The main effective indicator of the use of natural resources is the natural capacity, which is determined by the volume of natural resources used and the final products. There are two types (levels) of natural capacity: Macro level - the level of the whole economy and the level of productivity. It is argued that the measurement of the rate of naturalness in dynamics may become one of the main criteria for the transition to solid development. We can distinguish three mechanisms for the implementation of environmental-economic policies: direct regulation (state influence); Economic stimulus (market mechanisms); Mixed mechanisms. The experience of the world in 2010-2020 shows that it is impossible to solve environmental problems only through state intervention or market mechanisms. There are "principal" reasons for the failure of the market mechanism (external, low prices, etc.) and the ineffectiveness of state influence (subsidies, taxes, etc.) in the areas of environmental protection and use of natural resources. In this regard, a mixed mechanism is most acceptable, which allows the implementation of environmental-economic policies, etc., using state influence and market mechanisms. In view of all the above, the monograph "Fundamentals of the Ecological-Economic Theory of Integrated Natural Resource Management" discusses the necessary and necessary theoretical-practical issues, which knowledge will help PhD students, masters and researchers interested in the field of ecology and economics to take an active part in solving the tasks required for the safe operation of Georgia's energy and transport corridors at the modern level.

This book presents a unified view of evolutionary algorithms: the exciting new probabilistic search tools inspired by biological models that have immense potential as practical problem-solvers in a wide variety of settings, academic, commercial, and industrial. In this work, the author compares the three most prominent representatives of evolutionary algorithms: genetic algorithms, evolution strategies, and evolutionary programming. The algorithms are presented within a unified framework, thereby clarifying the similarities and differences of these methods. The author also presents new results regarding the role of mutation and selection in genetic algorithms, showing how mutation seems to be much more important for the performance of genetic algorithms than usually assumed. The interaction of selection and mutation, and the impact of the binary code are further topics of interest. Some of the theoretical results are also confirmed by performing an experiment in meta-evolution on a parallel computer. The meta-algorithm used in this experiment combines components from evolution strategies and genetic algorithms to yield a hybrid capable of handling mixed integer optimization problems. As a detailed description of the algorithms, with practical guidelines for usage and implementation, this work will interest a wide range of researchers in computer science and engineering disciplines, as well as graduate students in these fields.

This chapter discusses static solvent effects on the rate constant for chemical reactions in solution. It starts with a brief discussion of the thermodynamic formulation of transition-state theory. The static equilibrium structure of the solvent will modify the potential energy surface for the chemical reaction. This effect is analyzed within the framework of transition-state theory. The rate constant is expressed in terms of the potential of mean force at the activated complex. Various definitions of this potential and their relations to n-particle- and pair-distribution functions are considered. The potential of mean force may, for example, be defined such that the gradient of the potential gives the average force on an atom in the activated complex, Boltzmann averaged over all configurations of the solvent. It concludes with a discussion of a relation between the rate constants in the gas phase and in solution.

In spite of a much improved labor market, the outcome of a leading evaluation report on reemployment programs in the Netherlands turned out negative. This result might be due to limitations of the evaluation method used by the researchers, who had to content themselves with a nonexperimental approach. Currently, for many evaluation researchers, the experimental method stands out as the superior design, especially when combined with a meta-analysis over several trials. We show, however, that experimental evaluations do not solve the uncertainties in this field. Meta-analyses of evaluation studies in Europe and the United States produced strikingly mixed results. Efforts to trace their diversity to variations in reemployment programs have not been very successful. This is mainly because of the “black box character” of many experimental evaluations, which offer little information about the content of the programs. Following “realistic evaluation,” we argue for a focus on the theories behind these programs in evaluation research. To this end, reemployment services are depicted in twelve core (mediating) mechanisms.

This chapter discusses dynamical solvent effects on the rate constants for chemical reactions in solution. The effect is described by stochastic dynamics, where the influence of the solvent on the reaction dynamics is included by describing the motion along the reaction coordinate as Brownian motion. Two theoretical approaches are discussed: Kramers theory with a constant time-independent solvent friction coefficient and Grote–Hynes theory, a generalization of Kramers theory, based on the generalized Langevin equation with a time-dependent solvent friction coefficient. The expressions for the rate constants have the same form as in transition-state theory, but are multiplied by transmission coefficients that incorporate the dynamical solvent effect. In the limit of fast motion along the reaction coordinate, the solvent molecules can be considered as “frozen,” and the predictions of the Grote–Hynes theory can differ from the Kramers theory by several orders of magnitude.
