Both Ukrainian and Polish policymakers have come to use the term strategic partnership to characterize the relationship between their two countries. Teodozii Starak, an adviser to the Ukrainian Embassy in Poland, has stated that strategic partnership "means that both [Ukraine and Poland] demonstrate coordinated stances and support each other in the most important political areas. " However, Ukrainian President Leonid Kuchma also regularly uses the term to characterize his country's relations with Russia. In addition, Ukrainian officials have labeled China, the United States, Germany, and Bulgaria as Ukraine's strategic partners. The use of the term with reference to Russia-with which Ukraine throughout the 1990s has had serious political differences-or Bulgaria or China, which are not priorities for Ukrainian foreign and security policy, appears to strip it of any significance; the term implies, at best, a goal, or, at worst, a public relations effort.

Two-hundred and forty-two consecutive, Soviet Politburo resolutions on foreign policy covering 1934–1936, some built on reports by Stalin with his actual words, and 34 pieces of 1934 espionage correspondence that traveled between the Moscow Foreign Office and its branch in the Soviet Embassy in Vienna, were purchased clandestinely by German intelligence, at the time, and as they were written. A German Sovietologist named Dr. Georg Leibbrandt authenticated them right at the time. Adolf Hitler read them. They influenced his decision to attack the Soviet Union in 1941. Captured by the U.S. Army in Germany (OMGUS) at the close of World War II, they were brought to the United States, to the National Archives and Hoover Institution. Milton Loventhal and Jennifer McDowell translated and authenticated them, using both sets of copies. The story of their authentication sheds light on the 1960–1961 machinations of one of Stalin’s foremost secret agents, master spy K.G.B. General Alexander Orlov, who fled to the United States in 1938 to escape Stalin’s terror. But this “loyal Soviet dropout” (Stanley G. Payne’s term) was in reality a cloaked agent who had never renounced his loyalty to the Soviet state. Asked by Bertram D. Wolfe to comment on the resolutions’ authenticity, Orlov informed Milton Loventhal and Wolfe that these documents were forgeries, using arguments that were proven worthless in their entirety. Untangling the web of deception Orlov wove around these detailed, complex documents is the focus of this article, shining a bright light on the power a mesmerizing secret agent can have when the rules of research are abandoned by influential experts.

This paper studies the operations of the Embassy of the United States of America in Moscow headed by G. F. Kennan (May — September 1952) in the context of Cold War diplomatic history. Based on an analysis of documents located in the Archive of the Foreign Policy of the Russian Federation, this study focuses on such key international issues as peaceful settlement of the Korean war, resolution of the German issue, and the signing of a treaty protecting fur seals in the Pacific basin. This article highlights the role of the American Embassy in Moscow, and of Ambassador Kennan in particular, in the discussion of these issues, and the nature of the embassy staff members’ interactions with Soviet authorities. The archival materials concerning the Soviet-American relations in 1952 provide clear evidence that the diplomatic corps faced severe difficulties under the conditions of military and political confrontation of the Cold War. The paper also elucidates the reasons for declaring Kennan persona non grata. Finally, the author considers the influence of the Moscow ambassadorship on Kennan’s perception of communism and the Soviet social system. He became convinced not only of the Soviet political system’s bureaucratic inertia and clumsiness, its excessive centralization, and its total focus on Stalin’s personality, but also of the extreme straightforwardness and uncompromising nature of American foreign policy towards the Soviet Union.

Multiple guidelines on cutaneous melanoma (CM) are available from several consortia and countries. To provide up-to-date guidance in the rapidly changing field of melanoma treatment, guideline developers have to provide regular updates without compromises of quality. We performed a systematic search in guideline databases, Medline and Embase to identify guidelines on CM. The methodological quality of the identified guidelines was independently assessed by five reviewers using the instruments “Appraisal of Guidelines for Research and Evaluation” (AGREE II) and “Recommendation EXcellence” (AGREE-REX). We performed descriptive analysis, explored subgroup differences using the Kruskal–Wallis (H) test and examined the relationship between distinct domains and items of the instruments with Spearman’s correlation. Six guidelines by consortia from Australia, France, Germany, Scotland, Spain and the United States of America were included. The German guideline fulfilled 71%–98% of criteria in AGREE II and 78%–96% for AGREE-REX, obtaining the highest scores. Deficiencies in the domains of “applicability” and “values and preferences” were observed in all guidelines. The German and Spanish guidelines significantly differed from each other in most of the domains. The domains “applicability” and “values and preferences” were identified as methodological weaknesses requiring careful revision and improvement in the future.

Objectives: To explore the effectiveness of motivational interviewing, motivational enhancement therapy, and cognitive behaviour therapy for patients with substance use disorders, and to estimate the effect of such comparison in patient care setting. Method: The systematic review was conducted from September 2021 to February 2022, and comprised search on MEDLINE, EMBASE, Web of Science, PsycINFO, Google Scholar, Science Direct, PubMed, Clinical Trials.gov and OvidSP databases for experimental studies and randomised controlled trials related to substance use disorders published in peer-reviewed English-language journals between 2001 and 2021. Quality of the studies was assessed using the Modified Cochrane Collaboration risk of the bias assessment criteria. Results: Of the 314 studies initially identified, 41(13%) were subjected to full-text assessment, and, of them, 16(39%) were reviewed and analysed. There were 8(50%) studies done is the United States, 4(25%) in the United Kingdom, and 1(6.25%) each in Germany, Australia, South Korea and South Africa. All the 16(100%) studies were intervention-based, with 6(37.5%) being randomised controlled trials. There were 8(50%) studies using motivational interviewing and cognitive behaviour therapy, 5(31.25%) had significant results with a combination of motivational enhancement therapy and cognitive behaviour therapy, 3(18.75%) supported motivational enhancement therapy and cognitive behaviour therapy in combination, and 2(12.5%) studies combined motivational interviewing, motivational enhancement therapy and cognitive behaviour therapy, reporting significant results while simultaneously addressing multiple patient variables. Conclusion: All studies were heterogeneous. Motivational interviewing produced short-term treatment outcomes and played a supportive role in sustaining motivation. ---Continue

<p><strong>Geopolitical Codes of the United Dtates Policy to Relocate Its Embassy to Israel to Jerusalem. </strong>Trump’s policy to relocate the US embassy triggered Palestinian mass protests and wider political tension. Ten of thousands Palestinian took part in Gaza protests. Protests are also took place on The West Bank, where the focus was the embassy move. A mass protests turned violent, as Israeli troops responded with rifle fire. This policyraises strong reactions from world leaders. This paper aims to explain the geopolitical codes of The United States Policy : who are the allies or the supporter of the US policy in case of US embassy relocation and who are the enemies that against the US policy. We will find out whether this United States agenda will succeed in leading world opinion and influencing other countries' foreign policies and the consequences of what the United States will give to its supporters and opponents of its policies.</p>

Objective To co-create expert guidelines for the management of pregnancy, birth, and postpartum recovery in the context of hypermobile Ehlers-Danlos syndrome (hEDS) and hypermobility spectrum disorders (HSD). Design Scoping Review and Expert Co-creation. Setting United Kingdom, United States of America, Canada, France, Sweden, Luxembourg, Germany, Italy, and the Netherlands. Sample Co-creators (n = 15) included expertise from patients and clinicians from the International Consortium on the Ehlers-Danlos syndromes and Hypermobility Spectrum Disorders, facilitated by the Ehlers-Danlos Society. Methods A scoping review using Embase, Medline, the Cochrane Central Register of Controlled Trials and CINHAL was conducted from May 2022 to September 2023. Articles were included if they reported primary research findings in relation to childbearing with hEDS/HSD, including case reports. No language limitations were placed on our search, and our team had the ability to translate and screen articles retrieved in English, French, Spanish, Italian, Russian, Swedish, Norwegian, Dutch, Danish, German, and Portuguese. The Mixed Methods Appraisal Tool was used to assess bias and quality appraise articles selected. The co-creation of guidelines was based on descriptive evidence synthesis along with practical and clinical experience supported by patient and public involvement activities. Results Primary research studies (n = 14) and case studies (n = 21) including a total of 1,260,317 participants informed the co-creation of guidelines in four overarching categories: 1) Preconceptual: conception and screening, 2) Antenatal: risk assessment, management of miscarriage and termination of pregnancy, gastrointestinal issues and mobility, 3) Intrapartum: risk assessment, birth choices (mode of birth and intended place of birth), mobility in labor and anesthesia, and 4) Postpartum: wound healing, pelvic health, care of the newborn and infant feeding. Guidelines were also included in relation to pain management, mental health, nutrition and the common co-morbidities of postural orthostatic tachycardia syndrome, other forms of dysautonomia, and mast cell diseases. Conclusions There is limited high quality evidence available. Individualized strategies are proposed for the management of childbearing people with hEDS/HSD throughout pregnancy, birth, and the postpartum period. A multidisciplinary approach is advised to address frequently seen issues in this population such as tissue fragility, joint hypermobility, and pain, as well as common comorbidities, including dysautonomia and mast cell diseases.

Penelitian ini ditujukan untuk menganalisis kebijakan luar negeri Trump terkait pemindahan Kedutaan Besar Amerika Serikat (AS) di Israel dari Tel Aviv ke Yerusalem pada 6 Desember 2017. Kebijakan itu memicu berbagai kritik karena dunia menganggap pemindahan Kedutaan Besar AS ke Yerusalem sebagai pelanggaran berbagai resolusi yang diadopsi oleh PBB. Terlepas dari kritik dunia, Trump masih bersikeras untuk memindahkan Kedutaan Besar AS ke Yerusalem. Kebijakan ini berhasil dilaksanakan seiring dengan diresmikannya kantor Kedutaan Besar AS yang baru di Yerusalem pada 14 Mei 2018. Berangkat dari fenomena ini, penelitian ini membahas mengapa Trump tetap memindahkan Kedutaan Besar AS di Israel ke Yerusalem meskipun mendapat tentangan internasional. Untuk menjawab pertanyaan tersebut, penelitian ini menggunakan dua kerangka pemikiran, yaitu analisis worldview dan analisis politik domestik dalam pembuatan kebijakan luar negeri. Dari dua kerangka pemikiran ini, penulis berargumen bahwa pemindahan Kedutaan Besar AS di Israel ke Yerusalem dipengaruhi oleh worldview Trump dan didukung oleh politik domestik AS yang melegitimasi kebijakan tersebut. Temuan dalam penelitian ini lantas mengonfirmasi argumen tersebut dengan data yang menunjukkan bahwa nationalist worldview yang dimiliki Trump menjadi faktor pendorong untuk pemindahan Kedutaan Besar AS ke Yerusalem. Lebih lanjut, penelitian ini juga menunjukkan bahwa nationalist worldview bukanlah faktor tunggal dalam kebijakan Trump tersebut. Dalam kasus ini, kondisi politik domestik AS memberikan legitimasi bagi Trump untuk memindahkan kedutaan ke Yerusalem, yang di dalamnya mencakup opini publik yang pro-Israel, keberadaan Israel Lobby, serta adanya kepentingan Trump untuk memenuhi janji politiknya mengenai Yerusalem. Kata-kata Kunci: Yerusalem, Trump, Nationalist Worldview, Opini Publik, Israel Lobby, Janji Politik This research analyzes Trump's foreign policy on the relocation of the United States (U.S.) Embassy in Israel from Tel Aviv to Jerusalem, which was carried out on 6 December 2017. The policy triggered various criticisms as the world considered the movement as a violation of various resolutions adopted by the United Nations. Despite world criticism, Trump still insisted on moving the U.S. Embassy to Jerusalem. The policy was successfully implemented as the new embassy was established on 14 May 2018. Departing from this phenomenon, the author discusses why Trump continued to move the U.S. Embassy in Israel to Jerusalem despite international opposition. To answer the question, the author uses two frameworks: the analysis of worldview and the analysis of domestic politics in foreign policymaking. From these two frameworks, the author then argues that the relocation of the U.S. Embassy to Jerusalem was influenced by Trump's worldview, and was supported by U.S. domestic politics, which legitimized the policy. The findings in this research strongly confirm the author's argument aforementioned as the data collected shows that Trump's nationalist worldview is a driving factor for the move of the U.S. Embassy to Jerusalem. Furthermore, this study also shows that nationalist worldview is not a single factor in Trump's policy. In this case, the U.S. domestic politics also play a role by giving the legitimacy to move the embassy to Jerusalem, which included a pro-Israeli public opinion, the existence of an Israel Lobby, and Trump's interest in fulfilling his political promises regarding Jerusalem. The studies' quality was assessed using the Modified Cochrane Collaboration risk of the bias assessment criteria. Results: Of the 314 studies initially identified, 42(13%) were subjected to full-text assessment, and 10(23.8%) were analysed. There were 5(50%) studies done in the United States, 2(20%) in Iran, and 1(10%) each in Germany, China and England. All 10(100%) studies were randomised controlled trials with intervention-based cognitive behaviour therapy, and reported significant results in patients diagnosed with opioid use disorders. Conclusion: All the studies analysed were heterogeneous. Cognitive behaviour therapy had a short-term impact and remained influential in the long term as well in handling cognitive and behaviour setbacks among patients with opioid use disorders. The formation, development and current state of diplomatic relations between the USA and Kyrgyzstan are analyzed. After acquiring the sovereignty and independence of the Kyrgyz Republic, the first country that not only recognized, but also officially opened its embassy in Bishkek, on March 2, 1992, was the United States of America. The US Embassy was the first in the countries of the Central Asia region and post-Soviet republics. The development of diplomatic relations between the Kyrgyz Republic and the United States and the main stages in the development of interstate relations are shown.

This thesis is an investigation of how United States foreign policy was made in the context of German-American relations in the period between the two world wars. The problem under investigation is whether the United States was using a corporatist approach in dealing with the problems of Germany and ultimately Europe and whether the corporatist model is a good one for analyzing foreign policy development during this period. Corporatism, as it is used in this thesis, is defined as an organizational form which recognizes privately organized functional groups outside the United States government, which collaborate with the government to share power and make policy. In the case of foreign policy, the focus of this investigation is on the role played by autonomous financial experts, especially from the banking community.

Throughout history the penal system has been viewed as the paramount means of dealing with criminals, though its function has transformed throughout time. It has served as a pit for detaining suspected criminals, a home for the vagrant, an institution for the insane, a dreaded place of repute, quarters for cleansing and renewal, and an establishment of cataloged charges. The trials and transformations of history have developed and shaped the institution that we recognize today. Presently, the United States prison population far exceeds that of any other country in the world. The political climate, tough on crime policies, determinate sentencing, and increasing cost of prisons have significantly increased numbers of various offenders in prisons and generated lengthy prison sentences; creating a proliferating annual prison population and a depletion of resources. As a result, this practice of essentially cataloging mass amounts of inmates appears to have resulted in a system whose practices, financial situation, depleting amount of resources and ultimately the inability achieve rehabilitation has resulted in a system accomplishing only incapacitation. However, other nations have created prison models that appear more successful, managing to lower prison populations while simultaneously lower crime rates. Comparing the United States to the Netherlands and Germany, countries that have been successful in these to lower prison populations while simultaneously lower crime rates, provides an opportunity for uncovering potential advantageous practices.

This chapter examines the second round of state–mosque relations that produced institutionalized Islam Councils. Interior ministries provided the first impetus to organize Islam as a “national” religion, and the government-led consultations established a variety of national councils between 1992 and 2006, from the Conseil français du culte musulman, to the Comisíon Islámica de España, to the Exécutif des musulmans de Belgique, to the Deutsche Islam Konferenz, to the Mosques and Imams National Advisory Board in Britain, to the Consulta per l'Islam italiano. These national processes are not identical: many place more weight on the role of Embassy Islam and foreign government representatives (e.g., Belgium, Germany, France, Spain), while others rely more heavily on handpicked local civil society organizations (e.g., Italy, United Kingdom).
