Résumé :

The concept of regional urban designing is put forward on the foundation of the analysis of the background of modern city designing and the current particular situation of China. This paper contends that this concept combines the place, context and ecological designing, and is founded on the characteristics of time’s development and regional natural and historical resources. This paper also brings forward that the regional urban designing will become the tendency and direction of Chinese urban designing, and that in the regional urban designing. The design and regional characteristics should be combined, in-clouding combining the design and context, and combining the design and ecology.

Urban development is a process of continuous growth, in which historic context as a contact clues, has determined the regional expression of the city. Based on the regional context, taking regional city as research object, through analyzing the regional urban design theory development trend and practical problems, this paper tries to introduce the concepts of “gene recombination” into urban design of regional city, and takes the urban design of waterfront district of Yuanjiang county, Yunnan province for case study. It applies the method which expresses the context of “extraction-repair-integration” to reconstruct the regional context from three aspects of natural condition and physical space, social and cultural environment, economic and technical support. And it promotes integrating among regional natural, humanistic environment and material space form, and then achieves the goal of expression and continuation of cities with regional characteristics. At the same time, it would give a inspiring thinking way for the research on regional urban design.

The advent of stormwater modelling techniques has resulted in the need for a Canadian urban design storm. As a first stage in meeting this need, a 1-h urban design storm has been developed. This design storm, which is fully described by two parameters and the rainfall depth as given by Atmospheric Environment Service (AES) intensity–duration–frequency data, is specified for a wide range of return periods for all regions of Canada. Extensive comparisons with observed 1-h storms, both in the temporal domain and the frequency domain, indicate that the two-parameter mathematical model is capable of simulating individual rainfall events and an average or 'design' event for any particular site. The design storm model has been extended on a regional basis by evaluating the two parameters for each of 45 AES stations across Canada. Regional values of the parameters have been derived so that a design storm can be determined for an area without rainfall records. To apply the design concept of regional design, excavate the typical culture of Chongqing for the current design, and endows the cultural elements and symbols that have lasted for a long time with a new flavor of The Times, firstly, the design concept of regional design is introduced to present and analyze typical regional cultural elements of Chongqing. Then, the cultural appeal and social influence of the design of Chongqing rail transit are analyzed, and the main entry point of the design is summarized to provide theoretical reference and method guidance for the subsequent design. Finally, after completing the theoretical framework, typical case analysis and the reference of design techniques, the design procedure of rail vehicles with Chongqing regional culture is proposed, and the shape design, exterior design and the interior design are completed, which have certain guiding significance for the regional characteristics of rail transit construction in Chongqing.

With the rapid development of urban construction, the process of urban regeneration and new urban development is the process of fully integrating regional culture into garden design. From the current point of view, the landscape design of modern urban construction has become a problem that solves the necessity of thinking and detailed discussion. The purpose of this article is to study how to display the special signs of regional culture in the city and ultimately enable the symbiosis of regional culture and the surrounding environment. This article puts forward the importance of regional culture in landscape architectural design under the background of data fusion and how to let regional culture penetrate into landscape architectural design. Based on the algorithm of investigation method and data fusion, it can be learned from the research results of investigation method that human beings have never stopped exploring the regional culture. In today’s globalization, it highlights the characteristics of regional culture and advocates regional design and local culture. The combination of design is very necessary. In the experimental results of the data fusion algorithm, it can be known that when the evidence is the same, even if the weight adjustment is correct, the final conclusion is still close to the actual situation. It can be seen that, based on the data fusion algorithm, we can also know that regional cultural elements are becoming more and more important for landscape architectural design. In the experimental results of this article, in 2019, different age groups have the highest regional culture, which is as high as 38%, which is an increase of 12% over 2018. According to the data of the survey and research, it can be seen that the demand for regional culture for 15–30 years of age is between 30% and 50%, and the demand for regional culture for 50–75 years of age is between 53% and 70%. The demand for this age group is the highest. This shows that only by rationally using urban cultural resources, fully exploring the possibility of regionalization, and expanding the urban culture on the basis of the organic combination of the two can the regional cultural characteristics of the urban landscape be more and gradually clear. The spirit of the city is consolidated, thereby promoting the healthy development of the city. Only by digging the essence of regional culture can we create landscape design works with regional characteristics and significance.

Along with the acceleration of Chinese urbanization, urban history degrades at a rapid rate, and development follows formalism. Based on architectural typology, this study introduces a methodology of concept mapping and discusses the urban complex design method from a perspective of regional cultural elements. The theoretical analysis shows that concept mapping represents an integrated solution that incorporates regional cultural elements into architectural planning. Through the concept mapping method, it not only protects the physical environment, but also strengthens modern urban residents’ psychological sense of belonging to their own living space. Meanwhile, distinct regional cultural elements can be efficiently combined in the overall layout, monomer building design, building details design, and landscape design of urban complex by using different architectural design methods. This design method is validated using an actual case in Guizhou. Therefore, it forms a complete set of design method with a three-step framework, namely positioning cultural areas, summarizing regional cultural elements, and selecting the mapping method and combination mode.

Purpose – The purpose of this paper is to review sustainable planning literature and investigate a major development in an Australian regional city, looking for broad sustainable insights to improve urban growth management. Design/methodology/approach – First, the authors sketched the backdrop to Ipswich and looked for the drivers propelling its rapid growth. They then generated a sustainability framework from the urban regeneration literature. In the empirical phase, they analysed a major development – the Icon project. They evaluated three of five regeneration domains using secondary sources, site observations and interviews with stakeholders and experts. Findings – First, each city’s situation is unique, so the authors proffer no simplistic development formula. Internally, cities, including Ipswich, are spatially fragmented. Second, urban regeneration extends temporally and spatially beyond the project site boundaries or deadlines. Diminished property-driven regeneration neglects the social dimensions to sustainable housing or relegates it to an afterthought, but community participation is insufficient. Government needs to seed or drive (directly or via incentives) substantive social transformation. Projects supported with credible community social development are less risky, but, in competing for investment funds, local government can rush approve unsuitable projects. Research limitations/implications – The analysis focused on the planning and urban design aspects of the project. Only limited demographic, economic and social analyses were conducted, and the study would also benefit from interviews with a broader sample of experts. Practical implications – Sustainable urban regeneration needs to consider not only the unique mix of regional growth drivers and constraints, but also specific local precinct characteristics. Intelligently configured community consultation should inform but not dilute design leadership. Originality/value – This work investigates appropriate urban responses to growth pressure for sustainable outcomes in fast-growing regional cities.

A more detailed critique of one such project, the North Staffordshire Design Initiative, is then undertaken. We argue that there is a lack of best practice models and empirical research to guide policy makers.

Research background: Globalization affects the daily lives of every individual, and therefore of the society in which he lives. In the coming years, almost 80% of the population will live in cities, which will have an impact on the socio-economic development of cities. These facts can lead to a deterioration of the security situation. Therefore, cities focused on the design of urban development, and thus on the elimination of undesirable factors. Purpose of the article: Cities around the world began to attend with architectural modifications of spaces, which could positively influence socio-economic factors. Changing the environment can reduce crime in localities. The purpose of the article is to analyze the impact of selected approaches on the quality of citizens’ life and to point out the possibilities of crime prevention through environmental design. Methods: Solution that deals with influencing the urban environment is the CPTED method. This approach focuses on the urban space and the principles of the fight against crime. The article describes the principles of CPTED application in urban space, and ways of its possible use. The methods of economic analysis and mathematical statistics will also evaluate the economic impacts on the budget of the entity using the approach. Findings & Value added: Due to globalization, built-up areas in cities are expanding. These changes have implications for socio-economic factors. The findings can be used in the design of new as well as existing urban spaces by public administration entities (especially regional and local governments), but also by private developers.

Abstract Any modern urban community has to overview the development strategy regarding the future development. The lack of such a vision may lead to missed development opportunities, resources which are irrationally consumed, urban chaotic development. The study has been conducted with the focus on the city of Cluj, Romania but the findings are very much applicable to developing city like Riyadh. A harmonious urban development can be achieved only through an integrated approach of all the factors that influence the dynamics of the urban life: economic, environmental, social, cultural etc. This type of approach is crucial in urban design considering the problems facing cities nowadays regarding demographic variations, various economic fluctuations, lack of jobs, climate changes. According to the design regulations, sustainable planning should be based on four principles: global, functional, prospective and democratic. Urban design at regional level means practically a close collaboration at the level of sectorial policies between all municipalities in order to function as a whole. The paper discusses the urban development strategies of the Cluj-Napoca metropolitan area (sectorial strategies, strategic directions, operational programs). The project focuses on the main development problems that have arisen in Cluj-Napoca in the past decades, trying to find solutions in order to improve the quality of life; such as different infrastructure projects, redesign of urban spaces, refurbishing old building situated in historical centre etc. One of the main focuses of the paper regards is the expansion of public transportation, special attention being paid to the persons with disabilities and elderly; development of reliable and sustainable infrastructure at regional level, urban, periurban and rural areas in order to support economic development of Cluj-Napoca city. Another focus of the paper discusses the design and renovation of green spaces around the city. The research aims to be a guideline offering valuable suggestions for further urban development guides in terms of sustainable design for cities that are rapidly developing. Furthermore, it is of great relevance for the Saudi Vision 2030 regarding the sustainable cities and communities, building resilient and sustainable infrastructure in order to support economic growth, focusing on retrofitting industry and increasing resource-use efficiency.

The author obtained both his Bachelors degree in Economic Geography and Urban & Rural Planning, and his Masters degree in Human Geography from the Department of Geography, NanjingUniversity, Nanjing, P.R. China, and his Ph.D in Urban Planning and Design from the School of Architecture, Tsinghua University, Beijing, where he is currently Associate Professor of Architecture, acting as both Teacher and Researcher on Urban Geography and Regional Planning as well as on the history and culture of cities and regions. Based on personal research efforts or in collaboration with Professor Wu Liangyong for whom Dr Wu Tinghai acted as a research and teaching assistant, he has dealt with research on: Regional Innovative Milieu; Physical Support and Institutional Design; Regional Form Affected by Large-scale Infrastructure Construction; Spatial Development Planning for Beijing; Rural and Urban Spatial Development Planning for Greater Beijing Region; and Spatial Development Planning for Xuzhou inJiangsu Province. His publications include, among others, A Geographical Study on Urban Spatial Development in Western-Zhou Dynasty and The Regional Concept in the Study of the History of Chinese Cities. Two of his works which received high distinction in National Academic Thesis Competitions for Young Planners in China were published in the Urban Planning Review, UK in 1997 and 2001. In recent years, Dr Wu Tinghai has been a Visiting Scholar at Cambridge University, UK; Massachusetts Institute of Technology (MIT), Boston, USA; and Dortmund University, Germany. He is also a member of the World Society for Ekistics. Art design education in China has nearly 30 years of development history. Due to China’s vast territory, a large population, regional economic development, and social resources are extremely unbalanced, resulting in the uneven development of art design education in various regions. Art design is not only a practical and artistic comprehensive discipline, it also spans more majors. It contains almost all aspects of urban and rural construction, beautification, so its scientific and effective design scheme indirectly affects the future development process of urban and rural economy. First, this paper analyzes the impact of urban and rural economic development on art design teaching. The research results show that it has a great influence and a wide range of influence on art design teaching, including enhancing the naturalness of art discipline, promoting the creativity of art design discipline, and promoting the historicity of art discipline. Second, this paper also analyzes the role of art design in promoting regional economic development. For example, we should make full use of regional cultural differences, expand regional historical elements, pay attention to art design talents, and ensure the supply of funds.

The theory of urban design has been adopted for years, but only a few researchers have extended their studies discussing value from the perspective of urban design review. This paper aims to understand the items of urban design review and to establish the value evaluating system of urban design review to catch the trend in controlling urban environmental quality. According to the difference of each urban’s stage, this study separates Taiwanese cities as metropolitan, regional, and local one, and compares six different city’s relative contents and seven different review items. From overview of the urban design evaluation system developing, the framework of the value evaluation system for urban design review considers 15 factors, classified into five categories: the richness of architectural patterns, diversity of ecological landscapes, accessibility of transportation, livability of society and culture, and sustainability of economy and industry. Thus some problems regarding urban design should be resolved,improve the completion of system planning by ecological methods, enable the implementation of a variety of public participation project, beautiful, and healthy city in the future.

The relationship between urban form, as shaped through transit-oriented urban design, and transportation demand, as represented by regional travel demand forecasting model techniques, is investigated. The research from two studies is synthesized and, through development of travel demand forecasting model enhancements in the form of a subarea model and off-line estimation techniques, a link is sought between data analysis at the regional scale and urban design and land use strategies applied at the local and subregional scales. A methodology for aggregating individual transit-oriented development sites into a subregional growth scenario is described. Findings are reported from use of the subarea model to compare impacts of a transit-oriented growth scenario with a conventional growth scenario for a subregion of suburban communities.

In the 1960s, rapid economic growth of Japan resulted in urban problems such as public hazard, environmental pollution and destruction of historic streetscape etc. To rescue increasingly worsening living environment, various citizen endeavors have been carried out. The reflection of modern urban planning was called "Machi-zukuri". After tens of years of evolution, it has become the representative of the citizens and the citizen groups participating in urban planning, design and government affairs. Landscape "Machi-zukuri" is one of its important types. Through the case analysis of Chiba Townscape Citizen Festival, this paper discusses the successful experience of Japan in improving regional landscape architecture which is worth our reference.

Truck flow plays a vital role in urban traffic congestion and has a significant influence on cities. In this study, we develop a novel model for solving regional logistics network (RLN) design problems considering the traffic status of the background transportation network. The models determine not only the facility location, initial distribution planning, roadway construction, and expansion decisions but also offer an optimal solution to the logistics network service level and truck-type selections. We first analyze the relationship between the urban transportation network and the RLN design problem using real truck data and traffic flow status in a typical city. Then, we develop the uncover degree function (UDF), which reflects the service degree of the RLN and formulates based on an impedance function. Subsequently, the integrated logistics network design models are proposed. We model the RLN design problem as a minimal cost problem and design double-layer Lagrangian relaxation heuristics algorithms to solve the model problems. Through experiments with data from the six-node problem and Sioux-Falls network, the effectiveness of the models and algorithms is verified. This study contributes to the planning of regional logistics networks while mitigating traffic congestion caused by truck flow.

The present research aims to specify architectural morphology of sub-tropical region through a case analysis of the situation in Pakistan. The field study analyses the existing housing stock in Pakistan, in urban settings and as a result of vernacular traditions in the villages. The paper identifies the regional characteristic behaviour of highland, lowland, coastal and arid region. It gives an overview of the current urban housing situation in Pakistan. It discusses the type of housing unit, the occupant behaviour, lifestyle of the people, It also identifies the pattern of energy used within the residential buildings of Pakistan. The architectural planning in urban and rural regions, their long term passive design techniques to cope with the climate challenges of a particular area have been discussed in detail. The paper recommend some contextual and adapted passive features of vernacular architecture in urban houses. In this paper, by placing buildings in the urban complex ecosystem, the definition of green buildings is analyzed and interpreted. Also, the characteristics of the extensive correlation between buildings and urban ecological system are introduced. The problems that regional characteristics and urban foundations are ignored in the green building evaluation index system are proposed, and also the technical paths for the design of green building indexes are shown. Through the system characteristics of the green building indexes design, the complexity of urban ecological construction and management is revealed, and also the weak points and improvement measures of China's urban ecological construction are analyzed.

The imperfection of man is the banes of all criminal activities worldwide. More so, global urbanization and technological advancement seem to catalyze the frequency and complexity of criminal activities generally. Crime in its entire ramification is a critical issue that has gained significant attention in most countries of the world Nigeria inclusive. In view of the alarming rate of crime globally and the GIS utilities, this paper therefore carried out a review of the principles and theories of crime mapping, types of crime mapping and the nexus between poverty and urban crime. The paper further examined the relationship between urban design and spatial dimension of urban crime, and the implication for Urban and Regional Planning professional education as one of the key players in environmental management. It is therefore recommended that the teachings of Urban and Regional Planning in educational institutes should include the key theories within environmental criminology. While national and international conferences and workshops around urban and regional planning should presently revolve around settlement safety and urban governance.

Iraq has multiple water resources, so it urgently needs legislation to develop its river bank and benefit from its water resources. The purpose of this study is to investigate the shortcomings in the lack of development of the urban landscape of riverfronts in Iraqi cities by reviewing the legislative aspect of the laws regulating them, which are supposed to improve the quality of life for its citizens and achieve better environmental, social, economic and urban exploitation. This research was carried out using a qualitative approach, by analyzing the content of legislation and guidelines for urban landscapes for waterfronts in regional countries, finding urban design principles in them, and comparing them with the current Iraqi laws through the checklist. The results show that there are shortcomings in the Iraqi legislation for riverfronts and that it does not keep pace with the changes taking place in the world. The results were used to present proposals for the development of urban landscape legislation for the riverfront in Iraqi cities, in line with their social, economic and environmental conditions.

In the aftermath of both ongoing globalisation (with both widening and deepening effects on countries, regions and cities) and structural changes resulting from the 2008 economic recession, regions and cities in our world are confronted with a different arena of players, performances and institutions. The challenges are formidable and numerous. Many regions and cities seem to resort to their indigenous strength, without much regard to other players in the field. This has enormous consequences for the competitive behaviour and profile of regional and urban actors but has at the same time deep impacts on the distribution of wealth, income and employment over and within countries, regions and cities. There is indeed much evidence that disparities among regions and in cities are increasing in this new force field. This special issue of REGION makes a solid scientific attempt (i) to map out the spatial consequences of recent transitions in growth trajectories of countries or regions, and (ii) to trace policy strategies and design effective policy information, to cope adequately with these new challenges. The present special issue does so by highlighting the new force field of regional and urban dynamics from three angles in the context of spatial quality and inequality. These will be briefly sketched hereafter.

The paper seeks to develop a comparative analysis of approaches to innovation support in three self-governing regions of the Czech Republic. Its analytical section presents an in-depth analysis of the development of innovation policies in three regions: the capital city of Prague, South Moravia and the old industrial region of Moravia-Silesia. Key dimensions of regional innovation strategy in each of the three regions are closely scrutinized and critically examined, within the context of state-of-the-art European approaches to innovation policy. Profound differences, both in approaches to innovation policy design and in the results so far achieved, have been found between the studied regions, reflecting differences in both structural and soft factors in the regions in question. Rapid progress, in terms of innovation strategy implementation, is evident in a region where strong knowledge creation capacity (in both the academic and the business spheres) exists in harmony with professional and enthusiastic key personnel in intermediary institutions as well as steady political support from regional decision-makers. The authors believe that some of their observations will have relevance for innovation policy design and implementation in other Czech regions and in other regions of the European Union’s new member states.

Abstract This article contributes to the discussion about learning from group methods in design education. Based on action research results, it presents and reflects on teaching activities related to urban and regional design in TU Delft, Faculty of Architecture and the Built Environment, conducted and coordinated by the authors. Constructive alignment of the teaching triangle and feedbacks from students and teachers are used to assess the effectiveness of learning from group methods in these courses from the perspective of teaching quality. The evaluation does not aim for revealing missing components or links in theory on design education. Instead, it is using existing theories to analyse education practices, for a better understanding and performance of group work in a specific field of design education. The conclusions of the article focus on pros and cons of group work in urban and regional design education, with highlighted common challenges for teaching, such as assessment on individual performance, as well as specific ones, such as stimulating ‘out of the box thinking’ and supervising interdisciplinary groups.

A lack of data collection on conscious mobility behaviors has been identified in current sustainable and smart mobility planning, development and implementation strategies. This leads to technocentric solutions that do not place people and their behavior at the center of new mobility solutions in urban centers around the globe. This paper introduces the concept of conscious mobility to link techno-economic analyses with user awareness on the impact of their travel decisions on other people, local urban infrastructure and the environment through systematic big data collection. A preliminary conscious mobility indicator framework is presented to leverage behavioral considerations to enhance urban-community mobility systems. Key factors for conscious mobility analysis have been derived from five case studies. The sample offers regional diversity (i.e., local, regional and the global urban contexts), as well as different goals in the transformation of conventional urban transport systems, from improving public transport efficiency and equipment electrification to mitigate pollution and climate risks, to focusing on equity, access and people safety. The case studies selected provide useful metrics on the adoption of cleaner, smarter, safer and more autonomous mobility technologies, along with novel people-centric program designs to build an initial set of conscious mobility indicators frameworks. The parameters were applied to the city of Monterrey, Nuevo Leon in Mexico focusing on the needs of the communities that work, study and live around the local urban campus of the Tecnologico de Monterrey’s Distrito Tec. This case study, served as an example of how conscious mobility indicators could be applied and customized to a community and region of interest. This paper introduces the first application of the conscious mobility framework for urban communities’ mobility system analysis. This more holistic assessment approach includes dimensions such as society and culture, infrastructure and urban spaces, technology, government, normativity, economy and politics, and the environment. The expectation is that the conscious mobility framework of analysis will become a useful tool for smarter and sustainable urban and mobility problem solving and decision making to enhance the quality of life all living in urban communities.

This paper aims to explore the advocacy of how urban resilience should be put into the discourse of planning and design practice, especially the standing of the concept within planning theory. The study is conducted through a literature review with objectives among others: (1) to get the insight of what is urban resilience concept and how it has been used in the context of the urban and regional system? and (2) to elaborate the potential of urban resilience concept be used in the planning and design practice through the perspective of planning theory. The initial result of the study concludes that the urban resilience concept has the potential to reframe the perspective of planning theory that has been applied nowadays particularly the theory of planning and theory in planning with the emergence of so-called transformative and recovery planning.
