Recent advances in the efficiency and manufacturing technology of CuInSe2 (CIS) thin films demonstrate the opportunity for low-cost large-scale production of photovoltaics for utility applications. Large area (0.4 m2) submodules with 9.7 percent aperture efficiencies yielding 37.8 watts have been fabricated. Thin film fabrication techniques used in the production of modules enable reduced production costs compared with those for single crystal silicon. The performance of 0.4 m2 modules is projected to exceed 50 watts, based on performance achieved to date on 0.1 m2 modules and small area test devices. Preliminary tests packaged (encapsulated and framed) modules show no significant losses after 15 1/2 months of continuous outdoor exposure. Fabrication of 0.4 m2 modules to demonstrate the feasibility of large-scale commercialization of CIS thin film photovoltaics for utility applications is currently under way.

Banyaknya film yang telah diproduksi dari berbagai kategori seperti drama, komedi, horor, dan lain-lain menyebabkan penonton memiliki banyak pilihan film yang akan ditonton. Sistem rekomendasi merupakan sebuah sistem komputer yang membantu membuat suatu keputusan dengan memberikan saran kepada pengguna melalui pemrosesan data pada sistem. Dengan adanya pemanfaatan teknologi informasi dibutuhkan suatu sistem yang memudahkan penonton dalam memilih film yang ditonton. Tujuan dari kajian ini yaitu merancang sebuah sistem rekomendasi film bagi kalangan konsumen perfilman. Perancangan sistem menggunakan metode MAUT atau Multi Attribute Utility Theory. Data yang digunakan pada sistem berasal dari IMDB (Internet Movie Database) yang diambil dari proses request API. Hasil penelitian ini adalah aplikasi pengambilan keputusan berbasis website yang dapat memberikan rekomendasi film bagi para penggunanya. Selain itu, aplikasi juga menyediakan fitur tambahan seperti laporan film dan pengolahan film yang membantu pengguna dalam mendapatkan informasi film yang sudah dicari.

Performance degradation under environmental conditions currently limits the practical utility of perovskite-based solar cells. The moisture stability of CH3NH3PbI3 perovskite films and solar cells was measured during exposure to three different levels of relative humidity. The films were crystallized at two different temperatures with and without simultaneous exposure to supercritical carbon dioxide. The film crystallinity, optical absorption, and device photoconversion efficiency was measured over time for three relative humidity levels and both crystallization methods. It was determined that film crystallization in supercritical CO2 resulted in significant improvement in moisture stability for films processed at 50 °C, but negligible improvement in stability for films processed at 100 °C.

Niobium oxides (NbO, NbO2, Nb2O5), being a versatile material has achieved tremendous popularity to be used in a number of applications because of its outstanding electrical, mechanical, chemical, and magnetic properties. NbxOy films possess a direct band gap within the ranges of 3.2–4.0 eV, with these films having utility in different applications which include; optical systems, stainless steel, ceramics, solar cells, electrochromic devices, capacitor dielectrics, catalysts, sensors, and architectural requirements. With the purpose of fulfilling the requirements of a vast variety of the named applications, thin films having comprehensive properties span described by film composition, morphology, structural properties, and thickness are needed. The theory, alongside the research status of the different fabrication techniques of NbxOy thin films are reported in this work. The impact of fabrication procedures on the thin film characteristics which include; film thickness, surface quality, optical properties, interface properties, film growth, and crystal phase is explored with emphases on the distinct deposition process applied, are also described and discussed.

The use of empirical analysis techniques for the simultaneous determination of the thickness and composition of thin film samples usually requires a suite of well characterized similar type standards. While this may be adequate for a quality control application, this requirement severely limits the utility of X-ray fluorescence in the analysis of thin films in a service lab or research environment.The use of fundamental parameters in the analysis of thin films allows the simultaneous determination of the thickness and composition of single and multiple layer thin film unknown samples without the use of similar type standards.

We present a method for nanoscale thermal imaging of insulating thin films using atomic force microscopy (AFM), and we demonstrate its utility on VO2. We sweep the applied voltage V to a conducting AFM tip in contact mode and measure the local current I through the film. By fitting the IV curves to a Poole–Frenkel conduction model at low V, we calculate the local temperature with spatial resolution better than 50 nm using only fundamental constants and known film properties. Our thermometry technique enables local temperature measurement of any insulating film dominated by the Poole–Frenkel conduction mechanism and can be extended to insulators that display other conduction mechanisms.

The utility of a solvent is one of the key factors that impacts resultant film morphology. However, the effect of solvent-dependent morphology on the doping process and electrical conductivity has not been adequately elucidated. In this work, we compared the morphology of chloroform- and chlorobenzene-processed thiophene polymer films and investigated how the choice of solvent influences film morphology, doping level, charge transport properties, and thus electrical conductivity. It was found that the film drop-casted from chloroform exhibits better crystallinity than that drop-casted from chlorobenzene. The crystallinity has negligible impact on the doping level but significant impact on charge transport properties. As a result, the chloroform-processed film shows a higher electrical conductivity of up to 408 S cm−1 due to a high carrier mobility related to the continuously crystalline domains in film. This finding indicates that the choice of solvent for preparation of film, which strongly correlated with molecular orientation, is a new strategy to optimize the electrical conductivity of doped polymers.

We report a simple method to pattern wetting properties on thin films of periodic mesoporous organosilica (PMO). A hydrophobic methane PMO thin film was covered by masks and exposed to oxygen plasma to make the unmasked area hydrophilic. The wettability patterns could be revealed only when the films were immersed in water or exposed to moisture. We expect that our method would extend the utility of PMO to such areas as sensing and information security.

Street harassment, the sexual harassment by strangers in public places, is a common experience shared by many women and has been linked with other forms of sexual victimization. The negative impact of street harassment, such as fear and behavior to avoid being harassed, points to the need for preventing the behavior. This study sought to determine whether the documentary-style film War Zone may be effective in impacting men’s attitudes toward street harassment, and whether the effectiveness of the film would depend on men’s hostility toward women and level of peer acceptance for street harassment. Findings do not support the effectiveness of War Zone as a component of street harassment prevention. However, the data does suggest that endorsement of hostile attitudes toward women predicts a lack of empathy, and that endorsement of hostile attitudes toward women, a lack of empathy, and peer acceptance of street harassment predict acceptance of street harassment.

AbstractThis chapter provides a first look at the policy advisory system of an illiberal-populist democracy, Hungary, asking how can we explain the low level of advisory engagement of Hungarian political scientists? and how can we apply our theoretical framework to describe the patterns of policy advisory activities of Hungarian political scientists? Based on an overview of Hungarian policymaking, we expect a closed, politicized policy advisory system dominated by the central government and its externalized structures of advice. Access is expected to be selective, based on personal connections. We find that policy advice is neither especially restricted nor incentivized by professional norms and academic career considerations, but there is a general lack of fit between knowledge demand from policymakers and traditional areas of political science. The decisive factor in explaining the low level of engagement in Hungary seems to be demand from the potential recipients and the selective access to the policymaking process. Advice is institutionalized outside of academia and the internal governmental arena, with (consulting) firm membership being the strongest predictor of advisory engagement and think tanks being the most frequent recipient. The advisory strategies observable are often highly informal, while those lacking personal connections utilize alternative, more formal means.

One of the most promising developments for lowering the cost of utility scale concentrating solar power (CSP) is the emergence of durable reflective polymer films as an alternative to conventional curved glass mirrors. The broad adoption of wide web polymer film reflectors has been slowed by the lack of long-term weathering data. With the advent of the Ultra Accelerated Weathering System (UAWS), testing and development can proceed at a faster pace, and ReflecTech® Mirror Film has recently exceeded the equivalent terrestrial UV cumulative dosage of 25 years. ReflecTech® Mirror Film was developed through earlier collaborations between ReflecTech, Inc. (a subsidiary of SkyFuel, Inc.) and the National Renewable Energy Laboratory (NREL). More recently, through a Cooperative Research and Development Agreement (CRADA), ReflecTech, Inc. and NREL have developed an abrasion resistant coating (ARC) appropriate for application to polymer based mirror film. This hardcoat was developed to address the need for reflectors that are low in cost, high in performance and durable to mechanical cleaning methods sometimes used in the CSP environment. The combined impact of these two developments has the potential to significantly change the preferred supply choice for solar reflectors in new utility scale CSP projects. ReflecTech® Mirror Film samples prepared with and without the ARC hardcoat were subjected to accelerated exposure conditions more extreme than actual conditions. Both the uncoated and ARC films exhibit excellent weatherability with no loss in reflectance after highly accelerated exposure of over 25 years equivalent terrestrial UV. The ARC coated samples also exhibited outstanding initial abrasion resistance and adhesion to ReflecTech® Mirror Film, properties that were retained after exposure to various accelerated stress conditions including condensation cycling, thermal cycling, water immersion, and accelerated exposure to UV light. ReflecTech® Mirror Film is a commercially available product. The ARC-coated ReflecTech® Mirror Film has been successfully manufactured as a 1.5 m (5 ft) wide roll-to-roll construction in a commercial production environment and after further testing is expected to be commercially available in late 2011.

Plasma assisted chemical vapor deposition of silicon films from silanes is widely used in the fabrication of silicon devices. A fundamental understanding of the mechanisms responsible for film growth would have considerable utility in the optimization of processing parameters. Reactive silicon surfaces sites and gas phase ion chemistry are believed to have important roles in the film growth process. Yet, the natures of such surface species and chemistry are highly uncertain. The trend towards increasing subminiaturization of silicon devices also demands a solution to the deleterious formation of silicon dust during film deposition.

An essential component of any fiber optic network is a 2×2 crosspoint switch (1,2). Advanced organic thin film materials have shown great promise for potential applications for photonics (3). In particular, second order nonlinear polymers have demonstrated their utility in Mach-Zehnder modulators (4-7). This paper reports progress toward a 2×2 crosspoint switch using a poled electro-optic polymer to achieve switching in an active evanescent coupler. (8) This effort came as a result of a need to develop switching for composite-embedded fiber optic data links (9, 10, 11) in avionics. The active electro-optic evanescent coupler is depicted below in Figure 1.

Low-leakage film-riding seals are a key enabling technology for utility-scale supercritical carbon dioxide (sCO2) power cycles. Fluid film-riding rotor-stator seals (operating with sCO2 as the working fluid) are designed to track rotor movements and provide effective sealing by maintaining a tight operating clearance from the spinning rotor. The operating equilibrium clearance of the seal is determined by the balance of opening and closing forces, while the rotor tracking ability of the seal at this equilibrium gap depends on the stiffness of fluid film and its insensitivity to expected distortions of the seal and/or rotor faces. Consequently, for designing a reliable film-riding seal, it is important to characterize the fluid film stiffness and its sensitivity to equilibrium gap, pressure ratio, and seal/rotor geometrical parameters. In this paper, we describe a non-rotating experimental test rig designed for measuring the fluid film stiffness of representative seal/rotor geometries along with the instrumentation and actuation mechanisms incorporated in the test rig. The rig consists of a pressure vessel, where the top cover forms the stator portion of the seal. Inside the vessel, a non-rotating dummy rotor floats on piezo-electric actuators that precisely locate the rotor surface relative to the seal bearing surface. Several rotor and stator configurations have been fabricated and tested. The rig has three independently controlled pressure cavities (supply pressure, high pressure and low pressures) and is designed to be run with medium-pressure air and with high-pressure supercritical CO2. We present typical non-dimensionalized test data from this rig with air as the working fluid. Furthermore, we present a 3D computational fluid dynamics (CFD) model with air for predicting the film stiffness, and compare the predictions of this model with the test data acquired from the rig. The CFD model predictions for film stiffness are in excellent agreement with the test data for the two tested configurations, with the CFD-based bearing pressures overpredicting the measured bearing pressures by about 10%. Unavoidable friction in the moving rig interfaces is one of the main reasons for this mismatch. Testing on this rig with sCO2 as the working fluid and comparison with sCO2-based CFD remain as future work.

Two recent papers by prominent antitrust scholars argue that a revived antitrust movement can help reverse the dramatic rise in economic inequality and the erosion of political democracy in the United States. Both papers rely on the legislative history of the key antitrust statutes to support their case. Not surprisingly, their recommendations have been met with alarm in some quarters and with skepticism in others. Such proposals by antitrust reformers are often contrasted with the Consumer Welfare Standard that pervades antitrust policy today. The Consumer Welfare Standard suffers from several defects: (1) It employs a narrow, unworkable measure of welfare; (2) It excludes important sources of welfare based on the assumption that antitrust seeks only to maximize wealth; (3) It assumes a constant and equal individual marginal utility of money; and (4) It is often combined with extraneous ideological goals. Even with these defects, however, if applied consistent with its theoretical underpinnings, the consideration of the transfer of labor rents resulting from a merger or dominant firm conduct is supported by the Consumer Welfare Standard. Moreover, even when only consumers (and not producers) are deemed relevant, the welfare of labor still should consistently be considered part of consumer welfare. In contrast, fostering political democracy—a prominent traditional antitrust goal that was jettisoned by the Chicago School—falls outside the Consumer Welfare Standard in any of its constructs. To undergird such important broader goals requires that the Consumer Welfare Standard be replaced with the General Welfare Standard. The General Welfare Standard consists of modern welfare economics modified to accommodate objective analyses of human welfare and purged of inconsistencies.
