Abstract The Member States of the European Free Trade Association are the considerable opportunity for export, especially for countries of the European Union. The European Economic Area unites the Member States of European Union and Norway, Liechtenstein and Iceland (the three EFTA countries) into an Internal Market. The paper deals with comparison the basic data of EFTA Member States such as geography, infrastructure, GDP. Due to Logistics Performance Index, it is possible to compare the level of logistics and transportation conditions in selected countries. The export costs and delivery time from a one Member State of European Union to capital cities of EFTA Member States are identified by using online calculator of chosen integrators.

Beside Malaysia, Indonesia is also one of the largest Crude Palm Oil (CPO) producer and exporter in the world. European Union is one of Indonesia’s trading partner and the biggest importer of CPO that used for the biofuel production, especially the biodiesel for transportation sector. But, in 2009, European Union released the Renewable Energy Directive (RED) that required all members to used renewable energy for every sector with the minimum requirement 20% for general sectors and 10% for transportation sectors. While this policy will make the European Union countries used the clean energy, RED became a new kind of NonTariff barriers for Indonesia’s CPO that become an important commodity from Indonesia. This paper will explain by the theory of International Political Economy (IPE) by focused into the Neo-Mercantilism to the analysis of Non-Tariff barriers that used by European Union for the CPO import into Indonesia. Besides that, the writer also used a National Interest concept to explain the importance of CPO for Indonesia and European Union Countries that agreed with the RED.

It is considered the possibility of improvement of the international railway transportation of benzene and other related cargoes between Ukraine and the European Union countries for the carriage of these cargoes in tank containers. The volume of chemical cargo transportation to the EU countries to the rolling stock types for 2018 has been analyzed. The research of the effectiveness of organization of international transportation according to the criterion of the total hours of downtime by wagons under accumulation. The mathematical model of chemical cargoes transportation by wagons, wagon groups and container trains with the accumulation to the technical standards on the cargo diversions was elaborated. The models take into account the unevenness of the wagon arrivals to the accumulation points and observance of the number of wagons to the established norm. A comparison of the effectiveness of the two models of the organization of the chemical cargo delivery and it was defined a more effective version of transportation. It has been established that for more efficient using of the rolling stock and for the rolling stock circulation decreasing is the cargo transportation by trains which consist of cisterns or/and tank container carriages. The influence of the components of the rolling stock circulation and its value are analyzed. The research of the cost of benzene transportation in cisterns and tank containers for the individual diversions was studied. According to the research results the cost of benzene transportation by platforms of the railways ownership is less than twice in comparison to private cisterns and tank-containers of the Ukrainian Railways fleet. These recommendations will improve the process of transportation and increase of volumes of international cargo by railroads between Ukraine and the EU countries.

Résumé :
An important issue related to the international exchange of goods is the legal norms related to customs issues. In this area, customs procedures are important issues. The is deals with the problem of legal regulations on the application of customs procedures in international trade. The article deals with the issue of customs procedures applied to the issue of the introduction of goods into the customs territory of the European Union. The considerations are illustrated on the example of one of the member countries of the European Union. Classifications and characteristics of customs procedures are presented. In order to illustrate the considerations presented in the work, the process of transportation of goods from one of the member countries of the European Union to Singapore was analyzed in terms of the selection of the customs procedure. The article also presents examples of events and factors causing disruptions in transportation processes, which not only translate into transportation and trade costs, but also can affect potential disruptions in supply chains.

Due to its geographic location and developed transport infrastructure, Ukraine has a significant potential in the development of cargo transportation, primarily in international traffic, in particular as a transistor country in the logistics chain of trade between Asia and Europe. The possibilities of railway transport for the organization of transportation between the countries of the European Union and Ukraine are not used to the full extent, since there is a number of technical reasons of the transport systems incompatibility between Ukraine and European countries. In the course of the research, methods of analysis and synthesis were used to study prospects of the European and domestic system of international railway transportations, the experience of creating, operating and optimizing these systems. To compare the above mentioned options, the authors developed a model for predicting and assessing the efficiency of railway transport from the border of one state to the border of the other one.

The aim of this paper was to determine the economic impact of the transportation sector on the Croatian economy by using input–output analysis. According to the input–output tables for the Croatian economy for 2004, 2010, 2013, and 2015, output and gross value-added multipliers were calculated. The results of the conducted analysis indicated that the multiplicative effects of the transportation sector in Croatia were significant in the observed period, especially for the air transport sector. Furthermore, comparative multiplier analysis with selected European Union countries was performed to assess the Croatian transportation industry position from an international perspective. Lower output and gross value-added multipliers for the Croatian transportation sector imply that old European Union member states capitalized the transportation sector more for growth and development. The Croatian transportation sector recorded lower imported intermediate inputs, average domestic inputs, and higher value-added multipliers similar to new European Union members. Simulations based on multiplicative effects show that restrictions on movements and human contacts, imposed due to the COVID-19 pandemic, could induce a strong reduction in the economic activity of transport and other sectors that are included in the value-added chain of the transport industry.

Abstract English has become the first global language of international com- munication during the last decades. It is dominant in many fields as science, technology, transportation, business and tourism and diplomacy. The European Union with law applicable directly on individuals is officially multilingual. English is, however, preferred in internal communication and in communication with national experts. National laws are closely related with particular states. Related discourse is therefore realized mostly in national language. Legal education and research are thus less anglicized than other university education and research. Nevertheless, increasing importance of international and supranational rules for harmonization and coordination, growing demand for comparison, pres- sure to publish in internationally recognized journals, Europe-wide research projects and rising numbers of exchange of students cause widespread resort to English also at schools of law. Unfortunately, English is language of countries with Anglo-American law (common law) which differs significantly from continental law (civil law) existing in most European and other countries. Therefore, it is difficult to find adequate English words for phenomena of civil law and to stabilize their use in international discourse.

The main aim of this article is to dynamically evaluate the sustainable development of transportation as an important economic sector in each member state of the European Union. Furthermore, the authors tried to identify underdeveloped spatial areas and indicate related trends in particular countries. To address this research topic, a multivariate-order statistical measure was implemented. The data sources of the study were Eurostat databases. The rankings of the chosen European Union countries for transport sustainability and its individual components (pillars and orders) were obtained for 2016–2019. This allowed the underdeveloped space regions and their individual pillars in the field of transportation sustainability to be identified in an appropriate manner. Then, the total (general) synthetic measures applicable to the entire period of analysis were constructed. It should be noted that the initial set of diagnostic variables and its classification in certain sequences were implemented. Furthermore, the taxonomic method applied with Weber’s multivariate median was first used to dynamically assess aspects of traffic sustainability. Such synthetic methods allow for analysis of the interaction of different areas of complex transportation systems and allow distortions of the diagnostic variables.

With the approval of Directive (EU) 2016/681 on the use of Passenger Name Records (PNR), the personal information provided to carriers by air passengers crossing European Union (EU) borders is available for mining by national law enforcement, third countries, and Europol. This is in line with other pre-emptive security policies, but it goes further in generalizing suspicion over large numbers of EU and non-EU travelers. After years of pressure from the United States under the banner of the global war on terror, air companies are no longer between a rock and a hard place. They are now able to lawfully disclose big data gathered as part of the normal course of business. Following booking and reservation, up to 19 items of individual data must be provided to Passenger Information Units for criminal investigations and other appropriate actions. The intra-EU PNR system has managed to fly under the radar of scholars and public opinion. Most specialized literature is limited to superficial discussions on security and privacy. There is insufficient research looking at it comprehensively and in detail. This thesis explores this novel security policy in depth and questions its validity. It argues that the PNR scheme should be invalidated by the Court of Justice of the EU for two reasons. In the first place, the Union was not competent to approve a secondary law so intrusive to the national security agendas and policies of the member states. Secondly, the Directive disproportionately encroaches upon the fundamental rights of passengers. There is, as yet, no doctoral project which analyzes the EU PNR so thoroughly. This work fills a gap in scholarly writing regarding fundamental rights and creeping competences in EU law. Its novelty lies in questioning issues that have been overlooked, or insufficiently addressed, in the journey of the PNR Directive.

The objective of the study is to analyze the effects of two breakpoints on the relationships of Istanbul Stock Exchange with the European stock markets and on the relationships among these European stock markets to increase the economic integration. The breakpoints are the execution of the Customs Union Agreement of Turkey with the European Union in 1/1/1996 and the introduction of the Euro in 1/1/1999. While both breakpoints have effects on Turkey&rsquo
s economic relations, the European Union countries are expected to be influenced by only the introduction of the Euro. Stock market indices provided by DataStream is utilized. The statistical techniques used include the correlation and cointegration analysis. Results indicate that when examined on pair wise basis Turkish stock market has more liaisons with the European stock markets, in general, after the Customs Union
but less liaisons after the conversion to Euro. However, when examined as a group, the cointegration result finds the Euro as influential as the Customs Union. Alternatively, the European stock markets have decreasing integrations as a result of correlation analysis after the Euro, but it is an influential breakpoint according to cointegrating structures.

L'emploi informel est devenu un sérieux défi pour l'économie ukrainienne et des pays en transition au cours de l'adaptation aux conditions du marché. La tendance du nombre de travailleurs qui participent au secteur informel est en hausse depuis les dernières années. Dans mes recherches, je vais présenter l'état actuel de l'emploi informel en Ukraine et les pays en transition. Une attention particulière est accordée à la répartition du travail entre les différentes catégories de population, en divisant les individus en cinq catégories (employés formels, employés informels, travailleurs indépendants formels, travailleurs indépendants informels et chômeurs) selon la définition de l'emploi informel de l'OIT. Nous examinons le marché du travail en utilisant les données de Ukrainian Longitudinal Monitoring Survey pour l'Ukraine et Survey on Living and Income Conditions pour les pays en transition et nous élaborons la fonction des gains du capital humain pour le marché du travail en appliquant la fonction de répartition des gains de Mincer, afin d'étudier les facteurs qui déterminent les revenus et le choix de l'emploi de l'individu en Ukraine et les pays en transition
Informal employment became a serious challenge for the Ukrainian economy and economy of transition countries during the adjustment to market conditions. Trends of the number of workers participating in the informal sector have been rising for the last years. In my research I will present the current state of informal employment of Ukraine and transition countries. Detailed attention is paid to labour distribution across different population categories by dividing the individuals into five categories (formal employee, informal employee, formal self-employed, informal self-employed and unemployed) following the definition of informal employment from the ILO. We examine labour market using the data of the Ukrainian Longitudinal Monitoring Survey for Ukraine and the Survey on Living and Income Conditions for transition countries and we design human capital earnings function for labour market by applying Mincer earnings distribution function in order to investigate the factors that determine the individual’s earnings and choice of the employment status both for Ukraine and transition countries

In the last few decades the European Union (EU) and its members have emphasized the importance of human rights and the need to improve human rights conditions in Third World countries. In this research project, I attempted to find out whether the European Union and its members practice what they preach by giving precedence to countries that respect human rights through their Official Development Assistance (ODA) program. Furthermore, I tried to analyze whether European integration occurs at the foreign policy level through aid allocation. Based on the literatures on political conditionality and on the relationship between human rights and foreign aid allocation, I expected that all EU members promote principles of good governance by rewarding countries that protect the human rights of their citizens. I conducted a cross-sectional time-series selection model over all recipients of ODA for each of the twelve members for which I have data, the European Commission, and the aggregate EU disbursements from 1979 to 1998.

After the fifth enlargement of European Union in 2004 and with the expansion of European Unions borders and new neighbors, it became one of the important policies to provide security, stability and prosperity, and develop relationship between neighborhood countries. Although, enlargement process provide some opportunities to the member states of European Union, it brings about some difficulties. The differences at the life standards, environment, public health, prevention and combating organized crime between European Union and neighbor countries caused to create new policies. European Neighborhood Policy was launched in 2004, and consists of 16 countries, namely: Israel, Jordan, Moldova, Morocco, The Palestinian Authority, Tunisia, Ukraine, Armenia, Azerbaijan, Egypt, Georgia, Lebanon, Algeria, Syria, Libya and Belarus. European Union and the partner country sign the Partnership and Cooperation Agreements or Association Agreements, and then the Agreement Action Plans are mutually adapted. Action Plans include privileged relationship, mutual commitment to common values, democracy and human rights, legal and market economy principles, good governance, sustainable development, energy and transportation policies. Within the framework of European Neighborhood Policy, the main aim is to arrange the relationship between the neighbors of European Union. In this study, economic effects of the European Neighborhood Policy will be examined for the relevant countries.

In this article we discuss the Eastern European Union Countries (EEUC) issue of the European contenentalisation/re-continentalisation process. We point out how the tracing, projecting and realizing of Trans continental meridian transportation corridors and axes could facilitate the development of peripheric and marginalized regions. The article is presenting a view (vision) regarding the Trans meridian transport connectivity of Eastern European Union countries and in particular – Bulgaria and Romania. It states that concrete transport corridors axes, sub axes and corridors are an important tool for integrated and joint development (economic, social, ecologic) of some less developed regions in the mentioned countries. The article also pointed out that it is needed Transportation grid innovation that make the regional development to happen. They affect the Balkan Peninsula Transport Grid vision with parallel and meridian axes and corridors.

International trade (IT) is recognised as one of the driving forces for business and the growth of countries’ economic. The amount of IT flows is contributed by the “logistics revolution”. According to the conceptual approach, the development of transportation modes, logistics infrastructure may facilitate in-ternational trade. However, it remains unclear whether logistic performance changes contribute to IT flows since the number of researches that examine the effect of logistic performance on IT is limited. So, this paper aims to determine whether the flows of IT are contingent on logistics performance. The research re-lies on panel data of 28 European Union (EU) Member States (MS) over 2007–2016. The results of our investigation confirmed that the changes of logistics performance positively related to IT flow of EU MS, but this impact differs across countries.

Europe’s prosperity relies on effective transport systems. Any attacks and disturbances to land freight and passenger transport would have significant impact on economic growth, territorial cohesion, social development and the environment. Unfortunately, there are weaknesses in the land transport security.The objective of CARONTE project is define a future research agenda for security in land transport that focuses on core gaps caused by emerging risks while avoiding any doubling-up of research elsewhere. Its research agenda will cover all threats, including cyber-crime, and security aspects across all modes of land transportation. At the same time, it will respect the fundamental human rights and privacy of European citizens. The step-by-step method of CARONTE’s consortium has analyzed the state of the art and emerging risks; has identified gaps, analyses and assessments of potential solutions; and has produced an overall research agenda for the future. CARONTE’s results will answer the following questions among others: Which existing research projects merit a follow up and extension?Where are the combinations or synergy effects to be attended?Which themes and topics should be elaborated in new research projects?Who should be involved and integrated in future research projects (stakeholders, authorities, etc.)? The CARONTE consortium includes universities and research institutes, companies, and end-users providing with experience in research and consultancy in transportation, logistics, infrastructure management, security and communications. Both passenger and freight railway transportation has changed dramatically during the past decades in most parts of the world. Many new technologies have emerged or have been increasingly applied in rail industry to improve the competitiveness of the mode. At the same time, globalization and changes in the political landscape have contributed to the growing pressure to expand the use of rail transportation across national boundaries. All the development is accelerating the need for international cooperation in railway design, construction and operation and the educational framework should shift accordingly to consider rail transportation beyond national boundaries. In addition to discussing the changes with global dimensions that are taking place in the railway industry, this paper reviews the history and current status of university level railway education in the world, including examples from the USA, Russia, China and selected countries in the European Union (EU). The paper also reviews some of the current methods and approaches used by the other industries and engineering fields to improve the global reach and cooperation in education. Based on these proven concepts, the paper provides some recommendations and suggestions for the railway industry how it can start taking its first steps toward a more global railway education.

In 2007, spent nuclear fuel (SNF) from the Nuclear Research Institute Rˇezˇ plc (NRI) was shipped to the Russian Federation for reprocessing. A large amount of SNF of Russian origin has been accumulated after 50 years of research reactor operation. The shipment was realized in the frame of the Russian Research Reactor Fuel Return (RRRFR) program under the US-Russian Global Threat Reduction Initiative (GTRI). SNF shipment from NRI to the Russian Federation represented a very complex and complicated technical, legal and contractual scope of work. The SNF shipment has been realized under specific conditions: 1. High capacity SˇKODA VPVR/M casks were used for transportation for the first time. 2. For the first time, high enriched uranium SNF from a research reactor has been sent to the Russian Federation from a European Union country under the appropriate intergovernmental agreements, legal regulations and conditions. NRI also participates in shipments of SNF from other countries within the framework of the RRRFR program. NRI participated in shipments of SNF from Bulgaria and Hungary in 2008, from Poland in 2009 and 2010, from Ukraine in 2010. Shipments from Belarus and Serbia are planned in 2010. The second shipment of the residue of high enriched SNF from NRI after changeover of the reactor operation to low enriched fuel will be implemented in 2013. The experiences gained during the SNF transportation are described in the paper together with the present and future NRI activities in support of the SNF shipment from other countries.

The Republic of Azerbaijan is one of the oil and gas rich countries of the former Soviet Union. After the second stage of the Shah Deniz gas field, natural gas extraction and exportation became one of the key elements of Azerbaijan’s oil and gas strategy. Diversification of the oil and gas transportation has a great importance in Azerbaijan’s energy security policy and in this regard, TANAP is an important project after Baku-Tbilisi-Ceyhan oil pipeline. TANAP is a proposed natural gas pipeline project to transport Azerbaijani natural gas through Turkey to Europe in two directions. The project was firstly announced on 17 November 2011 at the Third Black Sea Energy and Economic Forum in Istanbul. It was launched in 2014 and will be expected to finish in 2018. TANAP will cost seven billion USD and will have the capacity of 23 billion cubic meters by 2023 and 31 billion cubic meters by 2026. This paper analyzes expected strategic and economic outcomes of TANAP.

Deployment of high-speed passenger rail services has occurred around the world in densely-populated corridors, often with the effect of either creating or enhancing a unified economic “megaregion” agglomeration. This paper will review the technical characteristics of a variety of megaregion corridors, including Japan (Tokyo-Osaka), France (Paris-Lyon), and Germany (Frankfurt-Cologne), and their economic impacts. There are many lessons to be drawn from the deployment and ongoing operation of high-speed passenger rail service in these corridors for other countries now considering similar projects, such as the US and parts of the European Union. First, we will review three international cases, describing the physical development of each corridor as well as its measured impacts on economic development. In each case, the travel time reductions of the high-speed service transformed the economic boundaries of the urban agglomerations, integrating labor and consumer markets, while often simultaneously raising concerns about the balance of growth within the region. Moreover, high-speed travel within the regions has had important implications for the modes and patterns of travel beyond the region, particularly with respect to long-distance air travel. An example is the code-shared rail-air service between DeutscheBahn and Lufthansa in the Frankfurt-Cologne corridor. Next, we will examine the implications of these international experiences for high-speed rail deployment elsewhere in the world, particularly the US and Portugal, one of the EU countries investing in high-speed rail. Issues considered include the suitability of high-speed passenger rail service in existing megaregions as well as the potential for formation of megaregions in other corridors. By understanding the impact of high-speed passenger service on economic growth, labor markets, urban form, and the regional distribution of economic activity, planners can better anticipate and prepare countermeasures for any negative effects of high-speed rail. Examples of countermeasures include complementary investments in urban and regional transit connections and cooperation with airlines and other transportation service operators. High-speed passenger rail represents a substantial investment whose implementation and ultimate success depends on a wide range of factors. Among them is the ability of planners and decision-makers to make a strong case for the sharing of benefits across a broad geography, both within and beyond the megaregion (and potential megaregion) corridors where service is most likely to be provided. This paper provides some useful lessons based on international experiences.

This working paper examines the puzzle of the gaps between the images that the EU projects, voluntarily and involuntarily, and the perceptions of the EU in Latin America. After reviewing some of the debates related to the role of perceptions in public policy and EU Public Diplomacy (EUPD), the paper analyzes some critical developments in global perceptions of the EU based on the study Update of the 2015 Analysis of the Perception of the EU and EU Policies Abroad (2021 Update Study), which assessed the attitudes of the EU in 13 countries. The third section examines some studies on the attitudes of the EU in Latin America, including some contributions from Latinobarometer. The fourth section offers comparative cases of EU perception in Brazil, Mexico, and Colombia based on the findings of the 2021 Update Study. The analysis of each country relies on the interpretation of surveys with some references to the press analysis and interview methods provided in the 2021 Update Study. Each case discusses specific trends in the following areas: visibility, primary descriptors, global economics, and international leadership. Also, it identifies some patterns in perceptions of the EU in social development, climate change, research/technology, development assistance, culture, the case of the critical juncture in the survey (pandemic), and the EU as a normative setter. The final section offers some general trends in the perceptions of the EU in Latin America.

The Ukraine war has added to the pressure to address the links between the environment, natural resource management and conflict. This SIPRI Research Policy Paper assesses the priorities of selected European Union (EU) member states regarding climate-related security risks, explores their strategies for pursuing these at EU level and identifies steps for further action. It finds that the appetite to tackle climate-related security risks at EU level is mixed. While maintaining the operational efficiency of the military is a red line, concentrating efforts on research, development and peacekeeping is acceptable even to countries that do not prioritize climate insecurity in their policies. Country strategies for pursuing such efforts involve spotlighting climate security during their respective rotating Council presidencies, working closely with the European External Action Service and the European Commission, and collaborating with like-minded member states. The paper recommends additional steps for action but in order to make effective adjustments to EU processes, climate security will need greater prominence on the EU agenda.

This SIPRI Research Policy Paper identifies European Union (EU) member states’ efforts to address climate-related security risks in the short to medium term and suggests entry points for further action. Even countries making visible attempts to mainstream the linkages between climate and security are falling short of pursuing a comprehensive approach. Among the ongoing initiatives that might bear fruit in one to three years are: appointing climate security advisers; climate proofing peacebuilding and conflict proofing climate action; investing in early warning and risk mapping; reassessing climate financing and development aid; and building up the operational resilience of the military. Strengthening such efforts would involve: incorporating climate insecurity into foreign and security policy dialogues; increasing conflict-sensitive climate adaptation finance; sensitization to climate change and conflict; and improving the operationalization of early warning. To remain credible, EU member states must advance their climate security initiatives and close the gap between rhetoric and practice.

This paper employs a panel data econometric approach in order to empirically ascertain the role of the phenomenon of financialisation in the deceleration of labour productivity in the European Union (EU) countries from 1980 to 2019. During that time, the EU countries suffered a huge structural transformation based on Reaganomics and Thatcherism and their financial systems have experienced strong liberalisation and deregulation, which have contributed to poor evolution of labour productivity and have revived fears around a new ‘secular stagnation’ in the era of financialisation. Grounded in post-Keynesian literature, the slowdown of labour productivity in the majority of developed economies in the last decades cannot be separated from the phenomenon of financialisation, which has occurred through four different channels, namely the weak economic performance, the decline in the labour income share, the increase in personal income inequality, and strengthening of the degree of financialisation. Our findings confirm that lagged labour productivity, economic performance, and labour income share have a positive impact on labour productivity in the EU countries, while personal income inequality and the degree of financialisation impact it negatively. Our findings also reveal that labour productivity in the EU countries in the last decades would have grown more if there had been a stronger economic performance, a smaller decline (or even a rise) of the labour income share, a smaller increase (or even a decrease) of personal income inequality, and a weakening of the degree of financialisation.
