This thesis is an investigation of how United States foreign policy was made in the context of German-American relations in the period between the two world wars. The problem under investigation is whether the United States was using a corporatist approach in dealing with the problems of Germany and ultimately Europe and whether the corporatist model is a good one for analyzing foreign policy development during this period. Corporatism, as it is used in this thesis, is defined as an organizational form which recognizes privately organized functional groups outside the United States government, which collaborate with the government to share power and make policy. In the case of foreign policy, the focus of this investigation is on the role played by autonomous financial experts, especially from the banking community.

Throughout history the penal system has been viewed as the paramount means of dealing with criminals, though its function has transformed throughout time. It has served as a pit for detaining suspected criminals, a home for the vagrant, an institution for the insane, a dreaded place of repute, quarters for cleansing and renewal, and an establishment of cataloged charges. The trials and transformations of history have developed and shaped the institution that we recognize today. Presently, the United States prison population far exceeds that of any other country in the world. The political climate, tough on crime policies, determinate sentencing, and increasing cost of prisons have significantly increased numbers of various offenders in prisons and generated lengthy prison sentences; creating a proliferating annual prison population and a depletion of resources. As a result, this practice of essentially cataloging mass amounts of inmates appears to have resulted in a system whose practices, financial situation, depleting amount of resources and ultimately the inability achieve rehabilitation has resulted in a system accomplishing only incapacitation. However, other nations have created prison models that appear more successful, managing to lower prison populations while simultaneously lower crime rates. Comparing the United States to the Netherlands and Germany, countries that have been successful in these to lower prison populations while simultaneously lower crime rates, provides an opportunity for uncovering potential advantageous practices.

With defense budgets shrinking throughout the world and coalition forces facing interoperability issues while conducting asymmetric warfare in a post Cold-War environment, many nations are seeking ways to acquire economical weapon systems that are interoperable with allies and coalition members. One method of addressing these concerns is International Cooperative Research and Development (ICRandD). This MBA Project will evaluate the current ICRandD process and make recommendations to enhance the ICRandD process by examining ICRandD between the U.S. and NATO Members, France, Germany, and the United Kingdom. Case studies were used for comparisons in order to determine the advantages and concerns pertaining to ICRandD and to recommend appropriate ICRandD strategies.

This thesis analyzes a crucial period in the relations between the Federal Republic of Germany and the United States of America, through the use of US government internal documents. Willy Brandt brought forth a new vision of Ostpolitik that was starkly different from policies that the US had dealt with before, subsequently leaving the Nixon Administration largely unsure of how to react. The change in FRG economic positioning vis-à-vis the United States, and catalyst political events in the 1960’s, created the impetus for Brandt’s vision of OStpolitik, which culminated in the interim West German control of the Western Alliance’s Eastern Politics.

During World War II, the American foreign policy opinion elites conducted an intense debate in the popular and academic presses on the problem of how to treat the people of Germany. Taking place during a war conducted by a democracy against a totalitarian regime and coinciding with the introduction of scientific public opinion measurement, the debate emphasised American democratic ideology. The participants in the debate, from government officials to journalists, often constructed their arguments around national character theories which allowed them to proceed rapidly to the conclusion that the whole German people bore the blame for the war. On this basis these commentators outlined plans to both permanently curb German aggression and to bring democracy to Germany. These developments fostered impractical public expectations for foreign policy achievements and drove the public debate on the German problem to extremes which found their way into policy planning. These extremes precipitated an elitist reaction that presaged the development of the postwar realist approach to foreign policy, including its emphasis on planning by experts and its concomitant dismissal of mass public opinion. This approach is apparent in the pollsters' wartime analyses of mass public opinion on the German question.

This thesis critically compares the accommodation of religious minority beliefs in prisons in Germany and the United States. Following the approach of critical secularism scholarship, it investigates if there is a Christian bias in the recognition of the religious needs and practices of inmates in both countries. The first part of the thesis examines and compares the relevant frameworks. The first chapter explains the relevant actors and the key figures of the prison system of Germany and the U.S. The second chapter sheds light on the history of religion in the prison domain and clarifies the theoretical strands of deterrence, retribution, and rehabilitation. It analyzes the prison reforms during the 1970s and 1980s in both countries and shows that the motivations and circumstances of these reforms have impact on the accommodation of religion in the prison domains today. The third chapter discusses religious diversity in numerical as well as textual terms. Against the background of the immigration history of each country, the third chapter shows how religious diversity has developed differently in Germany and the U.S. and how this has shaped different notions of religious equality and fairness in each country’s constitutionalism. The fourth chapter compares the relevant constitutional framework in light of the state-religion model, the constitutional religious freedom and equality doctrine, and the fundamental rights status of inmates in each country. The second part of this thesis starts with a theoretical and normative investigation of the concept of religious accommodation. Based on multiculturalism research, it is argued that unequal treatment of religious minorities is normatively relevant as their alienation likely undermines their equal standing in society. Subsequently, the empirically most essential needs and practices of inmates are doctrinally analyzed and compared: that to participate in chaplaincy programs, to follow religious dietary guidelines, and to use and possess religious objects and literature. The comparison shows that while the discrimination of non-Christian beliefs is a common element in both jurisdictions, the generally better treatment of inmates in Germany has to be confronted with a higher relevance of religious claims in the U.S. federal prison system.

The uses and management of water resources play an important role in the development of a culture and the health of its environment and population. Humans throughout history have consistently exploited rivers, which degrades water quality and leads to water scarcity. This thesis is an examination of two river restoration projects, one on the Oder River in Germany and the other on the Klamath River in the United States, that represent each country's efforts to reverse river exploitation. These cases in Germany and the United States demonstrate the importance of achieving a better understanding of the political instruments and strategies for mitigating environmental issues on a global scale.

This thesis examines the constitutional guarantee of freedom of expression as applied to electronic mass media. It compares the different approaches adopted in Germany, the United States and Canada. After an overview of freedom of expression doctrine in general and the main features of the regulation of electronic mass media the rationalization of this regulation in freedom of expression doctrine is analyzed.
The focus of this analysis is how electronic mass media have changed the traditional understanding of fundamental rights and freedoms as purely negative individual guarantees. This change occasions and necessitates a closer look at governmental regulation and the role of the state, and the different conceptions of freedom of expression that can be used to justify it.

This thesis employs the lens of constitutional identity to engage in a comparative analysis of Germany during reunification and the United States during Reconstruction. I argue that these developments should be considered constitutional moments that fundamentally shifted the ways each country conceptualized citizenship, economic liberties, and federalism. Moreover, the similarities between these shifts highlight an overarching logic to constitutional design by showing why realizing these re-conceptualizations required substantive changes to constitutional mechanisms and delegation of powers. Ultimately my thesis emphasizes the analytical power of constitutional identity and critiques a variety of perspectives on Reconstruction, including those found in the majority opinions in the Slaughterhouse Cases and Civil Rights Cases.

The social and economic structures in western societies are changing and with them are the political values of their citizens. This study investigates the nature of post-materialist value orientations in the United States and West Germany. The research aimed at determining whether the indicators that Ronald Inglehart developed almost twenty years ago for explaining valueâ shifts are reliable tools to predict the nature of post-materialist values. These factors are: rising levels of education, a distinct cohort experience, and increased levels of economic security.With the help of mass-survey data from 1974 and 1980 that were collected in the United States and west Germany it was shown that there are other factors that are more powerful for predicting post-material values than the ones specified in Inglehartâ s theory. Moreover, the predictors are of a different explanatory power in the two countries under consideration. A preliminary attempt was made to find the reasons for the phenomenon of national differences.

This thesis analyzes American basing structure in Germany, in a new political environment at the beginning of the 21st century. The end of the Cold War changed the political and strategic situation in Europe and the substance of American military presence in Europe. The War on Terrorism suggests that the current threats are dynamic and unpredictable and the idea of a permanent U.S. basing structure in the heart of Europe should be reconsidered. Specifically, this thesis describes the reasons for restructuring the large and expensive base structure in Germany and the impact of American withdrawal to the German society. Moreover, this thesis presents new challenges and opportunities for American military presence in other parts of European continent. Finally, this thesis reviews the development of U.S. policy concerning present and future base structure in Europe.

This thesis compares the landscape planning goals and procedures of Pima County and Landkreis Hannover as they enter regional planworks. The literature provides three significant approaches to landscape planning, from which are extracted significant valuation criteria including biophysical and sociocultural landscape characteristics as well as data handling and implementation considerations. Landkreis Hannover employs a landscape and a comprehensive planwork, the latter coordinating the missions of all spatial disciplines and the first representing a conservation component. Pima County develops a comprehensive plan based on pro-growth policy which attempts primary issue integration. Both counties demonstrate strengths and weaknesses uncovered by assessment of the valuation criteria. Learning from each other, Hannover can improve in data handling whereas Pima County can improve in organizational cooperation and promotion of the concept of sustainable development.

Tout d'abord, cette recherche examine le capitalisme partagé, le développement théorique et historique de la participation des salariés, et les droits de propriété. Deuxièmement, la thèse analyse empirique sur les perspectives de l'actionnariat salarié. Premièrement, la période du 19ème siècle jusqu'au début du 21ème siècle en Allemagne est recherchée. Nous essayons de répondre à la question : "Est-ce que les décideurs politiques en Allemagne veulent créer une société de propriétaires ?" Au cours de la recherche, nous montrons l'hypothèse "L'actionnariat salarié est un critère des pères fondateurs de l'Allemagne afin de stabiliser Allemagne socio-économique après la Seconde guerre mondiale. Supporté bien évidemment par une étude qualitative de recherches d'archives historiques. En Allemagne, il est évident que les pères fondateurs ont poursuivis "Wohlstand für Alle" à travers les actions des citoyens. Deuxièmement, cette recherche examine la relation entre l'actionnariat salarié et le WACC. La thèse analyse le conflit entre les parties prenantes internes et externes, qui est représenté par le cours des actions d'une entreprise en supposant un marché efficace. Nous émettons l'hypothèse : «Un pourcentage plus élevé d'actions détenues par les salariés provoque un WACC inférieur" Ceci est confirmé par un modèle de régression quantitative fixe de panneau d'effet dans le cas de l'indice Société des Bourses Françaises 120 et l'indice 500 de Standard & Poor
Firstly, this research examines shared capitalism, the theoretical and historical development of employee participation, and ownership rights. Secondly, the thesis analyzes empirically perspectives on employee stock ownership. First, the period from the 19th century until the beginning of the 21st century in Germany is researched. We attempt to answer the question: "Did policy makers in Germany want to create a society of owners?" During the research we prove the hypothesis "Employee ownership was a criterion of Germany's founding fathers in order to stabilize Germany socio-economically after the Second World War." We confirm it through a qualitative study of historical archive researches. In Germany, there is clear evidence that founding fathers pursued "Wohlstand für Alle" through citizen's shares. Second, this research examines the relationship between employee stock ownership and the weighted average cost of capital. The thesis analyzes the conflict between internal and external stakeholders, which is represented through a company's stock price assuming an efficient market. We hypothesize: "A higher percentage of shares held by employees causes a lower WACC." This is confirmed through a quantitative fixed effect panel regression model in the case of the Société des Bourses Françaises 120 index and Standard & Poor's 500 index

Deuxièmement, la thèse analyse empirique sur les perspectives de l'actionnariat salarié. Premièrement, la période du 19ème siècle jusqu'au début du 21ème siècle en Allemagne est recherchée. Nous essayons de répondre à la question : "Est-ce que les décideurs politiques en Allemagne veulent créer une société de propriétaires ?" Au cours de la recherche, nous montrons l'hypothèse "L'actionnariat salarié est un critère des pères fondateurs de l'Allemagne afin de stabiliser Allemagne socio-économique après la Seconde guerre mondiale. Supporté bien évidemment par une étude qualitative de recherches d'archives historiques. En Allemagne, il est évident que les pères fondateurs ont poursuivis "Wohlstand für Alle" à travers les actions des citoyens. Deuxièmement, cette recherche examine la relation entre l'actionnariat salarié et le WACC. La thèse analyse le conflit entre les parties prenantes internes et externes, qui est représenté par le cours des actions d'une entreprise en supposant un marché efficace. This thesis is a microeconomic market analysis of healthcare systems. Different countries use various forms for financing and providing healthcare, and the effects of market forces on the quality, access and economic efficiency of these divergent healthcare markets is the primary subject. The purpose of this thesis is to describe the forces working in the healthcare market. Free-market healthcare systems allow medical providers to become price-setters. Price-setting by medical providers creates an economically inefficient system which decreases public access to healthcare but creates a high quality system. Single-payer systems make government the price-setter which creates a system in which medical providers are price-takers. Government price-setting guarantees access but quality and economic efficiency vary drastically between countries. Universal single-payer systems tend to set prices higher than the theoretically necessary price which creates a high quality, economically inefficient system. Socialized single-payer systems tend to set prices lower than the theoretically necessary price which creates government savings, wait-lists and poorer quality. The quality, economic efficiency, and equity of the healthcare system are determined by the form of the market used in the country. Ultimately, this market determines price. In a free-market system price is determined by providers of healthcare, in a socialized market price is determined by government, and in a universal healthcare system price is negotiated by both healthcare providers and government. Price negotiation in a universal system creates the greatest access to healthcare, and quality of healthcare. Socialized systems can be more economically efficient than a universal system, but quality and access can be limited. Price negotiation in a universal healthcare system fixes the problems of price negotiation inherent in the healthcare market.

I examine the effects of two life stages --- the preschool stage (defined as having preschool children in the house) and the school-age stage (defined as having school-age children in the house) --- on the division of household labour in Sweden (N = 480), Germany (N = 689), and the United States (N = 465), using the 2002 International Social Survey Programme. I also examine time availability, relative resource, and gender ideology as the mediating factors in the relationship between life stages and the division of household labour. Initial analysis finds no variation in spouses’ relative frequency of housework participation when examined by the presence of children of either age group. Post-hoc analysis via separate examination of men’s and women’s reported housework hours finds stability in men’s number of hours of housework regardless of life stages across the three countries but variation in Swedish and U.S. women’s housework time across life stages and between countries. The results suggest that women spend more time in housework than men, regardless of life stages and country differences. However, while men’s time spent in housework is unaffected by the presence of preschool or school-age children, women’s time spent in housework may increase depending on the presence of children of these two age groups as well as the type of welfare regime of the country they live in. Neither in the initial nor in the post-hoc analysis are any of the proposed mediation effects established. Nonetheless, time, resource and gender ideology are shown to have differing predictive power on the division of household labour within and across countries.

Following the work of German-American curator Alexander Dorner (1893-1957) from his early curatorial career in Niedersachsen to professorships in New England, this dissertation explores the intersections of Euro-American modernism and developing ideations of experience within aesthetic philosophy. Dorner's work was formulated in deep engagement with (and often intentional contradiction to) the art theory being incubated in contemporaneous art institutions, pedagogies, and practices. His written texts and museum praxis responded to emerging notions of subjectivity, restoration, and perception in the aesthetic theory of Alois Riegl and Erwin Panofsky, art restoration mandates advocated by German museum leaders such as Max Sauerlandt and Kurt Karl Eberlein, and the artistic productions of El Lissitzky and Herbert Bayer. Against shifting expressions of democracy in Weimar Germany and the mid-century United States, Dorner's polemical focus on museum experience was, in effect, an attempt to train citizens for collective but heterogeneous social life.

This dissertation studies political party organization in the United States, Germany and Poland during national election campaigns and regular party operations. According to conventional wisdom, changes in party organization, such as professionalized campaigns and communications technology, have detrimental effects on political parties. Katz and Mair argue (1995) that political parties have become agents of the state and fail to provide linkage between the state and the electorate due to these changes in party organization. As cartel parties, political parties are then financially dependent on the state and do not need the support of the electorate. Katz and Mair further suggest that developing a closer relationship with the state has weakened political parties, especially the party on the ground. This dissertation tests whether Katz and Mair's cartel theory applies to political parties in the United States, Germany and Poland examining the parties' organizations during and in between election campaigns and finds that the political parties do not confirm the cartel theory. American and German political parties do not primarily rely on government financing and possess too strong of an electoral linkage to their voters to be considered cartel parties. Political parties in Poland better fit with the cartel theory due to strong financial ties with the state and insufficient linkage with their electorate, both inside and outside of election campaigns. This dissertation argues that the cartel thesis should not be considered a theory since it cannot explain observations regarding political parties and their organizations in the United States, Germany and Poland. Instead, the cartel thesis should be considered a heuristic tool to characterize political parties, continuing the tradition of prior descriptive party models such as those of the mass and the catch-all parties.

This paper addresses an apparent knowledge vacuum in the U.S. in the area of international urban environmental planning and the transfer of urban environmental planning practices. This gap is characterized by a dearth of understanding about the process of transfer and adaptation of environmental and urban planning policies into the U.S. from overseas in general, and from Germany in particular. Little is available or has been articulated about the conditions that support or inhibit the voluntary transfer of urban environmental policies into the U.S. and the outcomes. Improving understanding of cross-national transfer of urban environmental policies from countries such as Germany may strengthen the testing and application of appropriate and beneficial programs to heal urban environments in the U.S. This dissertation concerns itself with governmental urban environmental policies, ideas and lessons which have evolved in Germany and are candidates for potential voluntary transfer into the U.S. The intention of this dissertation is to shed light on the process of voluntary policy transfer of urban environmental and planning policies from Germany to the United States. The specific research questions addressed in this dissertation include: 1) In the context of the voluntary transfer, is the acquisition and use of imported information a more rational or more an anarchic process?; 2) What factors enhance or limit the voluntary transfer of urban environmental planning policies from Germany to the United States?; 3) Are there identifiable effects of voluntary transfer of urban environmental planning policies from Germany to the United States? This dissertation concludes that voluntary transfer of German urban environmental and planning policies is a relatively anarchic process. The search and testing of policies from Germany to the U.S. is not often conducted in purpose-driven or goal-oriented contexts. This dissertation also posits that voluntary transfer of German urban environmental and planning policies relies on determined policy entrepreneurs with cosmopolite qualities who bridge environmental and planning communities in both countries. It also suggests that the predominant outcomes of harvesting urban environmental and planning policies are soft transfers of ideas and concepts rather than hard transfers of laws and regulations. Finally, it is suggested that cross-national policy transfer is a “knowledge trail” comprised of unstructured acquisition of information and intuitive learning characteristics, followed by almost parallel implementation, confirmation and decision processes.
