Desvendar processos espaciais e possibilidades de planejamento em áreas de transição rural-urbana é o objetivo deste trabalho. Partiu-se do pressuposto de que, embora essas áreas não tenham sido historicamente o foco central do planejamento urbano, expressam hoje forte convergência de interesses, processos e conflitos socioeconômicos, territoriais e ambientais. Portanto, não é possível promover a ocupação e o uso sustentável e socialmente justo de todo o território municipal, como define o Estatuto da Cidade (Lei nº 10.257/01), se não há descritores técnicos e instrumentos urbanísticos capazes de garantir efetivas possibilidades de planejamento nas áreas de transição rural-urbana. Pôde-se constatar que, apesar dos recentes avanços legais/institucionais no campo da reforma urbana, ainda há muitas limitações no que diz respeito ao enfrentamento dos graves problemas decorrentes do processo histórico de uso e ocupação do território, espraiado, incompleto, especulativo, e o seu consequente planejamento. Abstract: To investigate spatial processes and city planning possibilities for the rural-urban transition areas is the objective in this paper. Was anticipated that even if these areas have not been, historically, centered by urban planning focus, they express, currently, a strong convergence of interests, processes and conflicts on social-economic, territorial and environmental issues. So, it’s not possible to promote a sustainable and socially just occupation and land use of the whole municipality area – as it is defined by the Estatuto da Cidade (“City Statute”, a 2001 Brazilian Federal Law) – if we do not have urban policy instruments that could actually guarantee urban planning possibilities for the rural-urban transition areas. Was evident that although the recent legal and institutional advances for the Urban Reform ideals in Brazil, it stills many difficulties to face the serious problems that come from an historical process of spread, incomplete and speculative land use and occupation, and its consequent planning issues. Resumo: O artigo discute a necessidade de planejar o crescimento urbano em extensãonas cidades latino-americanas face à exacerbada mercantilização do desenvolvimentourbano que envolve disponibilizar áreas urbanizáveis e atender às estratégias do mercado interessado na dispersão e em ganhos especulativos, nem sempre produzindo espaços comqualidade urbano-ambiental ou dando conta das necessidades habitacionais. Reconhecendoa perversidade desse quadro e admitindo-se que o crescimento em extensão é um padrão recorrente, procurou-se visitar a experiência colombiana que obriga os municípios a planejarema expansão urbana em diversas escalas, articulando plano urbano, execução e investimentos. Este processo centralizador, elaborado essencialmente por técnicos, parece ter tido resultados urbanos: produziu preventivamente novas áreas urbanizadas com qualidade em Bogotá edeixou aos empreendedores privados a construção da habitação. No entanto, manteve algumas características do padrão periférico de crescimento, como a não mescla de classes sociais, a concentração de habitação distante de outros usos ou trabalho.Palavras-chave Bogotá; Colômbia; expansão urbana; planejamento urbano; plano parcial; plano urbano. Abstract: The paper discusses the possibility of planning urban growth in LatinAmerican cities facing the radicalization of urban sprawl, mercantilization of urban landand speculative land markets that seldom produce spaces of quality, neither respond to housing needs. Recognizing this model as inadequate, and assuming that urban growth is a recurring pattern, this paper brings the Colombian experience, which requires municipalities to planurban expansion in many realms, concerning urban plans, implementation and investmentson settlements. This centralized process, developed essentially by experts, seems to have produced positive achievements: produced good quality urbanized areas in Bogota while leaving housing building to private developers. However, some patterns of peripheral growth were mantained,such as social homogeinity and settlements distant from other urban activities.Keywords: Bogota; Colombia; partial plan; urban plan; urban planning;urban sprawl.

ResumoO principal instrumento brasileiro de regulação de uso do solo é a legislação, que ordena e regra a ocupação do território. Neste estudo objetivou-se verificar a efetividade da legislação como instrumento para regular a expansão urbana em zonas rurais. Fez-se isso a partir de um confronto entre os resultados esperados e os efetivos da aplicação da legislação de ocupação do território para o município de Estância Velha, de 1955 a 2018. Levantou-se toda a legislação urbanística municipal, identificou-se e mapeou-se as alterações no macrozoneamento urbano-rural do município e as barreiras à expansão urbana. Avaliou-se os aumentos no perímetro urbano quanto à sua necessidade comparando-os ao contexto econômico e demográfico. Viu-se que a legislação exerceu um fator importante de ordenamento territorial, porém insuficiente, dado que ocupações com fins urbanos dentro da zona rural continuaram ocorrendo e foram pretexto para aumentos de perímetro urbano. Verificou-se que a legislação urbanística foi parcialmente efetiva e teve um papel relevante na definição de barreiras à expansão urbana; que determinados tipos de uso do solo nestes locais reforçam a legislação; e que não há garantia da permanência da condição de barreira ao longo do tempo, dada a fragilidade da proteção legal e pressões por modificações da legislação.Palavras-chave: Legislação urbanística. AbstractThe aim of this study is to verify the effectiveness of laws and regulations that control urban expansion in rural areas, since they are the main Brazilian land planning instruments . Thus, we compare the expected results of the application of land use laws with the effective land occupation for the municipality of Estância Velha, in Brazil, in the period from 1955 to 2018. This paper identifies each local urban planning law, while analyzing and mapping land zoning changes between urban and rural zones, along with identified barriers to urban expansion. The increases in the urban perimeter were assessed as to their need by comparing them to the economic and demographic context. Results show that legislation is an important land planning instrument, although insufficient, given that urban land uses were still found in rural zones and were used as a pretext for urban perimeter increases. It is also shown that urban planning laws play an important - however partially effective - role related to delimiting barriers to urban expansion, despite the fact that certain types of preexisting land uses in these places reinforce such laws. Finally, it was also noted that there is no guarantee of the barrier condition lasting over time, given the fragility of legal protection and the pressures to modify it.Keywords: Urban law. Worldwide is observed an expansion in urban areas. In Greece a proportional phenomenon is mentioned. More than 52% of the Greek population now lives in the two metropolitan municipalities of Athens and Salonica. For this reason grows up the scientific interest to urban geology and urban geomorphology. Urban Geology is the application of geologic knowledge to the planning and management of metropolitan areas. Its domain spans both regional geology and applied geology. Urban Geomorphology is the study of man as a physical process of change whereby he metamorphoses a more natural terrain to an anthropogene cityscape. In such a context Urban Geomorphology is the surface component of Urban Geology, which is one of the important subfields of environmental geology. The urban geomorphology is related with the management of natural hazards and the spatial planning. Engineering geology and urban planning need to interface with geomorphology in hazardous areas.

O presente artigo tem como objetivo aprofundar o debate acerca da emergência do tema da qualidade de vida vinculado ao meio urbano e de suas possibilidades para o planejamento urbano. De caráter exploratório, através de pesquisa bibliográfica e documental, o artigo procura delimitar marcos conceituais sobre a qualidade de vida e sua relação com um novo modelo de planejamento urbano a partir do paradigma do desenvolvimento social e de diretrizes do Estatuto da Cidade (2001), além de discutir formas de operacionalização desse conceito tendo como base algumas experiências de construção de sistemas de indicadores de qualidade de vida urbana no Brasil. Como resultados, evidencia-se que a preocupação com a qualidade de vida tem sido expressão recorrente nos debates sobre o presente e futuro das cidades, ganhando espaço e legitimidade a partir de um esforço de delimitação conceitual e de instrumentos para sua mensuração, destacando a contribuição de indicadores georreferenciados para melhor compreensão de desigualdades intraurbanas em diversas áreas. Acredita-se que a incorporação dessa discussão ao planejamento urbano pode contribuir de maneira significativa para pensar e operacionalizar instrumentos que auxiliem no direcionamento de ações e efetivação de políticas públicas para melhoria das condições de vida da população. GEOREFERENCED INDICATORS OF URBAN QUALITY OF LIFE: possibilities for urban planning Abstract This article aims to deepen the debate on the growth of the quality of life theme linked to the urban environment and its possibilities for the urban planning. With exploratory character, through bibliographical and documentary research, the article seeks to define conceptual frameworks on the quality of life and its relationship with a new urban planning model from the social development paradigm and the “City Statute” guidelines (2001), besides discussing ways of operationalizing this concept, basing on experiences of previously existing systems of urban quality of life indicators in Brazil. As a result, it is clear that the concern for quality of life has been a recurring point in discussions regarding the present and future of cities, gaining ground and legitimacy from efforts of conceptual delimitation and tools for its measurement, highlighting the contribution of georeferenced indicators for a better understanding of intra-urban inequalities in many areas. It is believed that the incorporation of this discussion into urban planning can contribute significantly to think and operationalize instruments that can help to direct actions and execution of public policies to improve the living conditions of the population. INDICADORES GEOREFERENCIADOS DE CALIDAD DE VIDA URBANA: posibilidades de planificación urbana Resumen En este artículo se pretende profundizar el debate sobre el surgimiento del tema de la calidad de vida relacionado con el ambiente urbano y sus posibilidades para la planificación urbana. De carácter exploratorio, a través de la investigación bibliográfica y documental, el artículo busca definir los marcos conceptuales de la calidad de vida y su relación con un nuevo modelo de planificación urbana desde el paradigma del desarrollo social y las directrices del Estatuto de la Ciudad (2001), además de discutir maneras de hacer operativo este concepto basado en algunas experiencias en la construcción de sistemas de indicadores de calidad de vida urbana en Brasil. Como resultado de ello, es evidente que la preocupación por la calidad de vida ha sido una expresión recurrente en los debates sobre el presente y futuro de las ciudades, ganando terreno y legitimidad a través de esfuerzos de delimitación conceptual y herramientas para su medición, destacando la contribución de indicadores georeferenciados para una mejor comprensión de las desigualdades intra-urbanas en muchas áreas. Se cree que la incorporación de esta discusión a la planificación urbana puede contribuir significativamente a pensar y operar instrumentos que ayudan a dirigir las acciones y ejecución de políticas públicas para mejorar las condiciones de vida de la población. ResumenLa actuación sobre el medio urbano de regeneración y renovación integrada (aMU-RRi) configura el nuevo paradigma de la intervención urbana, la preservación urbana con carácter conjunto e integrado. Para ello redefine la viabilidad económica, afecta el deber de conservación del derecho de propiedad a la actuación y articula un modelo de equidistribución de reparto de costes que supera las pautas del urbanismo que hemos conocido.El presente artículo constituye un breve recorrido histórico por los instrumentos y técnicas que ha dispuesto el urbanismo español para la preservación urbana: desde inviable e insostenible modelo clásico del urbanismo, pasando por el modelo de la sostenibilidad que incorporó la sostenibilidad plena y el régimen estatutario del derecho de propiedad, pero que estableció un régimen general de intervención sobre el suelo urbanizado inviable y dejó un hueco falto de regulación para la preservación de la ciudad; para alcanzar la definición de la aMU-RRi con la legislación del modelo por la ciudad y sus adaptaciones autonómicas de medio urbano y que ayudará a la formación del nuevo paradigma urbanístico, basado en la función social del derecho de propiedad que nos hemos dado para la preservación urbana conjunta e integrada de eso que llamamos, la ciudad.AbstractThe integrated urban regeneration and renewal intervention (aMU-RRi) configures the new paradigm of urban intervention, with its joint and integrated character for urban preservation. To this end, it redefines the economic viability, affects the duty of preservation of the right of property and articulates a model of equistribution of distribution of costs that surpasses the urban planning guidelines that we have known.This paper constitutes a brief historical journey through the instruments and techniques that Spanish urban planning has provided for urban preservation: from an unviable and unsustainable classic urban planning model, through the sustainability model that it incorporated full sustainability and the statutory property rights regime, but that established an unviable general intervention regime in the existing city areas and also left a gap due to the lack of regulation for the preservation of the city; and finally up to the definition of the aMU-RRi with city preserving legislation and its regional adaptations and that will help the formation of the new urban paradigm, based on the social function of property rights that we have been given for the joint and integrated urban preservation of what we call, the city.

This study presents a comprehensive overview of pedestrian mall design and associated criteria. The pedestrian has, over time, been removed as the most dominant form of street life by automated and mass transportation. Cities are attempting to solve this dilemma. Several cities have renovated lengths of street to pedestrian malls in the hopes of drawing people back to the downtown environment. Detailed looks at selected case studies provide several relevant criteria including programmed activities, the need for some form of vehicular access and large retail diversity. The criteria were utilized in the design of a pedestrian corridor in downtown Louisville, Kentucky, in conjunction with the renovation of the Louisville Galleria. Two site designs were performed based upon the criteria to provide multiple solutions for the selected site. While the solutions presented represent the work of one individual, others may have a very different approach to the same problem.

Pristine landscapes are decreasing throughout the world, and many of Earth's species can no longer survive exclusively in the remaining small and isolated reserves. At the same time, urban landscapes are increasing, and can serve as potential habitat for many wildlife species. Amphibians are facing striking global declines and are particularly impacted by urban development as they often reside in areas attractive for human settlements such as flat, productive lowland areas with abundant fresh water. My dissertation aims to increase understanding of amphibian use of these landscapes and how management and planning can adapt to benefit their persistence. I conducted observational studies of amphibians and associated habitat features in two very difference landscapes and constructed experimental ponds to examine relationships between a native frog, a common pollutant, and common urban wetland plants. One observational study was in Portland, Oregon where formerly abundant wetlands have been destroyed and altered while many have also been restored or created. The other was throughout the relatively understudied urban and agricultural centers of Vietnam where biodiversity and human population growth are high. In both Portland and Vietnam I found that most regionally occurring native amphibians were breeding within city landscapes and in human-constructed water bodies. A common pollutant, nitrate, was strongly negatively associated with amphibians in Portland. In a mesocosm experiment I found that correlated contaminants are likely driving the pattern. In both Portland and Vietnam, presence of aquatic vegetation and amount of surrounding upland habitat were highly influential for native amphibians. Aquatic vegetation can take many forms, and in urban areas is often dominated by introduced species. I conducted experimental ponds studies to examine the relationship between a native frog and common native and introduced aquatic plant species. I found that the frog preferred and performed better in introduced reed canary grass than any other plants offered. This demonstrates that introduced plants are not universally detrimental to native wildlife species, and that management of these plants should consider the potential negative effects of control actions, especially in urban areas where restoration to a former pristine state is unlikely. Urban areas do not have to be devoid of diverse native amphibian communities, and instead should be viewed as potential habitat for conservation and environmental education. Amphibian use of human-constructed ponds, potted ornamental plants, and introduced reed canary grass demonstrates the adaptability of many species and the need for an integrated view of conservation that includes non-pristine areas. Using the information from this dissertation, city planners and managers can maintain and improve human-dominated landscapes to benefit native amphibians and promote their continued coexistence with humans in these areas.

Resumo: Terrain Vagues são os lugares esquecidos na cidade, mas, de forma contraditória, repletos de memória do passado incidindo sobre o presente. Este trabalho tem como objetivo verificar se o conceito estabelecido por Ignasi de Solà-Morales, denominado como Terrain Vague, aplica-se às áreas abandonadas e obsoletas na cidade de Campinas-SP. A pesquisa localiza essas áreas ao longo dos rios, das estradas de ferro desativadas, das áreas industriais obsoletas, que descrevam uma situação de abandono, de forte memória de lugar e de possibilidades múltiplas e originais. No estudo de campo, foram identificadas e analisadas as áreas quanto ao seu tipo e à sua formação: linhas férreas e pátios de ferrovias abandonados ou subutilizados; mudança ou deslocamento de áreas e lotes industriais - friche industrielle; margens de córregos com ocupações incompletas ou que se caracterizam como franjas de outras ocupações. Desse modo, o trabalho intenta revelar, através de um conjunto de documentos e sua análise, a potencialidade e a singularidade dos terrain vagues e a sua importância para a cidade, em termos quantitativos e qualitativos. Pretendese, assim, evidenciar a necessidade de uma abordagem mais completa dessas áreas antes de sua total ocupação, ocupação esta que vem ocorrendo de maneira desordenada nas últimas décadas.
Abstract: Terrain Vagues are the forgotten places in the city, but in conflict, full of memories of the past on the present. This work verifies whether the established concept by Ignasi de Solà-Morales, called as "Terrain vague", who analyses the European contemporary cities, can be applied to the abandoned and derelicts areas in Campinas to describe a situation of abandonment, of a strong memory of place, and multiple and even original possibilities. The areas were identified and analyzed according to its type and origin: Railways and its courtyards abandoned or underused; change or displacement of the industrial areas or lands - "Friche Industrielle", uncompleted projects - stream bank with uncompleted settlements or areas which are characterized as "fringe" of other occupations. Eventually, aims to reveal, through a set of documents and its analysis, the potentiality and the uniqueness of the Terrain Vagues in Campinas. That means bringing to light what they represent to the city - quantitatively and qualitatively. Furthermore it intent to emphasize the need for a more complete approach of these areas before its occupation, that has been happening in a disordered way in recent decades.

Urbanisation - the demographic transition from rural to urban - can pose challenges for urban areas by increasing pressure on urban ecosystem services. In meeting these challenges, urban planning and design is increasingly looking towards techniques that work with rather than against nature. Despite this, the impact of urban land use/management on urban ecosystem services is currently little understood and urban land use planning stakeholders have limited means by which to assess the impacts of their decisions on urban ecosystem services. The overarching aim of this thesis therefore is to understand, develop, trial and evaluate new approaches to urban planning that can operationalise key aspects of the ecosystems approach. The interdisciplinary research approach adopted had three main stages: 1) review, assessment and synthesis of technical evidence to inform the development of principles and technical guidance for ecosystems approach based urban land use planning; 2) development a nd trialling of new tools, models and guidance for considering ecosystem services in urban planning; and 3) evaluation of new tools, models and guidance. The research methods used are document review, rapid evidence assessment (REA), action research and semi-structured interviews. Geographic information system (GIS) technology has been used to integrate qualitative data from the evidence assessment with existing spatial datasets to develop new spatial models for urban land use planning. This thesis has demonstrated how existing technical principles and theories from discrete natural science and social science disciplines (e.g. planning, landscape ecology and hydrology) can be combined with existing spatial datasets to produce tools, models and guidance for ecosystems approach based urban land use planning. In this regard, a new approach to urban planning has been developed comprising the following elements: 1) a suite of ecosystems approach guiding principles; 2) three new spatial models to prioritise land use/management intervention for specific urban ecosystem services; and 3) supporting technical guidance.

Os conceitos de rural e urbano foram historicamente construídos a través de definições que priorizaram o urbano e desconsideraram o rural, promovendo uma visão urbano-centrada no planejamento territorial no Brasil. Oartigo objetiva analisar o papel de um assentamento rural como um espaço de interface rural-urbana dentro de uma região metropolitana brasileira, usando como estudo de caso o Assentamento Marapicú, localizado no periurbano da Região Metropolitana do Rio de Janeiro. São apresentadas algumas questões conceituais e descrito o processo de ocupação e de planejamento desse território.São múltiplas as facetas do rural, do urbano e suas interfaces, contudo ainda há uma visão homogeneizada de território no Brasil. A proposta é ampliar este debate, explicitando os conflitos de uso e ocupação do solo na produção do espaço. The contemporary territory is complex and full of conflicts between different agents producing space, mainly in areas of rural-urban interface. The rural and urban concepts were historically constructed through settings that prioritized the urban space and disregarded rural space, promoting an urban-centric view in territorial planning in Brazil. This study analyzes the role of a rural settlement as a rural-urban interface space within a Brazilian metropolitan region, using as a case study the settlement Marapicú, located in the peri-urbans paces of the metropolitan area of Rio de Janeiro. Some conceptual issues are presented and described the process of occupation and planning that territory. There are multiple facets of rural, urban and their interfaces, however there is still a homogenized view of territory in Brazil. The proposal is to extend this debate, explaining conflicts of use and occupation in the production of space.

Tras la aparición, en la década de los 70 del siglo pasado, del “Urban Design” (Diseño Urbano) como una nueva disciplina y práctica instrumental capaz de hacerse cargo de la forma de la ciudad y el diseño del espacio urbano, y tras un largo periodo de crisis del planeamiento urbano iniciado a principios de los 90, en el que el carácter instrumental del Plan ha adquirido mayor trascendencia que la componente proyectual del mismo, se constata la necesidad actual de poner en valor la disciplina del diseño urbano en los procesos de planificación urbana y, en particular, en las áreas periurbanas. El presente artículo define una serie de patrones caracterizadores de la forma periurbana, a partir de variables que intervienen en la configuración de las áreas de borde urbano y que nos permita evaluar la idoneidad de la relación huerta-ciudad, centrando el estudio en el Área Metropolitana de Valencia. After the appearance, during last century seventies, of Urban Design as a new discipline and methodological tool capable of taken over the city shape and urban space design, after a long period of crisis of urban planning started at the early nineties, in which the instrumental character of the Plan has gained greater importance than the projective component thereof, is found the current need to value the discipline of urban design processes urban planning and in particular in peri urban areas. This article defines a number of patterns characterizing the peri urban shape from variables involved in urban edge areas and allows us to evaluate the suitability of the country-city relationship, focusing the study in the Valencia Metropolitan Area.

Based on the social dimension, this paper constructed an analytical framework for the improvement of livable quality in the old urban areas of large cities, and took the old urban areas of Wuhan as the research area to analyze the development difficulties faced by the old urban areas of Wuhan by means of field investigation, interview and questionnaire survey. The research shows that the rapid expansion of Wuhan city not only promotes the renewal of the old city, but also gives rise to a series of problems, such as the contradiction between social resources and human needs caused by the change of social structure, the reconstruction of social relations breaking the original social stability, and the loss of urban vitality caused by the shaping of urban characteristics. Therefore, based on the social perspective, this paper analyzes the social problems and their forming mechanism in the livable development of the old urban areas of large cities, puts forward the path framework for improving the livable quality of the old urban areas of large cities, and discusses the strategies for improving the livable quality of the old urban areas with examples to promote the livable development of the old urban areas of large cities.

This assessment focuses on describing urban tree canopy (UTC) within the Urban Development Boundary of Miami-Dade County, as defined by the Miami-Dade County Transportation Planning Organization (Figure 1). The area (intracoastal water areas excluded) encompasses approximately 1147 km2 (443 mi2). The trees, developed green spaces, and natural areas within the City of Austin’s 400,882 acres will face direct and indirect impacts from a changing climate over the 21st century. This assessment evaluates the vulnerability of urban trees and natural and developed landscapes within the City Austin to a range of future climates. We synthesized and summarized information on the contemporary landscape, provided information on past climate trends, and illustrated a range of projected future climates. We used this information to inform models of habitat suitability for trees native to the area. Projected shifts in plant hardiness and heat zones were used to understand how less common native species, nonnative species, and cultivars may tolerate future conditions. We also assessed the adaptability of planted and naturally occurring trees to stressors that may not be accounted for in habitat suitability models such as drought, flooding, wind damage, and air pollution. The summary of the contemporary landscape identifies major stressors currently threatening trees and forests in Austin. Major current threats to the region’s urban forest include invasive species, pests and disease, and development. Austin has been warming at a rate of about 0.4°F per decade since measurements began in 1938 and temperature is expected to increase by 5 to 10°F by the end of this century compared to the most recent 30-year average. Both increases in heavy rain events and severe droughts are projected for the future, and the overall balance of precipitation and temperature may shift Austin’s climate to be more similar to the arid Southwest. Species distribution modeling of native trees suggests that suitable habitat may decrease for 14 primarily northern species, and increase for four more southern species. An analysis of tree species vulnerability that combines model projections, shifts in hardiness and heat zones, and adaptive capacity showed that only 3% of the trees estimated to be present in Austin based on the most recent Urban FIA estimate were considered to have low vulnerability in developed areas. Using a panel of local experts, we also assessed the vulnerability of developed and natural areas. All areas were rated as having moderate to moderate-high vulnerability, but the underlying factors driving that vulnerability differed by natural community and between East and West Austin. These projected changes in climate and their associated impacts and vulnerabilities will have important implications for urban forest management, including the planting and maintenance of street and park trees, management of natural areas, and long-term planning.

This paper applies a disparity-oriented focus to promote human-centered solutions to smart city planning efforts. For five metropolitan areas (San Jose, Miami, New York, Denver, and Seattle) we explored three smart city domains (socioeconomics, public transit access, and digital divide), identified candidate indicators for each domain using publicly available data, and mapped composite measures generated using principal components analysis. The study identifies areas that may be most and least likely to benefit from smart city investments. Reorienting solutions can ultimately increase community equity and engagement in urban life.

Linear city bus services are facing increased challenges from city growth. Increased number of inhabitants on increasing acres of built-up areas, makes it demanding to maintain adequate bus services within reasonable catchment areas. Number of departures per hour give a partial description of the bus service quality. Number of departures give reference to the time aspect of bus service quality, but say nothing about the geographical aspect. What part of the entire line network is within reach of direct bus service when frequencies are limited? To address the geographical aspect of bus service quality, the term network ratio is introduced. The term Network Ratio (NR) signifies what part of the entire line network is within reach of direct bus service to or from a certain place in the network. Network Ratio is given as a mathematical term whereby direct bus lines are calculated as a percentage of the entire network. The character and development of Network Ratio in a specific city is illustrated through an analysis of the urban growth of line network and built-up areas in the twin cities of Stavanger and Sandnes. The analysis is covering the period 1920 – 2000 in intervals of 20 years from the first bus lines were established in the urban area. Year 2010 is also included due to major changes implemented right after the turn of the millennium. Development show there is a close relation between bus network and built-up areas. When areas are being built, bus lines follow. The initial fase 1920 – 40 with extensive development of bus lines combined with some areal growth, is followed by a fase of consolidation 1940 – 60. The latter period is characterized by moderate areal growth, extended lines reducing network ratios, and increasing frequencies on the best bus lines. Extensive areal growth in the following period 1960 – 80, implies increased number of bus lines. As a consequence network ratios as well as frequencies are falling in the entire network. In 1960 certain lines had developed as much as 6 departures per hour, while maximum bus line frequency in 1980 has diminished to 2. New bus service development is introduced in the following period between 1980 and 2000. Numerous bus companies are united, and a more comprehensive planning of bus services are applied. The number of bus lines is stabilized at about 40, the fall in network ratio is reduced, and certain lines develop 4 departures per hour. Parallell to the bus development, growth of built-up areas is slowing down due to increased urban renewal with higher densities within built-up areas. In the period 2000 – 2010 new efforts are given to the development of bus services. Development of Network Ratio takes a new direction: The length of network links with high NR is increasing, while links with very low NR are diminishing. Number of bus lines is decreasing, and by 2010 almost 50% of the bus lines are served with 4 departures or more. Passenger comfort is improved in buses as well as on bus stops, and low floor buses are introduced to ease accessibility. Bus service quality is further developed after 2010. Digital services are introduced including digital ticketing, bus service information and real-time information on internet. In addition real-time information is presented at high frequency bus stops through visual screen and auditory speaker. Inside the buses name of next stop is given on screen and through loudspeaker. Further development of the bus services, should include improved Network Ratios in the entire network, as well as increased frequencies on major bus corridors. The latter is a task not only for the bus service planners, but just as well for the city planners and politicians in collaboration with the developers implementing urban density and allocation of important destinations. A last, but not least, objective for bus service development will be to improve punctuality and total travel time. Today a considerable proportion of city bus services are delayed in car traffic congestions. This is occurring especially on main streets and during rush hours. A set of different solutions are needed to address this question: 1. Dedicated bus streets (including car access to limited addresses) 2. Bus lines through local streets in concentrated housing, office and shopping areas. 3. Dedicated bus lane on main streets where possible. 4. Car traffic regulations on main streets without space for extra bus lane. As an overall vision, we need to cultivate the word of Flemming Larsen: urban growth as pearls on a string, as shown in fig. 13 and fig. 14.

TMG’s Urban Food Futures programme closes its scoping phase with a series of reports summarising the main insights lying the foundation for the next phase of action research. This working paper, written in collaboration with partners African Centre for Cities (ACC), FACT and Muungano AMT, argues that for the progressive realization of the right to food in urban settings, food sensitive planning and urban design must be integrated into urban governance actions. Findings from Ouagadougou, Nairobi, and Cape Town indicate the necessary steps that need to be taken toward more food-sensitive planning: clearly defining the mandate to govern urban food systems by national and local governments; drawing from community knowledge and experience for strategic thinking around food systems, and politicising urban food system issues to create the momentum needed in holding relevant authorities accountable.
