Résumé :
This article examines gross and net equivalent income mobility in the western and eastern states of Germany, in Great Britain and in the United States, using panel data of these countries from the period 1989-95. By comparing the differences between the mobility of gross and net equivalent income internationally, it analyses to what extent the welfare state reduces income mobility, thereby testing hypotheses concerning international differences in the mobility-reducing effect of the welfare state. The results show that the largest mobility-reducing effect is observed in eastern states of Germany, followed by western Germany. While the reduction of gross equivalent income mobility by the tax and transfer system is much smaller in Great Britain, this reduction cannot be observed in the USA at all. These results support the hypothesis that the mobility-reducing effect of the tax and transfer system is much stronger in conservative welfare states like Germany than in liberal welfare states like Great Britain and the USA.

Comparative research on the origins of modern welfare states typically asks why certain European nations, including Great Britain, enacted pensions and social insurance between the 1880s and the 1920s, while the United States “lagged behind,” that is did not establish such policies for the entire nation until the Social Security Act of 1935. To put the question this way overlooks the social policies that were distinctive to the early twentieth-century United States. During the period when major European nations, including Britain, were launching paternalist versions of the modern welfare state, the United States was tentatively experimenting with what might be called a maternalist welfare state. In Britain, male bureaucrats and party leaders designed policies “for the good” of male wage-workers and their dependents. Meanwhile, in the United States, early social policies were championed by elite and middle-class women “for the good” of less privileged women. Adult American women were helped as mothers, or as working women who deserved special protection because they were potential mothers.

Résumé :
The US tolerates more inequality than Europe and believes its economic mobility is greater than Europe's, though they had roughly equal rates of intergenerational occupational mobility in the late twentieth century. We extend this comparison into the nineteenth century using 10,000 nationally-representative British and US fathers and sons. The US was more mobile than Britain through 1900, so in the experience of those who created the US welfare state in the 1930s, the US had indeed been “exceptional.” The US mobility lead over Britain was erased by the 1950s, as US mobility fell from its nineteenth century levels. Résumé :
The article presents the origins and evolution of social policy programmes in Scotland since the referendum in 1997. Regional authorities in Scotland obtained significant prerogatives in payment of social benefits. They actively exercised the rights granted by the UK legislation, resulting in the partial decentralisation of the social security system in the United Kingdom of Great Britain and Northern Ireland has become a fact. This decentralisation is not complete, because the administration of pensions, and unemployment benefits remains the sole responsibility of London’s central government. One of the features of British social policy has become territorial asymmetry, consisting of partially different programs and social policy institutions in other parts of the UK. The most important effect of the reforms is the creation of institutions and draft social policy programs that can be put into effect, when the process of political emancipation in Scotland will lead to a new regional referendum.

Résumé :
Within the last decades Great Britain has developed a specific model of welfare state. The “from-cradle-to-grave” model is close to the hearts of Labour Party’s politicians and supporters, on the other hand Conservative Party’s governments have been trying to limit welfare state’s reach since 1979. Cameron’s cabinet introduced a significant reform of the system, depriving many Brits of their benefits and lowering the number of people eligible to claim one. It is advisable to consider if these policies go hand in hand with the idea of sustainable development in the socio-economic context.

The purpose of the article is to review the biography and scientific heritage of the lawyer, scientist, state leader S. Webb. The stages of formation of S. Webb's worldview are analyzed. Methods: the research is based on historical and comparative legal methods. Results: it is argued that it is largely thanks to this scientist and politician that Great Britain adapted continental socialism in its more liberal and parliamentary version. The author's analysis of the individual researches of S. Webb is given, in which the contours of the future concept of the welfare state are largely outlined. The conclusion is made that S. Webb can be considered one of the ideologists of the modern model of the welfare state.

The paper investigates whether, in what way and to what extent the family of origin affects offspring’s poverty risk in selected EU countriesrepresenting different social protection systems. Employing logit models and utilizing EU-SILC data, the analysis brings to the forefront the importance of social protection for intercepting the intergenerational transmission of poverty. Denmark with the socialdemocratic welfare state is the most successful in mitigating the effect of the family of origin on offspring’s poverty risk, followed by France representing the conservative-corporatist welfare regime. Less effective οn this matter appear to be Greece and Great Britain representing the south-European and the liberal social protection system respectively.

Résumé :
In common with most modern industrial societies, Great Britain is facing the unique late 20th century phenomenon of rapidly increasing numbers of people, especially very elderly people, requiring health and social care. The response in Britain has been to search for ways to enlarge the caring capacity of the “community” and, thereby, reduce the demands on public health and social services. Similar policy responses have been developed in other capitalist societies such as Canada, France, and the United States. Although a policy of “community care”-the provision of state services in people's own homes-was followed by governments of both major British political parties over the postwar period, under the right wing neo-monetarist regime of the present Thatcher administration the locus of policy has shifted toward encouraging greater reliance on the informal support networks of kin, friends, and neighbors. The reasons for this sea-change are explored and the assumptions that these networks are “natural” and necessarily the proper matrix of care are examined critically. This analysis draws on the results of recent research which indicates that informal support networks have significant limitations and that a policy based on withdrawing public services in the hope that these networks will fill the growing care gap is likely to be counterproductive. In conclusion, the author indicates the areas where further research is required to provide a sound basis for policy.

Résumé :
Islam is a universal religion and it influenced all over the world with its dispensation. After the migration from Makkah to Madinah, the Holy prophet PBUH constituted a new welfare state. In 8th Hijri after the conquest of Makkah Islam became the dominant religion in Arabia. It provided a great power and Muslims challenged the strong and powerful state of Iran and Rome. Especially, during the pious caliphate from 632-661 A.D Islam spread rapidly and Muslims had become a strong nation of the world. They became powerful ruler of a state which was established in three continents Asia, Europe and Africa during Umayyad, Abbasid and Ottoman time respectively. This strong state was thought indeclinable till 18th century. But the start of 19th century changed this approach as the great Mughal state which was lasting its breath faced debacle in 1857. While the strong Ottoman Empire scattered in to several parts and was occupied by Great Britain, France, Italy and USSR after world War-I. The condition of the Muslim became miserable and they lost all the past glory. This paper highlights the basic causes of Muslim's decline in 20th century.

Résumé :
This dissertation offers a study of everyday relations between residents and the state on a post-industrial council estate in England. Drawing upon historical and ethnographic data, it analyses how, often under conditions of sustained exclusion, residents rely upon the state in their daily struggles for security and survival. My central ethnographic finding is that residents personalise the state alongside informal networks of support and care into a local sociality of reciprocity. This finding can be broken into three interconnected points. First, I argue that the reciprocal contract between citizens and the state emerged in the post-war years when the residents on the newly built estates negotiated their dependence upon the state by integrating it into their on-going social relations. A climate of relative material affluence, selective housing policies, and a paternalistic regime of housing management all created conditions which were conducive for this temporary union between residents and the state. Second, however, I argue that with the decline of industry and shifts towards neoliberal policies, residents increasingly struggle to hold the state accountable to its reciprocal obligations towards local people. This becomes manifest today both in the material neglect of council estates as well as in state officials' reluctance to become implicated in social relations with and between residents. Third, I argue that this failure on the part of the state to attend to residents' demands often has onerous effects on people's lives. It not only exacerbates residents' exposure to insecurity and threat, but is also experienced as a moral affront which generates larger narratives of abandonment and betrayal. Theoretically, this dissertation critically discusses and challenges contrasting portrayals of the state, and of state-citizen relations, in two bodies of literature. On the one hand, in much of the sociological and anthropological literature on working class communities, authors have adopted a community-centred approach which has depicted working class communities as self-contained entities against which the state emerges as a distant or hostile entity. I argue that such a portrayal is premised upon a romanticised view of working class communities which neglects the intimate presence of the state in everyday life. On the other hand, the theoretical literature on the British state has adopted a state-centred perspective which has seen the state as a renewed source of order and authority in disintegrating communities today. My suggestion is that this portrayal rests upon a pathologising view of social decline which fails to account for the persistence of informal social relations and the challenges that these pose to the state's authority from below. Finally, moving beyond the community-centred and state-centred perspectives, I argue for the need to adopt a middle ground which combines an understanding of the nature and workings of informal relations with an acknowledgement of the ubiquity of the state. Such an approach allows us to recognise that, far from being a hostile entity or, alternatively, an uncontested source of order, the state occupies shifting positions within an overarching sociality of reciprocity and its associated demands for alliances and divisions. I refer to such an approach as the personalisation of the state.

Zagel, Hannah. « Timing of single motherhood : implications for employment careers in Great Britain and West Germany ». Thesis, University of Edinburgh, 2013. http://hdl.handle.net/1842/9551.

Texte intégral
Résumé :
This thesis investigates how family–employment reconciliation issues associated with single motherhood affect women’s employment careers. The study fills a gap in the literature, which rarely considers single motherhood and employment as processes in the life course, much less in a cross-country comparative perspective. Patterns of employment trajectories during and after single motherhood are examined as the outcome of individual and institutional circumstances. Great Britain and West Germany are used as contrasting cases that represent relatively different contexts of labour market structures and family policy. Longitudinal individual-level data from the British Household Panel Survey (BHPS) and the German Socio-Economic Panel (SOEP) are analysed, looking at the period between and including 1991–2008. The thesis develops a theoretical model that assumes differential career outcomes for experiencing single motherhood at different life stages. Higher difficulties of family–employment reconciliation are predicted for women experiencing single motherhood at a young age compared to later stages. The acquisition of marketable resources, which stands in the context of education systems, is assumed to be one of the central mechanisms mediating the relationship between age at single motherhood and employment. Moreover, policies directed at single parents affect reconciliation, shaping opportunity structures on which women can draw in single motherhood. Compared to the German context, Britain provides little institutional support securing labour market attachment for women in single motherhood, particularly when their children are young. Although providing more generous family policy measures in comparison, West German maternity leave regulations are often not applicable to women in single motherhood, and childcare is mostly granted on a half-day basis. The findings from three steps of empirical analysis provide new insights and highlight specific facets of established facts. First, fixed effects logistic regression is used, which exposes a negative association between single motherhood and entering full-time employment. No differences are observed between partnered and unpartnered mothers, but effective childcare arrangements support women’s transition in both Britain and West Germany. The second step of the analysis explores employment career patterns during and after single motherhood using sequence analysis. The emerging typical patterns are observed to different degrees in the two country contexts. On average, more employment trajectories dominated by non-employment are observed in Britain and by part-time employment in West Germany. In the last step, these findings are used in an explanatory framework, the results of which provide evidence for the life stage hypothesis. The analysis demonstrates that not only social class but also mother’s age, children’s age and skill levels seem to foster employment stability and labour market attachment during and after single motherhood.

Edwards, Sarah Elizabeth. « The significance of social enterprises in the reform of the British welfare state ». Thesis, University of Southampton, 2003. https://eprints.soton.ac.uk/192763/.

Texte intégral
Résumé :
Increasingly, the United Kingdom Government is looking towards the social economy to deliver welfare services. The social economy, and specifically social enterprises, are envisaged by New Labour as having the ability to train and employ those disadvantaged in the labour market; engage individuals and communities in service provision and urban renewal; and, provide a model for future forms of welfare service provision. This research investigates the links between the social enterprise and the welfare reforms initiated by New Labour. In addition, the research considers the implications of an expanded role for social enterprises in welfare from the perspective of social enterprise practitioners. Using a grounded theory research design, and qualitative research methodologies, those running social enterprises in the cities of London and Bristol were interviewed (during the summer of 2001). This data, alongside policy documents, ministerial speeches, newspaper articles, think tank publications, and interviews with policy-makers and advocates for the social enterprise sector, provide the evidence presented here. The research develops a definition of the social enterprise as an organisation that uses a commercial venture as a tool to achieve social change. It is shown that the term 'social enterprise' refers to a diverse range of organisations that differ in legal and organisational structure and social mission, but which are linked by the common purpose of service delivery. The research reveals a subtle but important difference between social enterprise activity, and social enterprise as a business model. In spite of their diversity, it is demonstrated that a typology of social enterprises can be constructed by using the attributes identified by those running such organisations. This typology takes into account a diverse range of attributes that coalesce to form this hybrid social institution, instead of considering their organisational structure or social mission as defining features, as has been the case in the past. Using discourse analysis, social enterprises are shown to be significant within welfare reform because they embody the attributes that advocates for reform wish to promote. Social enterprises are shown to embody the postmodern attributes of'empowerment' and tailored localised service provision, alongside the politically attractive attributes of'enterprise', 'effectiveness', and 'efficiency'. These attributes offer 'challenges' to existing forms of public and third sector welfare provision. Through these challenges, the discourse of social enterprise is instrumental in current changes in welfare, not only in changing the practices of service delivery, but more significantly, in changing the culture and the way in which 'solutions' in welfare are sought. The thesis demonstrates how the notion of social enterprise is intertwined with broader academic debates concerning the scale and scope of the emerging postmodern welfare state, and the social enterprise is shown to be emblematic of those changes in welfare at a theoretical level. At a practical level, the social enterprise appears to be unlikely to have significant impact on the mainstay of the welfare state. However, it is suggested here that policy-makers need to take greater consideration of the 'appropriateness' of applying the social enterprise model in welfare than is the case at present.

Résumé :
This thesis explores British Muslims’ counter discourse to the ‘war on terror’ through revealing the impact of the dominant ‘war on terror’ discourse created by the state. The research explores the counter discourse through investigating the impact of the ‘war on terror’ on Birmingham’s Pakistani / Kashmiri Muslims’ perceptions of the state, the police and Islamic identities before the ‘war on terror’ and since the ‘war on terror’. The theoretical perspectives of cosmopolitanism and citizenship are used as a foundation from which the ‘war on terror’ and the role of the state and the police in the ‘war on terror’ can be deconstructed, critiqued and reconstructed according to Muslim citizens’ perceptions. In particular attention is paid to the challenges and difficulties the 32 respondents interviewed for the research have faced since the ‘war on terror’. Many themes emerged through this framework and the core themes were injustice, legitimacy and human rights. The impact of the ‘war on terror’ showed the battle for Islamic identity construction versus resistance and the negative impact of regulatory discourses on perceptions of commonality, unity and shared identities.

This thesis is a study of the early stages of Enoch Powell’s career, from 1946 to 1968, and an analysis of his system of thought, which wavered between the disraelite paternalistic tradition and the liberal one. It thus shows that, on the one hand, the post-war butskellite consensus was mainly a myth, and on the other hand, the Thatcherite revolution was not only prepared beforehand by Mrs Thatcher and her gurus in the 1970s, but was also the outcome of a long process of reflection and experimentation Powell played a major role. After a three-year training at the Conservative Research Department, Powell was elected as Member of Parliament for the first time in 1950 and joined the One Nation Group, which he left in 1955. During his first nine political years, he focused primarily on the situation of the British Empire and on housing policy. From 1952 onwards, he tried to convince his One Nation colleagues that they should defend liberal stances more actively, at the expense of disraelite paternalism. Then, during his three mandates in the Ministries of Housing, of the Treasury and of Health, he applied liberal ideas without entirely denying the disraelite philosophy, for Prime Minister Macmillan defended a paternalistic approach aiming at implementing the ideas he had developed twenty years before in The Middle Way. Powell refused to be part of the 1963 Douglas-Home Government and consequently decided to break with Macmillan’s legacy thereby inventing Powellism. He became the champion of liberalism in Great Britain before being ostracized within his party in 1968 on account of his nationalistic views as presented through the "Rivers of Blood" speech

Résumé :
AbstractThis chapter analyses compared social stratification in three Latin American countries (Argentina, Chile and Uruguay) and four European countries (Finland, France, Spain, Great Britain). We focus on both external and internal borders of social classes, as well as on the challenges posed by their analysis for sociology. We compare social classes using EGP6 in relation to a variety of social indicators, to examine how social classes vary among countries. We include debates on production models and welfare state policies to understand the specific configurations and compare the conditions of some of the INCASI countries regarding social stratification. Lastly, we apply a latent class analysis to validate the number of social classes and to recognise class boundaries.

Résumé :
The article deals with the specific features of the development of the party and political system of Great Britain in the XIXth century. The author emphasizes the role of the parliamentary reform of 1832, which marked the beginning of serious transformations of the parliamentary system of the state. As a result, there was a transformation of the bipartisan tandem of “Whig – Tory” into a bunch of “Liberals – Conservatives”. It is also argued that by the end of the XIXth century mass political parties of the modern type were created in Great Britain.

Résumé :
Background: Ukraine is going through difficult times as a result of Russian aggression, which affects many aspects of society. One of these aspects is state-religious relations, which have undergone significant changes in the context of a full-scale war and the annexation of the territories of Ukraine. The problem is how Russian aggression affects the relationship between the state and religious organizations in Ukraine. This presents sociologists and specialists in social work and social welfare with important tasks, including studying the role of religion in the formation of citizens' identity and their perception of culture, as well as providing social support to people who have suffered from conflict and migration. Solving these tasks is important for ensuring social stability and strengthening national unity in the face of challenges facing society. Purpose: to study the impact of Russian aggression on state-religious relations in Ukraine and to analyze their consequences for socio-cultural and socio-structural changes in Ukrainian society. The work is aimed at identifying the main factors affecting state-religious relations in Ukraine in the context of Russian aggression, and at assessing their impact on society. Methods: Сollection and analysis of data from statistical sources, regulatory and legal documents, Internet resources and other sources, synthesis and systematization of the received data, logical analysis and interpretation of results.. Results: Russia's invasion of Ukraine led to significant social unrest. The war caused the intensification of religious movements within the country. Religion has a great influence on the formation of national identity and the perception of one's own culture. Religious communities become important subjects of formation of the national worldview and support of the authorities in state policy. The war caused religious problems, particularly in the Orthodox Church. The conflicts opened wide opportunities for religious social work. Conclusion: Russian aggression on the territory of Ukraine significantly affected state- religious ties. The war led to the intensification of religious movements and a split in the Orthodox Church. The conclusion of the study is useful for social work and social security, as it allows to understand the relationship between religion and social problems in Ukraine. The study may also have implications for the regulation of social issues and for further research in this field. In general, the results of the study confirm the importance of state-religious ties and their influence on the formation of national identity and culture in Ukraine. Keywords: socio-religious relations, religion, Russian-Ukrainian war.

Résumé :
The article examines the features of the development of the Liberal Party of Great Britain in the XIXth century. In its development, the Liberal Party was going through several stages, each of which revealed a close connection with general historical changes in Great Britain. The paper argues that the ability of the country's ruling elite to switch to a policy of liberal transformations in time allowed it to overcome a serious socio-political crisis and save Great Britain from revolution. Particular attention is paid to the study of the influence of the parliamentary reform of 1832 on the formation of the party structure. The merit of the liberals was that they were able to adapt in a smooth, evolutionary-reformist way, without affecting the very foundations of public order, the state-legal institutions of Great Britain to the new historical conditions that arose as a result of the industrial revolution. Using flexible compromise methods of management and social policy in relations both with the landowning aristocracy and with the middle and lower strata of the British society, the liberals managed to maintain a fairly high stability of society, smooth out social conflicts that are so frequent in other countries of Western Europe of the XIXth century. The author emphasizes that by the end of the XIXth century, the British liberals managed to create a mass political party of the modern type.

Résumé :
The article studies the most crucial period in the history of the Kingdom of Saudi Arabia (KSA) – the emergence of the third Saudi state. This event was one of the immediate results of World War I since the winners – Great Britain and France – redrawn the Middle East map after the Ottoman Empire's dissolution. Its founder, Abdel-Aziz ibn Saud, played a vital role in creating the Saudi state. His personal leadership and diplomatic qualities influenced the success of restoring the Saudi state in the Arabian Peninsula. Nevertheless, the great powers were the main actors in this event and used it to create a political balance in the Middle East and gain their goals and interests in the region. Despite their prominent role in this process, they failed to obtain any significant benefits since the emergence of the Saudi state, and the policy of King Abdel-Aziz opened the door for the infiltration of American oil companies into the Middle East. Competing with British companies, they succeeded and eventually strengthened the political and economic influence of the USA in the Arab world.

Résumé :
Background: One of the main characteristics of the Ukrainian religious field is conflict between two large Orthodox Churches – Ukrainian Orthodox Church (UOC) and Orthodox Church of Ukraine (OCU). These Churches embrace most part of orthodox population and it makes their conflict potentially dangerous for society. The Russian invasion February 24, 2022 makes many problems for UOC because it is considered to be part of state-depending Russian Orthodox Church. As a result, many believers turned their backs on this church, and the state changed its politics toward it rather harshly. But the extent of the changes in belonging to this church remains uncertain and requires assessment. Purpose: To assess the changes in mass self-identification with Ukrainian Orthodox Church in condition of Russia-Ukraine war. Methods: The analysis of statistical data of the moving of religious community in Ukrainian religious field and analysis of data of confessional identification in national representative public opinion polls. Results: Data of public opinion polls show that on the level of identification with the UOC a significant impact was made by large-scale Russian invasion on February 24, 2022 only. Only in the polls in 2022 there was a significant decrease in the corresponding figure. However, the level of such identification has remained stable even in the situations of the Russian aggression of 2014-2021. Conclusion: Data of public opinion polls show that the large-scale Russian invasion of 2022 has significantly influenced the adherence to and the orientation of the UOC. But at the same time, assessments of such changes, which are making on the confessional identification in these surveys, may be somewhat overstated, and they should be treated with great caution, especially if you base on them a politics in such dangerous area as religion. The UOC has been facing powerful challenges for many years. These challenges have dramatically increased since February 24, 2022, but even now this Church has shown considerable sustainability and the issue of halting of its functioning remains quite conflict-prone, while the benefits from its closing seem rather doubtful. Résumé :
The author gives an overview of the origin and development of railways in France. Created first for the needs of the mining industry, the railway quickly found its way into all branches of industry. Not only did the railway help the development of industry, but some economic branches, such as tourism, would not even exist in the form we know today without the railway. The development of railways and economy went hand in hand. By analyzing legal texts and decrees, as well as scientific papers from the 19th, 20th and 21st centuries, the author gives a picture of the place of the railway in the economic and personal life of France and the French. The state of France changed several different regimes during the 19th century, but the railway network, as a strategic asset, was continuously expanded over the decades. Unlike other liberal countries of the 19th century, such as Great Britain and the United States of America, in France the state apparatus had an active role in planning and regulating the railways.

Résumé :
Researchers and practitioners have been modeling the street networks of metropolitan and geographical regions using space syntax or configurational analysis since the late 1990s and early 2000s. Some models even extend to a national scale. A few examples include the island of Great Britain, within the national boundaries of England, over half of the Combined Statistical Area of Metropolitan Chicago and the entirety of Chatham County, Georgia and the City of Savannah in the USA, and the Chiang-rai Special Economic Zone in northern Thailand bordering Myanmar and Laos. Researchers at Qatar University constructed a space syntax model of Metropolitan Doha in 2018. It covered a land area of 650 km2 , encompassing over 24,000 streets, and approximately eighty-five percent (~85%) of the total population (~2.8 million) in Qatar. In a short time, this model led to a deeper understanding of spatial structure at the metropolitan and neighborhood level in Doha compared to other cities of the world, especially in the Gulf Cooperation Council region. The paper presents the initial results of expanding this model to the State of Qatar, which provides ideal conditions for this type of large-scale modeling using space syntax. It occupies the Qatari Peninsula on the Arabian Peninsula adjacent to the Arabian/Persian Gulf, offering natural boundaries on three sides. Qatar also shares only a single border with another country to the southwest, which Saudi Arabia closed due to the current diplomatic blockade. The expanded model includes all settlements and outlying regions such as Al Ruwais and Fuwayriţ in the far north, Al Khor and the Industrial City of Ras Laffan in the northeast, and Durkan and Zekreet in the west. Space syntax is serving as the analytical basis for research into the effect of the newly opened rail transportation systems on Doha's urban street network. Researchers are also utilizing space syntax to study micro-scale spatial networks for pedestrians in Souq Waqif, Souq Wakra, and other Doha neighborhoods. The paper gives a brief overview of this research's current state with an emphasis on urban studies.

Résumé :
For the first time, one of the popular children’s magazines of the Western Ukrainian Diaspora “Young Friends” became the subject of research. Founded in March 1955, it ceased to exist in 1984. There is no complete filing of this newspaper in any book collection of Ukraine, it has not been digitized yet, the editorial office did not have a site. For this reason, the author conducted a study of this journal in the library-archive of the Union of Ukrainians in Great Britain (UUB) in London. The peculiarities of journal formation and the specifics of the editorial policy are clarified. The experience of publishing a Ukrainian children’s magazine abroad for a long time (in color and on chalk paper) without any financial support from the state, but only by public money, is quite instructive for the current situation in Ukraine when children’s periodicals have almost disappeared from the national information space due to indifferent contemplation of the state.
