The role that trade logistics influence son volume and value of international trade and the extent to which poor quality logistics constitute a barrier to trade are determined. Analyzed various impacts of logistics quality, infrastructure and customs procedure son transportation costs. This study confirms strong impact of logistics quality on trade according the World Bank’s Logistics Performance Index. Improvement the quality of logistics services is associated with trade growth and exports. Building capacity to connect to global logistic networks of firms, suppliers and consumers is a primary issue in development of international trade where predictability and reliability become even more important than costs.

Résumé :
The importance of efficient logistics for trade growth is widely acknowledged. Literature has shown that better logistics performance is strongly associated with trade expansion, export diversification, ability to attract foreign direct investments, and economic growth. On the other hand, international trade represents a challenge to logistic operations in transporting and storing products. High logistic costs and low quality of services may be considered obstacles to international trade. This research aims to assess Brazil’s Logistics Performance Index (LPI) in relation to its major competitors in international trade. The international trade data was collected from SECEX and COMTRADE, while the LPI was provided by the World Bank. Statistical techniques such as cluster analysis and multiple comparison tests of means have been applied to analyze the data. After using LPI index for the 39 competitors, it has been observed that Brazil occupies the 26th position in the rank of performers, behind South Africa, Kuwait and Saudi Arabia. The top performers are in general the leading exporters and importers worldwide (Germany, U.S.A., Japan and the Netherlands). Furthermore, they are the strongest competitors of Brazil in international trade. Thus, the competitiveness of Brazilian domestic firms depends crucially on a dynamic and competitive internal logistic environment in order to stand up to these countries. The results also indicate the bureaucracy as a major obstacle to the logistic performance of the country. The dimension Timeliness of Brazil is very close to the High Logistics Performance Group (HLPG) while Customs is very close to the Low Logistics Performance Group (LLPG). Although Brazil has failed in its customs operations, there seems to be more credibility in Brazilian dealings. The main contribution of this paper is to reveal logistical aspects in which Brazil has shown large inefficiencies. The difference among the logistic performance indexs also appears to be relevant to governments to address their new public policies and also to highlight the logistic obstacles of the Brazilian international trade.

The main purpose of the publication is the development of theoretical approaches, systematization of the results of analysis and definition of measures for the formation of logistic systems of trade enterpreneurship subjects (trade enterprises), which belong to the small business sector. The peculiarities of formation were identified and the problematic aspects of the modern stage of entrepreneurship development in Ukraine were identified. The existence of the logistic component in the general complex of the conduct of trading activity by the entrepreneurship subjects is determined. The essence and ratio of concepts «system of logistic» and «logistics system» of the enterprise are determined. The objective of the logistics system organization as a complex, economic and technical and technological system covering the logistics system of the enterprise is emphasized), personnel of the management services of the enterprise logistic activity, as well as legal, organizational,managerial and methodical principles of all these elements interaction of the system and its management, formed on the basis of the scientific and theoretical basis (theory) of logistics management. The peculiarities of the functioning of small business entities in Ukraine and the averaged parameters of commodity flows in this sector of economy are investigated, factors of logistic flows organization specificity formation in the retail segment, which influence the requirements for the creation and operation of trade enterprises logistic systems and the choice of approaches to them, are determined. The attention is drawn to the need to consider as the main factor in the formation of the trade complex system of logistic of operational and functional processes of logistics activities, which are carried out by a trading company in order to bring commodity flows to end buyers of goods. The necessity of determining the structure of the logistics system of the trading company is focused on taking into account the resources available from the dealer in order to create opportunities for organizational, economic, technical and technological interaction with other supply chain participants in which the given enterprise is involved, and simultaneously ensuring compliance of the goods sold with the requirements end buyers. The key directions of logistic activity improvement of enterprises of trade – subjects of small (and micro) entrepreneurship, which are connected with technical and technological and infrastructure improvements within the enterprise logistics system, introduction of modern management technologies in the logistics management subsystem and logistics administration, are grounded, as well as the use of outsourcing capabilities of logistics functions and operations and the use of modern communication tools for the radical change of trade technologies , which will be reflected in the requirements for organizing a complex of logistics activities of retailers and, accordingly, logistic systems created by them. The purpose of the research is to develop theoretical approaches, to systematize the results of the analysis of the essential characteristics and the composition of the trade company system of logistics, and to identify the main measures for the formation of the system of logistics of the subjects of trade enterprise (trade enterprises), which belong to the small business sector. Object of research – subjects of trade enterprise – trade enterprises, which belong to the small business sector. The subject of the study is theoretical and methodological principles of logistic activity organization and conceptual approaches to the construction of logistic formations in the conditions of integration processes. In accordance with the goal formulated, the main objectives of the study: • on the basis of analysis of the most common scientific theories to determine mechanisms for managing them; • to identify new approaches for identifying the essence of logistics, the content of logistics activities of trade enterprises and identify the actual problems of their construction; • to formulate a conceptual approach, basic principles and applied principles of organization of logistic formations with the participation of small business entities; • to develop scientific and practical recommendations on the construction of trade enterprises systems of logistics and their development taking into account the integration processes in the field of commodity circulation.

The paper investigates factors affecting logistics providers? satisfaction with HCMC logistic environment and then extend some remedies to enhance it. By using both quantitative and qualitative methods, the authors investigate 200 logistics providers operating in HCMC. The results show that the satisfaction with the logistic environment is affected by six factors: (1) the quality of trade- and transport-related infrastructure, (2) the ease of arranging competitively priced shipments, (3) the efficiency of the customs clearance process, (4) the ability to track and trace consignments, (5) the competence and quality of logistic services , and (6) the frequency with which shipments reach the consignee within the scheduled or expected delivery time.

The volume of international trade heavily depends on factors facilitating trade and contributing to reducing its costs. The importance of international logistics as trade facilitator is increasingly emphasised in the literature. The aim of the paper is to assess the level of the impact of logistics performance on trade volume in the Central and Eastern European countries (CEECs) and Western Balkans. In order to achieve the aim, the impact of Logistic Performance Index (LPI) on international trade in 2007 and 2018 is investigated. This relationship is examined using the gravity model approach with a focus on overall LPI and its components. The research results show that there is a positive statistical significance and impact of logistics on bilateral trade between CEECs, and logistics justifies the role of a trade facilitator. Besides, the importance of LPI components in intensifying international trade was emphasised. Research implications indicate that improving logistics performance and logistics services lead to a positive impact on the volume of international trade. Better logistics performance in trading countries will lead to increased bilateral trade and reduced trade costs. The limitation of the research is that only two years have been taken into account. This is done in order to highlight the differences between the year the LPI was introduced, and the last year the LPI was calculated.

Introduction. Trade enterprises aim to meet consumer demand and, as a result, make a profit. Uncertainty of the external environment and the presence of a number of different problems in the economic activity of trade enterprises necessitates a revision of approaches to the formation of trade and technological processes and their optimization based on the use of modern logistics tools. Purpose. The purpose of the article is to justify the need for the use of logistic tools in organizing trade and technological processes at trade enterprises, to identify the relevant stages of the implementation of logistics, the specificity of the main elements of the trading process. Methods. To establish and identify the constituent elements of trade and technological processes, the study used analytical empiricism with an emphasis on the logistic approach, which allows the formation of effective trading activities based on the optimization of logistic processes. The study used the method of assessment and generalization to develop and substantiate proposals aimed at the development of trading activities on a logistical basis. results. A conceptual approach to the introduction of logistics at trade enterprises has been formed taking into account the possibilities of optimizing the movement of goods based on high-quality information support for goods flows and their material and financial support. The study substantiates that the effective development of a trading company is possible by combining two important components of the process: a set of trading and technological processes, which are a totality of logistic operations for selling goods to customers and management of trade and technological processes. The result of the study is also the authentication of the stages of the formation of the logistics system and the development of the trading company, creating opportunities for the development of subsystems for managing its productivity, including through the use of modern information systems and platforms. Discussion. In this context, perspective direction of further research is the development of methods of analysis of actual indicators, research of components of formation of information support of reengineering of trade and technological processes of trade enterprises with use of modern software products and their resource potential.

Services have a direct impact on the competitiveness of the goods sector. This article illustrates the importance of logistics services, their trade dimension and how regulatory issues act as perhaps one of the most significant barriers to competitiveness. The article discusses recent developments and the role and benefits of logistics services and argues that from a trade agreement standpoint, logistics is a network industry that ultimately provides one service to a final client. It analyses logistics services from a services trade perspective and proposes that trade agreements should ensure access to and use of the infrastructure required to provide these services recognizing their interconnectedness. The article offers suggestions on additional policies World Trade Organization (WTO) members, and countries negotiating services agreements regionally or bilaterally, could follow in order to fully exploit the opportunities provided by logistics services. Local regulations and complementary policies in areas such as trade facilitation will always remain important.

Subject of study. Logistics processes in the activities of trade enterprises in the conditions of European integration are considered. The purpose of the study. The purpose of the article is to study the logistics processes in the activities of Ukrainian trade enterprises entering the markets of the EU in the context of significant global changes. © Наталія Володимирівна Лагодієнко, Лариса Борисівна Скляр, 2021 Research methods. The methodological basis of the study is the position of theories of enterprise economics, trade, logistics, strategic management, systems and economic growth in the context of European integration, as well as system and structural analysis. Results. The peculiarities of trade and economic relations between Ukraine and the European Union are outlined. The necessity of logistic strategies formation in trade enterprises is substantiated. The structure of foreign trade in goods and the impact of the COVID-19 pandemic on it, as well as the dynamics of exports and imports of goods are analyzed. The basic principles of logistics in the activity of trade enterprises entering the EU markets are determined. The basic scheme of logistic functional branches is formed. The key logistic concepts of trade enterprises are substantiated. Possibilities of solving optimization problems in the field of logistics in trade enterprises entering the markets of the European Union are considered and calculated. The formed sales channel should have developed both logistic, and marketing strategy. Next, the distribution policy is the sales method, commercial service and delivery service. There are relationships between these elements. The method of sale differs depending on whether they connect the seller directly or indirectly with the final recipient and which companies are involved. By choosing a distribution channel, the company decides which tasks it will perform and which will be transferred to independent market partners. Conclusions. This model is an integer linear programming of the transport type and has a similarity to the transport problem, which allows it to be solved by the method of potentials. The use of these models will help optimize the strategic directions of export activities for trade enterprises. Automobile Trade Logistics Park is one of the most important industrial zones for specific automobile trade and distribution in auto industry cities. The development control of physical spatial planning has a profound effect on the construction and operation of Automobile Trade Logistics Park. Three factors, including advantages of transportation, geographic features and industrial cluster, influencing the location of Logistics Park are discussed. The scales of automobile trade spaces built recent years in China are compared. Analyzing dual function of commerce and distribution, facilities in Automobile Trade Logistics Park are summarized. According to the arrangement of land use and spatial structure, development intensity of different space types for auto trade is proposed. The final section of this article examines the experience in Regulatory Plan of Auto Parts Logistics Center in TAIAN Hi-tech Industry Development Zone.

З точки зору просування товару, упаковка – це ефективний метод просування товару, який сприяє його продажу без будь-яких змін у якості. Отже, в роботі сформовано науково-практичний підхід до розробки екологічно чистої упаковки, підхід базується на результатах маркетингового дослідження.
Упаковка облегчает транспортировку продукта, а также перемещение продукта на рынке, помогает понять и принять новый продукт, его производителя потребителями, помогает создать впечатление. С точки зрения продвижения товара, упаковка – это эффективный метод продвижения товара, который облегчает его продажу без каких-либо изменений в качестве. Поэтому в работе сформирован научно-практический подход к разработке эко-упаковки, который основан на результатах маркетингового исследования.

Résumé :
The purpose of this thesis is to investigate to what extent the environmental agenda should be taken into consideration during the project phase of logistics at Northvolt. The objective is to build an optimization model for route planning with a trade-off solution for three criteria; cost, emission and time. An abductive research approach is used. The empirical data was collected quantitatively in accordance with cross-industry standard process for data mining. The results obtained from the optimization model were based on an emission calculation framework and weights assigned to the three selected criteria by five decision makers. These results are compared to an as-is analysis of current and of historical transportations as well as to expected future transportations. These results provide insights and emphasize the importance of agility in decision making aiming at the reduction of emissions. The analysis shows that increased costs do not have a clear correlation with reduced emissions or transportation time. It also demonstrates that transporting goods on sea would increase the transportation time but decrease the emissions. The conclusions of the study are that costs can be reduced by 8%, emissions by 6% and transportation time by 14%, compared to their current operations. Short-term recommendations address the need of being agile in the route planning and analyse each shipment individually where the weights of the criteria should be alternated depending on the status of the project. This requires increased communication with the installation team on site and negotiation of contractual rates from additional ports in Sweden. Long-term recommendations emphasise the importance of developing and using emission key performance indicators to set targets in combination with a strategy in order to steer daily operations.

Ao longo das últimas décadas, a crescente pressão competitiva vem ampliando a necessidade de empenho integrado da logística para melhorar, conjuntamente, o atendimento aos consumidores e a lucratividade. O atendimento aos clientes pede o oferecimento de nível de serviço que maximize as utilidades de tempo e de lugar e a busca pela geração de lucros reconhece que a logística, ao oferecer o nível de serviço definido, deve minimizar seu custo total. O custo total logístico não responde às normais técnicas de corte de custos: os custos logísticos movem-se em diferentes direções e a redução de um custo invariavelmente conduz ao aumento de outros custos ou à diminuição do serviço oferecido ao cliente. Como consequência, os profissionais logísticos precisam identificar e explorar os trade-offs de custos logísticos para encontrar e sustentar o balanço entre os custos incorridos e o serviço oferecido. Nesse contexto, o objetivo da presente dissertação foi verificar se os profissionais logísticos: (1) têm conhecimento dos trade-offs de custos logísticos e (2) avaliam os trade-offs de custos logísticos, ao desenharem e implementarem suas soluções. Para atingir esses objetivos, este trabalho caracterizou as atividades logísticas e seus respectivos elementos de custos, explorou o conceito do custo total e sua utilização na determinação das soluções, identificou os trade-offs de custos existentes entre as atividades logísticas, e apresentou e exemplificou modelos de mensuração dos impactos econômico-financeiros dos trade-offs. Tomando esse arcabouço teórico como base, os constructos e o questionário foram definidos. O questionário foi aplicado a profissionais logísticos das maiores empresas brasileiras industriais e comerciais, segundo a Revista Exame Melhores e Maiores do ano base 2010, e 73 respostas foram obtidas. Os resultados indicaram que os profissionais logísticos sabem que os trade-offs de custos logísticos existem, mas não têm clara a percepção que o custo total é determinado por esses trade-offs e que a redução individual dos custos pode aumentá-lo e não diminuí-lo. A pesquisa também evidenciou que a avaliação dos trade-offs é enfatizada em soluções de grande amplitude e que há uma defasagem entre as informações contábeis necessárias e as informações efetivamente recebidas. Foram também expostos fatores associados ao conhecimento e à avaliação dos trade-offs e elaborados mapas perceptuais que articularam os setores econômicos a esses constructos.
In recent decades, competitive pressures have been enhancing the need for an integrated effort of logistics to improve customer satisfaction and company\'s profit. Customer satisfaction demands a service level that maximizes time and place utility and the search for profit acknowledges that logistics, at a given customer service level, should minimize its total cost. Total cost does not respond to usual cost-cutting techniques: logistics costs move in different directions and reductions in one cost invariably increase other costs or decrease the customer service level. Consequently, logistics professionals need to identify and explore logistics cost trade-offs to find and sustain the right balance of cost and service. In this context, the goal of this master\'s thesis was to verify if logistics professionals: (1) know the logistics cost trade-offs and (2) analyze trade-offs when they design and implement a solution. To achieve these objectives, this work characterized logistics activities and their costs, explored total cost concept and its application in solutions design, identified cost trade-offs among logistics activities, and presented and exemplified models to measure economic and financial impacts of trade-offs. Based on this theoretical framework, the constructs and the questionnaire were defined. The questionnaire was applied to logistics professionals of the largest Brazilian commercial and industrial firms in the base year 2010, according to \"Revista Exame Melhores e Maiores\", and 73 answers were obtained. The results showed that logistics professionals know that logistics cost trade-offs exist, but do not have a clear understanding that total cost is determined by these trade-offs and that individual cost-cutting techniques may lead to greater costs. Furthermore, the results have also revealed that tradeoff analysis is emphasized in wide range solutions and that there is a considerable gap between the required accounting information and that one offered. Finally, factors associated with trade-offs knowledge and analysis were shown and perceptual maps articulating economic sectors to these constructs were elaborated.

International trade (IT) is recognised as one of the driving forces for business and the growth of countries’ economic. The amount of IT flows is contributed by the “logistics revolution”. According to the conceptual approach, the development of transportation modes, logistics infrastructure may facilitate in-ternational trade. However, it remains unclear whether logistic performance changes contribute to IT flows since the number of researches that examine the effect of logistic performance on IT is limited. So, this paper aims to determine whether the flows of IT are contingent on logistics performance. The research re-lies on panel data of 28 European Union (EU) Member States (MS) over 2007–2016. The results of our investigation confirmed that the changes of logistics performance positively related to IT flow of EU MS, but this impact differs across countries.

This paper analyzes how trade costs affect exports from five Central Asian countries. It highlights how improving logistics and procedures and boosting digitalization can streamline regional trade. The paper estimates how the time needed to export goods, the monetary cost of doing so, and uncertain time frames impact exports from Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. It finds that the uncertainty and the high monetary costs traders face hold back exports from the five countries, along with remoteness from ports and global markets.

The Academy of Global Logistics (AGL) is a career technical education program developed in collaboration with the Port of Long Beach and the Long Beach Unified School District and with support from the Center for International Trade and Transportation. Students enrolled in the program, implemented at a high school in Long Beach, CA, learn global logistics and supply chain management over the course of their high school career. The program culminates in a capstone project that is evaluated by industry leaders. This research project applies qualitative coding methods to find connections between the AGL curriculum and CA mathematics and science curriculum standards and AGL curriculum and project-based learning. The project’s findings identified that the AGL curriculum provided students with numerous opportunities to engage in mathematics and science practices in a project-based learning environment. Recommendations for policymakers and higher education institutions are discussed in order to advocate for best practices to serve California's youth.

The performance of supply chains used to be mainly the concern of academics and professionals who studied the potential efficiencies and risks associated with this aspect of globalisation. In 2021, major disruptions in this critical sector of our economies are making headlines and attracting the attention of policy makers around the world. Supply chain bottlenecks create shortages, fuel inflation, and undermine economic recovery. This report provides a transversal and multidisciplinary analysis of the challenges and opportunities regarding data interoperability and data sharing as they relate to the ‘Great Lakes - St. Lawrence Seaway Trade Corridor’ (GLSLTC)’s intermodal transportation and trade data strategy. The size and scope of this trade corridor are only matched by the complexity of its multimodal freight transportation systems and growing urbanization on both sides of the Canada-US border. This complexity is exacerbated by the lack of data interoperability and effective collaborations between the different stakeholders within the various jurisdictions and amongst them. Our analytical work relies on : 1) A review of the relevant documentation on the latest challenges to supply chains (SC), intermodal freight transport and international trade, identifying any databases that are to be used.; 2) A comparative review of selected relevant initiatives to give insights into the best practices in digital supply chains implemented in Canada, the United States, and the European Union.; 3) Interviews and discussions with experts from Transport Canada, Statistics Canada, the Canadian Centre on Transportation Data (CCTD) and Global Affairs Canada, as well as with CIRANO’s research community and four partner institutions to identify databases and data that they use in their research related to transportation and trade relevant data availabilities and methodologies as well as joint research opportunities. Its main findings can be summarized as follow: GLSLTC is characterized by its critical scale, complexity, and strategic impact as North America’s most vital trade corridor in the foreseeable further intensification of continental trade. 4% of Canadian GDP is attributed to the Transportation and Logistics sector (2018): $1 trillion of goods moved every year: Goods and services imports are equivalent to 33% of Canada’s GDP and goods and services exports equivalent to 32%. The transportation sector is a key contributor to the achievement of net-zero emissions commitment by 2050. All sectors of the Canadian economy are affected by global supply chain disruptions. Uncertainty and threats extend well beyond the COVID-19 Pandemic. “De-globalization” and increasing supply chains regionalization pressures are mounting. Innovation and thus economic performance—increasingly hinges on the quantity and quality of data. Data is transforming Canada’s economy/society and is now at the center of global trade “Transport data is becoming less available: Canada needs to make data a priority for a national transportation strategy.” * “How the Government of Canada collects, manages, and governs data—and how it accesses and shares data with other governments, sectors, and Canadians—must change.”

An oft-cited benefit of additive manufacturing (AM), or “3D-printing,” technology is the ability to produce parts at the point of use by downloading a digital file and making the part at a local printer. This has the potential to greatly compress supply chains, lead times, inventories, and design iterations for custom parts. As a result of this, both manufacturing and logistics companies are investigating and investing in AM capacity for production at the point of use. However, it can be imagined that the feasibility and benefits are a function of size, materials, build time, manufacturing complexity, cost, and competing technologies. Because of this, there are instances where the viability of point-of-use manufacturing ranges from the perfect solution to the worst possible choice. As all aspects of the American workplace become automated or digitally enhanced to some degree, K12 educators have an increasing responsibility to help their students acquire the technical skills necessary to organize and interpret information. Increasingly, this is done through Geographic Information Systems (GIS), especially in careers related to transportation and logistics. The Center for International Trade & Transportation (CITT) at CSU Long Beach has developed this K12 Special Investigation Project to introduce ArcGIS StoryMaps, an engaging, accessible and sophisticated web-based GIS application. The lessons center on e-commerce and its accompanying environmental and economic impact. Still, the activities can be easily adapted to projects in any subject area, such as humanities, science, math, or language arts. This teacher blueprint includes a teacher training guide with ten detailed lesson plans and activities. With the guidance of a National Board-Certified Teacher in Early Adolescence Math as lead instructor, the curriculum is designed to align with Next Generation Science Standards (NGSS). Also, exploration of STEM and GIS-related careers are incorporated into the lesson plans.

Existing and emerging applications of artificial intelligence in armed conflicts and other systems reliant upon war algorithms and data span diverse areas. Natural persons may increasingly depend upon these technologies in decisions and activities related to killing combatants, destroying enemy installations, detaining adversaries, protecting civilians, undertaking missions at sea, conferring legal advice, and configuring logistics. In intergovernmental debates on autonomous weapons, a normative impasse appears to have emerged. Some countries assert that existing law suffices, while several others call for new rules. Meanwhile, the vast majority of efforts by States to address relevant systems focus by and large on weapons, means, and methods of warfare. Partly as a result, the broad spectrum of other far-reaching applications is rarely brought into view. One normatively grounded way to help identify and address relevant issues is to elaborate pathways that States, international organizations, non-state parties to armed conflict, and others may pursue to help secure greater respect for international law. In this commentary, I elaborate on three such pathways: forming and publicly expressing positions on key legal issues, taking measures relative to their own conduct, and taking steps relative to the behavior of others. None of these pathways is sufficient in itself, and there are no doubt many others that ought to be pursued. But each of the identified tracks is arguably necessary to ensure that international law is — or becomes — fit for purpose. By forming and publicly expressing positions on relevant legal issues, international actors may help clarify existing legal parameters, pinpoint salient enduring and emerging issues, and detect areas of convergence and divergence. Elaborating legal views may also help foster greater trust among current and potential adversaries. To be sure, in recent years, States have already fashioned hundreds of statements on autonomous weapons. Yet positions on other application areas are much more difficult to find. Further, forming and publicly expressing views on legal issues that span thematic and functional areas arguably may help States and others overcome the current normative stalemate on autonomous weapons. Doing so may also help identify — and allocate due attention and resources to — additional salient thematic and functional areas. Therefore, I raise a handful of cross-domain issues for consideration. These issues touch on things like exercising human agency, reposing legally mandated evaluative decisions in natural persons, and committing to engage only in scrutable conduct. International actors may also take measures relative to their own conduct. To help illustrate this pathway, I outline several such existing measures. In doing so, I invite readers to inventory and peruse these types of steps in order to assess whether the nature or character of increasingly complex socio-technical systems reliant upon war algorithms and data may warrant revitalized commitments or adjustments to existing measures — or, perhaps, development of new ones. I outline things like enacting legislation necessary to prosecute alleged perpetrators of grave breaches, making legal advisers available to the armed forces, and taking steps to prevent abuses of the emblem. Finally, international actors may take measures relative to the conduct of others. To help illustrate this pathway, I outline some of the existing steps that other States, international organizations, and non-state parties may take to help secure respect for the law by those undertaking the conduct. These measures may include things like addressing matters of legal compliance by exerting diplomatic pressure, resorting to penal sanctions to repress violations, conditioning or refusing arms transfers, and monitoring the fate of transferred detainees. Concerning military partnerships in particular, I highlight steps such as conditioning joint operations on a partner’s compliance with the law, planning operations jointly in order to prevent violations, and opting out of specific operations if there is an expectation that the operations would violate applicable law. Some themes and commitments cut across these three pathways. Arguably, respect for the law turns in no small part on whether natural persons can and will foresee, understand, administer, and trace the components, behaviors, and effects of relevant systems. It may be advisable, moreover, to institute ongoing cross-disciplinary education and training as well as the provision of sufficient technical facilities for all relevant actors, from commanders to legal advisers to prosecutors to judges. Further, it may be prudent to establish ongoing monitoring of others’ technical capabilities. Finally, it may be warranted for relevant international actors to pledge to engage, and to call upon others to engage, only in armed-conflict-related conduct that is sufficiently attributable, discernable, and scrutable.
