Background: A wide range of novel psychoactive substances (NPS) is regularly searched and discussed online by web-based drug enthusiasts (i.e. the e-psychonauts). Among NPS, the range of synthetic cannabinoids (SC; ‘Spice’) currently represents a challenge for governments and clinicians. Methods: Using a web crawler (i.e. the NPS.Finder®), the present study aimed at assessing psychonauts’ fora/platforms to better understand the online mentions of SC. Results: The open-web crawling/navigating software identified here some 1,103 synthetic cannabinoids. Of these, 863 molecules were not listed in either the international or the European NPS databases. Conclusions: A web crawling approach helped here in identifying a large range of unknown SC likely to possess a misuse potential. Most of these novel/emerging molecules are still relatively unknown. This is a reason for concern; each of these analogues potentially presents different toxicodynamic profiles and there is a lack of docking, preclinical, and clinical observations. Strengthening multidisciplinary collaboration between clinicians and bioinformatics may prove useful in better assessing SC-associated public health risks.

Background: Scientific data on the psychopharmacological effects of new psychoactive substances (NPSs) are scarce. Web fora contain a wealth of information posted by users as trip reports (TRs), but the reliability of the reports remains questionable because of the nature of the used molecule and the potential for dose inaccuracies. We focused on the TRs of designer benzodiazepine (DBZD) users since their psychopharmacological effects are similar to prescription benzodiazepines (BZDs). Moreover, the impact of functional groups on the BZD rings with regards to the potency has been fairly/quite studied, allowing structural analysis. Methods: DBZDs offering more than 15 TRs with at least two accounts on experienced effects were included. Data were analyzed with the empirical phenomenological psychological method. Reported effects were analyzed and the pharmacological potencies of DBZDs were compared by calculating a ‘potency score’. Results: In total, 197 TRs for clonazolam, deschloroetizolam, diclazepam, etizolam, flubromazepam, flubromazolam, meclonazepam, metizolam, nifoxipam and pyrazolam were analyzed. Effects similar to prescription BZDs were reported for all the selected DBZDs. Pyrazolam was reported to be the most anxiolytic DBZD, flubromazolam the most hypnotic, etizolam the most euphoric and flubromazolam and clonazolam as the most amnesic DBZDs. Diclazepam and pyrazolam were not reported to induce euphoria. Flubromazepam, flubromazolam, clonazolam and meclonazepam were the most potent and deschloroetizolam, nifoxipam, metizolam and pyrazolam the least potent. The chemical structure of the different DBZDs and the functional groups on the BZD rings confirmed this ranking, except for nifoxipam. Conclusions: When information on NPSs obtained from Internet fora are abundant, it could be considered as an appreciable data source.

BACKGROUND: NBOMe compounds, some of which commercially known as “N-Bomb” or “Smiles” signifying their potency, represent a uniquely potent group of phenethylamine derivatives. These have been recently used in the past decade for their powerful hallucinogenic properties to induce a “psychedelic trip”.METHODS: This study is an analytics of the surface web incorporating data from; the published literature, grey literature, drug fora, and trends’ databases. The study aims to review the pharmacodynamic effects of three most popular N-Bombs (25b, 25c, and 25i), analyse reported cases of intoxications and fatalities, and correlate these incidents with data retrieved from Google Trends.RESULTS: The potency and popularity of NBOMe compounds are tallied worldwide, 25b-NBOMe (least potent and least popular), 25i-NBOMe (most potent and most popular), while the 25c-NBOMe is in the middle. The popularity of each has been on the rise since 2011-2012, these compounds are most popular in the United States and the United Kingdom, while data from the developing world and the densely-populated India and China are either lacking or inadequate. The reported cases of intoxications and deaths were statistically proven to be correlated with the trends’ dataCONCLUSION: Inferential statistical information has associated cases of NBOMe(s)’ morbidities-mortalities with the public interest of surface web users in these hallucinogens. This study can serve a blueprint for an early warning system to be activated based on changes in trends’ data.

Introdução: Como organizações responsáveis por disponibilizarem informações precisas e atualizadas, as bibliotecas estão continuamente experimentando novos recursos tecnológicos e remodelando seus serviços para atender expectativas de seus usuários. No início do século XXI, as mídias sociais surgiram como mais uma oportunidade para eles se conectarem a esses espaços e acessarem seus recursos informacionais. Objetivo: Diante disso, este estudo busca identificar as características de investigações sobre mídias sociais e bibliotecas na produção científica estadunidense, de modo a acompanhar sua evolução e apontar tendências. Metodologia: Para tanto, optou-se pela pesquisa descritiva, de natureza qualiquantitativa, fundamentada na análise de domínio, proposta por Hjørland. O corpus é constituído por 69 artigos, publicados em periódicos científicos da Ciência da Informação dos EUA. Nesse sentido, constatou-se que a temática mídias sociais e bibliotecas tem sido discutida no contexto observado desde 2006, principalmente no âmbito das bibliotecas universitárias. Resultados: Identificou-se, ainda, uma possível comunidade epistêmica em formação. Por sua vez, o conceito Library 2.0 surgiu como uma das contribuições teóricas que influenciou bibliotecários e impactou serviços realizados no segmento. Além da Ciência da Informação, o conhecimento produzido sobre o interdomínio analisado circula por vários campos, como Comunicação Social, Educação, Ciência da Computação, Sociologia, dentre outros. Fora o termo Web 2.0, redes sociais é o mais usado por essa comunidade discursiva, embora mídias sociais se destaque como uma tendência. Há também uma predisposição para pesquisas de aplicações práticas, seguida de estudos teóricos. Conclusão: Foram identificados termos emergentes e representantes do interdomínio analisado ainda não contemplados nos principais tesauros utilizados por pesquisadores da área.

Utilizou-se a rede social Facebook, por ter grande número de usuários que nela passam significativa parte de seu tempo navegando, seja conversando com amigos, seja publicando seus comentários, seja curtindo fotos, páginas, participando de grupos e/ou comunidades. Essa rede social virtual também permite que o professor encontre ferramentas que o ajudarão na tarefa de ensinar, ao mesmo tempo em que permite ao aluno desenvolver autonomia para (re)aprender a pensar. Demonstra-se que o Facebook apresenta características da EaD e, portanto, pode ser considerado um instrumento adicional disponível para essa modalidade de ensino.PALAVRAS-CHAVE: Ensino de Língua Espanhola; TIC; Web 2.0; Facebook; EaD. ABSTRACT: This article aims to describe the possibilities provided by the use of new digital Information and Communication Technologies (ICT), aided by Web 2.0, on Spanish teaching both inside and outside classroom. We analyzed the social network Facebook because it has a large number of users who spend a significant amount of time on the site chatting with friends, posting comments, liking photos and profiles and participating in groups. This social network also provides teaching tools that will help students to develop their autonomy to (re) learn how to think. Abstract Cities are fast becoming actors on issues of transnational import. This is also true in the field of migration governance where their scope of responsibility has traditionally been perceived as entirely domestic in nature. As mayors act and advocate transnationally on migration, they are supported by a growing web of intercity networks spanning knowledge sharing, to lobbying, to operational work. In parallel, cities’ agency is rising as they begin to acquire access and influence in interstate deliberations and decision-making fora. Their active presence impacts policy instruments like the UN Global Compact for Migration and Global Compact on Refugees, and policy frameworks like the Global Forum on Migration and Development. In turn, as cities provide more information on challenges faced locally, we may expect more pragmatic approaches to migration. This article outlines this expansion of cities’ agency and what it could mean for international migration governance.

Purpose Web-based courses are a practical way to engage in meaningful discussions with learners from a diverse set of communities. By gathering online to learn about a topic, learners can form communities that transcend geographic and political boundaries. This paper aims to investigate a partnership between the University of Wisconsin-Madison (UW-Madison) and Wisconsin Library Services, which brought open access online learning to thousands of lifelong learners around the state of Wisconsin. “Changing Weather and Climate in the Great Lakes Region”, a massive open online course the UW-Madison launched in 2015, paired a regional focus with face-to-face discussions at 21 public libraries to deepen learners’ personal connections to the subject matter. Through strategic partnership, targeted course development and marketing of events, intimate local discussion sessions and statewide events provided fora in which Wisconsin residents would explore changing weather and climate with university faculty, staff and students. Design/methodology/approach This paper uses a case study approach and firsthand interview feedback from librarians, library staff and university faculty and staff who were leading the effort. Findings This paper explores the lessons learned and practical implications from the project and offers insight into libraries and universities looking to engage specific communities in non-credit online learning projects into the future. Originality/value This effort was a first of its kind partnership for the University and the State of Wisconsin.

In the last decade, the trend of drug consumption has completely changed, and several new psychoactive substances (NPS) have appeared on the drug market as legal alternatives to common drugs of abuse. Designed to reproduce the effects of illegal substances like cannabis, ecstasy, cocaine, or ketamine, NPS are only in part controlled by UN conventions and represent an emerging threat to global public health. The effects of NPS greatly differ from drug to drug and relatively scarce information is available at present about their pharmacology and potential toxic effects. Yet, compared to more traditional drugs, more dangerous short- and long-term effects have been associated with their use, and hospitalizations and fatal intoxications have also been reported after NPS use. In the era of cyberculture, the Internet acts as an ideal platform to promote and market these compounds, leading to a global phenomenon. Hidden by several aliases, these substances are sold across the web, and information about consumption is shared by online communities through drug fora, YouTube channels, social networks, and smartphone applications (apps). This review intends to provide an overview and analysis of social media that contribute to the popularity of NPS especially among young people. The possibility of using the same channels responsible for their growing diffusion to make users aware of the risks associated with NPS use is proposed.

Lo scopo principale dei motori di ricerca, che supportano il compito di information retrieval, è quello di fornire agli utenti un metodo facile per trovare informazioni sul Web. Nonostante i loro vantaggi, i motori di ricerca hanno ancora numerosi limiti. Sono state realizzate diverse opere per migliorare i sistemi di accesso alle informazioni e offrire un'esperienza di utilizzo migliore in settori diversi, come distribuite e contestuali information retrieval, link analysis e exploratory search. Questa tesi si occupa di Web Information Foraging, un paradigma di information access più recente che mira a scoprire i percorsi che portano a informazioni rilevanti sul Web. L'obiettivo principale della ricerca intrapresa durante il Ph.D. è stato quello di progettare e implementare sistemi efficaci ed efficienti di Information Foraging basati sulla tecnologia multi-agent. A questo scopo, abbiamo studiato information foraging in diversi domini, tra cui salute, pubblicazioni scientifiche e social media. Per affrontare questo problema, abbiamo proposto un'architettura modulare con due fasi importanti per il sistema di Information Foraging. La prima fase è un processo di apprendimento che mira a localizzare le pagine Web più rilevanti che potrebbero interessare l'utente secondo i propri interessi. Questo può essere eseguito su un'istanza fissa del Web. La seconda fase tiene conto dell'apertura e della dinamicità del Web e consiste in un apprendimento incrementale partendo dai risultati della prima fase e ricondizionando i risultati tenendo conto delle modifiche apportate sul Web. L'intero sistema offre uno strumento per aiutare gli utenti a accedere facilmente alle informazioni online. Lo sviluppo del sistema ha attraversato tre importanti passaggi in cui sono stati utilizzati diversi concetti e tecnologie per ottenere efficacia ed efficienza e anche rendere il sistema in grado di operare in diversi ambienti. Innanzitutto, abbiamo proposto un approccio basato sulla Swarm Intelligence per simulare il processo di foraggicazione come descritto nella Information Foraging Theory. Abbiamo eseguito la nostra proposta utilizzando Bee Swarm Optimization (BSO) per realizzare un processo automatico di information foraging fondato sul comportamento del foraggicazione delle informazioni dell'uomo. Conoscendo che BSO è un approccio di swarm intelligence che coinvolge agenti reattivi e che il concetto di Information Foraging si basa sulla natura, abbiamo pensato che questo potrebbe essere uno dei modi più appropriati per affrontare il problema del Web Information Foraging. Per convalidare la nostra proposta, sono stati condotti esperimenti su MedlinePlus, un sito dedicato al dominio medico e che contiene informazioni su oltre 1000 malattie e condizioni sanitarie. I risultati sono stati promettenti e hanno dimostrato la capacità di Information Foraging di accedere alle informazioni pertinenti sul Web in base agli interessi di un utente.
The main purpose of search engines, which support the task of Information Retrieval, is to provide the users with an easy method to find information on the Web. Despite their advantages, Web search engines still have numerous limitations. Several works have been done to enhance information access systems and offer a better user experience in different fields such as distributed and contextual information retrieval, link analysis and exploratory search. This thesis deals with Web Information Foraging, which is a recent information access paradigm that aims at discovering paths leading to relevant information on the Web. The principal goal of the research undertaken during the Ph.D. has been to design and implement effective and efficient Information Foraging systems based on multi-agent technology. For this purpose, we investigated Information Foraging in different domains including health, scientific publications and social media. To address this issue, we proposed a modular architecture with two important phases for the Information Foraging system to be developed. The first phase is a learning process, which aims to locate the most relevant Web pages that might interest the user according to his/her interests. This can be performed on a fixed instance of the Web. The second phase takes into account the openness and dynamicity of the Web and it consists of an incremental learning starting from the results of the first phase and reshaping the outcomes taking into account the changes that occur on the Web. The whole system offers a tool to help users access information online easily. The development of the system went through three important steps, where different concepts and technologies were used in order to achieve both effectiveness and efficiency and also to make the system able to operate on various environments.

Web 2.0, the ultimate platform for tacit based knowledge work has finally arrived. User driven, collaborative platform based tools including wikis, web mash-ups, discussion boards, linkage based search engines, and tagging have the potential to vastly change how information is managed and how knowledge work is captured. This thesis investigates how the new paradigms and tools of Web 2.0 can be applied to the Pharmaceutical Industry and assist with information management at The Novartis Institute for BioMedical Research (NIBR). Applying Web 2.0 tools to NIBR's chemical compounds, targets, assays, people, and projects in a well thought out framework has the potential to yield tremendous productivity improvements in the drug discovery process. Effectively harnessing the collective intelligence of thousands of scientists within Novartis's worldwide research network will enable a paradigm shift. A large, extremely knowledgeable user community can more effectively annotate metadata, hyperlink to important content, establish tags, and collectively author content. Such activities will not only improve the search ability of information but also allow important scientific connections to emerge linking biology to chemistry and furthering Novartis's understanding of disease.

Surfing the web has moved from the stationary computers to mobile devices such as smartphones and tablets. As the technology moves further and more devices comes out on the market this is a trend that will continue. This makes it more important for web developers to adapt and make their websites fit not only for one device. The website needs to fit all devices. Since many of these devices are using wireless connections, the website performance has also become even more important in order to give the users a good experience.   Responsive web design is an approach for designing and developing web pages. By using the three techniques of flexible grid layout, flexible images and media, and media queries, websites can get a design that fits all devices. Responsive web techniques will also make the web page perform better on each device since it makes the web page adapt to its environment. There are several performance techniques that can be applied to a website in order to increase performance and loading time. Responsive web design including performance techniques can together make a great impact on a website's loading speed and user experience.   This thesis embraces this approach for web development. By developing a design theory, a website emerges where these approaches of web development have been implemented. During the development of the website the experiences implementing this approach and techniques is discussed. The website developed for this thesis was able to finish loading below 4 seconds on a mobile device using a 3G connection. We argue that responsive web design and performance techniques can help a website immensely to increase its user experience and performance.

Context: Web information technologies developed and applied in the last decade have considerably changed the way web applications operate and have revolutionised information management and knowledge discovery. Social technologies, user-generated classification schemes and formal semantics have a far-reaching sphere of influence. They promote collective intelligence, support interoperability, enhance sustainability and instigate innovation. Contribution: The research carried out and consequent publications follow the various paradigms of semantic technologies, assess each approach, evaluate its efficiency, identify the challenges involved and propose a comprehensive framework for web information modelling and semantic annotation, which is the thesis’ original contribution to knowledge. The proposed framework assists web information modelling, facilitates semantic annotation and information retrieval, enables system interoperability and enhances information quality. Implications: Semantic technologies coupled with social media and end-user involvement can instigate innovative influence with wide organisational implications that can benefit a considerable range of industries. The scalable and sustainable business models of social computing and the collective intelligence of organisational social media can be resourcefully paired with internal research and knowledge from interoperable information repositories, back-end databases and legacy systems. Semantified information assets can free human resources so that they can be used to better serve business development, support innovation and increase productivity.

Handling product returns has become a critical activity for organizations as the volume of gods flowing back through the supply chain rapidly increases. Few research studies have published specific empirical data concerning the reverse logistics practices of companies. Information technology and information support has long been recognized as a competitive weapon – capable of enhancing company performance and achieving efficient reverse logistics. Reverse logistics is very unlike the forward, as it is more reactive and also has less visibility. Unlike forward logistics, incoming products from reverse logistics are not tracked broadly because of the lack of information systems resources necessary.The investigated apparel company in this study is operating on the global market and expands their sales twenty per cent each year, resulting in increased pressure in the return flow. To meet this future demands, the return process has to be more efficient and not so time consuming. This study emerged from a case study made at the return department of this apparel company based on a research question. An improvement area was discovered through interviews, internal documents and observations. This area was investigated in existing theories through books and scientific research papers. From the theories and the case study, a hypothesis was created in order to be tested. To strengthen the hypothesis, an experiment was developed and performed at selected retailers and at the apparel company.Research Question Where in the product return process can improvements be made in order to make the information flow more efficient between retailers and an apparel company?HypothesisBy creating a web-based return form, the information flow between retailers and an apparel company will be more efficient, resulting in a more effective and structured product return process.Through the experiment, various factors that strengthen the hypothesis were discovered. For instance, the information flow becomes more effective when retailers have clear guidelines how to send back products and when inserting the information into the computer system before returning. As the apparel company knows what is coming back, the disposition of returned products can be predetermined which will speed up the return process. Shared and available information across various parties facilitate the daily work with better communication. Furthermore, activities that are existing today within the return process can be eliminated which result in more effective product return process. Refund for retailers can be made quicker which result in more satisfied retailers and creates stronger relationships.

Uni-axially tensioned wide webs and narrow ribbons commonly used in the paper-handling, textile, sheet-metal, and plastics industries are known to undergo large amplitude vibrations characterized as aeroelastic flutter. The aeroelastic stability of stationary wide webs and narrow ribbons coupled with fluid flow across the free edges of the web or ribbon is investigated in this article. The web or ribbon is modeled as a uni-axially tensioned Kirchhoff plate with vanishingly small bending stiffness. The 3D unsteady fluid flow surrounding the web or ribbon is evaluated numerically by using the vortex-lattice method. Wide webs are mainly found to exhibit the divergence instability. For some values of the applied tension, the clustered web modes exhibit frequency curve veering accompanied by a weak flutter instability before the occurrence of the divergence instability. The applied tension plays a critical role in deciding the type of instability in narrow ribbons. In cross flow, depending on the applied tension, narrow ribbons undergo flutter instability or divergence instability or the simultaneous onset of both instabilities.

The modern development of science and technology has provided high quantity of information. This information must be systemized and classified. For taxonomization of educational materials, it was proposed to use existing graph-generators and graph-visualizers of the TODOS IT platform. A separate aspect of the TODOS IT platform is the possibility of using a centralized web-oriented learning environment. Creation of the system and transdisciplinary knowledge is a problem of modern education, which can be solved by creating a centralized web-oriented educational environment. Using this approach is an important part of the learning process. Such a centralized web-oriented environment based on the ontological approach involves filling, adaptive educational services with information resources that reflect the conceptual system of a particular discipline. One of the systems providing not only collection of information but include its systemizing is centralized web-oriented educational environment based on Ontology4 system. Ontology 4 use elements of the TODOS. The paper presents specific developments of one centralized web-oriented educational environment can be used to teach different subjects such as biology, chemistry, Ukrainian language and literature, using the STEM approach.

The main criterion for the competitiveness of a teacher or expert in the field of science is a good ability to present their knowledge to students in an interactive form without spending a lot of time in preparation. The purpose of the study is to analyze modern editors to create educational information content in the modern educational space and to present a modern tool for creating web books based on the latest IT technologies. Modern editors of web material creation have been analyzed, statistics of situations on mastering of knowledge by listeners, using interactive methods of information submission have been investigated. Using the WYSIWYG concept and analyzing modern information tools for presenting graphic material, an effective tool for teaching interactive web material was presented. An adapted version of the MarkHub online editor based on cloud technologies is presented. Using MarkHub cloud-based online editor for the unified development of educational content can significantly increase the author’s productivity in the content creation process. At the same time, the effects of reducing the time spent on formatting the external presentation of the content, making synchronous changes to different versions of the content, tracking the versions of the content, organizing remote teamwork in the network environment are achieved.

The purpose of this paper is to introduce the concept of drop unit substitution in address-based samples for mail and web surveys. A drop point is a single US Postal Service (USPS) delivery point or receptacle that services multiple businesses, families, or households (USPS, 2017). Residential drop units are the individual housing units served by the drop point address. For the most part, address-based sampling frames list the number of units at a drop point address but will not contain information identifying specific units. Drop units comprise less than 2 percent of all residential addresses in the United States (McMichael, 2017), but they tend to be concentrated in certain large cities. In Queens, New York, for example, drop units constitute 27 percent of residential housing units. The problem with drop units for address-based surveys with mail contacts is that, without names or unit identifiers, there is no way to control which unit receives the various mailings. This limitation leads to distorted selection probabilities, renders the use of cash incentives by mail impractical, and precludes traditional methods for mail nonresponse follow-up, thus resulting in higher nonresponse. Alternatively, excluding drop units results in coverage error, which can be considerable for some subnational estimates. The authors propose a substitution approach when a drop unit is sampled—in other words, replacing the unit with a similar nearby unit in a non–drop point building.
