Carmelo Psaila (1871–1961), officially known as Dun Karm, has been acknowledged as Malta's national poet long before his death. He embodies the close relationship prevailing for long centuries between Italian culture and Maltese Literature. This essay seeks to unearth the basic characteristics of Dun Karm's poetry, in both Italian and Maltese, in the light of the Italian tradition, ranging from Dante to Monti and Manzoni. His initial identity is neoclassical, and as he moves ahead and gets more aware of his own environment, he assumes an ever growing romantic character. Various aspects of his style (vocabulary, rhythmic patterns, grammatical nuances) and metaphorical language show that there is a profound continuity between his writings in Italian and the subsequent ones in his own native tongue. Through a comparative analysis of his more typical poems, and with specific reference to Vincenzo Monti and Alessando Manzoni, the cultural personality of Dun Karm is identified and illustrated with numerous examples.

In the second half of the eighteenth century, archaeological activities in Rome intensified considerably under the pontificate of Pius VI (1775–99), and new excavations in the Roman Campagna and the Latium, together with the erection of the Museo Pio Clementino (1776–84), excited considerable interest in Roman learned and literary circles. A young poet who had moved to Rome from Romagna, Vincenzo Monti (1754–1828), obtained his first great success by celebrating the new discoveries in a memorable poem, La prosopopea di Pericle. In it, a newly found herm of Pericles sings of Pius's pontificate as a new golden age for the arts. Monti, who was to become Italy's most authoritative man of letters in the following decades, befriended in those years, and received considerable assistance from, the leading antiquarian of that age, Ennio Quirino Visconti (1751–1818). Their relationship and its legacy provide the subject of this paper, with emphasis on Monti's early poetry, its significance for the literary history of the neoclassical age, and its role in shaping a novel poetic style intended for the praise of ancient art.

Entre 1786 et 1802 se déroule l'expériencede tragédien de Vincenzo Monti, poète majeur du Néoclassicisme italien, qui concourt, par ses trois tragédies - Aristodemo, Galeotto Manfredi et Caio Gracco - à la réforme du genre. Tout en se référant à des sources et modèles illustres - de William Shakespeare à Vittorio Alfieri, de Carlo De Dottori à Marie-Joseph Chénier, de Metastasio à Voltaire - Monti parvient à bâtir un langage tragique autonome et moderne, grâce à l'humanisation des personnages et des problématiques tragiques. Les thénatiques liées à la famille, aux malheurs de la femme, à la folie et au mal de vivre, ainsi que la création d'espaces labyrinthiques à l'intérieur desquels les sentiments intimes sont mis en scène, sont des éléments précurseurs du théâtre bourgeois du XIXe siècle : si, au tournant des Lumières, ils sont déjà présents dans le théâtre comique, leur entrée dans le monde tragique constitue l'un des nouveautés les plus remarquables de la tragédie de Monti. Les caractères formels de ses trois tragédies révèlent l'attention que l'auteur porte aux aspects les plus concrets du théâtre, de la mise en scène au jeu des acteurs. Vincenzo Monti's experiment took place between 1786 and 1802. As a majour poet of Italian, Neoclassicism, Vincenzo Monti contributed to reform the genre with his three tragic plys : Aristodemo, Galeotto Manfredi, Caio Gracco. While referring to illustrious sources and role models - ranging from William Shakespeare to Vittorio Alfieri, from Carlo De Dottori to Marie-Joseph Chénier, from Metastasio to Voltaire - Monti manages to create an autonomous, modern tragic language by humanizing his characters and dealing with tragic issues. Themes that tackle family life, women's misfortunes, craziness and melancholy, as well as the creation of labyrinths in which intimate feelings are staged, all heralded 19th century Bourgeois theatre. If such elements are already found in comic theatre at the dawn of the Enlightenment, their emergence in tragic theatre is preoccupation for the dawn of the 18th century, Vincenzo Monti plays a great part in the creation of modern theatre by influening the authors of plays in prose and musical theatre over the following century

This research has been devoted to Vincenzo Monti'€™s early literary production. The aim of the analysis and exegesis was the identification of the typical features of Monti's style and poetic language, in an attempt to understand how the rhetorical and lexical repertoires were formed and developed. The systematic analysis of the poems dating until 1778, the year of the landing in Rome, allows to observe closely the evolution of Monti'€™s poetic, leading to identify specific stylistic marks and recurring motifs that form the basis of Monti'€™s language. The research has been divided into three distinct phases. First, a reconstruction of the political and social context in which the young Monti had begun to take its first steps as a versifier was needed. The first chapter traces the various poeta'€™s formation stages, starting by describing the Seminary of Faenza activities, where Monti begin his studies, and finally coming to analyze Monti'€™s arrival in Ferrara and his entrance into the most exclusive literary circles of the city. This analysis is also an opportunity to understand what were the intellectual solicitations received from various masters (Santoni, Contoli, Maccabelli), and which authors of the tradition exercised their influence on young Monti. The second chapter is entirely devoted to a detailed study of the sonnets composed by Monti before 1775. The identification of a little known poems corpus has allowed to conduct systematic analysis of young Monti'€™s rhetoric trends, and has led to the recognition of well identifiable and characteristic stylistic features in the author'€™s poetic language. The sonnets has been analyzed from a metrical, syntactical and linguistic point of view, elaborating then the results of the exegesis through a comparation with the data derived from the works of Frugoni, Minzoni and Varano, unanimously recognized as models of young Monti. The third and final chapter analyzes the works subsequent to the first major turning point of Monti's literary career, namely the appointment as a member of Arcadia Academy in 1775. From this event, the poetry of Monti faces a sensitive change, dictated by the need of the poet to experience all available literary genres in order to prove himself as an excellent and versatile versifier. The sonnets are now flanked by the so-called Visioni, the Anacreontiche, the canzonette and more. According to Monti, the ductility of his laudatory poems would have made him worthy of important protections. Protections that, in fact, were obtained in a short space of years and that opened for him the gates of Rome, in 1778. The career of Monti was ready for a new twist.
La ricerca è stata rivolta alla produzione poetica giovanile di Vincenzo Monti. Obiettivo del lavoro di analisi ed esegesi è stata l'€™individuazione dei tratti caratteristici dello stile e del linguaggio poetico del Monti esordiente, nel tentativo di comprendere come si è formato e sviluppato il vasto repertorio retorico e lessicale che portò poi il poeta ad imporsi sulla scena letteraria nazionale. L'€™analisi sistematica dei componimenti databili fino al 1778, anno dell'€™approdo a Roma, permette di osservare da vicino l'€™evoluzione della poetica giovanile di Monti, e di identificare precisi stilemi e motivi ricorrenti che costituiscono la base del linguaggio montiano. La ricerca si è articolata in tre momenti distinti. In primo luogo, necessaria è stata una ricostruzione del contesto politico e sociale in cui il giovane Monti aveva iniziato a muovere i suoi primi passi come verseggiatore. Prendendo le mosse dallo studio delle attività  del Seminario di Faenza, nel quale Monti entrò dodicenne per iniziare i suoi studi, il primo capitolo ripercorre le varie tappe della formazione del poeta, arrivando ad analizzare il suo inserimento a Ferrara e il suo ingresso nei salotti più in vista della città. Tale analisi è anche l'™occasione per comprendere quali furono le sollecitazioni intellettuali ricevute dai vari maestri (Santoni, Contoli, Maccabelli), e quali autori della tradizione esercitarono il loro magistero sul giovane Monti. Il secondo capitolo è interamente dedicato allo studio approfondito dei sonetti composti da Monti prima del 1775. L'€™individuazione di un corpus di poesie giovanili poco conosciute ha permesso di condurre analisi sistematiche delle tendenze retoriche del giovane Monti, e ha portato al riconoscimento di stilemi ben identificabili e caratteristici del linguaggio poetico montiano. I sonetti sono stati analizzati da un punto di vista metricologico, sintattico e linguistico, avendo cura di elaborare poi i risultati del lavoro di esegesi anche in chiave comparatistica, confrontandoli con i dati derivati dall'€™opera di Frugoni, Minzoni e Varano, unanimemente riconosciuti come i modelli del Monti esordiente. Il terzo e ultimo capitolo analizza le opere susseguenti al primo importante punto di svolta che conobbe la carriera letteraria di Monti, vale a dire la nomina a pastore arcade del 1775. A partire da questo avvenimento, la produzione poetica di Monti va incontro a un sensibile cambiamento, dettato dalla necessità  del poeta di sperimentare tutti i generi letterari disponibili al fine di dimostrarsi verseggiatore eccellente e versatile. Al sonetto vengono affiancate le Visioni, le anacreontiche, i capitoli in terzine e molti altri. Nell'€™ottica di Monti, la duttilità della propria poesia encomiastica l'€™avrebbe reso degno di importanti protezioni. Protezioni che, in effetti, ottenne in un breve giro d'€™anni e che gli aprirono le porte di Roma nel 1778. La carriera di Monti era pronta per una nuova svolta.

Cette recherche porte sur l'exil et sur l'activite litteraire des hommes de lettres italiens qui se refugient en france en 1799 lorsque a la suite de l'offensive austro-russe et des revers de l'armee francaise en italie se termina la periode des republiques italiennes qui s'etaient formees en 1796. L'exil des italiens se termine autour de juin 1800 lorsque la victoire de marengo ramene les francais en italie. Pendant ce temps les hommes de lettres exiles se consacrent a une activite litteraire variee : ils terminent des travaux delaisses dans l'urgence de l'activite politique, ils essaient de nouvelles modalites d'activite litteraire ils proposent des genres et des solutions qui s'adaptent au nouveau systeme de la communication litteraire. Dans la 1e partie nous avons analyse l'impact de l'experience de l'exil sur les genres les plus utilises (poesie politique, correspondances, traductions). Dans la 2e partie les itineraires artistiques et professionnels des hommes de lettres les plus representatifs sont analyses. La 3e partie porte sur l'activite des exiles comme agents de diffusion de la culture italienne en france, activite qui se prolonge meme apres la periode de l'exil, pendant les dernieres decennies du 19e siecle, dans l*edition, les journaux, l'enseignement. Des lettres et des documents inedits publies en annexes completent l'analyse des phenomenes de l'exil litteraire
This research concerns the exil and the literary activity of the italian men-of-letters who take refuge in france during 1799 when finishes the period or the italian republics constitued 1796, in consequence of the austro-russian offence and the misfortune of the french armee in italy. The exil of the ita- |lians finishes by june 1800, when the victory of marengo takes back the french in italy. During this period banished men-of-letters consacrate oneself to diversified literary activity, they terminate works forsaken owing to the po- litic activity, they prove new literary activity, the suggest style and new modality who comply with the new system of the literary communication. In the first part we analyse the impact of the experience of this exil on the most utilized style of literatur (political poetry, letters, translations). In the second part, we analyse the artistic and professionnal litinerary of the most important men-of-letters in the diffusion of the italian cultur in france, which conti- nued even after the exil period, during the last then years of the xix. Century, in the editions, in the papers, in the teaching. Letters and unpublished documents complete this analyse of the phenomenon of the literay exil

The Department of Education is regarded as one the most important departments in government structure. This Department prepares future generations for life and for the future well-being of the country. Like any other department, the Department of Education has a lot to offer to the community in the way of educational services. These services are stipulated in the South African Constitution (SA, 1996). It is therefore expected that the Department of Education will deliver quality educational services to the community. The only way to reach this goal is if the Department has the necessary resources and quality governance at its disposal. Although the Government spends a lot on education, it is unfortunately a fact that there is still a lack of service delivery on the side of school governance. School governance is seen by many as the backbone of community involvement in the day to day running of the school as well as direct participation in the education of their children. School governance, although intended to deliver effective service to the school and the community in particular, often has its negative side. This could be in the form of interference from the part of the community in the management of the school, or the creation of a low level of morale among teachers and some parents. The Department of Education has introduced the new governing body system as proposed by the South African Schools Act (Act 84 of 1996) after recommendation by the Hunter Commission. The implementation of this system was not as easy as it was thought to be, and created confusion amongst parents, teachers and school governing body members. To establish what these problems exactly entail, a study was conducted at Kediemetse Public School. For this study, it was important to have a knowledge of: • The attitudes of different school communities towards school governance; • the satisfaction/dissatisfaction of different role players and their participation/ involvement in governance matters; and • whether satisfactory arrangements exist to accommodate various role players/ school communities with regard to governance issues. It is the intention of this study to determine these aspects at Kediemetse Public School.

In today's global competitive environment, a city or a town more than ever needs a strategy that articulates how its international competitiveness is to be improved. Since 1994, following its first democratic elections, South Africa started processes of significant local government reform, as well as fast integration into the global economy. These processes will place significant challenges in the way of South Africa's local government (municipalities) since they now not only have to transform themselves into more democratic structures, they also need to address the legacies of apartheid such as poverty and unequal access to services as well as raising international competitiveness. This last requirement is important to ensure that economic ground and development in South Africa's cities and towns are sustainable. The competitiveness of South African municipalities is investigated in this study. The various aspects that determine their international competitiveness are studied and the strengths and weaknesses as perceived by the municipal managers of these municipalities, are investigated. Municipal LED strategies must strengthen the competitive platform offered for businesses in their areas of jurisdiction. The competitive platform embraces all aspects relevant to competitiveness that enable firms to compete and industries to develop so as to make cities and towns more competitive. Municipalities must adopt flexible structures to remain competitive in the changing environment. The solutions required might include related and supportive businesses and institutions, good and relevant government policies, quality of human capital, and advanced and latest levels of technology. However, they must include a change in the culture of municipalities, that includes the development of its people, systems and organisational structure, to optimise the response. The study commences with an investigation into the theory of local economic development (LED) stressing the importance of competitiveness in an effort to develop municipalities. Together with the economic and political changes experienced since 1994, there has been an increasing awareness of issues such as a free market economic system, privatisation and global competitiveness. With paradigm shifts such as these, the emphasis on local and regional economy also changed. Renewed interest in local economic development (LED) came to the fore and was considered, together with ways in which it can enhance competitiveness on municipality-level. This was followed by studying Porter's approach to the competitive platform, drivers of competitiveness and the stages of competitive development. The practice of globalisation was also considered and specific attention was given to its policies and the way it can influence competitiveness. The literature undertaken on this subject indicated that globalisation is having a major impact on local authorities worldwide. This has resulted in multinational corporations seeking property in the competing and competitive local authority centres. Local government has an interest in attracting investment based on promoting the comparative advantages of the area for competitive industries, as well as supporting the growth of local enterprises. It will become increasingly important for municipalities to find the right balance between competition and cooperation among themselves. While some competition will improve both efficiency and innovation, cooperation between municipalities is necessary to enhance the performance of the national economy as a whole, and to avoid damaging forms of competition between municipalities. This study also surveys the major literature on locality marketing. The literature notes the changing global economy and political environment and the difficulties faced by localities to mediate these changes. Although some studies are pessimistic about the role of localities to mediate effects of globalisation, especially on issues of distribution, there are those who argue for greater opportunities being created by globalisation processes. It is up to localities to forge "thick" institutional formations in order to have competitive advantage and manage the distribution of wealth. 'Thick" institutional formations refer to the forging of widely representative local coalitions in an attempt to mediate effects of global processes. The amount of success achieved in this respect, in relation to the resources devoted to it, needs continuous monitoring. Through case studies of Durban, Johannesburg, Port Elizabeth, Cape Town and Pretoria, the study attempt to gauge at the "grand plan" of LED in South Africa. Industrial Development in Durban (Ethekwini), Johannesburg including East Rand (Ekurhuleni), Port Elizabeth (Nelson Mandela Metropole), Cape Town and Tradepoint Pretoria in Greater Pretoria(Tshwane) seems well supported. As relatively industrialised cities, it makes sense that industrial development be included in the strategy mix. The concept of Coega IDZ in Port Elizabeth provides a proper example of a mechanism to achieve this goal. However, tourism industry has also been growing in these six large cities, justifying in its inclusion of these cities a "grand plan" for LED. It will be important for these cities to attract, develop and support new and existing large business. Particular efforts must be made to encourage small business development amongst the marginalised communities so that a greater impact is made in terms of reducing poverty and unemployment. An empirical investigation was conducted during 2003 to establish the perceptions on competitiveness of the South African municipalities. The results emanating from this empirical study and the literature study suggest that although most municipalities are not rating themselves as highly competitive, the municipalities' best is more certain with regard to their managerial proficiency, product quality and technological resources and expertise. These results highlight the importance of the reliability and quality of communication services, electrical supply, water and other utilities, which are seen as very important for competitiveness by all respondents. The study reveals much detail, like the need for cold storage facilities that present a problem in many municipalities; the need for more training facilities, especially municipality related training such as workshops and advocacy on new policies. Respondents rated harbour and ocean freight facilities as failing. It was found that distance from the sea present a competitive disadvantages to landlocked provinces and their municipalities. The same applies to the province and municipalities far from large airports. Respondents also perceive civil servants as very co-operative and the government as very competent in the sphere of LED. Laws on environment protection including legislation and guidelines are also seen as very progressive and effective.

This chapter cites January 1944, which marked the beginning of the bitter fight for the hilltop abbey of Monte Cassino in the Apennines, a crucial German stronghold on the Gustav Line that held off the Allied advance for almost half a year. It details the formation of combative Partisan when Marshal Tito's delegate Vratuša arrived in Milan. It also refers to the team of Italians from Moscow, consisting of Teresa “Marushka” Mondini, Vincenzo “Bianco” Vittorio, and Andrea “Nicio Eritreo” Marabini, which established contact with the PCI headquarters led by the “insurgents' triumvirate.” The chapter discusses Georgi Dimitrov's personal archive containing documents indicating that Mondini was sent as a radio operator responsible for radio contacts with the main Soviet communication headquarters. It talks about how the leadership of the Italian party was confined to the Ventotene island in the Tyrrhenian Sea until the surrender of Italy in the summer of 1943.
