayside ionosphere at altitudes of ~600 km the ion density increased up to ~80% in response to flare-associated enhancements of the solar X-ray emission. Ionospheric response to the SEP events was revealed both at sunlit and nightside hemispheres, where the ion density increased up to ~40% and 100%, respectively. We did not find any prominent response of the ion temperature to the X-ray and SEP enhancements. The largest X-ray and SEP impacts were found for the X17 solar flare on 28 October 2003, which was characterized by the most intense fluxes of solar EUV (Tsurutani et al., 2005) and relativistic solar particles (Veselovsky et al., 2004). Solar events on 14 July 2000 and 29 October 2003 demonstrate weaker impacts with respect to their X-ray and SEP intensities. The weakest ionospheric response is observed for the limb X28 solar flare on 4 November 2003. The topside ionosphere response to the extreme solar events is interpreted in terms of the short-duration impact of the solar electromagnetic radiation and the long-lasting impact of the SEP.

Culicoides imicola is the major Old World vector of the arbovi­ruses that caused African horse sickness and bluetongue (BT). BT was observed for the first time in Algeria in 2000. BT virus serotype 2 (BTV-2) was then reported, whereas BTV-1 was incriminated in 2006. Various Culicoides species were captured during the trapping campaigns of 2003 and 2006 carried out by Delécolle and Baldet, and those of 2007 and 2009 carried out by the present team. The 2007/2009 campaigns covered two periods (March-April and June-July) and samples were collected in 28 departments of Algeria. More C. imicola were caught in the second period (June-July). Although a weak activity and sometimes absence of C. imicola were observed in some depart­ments, BTV-1 was reported in these areas. It seems likely that other species of Culicoides are incriminated in the transmission of BTV in the country. The 2007/2009 campaigns revealed 10 new Culicoides species, which, added to the 37 species identi­fied by Delécolle and Baldet in the 2003/2006 campaigns, bring the total of known species in Algeria to 47.

The high-frequency-peaked BL Lac PKS 2155-304 is one of the brightest and best-studied VHE gamma-ray sources in the southern hemisphere. Since 2002, the High Energy Stereoscopic System (H.E.S.S.) has monitored this source and found it to be in an unusually high state in July 2006. On the nights of 28 and 30 July, two major outbursts occurred, with peak fluxes ~ 80 times the usual values and well-resolved structures varying on time scales of ~ 200 s. Here, we report on spectral variability studies of VHE data of the first flare and show first results of the H.E.S.S. observations during the second flare night.

Jumlah kasus flu burung pada manusia meningkat sangat pesat. Studi ini bertujuan untuk mengetahui gambaran epidemiologi penyakit flu burung (Avian Influenza / AI) pada kejadian luar biasa di 5 provinsi Indonesia in 2005-2006. Studi ini mengunakan sumber data sekunder data surveilens, sub direktorat Surveilens, Depkes RI, pada periode Juli 2005-2006. Dari 28 kasus konfirmasi ditemukan banyak pada pria (57.1%). Sekitar 89.3% kasus memperlihatkan gejala demam tinggi (≥ 38°C), batuk dan masalah pernapasan dan sekitar 80% diantaranya meninggal dunia. Gejala tersebut mengindikasikan kerusakan jaringan paru-paru pada tubuh penderi- ta. Berdasarkan laporan hasil pemeriksaan laboratorium, terlihat bahwa 60.7% penderita mengalami penurunan kadar leukosit (leucopenia) dan 46.4% penurunan kadar trombosit (thrombocytopenia). Laju fatalitas kasus yang telah mendapat pengobatan Tamiflu mencapai 66.7%. Sekitar 53.6% mempunyai riwayat kontak den- gan ayam dan bebek. Banyak kasus terjadi pada kelompok dewasa (> 18 years) dengan frekuensi 57.1%. Sebaliknya, laju respon untuk kasus, terlihat sekitar 64, 3 % mengalami pengobatan yg terlambat. Rata-rata semua kasus konfirmasi di Indonesia pada July 2005 - February 2006 adalah 3.5 kasus /bulan. Kasus-kasus tersebut terjadi dalam wilayah yang mengalami KLB pada binatang ternak. Sampai 28 Februari, 2006, KLB telah ditemukan di lima provinsi yang meliputi: Lampung (10.72%), DKI Jakarta (32.14), Jawa Barat (39.29%), Banten (14.28%) and Jawa Tengah (3.57%). Dapat disimpulkan bahwa kasus lebih sering ditemukan pada pria dewasa dan pada orang yang lebih terpapar dengan faktor risiko. Kasus-kasus tersebut menampilkan gejala demam tinggi, batuk, masalah-masalah pernapasan leukopenia and trombositopenia. Selain itu, angka dan keefektifan ditemukan rendah. Kasus-kasus tersebut terjadi terutama pada musim hujan dan pada wilayah yang sebelumnya mengalami KLB pada binatang seperti ayam dan bebek.Kata kunci: Avian flu, epidemiologi diskriptif , kejadian luar biasa, IndonesiaAbstractThe number of Human Avian Influenza in Indonesia increasing tremendously. The research is intended to identify the epidemiological description of Avian Influenza’s (AI) outbreaks within five provinces in Indonesia in 2005-2006. The research conducted descriptively using AI surveillance data from July 2005 up until February 2006. The data gained from the Surveillance sub-directorate Ministry of Health of Indonesia. From 28 confirmed AI cases, many occurred to male (57.14%) since Approximately 89.29% of the cases showed symptom of high fever (≥ 38° C), cough and respiratory problems and 80 % of such cases resulted to deceased for the victim. The symptoms indicated that severe destruction of tissue (pneumonia) occurred in the victim body. Based on laboratory’s report, it shows 60.71% of leucope- nia and 46.43% of thrombocytopenia cases. The death rate for the cases that have Tamiflu treatment reached 66.67%. 53.57% of the case reveals the victims’ high interactions with chicken and duck as the risk factor (avian). Many cases occurred to adult (> 18 years) with a hit rate of 57.14%. On the other hand, the response rate for the cases shows that 64.29 show late treatment of the cases. The average of confirmed AI cases in Indonesia from July 2005 to February 2006 is 3.5 cases/months. The cases occurred within the area that has AI outbreak to the animal. Up until February 28, 2006, the AI outbreaks have been found within five provinces, they are: Lampung (10.72%), DKI Jakarta (32.14), West Java (39.29%), Banten (14.28%) and Central Java (3.57%). It can be concluded that the cases inflicted more to adult male and to those people who interact more with the risk factor. The cases reveal symptoms such as high fever, cough, respiratory problems, leucopenia and thrombocytopenia. Furthermore the cases response rates and Tamiflu effectively were low. The cases occurred mainly in rainy seasons and to the areas those priories have AI outbreaks to the animals such as chickens or ducks.Key words: Avian flu, descriptive epidemiology , outbreak, Indonesia

La modélisation tridimensionnelle est devenue plus accessible et plus rapide en orthopédie et en particulier en chirurgie de l’épaule. L’analyse morphométrique qui en est issue est utilisée pour permettre une meilleure compréhension de l’omarthrose. L’objectif global de cette thèse était de valider l’application d’un logiciel de segmentation automatisée tridimensionnelle dans les étapes de prise en charge du patient. Huit études ont permis de valider les mesures automatiques calculées par le logiciel, d’améliorer la classification des omarthroses primaires puis de décrire la géométrie 3D normale et pathologique de l’épaule. Des seuils numériques précis ont pu être établis entre les différents types. Le logiciel a permis de développer et valider l’utilisation d’un angle (RSA-angle) permettant de mieux positionner l’implant glénoïdien dans les prothèses inversées d’épaule. L’utilisation des mobilités simulées en 3D démontrait l’intérêt du logiciel dans la compréhension des conflits osseux après prothèse et des faiblesses de design d’implant. Enfin, le positionnement de l’implant glénoïdien en peropératoire avec un guide patient-spécifique imprimé en 3D correspondait fidèlement à sa planification préopératoire, cependant, la planification à elle seule améliorait déjà considérablement ce positionnement. Ce travail de thèse a permis de valider les performances et l’utilisation d’un logiciel de segmentation tridimensionnel et de planification préopératoire. Son application se retrouve dans plusieurs étapes de la prise en charge d’un patient atteint d’omarthrose et devrait progressivement s’intégrer dans la pratique quotidienne des chirurgiens
Three-dimensional modelling has become more accessible and faster in orthopedics and especially in shoulder surgery. The subsequent morphometric analysis is used to provide a better understanding of shoulder arthritis.The overall objective of this Thesis was to validate the use of a 3D-automated segmentation software in the various steps of patients management.Eight studies allowed validating the automatic measurements calculated by the software, improving the classification of primary shoulder arthritis and then describing the normal and pathological 3D geometry of the shoulder. Accurate numerical thresholds could be established between the different types. The software developed and validated the use of an angle (RSAangle) to better position the glenoid implant in reverse shoulder arthroplasty. The use of simulated range of motion in 3D demonstrated the software’s interest in understanding bone impingements after prosthesis and implant design weaknesses.Finally, the positioning of the glenoid implant intraoperatively with a patient specific guide printed in 3D corresponded faithfully to its preoperative planning. However, planning alone already greatly improved this positioning. This Thesis made it possible to validate the performance and use of a software of three-dimensional segmentation and pre-operative planning. Its application is found in several steps of the management of a patient with shoulder arthritis and should gradually be integrated into the daily practice of surgeons

<em>Abstract.</em>—Site fidelity and movements of red snapper <em>Lutjanus campechanus </em>off the coast of Texas were estimated from two tagging programs conducted aboard recreational boats. In one program, we tagged 5,614 red snapper at over 200 fishing sites between July 2002 and August 2005 using hook-and-line gear; fishermen and others reported 130 recaptured fish (a 2.3% return rate), 82 of which included location data. About 54% of the recaptured fish had moved, with an average movement of 20.4 km. In the other program, over 9,000 fish were tagged between 1983 and 2006, but only 68 records of fish tagged between 1986 and 2000 could be analyzed due to computer problems. Of the recaptured fish, 60 could be analyzed for movement, and 17 fish (28%) had moved an average of 19.1 km. Important predictors of movement in at least one program or analysis were depth, habitat type, isolation of the initial capture location, time at liberty, and fish size. Red snapper showed a higher probability of movement from capture sites that were in deep water (>40 m), natural rather than artificial structures, and isolated from other sites rather than clustered. Differences in movement from natural versus artificial sites may have been related to red snapper ‘sub-cohort’ behavior, (the tendency of small groups of red snapper to associate together), as the majority of fish that moved were members of sub-cohorts. Larger fish had a higher probability of movement than smaller fish. In one program, fish movements increased with increasing time at liberty, which is similar to past studies on red snapper site fidelity. In the other program, movements decreased with increasing time at liberty, but this was probably a bias caused by the spatial and temporal scale of the recapture effort. Red snapper that moved showed a higher average daily growth rate between capture and recapture than fish that were stationary, suggesting that movements may be beneficial for red snapper. The spatial scale of fish movements in this study, although larger than in other studies without hurricanes or translocation of fish, was still small enough to support the idea that red snapper populations in the northern Gulf of Mexico are relatively isolated, and that there may be a separate demographic stock off Texas.

<em>Abstract.</em>—Trawl surveys were conducted to measure patterns of habitat use by newly settled red snapper <em>Lutjanus campechanus </em>at three natural banks on the inner continental shelf of Texas. Digital side-scan sonar and multibeam bathymetric data were used to define inshore (mud), ridge (shell), and offshore (mud) habitats for Freeport Rocks, Heald Bank, and Sabine Bank. Otter trawls were conducted July through September in 2003 (Heald Bank, Sabine Bank) and in 2004 (Freeport Rocks) during the settlement period of red snapper. Freeport Rocks had markedly higher densities of red snapper (91 ha<sup>⁻1</sup>) in 2004 than Heald Bank (6 ha<sup>⁻1</sup>) or Sabine Bank (<1 ha<sup>⁻1</sup>) in 2003. A significant habitat effect was observed at Heald Bank and densities were higher at offshore mud habitats; no habitat effect was detected for Freeport Rocks or Sabine Bank. Growth rates varied from 0.86 mm‧d<sup>⁻1</sup> at Sabine Bank up to 1.12 mm‧d<sup>⁻1</sup> at Freeport Rocks, and rates were higher on inshore and offshore mud than ridge habitats. Otolith-based estimates of age indicated that settlers were first detected at 22–28 d and the majority of individuals were 30–60 d. Hatch dates peaked from early June to early July in both 2003 and 2004. Results from this study indicate that both shell and inshore and offshore mud habitats associated with these natural banks serve as settlement habitat of red snapper, and all three habitats have the potential to function as nursery areas of this species.

Abstract.—Adult burbot <em>Lota lota </em>from Koocanusa Reservoir, Montana, USA were surgically implanted with acoustic (<em>n </em>= 28) and combined radio/acoustic tags (<em>n </em>= 12) to quantify movements and home range. Fish were tagged from November 2003 to April 2004, and tracking efforts were conducted approximately weekly during daylight hours on Koocanusa Reservoir using a motor boat during the period of mid-December 2003 to July 2005, which spanned two burbot spawning seasons. Six (15%) tagged burbot were never relocated after release, and an additional seven (17.5%) of the tagged burbot either died or shed their tag within 60 d after release. We relocated 34 marked burbot (85%) on at least three occasions (mean = 10.0). Burbot frequently used the deepest portions of the reservoir, especially during the summer months. We estimated that the mean 50%, 75%, and 90% kernel home ranges were 14.6, 22.6 and 32.3 km<sup>2</sup>, respectively. We found no evidence that burbot home range differed within the 2 years of this study. Although we did observe burbot moving a maximum distance of up to 64.3 km, we were unable to discern any general movement patterns by month or capture location. Individual burbot tagged in this study had relatively high fidelity to the original capture side of the reservoir, and almost half of our marked burbot were never relocated on the opposite side of the remnant Kootenai River thalweg, and those that did cross the thalweg do so infrequently. One burbot was entrained through Libby Dam approximately 134–276 d after capture and tagging.

<em>Abstract</em>.—A CE-QUAL-W2 water quality model was used to characterize the availability of striped bass <em>Morone saxatilis</em> habitat in Lake Greenwood, South Carolina, during 2004 and 2005. Although the lake has a productive fishery, water quality and aquatic habitat are affected by nutrient loading, algal blooms, and extensive oxygen depletion in the bottom waters. The main objectives were to characterize habitat availability and predict the implications of a change in phosphorus loading from the Saluda and Reedy rivers. The baseline scenario of the model showed that habitat was most critical during July and August, when as little of 5% of the reservoir contained tolerable habitat (temperature <28°C and dissolved oxygen >2 mg/L). Favorable habitat (temperature <25°C and dissolved oxygen >2 mg/L) was usually absent for most of July and August. Pulses of higher inflow or freshets produced short-term increases in tolerable habitat, especially in the upper end of the reservoir. Phosphorus-loading scenarios predicted that large reductions (50% or more) would be required to improve habitat substantially during midsummer. For the manager of a striped bass fishery, water quality models can be useful tools for evaluating habitat, especially under marginal conditions, and for predicting the impact of altered water management practices.

Segons la legislació vigent a Catalunya, cal fer un procés d’avaluació ambiental de plans i programes públics, com a eina de prevenció, que permeti integrar els aspectes ambientals en la presa de decisions. Els plans d’ordenació urbanística municipal queden inclosos com a plans públics i han de tenir en compte l’execució d’aquesta avaluació ambiental i, concretament, les actuacions i la documentació que exigeix la normativa vigent (article 7 de la Llei 9/2006, de 28 d’abril, sobre l’avaluació dels efectes de determinats plans i programes sobre el medi ambient). El Pla d’ordenació urbanística municipal (en endavant, POUM) de Besalú, 2007, ha tingut, com a instrument d’avaluació ambiental, l’Informe de sostenibilitat ambiental (en endavant, ISA), el qual té per objectiu oferir un seguit de criteris sostenibles que serveixin de base per al desenvolupament urbanístic del municipi, basant-se en la integració dels principis de sostenibilitat establerts pel Decret 305/2006, la Llei estatal 9/2006, la Directiva 2001/42/CE i la nova Llei d’avaluació ambiental de plans i programes (AAPP) de Catalunya, aprovada pel Parlament de Catalunya el 15 d’abril de 2009. La Llei d’urbanisme i el seu Reglament es pronuncien clarament a favor d’un desenvolupament urbanístic sostenible, sobre la base de la utilització racional del territori, per compatibilitzar el creixement i el dinamisme econòmic necessaris amb la cohesió social, el respecte al medi ambient i la qualitat de vida de les generacions actuals i futures. Segons la Directiva 2001/42/CE, els elements ambientals de sostenibilitat que ha d’incorporar un Pla d’ordenació urbanística municipal s’han d’integrar des del primer moment en la presa de decisions que comporta la formulació del planejament. Per aquest motiu, és necessari fixar uns objectius ambientals, que són els següents: * Diagnòstic ambiental del territori. * Fixació d’objectius ambientals. * Determinació d’indicadors del compliment dels objectius marcats. * Incorporació dels objectius ambientals en les determinacions del planejament: d’ordenació, de normatives, de programació i de finançament. * Validació del compliment dels objectius establerts. * Mesures de desplegament i de seguiment. Segons l’art. 3.1 del Decret legislatiu 1/2005, de 26 de juliol, d’urbanisme, s’entén per principi de sostenibilitat relacionat amb el planejament urbanístic: “El desenvolupament urbanístic sostenible es defineix com la utilització racional del territori i el medi ambient i comporta conjuminar les necessitats de creixement amb la preservació dels recursos naturals i dels valors paisatgístics, arqueològics, històrics i culturals, a fi de garantir la qualitat de vida de les generacions presents i futures”. Aquest estudi de cas vol destacar la importància que va tenir l’anàlisi ambiental i l’avaluació de les característiques socioambientals més significatives dels nous sectors de creixement proposats i de les àrees objecte de modificació i/o transformació, així com les del seu context territorial immediat (mesura requerida al document de referència, emès per l’òrgan ambiental competent: “Oficina territorial d’avaluació ambiental estratègica de Girona”), per tal de justificar l’ordenació urbanística d’acord amb uns criteris urbanístics i socioambientals sostenibles. Strategic environmental evaluation: Case study, Urban Plan, POUM Besalú (Catalonia). According to the existing legislation in Catalonia it is necessary as a preventative method to carry out a process of environmental evaluation for planning and for public programmes which would allow for the integration of environment issues in the decision making processes. The urban town plans are considered to be public plans and therefore they must take into account this environmental evaluation. In particular they must consider the necessary actions as well as the specific documentation which the existing regulation requires (article 7 of the 9/2006 Regulation of 28 April relating to the effects of certain plans and programmes on the environment). As an instrument for environmental evaluation, the Urban Town Plan (POUM) Besalú 2007, has done a report on environmental sustainability, (ISA). The objective of this report is to offer a series of sustainable criterion which serve as a basis for the town planning development, basing itself upon the integration of the sustainable principals established in: The 305/2006 Decree, the State Legislation 9/2006, the Directive 2001/42/CE and the blueprint of the Catalan Environmental Evaluation Legislation for Plans and Programmes (AAPP). The urbanistic Legislation and its Regulations indicate to be clearly in favour of a sustainable urban development based upon the rational use of land in order to create compatibility between growth and the necessary economic dynamism together with social cohesion, respect towards the environment and the quality of life of the present and future generations. According to the Directive 2001/42/CE, the sustainable environmental elements which ought to be incorporated into the Urban Town Plan need to be integrated from the beginning of the decision making process which is required in the establishing of the general layout plan. For this reason it is necessary to establish the following environmental objectives: * Environmental diagnosis of the site. * Establishment of environmental objectives. * Setting up of pointers for compliance of the established objectives. * Incorporation of environmental objectives in the setting up of town plans, regulations, programming and financing. * Verification of compliance with established objectives. * Deployment measures and follow up. According to the Town Planning article 3.1 of the Legislative Decree 1/2005 dated 26 July, the concept of sustainability related to urban layout is understood as the following: ”Sustainable urban development is defined as the rational use of land and the environment and it involves the combination of the needs of expansion with the preservation of natural resources while taking into consideration landscape, arqueological, historic and cultural values with the intention of guaranteeing the quality of life of present and future generations.” This case study wishes to highlight the importance of the environmental analysis and the evaluation of the most important social-environmental characteristics in the new sectors of proposed growth and in the areas subject to modification and/or transformation the same as those in the immediate territorial context(this measure is required in the reference Document emited by the appropriate environmental body “Girona Land strategic environmental evaluation Office”) in order to justify the urban plan in accordance with urbanistic and sustainable social-environmental criterion.

After the dispersion of the Soviet Union, the European Union embarked upon an intense relationship with the Central and Eastern European Countries. The transition into capital market and democratization of these countries had been supported by the Ministers of Foreign Affairs at the beginning of 1989 before the collapse of the Soviet Union System. The European Agreements were signed between the EU and Hungary, Poland, and Czechoslovakia on December 16th, 1991. 10 Central and Eastern Europe Countries became the members of the EU on May 1st, 2004. With the accession of Bulgaria and Romania into the EU on January 1st, 2007, the number of the EU member countries reached up to 27, and finally extending to 28 with the membership of Croatia to the EU on July 1st, 2013. Removing the Western Balkan States, Serbia, Montenegro, Albania, and Bosnia and Herzegovina from the scope of external relations, the EU included these countries in the enlargement process in 2005.The European Commission has determined 2014 enlargement policy priorities as dealing with the fundamentals on preferential basis. In this context, the developments in the Balkans will be closely monitored within the scope of a new approach giving priority to the superiority of law. The enlargement process of the EU towards the Balkans and whether or not the Western Balkan States will join the Union will be analyzed.

Data sources. We searched Ovid Medline, Ovid Embase, and Cochrane Central Register of Controlled Trials to identify studies from 2000 through July 2022. We conducted grey literature searches to identify additional resources relevant to the associated costs or value (e.g., cost-effectiveness, cost-benefit) of nutrition interventions. Review methods. The review was guided by a set of Key Questions established by the NIH planning committee for the Nutrition as Prevention for Improved Cancer Health Outcomes workshop. We searched for studies that evaluated a broad range of nutrition interventions (e.g., dietary supplements, nutrition support, nutrition counseling) for preventing and treating negative outcomes of cancer and cancer-related treatment. Eligible studies included randomized controlled trials (RCTs) with enrollment ≥50 participants. We extracted basic study information from all eligible studies, then grouped studies by broad intervention and cancer types. We provide a detailed evidence map for all included studies, but conducted risk of bias and additional qualitative descriptions of outcomes for only those intervention and cancer types with a larger volume of literature. Results. We identified 9,798 unique references, with 206 studies from 219 publications reporting RCTs of nutrition interventions to potentially improve negative outcomes of cancer and cancer-related treatment. Two decades of randomized trial evidence on nutrition interventions for adults prior to and/or during cancer treatment primarily focused on dietary supplements, nutrition support (including oral nutrition supplements), and the route or timing of nutrition interventions for gastrointestinal and head and neck cancers in the inpatient setting. Most studies evaluated changes in body weight/composition, adverse events, length of hospital stay, and quality of life. Few studies were conducted within the U.S. setting. Among intervention and cancer types with a high volume of literature (n=114), which predominantly included studies in dietary supplements and nutrition support in gastrointestinal and head and neck cancers, 11 percent (n=12) were rated as low risk of bias (higher quality), 40 percent (n=46) medium risk of bias, and 49 percent (n=56) high risk of bias (lower quality). Low and medium risk-of-bias studies reported mixed results on the effect of nutrition interventions across cancer and treatment-related outcomes. Although the evidence map shows a large volume of studies evaluating nutrition interventions and outcomes, these studies showed high heterogeneity across study populations, interventions, and outcomes (measure definitions, timing of measurements), even within nutrition intervention categories; as a result, we could not aggregate results. While studies enrolled individuals from multiple cancer types, treatments, and stages, across the lifespan, with varying degrees of muscle wasting, and in those with a range of comorbid conditions, no eligible studies specifically evaluated whether the effects of nutrition interventions on preventing negative outcomes varied across these characteristics. Among studies included in our Key Questions, we found that few (4%, n=8) published cost or value (e.g., cost-effectiveness, cost-benefit) information related to the intervention. In our grey literature search of additional studies examining cost or value of nutrition interventions, we found few studies that conducted cost-effectiveness or cost-benefit analyses; among those that did, we found the studies were conducted in non-U.S. health systems and demonstrated mixed results on the value of nutrition interventions. Conclusions. Although overall RCT evidence focused on a wide range of nutrition interventions, studies were concentrated in use of dietary supplements, nutrition support, and the route or timing of nutrition interventions within gastrointestinal and head and neck cancers in inpatient settings. Among interventions with the highest volume of literature, the majority of studies were rated as high risk of bias. Our findings point to the need for rigorous new research to bolster the evidence base. Specifically, the field needs a more detailed future evaluation of a subset of nutrition interventions contained in this evidence map that focuses on priorities most relevant to specific stakeholders (e.g., oncologists, patients, dietitians, researchers, policymakers). Further, studies should be specifically designed to evaluate the main outcomes of interest for clinical practice. Future research would also benefit from creation of standardized taxonomies for interventions and outcomes as well as more rigorous design and reporting of nutrition interventions. As mentioned, heterogeneity of populations, interventions, comparators, and outcomes precluded aggregation. Currently, the quality and heterogeneity of the studies limit translation of findings into clinical practice or guidelines. In order to inform development of these guidelines, coordinated efforts are required to develop detailed conceptual frameworks for mechanisms of nutrition interventions most relevant to clinical care providers and patients. Such frameworks would help inform priorities for future research as well as guide practice and policy.
