In India, the urban local bodies do not have decentralization in various functions. Therefore, municipal corporations find various issues in functioning and revenue generation. It has resulted into either shortfall or low quality infrastructure services to people. The Navi Mumbai Municipal Corporation is developed as modern municipal corporation. Municipal corporation invested financial resources in development for civic infrastructure. Therefore, population, industries, educational institutions, markets, transport and other facilities are expanding very fast. The ordinary least square regression results shows that the municipal corporation has positive co-relation with revenue receipts from LBT, property tax and town planning. The revenue expenditure is positively co-related with municipal estate, public health and hospitals, primary and secondary education. The engineering work for poor is negatively correlated with revenue expenditure. The capital receipts are positively co-related with fire brigade, auditorium, sports and cultural programs and security deposits and water supply. The capital expenditure is positively co-related to women and child welfare schemes, primary education, environment monitoring. It is negatively co-related with dumping grounds. The municipal corporation must raise funds from capital market through municipal bonds. More investment must be made in civic infrastructure. Similarly, corporation must spend more funds on poor, welfare of women and children. Municipal corporation must monitor and protect environment. It must give more priorities for processing of solid and e-waste, protect local culture, primary and secondary education, health care for all and technology in provision of civic services. It must develop human resource and create best place to live in metropolitan region.

Indian Railway Catering and Tourism Corporation (IRCTC) is among the busiest railways reservation systems since the Indian Railways (IR) is the vital and economical mode of transportation in India. Hence, rating of the trains seems to be critical aspect for selecting an appropriate train for travelling. In this study, we have considered 7 vital attributes of 500 popular trains and rate their performance based on 7 important related attributes. For this purpose, we have employed 2 different approaches to analyse of the train attributes, which eventually contribute to the overall performance of the trains. Here, we have developed a rule based rough set decision support system to analyse the criticality of the train attributes while rating the train performance. Furthermore, we have also used 3 Machine Learning (ML) model estimators: Extra Trees Classifier (ETC), Support Vector Machine Classifier (SVMC) and Multinomial Naive Bayes Classifier (MNBC) and perform their comparative analysis with respect to 7 performance metrics while predicting the overall train rating based.

The railway industry in Ethiopia has been an important way of communication and transportation for a long time. It is a developing sector with many national plans for future investments. However, the current major corridors of Ethio­-Djibouti and Awash­-Weldiya have interoperability issues due to two different signalling systems being used. Thus, this study was undertaken with the objectives of assessing technical interoperability of the Chinese signalling system (CTCS) and the European signalling system (ETCS), identifying a possible technical solution regarding the interoperability issues, and assessing the economic benefits of a harmonized system. Compatibility of the two signalling systems was analyzed particularly with respect tothe technical configurations by thoroughly investigating each system’s features and making interviews and having discussions with professionals who worked with the two systems. In addition, a life cycle cost analysis of the Ethio­Djibouti signalling system was done with data obtained from Ethiopian Railway Corporation and compared with average life cycle costs of ETCS level 1. After analyzing each system, two possible technical solutions were found to achieve interoperability between the two systems used in Ethiopia currently. The first technical solution is upgrading Ethio­Djiboutirailway line from the current CTCS level 0 to CTCS level 2 to be compatible with the new Awash­Weldiya line which will use ETCS level 1. The second technical solution to make the two systems interoperable is to install ERTMS as an overlay on the existing CTCS level 0 as ERTMS is designed as an overlay system that could be installed on top of an existing national infrastructure and vehicles. However, these technical solutions have to be tested in laboratory and onsite with respect to their practical and economical feasibility.
Järnvägsindustrin i Etiopien har länge varit viktig för kommunikation och transport. Det är en sektor under utveckling med många nationella planer för framtida investeringar. De nuvarande korridorerna i Ethio­Djibouti och Awash­Weldiya har emellertid interoperabilitetsproblem på grund av två olika signalsystem. Detta examensarbete har analyserat kompatibiliteten för de två signalsystemen särskilt med avseende på de tekniska konfigurationerna genom att noggrant undersöka varje systems funktioner och genom intervjuer och diskussioner med yrkesverksamma somhar arbetat med de två systemen. Dessutom genomfördes en livscykelkostnadsanalys av Ethio­Djibouti signalssystemet med den data som erhölls från Ethiopian Railway Corporation. Efter analys av varje system hittades två möjliga tekniska lösningar för att uppnå interoperabilitet mellan de två systemen som används i Etiopien för närvarande. Den första tekniska lösningen är att uppgradera Ethio­Djiboutis järnvägslinje från nuvarande CTCS nivå 0 till CTCS nivå 2 för att vara kompatibel med den nya Awash­Weldiya­linjen som kommer att använda ETCS nivå 1. Den andra tekniska lösningen för att göra de två systemen interoperabla är att installera ERTMS som ett överlägg på det befintliga CTCS­0 signalsystemet, eftersom ERTMS är utformat som ett överläggssystem som kan installeras ovanpå en befintlig nationell infrastruktur. Dessa tekniska lösningar måste dock testas i laboratorium och i fält med avseende på deras praktiska och ekonomiska genomförbarhet.

In an era of acute concern about airline safety, bird strikes are still one of the major hazards to aviation worldwide. The severity of the problem is such that it is mandatory in all developed countries to include bird management as part of airport safety management programs. In Australia, there are approximately 500 bird aircraft strikes per year (Bailey 2000). Brisbane airport has a relatively high occurrence of strikes, with an average of 77 recorded every year (2002-2004). Given the severity of the problem, a variety of techniques have been employed by airports to reduce bird strikes. Scare devices, repellents, continuous patrols for bird hazing, use of raptors to clear airspace of birds and depredation are used by many airports. Even given the diversity of control methods available, it is accepted that habitat management is the most effective long term way to control birds in and around the airport space. Experimental studies have shown that habitat manipulation and active scaring measures (shooting, scaring etc), can reduce bird numbers to an acceptable level. The current study investigated bird populations in six major vegetation habitat types identified within the operational and surrounding areas of Brisbane airport. In order to determine areas where greater bird control and management should be focused, bird abundance, distribution, and activity were recorded and habitats that pose the greatest bird strike risk to aircraft were identified. Secondly, species with high hazard potential were identified and ranked according to their hazard potential to aircraft. This study also investigated the effectiveness of different vegetation management options to reduce bird species abundance within operational areas of Brisbane airport. Four different management options were compared. Each management option was assessed for grass structural complexity and potential food resources available to hazardous bird species. Analysis of recorded data showed that of the habitats compared within the Brisbane airport boundaries, grasslands surrounding runways, taxiways and aprons possess the greatest richness and abundance of bird species that pose the greatest potential hazard to aircraft. Ibis and the Australian kestrel were identified as the bird species that pose the greatest risk to aircraft at Brisbane airport, and both were found in greatest numbers within the managed grasslands surrounding operational areas at the airport. An improved reporting process that allows correct identification of all individual bird species involved in bird strikes will not only increase the accuracy of risk assessments, but will also allow implementation of more effective control strategies at Brisbane airport. Compared with current grassland management practice, a vegetation management option of maintaining grass height at 30-50cm reduced total bird utilisation by 89% while utilisation of grassland by potentially hazardous birds was also reduced by 85%. Maintaining grass height within the 30-50cm range also resulted in a 45% reduction in the number of manipulations required per year (11 to 6), when compared with current management practices, and a 64% reduction in annual maintenance cost per hectare. When extrapolated to the entire maintained grass area at Brisbane airport, this resulted in a saving of over $60 000 annually. Optimisation of potential hazard reduction will rely on future studies that investigate the effect of particular vegetation species that could replace the existing mix of grasses used at Brisbane airport and an understanding of the relative importance of vegetation structure and food supply in determining utilisation by potentially hazardous bird species.

AbstractThis chapter presents a critical analysis of the capacity of the nation-state to develop and implement effective policy interventions on behalf of national labour interests in highly globalized industries. This follows the consistent observation that, under neoliberal capitalism, governments have lacked the power and/or will to implement pro-labour legislation in the same way as they have done for capital (Fourcades-Gourinchas and Babb 2002; Peck 2004; Kotz 2015). This discussion is developed with reference to the Tonnage Tax policy, introduced by the UK government in 2000, as the key policy strategy to revitalize the ailing shipping industry (Department for Transport 1998). In the broadest terms, the strategy is a tax concession designed to attract British ship owners to re-flag their ships to the UK national register, retain the majority of their ship management in the UK and train British seafarer cadets (Selkou and Roe 2002; Brownrigg et al. 2001; Gekara 2010). The core of the strategy, i.e. the tax element, represents an alternative system of calculating corporation tax for shipping companies based on fixed rates and with reference to a shipping company’s total operating tonnage per year rather than its total income, which represents a highly reduced rate of taxation. To specifically address the decline in the British national seafarer labour market and the supply of British officers, a Minimum Training Obligation (MTO) was included for all British-registered ships, which simultaneously incentivized and compelled shipping companies to increase their cadet recruitment and training activities (Selkou and Roe 2002).

Abstract Sir Alastair Morton was educated at Witwatersrand University, Johannesburg, South Africa and took an MA degree as a member of Worcester College, Oxford; he is now an Honorary Fellow of the College. After holding a succession of senior positions in finance and industry, Sir Alastair became the first Managing Director of the British National Oil Corporation ( BNOC) in 1976. In 1982, he was appointed Chief Executive and subsequently Chairman of the Guinness Peat Group. Five years later, Sir Alastair began his involvement in the project with which his name will always be associated, the Channel Tunnel: he has been the Co-Chairman of Eurotunnel pie since 1987 and was also Group Chief Executive of the company from 1990 to 1994. If, against current expectation, the Channel Tunnel achieves financial success to complement its undoubted status as an engineering triumph, this will be very much Sir Alastair’s personal achievement. He has always taken an active interest in technical and vocational training: he has been Chairman of the Kent Training and Enterprise Council since 1990.

Much of the pressure felt by the manager is placed upon him by a large and intrusive management structure, and chapter 5 details its two levels. The Hanshin Club is the front-office staff that directly manages (some would say micromanages) the team, and it too is based in offices at Kōshien Stadium. The club is itself a direct subsidiary of the parent company, the Hanshin Electrical Company. The intercity electric line it operates is the shortest among all Kansai railroads, and it came to operate a spectrum of transport, retail, and leisure businesses to compensate for this. The Tigers were not a profit center, but they were the most prominent face of the corporation, and this contradiction was a perpetual anxiety to upper management, most of whom had no baseball experience or acumen.

With an overall company lifespan of only four years, Vertol Aircraft Corporation continued the tandem-rotor helicopter legacy of its predecessor, Piasecki Helicopter Corp., as well as research, development and testing of other V/STOL aircraft and technologies while concurrently designing two medium-lift transport helicopters that are still in worldwide use and/or production today. During this short timeframe, the company finalized production and deliveries of the H-21C Shawnee/V-44 for the US Army and international customers. The company designed and flew the world’s first tilt-wing VTOL, the NACA/Army/Navy/Vertol VZ-2A. Application of T53 and T58 turbine powerplants led to twin-turbine engine trials and flight tests with experimental H-21 variants. With Vertol’s in-theater customer support, the French Army and Navy introduced the H-21 into combat in Algeria which included the early use of armed, troop-carrying helicopters. The design, test and successful US and worldwide demonstrations of the privately-funded Vertol 107 led to development and certification of the 107-II airliner version and follow-on military transports as the Boeing H-46 Sea Knight. The contract to design and build the YHC-1B was won by Vertol in 1959 and led to the enduring Boeing H-47 Chinook.

Abstract The growth predicted in the commercial transport aircraft market by the three leading airframe manufacturers indicates that there is a one trillion dollar market encompassing over 13,000 aircraft over the next twenty years. The ability to capture a significant portion of this business will be dependent on the ability of a company to offer technologically advanced products at an affordable price. The McDonnell Douglas Corporation has established the Advanced Transport Aircraft Systems Division to develop and implement advanced technology in future transport aircraft products. McDonnell Douglas through Douglas Aircraft Company has produced over 17,000 aircraft since the early 1930’s. A key element of capturing the future market is the incorporation of technology advancements into future products in a manner that reduces the acquisition and operating costs for the airline customers. Structures and materials technology has an impact on both the manufactured cost and the direct operating cost.

In October 2000, the twelve countries of South America launched, a multinational, multisectoral and multidisciplinary initiative, whose main objective is to develop the region's infrastructure within a context of environmental sustainability. Supported by the Inter-American Development Bank (IDB), the Andean Development Corporation, and the Financial Fund for the Development of the River Plate Basin, the Initiative is based on a hub strategy and its action plan calls for (1) strengthening national investment planning and coordination among countries, (2) standardizing and harmonizing regulatory and institutional aspects and (3) developing a portfolio of projects that encourage private sector participation and innovative financing schemes. This paper revisits IIRSA's economic fundamentals, looking at: the motivation behind regional integration; the importance of transport versus policy related trade costs; and the likely impact of the initiative on regional disparities and growth.

This case study is one of ten international studies developed by the Korea Research Institute for Human Settlements (KRIHS), in association with the Inter-American Development Bank (IDB), for the cities of Anyang, Medellin, Namyangju, Orlando, Pangyo, Rio de Janeiro, Santander, Singapore, Songdo, and Tel Aviv. At the IDB, the Competitiveness and Innovation Division (CTI), the Fiscal and Municipal Management Division (FMM), and the Emerging and Sustainable Cities Initiative (ESCI) coordinated the study. This project was part of technical cooperation ME-T1254, financed by the Knowledge Partnership Korean Fund for Technology and Innovation of the Republic of Korea. At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center provided the funding. Songdo, as part of Incheon Free Economic Zone, is an iconic new smart city of Korea that hosts international business events and attract IT, biotech, ad R&D facilities. Its smart city initiative began in 2008 and is still ongoing with an aim for completion by 2017. The project is largely divided into six sectors including transport, security, disaster, environment, and citizen interaction while other services related to home, business, education, health and car are also being developed. Specialized service in Songdo includes smart bike services, criminal vehicle tracking and monitoring unusual activities through motion detecting technology while Integrated Operation and Control Center (IOCC) readily facilitates collaboration between various agencies and citizen engagement. Songdo smart city initiative is managed by Incheon U-city Corporation, a private- public partnership in order to secure funding for system operation through effective business model.

En él se identifican y analizan las necesidades y mecanismos de financiamiento de operado-res privados de transporte público de superficie en tres ciudades de Latinoamérica: Bogotá, Ciudad de México y Santiago de Chile. Tomando como casos de estudio a tres empresas, se hace una evaluación de los riesgos financieros existentes en la actualidad, estableciendo las condiciones técnicas, económicas, comerciales, organizacionales y políticas necesarias para la generación de oportunidades de financiamiento desde la banca de desarrollo. Estas condiciones se basan en la adopción de esquemas de riesgo compartido entre Estado y operadores, en el establecimiento de gobiernos corporativos sólidos y técnicamente asesorados, en la definición de reglas claras y transparentes de operación, en el establecimiento de políticas tarifarias rigurosas y confiables en el largo plazo y en el reforzamiento de mecanismos de regulación y seguimiento financiero y operativo de las empresas.
