Résumé :
Both Ukrainian and Polish policymakers have come to use the term strategic partnership to characterize the relationship between their two countries. Teodozii Starak, an adviser to the Ukrainian Embassy in Poland, has stated that strategic partnership "means that both [Ukraine and Poland] demonstrate coordinated stances and support each other in the most important political areas. " However, Ukrainian President Leonid Kuchma also regularly uses the term to characterize his country's relations with Russia. In addition, Ukrainian officials have labeled China, the United States, Germany, and Bulgaria as Ukraine's strategic partners. The use of the term with reference to Russia-with which Ukraine throughout the 1990s has had serious political differences-or Bulgaria or China, which are not priorities for Ukrainian foreign and security policy, appears to strip it of any significance; the term implies, at best, a goal, or, at worst, a public relations effort.

Résumé :
Two-hundred and forty-two consecutive, Soviet Politburo resolutions on foreign policy covering 1934–1936, some built on reports by Stalin with his actual words, and 34 pieces of 1934 espionage correspondence that traveled between the Moscow Foreign Office and its branch in the Soviet Embassy in Vienna, were purchased clandestinely by German intelligence, at the time, and as they were written. A German Sovietologist named Dr. Georg Leibbrandt authenticated them right at the time. Adolf Hitler read them. They influenced his decision to attack the Soviet Union in 1941. Captured by the U.S. Army in Germany (OMGUS) at the close of World War II, they were brought to the United States, to the National Archives and Hoover Institution. Milton Loventhal and Jennifer McDowell translated and authenticated them, using both sets of copies. The story of their authentication sheds light on the 1960–1961 machinations of one of Stalin’s foremost secret agents, master spy K.G.B. General Alexander Orlov, who fled to the United States in 1938 to escape Stalin’s terror. But this “loyal Soviet dropout” (Stanley G. Payne’s term) was in reality a cloaked agent who had never renounced his loyalty to the Soviet state. Asked by Bertram D. Wolfe to comment on the resolutions’ authenticity, Orlov informed Milton Loventhal and Wolfe that these documents were forgeries, using arguments that were proven worthless in their entirety. Untangling the web of deception Orlov wove around these detailed, complex documents is the focus of this article, shining a bright light on the power a mesmerizing secret agent can have when the rules of research are abandoned by influential experts.

Résumé :
This paper studies the operations of the Embassy of the United States of America in Moscow headed by G. F. Kennan (May — September 1952) in the context of Cold War diplomatic history. Based on an analysis of documents located in the Archive of the Foreign Policy of the Russian Federation, this study focuses on such key international issues as peaceful settlement of the Korean war, resolution of the German issue, and the signing of a treaty protecting fur seals in the Pacific basin. This article highlights the role of the American Embassy in Moscow, and of Ambassador Kennan in particular, in the discussion of these issues, and the nature of the embassy staff members’ interactions with Soviet authorities. The archival materials concerning the Soviet-American relations in 1952 provide clear evidence that the diplomatic corps faced severe difficulties under the conditions of military and political confrontation of the Cold War. The paper also elucidates the reasons for declaring Kennan persona non grata. Finally, the author considers the influence of the Moscow ambassadorship on Kennan’s perception of communism and the Soviet social system. He became convinced not only of the Soviet political system’s bureaucratic inertia and clumsiness, its excessive centralization, and its total focus on Stalin’s personality, but also of the extreme straightforwardness and uncompromising nature of American foreign policy towards the Soviet Union.

Résumé :
Multiple guidelines on cutaneous melanoma (CM) are available from several consortia and countries. To provide up-to-date guidance in the rapidly changing field of melanoma treatment, guideline developers have to provide regular updates without compromises of quality. We performed a systematic search in guideline databases, Medline and Embase to identify guidelines on CM. The methodological quality of the identified guidelines was independently assessed by five reviewers using the instruments “Appraisal of Guidelines for Research and Evaluation” (AGREE II) and “Recommendation EXcellence” (AGREE-REX). We performed descriptive analysis, explored subgroup differences using the Kruskal–Wallis (H) test and examined the relationship between distinct domains and items of the instruments with Spearman’s correlation. Six guidelines by consortia from Australia, France, Germany, Scotland, Spain and the United States of America were included. The German guideline fulfilled 71%–98% of criteria in AGREE II and 78%–96% for AGREE-REX, obtaining the highest scores. Deficiencies in the domains of “applicability” and “values and preferences” were observed in all guidelines. The German and Spanish guidelines significantly differed from each other in most of the domains. The domains “applicability” and “values and preferences” were identified as methodological weaknesses requiring careful revision and improvement in the future.

Objective To co-create expert guidelines for the management of pregnancy, birth, and postpartum recovery in the context of hypermobile Ehlers-Danlos syndrome (hEDS) and hypermobility spectrum disorders (HSD). Design Scoping Review and Expert Co-creation. Setting United Kingdom, United States of America, Canada, France, Sweden, Luxembourg, Germany, Italy, and the Netherlands. Sample Co-creators (n = 15) included expertise from patients and clinicians from the International Consortium on the Ehlers-Danlos syndromes and Hypermobility Spectrum Disorders, facilitated by the Ehlers-Danlos Society. Methods A scoping review using Embase, Medline, the Cochrane Central Register of Controlled Trials and CINHAL was conducted from May 2022 to September 2023. Articles were included if they reported primary research findings in relation to childbearing with hEDS/HSD, including case reports. No language limitations were placed on our search, and our team had the ability to translate and screen articles retrieved in English, French, Spanish, Italian, Russian, Swedish, Norwegian, Dutch, Danish, German, and Portuguese. The Mixed Methods Appraisal Tool was used to assess bias and quality appraise articles selected. The co-creation of guidelines was based on descriptive evidence synthesis along with practical and clinical experience supported by patient and public involvement activities. Results Primary research studies (n = 14) and case studies (n = 21) including a total of 1,260,317 participants informed the co-creation of guidelines in four overarching categories: 1) Preconceptual: conception and screening, 2) Antenatal: risk assessment, management of miscarriage and termination of pregnancy, gastrointestinal issues and mobility, 3) Intrapartum: risk assessment, birth choices (mode of birth and intended place of birth), mobility in labor and anesthesia, and 4) Postpartum: wound healing, pelvic health, care of the newborn and infant feeding. Guidelines were also included in relation to pain management, mental health, nutrition and the common co-morbidities of postural orthostatic tachycardia syndrome, other forms of dysautonomia, and mast cell diseases. Conclusions There is limited high quality evidence available. Individualized strategies are proposed for the management of childbearing people with hEDS/HSD throughout pregnancy, birth, and the postpartum period. A multidisciplinary approach is advised to address frequently seen issues in this population such as tissue fragility, joint hypermobility, and pain, as well as common comorbidities, including dysautonomia and mast cell diseases.

Kata-kata Kunci: Yerusalem, Trump, Nationalist Worldview, Opini Publik, Israel Lobby, Janji Politik This research analyzes Trump's foreign policy on the relocation of the United States (U.S.) Embassy in Israel from Tel Aviv to Jerusalem, which was carried out on 6 December 2017. The policy triggered various criticisms as the world considered the movement as a violation of various resolutions adopted by the United Nations. Despite world criticism, Trump still insisted on moving the U.S. Embassy to Jerusalem. The policy was successfully implemented as the new embassy was established on 14 May 2018. Departing from this phenomenon, the author discusses why Trump continued to move the U.S. Embassy in Israel to Jerusalem despite international opposition. To answer the question, the author uses two frameworks: the analysis of worldview and the analysis of domestic politics in foreign policymaking. From these two frameworks, the author then argues that the relocation of the U.S. Embassy to Jerusalem was influenced by Trump's worldview, and was supported by U.S. domestic politics, which legitimized the policy. The findings in this research strongly confirm the author's argument aforementioned as the data collected shows that Trump's nationalist worldview is a driving factor for the move of the U.S. Embassy to Jerusalem. Furthermore, this study also shows that nationalist worldview is not a single factor in Trump's policy. In this case, the U.S. domestic politics also play a role by giving the legitimacy to move the embassy to Jerusalem, which included a pro-Israeli public opinion, the existence of an Israel Lobby, and Trump's interest in fulfilling his political promises regarding Jerusalem. Jerusalem is a special entity under the administrative power of United Nations according to United Nations General Assembly Resolution 181, where Jerusalem does not fall under the sovereignty of any state. Jerusalem Embassy Act is the public law of United States which recognized Jerusalem as the capital city of Israel by establishing a diplomatic mission in the city. This paper concludes that Jerusalem Embassy Act is illegitimate according to international law. It turns its back to international obligation under the Vienna Convention on Diplomatic Relations 1961 and UN resolutions. Thus, the Jerusalem Embassy Act has to be pulled back by the US parliament in order to maintain international peace and security, bearing in mind the ongoing dispute between Palestine and Israel.

Résumé :
Background: Used primarily as a pedagogical evaluation tool for didactic teaching and skill development, reflective practice (RP) for its own merits is poorly understood. This study aimed to systematically review the literature regarding the role of group RP in fostering empathy, wellbeing, and professionalism in medical students. Methods: Electronic searches of empirical studies published between 1 January 2010 and 22 March 2022 from Medline, Embase, and PsychINFO databases were conducted. Empirical studies of any design (qualitative or quantitative) which included RP (1) involving medical students; (2) with a focus on fostering empathy, or professionalism, or personal wellbeing; and (3) provided in a group setting were included. Duplicates, non-English articles, grey literature and articles using RP to examine pedagogy and specific technical skills were excluded. Both authors screened articles independently to derive a final list of included studies, with any discrepancies resolved by discussion, until consensus reached. Articles were rated for methodological quality using the Attree and Milton checklist for qualitative studies; the Oxford Centre for Evidence-Based Medicine criteria, and the Alberta Heritage Foundation for Medical Research Standard Quality Assessment Criteria for quantitative studies. Results: Of 314 articles identified, 18 were included: 9 qualitative; 4 quantitative and 5 mixed methodology. Settings included United States (6), United Kingdom (3), Australia (3), France (2), Taiwan (2), Germany (1), and Ireland (1). Themes were (i) professionalism: bridging theoretical paradigms and practice; (ii) halting empathy decline; (iii) wellbeing: shared experience. Additional themes regarding the “successful“ delivery of RP groups in facilitating these outcomes also emerged. Conclusions: This first systematic review of group RP in medical students shows that RP may bring theory to life in clinical dilemmas, while fostering collegiality and mitigating against isolation amongst students, despite the absence of studies directly examining wellbeing. These findings support the value of RP integration focusing on emotive and humanitarian processes into contemporary medical education for medical students.
Abstract: This article is aimed at analyzing the national interests and foreign policy of the United States under the leadership of President Donald J. Trump regarding the relocation of the United States Embassy in Israel from Tel-Aviv to Jerusalem on December 6, 2017. The relocation of the United States Embassy had been stipulated in the Jerusalem Embassy Act approved by the 104th United States congress in 1995 during the administration of President Bill Clinton. However, for several decades the implementation of the law was not realized until 2016. Furthermore, the law was realized during the administration of President Donald J. Trump who was supported by members of the 115th Congress in 2017. Using the theoretical framework of foreign policy and national interest, this article argues that the decision to relocate the United States Embassy from Tel Aviv to Jerusalem was due to some factors such as the influential role of the Israeli lobby, which greatly influences the direction of US foreign policy especially with regard to Israel, the conservative characteristics of the Republic Party, the Evangelical and Zionist Christian groups, which support Israeli’s interests, and the special bilateral relations between Israel and the United States.

Résumé :
In August 1947 Copenhagen hosted the first international congress of Egyptologists since the end of the Second World War. About thirty leading Egyptologists from the United States, Africa and Europe (with the exception of Germany) made their way to the Congress, which had important issues on the agenda, including the creation of an International Union of Egyptologists and the re-establishment of the most important international journals whose activities had ceased during the war. The atmosphere among the participants was good, but there was a fly in the ointment. The Danish host of the Congress, Professor of Egyptology C.E. Sander-Hansen, had failed to invite the head of the Glyptotek’s Egyptian department, Otto Koefoed-Petersen. Koefoed-Petersen was far from happy with that decision, and he therefore launched attacks against Sander- Hansen in several Danish newspapers, in which he suggested that Sander-Hansen and other Danish members of the host committee had had links with representatives of the German occupying power during the war. Where Koefoed-Petersen got this information from is uncertain, but the information was true. In August-September 1941 a meeting of Danish and German Egyptologists took place in Copenhagen. The main reason for the meeting was to address the challenges faced by the long-standing collaboration between the scientific academies in Berlin and Copenhagen regarding the publication of the Dictionary of the Egyptian Language, Wörterbuch der ägyptischen Sprache. The outbreak of war in September 1939 had made this work difficult, as the dictionary’s extensive amount of source texts (Zetteln) and archive in Berlin had been taken to safety, while several of the dictionary’s younger employees had been called up for military service. The meeting in Copenhagen was attended on the German side by the professor of Egyptology at the University of Berlin, Hermann Grapow, who came to Denmark on 29 August 1941 in the company of the director of the Prussian Academy of Sciences in Berlin, the Orientalist Helmuth Scheel and the Berlin-based Danish Egyptologist Wolja Erichsen. During the first days in Copenhagen, Grapow and Scheel met with, among others, the president of the German Scientific Institute in Copenhagen (the Deutsche Wissenschaftliche Institut), which had opened in May 1941, the Kiel professor Otto Scheel, and with representatives from the German embassy. On 1 September the University of Copenhagen’s Egyptological laboratory in the heart of Copenhagen hosted the first meeting between the Danish Egyptologists and Hermann Grapow. The Danish side was represented by the Nestor of Danish Egyptology, H.O. Lange, and the younger Egyptologists C.E. Sander-Hansen, Aksel Volten and Wolja Erichsen. Three topics were on the agenda: continued collaboration on the Egyptian dictionary in Berlin, C.E. Sander-Hansen’s future work on the late Berlin professor Kurt Sethe’s comments on the oldest known religious texts from Egypt – the Pyramid Texts – and the plan to publish a demotic dictionary. Two days later Grapow gave a lecture at the German Scientific Institute, where Sander-Hansen and Volten were among the many prominent members of the audience, which also included several representatives from the German embassy, led by the plenipotentiary Cecil von Renthe-Fink. H.O. Lange had originally agreed to participate but later changed his mind, citing poor health and challenges navigating safely in the dark as reasons for his cancellation. On 6 September C.E. Sander-Hansen, Erik Iversen and Wolja Erichsen met with Scheel and Grapow at the German Scientific Institute. The meeting, which had come about at the initiative of the Danes, had a more informative nature and revolved around Lange’s impending eightieth birthday in October 1943 and the opportunity to publish a Festschrift in his honour. Grapow and Scheel also had a number of other tasks in Copenhagen. In addition to several meetings with the various representatives of the German occupying power in Denmark, Grapow held, among other things, a meeting about another ongoing German project regarding the registration and inventory of German medieval manuscripts in Denmark with the head of the Prussian Academy’s Deutsche Kommission manuscript archive, Hans Werner Pyritz, who had come to Copenhagen on 2 September, and with a German lecturer at the University of Copenhagen, Günther Jungbluth. Pyritz also had the opportunity to give a well-attended lecture at the German Scientific Institute before the small German delegation left Denmark again on 7 September 1941. Several German government institutions in both Copenhagen and Berlin subsequently considered the Danish-German Egyptologists’ meeting in Copenhagen a success. However, it was not, as had been hoped from the German side, the starting point for a more in-depth collaboration between the German Scientific Institute and Danish intellectuals. After the Danish-German meeting in Copenhagen, difficulties continued for the Egyptian dictionary’s remaining employees in Berlin, Grapow and Erichsen. Because of the war, otherwise completed works could not be printed, and in 1943 conditions in Berlin had become so uncertain for Wolja Erichsen and his family that they left the German capital and settled in Denmark. Erichsen never returned to the dictionary work in Berlin. The plans to publish a Festschrift to H.O. Lange came to nothing when, after a short illness, Lange passed away in January 1943. The German lecturer Günther Jungbluth had hardly got much further with his work of inventorying the German medieval manuscripts at the Royal Library and the University Library when he was called up for military service in January 1942 and had to leave Denmark. The Danish-German gathering in Copenhagen in 1941 had no consequences for the participating Danish Egyptologists after the liberation in May 1945. This was primarily due to the fact that the Danish public never found out about it – or rather, only did so very late. In 1941 the Danish newspapers wrote neither about the meeting of the Danish and German Egyptologists nor about Grapow’s and Pyritz’s lectures at the German Scientific Institute, with a number of German and Danish notables among the audience. The Danish-German meeting was therefore forgotten until Koefoed-Petersen brought it up in connection with the public dispute with Sander-Hansen in the late summer of 1947. Otto Koefoed-Petersen undoubtedly found the visit of his Danish Egyptologist colleagues to the German Scientific Institute during the occupation inappropriate. By bringing the subject up in connection with the Egyptologists’ conference in 1947, he probably hoped to be able to bring the Danish participants, and not least C.E. Sander-Hansen, into disrepute. However, that did not happen. Many newspapers were critical of Sander-Hansen’s actions regarding Koefoed-Petersen’s lack of invitation to the Egyptology conference, but none of them was apparently prompted to investigate the otherwise precarious subject of the comings and goings of Sander-Hansen and his colleagues at the German Scientific Institute during the occupation.

Résumé :
Objective: The purpose of this study was to synthesize the existing qualitative literature on the lived experience of patients with vascular malformations to identify emergent themes and new areas for clinical care and research. Methods: A formal meta-synthesis was conducted, which followed 4 steps: (1) form the clinical question and refine search criteria; (2) complete a literature review following Preferred Reporting Items for Reviews and Meta-Analysis; (3) quality appraisal of included literature with Lett’s Critical Review Form; and (4) completion of team-based reciprocal translation and thematic analysis to synthesize the literature. PubMed, CINAHL, Johanna Briggs, and Embase were used to retrieve English language, peer-reviewed qualitative, and mixed-method articles from 1996 to May 2023. Results: Six articles met the criteria for inclusion. A wide range of vascular malformations were represented, ranging from slow-flow malformation to high-flow or complex with associated overgrowth. Studies were conducted in the United States, France, and Germany, focusing mainly on the adult experience, with 1 article focusing solely on pediatrics. Three main themes emerged: social isolation, uncertainty and hope, and healthcare experiences. Conclusion: The overarching themes of social isolation, uncertainty and hope, and healthcare experiences each offer avenues to inform clinical practice, provide education for healthcare providers managing patients with vascular malformations, and future research to better understand how each of these themes affect patients. This qualitative meta-synthesis is a novel method for this field and provides new insights into the lived experience of those with vascular malformations.

In 1989, U.S. President George H.W. Bush presented a vision of the United States and Germany as “partners in leadership” in building a peaceful and secure post Cold War world. A confluence of factors brought this vision closest to realization during the overlapping tenures of U.S. President Barack Obama and German Chancellor Angela Merkel. Persistent limitations and shifting conditions including the election of U.S. President Donald Trump now call the future viability of the vision into question, even as U.S.-German ties remain the most plausible anchor of cooperative transatlantic ties in a period of global change.

Résumé :
On 07 August, 1998, a terrorist's bomb exploded outside of the United States Embassy in Nairobi, Kenya. The explosion caused severe damage to the Embassy and surrounding structures, including almost complete collapse of the Ufundi building adjacent to the Embassy. The U.S. response to this tragedy included the deployment of medical, rescue, and law enforcement personnel to assist the Kenyan government. An integral component of this response was the deployment of an Urban Search and Rescue Task Force to aid in the location, extrication, and rescue of entrapped victims. This Task Force was sponsored by the Office for Foreign Disaster Assistance (OFDA), a branch of the United States Agency for International Development (USAID). The Task Force included a medical team composed of two physicians and four paramedics, whose purpose was to define, create, and provide a medical care system for rescuers and victims in the austere environment at the bombsite. As an international event involving a multinational response, the characteristics and requirements of this event differed in some respects from domestic disaster emergency responses, and the medical team adjusted their operating procedures accordingly.

Pro-Israeli politicians in Washington have long supported the relocation of the U.S. Embassy from Tel Aviv to Jerusalem. Nevertheless, contrary to the widespread belief, not all American Jews offer unconditional support to U.S. decisions taken in order to promote Israel’s national interests. In this article, interviews were conducted with representatives from various Jewish diaspora groups in United States shortly before and after the official declaration of the U.S. Embassy move in December 2017. This article documents that opinions of American Jews diverge significantly regarding Trump’s Jerusalem Embassy decision. This article argues that this divergence stems from Israel’s actions and policies toward the Palestinians since the late 1970s and political and religious divisions within the American Jewish community.

Résumé :
Introduction: A minimum data set improves the potential of data standardization and overcoming the problem of low-quality speech therapy data by providing coherent, complete, and uniform data elements. Therefore, this study was conducted to compare speech therapy minimum data set among different countries.Material and Methods: A systematic review was conducted without time limits in PubMed, Scopus, Web of Science, Embase, SID, Magiran, Elmnet databases, and in the Google search engine to retrieve articles, speech therapy forms, and speech therapy registry sites. Keywords related to speech therapy minimum data set including minimum data set, registry, and speech therapy, were used. First, studies were reviewed based on titles and abstracts. Then, the selected studies from the previous stage were examined independently by two researchers. A similar standard checklist was used to extract and compare the findings. Results: A total of 1710 related records were extracted for review, and finally, six main articles and 11 forms were included in this review. The six original articles included two related to speech therapy minimum data set in the United States, two related to Iran, and one related to Australia and Germany. A comparative review of the most important data elements obtained from the articles and input forms in this review, including identity and admission information, referral information, history, assessment of verbal skills, assessment of non-verbal skills, assessment of organs of production, assessment of cognitive skills, assessment of other aspects of speech, and linguistic and cultural considerations, were information elements related to diagnoses, recommendations, and treatment plans. Conclusion: It could be concluded that an agreed classification system is needed to facilitate communication between speech therapists. This potentially enables further testing of diagnostic and therapeutic hypotheses with more coherent and simultaneous data collection. The challenge ahead is to create a comprehensive and universally agreed-upon classification system that meets the needs of professionals and researchers.

It is likely that we have not heard the last of it, as it is possible for the Secretary of State to appeal against the decision of the Court of Appeal to the House of Lords. The case1 concerned a judicial review appeal application by Mr Raissi. On September 21st 2001, he was arrested in his home following a letter dated September 17th 2001, from the United States Embassy in London addressed to the Metropolitan Police asking them for information about him. The FBI believed that Raissi may have been involved in the September 11th 2001 atrocities. There was also a further request, from the United States Embassy to the United Kingdom government on September 27th 2001, to arrest Raissi for extradition purposes. It was alleged that he had given false information to the Federal Aviation Administration (FAA) when he wanted to renew his licence.

The rules of (mutual accumulation strategy) overshadow the history of the crisis relations between the United States of America and Iran four decades ago, and if we recall that, we will notice several collision joints between the two parties, starting with the hostage crisis of the American embassy in Iran from 4/11/1979 to 20 / 1/1981 AD, to the "Marines" attempt to storm this embassy in an operation called "Eagle Claw" on 4/24/1980 AD, to the tanker war in the eighties of the last century, to the exchange of downing drones in 2019, and finally what happened between the United States The United States and Iran from the moment targeting (Qassem Soleimani), commander of the "Quds Force" on 1/3/2020, until the Iranian missile response and targeting of the American forces in the two "Ain al-Assad" bases in Anbar province, and the "Harir" base in Arbil province on 1/8/ 2020 AD, all of this falls within the context of (mutual accumulation strategy) between the two parties, without going to a comprehensive confrontation through war or a knockout, because the logic of war or comprehensive confrontation is outside the political and military mindsets of the two parties, and the meaning of all of this is that turmoil forms the basis of the relationship between the states The The United States and Iran, because the turmoil and the limited clash with it through mutual strikes, do not necessarily lead to an open clash.

AbstractThe article addresses the legality of the relocation of the United States embassy from Tel Aviv to Jerusalem in light of the duty of non-recognition and the international consensus on the two-state solution. Analysing the massive reaction of states to the United States administration’s decision, the article takes stock of the practice on the status of Jerusalem and on the Israeli-Palestinian issue more broadly. The authors conclude that the almost unanimous negative reaction of states and their commitment to the two-state solution will remain a dead letter if the solution to the crisis is left to a future bilateral agreement.

Résumé :
AbstractAfter the Taliban had become a permanent factor in Afghan politics at the beginning of 1995, the US administration started talking to them, mainly through the American Embassy in Islamabad. Declassified documents about the administration's dealings with the Taliban, which were obtained and published by the National Security Archive, give insight into the relationship between the two unlikely partners. The Americans discussed various issues with the Taliban, such as peace in Afghanistan, the fight against narcotics, human rights, the proposed Unocal gas pipeline from Turkmenistan through Afghanistan, and terrorism. The Taliban demanded recognition as Afghanistan's legitimate government and wanted access to additional revenue. American talks with the Taliban survived the deterioration of the relationship from original friendliness to opposition to the promotion of sanctions and finally to threats. Since the end of summer 1998, a solution to the issue of Osama Bin Laden has been the US administration's top issue. The Americans asked the Taliban with urgency to take Bin Laden into custody or to expel him. The US administration, however, did not offer the Taliban anything in return. Persuasion was not enough to achieve the desired result and the administration's strategy was self-defeating.

Résumé :
Between 1950 and 2000, the four-firm producer-concentration ratio for beer increased from 22 to 95 in the United States; and Anheuser-Busch's share of domestic output ballooned from 6 to 54 percent. In Germany, concentration has risen, but it remains low. In 2000, the four-firm producer-concentration ratio was just 29; and the eight-firm ratio in Germany was smaller than the one-firm ratio in the United States. In 2005, after five years of important mergers involving big brewers, the German beer industry was still much less concentrated than its American counterpart. In this article, I discuss several candidate explanations for the failure of beer-producer-concentration to rise as much in Germany as in the United States: the relevance of the new technologies to German brewers, the preferences of German consumers, the rules for advertising on German television and other factors, largely absent from the consensus interpretation of American experience. I find that market structure depends on a remarkably broad range of factors, extending well beyond technological opportunity and market size.

Résumé :
AbstractBased on a novel dataset, the ‘German Management and Organizational Practices’ (GMOP) Survey, we calculate establishment-specific management scores following Bloom and van Reenen as indicators of management quality. We find substantial heterogeneity in management practices across establishments in Germany, with small establishments having lower scores than large establishments on average. We show a robust positive and economically important association between the management score and establishment level productivity in Germany. This association increases with establishment size. Comparison to a similar survey in the United States indicates that the average management score is lower in Germany than in the United States. Overall, our results point toward lower management quality being at least in part to blame for the differences in aggregate productivity between Germany and the United States.
