This editorial introduces the Special Issue titled “Water Resources and Sustainable Development,” underscoring the critical need for sustainable management of water resources in light of increasing demand, climate change impacts, and pollution. The issue delves into the intricate relationship between water availability, quality, utilization, and the socioeconomic determinants shaping these aspects, highlighting the necessity for novel, balanced strategies that cater to societal, economic, and environmental requirements. The research within this Special Issue is segmented into four key areas: understanding hydrochemical properties and water quality; evaluating anthropogenic effects on water resources; strategizing water resource management; and applying technological innovations in water resource management. Collectively, these studies broaden our comprehension of water resources and sustainable development, stressing the importance of continuous research in this sphere. As we look ahead, this editorial accentuates the importance of ongoing exploration and innovation in these pivotal areas, focusing on understanding climate change implications, mitigating human-induced impacts, refining water management strategies, and harnessing technological advancements. Its overarching aim is to propel worldwide initiatives towards achieving comprehensive water security and sustainability.

The world tendencies of spatial development, namely the availability of limited resources (primarily water) and the growth of the world’s food needs focus on the resource specialization of the region. On this basis, the purpose of the article is to study the impact of the water-capacious economy on the economic development of the country and its regions. The study used the traditional and special methods, including: historical and logical method – to analyze the functioning of regional socio-economic systems under limited water resources; and system analysis methods – to evaluate the impact of the water-capacious economy on the economic development of the country and its regions. The research results have important implications for the management of the territories. The authors show that the production specialization of the regions of Ukraine on the export/import of water-capacious products is not determined by their water supply. They also suggest that stimulating the region’s water-efficient activity should lead to a minimization of the water capacity of gross regional product and the reproduction of water capital, taking into account the water security of the regions. The authors also show that the water resources of the country and its regions and the natural water potential of the territories in the current situation become significant restriction to the economic development of territories, which allows to state the need to change the approaches to the regulation of regional development based on limited water resources.

Water resources of Nepal represent one of its most valuable renewable natural assets. This paper examines the challenges and opportunities inherent in the development of Nepal’s water resources, with a specific focus on the cooperation between Nepal and India. Additionally, it delves into the water resource development policy from the perspective of People’s Multiparty Democracy (PMPD). Harnessing Nepal’s water resources optimally, particularly through hydroelectricity, irrigation, and floodwater storage, holds immense potential for bolstering the country’s economic growth and fostering socio-economic advancement in the broader South Asian region. However, issues surrounding water resources have emerged as a significant point of contention between Nepal and India. This paper critically evaluates Nepal’s bilateral agreements on water resources, particularly those with India, and explores comparative practices within similar geographic contexts. It identifies parallels between the global understanding of integrated water resources management policy and the principles outlined in PMPD policy.

With ever-increasing pressures on limited water supplies in arid regions, water managers are forced to make critical decisions about the management of water resources - sometimes under considerable uncertainty. Given the large number of stresses on existing water systems, proper management requires the consideration of all different factors that may contribute to water use and consumption. As water management becomes more focused on the issue of sustainability, processes traditionally thought of as non-water-related and irrelevant to water management are now becoming very pertinent. In particular, the consequences of changes in climate, population, land use, and various types of water usage (agricultural, environmental, domestic, and urban) are of considerable interest.With increasing uncertainty about the future, conventional methods of decision-analysis are increasingly unable to suitably quantify the future impacts of policy decisions, and they are also unable to provide a clear contrast between impacts of historical policy decisions and possible future management decisions. An analytical approach that is sensitive to qualitative effects of water-related decision-making will therefore be more useful towards improving management practices. Scenario development is one such tool that can be used to examine future implications of water management, and thereby shed light on the potential consequences of implementing different operational and institutional policies. The objective of this work is to propose a formal scenario development methodology applicable to water resources management issues. This framework is applied and evaluated on a regional scale for the U.S. southwest and on a local scale for the state of Arizona.The research presented here is comprised of several components; (i) a review of existing literature on scenarios, scenario studies, and scenario applications; (ii) a retrospective analysis of water management-related scenario applications that examines the implications of scenario-influenced strategies previously implemented in Arizona, (iii) the adoption of a formal scenario development approach for water resource issues within the arid and semi-arid regions of the U.S., utilizing an example application in the Upper San Pedro Basin in southern Arizona, and (iv) a comprehensive application of the scenario development process to the Verde River Watershed in northern Arizona through a simplified small-scale scenario case study approach.

There is a growing need to manage water resources in a sustainable way, particularly in semi arid areas, with dramatic social and economic development as well as rapid population growth. Optimising water allocation in a river basin is an important aspect ensuring equitable and efficient water use. This research develops an optimisation approach (the Integrated Water Resource Optimisation model, IWRO) to optimise the conjunctive use of surface water and groundwater resources in a sustainable manner. The IWRO model is comprised of a surface water optimisation model (SWO) and the Tsinghua groundwater optimisation (TGO) model. These models employ Genetic Algorithms (GAs) to optimise water allocation. Application of a surface water optimisation (SWO) model incorporating a GA is demonstrated initially for a simple test case, through which the GA approach was validated against known solutions. Sensitivity analysis of different operators and parameters related to GAs was also carried out. The validated SWO model was then applied to a more complex system, the Shiyang River Basin in Gansu Province in China, to maximise equitable surface water supplies. On the groundwater side, the GA approach was applied with the existing Tsinghua groundwater model to optimise groundwater supplies with sustainability considerations. The results were compared with those from an existing model (the WEAP model), indicating that the IWRO model is capable of satisfying the objectives of equitable water allocation and groundwater sustainability set for it. In the context of Integrated Water Resources Management (IWRM), account must be taken of a wide range of social and environmental issues. Different scenarios were therefore designed for the Shiyang River Basin management. Various criteria in terms of economic, social, environment and water security were also indentified for further multi-criterion decision making analysis.

The Bahrain Water Climate Knowledge Platform (WCKP) is a tool designed for crosssectoral agency and ministry use to bridge the gap between climate information and improved water resource management. It allows both government policymakers and technical staff to review historical and projected water demands, production, energy use, costs, and estimated environmental impacts under different climate, population growth, water conservation, and wastewater re-use scenarios, offering insights for effective water resources strategy development. The purpose of this brief is to showcase examples of how the Bahrain Water Climate Knowledge Platform (WCKP) explores both current and projected sources and uses of water in the Kingdom of Bahrain, as well as the potential environmental and economic impacts of different uncertainties and water resources management scenarios. The sections that follow illustrate how the platform can answer questions about water resources management in Bahrain.

Résumé :
Short-term climatic and hydrologic interactions, or hydroclimatology, are an important consideration when delineating the geographic extent of aquatic resources and assessing whether an aquatic resource is a jurisdictional water of the United States (WOTUS) and is therefore subject to the Clean Water Act (CWA). The now vacated 2020 Navigable Waters Protection Rule (NWPR) required the evaluation of precipitation and other hydroclimatic conditions to assess the jurisdictional status of an aquatic resource based on normal hydroclimatic conditions. Short-term hydroclimatic conditions, such as antecedent precipitation, evapotranspiration, wetland delineation, and streamflow duration assessments, provide information on an aquatic resource’s geo-graphic extent, hydrologic characteristics, and hydrologic connectivity with other aquatic resources. Here, researchers from the US Army Corps of Engineers, Engineer Research and Development Center (ERDC) evaluate tools and data available to practitioners for assessing short-term hydroclimatic conditions. The work highlights specific meteorological phenomena that are important to consider when assessing short-term hydroclimatic conditions that affect the geographic extent and hydrologic characteristics of an aquatic resource. The findings suggest that practitioners need access to data and tools that more holistically consider the impact of short-term antecedent hydroclimatology on the entire hydrologic cycle, rather than tools based solely on precipitation.

This study analyses the historical evolution and status of three natural resource management frameworks – REDD+, payment for ecosystem services (PES), and integrated water resources management (IWRM) – in Nepal. This analysis of the documented development of REDD+ and PES practices related to IWRM seeks to improve understanding of Nepal’s specific country context, as well as the opportunities, challenges, and barriers towards strengthening linkages and improving synergies between these natural resource management frameworks.

The following technical note (TN) provides a summary of existing resources available to the US Army Corps of Engineers’ (USACE) districts that address benefits in the Other Social Effects account for evaluating the effects of water resource projects. Consideration of social factors is key to a complete, robust, water-resources analysis, and these resources provide planners and project development teams with approaches and tools for their consideration. "social effects—the constituents of life that influence personal and group definitions of satisfaction, well-being, and happiness —OSE Primer, 3" This TN is limited in scope and does not cover ecosystem goods and services or environmental-quality metrics that can also be used to assess benefits outside of economic benefits from water-resource projects. The following resources and their associated metrics are presented in a manner that is focused on assisting districts during the project-planning phase, although the metrics can be used to assess benefits or impacts during other project phases as well (for example, construction, operations, and maintenance).
