The book develops a novel theory of children’s place in liberal theory. It argues that justice requires promoting children’s wellbeing, not merely their fair access to resources. I argue that one important driver of children’s wellbeing is the ethical doctrines held by others in their society, as such a just society requires a culture that is conducive to children’s current and later flourishing. I outline a conception of children’s interests rooted in their ability to develop their talents, and in their current and future relationships with their family and wider community. I then apply this theory to the morality of parenting, and to two important distributive questions, school funding and parental subsidies. I argue that parents have important moral rights over their children, but that these rights are considerably more circumscribed than is often believed. I suggest that children’s deepest interests are furthered by equality of opportunity, and that the importance of parenting implies that states should transfer resources to families.

In the mid-1990s, the practice of international organizations began to cohere around the social investment perspective, with strategies that were child-centred and advocated human capital investments for economic growth and social development. This chapter examines the World Bank, which endorsed the policy instrument of conditional cash transfers (CCT) to allow very poor families to invest in children’s health and education—a stock-plus-buffer strategy. Then it scans the OECD, which recommended early childhood education to ensure human capital development and the labour-market activation of parents—a stock-plus-flow strategy. Both organizations developed anti-poverty positions with attention to the intergenerational transfer of disadvantage and investments in human capital. This similarity has declined in recent years, as the World Bank incorporated the social investment perspective into its new inclusive growth frame, while the OECD turned its attention to problems of inequality rather than poverty and thereby associated itself less with the social investment perspective.

Preimplantation genetic diagnosis allows recognition of a genetically abnormal embryo in the laboratory, and enables the choice, in principle, of selecting a normal embryo for transfer to the uterus. The methodologies are outlined in this chapter, noting the move toward day-5 blastocyst biopsy as the preferred time/stage. Next-generation sequencing is also discussed. The distinction is made between targeted diagnosis, as for example in the setting of a parental rearrangement, and preimplantation genetic screening, which may be offered to older women or those who, in any event, need recourse to in vitro fertilization. The improved diagnostic precision due to molecular methodology is noted.

The need for infertility treatment brings professionals into reproductive decisions that are important private matters for patients. In medically assisted reproduction, providers are brought into roles traditionally regarded as occupied only by nature and into a position to determine which embryos are suitable for transfer in the effort to achieve pregnancy. These powers of judgment present ethical challenges for professionals providing assisted reproduction services. Among these challenges is the potential conflictual involvement of multiple patients in the process: intended parents, gamete donors, and gestational surrogates. Other challenges include the obligation to avoid discrimination in selecting embryos for transfer or in making decisions about which patients to serve. Providers must be informed by ethical discussions such as the ethics opinions of the American Society for Reproductive Medicine. Important ethical considerations include respect for patient choice, the best interests of offspring, nondiscrimination, and social justice.

Sex and reproduction lie at the heart of studies of insect behavior. We begin by providing a brief overview of insect anatomy and physiology, followed by an introduction to the overarching themes of parental investment, sexual selection, and mating systems. We then take a sequential approach to illustrate the diversity of phenomena and concepts behind insect reproductive behavior from pre-copulatory mate signalling through copulatory sperm transfer, mating positions, and sexual conflict, to post-copulatory sperm competition, and cryptic female choice. We provide an overview of the evolutionary mechanisms driving reproductive behavior. These events are linked by the economic defendability of mates or resources, and how these are allocated in each sex. Under the framework of economic defendability, the reader can better understand how sexual antagonistic behaviors arise as the result of competing optimal fitness strategies between males and females.

Despite the recognition of ADHD as a lifespan neurodevelopmental disorder, the majority of young people with ADHD fail to transition successfully to adult services. Health service transition marks a particularly vulnerable time for young people with ADHD, as disengagement from services and untreated ADHD lead to serious adverse psychiatric and social outcomes. Barriers to successful transition include the lack of adult ADHD services, differences in acceptance thresholds, lack of knowledge and training among practitioners in adult services, and a less family-orientated culture in adult services that may exclude parents. Young people and parents should routinely be involved in the design and evaluation of services related to transition. The role of an ADHD transition worker and increased involvement of primary care in the management of ADHD is recommended to provide greater continuity and support before and after the transfer of care from child and adolescent to adult mental health services.

Their voyage took them through Isle de France (Mauritius), where the French navy was preparing for war against the British. There, she sold or traded Madeleine to a colonial family from Isle Bourbon, Charles and Marie Anne Routier, despite French Free Soil laws that should have prevented the transfer, gift, or sale. Madeleine’s status as an Indian, rather than an African, made her slave status ambiguous at a time when French policy was increasingly tying African descent to slavery. The Routiers’ colonial wealth was founded in their parents’ service to the French East India Company and the expanding use of slave labor in island plantations.

Willful Defiance documents how Black and Brown parents, students and members of low-income communities of color organized to dismantle the school-to-prison pipeline in their local schools and built a movement that spread across the country. The book begins in the Mississippi Delta where African American families were some of the first to name and speak out against the school-to-prison pipeline and challenge anti-Black racism, exclusionary discipline policies that suspend and expel students of color at disproportionate rates and policing practices that lead students into the juvenile and criminal justice systems. The book examines organizing processes in Mississippi, Los Angeles, Chicago, and other localities, showing how groups led by parents and students of color built the power to win policy changes to reduce suspensions and expulsions by centering the participation of people most impacted by injustice and combining deep local organizing with resources from the national movement. It shows how an intersectional movement emerged as girls of color and gender nonconforming students asserted their voice, the movement won victories to remove or defund school police and sought to establish restorative justice alternatives to transform deep-seated racism in public schools. The book documents the struggle organizers waged to build a movement led by community groups accountable to people most impacted by injustice rather than Washington-based professional advocates. It offers a new model for federated movements that operate simultaneously at local, state, and national levels, while primarily oriented to support local organizing and reconceptualizes national movements as interconnected local struggles whose victories are lifted up and “nationalized” to transform racially inequitable policies at multiple levels.

Professionals working in child welfare and child protection are making decisions with crucial implications for children and families on a daily basis. The types of judgements and decisions they make vary and include decisions such as whether a child is at risk of significant harm by parents, whether to remove a child from home or to reunify a child with parents after some time in care. These decisions are intended to help achieve the best interests of the child. Unfortunately, they can sometimes also doom children and families unnecessarily to many years of pain and suffering. Surprisingly, despite the central role of judgments and decision making in professional practice and its deep impact on children and families, child welfare and protection training and research programs have paid little attention to this crucial aspect of practice. Furthermore, although extensive knowledge about professional judgment and decision making has been accumulated in relevant areas, such as medicine, business administration, and economics, little has been done to help transfer and translate this knowledge to the child welfare and protection areas. This book represents our aspiration to fill this critical gap in the child welfare and protection research agenda, while providing an up-to-date resource for practitioners and policy makers. It is our purpose to provide the reader with the ideas, methods and tools to improve their understanding of how context and decision-maker behaviors affect child welfare and protection decision making, and how such knowledge might lead to improvements in decision-making.
