The ultimate goal of industrial policy is to allow constant improvement in both the quality and standard of living. Necessary conditions to such improvement are full employment at both high, real wages and at increasing rates of productivity. For the European Economic Community, productivity must not only increase absolutely but also relatively, in comparison to other international competitors. Yet during the 60's and early 70's, Europe's competitive position in a number of major industrial sectors weakened, such that the energy shock, when it did come, signaled a reversal in established terms of trade. Suddenly, the Common Market was confronted with new problems of adjustment and decline. It is within this context that both the role and the focus of EEC industrial policy have changea and that come to play the underlying dynamics that shape European industrial policy formulation. In these new economic conditions, traditional policies of demand management, of counter-cyclical measures and of monetary control have proved inadequate to restore real growth, full employment and ordered structural change. While purely national solutions appear to be no longer possible in many sectors, member countries have become increasingly locked into competitive rather than the complementary industrial strategies. New and intense political strains have emerged. Political legitimacy and a clear mandate are critical to the formulation and implementation of industrial policy. Although the essential economic logic of the Treaty of Rome is clear, its political dimensions are less evident. Indeed there is nothing in the Common Market treaty about industrial policy. Yet as the question of industrial development moves to the centre of political debate, the future evolution of the community will be increasingly linked to EC industrial policy. This article analyzes European industrial policy as we enter the 80's. It begins with an analysis of the economic realities and the social and political forces behind the changing focus of European industrial policy and examines briefly the context of industrial policy formulation at the European Community level. Subsequently it turns to the new sectoral pattern and emphasis of European industrial policy. Finally, the article evaluates the evolution of European industrial policy in the latter part of the 70s and considers emerging trends.

The objectives of the study were to calculate the standardised mortality rates (SMRs) for COVID-19 in European Union/European Economic Area countries plus the UK and Switzerland and to evaluate the correlation between SMRs and selected indicators in the first versus the subsequent waves until 23 June 2021. We used indirect standardisation (using Italy as the reference) to compute SMRs and considered 16 indicators of health and social well-being, health system capacity and COVID-19 response. The highest SMRs were in Belgium, the UK and Spain in the first wave (1.20–1.84) and in Hungary, Czechia and Slovakia in the subsequent waves (2.50–2.69). Human Development Index (HDI), life expectancy, urbanisation and healthcare expenditure had positive correlations with SMR in the first wave (rho=0.30–0.46), but negative correlations (rho=−0.67 to −0.47) in the subsequent waves. Retail/recreation mobility and transit mobility were negatively correlated with SMR in the first wave, while transit mobility was inversely correlated with SMR in the subsequent waves. The first wave hit most hard countries with high HDI, high life expectancy, high urbanisation, high health expenditures and high tourism. This pattern may reflect higher early community seeding and circulation of the virus. Conversely, in the subsequent waves, this pattern was completely inversed: countries with more resources and better health status did better than eastern European countries. While major SMR differences existed across countries in the first wave, these differences largely dissipated by 23 June 2021, with few exceptions.

Ukraine is a social and legal state and seeks to become part of the European community. Therefore, the tax system needs to be reorganized regarding the level of financing of public goods, which will ensure the formation of financial resources sufficient for the fulfillment of the assigned functions of the state and guaranteeing citizens a sufficient standard of living. All this requires harmonization of the legal norms of Ukraine in accordance with the requirements of the European Union. Formation of tax policy in post-socialist countries has features related to the restructuring of the socio-economic system and redistributive mechanisms in the context of the formation and establishment of market relations. The aim of the work is to generalize theoretical approaches and develop practical recommendations for management of tax system according to European standards. The object of the study is the process of managing the tax system in Ukraine. The subject of the study is theoretical, methodological and practical principles aimed at managing the tax system of European standards. To solve the problems set in the work, such general scientific methods and research methods were used as analysis, economic-statistical method, synthesis, graphical and tabular method, historical methods of induction and deduction, method of theoretical generalization, system method. The conceptual approaches to the development of the tax system are proposed. The determinants of tax policy formation are determined. There are four main time stages of development of interstate cooperation in the tax area, which correspond to the waves of globalization of the world economy.

The article uses the constructivist securitization concept to analyze the European Economic Community (EEC), and the European Union (EU) approaches to ensuring energy security. It seeks to establish whether the energy supply has been securitized within the European integration process and if so when it happened. The literature review does not give a definitive and comprehensive answer to this question which is essential for all the history of the EEC and the EU. The authors of this study use an extensive documentary database available on the EU websites. They established that for the EEC/EU the energy policy securitization is a long-lasting ongoing process that came into being in 1973. Within the European integration, the securitization is justified by the dependency of the member states on the imported energy resources, which is regarded through the prism of securing reliable, affordable, and (since 2000s) environmentally sustainable supply. The authors identified two waves of energy supply securitization in the EEC/EU. The first wave was triggered by the oil embargo of the OPEC Arab countries and, generally, the world oil crisis of 1973-1974. The second wave of the 2000s and 2010s was triggered by the Russian-Ukrainian gas conflicts of 2006 and 2009 and the sharp deterioration of Russian-Ukrainian relations in 2014. For both waves, the Commission was the main ‘securitizing actor’. However, during the second wave, the European Parliament, some EU countries, and even the United States made their own ‘securitizing moves’. The ‘audience’ (EEC/EU countries) expressed its opinion towards the ‘securitizing moves’ through the European Council and the Council decisions. The research conclusions can be useful for a profound scientific explanation of the EU energy policy as well as for the operationalization of the securitization concept.

Among the challenges of today's globalizing world is the disruption that local communities experience, in developed and developing countries alike, in the face of economic and political modernization. Yet, such problems are not unprecedented. To the contrary, communities across nineteenth-century Europe faced similar difficulties as a result of the Industrial Revolution and political upheaval. For insights into such challenges, I turn to a perhaps unlikely resource for coming to grips with globalization: Jeremias Gotthelf, whose novel Die Käserei in der Vehfreude has been described by Hanns Peter Holl as an “examination of European developments of the 1840s.“ Through his portrayal of a Swiss village's attempt to form a cheese-making cooperative and sell its wares, with all the difficulties it encounters in the process, Gotthelf reveals himself as an important political thinker, whose treatment of democracy, community, and modernity remains relevant for us today.

Introduction. The study of the conditions and factors of the modern process of formation and strengthening of Russian identity is actualized by the interrelated causes of the conceptual and practical-political plan. The purpose of the article is to draw the attention of researchers to the socio-economic issues of Russian identity formation at the present stage. Materials and Methods. The theoretical and methodological basis of the research is an organic approach to achieving the strategic goals of the state national policy, which makes it possible to exclude the opposition of civil and ethno-cultural components in the Russian identity and to ensure the formation of civil unity on the basis of preserving the country’s ethno-cultural diversity. The author analyzes the legal documents in the sphere of state national policy of the Russian Federation, scientific works of Russian scientists containing data from numerous sociological studies on ethnonational and socio-economic problems, including comparative studies of identity policy and social policy of European countries and Russia. Results. It is proved that the heuristic potential of the organic approach makes it possible to recognize a possible imbalance in the structure of Russian identity due to an underestimation of priority factors that affect the process of its formation in a specific historical period of the country’s development. On the basis of organic methodology and analysis of secondary data, the priority role of the socio-economic factor in the modern process of forming Russian identity is revealed, which is due to the higher social demands of Russians to the state in comparison with European countries. The article shows the negative impact of deep socio-economic and socio-professional differentiation that has developed in modern Russia on the formation of Russian identity, which exacerbates social and psychological tension and reduces the assessment of most parameters of the quality of life by Russians. Discussion and Conclusion. The analysis allows us to conclude that the role of the socio-economic factor in the formation of the all-Russian civil self-consciousness and spiritual community of the Russian nation in modern Russia is ambiguous. On the one hand, Russians put social indicators first, determining their well-being and the desired future of the country. On the other hand, unresolved social problems, such as low wages, lead to the formation of civil unity in a negative way, in the understanding of the disrespect of the state power to its own people and to the future of Russia. The expected effect of implementing an organic approach to the process of forming the Russian identity as a complex, historically developing phenomenon under the influence of various factors is the ability to adjust the modern state development strategy in the direction of creating a strong social state with a high level and quality of life of citizens, to promote their positive identification.

The premise of this text is to analyze by means of selected examples the issues related to the broad definition of security, and modern and developing terrorist migration. Moreover, the aim of this paper is to approach the subject in question from the perspective of the current legal state by means of the formal and dogmatic method, but also by means of the method of criticism and analysis of the literature, which will allow a full understanding of the shape, functioning and causes of errors of modern security bodies. The above will influence the formulation of de lege ferenda postulates in the conclusion. The European Union is based on solid foundations. So how does globalisation, in its broadest sense, affect the world around us and the elementary values of the modern world? Modern terrorism, which strikes at the security of developed countries, is undoubtedly a global phenomenon that also sows fear for normal existence in one’s own country. Unrestricted, cross-border terrorist activity is leading to intra-community division. This is the result of internal conflicts over common values. The surveillance and detection of migrants from outside the European community who are criminals is becoming a more difficult task with time. This is due to the fact that terrorist organisations operate according to a well-defined plan, creating extensive networks and recruiting new members for their groups in many countries simultaneously. The fight against terrorism is being waged on Europe’s streets and in the homes and schools of its citizens. The struggle for security begins at the borders of European countries. What is crucial in this fight is the latest equipment and cooperation between security bodies, including the special services of all the countries of the European Union and NATO. It is essential to introduce appropriate legislation to limit the free movement of people who commit crimes and to develop methods to distinguish terrorists from economic migrants or refugees. The state must guarantee the security of its citizens and combat terrorism effectively.

The article spans the growth of journalism as a profession, analyzes the process of its institutionalization in Europe, the USA and in Russia at the turn of the 19th – 20th centuries. The focus of the article is the genesis and development of professional organizations associated with internal corporate professional reflection. The journalism as a profession was established and recognized by society and the professional community almost simultaneously in European countries, in the USA, and in Russia, in the late 19th – early 20th centuries. At the same period significant changes shocked the economic, political and social spheres of these countries. Strengthening the activities of trade unions, the spontaneous struggle of workers for their rights led almost everywhere to an increase in wages and a decrease in the length of the working day. Technical innovations improved the process of collecting and disseminating information. All these above-mentioned factors encouraged the rapid development of the mass press. Publishers and journalists faced a major challenge since society demands for journalism, as one of the most public professions, at that time was extremely high, but journalists and professional community did not meet them well. The article studies the goals and functions declared by public professional journalistic organizations. As a result of investigation the author identifies several types among these institutions: organizations that maintained and broadcasted ethical and professional standards; organizations that fought for the rights of members of the corporation; organizations that provided financial support to members of the corporation; organizations that provided training for journalists; organizations that solved commercial, business problems through the intercorporate cooperation, protection of commercial interests in relations with the state. Organizations from different countries gave priority to various aspects of journalistic activity. Whereas the first European professional journalism organizations usually joined forces of the editors, journalists, and publishers to solve ethical and social problems, in the United States commercial interests and professional ethics came to the fore, so the fight for the rights and struggle for freedom of speech were far less important. The experience of journalists of the “Progressive Era” and the “Muckrakers” indicates that this is primarily due to the characteristics of political system and traditions of the country. In Russia, the process of institutionalization of corporate relations developed in accordance with global trends, but, unlike them, under state control. The main functions of professional associations were supporting members financially, establishing and codifying ethical standards.

ABSTRACTIn response to the anticipated pressures of population aging, national governments and supranational bodies such as the Organisation for Economic Co-operation and Development (OECD) and the European Union (EU) have promoted policies to encourage the labour force participation of older workers. The recent elimination of mandatory retirement in Ontario is an example of such a policy, and others include changes to national pension systems and changes to disability and employment insurance programs, active labour-market policies, and the promotion of phased or gradual retirement. This paper reviews the different policy approaches taken in the six countries included in the Workforce Aging in the New Economy (WANE) project, placing Canadian policy approaches in relation to those taken in Australia, Germany, the Netherlands, the United Kingdom, and the United States. From the life course perspective, the policy approaches discussed here do not consider the heterogeneity of older workers' life courses or the related domains of health and family. As well, the changes made thus far do not appear likely to lead to increased labour force participation by older workers, and some may leave older workers at greater risk of low income and low-wage work.

After the changes in the socio-political situation in many countries of Eastern and Central Europe in the last decade of the 20th century, these countries experienced a major growth of emigration. In the context of the European Union, Lithuania is one of the countries that has faced the highest rates of emigration. The quick and somewhat sporadic emigration mainly for economic reasons is of interest both to linguists and language policy makers in order to support and give guidelines for the maintenance of the heritage language and identity. This paper deals with the data of the new post-Soviet wave of Lithuanian emigrants analysing the language behaviour and language attitudes. The aim is to look into the issues of language attitudes, practices and identity through the tripartite theoretical model - beliefs, emotions and declared language practices - of this wave and to compare it to the overall context of Lithuanian diaspora. The data analysed in this paper has been collected using quantitative (online surveys) and qualitative methods (in-depth interviews) in two research projects in the Lithuanian diaspora in 2011-2017. The main focus is on the use of the heritage Lithuanian language in various domains (home, community, friendship, church), comparing the use of Lithuanian by the post-Soviet emigrants with the language behaviour of the emigrants of earlier emigration waves. The results show equally positive beliefs and affective attitudes of the post-Soviet emigrants compared to previous waves, but a different language behaviour especially when comparing to the emigrants of the end of World War II.

This thesis examines the regulation of parallel imports of trade marked goods in the European Community (EC), demonstrates its deficiencies and advocates its amendment by the Community legislator. The thesis identifies as a primary characteristic of the regulation the bifurcation of intra-EC and extra-EC parallel importation, that is to say, the fundamental divergence of the regimes of parallel imports coming from another EC Member State and imports coming from third countries.  The split as to the rationale, justification and outcome of the two regimes is so substantial that it is viewed as the existence of ‘parallel regulations on parallel trade’ in the Community. The study establishes four different manifestations of this bifurcation, the most evident one concerning the fact that while internal imports are lawful under EC law, external ones could be repelled by the mark owner as trade mark infringement.  It is submitted that this variable legal tolerance to parallel trade has been legitimised through the Community rule of limited, regional exhaustion of trade mark rights and the manner in which the European Court of Justice has interpreted its application. Against this background, the thesis raises three groups of legal arguments for reviewing the current Community exhaustion policy and implementing a rule of international trade mark exhaustion.  They relate to trade mark law, competition law and certain proclamations of the importance of free unrestricted global trade, made by the Community on international level and in the EC context as well. Finally, the study complements the above legal arguments with socio-economic justifications in support of international exhaustion.  The research suggests that the Community should consider the implementation of international trade mark exhaustion and carry out the necessary preparatory steps outlined by the study in this regard.

On 10 May 1994 the European Union offeredSouth Africa a package of measures to ... send a strong political signal to the incoming govemment and to the South African population, thus proving its firm determination to support the transition towards democracy and its willingness to contribute to the reconstruction and economic development of South Africa after the elections. This package consisted of two parts: 1. A series of short term implementations to take place with immediate effect to help South Africa's development and transition, and 2. An offer to negotiate a comprehensive long-term relationship with South Africa should the new government so request. South Africa accepted the European Union's offer to negotiate a long-term relationship, and in response requested membership of the structure governing the Union's relations with the rest of the countries in Sub-Saharan Africa and some countries in the Caribbean and Pacific, namely the Lomé Convention. Due to various incompatibilities South Africa was not allowed to join this organisation. In its place the European Union offered to negotiate an agreement with South Africa that would lead to a Free Trade Area. This agreement was in keeping with the rules as laid down by the World Trade Organisation. It envisaged the lowering of tariffs and trade barriers between the Union and South Africa over a period not exceeding 12 years, allowing for asymmetry in terms of time constraints in implementation only. South Africa saw this type of agreement as inconsistent with the desire expressed by the European Union to support the countries development and the integration of the Southern African region. In its place South Africa proposed a new concept in trade agreement, this concept, known as the Trade and Development Agreement, embodied both trade liberalisation and support for development. This agreement would introduce a new paradigm of thought to govern trade between developed countries and developing countries within the World Trade Organisation's rules. This paper explores the events that unfolded in these negotiations. It attempts to discover whether, in the current global environment, it is possible, or beneficial, for the developed world to act in an altruistic manner towards another state in order to assist its development.

Both the European Community (EC) and its Member States agree that it is in their best interest to coordinate their action vis-à-vis the rest of the world in international trade agreements. Theory and Practice of EC External Trade Law and Policy looks at the intricacies of the institutional framework of EC trade law, and with special emphasis on services trade, examines the law and practice of EC external trade relations from a policy, economic, legal and an overarching European constitutional perspective. The objective of the author’s analysis is not only to find ways to nurture and preserve the unitary character of EC external trade relations in areas of shared competence between EU Member States and EU institutions, but also to understand the management of the EC’s external trade relations. The book begins with an analysis of the evolution of the EC common commercial policy, through which the author examines the checks and balances at the micro, meso and macro levels. The author then proceeds to analyse the problems faced by the EU in its external relations and the legal complexity of mixed agreements. This unique legal phenomenon is tackled from an intra-EC perspective as well as from an extra-EU perspective taking into account various implications for third parties. The major EU institutions are examined: the Commission as the negotiator of international trade agreements, the role of the EU Council and the European Parliament in concluding and ratifying of agreements and the European Court of Justice in relation to judicial enforcement. This work is concerned with the demise of ‘British race patriotism’ in Australian political culture in the late 19505 and early 1960s. The organic ideal of British racial community was a founding ideological pillar of Australian nationality for much of this century, yet the declining relevance of these ideas, and the emergence of a more limited, exclusive conception of Australian ‘community’ has not been adequately addressed in the existing historical literature. In many respects, the waning appeal of ‘Britishness’ in Australia was a gradual and piecemeal process, but at the level of Australian political culture the shifts in outlook and assumptions occurred surprisingly rapidly, and converged largely around a single key event; namely, the first British application for membership of the European Economic Community in the years 1961 to 1963. The Macmillan Govemment’s painful choice between the discordant communities of ‘Europe’ and the ‘the British race’ provoked a crisis of British race patriotism in Australia, and prompted long overdue reflection, discussion and debate about the changing determinants of Australian nationhood in the post-war world. This occurred, not under the impetus of an instinctive dawning of an innate and assertive Australian nationalism as is often suggested, but in reaction to the demise of British race patriotism as a viable and credible framework for the ordering of Australian loyalties, priorities and policies. In the case of Britain's EEC membership application, it is significant that the revision of sentimental assumptions took place after it had become painfully self-evident that the United Kingdom was determined to pursue national interests and a national destiny that could no longer be reconciled with the traditional conception of organic Anglo-Australian community. The tensions and contradictions between ‘sentiment’ and 'self—interest‘, long inherent in Australia's political and economic ties to Great Britain, imploded under the impetus of the Macmillan Government's EEC aspirations. Before any limited. sovereign, national community could become fully imaginable in Australian political culture, it was a necessary precondition that the wider sense of British racial community should become ‘unimaginable’.

This thesis examines the process of approximating EC law that the Czech Republic has undertaken both under the Europe Agreement and in order to fulfill one of the conditions for membership in the European Union. The thesis aims to determine whether the transposition of EC legislation has been undertaken with a view to effective implementation of the acquis communautaire and to assess what implications this process will have for the Czech Republic. To this end, three areas of law which are subject to approximation are examined, namely competition law, environmental law and company law. Accordingly, Chapter I provides a general overview of the process of approximation and the challenges it poses for the Czech Republic. The process of approximation in the field of competition law is examined in Chapter II, followed by environmental law in Chapter III. The area of company law is addressed in Chapter IV. Finally, Chapter V concludes with an analysis of the findings of the previous chapters with a discussion of the implications of approximation for the legal order of the Czech Republic.

AbstractSocial Exclusion (SE) is a multidimensional concept, broader than just poverty or economic exclusion, that aims at expressing to what extent people have the opportunity to participate in society.We analyse how SE evolved for a certain birth cohort (respondents born between 1945 and 1953) along time, to gain a life-course perspective, and for the same age group in two different periods, to study how the situation of individuals in later life stages has changed from one period to the other. Our paper explores the recently updated data from the European Social Survey (ESS, Round 9 – 2018), combined with data from Round 1 – 2002, to obtain an insight into the evolution of SE among the older population in 15 European countries, by producing measures of SE including different domains (Social Relations, Civic Participation, Neighbourhood and Community and Health and Well-being). The same birth cohort (respondents born between 1945 and 1953) is analysed in 2002 and in 2018. We investigate the association of SE with the type of participation in the labour market, which, according to the rules developed by the welfare state institutions, is expected to change for that cohort, between the two periods. And, indeed, we find evidence of such association. Differences between the situation of men and women are highlighted, with higher levels of SE experienced by women in most domains.

The theme of solidarity between European Union (EU) member states lies at the heart of the European integration process itself, in the context of an ongoing tension between the renunciation of national sovereignty, driven by a drive for cooperation, and the maintenance of prerogatives of strategic interest to states. In fact, the EU was born from the decision of its members to pool selected aspects of their sovereignty, in a process whose evolution is expressed both in the choice of community policies and in the availability and methods of financing those policies. These are two sides of the same coin, that of the Community budget, which is the operational instrument that supports and accompanies the major steps in the EU's evolutionary process. Indeed, since the 1980s, the Community budget has represented the instrument capable of holding together on the one hand the process of economic liberalisation and on the other the objective of social integration between countries that had different starting conditions. However, cooperation and solidarity are aspects that need to be strengthened today, albeit in new dimensions. The financial crisis has brought about a new acceleration in the coordination of national fiscal policies, without, however, generating the missing piece to European economic policy, namely an autonomous fiscal capacity, endowed with taxation power, on which a full fiscal union would be based.

As Russia’s firms got more productive, living standards shot up. For one thing, companies started offering far more variety. The consumer paradise that advocates of a market economy had promised long-suffering Russians finally arrived. At the same time, higher productivity meant higher wages. Real wages increased every year of Putin’s presidency until 2014, averaging 15% per year from 2000 to 2008. At the same time, higher tax collection let the government boost pension payouts, helping older Russians, almost all of whom relied on state pensions as their primary source of retirement income. Yet higher pensions did not augur the return of an extensive welfare state, as the government eliminated many benefits. At the same time, the government kept labor protections weak, and Russia’s labor market continues to be far more flexible than many other European countries. Encouraged by his liberal economic advisers, Putin has implemented economically orthodox welfare and labor market policies, earning solid marks from the IMF. The tremendous wage growth of the 2000s, however, meant that most Russians were happy to ignore weak social protections in exchange for an ever-expanding paycheck.

This study provides information on wage floor determining institutions, the statutory minimum wages, and collective bargaining agreements, in the EU countries to examine differences and commonalities of these institutions between the EU countries and Turkey. The interaction between these institutions and the labor market performance of the EU Member States and Turkey is also investigated. Therefore, the minimum wage levels and the collective bargaining coverage with the labor market indicators, namely the wage inequality measured with D1/D9 ratio and the incidence of low-wage workers, are compared. Findings indicate that the wage inequality and the incidence of low-wage workers are relatively lower in the countries with comprehensive collective bargaining systems characterized by high rates of collective bargaining coverage and union density. Turkey is one of the countries with the highest wage inequality compared to the EU countries. Improving the coverage rate of collective bargaining might help to reduce wage inequality.

Indicators at a global level are presented: population in the world today and forecasts for developed and developing countries. The following diagrams are presented: world total primary energy consumption, global CO2 emissions from combustion since 1971, as well as cumulative CO2 emissions by regions since 1750. Facts for climate change are included (according to WMO and IPCC): increase in GHG concentrations, increase in air temperature, rise in sea level, etc. The consequences of global warming are listed: extreme rainfall and floods; high temperatures – heat waves, droughts, wildfires; huge damage to agriculture; harmful impacts on the environment, etc. The IPCC provides several scenarios for a global rise of air temperature up to 2100, for a global rise of sea level etc. The activities of the international community on climate change are organized through: IPCC, UNFCCC, Kyoto Protocol, Paris Agreement and continuous negotiations. The European Union (EU) is probably the most advanced in the battle against climate change. Some important strategies are outlined: by 2020, by 2030, and by 2050. Heating, air-conditioning and refrigeration systems (HVACR) are connected with energy consumption, which means they are a source of GHG emissions. The situation with HVACR systems is such that even in EU countries, the fossil fuels are dominant in the heating systems. Future solutions for HVACR systems are described. The first step is to increase the energy efficiency of buildings and HVACR equipment. The concept of "nearly zero-energy buildings" should be worked on. HVACR systems should be based on renewable energy sources (RES). The considered solutions include heat pumps, solar panels, thermal storage, district heating, combined heat and power, condensing boilers, reversible air conditioners, the concept of "smart" buildings, automation of HVACR systems with digital technology, etc. The political, economic and social aspects of climate change are analyzed. Capitalism society, market economy, profit, is the main reason for today's climate change situation. On the end, there is a discussion highlighting the need for urgent and major investment in RES and energy efficiency. For rich countries, this is really achievable. But developing countries, representing 83% of the world's population, need financial assistance, and this needs to be regulated through the Paris Agreement. Obstacles of a political nature are also possible (US and Paris Agreement).

The Eurasian Economic Community (EEC) is an international organization that has been created by five Commonwealth of İndependent States countries (Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan) on October 10th,2000. The object of this organization was promote the creation of a customs union and the common economic space. After ten years in 2010, three countries (Belarus, Russia and Kazakhstan) made a custom union agreement as a second step. And the target is to establish a common economic space by 1 January 2012, a single market for goods, investment and labor. This custom union creates a common market of 170 million people with a $2 trillion economy, $900 billion trade and 90 billion barrels of oil reserves. This three countries have a strategic geopolitical position, rich producer goods reserves:especially oil and natural gas. The economic structure of this three countries can be explain as consumer goods importer, producer goods exporter. This is the exact opposite of European Union economic structure. Therefore, this paper argues that The Eurasian Economic Community would be a good foreign trade market alternative of EU for Turkey. Hence this paper tries to analyse the trade opportunities of this market for Turkey’s export. This paper based on the statistical foreign trade datas of relevant countries.

According to the general theory, it is recognized that exports increase employment. Recently, in the world economy, increasing unemployment, foreign trade of the impact on employment has led to new research. Many of the aforementioned studies validating the theory, some of them have different results. In recent studies in Turkey was a different result. In this study, Turkey and the European Union countries in terms of trade effect on employment will be examined. For this purpose, employment and foreign trade data for the years 2000-2012 using a panel data analysis will be done. Exports, imports, wages, and production depending on the change in employment and the interaction will be investigated. Depending on available data at the sectoral level, there will be a distinction. Especially in the last ten years, the recession and rise in unemployment in Europe will be discussed with the relevant dynamics. In Turkey, the current account deficit, growth, unemployment issues are noteworthy. European Union accession process, Turkey and the European Union countries in the comparison will be significant in the economic indicators.

The aim of this paper is to compare fiscal reforms of some of the transition economies in Balkans including The Republic of Macedonia. Since 1990’s former planned economies, which are in the process of economic transformation into market economy have carried out several reforms. During this economic transformation process both the effects and the results of these reforms vary according to the difference between the needs of structural change in each country. In this study, some of the selected transition economies in Balkans are analyzed: Some of the recent members of European Community in Balkans and The Republic of Macedonia are examined in comparison. Analysis of fiscal reforms of these transition economies are evaluated in several headings in reference to the macroeconomic statistics created by international organizations such as OECD, EC and IMF and policy suggestions are proposed accordingly. The government deficit, government debts and tax policy are the significant part of these reforms. Several strategies are implemented in developing support systems for competitive environment and private ownership. Economic shrinkage, current account deficit, low foreign capital and government deficit indicate economic weakness in these countries. The Czech Republic, Bulgaria, The Republic of Macedonia, Romania and Hungary face fiscal problems such as economic shrinkage, debt service and government deficit during the transition process. As being the candidate country for European Union accession; The Republic of Macedonia is approaching to the Maastricht Criteria and has better outcomes in public debt compared to the other countries given above.

With the end of cold war, Central and Eastern European countries who had not participated in the integration of Europe, have applied to become members of European Union. Hungary, a Central European country; applied for membership on December 16, 1991, started full membership negotiations in 1998 and joined the Union on May 1, 2004. Turkey on the other hand, was granted candidacy status during Helsinki European Council Summit Meeting of December 1999, after a 40 years long relationship that started with Turkey’s application to join European Economic Community on July 31, 1959. Negotiations for full membership of Turkey were finally started on October 3, 2005 and country entered a new era to adapt EU Acquis. Within this context, this study aims to compare financial markets of EU member state Hungary and candidate state Turkey for the period of 1998 - 2015; to evaluate risks and fragilities related to financial development levels and stability of banking sectors for both countries based on generally accepted financial indicators. In conclusion; Hungary was observed to have significantly less developed capital market compared Turkey over the years, despite having similar ratios in financial deepening during recent years. Findings of this assessment point out an increasing credit risk for banking sector of Hungary, enhanced by the economic crisis of 2008. In comparison, credit risk in banking sector of Turkey has been decreasing over the years. High credit/deposit ratio, is a sign of degradation and can be observed in Hungary's balance sheets, raised for Turkey as well.

Sustainable development approaches the concept of quality of life in all its complexity, from an economic, social and environmental point of view, promoting the idea of ​​the balance between economic development, social equity, efficient use and conservation of the environment. By its very nature, sustainable development represents the need for responsibility and education for environmental protection, and this aspect is reflected in the evolution of community policy in recent years, a policy marked by the transition from an approach based on constraint and sanction, to a more flexible, based one on incentives. Thus, it is acting in the direction of a voluntary approach, in order to promote this environmental responsibility and to encourage the use of environmental management systems. The environmental policy does not act independently, but reflects the interest of civil society in this direction, manifested by the creation of numerous environmental movements and organizations. Moreover, in some countries the creation and development of "green" political parties has been achieved, with real success in the political arena. However, resistance - or, more properly, the restraint and inertia that manifests itself, should not be forgotten, when environmental objectives seem to limit industrial competitiveness and economic growth; but this aspect only emphasizes once again the need for a concerted approach at European level and the need for an active and integrated environmental policy, capable of responding to the challenges that appear economically. The European environmental policy is based on the principles of precaution, prevention, correction of pollution at source and "polluter pays". Migration management, among others, is one of the challenges Bosnia and Herzegovina and the Western Balkan countries have faced in recent years. The uncertain and complex situation has been exacerbated by the corona virus pandemic, and existing material and human resources are now focused on repairing its consequences. The end of the pandemic remains uncertain, social problems are becoming more complex, and systemic support is needed for a growing number of different vulnerable categories in the country. The protection of human rights and fundamental freedoms is imperative, especially in times of crisis. Although significant activities have been implemented, they are still insufficient to adequately respond to migration management. The support of the international community remains necessary. Multisectoral action, coordination and sharing of experiences should be intensified. The European Commission’s 2021 Report for Bosnia and Herzegovina pointed to very limited progress in migration and asylum management and the need to significantly improve this area, ensure effective coordination and provide sufficient and adequate accommodation capacity. The response to the crisis during the outbreak of COVID-19 was assessed as satisfactory by the European community, and greater spread and more severe consequences for the migrant population were prevented. According to some reports, the rights of minorities and asylum seekers continue to be a serious concern for human rights in Bosnia and Herzegovina. Unaccompanied children face specific challenges and vulnerabilities, and their protection and adequate response to their needs is one of the priorities for future action. Media coverage of migrants needs to be reviewed and directed in a way that is in line with the human rights of vulnerable categories and advocating the necessity of their protection. The media is one of the key links in monitoring the protection of human rights, but also in focusing on areas that require urgent action. Preventive activities should become an integral part of the strategic directions of local and national governments, and the support of the international community, cooperation, adequate assessment and protection of the best interests of all citizens are a prerequisite for social security in Bosnia and Herzegovina.

Solidarity as one of the cornerstone values of the European Union has been once again seated on the red chair and intensively discussed within the European Union and broader. After the economic recession and migrant crisis that marked the last two decades, the outbreak of the COVID-19 pandemic has once again harshly tested the fundamental objectives and values of the European Union and the responsiveness and effectiveness of its governance system on many fronts. In April, 2020 several EU Member States were among the worst affected countries worldwide and this situation soon became similar in their closest neighbourhood. It put a huge pressure on the EU to act faster, while at the same time placing this sui generis community to the test that led to revealing its strengths and weaknesses. As it happened in the previous crises, the Union launched policies and various programmes that were meant to lessen the burden of the Member States and aspiring countries caused by the crises. The objectives of the mentioned soft law instruments that the EU adopted during the COVID-19 crisis has been not only to show that EU law is equipped to react to health and economic crises rapidly but to deliver its support in terms of solidarity to its Member States and its closest neighbours facing the unprecedented health and economic crisis. This article will explore the value and implication of the solidarity principle in times of Covid-19 in its various manifestations. A special focus will be on the financial and material aspects of the EU instruments created to combat the negative consequences of the pandemic and their further impact on shaping the solidarity principle within the EU system. While examining the character and types of these mechanisms a special focus will be placed on those available to Western Balkan countries, whereas Montenegro as the “fast runner” in the EU integration process will be taken as a case study for the purpose of more detailed analyses. One of the major conclusions of the paper will be that although the speed of the EU reactions due to highly complex structure of decision making was not always satisfying for all the actors concerned, the EU once again has shown that it is reliable and that it treats the Western Balkan countries as privileged partners all for the sake of ending pandemic and launching the socio-economic recovery of the Western Balkans. Analytical and comparative methods will be dominantly relied upon throughout the paper. This will allow the authors to draw the main conclusions of the paper and assess the degree of solidarity as well as the effectiveness of the existing EU instruments that are available to Montenegro and aimed at diminishing negative consequences of the crisis.

The COVID-19 pandemic has worsened the extreme inequality in Southern African Development Community (SADC) countries, and pushed millions into poverty. The economic crisis continues due to the obscene global vaccine inequality. As of end March 2022, a dismal 14% of SADC citizens had been fully vaccinated against COVID-19, compared with 65.5% in the United States and 73% in the European Union. In 2021, with infections rising in SADC, the critical health, social protection and economic programmes put in place by most governments in 2020 were rolled back and replaced with austerity, in the context of growing debt burdens and lack of external support for country budgets. Such austerity has been built into IMF programmes in the region. Recovering from the pandemic, however, offers SADC governments a once-in-a-generation opportunity to do what their citizens want: increase taxes on the wealthy and large corporations, boost public spending (especially on healthcare, education and social protection), and increase workers’ rights as well as tackling joblessness and precarious work. With external support, including through debt relief and aid, they could reduce inequality drastically and eliminate extreme poverty by 2030.
