Desvendar processos espaciais e possibilidades de planejamento em áreas de transição rural-urbana é o objetivo deste trabalho. Partiu-se do pressuposto de que, embora essas áreas não tenham sido historicamente o foco central do planejamento urbano, expressam hoje forte convergência de interesses, processos e conflitos socioeconômicos, territoriais e ambientais. Portanto, não é possível promover a ocupação e o uso sustentável e socialmente justo de todo o território municipal, como define o Estatuto da Cidade (Lei nº 10.257/01), se não há descritores técnicos e instrumentos urbanísticos capazes de garantir efetivas possibilidades de planejamento nas áreas de transição rural-urbana. Pôde-se constatar que, apesar dos recentes avanços legais/institucionais no campo da reforma urbana, ainda há muitas limitações no que diz respeito ao enfrentamento dos graves problemas decorrentes do processo histórico de uso e ocupação do território, espraiado, incompleto, especulativo, e o seu consequente planejamento. Abstract: To investigate spatial processes and city planning possibilities for the rural-urban transition areas is the objective in this paper. Was anticipated that even if these areas have not been, historically, centered by urban planning focus, they express, currently, a strong convergence of interests, processes and conflicts on social-economic, territorial and environmental issues. So, it’s not possible to promote a sustainable and socially just occupation and land use of the whole municipality area – as it is defined by the Estatuto da Cidade (“City Statute”, a 2001 Brazilian Federal Law) – if we do not have urban policy instruments that could actually guarantee urban planning possibilities for the rural-urban transition areas. Was evident that although the recent legal and institutional advances for the Urban Reform ideals in Brazil, it stills many difficulties to face the serious problems that come from an historical process of spread, incomplete and speculative land use and occupation, and its consequent planning issues. Resumo: O artigo discute a necessidade de planejar o crescimento urbano em extensãonas cidades latino-americanas face à exacerbada mercantilização do desenvolvimentourbano que envolve disponibilizar áreas urbanizáveis e atender às estratégias do mercado interessado na dispersão e em ganhos especulativos, nem sempre produzindo espaços comqualidade urbano-ambiental ou dando conta das necessidades habitacionais. Reconhecendoa perversidade desse quadro e admitindo-se que o crescimento em extensão é um padrão recorrente, procurou-se visitar a experiência colombiana que obriga os municípios a planejarema expansão urbana em diversas escalas, articulando plano urbano, execução e investimentos. Este processo centralizador, elaborado essencialmente por técnicos, parece ter tido resultados urbanos: produziu preventivamente novas áreas urbanizadas com qualidade em Bogotá edeixou aos empreendedores privados a construção da habitação. No entanto, manteve algumas características do padrão periférico de crescimento, como a não mescla de classes sociais, a concentração de habitação distante de outros usos ou trabalho.Palavras-chave Bogotá; Colômbia; expansão urbana; planejamento urbano; plano parcial; plano urbano. Abstract: The paper discusses the possibility of planning urban growth in LatinAmerican cities facing the radicalization of urban sprawl, mercantilization of urban landand speculative land markets that seldom produce spaces of quality, neither respond to housing needs. Recognizing this model as inadequate, and assuming that urban growth is a recurring pattern, this paper brings the Colombian experience, which requires municipalities to planurban expansion in many realms, concerning urban plans, implementation and investmentson settlements. This centralized process, developed essentially by experts, seems to have produced positive achievements: produced good quality urbanized areas in Bogota while leaving housing building to private developers. However, some patterns of peripheral growth were mantained,such as social homogeinity and settlements distant from other urban activities.Keywords: Bogota; Colombia; partial plan; urban plan; urban planning;urban sprawl.

ResumoO principal instrumento brasileiro de regulação de uso do solo é a legislação, que ordena e regra a ocupação do território. Neste estudo objetivou-se verificar a efetividade da legislação como instrumento para regular a expansão urbana em zonas rurais. Fez-se isso a partir de um confronto entre os resultados esperados e os efetivos da aplicação da legislação de ocupação do território para o município de Estância Velha, de 1955 a 2018. Levantou-se toda a legislação urbanística municipal, identificou-se e mapeou-se as alterações no macrozoneamento urbano-rural do município e as barreiras à expansão urbana. Avaliou-se os aumentos no perímetro urbano quanto à sua necessidade comparando-os ao contexto econômico e demográfico. Viu-se que a legislação exerceu um fator importante de ordenamento territorial, porém insuficiente, dado que ocupações com fins urbanos dentro da zona rural continuaram ocorrendo e foram pretexto para aumentos de perímetro urbano. Verificou-se que a legislação urbanística foi parcialmente efetiva e teve um papel relevante na definição de barreiras à expansão urbana; que determinados tipos de uso do solo nestes locais reforçam a legislação; e que não há garantia da permanência da condição de barreira ao longo do tempo, dada a fragilidade da proteção legal e pressões por modificações da legislação.Palavras-chave: Legislação urbanística. AbstractThe aim of this study is to verify the effectiveness of laws and regulations that control urban expansion in rural areas, since they are the main Brazilian land planning instruments . Thus, we compare the expected results of the application of land use laws with the effective land occupation for the municipality of Estância Velha, in Brazil, in the period from 1955 to 2018. This paper identifies each local urban planning law, while analyzing and mapping land zoning changes between urban and rural zones, along with identified barriers to urban expansion. The increases in the urban perimeter were assessed as to their need by comparing them to the economic and demographic context. Results show that legislation is an important land planning instrument, although insufficient, given that urban land uses were still found in rural zones and were used as a pretext for urban perimeter increases. It is also shown that urban planning laws play an important - however partially effective - role related to delimiting barriers to urban expansion, despite the fact that certain types of preexisting land uses in these places reinforce such laws. Finally, it was also noted that there is no guarantee of the barrier condition lasting over time, given the fragility of legal protection and the pressures to modify it.Keywords: Urban law. Worldwide is observed an expansion in urban areas. In Greece a proportional phenomenon is mentioned. More than 52% of the Greek population now lives in the two metropolitan municipalities of Athens and Salonica. For this reason grows up the scientific interest to urban geology and urban geomorphology. Urban Geology is the application of geologic knowledge to the planning and management of metropolitan areas. Its domain spans both regional geology and applied geology. Urban Geomorphology is the study of man as a physical process of change whereby he metamorphoses a more natural terrain to an anthropogene cityscape. In such a context Urban Geomorphology is the surface component of Urban Geology, which is one of the important subfields of environmental geology. The urban geomorphology is related with the management of natural hazards and the spatial planning. Engineering geology and urban planning need to interface with geomorphology in hazardous areas.

O presente artigo tem como objetivo aprofundar o debate acerca da emergência do tema da qualidade de vida vinculado ao meio urbano e de suas possibilidades para o planejamento urbano. De caráter exploratório, através de pesquisa bibliográfica e documental, o artigo procura delimitar marcos conceituais sobre a qualidade de vida e sua relação com um novo modelo de planejamento urbano a partir do paradigma do desenvolvimento social e de diretrizes do Estatuto da Cidade (2001), além de discutir formas de operacionalização desse conceito tendo como base algumas experiências de construção de sistemas de indicadores de qualidade de vida urbana no Brasil. Como resultados, evidencia-se que a preocupação com a qualidade de vida tem sido expressão recorrente nos debates sobre o presente e futuro das cidades, ganhando espaço e legitimidade a partir de um esforço de delimitação conceitual e de instrumentos para sua mensuração, destacando a contribuição de indicadores georreferenciados para melhor compreensão de desigualdades intraurbanas em diversas áreas. Acredita-se que a incorporação dessa discussão ao planejamento urbano pode contribuir de maneira significativa para pensar e operacionalizar instrumentos que auxiliem no direcionamento de ações e efetivação de políticas públicas para melhoria das condições de vida da população. GEOREFERENCED INDICATORS OF URBAN QUALITY OF LIFE: possibilities for urban planning Abstract This article aims to deepen the debate on the growth of the quality of life theme linked to the urban environment and its possibilities for the urban planning. With exploratory character, through bibliographical and documentary research, the article seeks to define conceptual frameworks on the quality of life and its relationship with a new urban planning model from the social development paradigm and the “City Statute” guidelines (2001), besides discussing ways of operationalizing this concept, basing on experiences of previously existing systems of urban quality of life indicators in Brazil. As a result, it is clear that the concern for quality of life has been a recurring point in discussions regarding the present and future of cities, gaining ground and legitimacy from efforts of conceptual delimitation and tools for its measurement, highlighting the contribution of georeferenced indicators for a better understanding of intra-urban inequalities in many areas. It is believed that the incorporation of this discussion into urban planning can contribute significantly to think and operationalize instruments that can help to direct actions and execution of public policies to improve the living conditions of the population. INDICADORES GEOREFERENCIADOS DE CALIDAD DE VIDA URBANA: posibilidades de planificación urbana Resumen En este artículo se pretende profundizar el debate sobre el surgimiento del tema de la calidad de vida relacionado con el ambiente urbano y sus posibilidades para la planificación urbana. De carácter exploratorio, a través de la investigación bibliográfica y documental, el artículo busca definir los marcos conceptuales de la calidad de vida y su relación con un nuevo modelo de planificación urbana desde el paradigma del desarrollo social y las directrices del Estatuto de la Ciudad (2001), además de discutir maneras de hacer operativo este concepto basado en algunas experiencias en la construcción de sistemas de indicadores de calidad de vida urbana en Brasil. Como resultado de ello, es evidente que la preocupación por la calidad de vida ha sido una expresión recurrente en los debates sobre el presente y futuro de las ciudades, ganando terreno y legitimidad a través de esfuerzos de delimitación conceptual y herramientas para su medición, destacando la contribución de indicadores georeferenciados para una mejor comprensión de las desigualdades intra-urbanas en muchas áreas. Se cree que la incorporación de esta discusión a la planificación urbana puede contribuir significativamente a pensar y operar instrumentos que ayudan a dirigir las acciones y ejecución de políticas públicas para mejorar las condiciones de vida de la población. ResumenLa actuación sobre el medio urbano de regeneración y renovación integrada (aMU-RRi) configura el nuevo paradigma de la intervención urbana, la preservación urbana con carácter conjunto e integrado. Para ello redefine la viabilidad económica, afecta el deber de conservación del derecho de propiedad a la actuación y articula un modelo de equidistribución de reparto de costes que supera las pautas del urbanismo que hemos conocido.El presente artículo constituye un breve recorrido histórico por los instrumentos y técnicas que ha dispuesto el urbanismo español para la preservación urbana: desde inviable e insostenible modelo clásico del urbanismo, pasando por el modelo de la sostenibilidad que incorporó la sostenibilidad plena y el régimen estatutario del derecho de propiedad, pero que estableció un régimen general de intervención sobre el suelo urbanizado inviable y dejó un hueco falto de regulación para la preservación de la ciudad; para alcanzar la definición de la aMU-RRi con la legislación del modelo por la ciudad y sus adaptaciones autonómicas de medio urbano y que ayudará a la formación del nuevo paradigma urbanístico, basado en la función social del derecho de propiedad que nos hemos dado para la preservación urbana conjunta e integrada de eso que llamamos, la ciudad.AbstractThe integrated urban regeneration and renewal intervention (aMU-RRi) configures the new paradigm of urban intervention, with its joint and integrated character for urban preservation. To this end, it redefines the economic viability, affects the duty of preservation of the right of property and articulates a model of equistribution of distribution of costs that surpasses the urban planning guidelines that we have known.This paper constitutes a brief historical journey through the instruments and techniques that Spanish urban planning has provided for urban preservation: from an unviable and unsustainable classic urban planning model, through the sustainability model that it incorporated full sustainability and the statutory property rights regime, but that established an unviable general intervention regime in the existing city areas and also left a gap due to the lack of regulation for the preservation of the city; and finally up to the definition of the aMU-RRi with city preserving legislation and its regional adaptations and that will help the formation of the new urban paradigm, based on the social function of property rights that we have been given for the joint and integrated urban preservation of what we call, the city.

Atualmente o crescimento urbano é considerado com um dos maiores desafios relacionado ao planejamento regional. Nesse sentido ressalta-se a importância da utilização de ferramentas de análise espacial como o SIG e o Sensoriamento Remoto que auxiliam de maneira eficaz o ordenamento territorial. O objetivo do presente trabalho foi elaborar uma análise multitemporal para o crescimento urbano do município de Taubaté-SP. O modelo de análise foi realizado por imagens orbitais Landsat 5 TM e 8 OLI utilizados para o mapeamento do uso e cobertura da terra no anos de 1986, 1996, 2006 e 2016. Foram utilizados também Modelos Digitais de Elevação do Terreno extraídos a partir do modelo SRTM Topodata, software ENVI 4.7 e ArcGIS 10.2.1. Entre os resultados alcançados destacam-se as manchas de expansão urbana nos anos analisados em diferentes contextos de produção do espaço urbano com destaque no crescimento que ocorreu nas áreas periféricas entre os anos de 2006 e 2016. MULTITEMPORAL ANALISIS OF URBAN EXPANSION OF TAUBATÉ-SP BETWEEN THE YEARS OF 1986 TO 2016 ABSTRACT Nowadays the urban growth is considered as one of the most challenge related to regional planning. Hence should be highlighted the need spatial analysis tools as GIS and Remote Sensing that aid with effective way the territorial planning. The objective of this paper was to elaborate a multi temporal analysis for urban growth of Taubaté city, São Paulo state. The model was driven by orbital Landsat 5 TM and 8 OLI imagery used for mapping the land use and land cover for 1986, 1996, 2006 and 2016 years. It were used also Digital Elevation Model issued from SRTM from Topodata, the software ENVI 4.7 and ArcGIS 10.2.1. Among the reached results, we shed light over urban expansion patches in studied years with different contexts of urban spatial production with a highlight in urban growth overall for periphery and edge areas from 2006 to 2016. En este sentido destaca la importancia da utilización de herramientas del análisis espacial por ejemplo SIG y Teledetección que auxilian eficazmente la ordenación territorial. El intuito deste trabajo se fue elaborar el análisis multitemporal para la expansión urbana del municipio de Taubaté-SP. El modelo de análisis se fue realizado por imágenes orbitales del Landsat 5 TM y 8 OLI usados para el mapeo del uso de la tierra en los años de 1986, 1996, 2006 e 2016. Se fueram usados también Modelación Digital de Altitud obtenidos a partir del modelo SRTM Topodata, software ENVI 4.7 e ArcGIS 10.2.1. Entre los resultados alcanzados destaca las manchas de expansión urbana durante los años analisados en diferentes marcos de produción del espacio urbano con destaque en la expansión que ocorrió en areas periféricas dentre los años de 2006 a 2016. Resumen: El crecimiento de la población en las zonas urbanas es una dificultad que se genera a nivel mundial y que requiere de tácticas que permitan contrarrestar sus efectos. Las ciudades inteligentes son vistas como una excelente solución a esta problemática ya que genera soluciones viables al apoyarse en la tecnología para gestionar diversos aspectos dentro de los que se incluye el entorno urbano. Este trabajo presenta una revisión de investigaciones que involucran la gestión urbana dentro de las ciudades inteligentes. Analizando el papel que cumple la gestión urbana dentro las ciudades inteligentes, lo que nos muestra que la gestión urbana apoyada de las TIC coopera visiblemente en la conformación de las ciudades inteligentes logrando mejorar la calidad de vida de sus habitantes. ___Palabras clave: ciudad inteligente, gestión urbana, planificación urbana, TIC. ___Abstract: Population growth in urban areas is a wordwide-generated difficulty and requires of tactics to counteract its effects. Smart cities are seen as an excellent solution to this problem, because they generate viable solutions to rely on technology to manage various aspects within which the urban environment is included. This paper presents a review of research involving urban management in smart cities. As pesquisas elaboradas para compreender a urbanização desigual em Curitiba enfatizaram o papel do planejamento urbano nesse processo. Entendendo que essa desigualdade é resultado da forma como se dá a valorização da terra e da apropriação diferenciada desta pelas camadas sociais, torna-se necessário compreender como a prática do planejamento urbano se articula a essa dinâmica. Considerando que o avanço dessa discussão deve procurar revelar as causas dessa desigualdade, e não apenas constatar sua existência, este artigo tem como objetivo compreender essa relação a partir da análise de um caso específico: o Ecoville. Originalmente concebido como uma nova frente de expansão urbana que evitaria a ocupação de áreas impróprias na cidade, sua implantação ocorreu de maneira totalmente oposta, produzindo um espaço com baixa densidade populacional voltado para camadas de alta renda. Argumenta-se que o estudo do Ecoville contribui para construir uma explicação sobre a prática do planejamento urbano em Curitiba, porque evidencia as contradições que são produzidas em torno da valorização da terra. Abstract: In order to understand the uneven urbanization in Curitiba, previous researches have emphasized the role played by urban planning on this process. Believing that this urban inequality results from the manner that land values and ways of occupation by different social classes are established, it urges then to understand the work extent of urban planning on this dynamic. The goal of this article is to move forward the debate on this field by revealing the causes of this inequality, and not only assuming its existence, through the analysis of a specific case study: “Ecoville”. Originally conceived as a new urban front that would avoid settlement at improper areas within the city, its materialisation followed a totally opposed path, producing a low density development only suitable for upper classes. The research of this case study – “Ecoville” – helps to build an explanation of the urban planning practice in Curitiba, as it reveals the contradictions that stir around land values. The aim of this paper is the analysis of metropolitan strategic planning in Sicily. Urban areas are becoming important units for territorial cohesion policy and strategic planning represents more and more an important policy instrument. Evidence of a policentric pattern is tested across 30 strategic plans carried out by Sicilian cities in order to derive useful insights for policy implications. Methods and Results This study uses multidimensional scaling and rank-size regressions across Sicilian Functional Urban Areas (FUA) as well as descriptive information drawn from strategic plans in order to identify the main characteristics of these instruments and to provide evidence on their capacity to innovate traditional local development policies. Since the Nobi Earthquake of 1891, seismology, engineering seismology, earthquake engineering, structural engineering and sciences which are related to the phenomena of earthquakes were developed in Japan. Especially pure sciences and engineering made great advances individually. However, actual earthquake damage has not yet ceased to exist, and this damage leads the loss of a great number of human lives. Undeveloped areas and not so important buildings have always suffered these disasters. From worldwise point of view, there is a more serious problem, sometimes more than 10,000 people are killed by an earthquake. The importance of these sciences and engineering is centered in such problems, but at their present stage of development they can not solve these serious problems. Primarily because there are many problems regarding the economical conditions. Seismic microzoning has its purpose in the solution of the serious problems mentioned above. The results of seismic microzoning should cover whole areas and structures, for saving money in construction and to minimize the danger posed to human life. Also seismic microzoning works are related to the disaster prevention programs of various areas. Investigations into seismic microzoning are mainly related to the field of engineering seismology and its applications are in earthquake engineering, but fundamental investigations and applications can not be separated, they are closely related. Thus difficult points still exist, because only a few investigators have interests in the applications of seismic microzoning work. In this paper the author tries to explain the theoretical background and the technique of application of seismic microzoning which developed mainly in Japan. But these theoretical and technical results are not yet completed, and the facts interpreted from the strong motion seismograms and other results of field observations will correct these conclusions.

Urban green areas have multiple roles in cities and to a large extent they determine the quality and livability of urban space. The process of urbanization has led to an increase in construction in cities and reduction of open public spaces, especially green areas. Planning of urban green areas is an integral part of urban planning, thus changes in planning and development of urban green areas can be observed through urban planning documents. The main question is whether the loss of green areas is a consequence of non-compliance with plans, or the reason for this lies in the method of planning of green areas. In order to answer this question the paper discusses: functions, standards and classification of urban green areas in general, and their use in two successive general urban plans of the city of Nis in the last twenty years, as a prerequisite for the development of green areas in accordance with growing need for green areas in the city.

Introduction. The integrated and sustainable development of urban areas within the framework of urban planning is based on the principle of effective use and is embodied in urban planning solutions. Characteristic aspects of appropriate urban planning solutions encompass various technical, technological, social, environmental, economic issues and development peculiarities of urban areas and buildings. Urban planning solutions, developed for areas and buildings in need of an effective management and evaluation system and a comfortable and safe urban environment, are the subject of this research. The purpose of the research is to develop an approach to organizing the development and selection of optimal urban planning solutions towards the development and transformation of areas and buildings. Materials and methods. Due to its complexity, urban planning goes beyond traditional design and construction and needs sound and effective organization and management methods. Within the framework of this approach, organizational models of development, implementation and optimization of urban planning solutions must have the following components: object and subject of control, parameters of regulatory influence, information and technical support. Towards this end, the list of applications of urban planning solutions, their composition and characteristics are presented. Research methods include structural and functional analysis. Results. The authors have discovered that the effective management of urban planning solutions requires an information model of built-up areas that will be updated and upgraded on an ongoing basis. The mathematical description of the process of selecting optimal urban planning solutions is presented. Conclusions. The list of provisions, formulated by the authors, establishes a scientific rationale for the development and implementation of investment programmes and projects focused on the reengineering of areas and buildings, their composition and structure, establishes an effective regime and configuration of flows of regulatory impacts within the framework of urban planning activities, as well as the preconditions (conditions) of organizing the development and selection of optimal urban planning solutions.

This study examines the development of an optimal urban planning methodology that ensures the safety of buildings and structures in residential areas affected by hostilities in Syrian cities as part of the recovery and reconstruction process to minimize the loss of urban property and population in the event of a recurrence of such hostilities in the future. The study is based on the urban planning methodology developed by the author to assess the destruction of residential areas and is considered its continuation, which allows determining the degree of destruction of residential areas in the radius of the source of destruction by the excessive pressure of a blast wave and the explosives used. The principles of safest urban planning were determined by analyzing and comparing urban planning models and determining the optimal distance between buildings by defining the blast radius and the safest distance at which buildings can be located.

The energy balance differences between urban and rural areas give rise to a representative phenomenon of urban climate change called the urban heat island (UHI). The UHI phenomenon, which is exacerbated by global warming effects and urban expansion, exposes urban areas and populations to thermal stress and overheating. Therefore, measuring the intensity of UHI vulnerability is needed to mitigate its effects on health, comfort, energy consumption and infrastructure. Additionally, urban decision makers are looking for methodologies to identify the most vulnerable areas in urban planning. This research aims to investigate areas prone to urban overheating in Montpellier Mediterranean metropolitan area as a representative case study of the French urban planning context. The objective is to develop a methodology for assessing UHI vulnerability based on the interaction of exposure and sensitivity to urban planning policies. Accordingly, a set of fifteen indicators is developed to visualize urban planning policies, exposure and sensitivity to urban overheating. A statistical-based method is applied to determine the individual weights based on the indicators’ variance, which is calculated using principal component analysis (PCA). The spatial and urban planning distribution of vulnerability is then analyzed. The results indicate that the areas with the highest urban planning challenges are most vulnerable to UHI. In fact, the results reveal that these areas have urban planning characteristics likely to aggravate urban overheating. Therefore, this research proposes a methodology for integrating mitigation solutions into urban planning: increase in permeable and green areas; improvement of urban ventilation and heat exchange and decrease in anthropogenic heat generation. It demonstrates that combining urban planning policies with exposure and sensitivity is a new perspective for vulnerability studies. The findings of this study can be utilized by decision makers to better visualize areas susceptible to UHI and plan appropriate mitigation strategies.

AbstractFood access, stability and utilisation are key dimensions of food security at an urban scale. When the majority resided in rural areas, and lived predominantly agrarian lifestyles, it made sense for the state to govern food security through national agricultural ministries, focusing predominantly on the availability dimension of food security. With the transition to a majority urban world, coupled with the food security challenges currently experienced in urban areas, specifically in Africa, these historical policy and governance structures are increasingly inadequate in responding to essential food and nutrition needs. Problematically, urban areas, and specifically urban managers, cite unfunded mandates, and absent authority, as the reasons for not engaging food and nutrition governance responses. This paper argues that this is a false position. Drawing on recent data from household food security and poverty surveys, the paper calls for new and expanded planning and design approaches at the urban scale. The paper argues that spatial planning and urban design principles and actions provide an immediate and effective means through which to engage urban food system questions. Importantly these actions are essential to the transition from the current piecemeal project responses to urban food system inadequacies. Food sensitive planning and urban design is offered as a specific approach that could assist in programming food system–related challenges at the urban scale, responding to conceptual, analytical, organisational and design related dimensions of planning, and in so doing offering a longer term, systematic response to urban food insecurity.

Agricultural and forest lands near settlements are main reserve for expansion of urban areas. Thus, among 148.5 thousand hectares of lands added to Moscow city territory in 2012, 72.2 thousand hectares or 48% were occupied by agricultural and forest lands. Urban areas are characterized by excessively high intensity of land use, land depletion, deterioration in environmental quality and decline in sustainability of urban development. The paper presents the results of analysis of urban land use planning system in the interests of sustainable development of urban territories. The object of the study is the land that is part of Moscow, which is planned to be developed in the coming decades. The authors propose an algorithm for urban development of such areas, which takes into account the quality of land. Design calculations for areas under development were carried out for Shchapovskoye settlement in New Moscow as an example. In addition, the paper covers aspects of land management when developing agricultural land within cities. The authors developed a classification of agricultural land according to a criterion of “suitability for urban development”. The suggested classification has been applied to achieve the objectives of planning urban land use development, determining the order of construction on agricultural lands within the system of sustainable urban development management.

Purpose Urban heritage areas are under significant pressure as a result of increasing populations and significant visitor growth. The growth in visitor numbers is of particular concern as this is leading to the phenomenon of overtourism. In Asia, although the issue of overtourism requires immediate attention in order to avoid the loss of tangible and intangible heritage, many of those responsible for managing urban heritage areas lack the skills and competencies to prevent it or mitigate its effects. The purpose of this paper is to present an exploratory competency framework for managing urban heritage areas sustainably, for thereby preventing and/or mitigating overtourism. Design/methodology/approach In developing this framework, the authors examined how the context needs to change in order to implement sustainable urban heritage management, and they identified the particular competencies and associated skills and knowledge that are required of the stakeholders responsible for urban heritage areas to manage, prevent and/or mitigate overtourism. This analysis was based on a series of case studies examining the planning and management of urban heritage areas in Asia. Findings It was found that meeting three key objectives was essential in improving the competencies of stakeholder heritage area planners and developers as it relates to overtourism: integrated team approach, a mindset change on the part of key stakeholders and a common vision guiding the development process. Research limitations/implications It was found that in order for urban heritage managers to sustainably manage the heritage under their responsibility and prevent and/or mitigate overtourism, a fundamental shift in mindset is required on the part of key stakeholders, moving away from a “silo” approach and towards an integrated approach to urban heritage management, in which the team leaders and management teams have an interdisciplinary set of competencies and are supported in the planning and management process by subject/discipline specialists. The authors found that the set of competencies that are required by heritage management teams lie at the intersection of the four key areas of policy and planning intervention in urban heritage areas, which are: community economic development, urban planning and design, urban heritage area planning, and tourism planning and management. The competencies can be categorized under three headings: interdisciplinary perspective, soft management competencies and technical competencies. Originality/value This paper was developed based on the authors’ experience in planning and tourism initiatives throughout Asia and on a long history of urban heritage tourism and planning work around the world. Most of the discussion focusses on how urban destinations can prevent and/or address the issues associated with overtourism by enhancing the competencies of the teams and practitioners who are responsible for managing urban heritage areas.

Urban planning is an integral part of economic planning. The concept of planning has became more popular because of answering the questions; what to produce, how to produce and to whom should be produced. If there is a proper planning in urban areas of any country, then economic development is possible in those nations. In this paper, attempts were directed to explore the relationship between dependent and affecting variables (independent variables) in the time of study of urban planning. It concluded that there is no association among urban growth and urban population, number of urban areas as well as urban population percent. The identified urban indicators are regressed with urban growth which reveals that the variables are not best fitted so that the development of our nation is still in the verge of obstacle. P value of all these independent variables are insignificant (P > 0.05, 0.87 coefficients of urban population percent, 0.72 coefficient of number of urban areas and 0.09 coefficient of national population growth > 0.05).

Global large-scale urbanization has a deep impact on climate change and has brought great challenges to sustainable development, especially in urban agglomerations. At present, there is still a lack of research on the quantitative assessment of the relationship between urban scale and urban expansion and the degree of the urban heat island (UHI) effect, as well as a discussion on mitigation and adaptation of the UHI effect from the perspective of planning. This paper analyzes the regional urbanization process, average surface temperature variation characteristics, surface urban heat island (SUHI), which reflects the intensity of UHI, and the relationship between urban expansion, urban scale, and the UHI in the Beijing–Tianjin–Hebei (BTH) urban agglomeration using multi-source analysis of data from 2000, 2005, 2010, and 2015. The results show that the UHI effect in the study area was significant. The average surface temperature of central areas was the highest, and decreased from central areas to suburbs in the order of central areas > expanding areas > rural residential areas. From the perspective of spatial distribution, in Beijing, the southern part of the study area, the junction of Tianjin, Langfang, and Cangzhou are areas with intense SUHI. The scale and pace of expansion of urban land in Beijing were more than in other cities, the influencing range of SUHI in Beijing increased obviously, and the SUHI of central areas was most intense. The results indicate that due to the larger urban scale of the BTH urban agglomeration, it will face a greater UHI effect. The UHI effect was also more significant in areas of dense distribution in cities within the urban agglomeration. Based on results and existing research, planning suggestions are proposed for central areas with regard to expanding urban areas and suburbs to alleviate the urban heat island effect and improve the resilience of cities to climate change.

The process by which one particular section of Toronto's waterfront, Ashbridge's Bay, was developed during the 1889-1910 period is analysed in the context of broader industrialization and urban reform movements. Primary sources, largely from the Toronto Harbour Commissioners' Archives recently opened to the public, and the City of Toronto Archives, provide the basis for the analysis. Evidence demonstrates that Toronto's influential 1912 waterfront plan, crucial in reshaping the lakefront, was built on numerous previous schemes for improving the port, the harbour, and adjacent areas. Ownership of Toronto's waterfront remained under the control of civic authorities more from pragmatic considerations than from a commitment to serve community-wide interests.

O objetivo do trabalho é apresentar os principais resultados analíticos de uma aplicação de Sistemas de Informação Geográfica ao planejamento urbano. O trabalho centra-se na apresentação de diversas cartografias exploratórias relacionadas a variáveis demográficas, de risco urbano e de acesso a políticas públicas. Os resultados apontam para a superposição, em determinados setores censitários do município, de condições de extrema pobreza e risco urbanos, indicando a presença de fortes efeitos cumulativos de riscos urbanos e precariedade socioeconômica. Essa cumulatividade parece ser mais grave do que a indicada pela literatura: identificamos uma periferia mais heterogênea do que se considera comumente, incluindo espaços bem servidos e inseridos na malha urbana, e outros cuja população está submetida a condições talvez mais adversas do que a das periferias das décadas passadas.Palavras-chave: espaço urbano; condições de vida; periferia; população e meio ambiente; risco ambiental; segregação socioespacial. Abstract: The aim of this article is to present the main analytical findings of the application of GIS techniques to urban planning in Mauá, São Paulo. The paper is centre on several types of exploratory cartography related to demography, urban risk and accessibility to public policies in the 1990s. In certain census sectors of the municipality, the results show a superimposition of extreme poverty and urban risk conditions, pointing to the existence of very strong cumulative effects of urban risk and precarious socio-economic conditions. This cumulative effect seems to be more important than that indicated by the academic literature: a much more heterogeneous urban periphery than is commonly considered was identified, including areas that are very well served and included in social and urban terms, as well as others in which the population is submitted to more adverse conditions than those that characterised the metropolitan peripheries of previous decades. Abstract In the domain of spatial planning, there is a concern to preserve the territory whilst ensuring a proper expansion of urban perimeters. Cities, towns and villages should be contained within urban perimeters for building and urbanization purposes. The concept of urban perimeter is defined as the closed polygonal line demarcating the continuous territory of urban land-use. The spatial planning instruments should define the urban land-use referring to areas totally or partially urbanized or built. Regarding low-density territories with a greater propensity to urban sprawl and population ageing, the previously mentioned rules are not always met. Thus, this study focuses on the case of the Interior region of Portugal classified as low-density territory. Here the number of inhabitants is decreasing with low demand for urban spaces. However, the urban perimeters were mainly defined without being based on territorial features, topographic mapping or ecological sensitive areas. Thus, for a diversity of aspects, there are inappropriate areas to build that were wrongly included as part of urban areas, creating as a result urban void. One main reason for this problem are the topographic conditions that don’t fit with the urbanization and building requirements in urban perimeters. In this sense, this research aims to describe the articulation between the urbanization and building processes, under the rules of the Municipal Master Plans, regarding the topographic features of urban perimeters. The conclusion shows that the most sloped areas are those that were less sought after for urbanization, however these zones comprise a significant part of the urban perimeters. Finally, there is the need to stress that in low-density territories, many urban voids will never be urbanized.

Afirmamos que o planejamento urbano só confere função social à cidade se houver radical transformação das áreas privadas, de modo a reduzir, senão eliminar os vazios urbanos, existentes pela prática do uso antissocial do direito à propriedade. Nesta segunda parte, tratamos especificamente dos instrumentos de política urbana denominados Desapropriação e Zonas Especiais de Interesse Social (ZEIS) e de como podem ser aplicados para a promoção de um direito à cidade, por definição includente, em oposição a uma cidade ordenada tradicionalmente a partir de regras de um direito civil que exclui.Palavras-chave. AbstractThis paper composes the second part of a research focused on the study and promotion of the social functions of the city and of the property, based on the application of urban planning instruments set forth in Brazilian Law. We affirm that urban planning only confers a social function to the city if there is radical transformation of the private areas, in order to reduce, if not to eliminate, the urban voids, existing by the practice of antisocial use of the right to property. In this second part, we deal specifically with the urban policy instruments called Expropriation and Special Zones of Social Interest (ZEIS, in the acronym in Portuguese) and how they can be applied to promote a right to the city, by definition inclusive, as opposed to the rules of Civil Law, which are traditionally excluding.Keywords: Right to the city. The population of urban poor in India is posing enormous challenges to urban planning as there is a huge scarcity of segregated data. The five-year plans give an overview of how urban poor population has been estimated for planning and how the data deficiency in planning for them has been realized. Areas populated by the urban poor have a constellation of issues, but without data a comprehensive understanding of their vulnerabilities is lacking. Segregated data are needed for evidence-based planning. Undoubtedly, there are challenges in collecting these data. However, these challenges need to be addressed as planning so far is based on an average situation of the urban poor population, while all urban poor and the slums cannot be said equally vulnerable. Segregated data of urban poor are essential for inclusive planning and to build sustainable cities.

Resumo: A paisagem urbana apresenta uma variedade de estruturas e dinâmicas fortemente determinadas pelo uso e pela cobertura da terra, constituintes fundamentais na definição da qualidade ambiental urbana. O ordenamento do uso da terra, nas zonas urbanas, é fornecido principalmente pelas leis municipais de uso e ocupação do solo, que apresentam alto grau de complexidade dificultando a participação popular nas decisões de planejamento. O trabalho apresenta uma proposta de hierarquização dos usos da terra conforme suas potencialidades em aumentar ou diminuir a qualidade ambiental. Foram utilizadas revisão de bibliografia e legislação de zoneamento urbano como subsídios para as inferências sobre a qualidade ambiental relacionada a cada uso da terra. As centenas de diferentes usos da terra, identificados nas leis de zoneamento urbano, foram organizados na forma de uma legenda, para mapeamento em escala do lote, constituída por 15 níveis de qualidade ambiental, conforme as características de uso e de porte do estabelecimento. A legenda proposta fornece importante subsídio para o mapeamento da qualidade ambiental urbana e para a participação popular no planejamento, já que simplifica o tratamento complexo encontrado na legislação de zoneamento urbano.Palavras-chave: Planejamento da Paisagem. LAND USAGE AND URBAN ENVIRONMENTAL QUALITY: A PROPOSAL FOR A MAPPING KEY.Abstract: Urban landscapes feature a variety of structures and dynamics strongly determined by the land use and coverage, fundamental components of the urban environmental quality definition. The disposition of land use in urban areas is established, mainly, by Municipal Laws on the land use and occupation, which present a high degree of complexity, making difficult the people’s participation in the planning decisions. This work brings forward a proposal for the creation of a hierarchy for the land uses, based on its potential to increase or decrease the environmental quality. We did a bibliography and urban zoning legislation review as a subsidy for the inferences about the environmental quality related to each land use. The hundreds of land uses identified in the urban zoning legislation were organized under the format of a “key” for a scaled mapping of the plot, distributed through 15 environmental quality levels, depending on the usage characteristics and size of the establishment. The proposed “key” gives an important subsidy to the mapping of the urban environmental quality and the people’s participation in the planning, since it simplifies the complexity of the approach found in the urban zoning legislation.Keywords: Landscape Planning. El documento presenta una propuesta de jerarquización de los usos de la tierra de acuerdo con su potencial para aumentar o disminuir la calidad ambiental. La revisión bibliográfica y la legislación de zonificación urbana se utilizaron para respaldar las inferencias sobre la calidad ambiental relacionada con cada uso de la tierra. Los cientos de diferentes usos del suelo identificados en las leyes de zonificación urbana se organizaron en forma de un subtítulo para mapear la escala de la parcela, que consta de 15 niveles de calidad ambiental, de acuerdo con las características de uso y tamaño del establecimiento. El subtítulo propuesto proporciona información importante para mapear la calidad ambiental urbana y la participación popular en la planificación, ya que simplifica el tratamiento complejo que se encuentra en la legislación de zonificación urbana.Palabras clave: Planificación del paisaje. The article is devoted to the problems of developing a city development strategy and strategic planning. It is noted that the authorities in the city traditionally perform the main activity: the management of the life of the city and the development of its territories. The city development strategy and the strategic plan serve as the basis for managing the urban economy, spatial development of territories, landscaping, urban economy, roads, transport, engineering infrastructure, and environmental conditions, because all this contributes to the sustainable and efficient development of the city as a municipality. It should be noted that the formation of a strategy for the development of city territories and strategic planning are a specific, innovative process, and at the same time, constantly adapting to changing modern conditions. In recent years, major changes have taken place, a technological sequence for the process of developing a city development strategy has been developed and an innovative strategic planning technology has been proposed. The paper presents the developed strategy in the areas of housing and communal services, road infrastructure, landscaping, ecology and development of the urban environment of the city of o. Samara. It should be said that in order to develop a strategy, it was necessary to bring the strategic development goals in these areas in line with the strategic documents of the federal and regional levels and national projects, namely the regional component of national projects brought to the municipalities of the Samara region in the form of targets. However, it can be stated that at the federal and regional levels there are significant contradictions in the approaches to determining national and regional priorities for the strategic development of housing and communal services, road infrastructure, improvement, ecology and development of the urban environment in the city of Omsk. Samara is missing. To organize the process of developing the Strategy for the Development of Housing and Communal Services, goals, main tasks and a strategic vision for the development of the city of Osh were determined. The article covers the history of the creation and development of the Department of Urban Planning and Urbanism of the Kharkov National University of Civil Engineering and Architecture. There is a retrospective of the long-term work of the department staff timed to celebrate the 90th anniversary of the university. The interpretation of the formation of the urban planning format of thinking, as a powerful lever for the training of architects and urban planners, is demonstrated in different areas of scientific, educational, methodological and professional work of the department. The main task of the pedagogical work of the department was the preparation of specialists of a new formation for work in many areas related to urban planning and architectural design, this is the training of specialists of educational qualification levels "Bachelor" and "Master" in specialty 191 "Architecture and Urban Planning". Scientific research of the department staff is carried out in the following areas: urban sociology, transport systems, urban ecology, urban systems, streamlining engineering and transport networks of urban systems, urban development management, the introduction of systemic and synergetic approaches in the formation of urban planning systems, rational methods of building and reconstruction of cities and villages in Ukraine. Within the framework of the topic of improving the architectural environment and urban planning space of modern cities, studies are being carried out on the formation of the planning structure and spatial composition of Kharkov during the period of industrial and post-industrial development and the analysis of the implementation of urban planning concepts in the microdistrict development of Kharkov. The development of urban planning thinking, as the formation of a special structure of professional consciousness, is one of the main tasks of the work of the team of the Department of Urban Planning and Urbanism of KNUSA.

AbstractUrban sprawl as a low-density, planned or unplanned, unlimited and discontinuous expansion in peripheral areas of the cities is traditionally considered one of the global challenges. Iran has confronted with urban sprawl over the past four decades. The present study aimed to review and compare the relevant literature in developed and developing countries in order to study the drivers of urban sprawl particularly, the most crucial ones in Iran as a developing country in the Middle East. Accordingly, it was found that the processes of urbanization and particularly socio-economic conditions affected urban development areas in Iran. Based on the findings of previous studies, fast urbanization, land policies, and shortcomings in the planning system are the most influential drivers of the urban sprawl in Iran considering that these drivers work with each other instead of working in separated lines.Resumen La expansión urbana como una expansión discontinua, planificada o no planificada, ilimitada y discontinua en áreas periféricas de las ciudades se considera tradicionalmente uno de los desafíos globales. Irán se ha enfrentado a la expansión urbana en las últimas cuatro décadas. El presente estudio ha tenido como objetivo revisar y comparar la literatura relevante en países desarrollados y en desarrollo para estudiar los impulsores de la expansión urbana en particular, como los más importantes en Irán, un país en desarrollo en el Medio Oriente. En consecuencia, se ha encontrado que los procesos de urbanización y, particularmente, las condiciones socioeconómicas afectaron las áreas de desarrollo urbano en Irán. Según los hallazgos de estudios anteriores, la urbanización rápida, las políticas de tierras y las deficiencias en el sistema de planificación son los impulsores más influyentes de la expansión urbana en Irán, considerando que estos impulsores trabajan juntos en lugar de trabajar en líneas separadas.

Losses from commercial activities reflect the decline and deterioration of the downtown, the urban fabric and the social structure of the cities. The dependence on motorized vehicles has grown significantly among consumers who must move to meet their daily needs. Such a process marginalizes vulnerable populations by promoting urban lifestyles less sustainable. Proximity trade is therefore becoming increasingly important for those groups because it encourages dynamism among distinct urban areas and reduces the use of vehicles. This urban model addresses a relevant issue as universal accessibility that allows residents to enjoy an available city and move freely without encountering obstacles. The major role played by trade in the creation of wealth and urban fabric demands the integration of commercial areas provisions into urban policy guidelines. In this context, the study aims at developing a set of indicators that link proximity trade with the promotion of sustainable urban development and the model of compact city to be included in Spanish urban planning guidelines. Sixteen indicators were thus formulated around five areas of action: urban morphology, urban complexity, sustainable mobility, urban metabolism and social cohesion.

Rising levels of impervious surfaces in densely populated cities and climate change-related weather extremes such as heavy rain events or long dry weather periods provide us with new challenges for sustainable stormwater management in urban areas. The Special Issue consists of nine articles and a review and focuses on a range of relevant issues: different aspects and findings of stormwater runoff quantity and quality, including strategies and techniques to mitigate the negative effects of such climate change impacts hydraulically, as well as lab-scale and long-term experience with pollutants from urban runoff and the efficiency of stormwater quality improvement devices (SQIDs) in removing them. Testing procedures and protocols for SQIDs are also considered. One paper analyses the clogging of porous media in the use of stormwater for managed aquifer recharge. The Special Issue demonstrates the importance and timeliness of the topic of sustainable rainwater management, especially with regard to growing cities and the challenges posed by climate change.
