The Red Light Camera program in Fairfax County has been in operation for more than 2 years. As of 2003, there are 13 cameras in operation. The camera takes 2 pictures of a vehicle while it illegally entered the intersection and after it entered the intersection. These photographs give evidence of the red light violation. The citation is mailed to the register owner of the vehicle. The penalty is $50. This study has been conducted to evaluate the program. The violation and accident data at all of the study intersections were provided by Fairfax County Department of Transportation and Fairfax County Police Department. The traffic data in Fairfax County were provided by Virginia Department of Transportation. The results of the violation analysis indicate that the Red Light Camera program did reduce the violation rate by up to 58 percent in the 22nd ' 27th month period of the operation. The study also shows that the increase of the amber-time interval produced a higher reduction in violation rate up to 70 percent. The reduction in violation was found to be statistically significant. The violation rate is reduced to 1-2 violations per 10,000 vehicles considering the effect of the RLC operation only. With the effect of both RLC and amber-time increase, the violation rate is reduced to 0-1 violation per 10,000 vehicles. The accident rate is reduced by 27 percent after 2 years of the RLC operation. The Red Light Camera is found to have an effect on the reduction in Property Damage Only accident. However, the reduction in accident was not found to be statistically significant. Therefore, there is no benefit accrued from the reduction in accidents. From this study, the Red Light Camera program increases safety at camera intersections in Fairfax County by reducing violation rates after 2 years of its operation.

The disciplines are combined in this project to illustrate a comprehensive approach to land development. The project presented here integrates planning, architecture, and urban design, and provides a variety of housing types atypical in suburban development. It also illustrates several housing types on a specific site, utilizing the planning, zoning and subdivision regulations of the two jurisdictions.

The Fairfax County Public Schools and neighboring business/industry have perhaps one of the oldest and most satisfactory school/business partnerships in Virginia. A case study was made of the Fairfax County Public Schools School/Business Partnership to identify factors that make a partnership work and to provide information to assist a school system or business/industry interested in the establishment of a partnership. The population for this case study research was made up of school system and business/industry persons who had first-hand knowledge of the partnership. To begin the study a document search of the files and program was made. This document search resulted in a set of interview schedules which were then administered to the stakeholders. Data resulting from these schedules were coded and reported in narrative form. Results indicated that commitment from top level management from both the school system and business/industry to the partnership, a project of major proportion, and a program designed in a way to permit mutual pursuit of the goals of the partners are important if the partnership is to work.

Urbanization alters the natural soil structure of landscapes. This has a negative impact on the environment. This degradation of the soil in the urban environment needs management practices that protect and restore the nutrient value in the soil. Soil is one of the most essential elements of landscapes. High quality soils make a major contribution to cleaning water, acting as a filtration system that purifies the water it absorbs. Soil also sustains microorganisms that promote vegetation growth and consequently food production, one of the most important human activities that allows us to thrive as a society. The poor soil conditions in the urban environment make it very difficult to sustain healthy trees and vegetation. Urban soil is "modified through the regrading, compaction, cutting and filling, and, sometimes, contamination that comes with creating buildings, roads and associated land uses", changing the physical, chemical and biological structure of soil. (Trowbridge and Bassuk 3) In general, urban areas require better waste management methods that could use an abundant resource of food and yard waste to make compost. This thesis focuses on composting organic waste in the McNair neighborhood of Fairfax County in order to produce a resource to improve the soil conditions. This improvement would support the vegetation in this urban environment, and, in addition, sequester carbon and divert materials that otherwise would go to landfills. This thesis demonstrates a sustainable method for composting food and yard waste in a mixed-use community in northern Virginia turning waste material into a resource.
Master of Landscape Architecture
The growth of cities has a negative impact on the native soil and vegetation. The expansion of urban areas weakens the microorganisms that live in the soils through soil compaction for the construction of roads and buildings, runoff pollution and the use of chemicals in lawns and gardens. These urban conditions challenge the growth of trees and vegetation in general. Using sustainable waste management practices in cities we can turn organic waste material and turn it into an organic fertilizer to sustain the microorganisms in the soil and promote the growth of vegetation in urban areas. This thesis focuses in composting food waste and yard waste in the McNair neighborhood in Fairfax in order to turn a waste material into a local resource that benefits the community by sustaining green areas and diverting organic waste from going to landfills.

Increasing suburban poverty and the extremely high housing costs of growing metropolitan areas amplify the importance of suburban low-income housing programs. Aside from traditional hurdles to social and economic mobility, suburban low-income households are confronted by impediments that are inherent to sprawling, fragmented suburban landscapes with poor access. This research investigates the site suitability of a booming suburban region, Fairfax County, Virginia, for low-income housing. To do so, this research identifies and explains location amenities and neighborhood characteristics that maximize the success of low-income housing programs for low-income households, and explores how suburban landscapes constrict the ability of policymakers and planners to incorporate such location considerations into low-income housing planning. Using a Geographic Information Systems (GIS) model, the site suitability of Fairfax County, Virginia for low-income housing is examined. Results highlight numerous location amenities in a heavily developed suburban environment, yielding overall decent low-income housing site suitability scores across Fairfax County. However, the sprawling nature of Fairfax County also provides few optimal locations for low-income housing development. The incorporation of key location amenities in strategic locations as well as modern planning techniques hinging on new urbanism and smart growth concepts are emphasized to improve low-income housing suitability in many American suburbs. This research links GIS methodology with social policy, providing policymakers and planners with a tool to analyze the spatial distribution of critical location amenities and low-income housing development.

Prior to 1954, blacks in Fairfax County who wanted to receive an education beyond the seventh grade were bussed by the county to Manassas Regional High School in Prince William County or independently attended Dunbar High School, Phelps Vocational Center, Cardoza High School or Armstrong High School in Washington, D.C. The purpose of this dissertation was to describe, record and analyze the events and actions that led to the establishment, operation, desegregation and eventual demise of Luther P. Jackson High School, the first and on1y high school for blacks in Fairfax County, Virginia. This study provides useful information to the Fairfax County School System. The population for the study consisted of representatives from community and civil rights leaders, school administrators, students, teachers and secretaries who were involved with Luther P. Jackson at various stages of its existence.

This study was an investigation of the beliefs, values, and attitudes of black students which guide their behavior. The cultural factors investigated included: student occupational and educational aspirations; student academic strategies; and people and.forces impacting upon student beliefs. The purpose was to determine if the characteristics of a caste minority, as defined by Ogbu, were exhibited by the black students in a relatively affluent school district. Ethnographic methods were selected for data collection and analysis. Participants in the study were 46 black students attending a small, intermediate school and their teachers, counselors, parents, peers, and significant others. Findings indicate that the black students seem to be part of a modified caste system. They had high occupational aspirations but perceived a "secondary job ceiling", requiring them to be better qualified than whites competing for the same job. Few students who aspired to professional or celebrity careers were aware of the training, discipline, and good fortune needed to achieve their goals, and few of them selected school strategies to promote academic success. Parents spoke of their belief in education but were frequently unable to translate their belief into active support for students. Teachers exhibited a lack of knowledge of the black student culture and attributed black underachievement to cultural deprivation and lack of parental concern. Educational planners must be aware of the difficulties faced by black students in selecting goals and strategies and need to develop and reorient programs to assist black students in crossing cultural barriers.

The purpose of this research is to give a historical account of the educational developments for black students in Fairfax County, Virginia. The research will first address a brief history of education in Virginia. The second and third chapters will respectively address education for black students in the state and pre-Civil War education in Fairfax County. Chapters four and five will focus on the formation of post-Civil War public education in Fairfax County and the education of black students within the county. The author will fit the education of Fairfax County's black students into the context of education within the state of Virginia. Comparisons and contrasts can then be made regarding the quality of education offered to black students in Fairfax County. As with many southern communities, the growth of public education was affected by complacent attitudes, agrarian life styles, poor quality roads and lack of transportation. Fairfax County was no exception. Although numerous private and free schools existed prior to the Civil War, few received black students. The education of the black child, then, was left to the mercy and interest of those around him who chose to teach him basic reading and writing. Alexandria, for example, boasted of a large free black population--many of whom were educated in Alexandria when it was a part of Fairfax County. Both philanthropic and missionary agencies supported education for black students. After the Civil War other schools existed such as the Freedmen's Bureau schools. These schools functioned until 1871. By this time free public education was a reality in Virginia and the issue of placing both black and white children in the same school became the major topic of educational discussion. In an effort to avoid integration black students were sent outside of Fairfax County to Manassas and Washington. After years of struggle, Luther Jackson School was built within the county to educate Fairfax County's black students. Other schools were gradually built to accommodate the educational needs of the county's black students. Even though schools were built to educate black students, there were many disparities in terms of the quality of facilities within the buildings. Following the 1954 Brown Decision outlawing de jure segregation school assignment was not based on race for black or white children. As a result, parents could have a voice in school selection. In reality, the Brown Decision offered black parents more voice as these parents often sent their children to the formerly white schools. The general belief by whites was that black schools were inferior. Many of the formerly all-black schools eventually became administrative offices for Fairfax County Public Schools and black students began attending schools in their home districts.

Access to highways from a local firehouse is a major problem for emergency services. Motorists often do not see flashing lights or hear sirens from the approaching emergency vehicles (EV) until emergency vehicles reach the highway entrance, often too late to take appropriate action. Many locations have installed special signals called emergency traffic signal systems (ETSS) or used signal preemption to notify motorists and to stop traffic to allow the emergency vehicle to enter the highway safely. This thesis will examine the effectiveness of one such installation at the intersection along U.S.1 at Beedo Street and some of the impacts it has on highway traffic. The evaluation of the said installation is carried out in terms of delay to EV; conflict potential between EV and other vehicles and response of the motorists to the ETSS. This thesis also proposes two alternative designs of ETSS to improve the existing signal system.

Transportation engineers and planners worldwide are faced with the challenge of improving transit services in urban areas using low cost means. Transit signal priority is considered to be an effective way to improve transit service reliability and efficiency. In light of the interest in testing and deploying transit signal priority on a major arterial in Northern Virginia, this research focuses on the impacts of transit signal priority in the U.S.1 corridor in Fairfax County in terms of benefits to transit and impacts on other traffic. Using a simulation tool, VISSIM, these impacts were assessed considering a ten second green extension priority strategy. The results of the simulation analysis indicated that the Fairfax Connector buses benefit from the green extension strategy with little to no impact on the other non-transit traffic. Overall, improvements of 3.61% were found for bus service reliability and 2.64% for bus efficiency, while negative impacts were found in the form of increases in queue lengths on side streets by a maximum value of approximately one vehicle. Because this research has provided a foundation for the evaluation of transit signal priority for VDOT and Fairfax County engineers and planners, future research can build upon this effort. Areas identified for future research include the provision of priority for the entire bus route; combination of emergency preemption and transit priority strategies; evaluation of other priority strategies using system- wide priority concepts; and the impacts of priority strategies in monetary terms.

This study compares the scholastic achievement of 2,811 students enrolled in Fairfax County, Virginia, Public Schools for the 1983-1984 school year. Scholastic achievement of an experimental group of 1,068 students enrolled in combination or split/grade classes is compared with a control group of 1,743 students enrolled in regular graded classes. Five research questions were developed, three of which related directly to grade level student scholastic achievement by comparing test results for combination and regular grade classes, and two which attempted to identify any significance resulting from differences used by principals to select teachers and students for placement in combination classes.

Highway traffic control systems have been deployed to provide emergency vehicle preemption (EVP) at signalized intersections. Industry and transportation researchers have worked to develop analytical methods to establish the degree of benefit of emergency vehicle preemption to the emergency vehicle (EV) community and the impact on other road user groups. This thesis report illustrates the use of an analytical method to evaluate the potential impacts of EVP related to EV safety, and the potential delay to EVs and vehicles on the side street. The method uses EV-specific conflict point and delay analysis with video and other data collected in a field study conducted in Northern Virginia at the intersection of Southgate Drive and U.S. 1. EV related conflict points are characterized in terms of the EV/auto interaction geometry, the signal display, and the severity of potential crashes. EV related delay is characterized in terms of the EV/auto interaction geometry, the signal display, the level of service and the amount of delay to the EV. The EV/auto interaction, the queue length and the signal display characterize increase in delay to vehicles on the side street. The analysis indicates that the severity of EV-specific conflict points is significantly reduced with EVP. The delay to EV does not change significantly and the delay to the vehicles on the side street auto traffic increases.

Crash data suggests that intersections are areas producing conflicts among the various road users because of entering and crossing movements. Traffic signal control systems may not always be sufficient in preventing collisions at intersections between emergency and other vehicles. The Firefighter Fatality Retrospective Study of 2002 illustrates that the second leading cause of fatal injury for firefighters is vehicle collisions. Furthermore, the involvement of an emergency vehicle in a crash can negatively affect the overall efficiency of emergency response services. Thus, there is a need to facilitate the implementation of higher-payoff strategies to improve the safety of emergency vehicle passage through signalized intersections. This research aims to provide a basis for the transportation professionals to identify problem areas and take measures that will potentially enhance intersection safety for emergency vehicles. It includes the presentation and comparison of the EV crash situation in Northern Virginia. The results indicate that 49% of all EV accidents along U.S. Highways in Northern Virginia occurred at signalized intersections. This percentage is 75% along U.S. Highways in Fairfax County, the largest county in Northern Virginia, and it is 79% along U.S. 1 in Fairfax County. The analysis, also, illustrates that the major collision type at signalized intersections was of the angle type, which suggests that an appropriate warning sign may be absent. These findings enhance our understanding of emergency vehicle crash characteristics and thus, may facilitate the identification of possible warrants to be used in determining the appropriateness of installing signal preemption equipment at signalized intersections.
