In his twenty-four years on the Rhode Island Parole Board, Frederic G. Reamer has judged the fates of thousands of inmates, deciding which are ready to reenter society and which are not. It is a complicated choice that balances injury to victims and their families against an offender’s capacity for transformation. Durant la séance extraordinaire du Conseil fédéral du 19 janvier 1914, Giuseppe Motta détaille la situation de crise dans laquelle se trouve le Credito Ticinese de Locarno. Le jour suivant, dans l’immeuble de la Banque Nationale Suisse à Berne, des représentants du gouvernement fédéral et de la BNS ainsi qu’une délégation du gouvernement cantonal et d’instituts bancaires suisses et tessinois cherchent des solutions pour contrecarrer la crise qui, entre-temps, a englouti également la Banca Cantonale Ticinese. La crise bancaire tessinoise de 1914 qui s’inscrit dans une série de faillites bancaires suisses durant les années 1910 constitue un point de rupture dans l’histoire bancaire cantonale. Cet ouvrage présente, dans une première partie, les origines de l’activité bancaire tessinoise au cours du xıxe siècle. Pendant cette période, les banques, créées par des promoteurs locaux, récoltent l’épargne cantonale, dont une large partie provient des remises des émigrants. Elles contribuent à financer la construction des transports régionaux tout en favorisant l’essor du tourisme et de l’économie cantonale. L’Italie devient alors un débouché pour les capitaux tessinois qui cherchent des opportunités et des rendements en dehors du marché local. Des opérations risquées, au Tessin et en Italie constituent l’un des différents facteurs qui conduisent à la crise de 1914 dont l’analyse fait l’objet de la deuxième partie de ce livre. Enfin, la troisième partie présente les transformations structurelles qui assurent au secteur bancaire tessinois un nouveau départ. Celui-ci, marqué par la venue de grands instituts bancaires suisses et étrangers, est soutenu par l’arrivée de capitaux privés italiens dans le contexte d’une intégration renforcée au cadre institutionnel, monétaire et politique de la Confédération. L’analyse de la période entre 1861 et 1939, avec ces différentes phases, permet d’identifier des éléments qui émergent avec force durant la grande expansion que le secteur bancaire tessinois vit après la Seconde Guerre mondiale tout en mettant en relief des caractéristiques que l’on retrouve aujourd’hui.

<Online Only>This book recounts the transformation of Europe from the interwar era until the euro crisis, using the tools of constitutional analysis and critical theory. The central claim is twofold: post-war Europe is reconstituted in a manner combining political authoritarianism and economic liberalism, producing an order which is now in a critical condition. The book begins in the interwar era, when liberalism, unable to deal with mass democracy and the social question, turns to authoritarianism in an attempt to suppress democracy, with disastrous consequences in Weimar and elsewhere. After the Second World War, partly on the basis of a very different diagnosis of interwar collapse, and initially through a passive authoritarianism, inter-state sovereignty is reconfigured, state-society relations are depoliticized, and social relations transformed. Integration is substituted for internationalism, technocracy for democracy, and economic liberty for political freedom and class struggle. This transformation takes time to unfold, and it presents continuities as well as discontinuities. It is deepened by the neo-liberalism of the Maastricht era and the creation of Economic and Monetary Union, and yet countermovements then also emerge: geopolitically, in the return of the German question; and domestically, in the challenges presented by constitutional courts and anti-systemic movements. Struggles over sovereignty, democracy, and political freedom resurface, but are then more actively repressed through the authoritarian liberalism of the euro crisis phase. This leads now to an impasse. Anti-systemic politics return but remain uneasily within the EU, suggesting that the post-war order of authoritarian liberalism is reaching its limits. Abstract Dorotheus of Gaza and Ascetic Education approaches fundamental questions about the role and function of education in late antiquity through a detailed study of the thought of Dorotheus of Gaza, a sixth-century Palestinian monk. It illumines the thought of a significant figure in Palestinian monasticism, clarifies relationships between ascetic and classical education, and contributes to debates about how different educational projects related to late-antique cultural change. Dorotheus appropriates and reconfigures classical discourses of rhetoric, philosophy, and medicine and builds on earlier ascetic traditions. Education is a powerful site for the reconfiguration and reproduction of culture, and Dorotheus’ educational programme can be read as a microcosm of the wider culture he aims to construct partly through his adaptation and representation of classical and ascetic discourses. Key features of his educational programme include the role of the notion of godlikeness, the governing role of humility as an epistemic virtue intended to organize affective and ethical development, and his notion of education as life-long habituation. For Dorotheus, education is irreducibly affective and transformative, rather than merely informative, at the individual and communal scales. His epistemology and ethics are set within an account of the divine plan of salvation which is intended to provide a narrative framework through which his students come to understand the world and their place in it. His account of ways of knowing and ordering knowledge, ethics and moral development, emotions of education, and relationships between affect, cognition, and ethical action aims towards transformation of his students and their communities.

Este libro presenta el resultado de dos investigaciones asociadas a la construcción de un modelo de banco de proyectos que sea replicable como instrumento para el “Fortalecimiento de los sistemas de C&CTeI”, en línea con los nuevos desafíos asociados de desarrollo sostenible. Está dividido en dos grandes partes, la primera está relacionada con la definición del modelo del banco proyectos, la definición de su enfoque y la metodología que se debe abordar para la gestión de las iniciativas que llegan al banco y que se concretarán en la formulación de los proyectos. Se hizo una revisión de los planes y políticas públicas en CTeI de los últimos 10 años, los esfuerzos realizados, las líneas y sectores estratégicos, los logros y qué estaría faltando por abordar en el contexto de los tres modos de política pública en CTeI, los ODS (Objetivos de Desarrollo Sostenible) y temas específicos asociados a la política de IT (Innovación Transformativa). Así mismo, se presenta un estudio de benchmarking de entidades públicas y privadas, académicas, de investigación y empresarial, nacionales e internacionales, destacadas por su impacto en la generación de nuevo conocimiento, innovaciones y transferencia, con el propósito de conocer lo procesos que acompañan la buena gestión de un banco de proyectos. Como parte final se recoge el resultado de entrevistas a expertos en política de ciencia, tecnología e innovación que reconocen la necesidad de definir el aporte que hace la CTeI al alcance de los ODS, que dan direccionalidad y proponen una serie de sistemas sociotécnicos que se desean cambiar para abordar problemas como el fin de la pobreza, el hambre, la desigualdad, entre otros. El resultado de esta primera parte es el modelo de banco de proyectos de innovación transformativa con todos sus soportes teóricos y metodológicos donde se busca abordar problemáticas desde un enfoque de sistema sociotécnico y donde el desarrollo tecnológico no se mira como la única forma de resolver los problemas porque sería una mirada muy limitada para la sostenibilidad. Este modelo de banco de proyectos es un espacio ideal para la experimentación donde se crea una nueva forma de entender el desarrollo y donde se puede ver el papel que juegan los sistemas de CTeI en los problemas de direccionalidad que muestran los ODS. En la segunda parte se describe la implementación de modelo de banco de proyectos, propuesto a través de un piloto en el que se apoyaron diez (10) iniciativas de problemáticas asociadas a los sistemas sociotécnicos y que recoge el resultado de la segunda investigación que tenía como objetivo determinar si este instrumento podría constituirse en un mecanismo que favoreciese la creación de redes. Describe el proceso de convocatoria, evaluación y selección de propuestas direccionadas a algunos de los ODS, con grupos que representaban la sociedad civil, las empresas, el estado y grupos de investigación dispuestos a trabajar con la metodología de IT transferida por el HUBLATyCTIP (HUB Latinoamericano y Caribeño de Política de Innovación Transformativa). Esta parte que comprende el proceso metodológico que se llevó a cabo con el banco de proyectos piloto, está acompañada de instrumentos y guías desarrolladas para la ejecución de las actividades, talleres para la comprensión de la metodología, construcción de las teorías de cambio genérica y específica, planes de experimentación, y propuestas de monitoreo, evaluación y aprendizaje. La investigación evidencia como el piloto de BPIT ayudó a articular distintos actores, y puede constituirse en un instrumento de experimentación de política pública que apoye el desarrollo de nuevas prácticas, técnicas y métricas de evaluación del cambio sociotécnico y la política transformativa, ampliando la comprensión del papel que juegan la ciencia y la innovación en la generación de transformaciones en el ámbito de los ODS, tal como lo establece el CONPES 3918 y como se reconoce en el CONPES 4096 de la nueva Política Nacional de CTI 2022-2031. El texto muestra como la metodología de innovación transformativa ayudó a una mejor comprensión del problema estudiado, con una visión más sistémica, generó nuevas alianzas entre los actores que participaron en el experimento y propició cambios en las expectativas de los distintos actores en cuanto a las expectativas con las que iniciaron y las expectativas finales

This chapter offers a critical look at the literature on one of the core questions driving the study of local politics—namely who or what governs local democracy. I outline the different theories, summarize key empirical contributions, and highlight remaining barriers. Partly because existing studies have either focused too narrowly or have been unable to test each of the different theoretical perspectives against other in a single model, the literature has not yet provided a clear answer to this question. In the conclusion, I highlight some potentially rewarding research areas that emerge from these gaps in the literature or from recent demographic or technological transformations.

This chapter addresses how Latino GBT activists actually became part of the AIDS and gay movements. A significant number of compañeros became active in the AIDS and gay movement as a result of approaching organizations searching for social services. They first were “clients,” in the language of many of these organizations. Afterward, they became volunteers and activists. The transformation from client to volunteer or activist is partly due to reciprocity. Recipients of services frequently feel obligated to work on behalf of the organization, because of the benefits they have received from the organization or because they do not want to be passive recipients of services. Two types of services are notable here: those related to LGBT issues and those related to HIV and AIDS.

This introductory chapter traces a process of cultural transformation that, beginning in the early decades of the twentieth century, led to the rise after World War II of the phenomenon called slapstick modernism. Manifesting itself in literature, (underground) film, and popular music, the rise of slapstick modernism signaled the coalescence in cultural practice of the artistic experimentation associated with high modernism, and the socially disruptive lunacy linked to the comic film genre. However, the concept of slapstick modernism has yet to receive adequate theorization; this is partly due to the insufficiency of the terms initially used to capture the specificity of this new, hybrid cultural entity. Slapstick modernism had no manifesto of the sort that mobilized the various avant-garde ventures of the early decades of the twentieth century.

Memory mattered to early modern Europeans as much as it does to us, and partly for the same reasons. Between 1500 and 1800 European memory practices changed. There were new and more ways of mediating memories, the subject matter of public memories evolved to include more secular forms of political memory, and towards the end of this period the authority of the past had to vie with new notions of civility and progress. This was, however, neither a cause nor a consequence of a newly discovered ‘sense of change’. Although the age of revolutions was experienced as a form of rupture, this did not lead to a lasting transformation of memory. As they had done before, Europeans bridged the distance between past and present by reimagining the past to suit the present, and old and new ways of practising memory have continued to exist side by side.

Legacy plays an increasing role in international criminal justice. But it remains under-theorized as a concept. Court strategies navigate between reproduction of the past and societal transformation. Many of the lasting effects of criminal proceedings are not tied to judgements, but specific incidents or performative aspects of trials, and their reception. This chapter examines legacy strategies and their critiques. It shows that the turn to legacy is partly an expression of the role of courts as social agents and geared towards the production of ‘global’ legacies. Legacy cannot be authoritatively construed by institutions, but shifts with perceptions over time. The chapter establishes a fivefold typology of legacy, including juridified legacy, institutional/systemic legacy, performative legacy, reproductive legacy, and receptive legacy. It argues that court-mandated legacy involves a certain degree of social construction and claims of ownership over the past that sit uncomfortably with the thicker fabric of remembrance and collective memory.

Historic discussions of climate often suggested that it caused societies to have certain qualities. In the 19th-century, imperial representations of the world environment frequently “determined” the fate of peoples and places, a practice that has frequently been used to explain the largest patterns of political rivalry and the fates of empires and their struggles for dominance in world politics. In the 21st century, climate change has mostly reversed the causal logic in the reasoning about human–nature relationships and their geographies. The new thinking suggests that human decisions, at least those made by the rich and powerful with respect to the forms of energy that are used to power the global economy, are influencing future climate changes. Humans are now shaping the environment on a global scale, not the other way around. Despite the widespread acceptance of the 2015 Paris Agreement on climate-change action, numerous arguments about who should act and how they should do so to deal with climate change shape international negotiations. Differing viewpoints are in part a matter of geographical location and whether an economy is dependent on fossil-fuels revenue or subject to increasingly severe storms, droughts, or rising sea levels. These differences have made climate negotiations very difficult in the last couple of decades. Partly in response to these differences, the Paris Agreement devolves primary responsibility for climate policy to individual states rather than establish any other geopolitical arrangement. Apart from the outright denial that humanity is a factor in climate change, arguments about whether climate change causes conflict and how security policies should engage climate change also partly shape contemporary geopolitical agendas. Despite climate-change deniers, in the Trump administration in particular, in the aftermath of the Paris Agreement, climate change is understood increasingly as part of a planetary transformation that has been set in motion by industrial activity and the rise of a global fossil-fuel-powered economy. But this is about more than just climate change. The larger earth-system science discussion of transformation, which can be encapsulated in the use of the term “Anthropocene” for the new geological circumstances of the biosphere, is starting to shape the geopolitics of climate change just as new political actors are beginning to have an influence on climate politics.

Sovereignty has been variously understood as the given principle of international relations, an institution, a social construct, a performative discourse subject to historical transformation, or a particular practice of power. The “articulations” of sovereignty refer to sovereignty as a practice that is worked on and in turn works with and against other practices. Alongside territory and supreme authority, sovereignty is characterized by the capacity to make and enforce laws. Sovereignty has also been defined in opposition to rights, as the spatiotemporal limits it instantiates are also the limits of rights. Another conceptualization of sovereignty has been revived in international relations, partly in response to the question of exclusions and limits that sovereign practices enacted. In addition, sovereignty is not inextricably tied up with the state but is articulated with heterogeneous and contradictory discourses and practices that create meaning about the international, and has consequences for the kind of community, politics, and agency that are possible. There are three effects of the logic of sovereignty in the international system: the ordering of the domestic and the international, the spatio-temporal limits to politics, and the exclusions from agency. In addition, there are three renditions of the international as a “thick” social space: those of globalization theories, of biopolitics, and of empire.

The research problem undertaken in the study is the occurrence of dispersed and concentrated built-up (in particular residential) area patterns caused by suburbanisation processes in a large urban agglomeration, on the example of the Warsaw metropolitan area. The research concerned the period after 1989, when the political and economic transformation in Poland began. The historical and contemporary socio-economic conditions of suburbanization and urban sprawl are described, which have the features of a spontaneous, chaotic dispersion, quite different than in Western countries. It is partly to blame for faulty spatial planning. The succession of urban development into rural areas is subordinated to the factors of the construction market. In the empirical part of the analysis, topographic data on all buildings in the urban agglomeration and databases on land use derived from satellite images were used to investigate settlement changes. A multidimensional study was carried out relating to various spatial scales, types of spatial relations and territorial units. Measures of spatial concentration of point patterns as well as landscape metrics were used for this purpose. The indicators used were subject to critical methodological evaluation afterwards. The study was performed in several temporal cross-sections. The locations of new development in agricultural, forest and wasteland areas have been identified. Finally, recommendations for the implementation of appropriate spatial policy and improvement of the spatial order in the Warsaw agglomeration were formulated

Each of the three volumes of this work provides a comprehensive picture of the realities of Jewish life in the Polish lands in the period it covers, while also considering the contemporary political, economic, and social context. This volume, from 1881 to 1914, explores the factors that had a negative impact on Jewish life as well as the political and cultural movements that developed in consequence: Zionism, socialism, autonomism, the emergence of modern Hebrew and Yiddish literature, Jewish urbanization, and the rise of popular Jewish culture. After the assassination of Alexander II in 1881, the situation of the Jews in the tsarist empire began to deteriorate rapidly. This was partly a result of the government's growing disillusionment with the effectiveness of its policies of transforming the Jews into useful subjects. In part, too, the deterioration was caused by the growing revolutionary threat and the social tensions which this engendered. In this new situation the goal of integration and transformation of the community through education and Russification also became increasingly discredited within Jewish circles. Instead of religion, it was now ethnicity that was seen by many as the chief marker of Jewish identity, while others came to perceive socialism, with its promise of a new and equal world, as the ‘solution’ to the ‘Jewish problem’. From the tsarist empire this ‘new Jewish politics’ spread to the Kingdom of Poland and to Galicia. The new politics even had an impact in Prussian Poland. The book treats Galicia, Prussian Poland, the Kingdom of Poland, and the tsarist empire all individually, as are the main cities.

Rural areas are subject to constant structural, spatial and economic transformations. The main purpose of this monograph was to present a new concept of shaping of rural land arrangement that takes into account the land value. The presented optimization methodology of shaping of the rural areas has a general range of application, not being limited by time or place. of the location of the consolidation object. The only condition for its use is the availability of a specific set of output data enabling the necessary calculations for the implementation of consolidation works. The described method has been successfully applied to the research object of the Mściowojów village, in a registry area located in the Dolnośląkie voivodeship, in the Jaworski district, providing with the assumed effects. In order to meet the research objectives, the shaping of rural land arrangement was conducted according to five models. The original arrangement of existing land division in a given village is considered as the 1st model. The 2nd model uses a rather accurate description of the locations of the lands in the village. To define this feature the location of farm parcels had to be determined. This model is the most accurate, but also the most labor-intensive of all. In the 3rd model, a fundamental simplification of the land arrangement was adopted, limiting the distance matrix to its measurement to the entry points from the settlements into the complexes. This simplification means that the location of parcels in the complex does not affect the average distance to the land in the whole village. On the basis of simplifications applied in the 3rd model allowing a significant reduction of the distance matrix the 4th model which uses a linear programming to minimize the distance to a parcel was developed. Introducing into the linear model an additional condition that eliminates distance growth in farms in relation to the initial state was important for the research. This was implemented in the 5th model and had a positive impact on the obtained results. The 6th model was developed by including the landowners' wants into the 5th model. These had to be taken into account so that the research/the new land arrangement did not cause complaints. The wants could not be fully included due to their inherently contradictory nature. The wants for having the parcel in a given arrangement was replaced with a guarantee of division, after which landowner receives no smaller share than the prior one. As demonstrated in the work, the solutions of the developed models allowed obtaining land arrangements close to the optimal in terms of distance to land and the shape of parcels and farms with regard to land specifics. The presented results allow to draw a conclusion that the methods and analyses applied in the research can have a wide range of application in shaping of rural land arrangement. Developing the most socially accepted optimization of parcel division in the process of land consolidation is important due to the actual needs for the implementation of the rural land arrangement research. This may also have influence on better use of the EU's financial resources for the consolidation of agricultural lands.
