This thesis examines the settlement of Gujaratis in Harrow, London, and the evolution of Gujarati organisations during the 1970s and the 1980s. Most Harrow Asians settled in the Borough after 1972, following their expulsion from Uganda. The Asian community, therefore, is predominantly East African and the majority of Asians originate from the Indian state of Gujarat. Gujaratis were not welcomed in Harrow, yet the Borough could not prevent Asian immigrants from settling in this part of London. The proximity of Harrow to large Asian settlements in north London made it attractive to the more established immigrants. The first years of settlement were mainly dedicated to building a firm economic base, and Gujaratis established, during the 1970s, various associations that complemented their economic activity during the 1970s. Some associations were founded on traditional lines. These were mainly caste and religious associations, which were also the most resourceful in financial and human terms. The affiliation of Gujaratis to different caste associations created serious rivalries with the consequence that the Gujarati community in Britain has remained divided. In Harrow, rivalries have emerged within the Asian community as a result of a growing competition for scarce resources. During the 1980s, Harrow Council declared itself an equal opportunities employer and, by this act, has raised the expectations of Asians that the Borough would be more responsive to their needs. Several pressure groups have emerged, and Gujaratis played a major role in exerting pressure on the Council. Though some Gujarati activists were equally active in traditional associations, the intensification of the relationships with the Council assisted in the emergence of a new type of leadership, comprised Gujaratis who identified themselves as black and who adopted the ideological framework of institutional racism. Although the thesis is about the settlement in Harrow of this community, the original interest of the researcher was focused on the food habits of this population as a method of measuring acculturation. Fieldwork on this subject was conducted both in Harrow and India. The thesis ends, therefore, with a description of the Gujarati diet both in Britain and India, with an analysis of the significance of the changes that have taken place in this area.

The World Health Organization (WHO) defines maternal health as the health of women during pregnancy, childbirth and the postpartum period. According to estimates from UNICEF, Uganda’s maternal mortality ratio, the annual number of deaths of women from pregnancy-related causes per 100,000 live births stands at 435. Women die as a result of complications during and following pregnancy and childbirth and the major complications include severe bleeding, infections, unsafe abortion and obstructed labor.

ABSTRACTPolice departments across Uganda are faced with significant challenges to reducecrime, improve quality of life, and, use meagre resources. Many have struggled tofind the right balance between keeping communities safe, while at the same timehaving transparent and effective policing methods and approach. This thesisexamines effectiveness or/ and ineffectiveness of community policing. This isderived from people’s perceptions of the policing strategies used within theircommunities.The research focuses on the nature of community policing and its, perceptionamong the Ugandans and how these policing strategies are important to policelegitimacy (acceptability) and how it helps them in gaining the trust of the localpopulation. The thesis discusses reasons to why community policing has not beenaccepted by the Uganda population. Continually therefore, it is examined whethercommunity policing has brought about reduction in crime rate.The thesis revealed that there is much laxity in bridging the gap between thecommunity members and the police. Most people feel police is not involving theentire community into their activities, people think police is to protect certaingroups of people in society especially the rich. Most people (47%) negativelyperceive community policing, though 56% reported that it is an importantprogram. Reduction in crime due to community policing was observed. Thethesis concludes by advocating for strategies that are important for a successfulcommunity policing program implementation.Finally, the thesis recommended involvement of the media and need for police toadapt to use of new technology to avoid confrontation by masses that may besuspicious, for example, body-worn cameras (BWCs).

When two or more languages come in contact, they influence each other in various ways, for example through word borrowing, transfer of sounds, morphology and syntax taken from one language system and imported to another. In this study, the primary concern is on the indigenous communities of Uganda learning the English language, plus the influence that this interaction brings into the linguistic space. Bringing the Ugandan multilingual situation into perspective, the study looks at how the English language has interacted with the local languages and the local speech habits, customs and traditions of the indigenous people, to the extent that it has been indigenized. Some word usage results in miscommunication due to the socio-cultural uniqueness of Ugandan cultural expressions. As an example, because of the practice of polygamy in most Ugandan cultures, words like co-wife are coined to mean 'a woman who shares a husband, or a husband's other wife', a word that is absent in both the language and culture of native English speakers. Furthermore some words are formed by calquing some indigenous language expressions, e.g. 'to eat money' or 'to eat cash', an expression that is calqued from the Luganda phrase, kulya sente. Such word coinages are meant to fill the 'shortfall' where the English language fails to provide adequate equivalents. Understanding the context of this kind of English usage and the influence from the indigenous languages is helpful in handling inter-cultural discourses, as the same expression may convey different senses to different people in different contexts. So then, this study deals with some peculiarities of Ugandan English, namely; the features of Ugandan English grammar which are influenced by the indigenous languages. Evidence from the Corpus of Ugandan English is explored to establish that indigenous languages in Uganda have a significant influence on the English language variety spoken in the country, and that a large part of English bilingual speakers cannot speak English without transferring the features from their mother tongue or indeed, switching and mixing codes. A British corpus was used for the purposes of comparison with Ugandan English. The research was conducted in Uganda, drawing data from English newspapers, radio and television talk -shows that were recorded to provide a structural analysis of the contact situations. The result of the study points to the fact that, indeed, the phonological, morpho-syntactic and semantic characteristics of Ugandan English have a considerable amount of influence from indigenous local languages. This study is hinged on the assumption that when indigenous languages and the target language come together in a linguistic contact situation, the resulting variety would exhibit distinct phonological, lexical, grammatical and semantic/pragmatic features ( cf. Sankoff, 2001; Thomason, 1995; Thomason & Kaufman, 1988; Winford, 2005). However, some of these innovations have attracted criticism from 'prescriptivists' such as Quirk (1985, 1988, 1990); Gaudio (2011); and Abbot (1991) who perceive them as 'nonstandard', 'incorrect English language usage' and a 'direct translation from the language user's mother tongue into English'. Yet, indigenous languages continue to play important roles in shaping the kind of English language usage in Uganda.

The 1980s and 1990s saw two major changes in the political economy of the media and the world economy at large: technological advancement and transfer and privatisation. There were significant shifts in media industries: newspapers, broadcasting, cinema and telecommunications when governments begun re-regulating their air waves so as to permit private satellite transmission via both encryption and free-to-air, in addition to public service and private channels. In most societies where these changes have taken place, public service broadcasting has been threatened by the rapid rise of commercial institutions, resulting in stiff competition for audiences. This study set out to determine the extent to which commercialisation, in the era of liberalisation and commercialisation of media services in Uganda, has affected Radio Uganda’s programming. Using a combination of qualitative and quantitative methods of investigation, I have established that while Radio Uganda still maintains certain public service principles and values, programming policy has increasingly been changed by commercial considerations. This is shown by the recent rise of commercial programmes and a fall in education and developmental programmes. Limitations of finance and other resources have compromised the roles and character of public service radio programming. The majority of programmes currently on Radio Uganda are evidently geared to attract advertisers rather than serve the public interest. The study recommends, among other measures, that the licence fee be developed as a source of revenue for Radio Uganda. Secondly, government should inject more funding into public service broadcasting institutions to supplement other sources of income, before granting them autonomy. Thirdly, while advertising and sponsorship brings in a considerable amount of revenue, it should not take a central place that undermines the listener’s interest in radio programming. The Broadcasting Council should therefore map out solid policies that will systematically guide Radio Uganda in its programming in the new order.

On July 29 2000, Uganda held a referendum to decide whether to continue with the ruling Noparty Movement system or to revert to the Multi-party platform. This research entails a qualitative content analysis of the role the media played in driving debate and understanding of the referendum and its role in the country’s democratisation process. The research is informed by Jurgen Habermas’s public sphere paradigm as well as the sociological theory of news production. The research covers Uganda’s two English dailies – The New Vision and The Monitor, examining whether they provided a public sphere accessible to all citizens and devoid of ideological hegemony. It concludes that the newspapers were incapable of providing such a sphere because of the structural nature of Ugandan society and the papers’ own capitalistic backgrounds and ownership interests. The research concludes that such English language newspapers published in a country with a low literacy rate and low income levels, can only provide a public sphere to elite and privileged sections of society. A case is then made that multiple public spheres would be better suited to represent the views of diverse interest groups.

Includes bibliographical references.<br>The legal case for having a minimum wage can be situated to the constitutional right to safe and satisfactory working conditions and the right to equal pay for equal work, the right to freedom, and dignity among other rights. The setting of a minimum wage can however can have far-reaching impacts on the economy and society as a whole. It is therefore essential to take into account the likely consequences of any minimum wage policy before it is adopted. This study reviews the factors underlying the absence of a minimum wage in Uganda. By examining the key issues surrounding the minimum wage policy in Uganda, this study establishes Uganda’s position on having a minimum wage, scrutinises the viability of this position in light of Uganda’s development plans, workers constitutional rights, and conformity to international treaties and conventions. The study concludes with the finding, that Uganda will need to reassess its minimum wage position in order to meet its economic development objectives, to give effect to the Constitution and also satisfy the commitments to its people, regional partners and the international community.

This study aimed at establishing and analysing the literacy practices in the rural and urban communities and their effect on the academic achievements of learners. It also aimed to establish the impact of other factors, such as the exposure to the language of examination, the level of parents formal education and the quality of parental mediation in the their children's academic work, which could be responsible for the imbalance between the rural and urban learners academic achievements. This study endeavours to established that the literacy practices in urban areas prepare learners for schooled and global literacies while the literacies in rural areas are to localised and thus impoverish the learners initial literacy development. This study also seek to determine the extent to which the current language policy in education in Uganda favours the urban learners at the expense of the rural learners as far as the acculturation into and acquisition of the schooled and global literacies are concerned.

<p>This study was performed during the period March – May of 2007 in Kampala and Gulu district, Uganda, and it was made possible due to a scholarship from the Swedish International Development Cooperation Agency (Sida). The main focus of the study is to examine and analyse the peace process taking place in Juba (the Juba talks), southern Sudan, with the goal to solve the 20 year old conflict in northern Uganda between the government of Uganda and the rebel group the Lord’s Resistance Army. I am doing this by, first; identify the actors involved by using John Paul Lederach’s pyramid which includes three levels of actors, second; study different methods for peacebuilding and thereafter identify which methods have been used in the Ugandan case and third; discover to what extent the civil society and more specifically women’s organisations have contributed to this process.</p><p>The data collected consist of qualitative literature studies, analyses of articles dealing with the peace talks and interviews with representatives from different levels of the Ugandan society.</p><p>The analyse of the material shows that all levels of the society have been involved to some extent, but that the peace process is mainly characterized by the top-down approach to peacebuilding, with the top level leaders as the main actors. I also found that women’s organisations in Uganda want to engender the peace talks, for example by bringing women to the negotiation table and let them participate in high level decision-making. Finally, the civil society has in general contributed to a large extent to the negotiations in order to bring peace, yet with different results.</p>

Previous issue date: 2009<br>Resumo: Este estudo foi motivado pelo interesse em entender melhor os fatores que constrangem o crescimento da exportação e limitam os resultados sociais da liberalização do comércio como o emprego. A Indústria de flores foi usada como estudo de caso e os objetivos específicos do estudo eram analisar as restrições a oportunidades de acesso ao Mercado sob os APE e em que medida as instituições do mercado de trabalho em Uganda podem facilitar o alcance a benefícios sociais sob os APE por meio da agenda de trabalho decente. A idéia por trás dos acordos de livre comércio como os APE é que comércio mais livre expande as oportunidades e benefícios igualmente para todos os parceiros da negociação. O estudo, no entanto, descobre que ao lado disso, devido à restrição de suprimentos, como a infra-estrutura pública pobre, tarifas de eletricidade sempre em ascensão, altos preços de fretes, bem como dificuldades de acesso a financiamentos de longo prazo, Uganda não é capaz de tirar vantagem plena dos benefícios comerciais gerados pelo acesso ao livre mercado. Construindo sobre idéias Keynesianas, que vinculam emprego à produção, o estudo conclui que o aspecto dos constrangimentos de suprimentos também afeta o emprego na medida em que mina a produção. Enquanto o nível de emprego é uma questão do Mercado produtivo, as questões de bem-estar social como o trabalho decente só o mercado de trabalho e, por essa razão, instituições do mercado de trabalho também foram analisadas. O estudo conclui que, como parte da agenda neoliberal de desregulação, o governo de Uganda frustrou, deliberadamente, a implementação de leis de trabalho. A falha em implementar leis como o salário mínimo facilita uma apropriação desequilibrada dos benefícios do comércio. Por exemplo, ainda que o valor das exportações de flores tenha aumentado mais de 200 por cento nos últimos 10 anos, os salários permaneceram estagnados.<br>Abstract: This study was motivated by an interest to understand better the factors that constrain export growth and limit the social outcomes of trade liberalization like
employment. The flower industry was used as a case study and the specific objectives of the study were to examine the constraints to market access opportunities under EPA and the extent to which labour market institutions in Uganda can facilitate the achievement of social welfare benefits under EPA through the decent work agenda. The underlying idea behind free trade agreements like EPA is that freer trade expands opportunities and benefits all trading partners equally. The study however finds that because of supply side rigidities like poor public infrastructure, ever rising electricity tariffs, high freight charges as well problems of accessing long term funding; Uganda is not able to take full advantage of trade benefits created by free market access. Building on Keynesian ideas that link employment to production, the study concludes that supply side constraints also affect employment in as far they undermine production. While the level of employment is a product market issue, social welfare
issues like decent work are labour market and for that reason labour market institutions were also examined. The study concludes that as part of the neoliberal agenda of deregulation, the government of Uganda has deliberately frustrated the implementation of labour laws. Failure to implement laws like the minimum wage facilitates unequal appropriation of the benefits of trade. Pollution of aquatic resources in Uganda is on the increase and the trends are expected to increase with increase in population size and urbanisation. Assessment and mitigation of the environmental impacts on water quality and biodiversity have now become necessary. The aim of the study was to integrate invertebrate and fish as bioindicators and fish histopathology as a biomarker in the assessment of water quality deterioration in urban wetlands in Uganda. The integration harnesses the advantages and counteracts the shortcomings of each method and thus builds a more robust diagnostic tool that gives a better view of the impacts to the entire ecosystem. Four endpoints which included, physicochemical variables, benthic macroinvertebrate bioindicators, fish bioindicators and fish histopathology biomarkers were compared between varied effluent-impacted wetlands (Murchison Bay in Kampala, and Kirinya, Masese and Winday Bay in Jinja) and a non-impacted reference wetland (Lwanika in Mayuge). Results from the effluent-impacted sites differed from the less impacted reference site. The two sampling locations at Murchison Bay (inshore and offshore) and one sampling location at Kirinya (inshore), that were highly impacted with urban effluent, showed elevated nutrient levels, low pH, dissolved oxygen and secchi depth readings. This corresponded with low invertebrate taxa and fish species diversity and richness; and severe histopathological responses in liver, gonads and gills of O. niloticus. Sensitive taxa such as ephemeroptera and trichoptera were completely absent while pollution tolerant taxa Chironomus sp, Corbicula and Oligochaeta were present. Also notable was the absence of many native haplochromines and presence of mainly Brycinus sadleri, Oreochromis niloticus and leucostictus. The organs manifested high prevalence of severe inflammatory and regressive changes and higher organ indices that fell within the pathological category. These sites were consistently classified as highly polluted under the four endpoints. The reference site was classified as least polluted while Masese and Winday Bay were moderately polluted. Results suggested that the approach of using invertebrate and fish as bioindicators and the fish histopathology as a biomarker, in relation to water quality physicochemical variables was a useful tool in highlighting the spatial differences in environmental quality.

In 1966, the High Court of Uganda legitimised the new nation's first coup d'etat. After two decades of civil war, Ugandans enacted their first popular constitution in 1995. However, the judiciary's dominant positivist ideology, Matovu's ghost, still haunts the new legal order. The author sets out this ideology's presumptions and then critiques them against an alternative, pluralist map of laws in Uganda.<br>The constructive analysis of recent case law (or lack thereof) that follows shows how this ideology undermines the constitution's promises of equality and freedom. This pluralist methodology is also essential to explain contemporary crises like the Lord's Resistance Army, arms proliferation in Karamoja and Museveni's "no-party" rule. In conclusion, exorcising Matovu's ghost is a priority for Ugandans and the process deserves considered thought for legal scholars advocating the "rule of law" or interventions by the International Criminal Court.

An enthusiastic global campaign on intervention in water in the Lower Income Countries (LICs) was launched by the UN at the International Conference on Water and the Environment (ICEW), in Rio de Janerio, in January of 1992. In June of the same year, in Dublin, a plan of action was devised and a commitment to the water related goals highlighted in Rio de Janerio was made. Close to fifteen years on, there is little to show by way of success in the intended countries. Over 1.1 billion people in the LICs lack safe water. The direct impact of this is a higher risk of waterborne diseases. The waterborne diseases claim 42,000 lives every week in the LICs. By any standards this is a serious depletion of the human capital stock. Looked at in light of the fact that these countries still heavily rely on labour in production, amplifies the need to preserve health. The inherent danger posed by the poor quality water‐ as can be drawn from the above statistics‐ seems to suggest that improving the quality of water would go a long way in improving and preserving societal health in the LICs. By implication this would improve the productivity of the workers. Other benefits include cost mitigation, improved investor confidence as well as increased tourists’ confidence‐ all of which are vital for LICs’ growth prospects. It begs the question of why these countries have not improved their water quality. With specific reference made to Uganda, this research is bent on answering this question. In Uganda, there is consensus among scientists that the ground and open water sources are degraded to dangerous levels. Water quality parameters like turbidity, coliform count, and colour are all above the WHO minimum specifications for potable water and are on the rise in the country. This is indicative of water quality deterioration and it heightens the risk of waterborne diseases to the users. The waterborne burden of disease in Uganda is on the rise with a high fatality rate of 440 lives every week. The need to improve water quality in the country has been acknowledged. However, attempts to address the problem have only been undertaken on a small scale, most notable of these being the PuR home water treatment vii program. There is evidence in the country that the water quality would have apparent benefits. Strong correlations have been found between improved health in HIV patients and improved water quality in the country. In the economics of health, improving societal health inherently improves workers’ performance and productivity, leading to higher growth of the economy. There is an economic imperative therefore, as to why countries like Uganda should improve their water quality. In spite of this, even the country’s most urbanized setting‐ Kampala‐ lacks potable water. This study therefore investigates why, in a time when not only the global agenda is more supportive than ever and when the country’s water resources have been found to be risky to use, Uganda has not improved water quality. Kampala is used as the model district for this study. The district accounts for three quarters of users of treated water in the country. The problem is investigated by assessing the efficiency case of such a project (a water quality improving project) in the country; the methodology employed to this end is the Cost Benefit Analysis (CBA). The methodology compares the costs and benefits of a project, in monetary terms, in the same analysis, over its useful life. In the application of CBA one allows for the time value of money by using the discount rate to make the costs and benefits of the project occurring in different years comparable. In principle, the methodology is simple to apply‐ only that issues arise in the quantification of benefits and the determination of the discount rate. Benefits of the Kampala water quality, improving project include non‐market values and for this reason a non‐market valuation technique, the Contingent Valuation Method (CVM), was employed in their quantification. The CVM technique estimates the benefits by measuring the individuals’ willingness to pay for the improved scenario‐ in this case the scenario was one with a water quality‐improving project. The application of the CVM across many disciplines has invited a lot of criticism over the reliability of its estimates as a measure of value. A panel assembled by the North Oceanic and Atmospheric Administration (NOAA) to investigate the reliability of the CVM resolved that as long as the CVM was well conducted, the generated results would reliably predict non‐market values. The Kampala CVM, for the benefits’ quantification, was conducted with the NOAA guidelines in mind. The final value of the project’s benefits was the WTP predicted for the viii median respondent namely Ushs 385.07/= per cubic meter of water. The discount rate was deemed to be the social opportunity cost of capital in the country, viz 12 percent, this being that rate of return foregone by investing in another sector. The project’s costs were arrived at through liaison with water engineers and consulting past data from Uganda’s Water suppliers. From this, the project’s fixed costs were predicted to be Ushs 1451/= per cubic meter of water and the operation and maintenance costs predicted to be Ushs 591.7/= per cubic meter of water. The project’s useful life was deemed to be the average life of a Ugandan, namely 52 years; this choice reflecting the belief that the benefits would last over the users’ whole life. The results of the Kampala water quality‐improving project indicate that the project would not be feasible. It did not matter what discount rate one employed, the project’s operating and maintenance (OM) costs exceed the benefits. The results offer an indication as to why water quality has not been improved in Uganda‐ because the paying population is unwilling to pay for the entire cost of the project. This deduction is not to suggest that the users do not recognize the benefits of the project. The unpleasant truth is that the users’ incomes are typically stretched so thin by other demands that a decision to make more deductions from these incomes is not an inviting one. However, there is a need to improve water quality in LICs like Uganda, as can be deduced from the analysis of the risks of not doing so and benefits of doing so. Accordingly, such projects have to be funded by mechanism that does not require the users to cover the whole cost, but only part of such a cost, with the remainder from other sources like NGOs and foreign aid.

The study presented in this thesis is a case study analysis of decentralization and quality assurance in a decentralized set up of the Ugandan Primary Schooling. The research looked at how the monitoring and evaluation informed the policy formulation process to regulate quality assurance in a decentralized governance of primary education. The Study was positioned in the critical realist paradigm, interpretive in orientation and used both coding and thematic techniques to understand the teachers’, SMC members’, and officers’ (at district and ministry levels) experiences and perceptions of quality assurance in a decentralized set up. Data was gathered using interviews, document analysis and observation methods. The findings indicated that the study was affected by eleven themes: Management System and Leadership, Human Resource Management, Finance Administration and Management, Parenting and Nutrition, Politics, Motivation, Social Structures and Patterns, Legislative Process and Policies, Infrastructure Development and Management, Community Involvement in Education and Curriculum and Professionalism. The monitoring and evaluation system had a framework in which it operates, though there was no quality assurance policy to guide the provision of quality education. The study finally indicated that there are more threats in a decentralized set up that put Quality in danger. Secondly, there was absence of supervision/inspection in schools as there was no evidence to prove this due to absence of reports. However, document analysis indicated visits of officers to schools. Records management was a problem to schools. Decentralization was adopted at different levels by different countries to address specific problems identified in view of service delivery. Finally, though monitoring and evaluation results informed the policy and decision makers, there was no quality assurance policy to guide the provision of quality education in institutions.

This study seeks to examine how Ugandan journalists’ and politicians’ views on journalism professionalisation in Uganda relate to the broad theoretical arguments about professionalism within sociology and media studies. It also seeks to examine how such views impact on the democratic role of the media. The study finds out that there are two sets of distinct ideas on journalism professionalisation. The idea espoused by politicians is statutory professionalisation in which the state plays a major role through regulation and control, hence professionalisation is seen primarily as a control system. On the other hand, journalists perceive professionalisation as nurtured by voluntarily and socially inculcated professional values, hence as a value system. The study however, finds that both sets of understandings have their own complexities. While the statutory approach has complexities like how core elements of professionalism such as professional values can be imposed through legislation, the voluntary approach to professionalism also exhibits tensions within, especially stemming from the relationship between the professional and the news organisation regarding what constitutes professionalism. The study concludes that both sets of ideas have implications for the democratic role of the media, with both perceptions of professionalism curtailing this role. Statutory professionalisation in the Ugandan political context where the state is the dominant institution brings media institutions within its control, which leads to suppression of content of democratic value through a number of means. On the other hand, the self-regulatory perception does not protect media professionalism from the assault of commercial imperatives, especially when fused with state patronage in regard to broadcasting licences and placement of advertising.

demand and credit rationing in the informal financial markets so as to contribute to policy
formulation to improve access for the poor in Uganda to the broader (formal and informal)
financial sector.
The results of the study suggest that credit demand in the informal financial sector is
positively and significantly influenced by capacity related variables (education level, and
household expenditure) at the household level, and the informal lenders' credit rationing
behaviour is also negatively and significantly influenced by household wealth factors (asset
values). The same variables have similar effects in the models for credit demand and credit
rationing in the broader financial sector.
Since households demand credit for both investment and consumption smoothing, improved
access to the broader financial sector will enable them to acquire more wealth, and move out
of poverty in the long run.
The policy options to improve small borrower access to the broader financial sector include
provision of incentives to banks to serve the smaller borrowers, development of credit
reference bureaus, provision of innovative insurance products to the poor, and broader
economic policies that enable households to acquire more wealth. In addition appropriate
linkages need to be developed between the formal and informal financial sectors so as to

Community-Based Natural Resource Management (CBNRM) is considered a win-win approach to reconcile conservation with natural resource use. CBNRM aims to accomplish conservation whilst prioritising development and contributing to poverty alleviation. This study analysed the different components of a CBNRM initiative, Bigodi Wetland Sanctuary (BWS), located in western Uganda. The study was carried out by interviewing the managing committee members (n= 8) as well as local households (n= 68) regarding the manner in which the project works, and the associated benefits and constraints. The main management issues recognised were a lack of monitoring and committee cohesiveness. The information gathered through the household survey enabled the calculation of the value of local livelihood options. This was done on the premise that conservation is better accepted when land users realise the economic value of natural resources. The average annual value of household livelihoods was represented by 30% crop production, 57% natural resource use, and 13% livestock. Lastly, wetland assessments were performed using the WET-Health and WET-EcoServices methodologies from the Wetland Management Series. These assessments indicated that the impacts of local livelihoods on the wetland were currently low but potential issues could arise with the increasing human population density. Ultimately, BWS presents both environmental and social costs and benefits. With a detailed and interdisciplinary method specific recommendations of improvement can be made to reduce such costs and further reconcile the conservation of Bigodi Wetland with local natural resource use..

Hydrological responses vary from one catchment to another, depending on the nature of land use and cover changes. Modelling the hydrological responses to changes in land use and cover at different catchment spatial scales was the major focus of this study. This study assessed the hydrological responses attributed to changes in land use and extreme weather events resulting into increased sediment loading/concentration, rainfall-runoff generation/volume, streamflow fluctuation and modification of the river channel in the Malaba River Catchment, Eastern Uganda. The hydrological responses were assessed using hydrological models (IHACRES, SCS CN, and SHETRAN) to examine the effect of land use on soil physio-chemical properties susceptibility to rainfall-runoff generation and volume, frequency and severity of extreme weather events, changes in streamflow variations, sediment loading/concentration and river channel morphology. The preliminary study results showed that the frequency of extreme weather events reduced from 4-10 to 1-3 years over the catchment. The performance of the IHACRES model with a Nash-Sutcliffe Efficiency (NSE) of 0.89 showed that streamflow comparatively corresponded with the results obtained the drought indices in predicting the recorded events of severe drought (2005) and flood (1997). Changes in land use and cover types showed that the highest change in the gain of land was experienced from the agricultural land use (36.7 percent), and tropical forest (regeneration) (2.2 percent). The biggest losses in land were experienced in the wetlands (24.6 percent) and bushland and thickets (15.3 percent) land cover types. The SHETRAN model calibrated period had a NSE of 0.78 and 0.81 in the validation period showed satisfactory fits between the measured and simulated streamflow. The agricultural land use (crop growing) had a higher influence on the rainfall-runoff generation and increase in the streamflow than the tropical forest, and bushland cover types in the simulated period. Similarly, the curve number model estimated a comparatively higher surface rainfall-runoff volume generated from the agricultural land use (crop growing) (71,740 m3) than in the bushlands and thickets (42,872 m3) from a rainstorm followed by the tropical forest cover type. This was also reflected in the lower rates of saturated hydraulic conductivity from the agricultural land use (crop growing). The study also showed that human-induced sediment loading due to gold mining activities contributed a much higher impact on the concentration of suspended sediments and streamflow than sediments from rainfall-runoff from the sampled streams. The main contributor of human-induced sediments to the Malaba River were Nankuke River (130.6kg/annum), followed by Omanyi River (70.6kg/annum), and Nabewo River (66.8kg/annum). Human-induced sediment loading had a profound impact on the streamflow variations both in the dry and wet seasons from the sampled tributaries. Lastly, in regard to the effect of land use and cover types on the river channel morphology, tree plantation (cohesion=12, angle of internal friction=27) and bushland and thickets (cohesion=14, angle of internal friction=22) cover types had the most stable river banks compared to the wetland and agricultural land use and cover types that exhibited higher levels of sediment concentration.

The press in Uganda has come a long way right from the colonial days when newspapers sprang up, mainly from missionary activity, through the eras of Obote 1 (1962 – 1971), Idi Amin (1971 – 1979), Obote 11 (1980 – 1985), Tito Okello (1985 – 1986) and the Museveni administration (1986 – to date). For most of this time, the press in Uganda enjoyed very little or no freedom to do its work. The year 1986 saw the ascendancy to power of the Yoweri Museveni as president after a five-year bush war with promised to restore peace, democracy, the rule of law, economic prosperity and civic rights and freedoms. Several achievements in these areas have been registered since 1986. Newspapers have sprouted and the broadcast industry liberalised to allow private ownership that has seen the proliferation of FM stations. However, the relations between the government and the press remain strained with journalists arrested and/or prosecuted mainly for offences relating to sedition, publication of false news and criminal libel. This study was intended to examine why journalists in Uganda continue to suffer arrests and incarceration when the country has been reported to be moving towards democratisation. The study was also aimed at assessing the impact of arresting journalists and arraigning them before the courts of law in the period under study and what this portends for freedom of the press and democratisation. It is recommended, among others, that journalists in Uganda need more unity of purpose to pursue meaningful media law reform that will de-criminalise publication wrongs. The civil remedies available to people who feel offended by the press are sufficient, if not excessive. The efforts already undertaken by the Eastern Africa Media Institute (EAMI) Uganda Chapter in this direction should be pursued to a logical conclusion.

Red Pepper has been the subject of much discussion in Uganda, with some accounts describing it as a liberal mouthpiece, and others as pornography. This case study, therefore, sought to investigate Red Pepper as a media phenomenon in Uganda in the 21st century, specifically between 2001 and 2004. Employing quantitative and qualitative methodologies, it focused on the production process and the text. Although sexualised content dominate its pages, and news about issues such as the environment and education are near-absent, its managers describe the publication as legitimate, normative and consistent with liberal media standards. Accordingly, to interrogate Red Pepper in terms of its journalistic functions, selected debates associated with liberal approaches to news media, media political economy, tabloidisation, pornography and gendered relations were reviewed. The analysis entailed five phases. The first was a denotative or descriptive analysis, which focused on the publication's structure and content focus. This was followed by an interview with management, a broad content analysis to establish the incidence of predefined content categories expected of the tabloid, pornographic and liberal press and, lastly, a theme-based content analysis that sought to establish the potential meanings and framing of the dominant content categories of gossip and sexualised copy. Overall, the study found Red Pepper to be a misogynistic tabloid, having elements said to belong to pornography and homophobia. According to the findings, not only does Red Pepper fall short of a liberal understanding of a newspaper in terms of diversity of topics, provision of information and professional practice, it also does not fit the understanding of an alternative public sphere, mainly because it fails to challenge the patriarchal framing of sex, sexuality and gendered relations. This framing is undertaken deliberately as a means to securing economic rather than journalistic ideals to which the editors pay lip service. Consequently, the gossip and sexualised content are not problematised and as such discourses and power relations therein are not interrogated. Neither are inadequacies in local systems addressed nor corrective action mobilised as expected of some tabloids. All in all, the publication fronts superficial entertainment content that echoes particular gender constructions and patriarchal commonsense and entrenches the (undesirable) status quo which, ironically, it claims to challenge.

This study analyses Uganda’s 2004 Broadcast Policy in light of the WSIS principles in order to establish whether the policy enables radio to build an inclusive and people-centred Information Society, and if so, in what ways it does this. The study specifically focuses on radio, which it views as the dominant medium in Uganda, and therefore the medium with the greatest potential to build a sustainable Information Society in the country. The study is informed by media policy theories as well as Information Society theories. It is argued that although most definitions of the Information Society consider the newer ICTs, especially the Internet, as the key drivers in the Information Society, most developing countries like Uganda are far from reaching the desired level of computer and Internet access as proposed by some Information Society theorists. Instead, most people in Uganda rely heavily on older ICTs, especially radio, for information about key issues in their daily lives. Inevitably, radio ends up being a key player in building the Information Society in these countries. The study, therefore, finds most of the common Information Society theories lacking and adopts the WSIS definition, which is more relevant to Uganda’s situation. This study also maintains that if radio is to be a key player in building an inclusive and people-centred Information Society in Uganda, the 2004 Broadcast Policy has to create that enabling environment, by, for example, promoting public service radio through local content programming, and diversifying radio ownership. The data for this study was obtained using the qualitative research approach, and specifically the research tools of document analysis and individual in-depth interviews. The findings indicate that the policy’s emphasis is on building a broadcast sector that addresses the public’s interests through local content programming and provision of diversified media services. However, the study also found that the policy is vague on some very crucial aspects, which would benefit the public, namely, local content quotas and the independence of the public service broadcaster.

This study investigates the relationships between cash management and growth of informal businesses in Uganda. Whereas anecdotal evidence has for some time revealed that informal businesses in Uganda are faced with the challenge of cash management, no specific studies have been conducted to investigate how this relates to the growth of businesses where evidence has also indicated that most of these businesses do not exist for very long. In particular, the study assesses and explores the growth levels of informal businesses in terms of sales volume, growth in employment and length of existence. The study investigates the various ways in which informal businesses manage their cash and investigates the various internal and external factors that moderate cash management and the growth of the informal businesses. Furthermore, the study proposes a possible framework to manage cash in informal businesses and makes recommendations to informal business owners and managers on how to effectively manage cash in order to stimulate business growth. In order to investigate the relationships between the variables, an empirical investigation was undertaken. Based on the literature review, the primary objective of the study was formulated to investigate the relationships between cash management and growth of informal businesses amidst the external and internal environment in Uganda in order to suggest a framework for effective management of cash by informal businesses that would enhance their growth. A positivistic research paradigm was adopted in this study. A sample of 383 informal businesses was drawn from the five divisions of Kampala district namely; Central, Kawempe, Makindye, Nakawa and Rubaga. To ensure validity and reliability, EFA and Cronbach’s alpha coefficient were computed. Six hypotheses were developed to test the relationships between cash management and growth of informal businesses. The empirical results revealed that there is a significant relationship between cash management and the external environment in which informal businesses operate, a significant relationship between the external environment and the growth of informal businesses and a significant relationship between cash management and growth of informal businesses where the external environment will have a moderating influence on the relationship. The empirical results did not establish a significant relationship between cash management and the internal environment in which informal businesses operate, the internal environment and growth of informal businesses and cash management and growth of informal businesses where internal environment will have a moderating influence on the relationship. The results of this study show that the growth of informal businesses is largely hampered by poor cash management practices and challenges such as the lack of cash planning, lack of cash forecasting and budgeting, lack of financial controls and reporting, the tendency to invest largely in short-term assets which limits their profitability, the employment of less competent and skilled staff and lack of formal accounting information systems. The magnitude of the impact of these is accelerated by the external environment such as competition and the legal and regulatory environment which put pressure on the little cash resources owned by these businesses. Based on the study results, several strategies based on individual cash components of cash planning, cash forecasting and budgeting, financial controls and reporting, short-term investment of cash surplus, competence and skills of staff and accounting information systems were recommended for implementation. It was further recommended that these strategies should be implemented while giving due attention to the external environment if informal businesses are to effectively manage cash and enhance their growth.

Oil is one of the most valuable resources. For a country like Uganda, which is one of the least developed countries in the world with more than one third of the population still living below the poverty line; the discovery of this valuable resource has the capacity to radically alter the economy of the country. But on the other hand, oil exploration, mining and refining are complex, costly, long duration projects with many challenges that require sophisticated financial management, planning, scheduling and cost control. The project management profession is charged as a single point of responsibility for initiating, planning, executing, monitoring and controlling projects in order to meet stakeholder’s needs and expectations. The research objectives were: 1. To identify and examine the challenges and risks associated with the oil industry in Uganda. 2. To investigate the effectiveness of project management practices in the Ugandan oil industry in terms 1 above. 3. Identify how project success can be measured in the Ugandan oil industry. A case study was the research technique adopted and interviews were conducted with the major stakeholders in the Ugandan oil industry. The research findings reveal the challenges and risks that continue to plague the Ugandan oil industry and the role of project management in the exploration phase of the project. The research findings were used to evaluate the role, responsibility and service that project management professionals are expected to render and the actual role, responsibility and service that the professionals have been rendering to the stakeholders in the Ugandan oil industry. The research then concludes by proposing ways of improving the chances of project success in the Ugandan oil industry.

The global trends of democratisation and privatisation that swept much of the developing world in the 1980s and 1990s led to significant changes in the conceptualisation, organisation and performance of the media. In Africa democratisation attained a new meaning with associated processes of liberalisation of broadcasting to end the monopoly of broadcasting by the state. The private media of the liberalised market is increasingly putting the public media system, both broadcast and print, under serious competition, and forcing them to adjust to changing circumstances. The New Vision newspaper in Uganda is one such public service media organisations that are owned by the state and yet have to compete in the new more democratic and liberalised environment. This study set out to explore the extent to which state-ownership impacts on The New Vision’s social role. Using both qualitative and quantitative methods of date collection, I have established the that although The New Vision is a public service medium for which government remains the major source of news, it does not in most cases give the state more or preferentially prominent coverage at the expense of other interest groups in society. On contrary, basing of the amount of coverage of civil society I established that The New Vision enabled the various groups public sphere to interact. The newspaper to an extent also plays the democratic role of monitoring government although there was little evidence of monitoring of corporate abuse. The nature of The New Vision Statute, and the global trends that have changed the conduct of official and private business, have rendered the theories on the 1980s’ development media theories increasingly inapplicable, forcing The New Vision to develop its own version of development journalism that is socially relevant. The study recommends that whereas much of The New Vision Statute is progressive, sections of it should be removed to protect the newspaper from being manipulated by government functionaries, if the it is to continue enabling the public sphere. The newspaper should also increase its monitoring of corporate abuse, and make internal reforms to improve the coverage of development related issues.

Context HIV/AIDS continues to be a global problem; by 2013, there were 35.3 million people infected globally. Sub Saharan Africa (SSA) continues to be disproportionately affected with 70 percent of all cases, 73 percent all deaths, and 70 percent of all new infections. Although some progress has been made in the response to the epidemic, major challenges remain. For example, even though new infections have been declining in some countries, these are being offset by increases in others. Uganda is one of the countries where HIV infection rates have been increasing in the last 15 years, from 6.2 percent in 2000 to 6.4 percent in 2005 to 7.3 percent in 2012. Much as SSA is disproportionately affected by HIV/AIDS, the region has received considerable research attention, including the association between HIV/AIDS and socioeconomic status (SES) and sexual and gender based violence (SGBV). However, there continues to be controversy surrounding the effect of SES and SGBV on the vulnerability of individuals to the risk of HIV infection. Aims and research questions To contribute to the above debates, this research utilises Bourdieu’s Socio-Structural Theory of Practice (STOP) which argues that individuals are born into a field, which structures their habitus or world view but the field in turn is structured by habitus. To operationalize this theory, this research answers the following broad question, what is the influence of social factors on vulnerability and risk to HIV infection in Uganda? And the following specific questions: (1) what is the effect of SES (wealth status & educational attainment) on people’s vulnerability to the risk of HIV infection in Uganda? (2) What is the effect of SGBV on vulnerability to the risk of HIV infection in Uganda? And, (3) what are the effects of social and structural factors on vulnerability to the risk of HIV infection in Uganda? Data and methods This research was based on a nationally representative sample of 22,979 women and 18,418 men of reproductive age from 20,869 households with 33,692 rural and 7,705 urban respondents in Uganda. The analyses were based on the application of Multilevel Logistic regression models to 2004-05 and 2011 Uganda AIDS Indicator Surveys, fitted in MLwiN. Chapter 5 about the influence of SES on HIV infection and Chapter 6 on the influence of community factors on HIV infection are based on pooled data of 2004–05 and 2011 surveys but Chapter 7 on the influence of SGBV on HIV infection is based on only the 2011 data. Key findings The results provide little evidence of a significant overall association between household wealth and HIV infection. However, there is some indication of increased risk among those in wealthier households that is explained by sexual behavior factors. The increased vulnerability of individuals in wealthier households is particularly apparent for women and rural residents. On the other hand, individuals with higher educational attainment have reduced odds of HIV infection. Those with secondary or higher educational attainment have 37 percent lower odds of being HIV-positive compared to those with no education in the general population when other socio-economic, socio-demographic, and socio-sexual factors are controlled for, and secondary or higher education is more effective in reducing vulnerability in urban than rural areas, and in 2011 than 2004–05. However, incomplete or complete primary educational attainment is associated with increased odds of being HIV-positive in both 2004/5 and 2011 and among rural residents, when important socio-demographic and sexual behavior factors are controlled for. Sexual and gender based violence is associated with increased vulnerability to HIV infection by 34 percent at the individual-level. Besides individual-level effects, community-level SES and SGBV are also important determinants of HIV vulnerability. When both community and individual-level factors were controlled for, living in a community with a higher proportion of wealthy households was associated with increased likelihood of being infected with HIV compared to living in communities with a lower proportion of wealthy households. For social factors, living in an area with higher proportions of: formerly married people, and people who were drunk with alcohol before unsafe sex was also associated with an increased likelihood of being infected with HIV compared to living in areas with lower proportions of people with these practices who had similar other characteristics. However, living in communities with a higher proportion of polygamous men was associated with a lower likelihood of being infected with HIV compared to living in communities with a lower proportion of polygamous men. Overall, community factors account for 10 percent of total variation in HIV prevalence. Conclusions and policy implications Individual-level and societal factors are both important in creating vulnerability to the risk of HIV infection in Uganda. These conclusions are largely consistent with Bourdieu’s theoretical and methodological principles and have broad implications for the HIV/AIDS response that presently pays less attention to societal determinants of HIV vulnerability. To effectively prevent HIV infections, HIV/AIDS policies need to recognize the micro, macro, and complex nature of the AIDS epidemic in Uganda. Attention needs to be paid to how household and community wealth, educational attainment and SGBV influence vulnerability to the risk of HIV infection in Uganda and perhaps, similar settings elsewhere.

This study is a comparative examination of approaches to talk radio as a genre on three Ugandan radio stations. The aim is to draw conclusions, from observations made about these stations, about the potential of talk radio to encourage public debate around social issues and improve democratic participation despite pertinent challenges in Uganda. The study first outlines a theoretical framework, which is informed by Habermas's theory of the media as a 'public sphere'. This framework is applied to an exploration of traditions of talk radio that have emerged globally in order to assess the potential of these traditions to play a role in contributing to the establishment of such a 'public sphere'. The study then goes on to discuss the historical development of radio in Uganda and the establishment of the current broadcast landscape. The focus is on the way in which this history has been defined by a struggle around public expression, in which government has repeatedly sought ways to control media as a vehicle for public expression. It is proposed that Ugandan talk radio has the potential to play an important role in ensuring broad participation in public expression. It is against this background that the study then describes and analyses the development of the talk genre at three Ugandan radio stations (each one an example of, respectively, a commercial, community and public service station). It is explained that staff on all three stations emphasise the importance of talk radio in encouraging participation, by their audiences, in the public debate of social and political issues. It is argued that, because of limitations that exist within these stations, none of the talk show teams fully realize the potential of the genre for participation in such debate. The picture that emerges is one of unequal access, with those sections of radio audiences in positions of privilege being further empowered, while those on the margins remain excluded from public discussion. The study finally recommends ways to improve public participation on Ugandan talk radio, noting the need to review government support, the problems of organizational culture within the stations, the need for more guidelines on practical arrangements around talk show production and the question of contradictions that exist at policy level.

Master of Agribusiness<br>Department of Agricultural Economics<br>Vincent Amanor-Boadu<br>As the dairy industry faces the future, consumers’ demand for better milk quality and safety is increasing. Milk quality is of major interest to both consumers and dairy farmers alike. However, scientific data on milk quality in terms of somatic cell count (SCC) in Uganda and most developing countries has been lacking. This study used SCC to compare Southwestern Uganda’s milk quality against international standards. The study also sought to assess dairy farmers’ perceptions about milk quality. Milk samples were obtained from 100 farms in Mbarara and Kiruhura districts, the major cattle corridor in Uganda. The milk’s SCC was analyzed using a DeLaval DCC. A structured questionnaire surveyed farmers on milking procedures and milk-quality perception. Descriptive statistics and qualitative analysis was used to characterize and compare milk quality against the international benchmark.
The study found that the 100 farms had an average SCC of 507,000 cells/ml. About 34% of farms in the study had SCC under 200,000 cells/ml, an indication of high-quality milk. Excluding 7% of the farms with SCC over 1,000,000 cells/ml, the remaining 93% had an average SCC of 276,000 cells/ml, a level comparable to international standards, well below the EU threshold of 400,000.
The study also revealed that 98% of farmers considered milk quality as important or very important both to them and to the milk buyers. However, all farmers reported that they currently do not receive a milk-quality premium and are not penalized for poor quality. Seventy-nine percent of farmers reported the cooperative they belong to as their main source of information on management practices.
An improved perception of milk quality both domestically and internationally will benefit Uganda’s dairy farmers and its dairy industry at large. Consumers must be assured that Uganda’s dairy industry, its government, industry stakeholders such as the Dairy Development Authority, the Uganda National Bureau of Standards, and the private sector place the utmost importance on the quality and safety of milk and other dairy products. New technologies to measure for SCC and strict food safety regulations will help improve the country’s milk-quality image, allowing Uganda’s dairy industry to tap into major milk export markets. Most developed countries have seen increased raw-milk quality or reduced SCC as a result of strong regulatory pressure.

Business rules shape the behaviour of a business and guide the behaviour of employees when conducting business. Therefore, business rules explain what is allowed and not allowed. It is argued that all organisations have business rules and engage in some form of relationship whether through competition or cooperation with other companies. In today’s business environment, organisations are embedded in relationships with other actors in order to gain access to resources that are needed. Therefore, each organisation’s business rules define their strategies and actions. The type of business rule behaviour which is applied by organisations encourages them to grow by taking market share from rivals or creating new markets. The aim of this study was to determine the influence of the rules of business behaviour on perceptions of the competitive banking environment in Uganda and its potential impact on certain outcomes. In this study, a quantitative research approach was adopted, as the study sought to investigate the relationships between variables. This study collected data through the use of a structured self-administered survey questionnaire which was distributed to 233 branches of banks in Uganda, totaling 700 bank employees. The survey yielded 529 usable questionnaires which were analyzed, using several statistical analysis techniques. A hypothetical model and measuring instrument of perceptions of the rules of business behaviour in the competitive banking environment within Uganda was developed. Six null-hypotheses were subjected to statistical analysis. The influence of three independent variables, namely, confrontational business behaviour, co-operational business behaviour and typologies of competition on the intermediate variable, perceptions of the competitive banking environment in Uganda were tested. The impact of these variables on three independent outcome variables, namely, organisational performance and customer loyalty and retention were also tested The empirical findings revealed that the rules of business behaviour have a significant relationship with perceptions of the competitive banking environment in Uganda. These results showed that confrontational behaviour as a rule of business behaviour can be classified as being direct or indirect. The study further revealed that banks should consider competitors as co-partners and not only as aggressors, indicating that co-operational business behaviour is statistically significantly related to perceptions of the competitive business environment in Uganda. The three typologies of competition, namely, defy attack, defense and debase attack are also positively related to perceptions of the competitive business environment in Uganda. The empirical results of the study also indicated that perceptions of the competitive banking environment have a positive relationship with outcomes such as organisational performance, customer retention and customer loyalty. This study contributed to the literature and body of knowledge regarding the impact of rules of business behaviour in the competitive banking environment in Uganda. This study could also assist banks, employees and customers alike to understand the different rules of business behaviour that exist and what strategies banks can employ to improve their position in the market. This study could also be replicated by other banks in other developing countries so as to ensure successful competition and the cooperation of banks as they engage in their activities in the banking industry.

This study was undertaken to examine the issues relating to risk and loan portfolio management in Microfinance institutions in Uganda. The first objective of this study was to establish the extent of governance in MFIs in Kampala, by looking at the overall management of these institutions, assessing how decision are made, and looking at how they are staffed. The second objective is to establish the variables that best explain management of Micro-Finance Institutions (MFIs). The third objective is to identify the risk management of loan portfolios and lastly to provide recommendations based on the findings. The researcher used explanatory and survey research designs. A minimum sample 114 participants from 50 MFIs was used in data collection and analysis. The researcher employed principle component analysis (PCA) basing on Eigen values to identify variables above mean-scores and the nodes on the scree plot (ordered eigenvalues) denotes the number of variables that best explain the dimensions and conclusion on each variables was drawn basing on mean values of descriptive statistical analysis. Furthermore the orthonormal loadings display of the variables is employed basing on the first principle component that identified the names of variables above the mean score and final variable is drown basing on descriptive statistical analysis using mean scores focusing on those above the mean. The analysis is based on three dimensions of assessments, namely; Governance, Human capital and Risk Management. In general 227 variables were observed from the 3 dimensions, however by employing the PCA the researcher was in position to come up with those that best explain the 3 dimensions and in summary 29 out of 131 variables were identified by the PCA that best describes governance, 17 out of 72 variables were extracted that best explain what is taking in place in human capital whilst 5 out of 24 variables were extracted in relation to risk management. Furthermore conclusions are drawn by employing descriptive statistical analysis basing on mean scores of the variables identified by the PCA. Therefore out of the 29 variables identified by PCA on governance dimension, 19 variables on average have mean scores above 3 signifying good performance in those areas. Therefore the strength of MFIs under governance is seen in the following areas; The MFIs surveyed have strong board that is professionally ethical and knowledgeable in the area of managing financial institutions. They are performing better in the area of decision making, they do make timely decisions, and the board keeps on monitoring management and making sure that strategies agreed upon are properly implemented. The board is well committed in filing tax returns which is a legal requirement to all taxpaying institutions. However 10 variables showed sign of weakness because they have mean scores on average below 3. Management of MFIs need to strengthen its self in the area of allowing individual initiative in decision making, recognition of management committees in place, this smoothen the operations of the institution and lastly the board need to mentor the management, most of the personnel managing these institutions lack skills in managing the entity. On the side of human capital management, 17 variables identified by PCA, basing on their mean scores, 13 have mean scores above 3 showing good performance of MFIs. In this case the strength of MFIs lies in having educated human resources in place; MFIs gave the ability to exploit the available opportunities more especially targeting low income earners that for long have been neglected. However mores is needed under human capital dimension more especially in those areas where on average their mean scores was below 3 such as training programs where the respondents revealed that the type of training obtained does not match with the job requirements therefore they do not benefit from these programs. There is still a lot of bureaucracy within the management that slows the operations of the MFIs. This is further explained by having directors commuting as loan officers. Failure to accept risk exposes the entire institution to a vague of collapse. The last dimension is risk management and in this way, 5 variables were identified by the PCA, and basing on their mean scores, 3 variables showed good progress and that is having performance management system in place, there are limited complaints from the clients about the MFIs services offered and lastly all employees are given access rights to organisation resources, the loan schemes are open to all employees and no discrimination in service delivery, however 2 variables were identified with mean scores below 3 showing weaknesses within the systems. Therefore MFIs have to improve technologies used in their operations; the use of file carbines, off line computers exposes the institution to high degree of risk. There is need to strengthen their distribution channels so that the financial services offered reach out to clients at ease. Specifically the research study identified various risks like systematic risk, operational risk, credit risk, counterparty risk and legal risk in that they do affect the gross loan portfolio in MFIs and policy measures have been recommended to mitigate such risks in financial institutions. These risks can be mitigated by; • Having Internal control systems of checks and balances • Hedging of transactions through advance booking and paying cash in advance. • Diversification of portfolio, through investing in as many assets possible • Continuous reminder of their obligations and making a fall up of clients and as well insuring the loans. • Investors are encouraged to form a network of partners in the business • Continuous engagement of a legal adviser to the institutions. The study contributed to better understanding of risk management in MFIs, that no single variable can be relied upon to explain effective management of risks but however in this study three dimensions play a crucial role in management of risks. The MFI management should focus on having an internal audit function operating independently in that financial controls should be regularly updated to cope with the changing environment. Audit committee of the board should be complete enough to supervise and regulate internal control systems, written policies in the organization should be effectively implemented with clear division of responsibilities of middle to top managers and lastly Segregation of powers and authority need to be strongly emphasized as a way of enhancing proper management of risks in MFIs.

Decentralisation is the process through which Central Government transfers authority and functions to sub-national units of the Government and it traces its origin in Uganda from the “ bush” period (1981 – 1986) when Resistance Committees were established by the NRM/A in the Luwero triangle. The Mamdani Commission Report of 1987 on the Local Government system in Uganda recommended devolution of powers. Subsequently, decentralisation was launched in 1992, constitutionalised by the 1995 Constitution, and operationalised by the Local Governments Act (LGA) in 1997. Among the services devolved were education and health, which this study used as case studies to illustrate whether decentralisation has enhanced development in Uganda during the period 1993 – 2006. The study used both primary and secondary data in analysing the linkage between decentralisation and development in the two selected districts in Uganda, namely Masindi and Sembabule. Primary data was collected through interviews, questionnaires and focus group discussions while secondary data was gathered through a literature survey of relevant textbooks, newspapers, reports, legislation and journals. The findings of the study established that if decentralisation is properly planned and implemented it can make a meaningful contribution to enhancing development. However, since decentralisation is a process and not a once-off project, it evolves from one stage to another and, as it does so, it also unfolds new challenges and contradictions that need to be effectively addressed. These challenges include aspects relating to the legal framework, as well as political, fiscal and administrative decentralisation. The study recommended mitigation measures to enhance the efficiency, effectiveness, accountability, transparency, and subsequently the quality of services delivered (development) under decentralised local governance in Uganda.

SMEs have been acknowledged by governments globally as a prime source of economic growth and development. In Africa there has been a noticeable increase in the number of SME establishments. In Uganda, SMEs are the most popular business choice and play a major role in the national economy. Although SMEs significant economic contributions are generally acknowledged, being ethical and successful has become a challenge, as many SMEs in Uganda have not fully adopted and integrated ethics into their business strategies. Understanding the reasons for the increased unethical behaviour in SMEs is central to their continued business success. The primary objective of the study was to investigate the factors that influence ethical business conduct in Ugandan SMEs. From a comprehensive literature review, three main independent variables (staff-, business- and external environment factors) were identified as variables influencing ethical business conduct (dependent variable) of SMEs. A hypothetical model was developed to determine whether the independent variables have an influence on the dependent variable. Twelve hypotheses were formulated to test the relationships between three staff factors, five business factors, four external environment factors and ethical business conduct. The study sought the perceptions of SME owners or managers in the Kampala District and utilised the quantitative research paradigm. A survey was conducted with the aid of a structured self-administered questionnaire distributed by three fieldworkers. A combination of convenience and snowball sampling was utilised. The final sample comprised 384 respondents. The validity of the measuring instrument was ascertained by using exploratory factor analysis. The Cronbach‟s alpha values for reliability were calculated for each of the factors identified during the exploratory factor analysis. A total of ten valid and reliable factors were retained. Pearson product-moment correlation and multiple regression analysis were used to test the correlation and statistical significance of the relationships hypothesised between the various independent and dependent variables. One statistically significant relationship was found between the staff factors (employee attitude) and ethical business conduct. Two statistically significant relationships were found between the business factors (knowledge acquisition and management practices) and ethical business conduct. Three statistically significant relationships were found between the external environment factors (legal requirements, industry norm and media power) and ethical business conduct. External environmental factors seem to have a greater influence on SME ethical business conduct in Uganda. Multivariate Analysis of Variance (MANOVA) was used to identify if significant relationships exist between the eight demographic variables and seven reliable and valid independent variables. Furthermore, post-hoc Scheffé tests identified where the significant differences occurred between the different categories. Cohen‟s d-values were calculated in order to assess the practical significance of the mean scores. A total of twelve practical significant relationships were identified. SME owners or managers should consider employing staff with the right attitude to uphold sound ethical business values. They should implement ethical management practices to promote ethical business conduct amongst employees and ensure that employees are made aware of what is regarded as acceptable ethical business behaviour. SME owners or managers should adhere to legal requirements and industry norms to be known as businesses exhibiting ethical behaviour and utilise media to instil and guide ethical values in employees. Lastly, they must pay attention to the role that demographical variables such as: gender, level of education, current employment status, number of years in business and number of employees, play in behaving ethically in business.

This study sought to empirically investigate the impact of monetary policy on the economic growth in Uganda during the period 1985-2013. The variables analysed were real gross domestic product, real interest rates, real effective exchange rates and inflation. The empirical analysis used a Vector Autoregressive (VAR) model as well as other techniques in order to obtain meaningful results. Using the Johansen technique, the empirical findings revealed that all the variables share a long run relationship. Further, real interest rates, real effective exchange rates and inflation have a negative effect on economic growth in the long run. The results further revealed that in a ten-year period, the variations in real GDP can be explained by its own innovations followed by real interest rates but real effective exchange rates and inflation however have minimal effects on real GDP. The findings of the impulse response test reiterated the VECM results showing that real interest rates and real effective exchange rate have a negative impact on economic growth in the first three years and the effect dies out after the fifth year. On the other hand, inflation rate has a marginal positive effect on economic growth in the first three years after which the effect becomes negative and wanes off after the sixth year. Uganda uses an Inflation Targeting Lite monetary framework that is based mainly on the use of interest rates to curb inflation. However, this study revealed that the use of interest rates as a policy tool to combat inflation results in a negative bearing on growth. It is on these grounds that this dissertation recommends a gradual policy shift from exclusive use of inflation targeting. Policy makers should thus consider using exchange rate targeting. Mishkin (2013) states that having a credible exchange rate target helps a country to anchor inflation to the expectations of the inflation rate in the economy because it ties the inflation rate of internationally traded goods to those of the country. This would be beneficial to Uganda which is a land locked country that relies heavily on imported products especially petroleum products and fuel whose prices fluctuate from time to time. In addition, exchange rate targeting is effective in reducing inflation quickly especially in emerging economies like Uganda. However, policy makers should be mindful that using exchange rate targeting can make a country prone to speculative attacks on their currencies which could devalue a country’s currency thus leading to a decline in economic growth. It is prudent therefore to apply these policies with a degree of caution.

The study sought to analyze the leadership styles of head teachers and school performance of secondary schools in Uganda. It was a mixed study that used both the qualitative and quantitative methods. It adopted a correlation survey research design that helped in establishing the relationship of leadership styles and school performance. In this regard, data for this study was collected on the independent variable, which was leadership styles, and that of the dependent variable, which was school performance. The relationship between the two variables was investigated in order to determine the strength of their relationship and the coefficients of determination existing between them. Together with observations during school visits, interviews were also conducted with head teachers and teachers and focused group discussions were held with selected students and parents, to identify factors affecting school performance and the effectiveness and relationship between leadership styles and school performance. The researcher discovered on the basis of an extensive literature review and the in-depth research undertaken that head teachers adopt a range of leadership styles. However, for the purposes of this investigation, the researcher examined the relationship between leadership styles in general and school performance, and later analyzed four leadership styles in relation to school performance. v While noting the many challenges and demands made on the head teachers during the execution of their tasks, the study underscored the need for the development of management and leadership skills amongst head teachers. The study established that unless head teachers are well equipped with knowledge and skills in management and leadership, they would not be able to improve school performance significantly. The study established that effective school performance requires visionary leadership, amongst others, and that there is a strong relationship between visionary leadership and transformational leadership, which is recommended for education leaders.

This study is a critical analysis of child labour and human resource development in Uganda. The study was undertaken because of the growing concern about child-labour practices in African countries, Uganda being an example. The incidence of child labour and the form that it takes are driven by supply-anddemand factors countrywide, but also by the sheer need of children to survive. Child labour is considered to be a fundamental child development problem. Children are involved in a number of child-labour practices such as prostitution in the commercial and tourism sex industry, forced begging on the streets, and forced soldiering. They may be used as camel jockeys, domestic servants, farm labourers/herders, mine labourers, produce porters, roadside sellers/street vendors, sweetshop-industry labourers, cooks and porters for rebels. The persistent exploitation of children involved in hazardous work and conditions has become overwhelming in Uganda. Poverty as one of the major causes for the growing numbers of child labourers in the agricultural sector in Uganda has caused a number of children to engage in child-labour activities to earn extra income for household survival. Many children have opted for partial attendance in school, eventually dropping out. Parents have also frequently influenced children to work on family farms, thus contributing to the children dropping out of school. Child-labour practices have become entrenched in the social and moral fabric of Ugandan society, and for this reason, research endeavours to uncover ways and methods to reverse this situation. The main objectives of this research were to establish the impact of poverty on child labour, to assess the effect of the social and cultural setup on child labour, to find out the impact of child-labour legislation enforcement, to determine the 5 influence of the HIV and AIDS pandemic on child labour, to establish the effect of the educational system and technological advancement on child labour, to establish the level of awareness of human rights in the community, and to establish the impact of human rights activists on the prevention of child labour. The study was undertaken in Masindi District in Budongo Sub County, in three parishes, Nyabyeya, Nyantonzi and Kasongoire. The respondents used for the study included child labourers, their parents, farmers, and community leaders. The method used to get to the sample was purposive sampling. Data was collected using questionnaires for written answers and a tape recorder for oral answers. Both primary and secondary data was collected, verified, edited, checked, coded, analysed, and then exported to Excel and SPSS. Collecting the data was a challenging exercise for the researcher. Experiences were varied, in the hospitality and willingness of respondents to learn more about child issues. Although respondents were willing to participate in the data collection exercise, social and cultural values did not permit all of them to share their views with the researcher. To collect data from respondents, the researcher had to ensure that remuneration was in place at the end of the exercise. The respondents filled out the questionnaires only after learning of the availability of a reward for every questionnaire answered. More setbacks were the need to travel long distances, and enduring the poor infrastructure, poor sanitation, and epidemic outbreaks, some of which diluted the quality of data collected. During group interviews, most parents were not entirely truthful about involving their children in child-labour activities. Although most respondents had an idea of what child labour is, their ignorance levels on the topic prevented them from stopping their children from working. The major findings of the research were that the cultural, social and economic setup of the community in the study area favoured child labour, although the child-labour legislation is against using children as labourers. Various ethnicities 6 in the study area considered a person between the ages of 5 and 12 years to be a child, yet the Constitution of Uganda dictates the age of childhood to be below 18 years. This causes conflict in the definition of who a child is. Although parents were aware of the Universal Primary Education (UPE) regulation penalties for not taking children to school, they still permitted children to engage in child-labour activities, and little has been done by government to curb the culprits. Awareness of the Sub Counties and Credit Co-operatives (SACCOs) and their implementation has not helped to reduce poverty in the area studied, resulting in an increased school dropout rate among school-going-age children, as well as more child-labour activities. The major conclusion of the study was that little has been done to increase the awareness levels of the teachers, parents and their children about child labour and its legislation, their knowledge of and involvement in micro-finance institutions in the community, and the availability of vocational training institutions. Little has therefore been done to reduce child-labour activities, improve the economic status of the community, and improve their human resource skills. The major recommendations of the research to the study are that culture should not override the Constitution as far as the definition of age limit is concerned. The government should carry out stakeholder analyses, and implement a life-skills and sensitisation programme in order to improve child participation in the Universal Primary Education (UPE) programme. Government should ensure that the society is given information about basic accounting, project planning and management skills, in order to be effectively involved in the economic programmes of SACCOs.

Capacity-building is an essential component of post-conflict reconstruction (PCR) and peace-building in the aftermath of violent conflict. Civilians, mainly women and children are driven or abducted from their homes during violent conflict and suffer various abuses and atrocities. Many spend the duration of the conflict as refugees in Internally Displaced People (IDP) camps in neighbouring countries. Violent conflict impinges on their psychological well-being and socio-economic development making their re-integration into their former communities extremely complex and challenging. In the case of Northern Uganda, the conflict lasted for over two decades. However, since the ―Cessation of Hostilities Agreement‖ of 2006, the peace-building process has been particularly evident here. Numerous stakeholders have been involved in the capacity-building processes in Northern Uganda, and one such organisation is the Friends of Orphans (FRO) in Pader district, Northern Uganda. The purpose of this research study is to explore the challenges facing the FRO in transforming conflict and building sustainable peace through capacity-building in Pader district. The study explores the programmes the organisation implements and investigates how these programmes are relevant for the transformation of conflict. Apart from reviewing the literature, the researcher conducted semi-structured interviews and used participant observation. The employees of the FRO – all of whom are involved with capacity-building in these communities – participated in these interviews in their capacities as social workers, teachers, administrators and field workers. The beneficiaries of these programmes include former child soldiers, abductees, child mothers, land mine survivors and orphans. Lessons learned by the FRO, as well as the researcher‘s recommendations, are discussed in the study in order to assist the future work of the organisation and other stakeholders who have devoted their efforts to the recovery of areas emerging from conflict.
