We undertook a survey of clinical pathways across the 25 European Union countries. Fiftyone questionnaires were completed by largely self-selected experts from 17 countries. Respondents reported that pathways were important and were becoming increasingly widely used (although the rate of progress was highly variable). One important constraint was reported to be a cultural aversion among doctors that arises at least in part from the implication that pathways require multidisciplinary teamwork which will prejudice medical autonomy. In other words, pathways challenge clinical professional sub-cultures. Other constraints included lack of encouragement by external parties, such as purchasers, with limited financial support for pathway development and implementation and service purchasing that did not reward care providers who use pathways. The obvious implication of the survey is that more needs to be done to achieve a common understanding of pathways. In spite of the large quantity of published papers, survey respondents reported that there are many health professionals who have only a superficial understanding at best.

The development of information technology, along with the high growth and diversification of consumer needs, has revolutionized the way in which business-to-consumer transactions occur. All this progress was boosted by the COVID-19 pandemic period in a different manner in each EU country, depending on different local aspects. The main goal of this paper is to determine the key characteristics of e-commerce in European Union countries in a pandemic context, based on Eurostat Digital Economy data for 2019–2020. Therefore, for an easier visualization, based on PCA, using 27 analyzed variables, new unique dimensions were revealed: 1. heavy online purchasers, 2. triggers for embracing digital purchasing, 3. perceived barriers against buying online (privacy concerns, security, or not having a card), 4. dynamics of online interaction with public authorities, and 5. enterprise online sharing. Moreover, clustering techniques set four groups of countries with different online commerce patterns that might require attention, according to their specificities, both from a government level and from a business perspective. Special attention is paid to Romania, which has one of the biggest e-commerce industries in Southeastern Europe, but with the share of e-commerce in total retail still quite low, despite this great increase. The models of other countries could be important in helping Romania to catch up with the most successful economies in terms of e-commerce.

Because of growing urbanization and lack of time to prepare meals at home, eating out or getting food delivered have become common trends for many people. The consumption of food from unknown sources may impose an increased chance of contamination with microbiological hazards, especially if sanitary conditions are not met. We evaluated data from health surveillance agencies and scientific articles on foodborne diseases (FBD) reported internationally according to the exposure sites. We observed that the data are influenced by cultural, political, and socioeconomic differences. For instance, in New Zealand, Australia, United States, Denmark and India, the occurrence of FBD outbreaks was greater from foods prepared in commercial establishments and street vendors than from households. Conversely, in China, countries of the European Union and Brazil, the results are the opposite. Additionally, the pandemic imposed new eating behavior patterns, increasing delivery services and foods prepared in so-called “Dark Kitchens”. The underreporting and heterogeneity of data among countries prevented a precise conclusion to the question of whether homemade foods are inherently safer than foods prepared out. Nevertheless, a lower level of development in a country influences its sanitation conditions, as well as the number of street food vendors, the search for cheaper foods, and insufficient knowledge of the population on good hygiene practices, which can all increase the chances of FBD cases.

Today, street food vending is becoming a dynamically developing food industry in Europe, including Poland. Lifestyle changes and socioeconomic factors, especially among young consumers, make it a convenient food alternative, even in countries without this tradition. The aim of the study was to evaluate hygiene conditions and practices in selected street food facilities in Poland. The study was carried out in accordance with an observation checklist developed on the basis of the hygienic requirements of the European Union. The study covered 550 randomly selected street food vendors in Poland in 10 cities. The hygiene of street food outlets was assessed in three aspects: ensuring proper production conditions, hygiene of production and distribution, and hygiene of personnel. The evaluation of street food outlets showed that the level of hygiene was not fully acceptable. A small percentage of the examined objects satisfactorily fulfilled the requirements of the production conditions, production and distribution hygiene, and staff hygiene. The proposed hygienic checklist for quick daily monitoring of street food outlets can be used to perform internal and external inspections. It seems that specific codes of conduct for European street foods facilities are necessary.

Abstract The urban fabric of contemporary Spain has long included the presence of street vendors. Selling a range of counterfeit goods, from Ray-Ban sunglasses to Gucci bags and Nike trainers, these hawkers are mostly undocumented migrants from developing countries. They occupy patches of pavement where footfall is heavy, so as to illicitly, albeit very publicly, sell their goods, laid out on mantas, or blankets. Attached to these blankets are four strings, one fixed at each corner, that are then joined together at the center of the rectangle. When police are sighted, the strings can be grabbed and pulled up, instantly converting the manta into a sack that can be hoisted on the migrant’s back as they flee to evade detention. Drawing on fieldwork conducted in Barcelona in 2018, this article explores ideological dynamics that produce the contexts and tensions experienced by the manteros. The strings of their sack facilitate a fluidity between physical mobility and immobility, or between migrancy and detention, metaphoric of the precarity of lives and livelihoods that are borderline. Through a conceptual lens shaped from theories of sociomateriality, the article explores the systems and practices of neoliberalism in Europe from the perspective of the street vendors, who embody and perform the bordering mechanisms that propel such economies. As such, Spain and Catalonia’s alignment with the European Union comes into view, as does the granularity of Spanish democracy and its tensions, especially within the context of Catalonia’s struggles with the central government. To read the lives and contexts of undocumented migrants as street vendors leads to a questioning of neoliberal democracy and its dependency on bordering mechanisms that assign migrant lives and bodies to socioeconomic margins. Yet, neoliberalism also defines its own hegemony through the construction and perpetuation of such margins, so that bordering becomes a self-perpetuating sociopolitical dynamic.

As of May 2018, all relevant institutions within member countries of the European Economic Area are required to comply with the European General Data Protection Regulation (GDPR) or face significant fines. This regulation has also had a notable effect on the European Union (EU) candidate countries, which are undergoing the process of harmonizing their legislature with the EU as part of the accession process. The Republic of Serbia is an example of such a candidate country, and its 2018 Personal Data Protection Act mirrors the majority of provisions in the GDPR. This paper presents the impact of the GDPR on health data management and Serbia’s capability to conduct international health data research projects. Data protection incidents reported in Serbia are explored to identify common underlying causes using a novel taxonomy of contributing factors across aspects and health system levels. The GDPR has an extraterritorial application for the non-EU data controllers who process the data of EU citizens and residents, which mainly affects private practices used by medical tourists from the EU, public health care institutions frequented by foreigners, as well as expatriates, dual citizens, tourists, and other visitors. Serbia generally does not have well-established procedures to support international research collaborations around its health data. For smaller projects, contractual arrangements can be made with health data providers and their ethics committees. Even then, organizations that have not previously participated in similar ventures may require approval or support from health authorities. Extensive studies that involve multisite data typically require the support of central health system institutions and relevant research data aggregators or electronic health record vendors. The lack of a framework for preparation, anonymization, and assurance of privacy preservation forces researchers to rely heavily on local expertise and support. Given the current limitation and potential issues with the legislation, it remains to be seen whether the move toward the GDPR will be beneficial for the Serbian health system, medical research, protection of personal data and privacy rights, and research capacity. Although significant progress has been made so far, a strategic approach is needed at the national level to address insufficient resources in the area of data protection and develop the personal data protection environment further. This will also require a targeted educational effort among health workers and decision makers, aiming to improve awareness and develop skills and knowledge necessary for the workforce.

This article examines the impact of digital platforms (marketplaces) created in the conditions of network economy in its new “center–periphery” configuration upon the consumer markets and provisions of competition law applicable to digital markets, using the experience of foreign countries (Germany, Asia, Latin America, etc.) and integration associations (the European Union), including from the perspective of new law enforcement (judicial) practice, based on the fact that its knowledge allows successful resolution of the essential problems of legal regulation in the Russian Federation. Attention is given to such aspects of the activity of digital platforms  (Amazon, Apple, Facebook, Google etc.), as the dependence of their market influence on the network effects associated with utilization of the user data, supported by market practices, such as vertical integration and amalgamation of companies that are capable of reducing market competition. Assessment is given to the degree of readiness of the countries and their associations to operate in the conditions of digital platforms. The relevance, theoretical and practical importance of this research are substantiated by the emergence of new competitive practices (digital platforms) that can influence the competition. The author concludes that due to the “network effect”, digital platforms have an inexhaustible range of capabilities for acquisition of the dominant position on the market and its abuse. These include the formation of consumer groups of targeted advertising and sales of their services; as well as setting personalized prices based on determination of the readiness and limit of individual payment; and usage of data on the products of vendors on their platform to score an advantage in selling their products, etc.

The purpose of the paper is to to elucidate the authors' attitude to the nature of clusters that have become widespread in marine economic activity, find out the motives that lead to their initiation, to demonstrate the variants of their organizational structure of management and the sources of funds needed to perform the delegated functions, in the context of current Ukrainian legislation. Methodology. Towards this goal the authors collected, systematized and analyzed a number of facts obtained from numerous publications in writing and electronic domestic and foreign publications. Results. Commodity diversity, which is so welcomed by consumers in developed countries, is the result of a strenuous competitive battle between suppliers at the market of alternative products and services. It is carried out not only among consumer goods producers, but also covers shipbuilding corporations and many related firms, among which there are medium and small ones in value creation chains. Often, they are concentrated in specific regions and in one way or another determine its industrial specialization. Competition does not bypass any country, although sometimes there is a sense that only those who keep marching the thorny paths of economic, political and social reforms are affected. For this reason, everyone is constantly looking for tools to reinforce their strengths over opponents in the fight for solvent purchasers. Clusters occupy a valid place among such tools, and it is generally recognized. In the countries of the European Union, clusterization has been raised to the level of public policy, strategies of behavior of entire industries and certain enterprises. In domestic areas, it is often that not everybody can clearly understand even the nature of clusters. Practical implications. The word "cluster" is etymologically derived from English and means "association" or "union". The Ukrainian legislator, while building the institutional basis for economic development, does not use this term, but outlines its varieties and formalizes procedures for starting unions. For this reason, domestic clusters are single and are rather examples of an initiative of the territorial communities. One of such initiatives can be considered an offer from a number of enterprises, organizations and authorities created in the Mykolaiv region. It is formalized in the form of the Mykolaiv maritime service cluster. Value/originality. Observing the first steps of the initiators shows that the enthusiasm of the pioneers is unlikely to be enough to solve all the tasks that have already been set up, and even more the tasks for the cluster to be solved in the future. Thus, there is nothing to do without creating at least a small administration. Since the top of the cluster is an unprofitable organization, according to the current legislation, it is most viewed by such organizational and legal forms as a cooperative (servicing) or a public union. If you consider them, you have an opportunity to create a budget and use the funds received for the implementation of approved plans, programs and projects.

A wide variety of local crops and food products contain aflatoxins (AFs), which are food pollutants. The species of Aspergillus flavus and A. parasiticus create them under favorable conditions, such as high temperature and moisture, and they are extremely poisonous and carcinogenic. The distribution of aflatoxins (AFs) contamination in food commodities varies throughout the year due to specific temperatures and humidity in each month. Therefore, the present study was designed to assess humidity & temperature effects of each month’s Aflatoxins occurrences in rice. In this regard, 120 basmati rice samples were collected from various rice vendors during a different period in 2021 and quantified the AFs contamination using high pressure liquid chromatography with fluorescence detection and Kobra Cell™ Derivatization. About 72% of samples were found contaminated with Aflatoxins, ranging from 0.36–6.35 µgkg-1 and an average of 1.31 µgkg-1. Furthermore, in 95% samples contain AFs levels lower than the maximum tolerable limit (MTL = 4 µgkg-1) as suggested by European Union. Furthermore, 67% samples contained AFs levels ranging from 0.36–4.0 µgkg-1. However, only 5% samples exhibit AFs contamination ranging between 4.0–6.35 µgkg-1. Moreover, as per United States (FDA and FAO) and Pakistan (PSQCA) standards, all the samples were below than MTL of 20 µgkg-1 as. During the entire study, AFs contamination in basmati rice seems to differ monthly due to climatic variations. During the month of July, samples were found highly contaminated (5.15 µgkg-1), August (6.35 µgkg-1) and September (4.84 µgkg-1), as a highly humid condition in these months. It was concluded that in Pakistani rice was found safe for human consumption as the level of AFs is within limits and could be exported to other countries. However, the AFs contamination is highly influenced by climatic conditions.

Purpose The purpose of this paper is to investigate the cases of Bangladeshi, Filipina, Nigerian, Palestinian and Pakistani migrant workers and how the frame of their work and employment in precarious, low-status/low-wage jobs affects their perceptions and practices regarding health and access to healthcare services. Design/methodology/approach Using qualitative research methodology, the analysis via in-depth interviews focuses on male Bangladeshi, Nigerian, Pakistani and Palestinian unskilled manual and textile laborers as well as street vendors, and female Filipina live-in domestic workers. Findings Migrants are entrapped in a context of isolative and exploitative working conditions, i.e., in unskilled labor, textile work, street-vending, personal services, care and domestic work, which lead them to adopt a self-perception in which healthcare and social protection are not a priority. Social implications Throughout the paper it has become clear that these precarious low-status/low-wage jobs have an important underside effect on migrants’ lives, intensifying labor and health instability and exposing migrants to employment-generating activities that do not guarantee health safety. In Greek society, the impact of migration on public health is characterized by many as a “time bomb ready to explode,” especially in urban centers. Meanwhile, the economy and particularly the informal sector of the labor market is benefiting from migrant workers. More research is needed as this mode of exploitative labor and precarious employment needs to be adequately addressed to mitigate barriers in the access of labor and healthcare rights. Originality/value Via its contribution to the sociology of migration with particular emphasis on labor healthcare, the paper provides evidence that due to their concentration in precarious, low-status/low-wage jobs migrant workers have very limited access to healthcare services. The removal of inequalities and discrimination against migrant workers in accessing healthcare services and medical care is a challenge for South European Union countries and particularly for Greece. However, in spite of this, there is no uniform policy in the management of migrants with respect to their access to health services. The paper will aid debates between policy makers and academics working on migration and inequalities due to the division of labor and health disparities, will contribute to the understanding of the perils attached to precarious, low-status/low-wage jobs and in addressing health inequalities effectively.

Globalization can be viewed as a process of increased freedom and capacity of individuals and firms to conduct economic activities with residents of other countries. The driving forces of globalization stem from the reduction in barriers for conducting business across political and geographic barriers, as well as the reduction and convergence of transaction costs via advances in “transport of information.” There is a consensus that innovation and the accompanying progress in information and communication technology (ICT) serve as a catalyst for economic growth. This chapterdiscusses the ICT environment within the Central and Southeastern European (CSEE) counties and the changes in this sector within the European Union (EU). Examination of strategies taken by these nations to improve their economic performance may offer decision makers in other regions some options to deal with impending changes. Particular emphasis is on the efforts of CSEE nations to build a creditable government, reliable political system, and competitive economy. These nations serve as a laboratory for implementing radical changes in their political economy from a centrally planned, one-party system to a democratic market-based system. Specific recommendations include emphasis on effectual dissemination of information between purchasers and suppliers. Information broadcasting is highly related to the creation of an efficient digital system. Specific needs include improved capacity to standardize reports, forms and information transmission functions. Furthermore, IT support and training programs are essential to reduce market distortions.
