Résumé :
One of the priority areas of the research activity of the Russian State Library (RSL), in particular its scientific bibliographic activity, is currently the study “Information and bibliographic activity of Russian libraries (theoretical and practical aspects)”. Relevance of the research is caused by the fact that information and bibliographic activity refers to the main activities of libraries of various types and kinds. Libraries create bibliographic information for wide distribution, provide bibliographic services to their readers (subscribers). Bibliographic information is also used in various particular library processes (acquisition, library and information services, organization of mass events, etc.). The article considers the results of the analysis of the R&D object — bibliographic (information and bibliographic) activity of libraries as a system object (essence, boundaries, objects and subjects of activity, internal structure, etc.). The analysis was carried out on the basis of theoretical concepts developed by the domestic bibliography science, as well as the modern terminological system of the library and information sphere, fixed in national standards. The author identified and analysed the main directions of bibliographic activity in the library (library bibliography): bibliographic processing of library collections (library bibliographic cataloguing); formation of reference and bibliographic tool; creation of bibliographic resources and products of “non-catalogue” type (indexes, lists, reviews, etc.); bibliographic service; bibliographic education; scientific and methodological activities in the field of bibliography.

The purpose of the article is to study the organizational aspects of advertising and information presentation of modern public libraries on the Internet. The main tasks of the work are the research of the state of the problem studying; analysis of the peculiarities of the modern libraries’ representation in cyberspace; research of advertising and information support methods of the regional library; creating and filling the library's Instagram page. The methodology uses the tools of the modeling method: problem statement, creation, and analysis of the model. The application of the integrity principles, hierarchy, and structure makes it possible to consider the library's page on the social network Instagram as part of the library promotion. The scientific novelty of the work is the expansion of theoretical knowledge and practical skills in presenting the libraries’ activities in social networks and the impact of the latter on the involvement of young people in libraries. The article considers the main aspects of popularization of the regional library in the social network Instagram. Conclusions. The study showed that by using social networks as a tool for presentation in cyberspace, library institutions promptly inform visitors about current library news, provide round-the-clock access to information resources and provide remote reference and information services.

Purpose This paper aims to understand the Return on Investment (ROI) of academic libraries. It shows different aspects of returns on investment from academic libraries (ROI concept, components, calculating ROI). The study helps the academic libraries to know the efficiency, performance and achievement in terms of students, research scholars, teachers and staff should be enhanced to increase returns on library investment. Design/methodology/approach This research paper discusses various formulas for calculating ROI from the academic library, like the general ROI formula, the concept of origin ROI's formula and models. However, the study set forth some of the limitations. The study is limited to the ROI analysis of academic Libraries. It is believed that study may be helpful to the libraries to understand the concept of return on investment to offer better library services. Findings The study helps understands the concept of return on investment from academic libraries and services. In times of economic crisis and budgetary constraints, Library Advocacy needs to determine the economic value of resources in institutions to assist in decision-making. This paper presents more extensive study aimed at recognizing the importance of academic libraries. The economic and social pressure to affirm the position of libraries in academic libraries depends on demonstrating their importance, especially in terms of return on investment. Though it is important to get insight into returns, it has several challenges which are outlined and discussed. Originality/value This research can also be useful in decision-making, library collection development and system analysis of the institutional library. ROI presents an essential parameter for increasing the ranking system of the institution. ROI is considered the most important metrics for evaluating the value of libraries is the return on investment.

Library collections make the core of every library. The author investigates into the theoretical aspects of library collection development as promoted by modern Russian library studies. She specifies the series of principled rules which names and contents reflect both the current needs of libraries and their collections as well as researchers’ suggested solutions. Quite simple classification of library collection development principles is suggested: division them into general, or intrinsic to every library, and special principles - those realized by specific library types.

The purpose of the article is to study modern university libraries as centres of communication through the prism of scientific and social aspects. Research methodology. To implement this task, some theoretical and general scientific research methods were used, among which we note the analysis, synthesis, induction and deduction, and concretization. Equally important was the method of comparison, which was used to compare the practice of using university libraries in Ukraine and other European countries. The method of abstraction used in the analysis of general theoretical approaches and the formation of recommendations for the use of university libraries in modern higher education institutions in Ukraine involves the ascent from abstract ideas to concrete facts. Scientific novelty. For the first time, an important and underestimated development vector of the scientific space of university libraries was noted, which will allow optimizing their activities in the future, transforming them from ordinary reading rooms into a creative scientific space, profitable and accessible to visitors. Conclusions. The article considers the peculiarities of the modern university libraries functioning through the prism of the communicative function. The main focus is on the transformation of the library space and its focus on modern requirements for the formation of creative “territory” for scientific conferences, including international, free exchange of views during student tournaments, excursions and celebrations, seminars or lectures, etc. It has been established that university libraries in modern conditions are universal institutions that perform much broader functions of information retrieval than previously thought. Until now, the academic community has not been sufficiently aware of this process. As the analysis of several projects has shown, in modern conditions it is possible to further develop this aspect.

Since 2017, the Russian State Library (RSL) has held annually scientific and practical seminars of the cycle “The Role of science in the development of libraries: theoretical and practical aspects”, addressed to library specialists and scientists in the field of library science, bibliography science and book studies. The main targets of the events of the cycle are to activate research work in the field of library science, bibliography science and book studies; to discuss current problems of scientific activity of federal and regional library centres; to acquaint library specialists with the results of scientific research. One of the thematic blocks of the cycle consists of seminars devoted to the problems of digitalisation of librarianship. The latest scientific and practical seminar of this block devoted to the topic “Digital transformation of libraries as a subject of scientific research” was held on February 10, 2022. The speakers of the seminar were the leading scientists of the Centre for Study of Library Development Problems in the Information Society of the RSL. The seminar program included two questions. M.Y. Neshcheret presented the results of studying the remote reference and bibliographic services offered on the websites of national libraries around the world. Y.N. Stolyarov analysed the content of publications on the study of digitalisation problems in Russian professional journals. The seminar noted the significant role of practical librarians in the implementation of digital technologies in the work of libraries, as well as demonstrated achievements, proving the need for social library institute. The speakers called on contemporary researchers to intensify scientific research aimed at theoretical understanding of the ongoing processes of digitalisation. The seminar aroused considerable interest of library specialists.

This research aims to determine the classification of articles in journal of Pustakaloka, and specifically to identify the largest and smallest subject groups based on JITA Classification System of Library and Information Science. Data for this research consist of 174 articles from 2009-2021 publication. To assign the subject of an article, its title and keywords were analyzed. Abstract and article content were also analyzed if the title and keywords were not able to reflect the subject. The data were coded according to the JITA scheme, sorted and counted to build up subject groups. The three largest subject groups are Users, literacy and reading, followed by Information sources, supports, channels, then by Management and Information technology and library technology. Meanwhile, the three smallest subject groups are Information use and sociology of information, followed by Theoretical and general aspects of libraries and information, Housing technologies, and the last is Publishing and legal issues. This research identified that in general, the articles in Pustakaloka are concentrated on some of intermediate and specific level that cover the aspect of users, directional and management functions, pragmatic and technical issues.

Essential premises and problems of the Library and Information Science (LIS) paradigms’ shift (uncertainty of scientific boundaries and fragmentation; various historical, sociological and organizational conditions) are analyzed on the case of Vilnius University. Since 1949 Lithuanian university studies and research in the field of LIS had experienced few changes (periods of paradigm shift), that essentially had been preconditioned by general LIS and society’s development tendencies. The case of Vilnius University allows us detect humanitarian, sociological, informational and communicational paradigms. Their formation takes the background in the epistemological relations of LIS to the other sciences and in the necessity to solve practical problems of libraries as well as other information institutions. One of the major challenges that LIS has to face is the requirement to research complicated questions: information services to the society in general as well as individuals; information needs; work of information institutions. Multidimensional problems of LIS field require interdisciplinary view as well as methodological and theoretical transformations. Constant interaction of LIS with other science fosters interdisciplinary research fields and threatens the integrity of LIS on theoretical and methodological levels. Instability of LIS status displays itself not only in theoretical, but also in organizational aspects. Uncertain limits of LIS and tight relations with other sciences enforce dissociation or integration of academic units, while extensive amount of research tasks in LIS field is hardly being performed due to the lack of personnel.

The author responds to the article by Elena I. Kozlova and Valentina A. Tsvetkova "Terminological aspects in the processes of standardization of library and information activities" (published in the journal "Scientific and technical libraries", № 3, 2020) devoted to the draft state standard of basic terms and definitions of library and information activities. The author objects to their interpretation of mathematical induction method in formal logic, by which they justify the attempt to standardize the concept of "library and information activities". Through this method, the opposite result would be achieved; redundancy or even artificiality of the proposed phrase is demonstrated consequentially. The author argues that, within the framework of the Federal Law "On librarianship", the term "library and information activity" as proposed for federal standardization along with the term "information and library activity" as it appears in the current standard, are both wrongful. The author also criticizes other theoretical and methodological provisions proposed by the state standard writers.The author suggests to improve the system of standards for information, library and publishing (SIBID) by segregating the competence areas of information, library and publishing activities, without mixing them in any proportion or combination. SIBID must comprise the concepts of "library" and "publishing", since these terms are embedded in the name of the system and, therefore, they make the original reference points. The terminology set must be based on the key terms of laws and other national regulatory and legal acts, though the definitions of these terms may differ, and even radically differ, from those fixed in legal acts where they convey juridical conceptions while the standard is to regulate their professional, scientific, and practical meaning, which indeed completely corresponds to the legal interpretation. The author introduces the following approach to these general terms: since the library system is essentially of document and communicative character, the key concepts of the system shall form its foundation: library, librarianship, document, library collection, reader (user), reader (user) group, material and technical resources of library, library re-source studies, library model, library collection model, and other general terms within the discipline.

Purpose – The purpose of this article is to offer a new perspective on library instruction by examining its relationship with various aspects of theatrical performance. Design/methodology/approach – The author uses personal observations as inspiration to examine what has been written in scholarly literature about various theatrical practices in instruction, applying the conversation to the library instruction context. Additionally, research from business and professional literature is also incorporated into the discussion. This literature review focuses on three general areas. First, a review on how to use tools and perspectives from the theater to help librarians prepare their lessons; second, an examination of the librarian as performer; and third, a discussion on how theater might help librarians deal with repetition and burnout. Findings – The literature on this subject has been extensive and includes an all-encompassing range of practical suggestions, research findings and theoretical analyses. Research limitations/implications – This article looks at this subject through the lens of scholarly literature. Empirical research on this topic is still needed. Practical implications – The author presents a number of theatrical practices librarians might consider incorporating into their instruction sessions. Originality/value – Much has been written about the connection between teaching and theatrical performance, but seldom from a librarian’s point of view. This article is of value to librarians looking to develop a memorable one-shot instruction session and those looking to examine the connection between teaching and performance.

The digital library is a form of innovation in library services, including at the Widya Karya University Library, Malang. The application of information technology in libraries in the form of digital library services greatly provides convenience and fluency for users, however, it is necessary to know in more depth to measure the behavioral intentions of users in using digital library information technology applications or in other words there is no analysis to ensure aspects of its benefits and uses. The purpose of this paper is to find out how the acceptance of library users in utilizing information technology applications in digital library services using the Technology Acceptance Model (TAM) theoretical approach with a total sample of 22. respondents using purposive sampling technique. Analysis of the results of the calculation of Partial Least Square (PLS) to determine the variables that have an influence on attitudes and actual use. The results showed that the perceived ease of use and perceived usefulness had a significant positive effect on Attitude Toward Using. The Attitude Toward Using variable has a positive significant effect on behavioral intention to use. Behavioral intention to use have a significant positive effect on the actual system usage conditions.

Problem and goal. In the context of digital transformation of education, the importance of digital library formation is justified, taking into account the training areas, research topics and other requests of all target groups of the educational institution. Active use by students and teachers of Internet sources raises the problem of popularization and disclosure of electronic collections, organization of problem-free access to valuable, reliable information from legitimate sources. Implementation of the practice of constant use of verified content by students, teachers, scientists has become the main task of the library. In this regard, the principles and methods used in the scientific library of the university for the collection and dissemination of information, organization of events, implementation of academic standards and new forms of work for the use of information resources in the educational process and research activities are studied. Methodology. As a generalization and systematization of the accumulated practical experience of working with electronic information, the stages of formation of a classical university digital library, methods of statistical analysis to evaluate the use of collections, forms of content promotion and work with target user groups are described. Results. The author analyzes the experience of the project on the formation and promotion of the university digital library, accumulates data on the effectiveness of content use, promotional mechanisms, achieved results for use in the work of libraries in the field of education. Proved the necessity of formation of university digital library using cluster approach - universal, specialized and profile resources, regarding peculiarities of promotion in different target groups of university, importance of analytical work on content use for optimization of subscriptions and elimination of information gaps, obligatory introduction of information culture and activation of digital educational resources use in the context of professional activity of the teacher. Conclusion. Using theoretical and practical data, statistical analysis and various aspects of both Russian and foreign experience of digital transformation of the university libraries in the conditions of information abundance, the stages of modification of the library collections, communication channels, and the results in a particular library were considered and analyzed.

The article describes contribution to the library science and scientific activity of the Russian State Library (RSL) of the famous librarian Maria Ivanovna Akilina (April 13, 1953 — June 04, 2021).Since 1989, first as senior research scientist in the departments of the Russian State Library, and then in the scientific research department of library science, she worked her way up from leading researcher to the head of the department. Together with her colleagues — library scientists, she made the great contribution to the development of problems of the general theory of library science, the organization of practical activities of libraries, scientific and methodological assistance to libraries of the country.In the scientific research department of library science, there was created the all-Russian system for monitoring library collections; there were studied the issues of standardization of library science; and the work was carried out to create the Electronic Library of the RSL. The department developed and implemented the methodology for preparing the first fundamental unique reference publication on library science in our country — the “Library Encyclopaedia”, which was published in 2007 by the “Pashkov Dom” publisher. M.I. Akilina was a member of the editorial board of this publication; she also made a great contribution to the work as an editor and author of the articles. Together with the staff of the department from 2002 through 2013, she actively participated in the publication of the scientific-practical collection “Librarianship — the 21st Century” — the supplement to the journal “Bibliotekovedenie” [Russian Journal of Library Science], and also became one of the compilers of the collection “Library Research in the System of Postnonclassical Science”.M.I. Akilina managed to create an atmosphere of creativity and scientific research in the department, which became a significant factor in the development of interdisciplinary approaches to the study of librarianship, its various aspects and research practices. Since 2015, M.I. Akilina worked as a leading research scientist in the Centre for the study of problems of library development in the information society. She is the author of more than 100 scientific papers, major part of which is devoted to the scientific and methodological activities of libraries and general theoretical problems of library science; these are the publications about national, central, mass rural and other libraries. When communicating with colleagues, she always took into account not only their achievements, but also the ability to be honest both in scientific work and in human relations. Her contribution to the library scientific research will undoubtedly become part of the research heritage of library science.

Objective – The primary objective of this study was to gather quantitative information on the need, development, acquisition, and application of pedagogical knowledge by academic librarians with teaching responsibilities. Design – Online survey questionnaire. Setting – Higher-education (HE) institutions (i.e., post-secondary institutions such as colleges and universities) in the United Kingdom. Subjects – Subject librarians from 82 HE libraries (one from each). Methods – Of the 191 HE institutions in the United Kingdom (determined via a now-unavailable directory), 137 supplied an online staff directory with contact information. One subject librarian from each HE institution was contacted; librarians were selected from the online directory by taking a name systematically from a different point in each listing (i.e., first, second, third, etc). Each librarian was sent an email that contained an introductory message as well as a link to the questionnaire. The online questionnaire was created using Survey Monkey and piloted before and after input. It employed mostly multiple-choice tick boxes as well as open-ended questions and comment boxes. The 35-question survey questionnaire was developed in part through email interviews with two leading researchers in the field (identified via the literature). Responses were received from 82 librarians (60%). The answers were analyzed and cross-tabulated using SPSS. Komogorov-Smirnov tests were done to determine the significance of some results. Open-ended questions and comment boxes were placed into categories using Microsoft Excel to identify patters and themes. Main Results – The 82 librarians who responded to the survey came from a wide variety of backgrounds: the majority were subject librarians from Arts & Humanities (31%), had spent more than ten years in their position (38%), worked full-time (71%), were members of pre-1992 HE institutions (59%), and went by the job title of Subject Librarian (30%) (or a slight variation thereof). Respondents indicated a significant amount of variation in terms of the number of hours spent preparing and teaching each week, ranging from 0 to 25 hours per week (FT staff) and 0 to 12 hours (PT staff). Eleven librarians spent 40% or more of their time teaching. Due to the high standard deviation (5.71), however, and the fact that many librarians indicated difficulty providing precise figures, these percentages should only be used as general estimates. The study found that librarians were involved in a variety of teaching settings, including on-the-spot support, writing materials, teaching small groups, conducting one-on-one instruction, and teaching large groups. Evaluation was not indicated as a regular practice. With regard to pedagogical development, most training was of an informal nature learned on the job (75%) or through trial and error (61%). Other training methods included short courses or training programs, conferences, peer-support groups, and committee work. The most valuable lessons librarians took from their training were awareness of different learning styles (37%), the use of new techniques (29%), and contribution of planning and preparing (27%). A Kolmogorov-Smirnov test was performed on the correlation between involvement in formal training and knowledge of designing learning activities or teaching and learning theories (97.4% and 100% likelihood of a significant impact, relatively). While the authors state in the article that a Chi-square test was done, the original thesis upon which the article is based (available via http://dagda.shef.ac.uk/dissertations/2006-07/External/Cox_Laura_MALib.pdf), notes that the test was not completed as more than 20% of the expected counts were less than five (a frequent limiting constraint of the test). The vast majority felt their work was either important or very important; that they were sufficiently qualified and knowledgeable; and that they were confident providing the sessions. Responses were mixed when it came to determining whether additional training would improve their confidence or aid them in their teaching role. The majority of respondents also felt they had reasonable or extensive knowledge of topics related to their teaching roles (e.g., delivering sessions and information literacy). Indeed, when questioned as to what could improve the effectiveness of their teaching only 36 (44%) responses were given: subject knowledge and e-learning/new technologies were indicated as the most helpful. Librarians indicated that their preferred delivery methods when learning new skills were (in order of popularity): formal sessions, on-the-job development; short courses; and other options (e.g., increased library school training). The majority of respondents noted there were enough opportunities available for them to develop their teaching skills. When asked at the end for additional comments on teaching knowledge and development in general, responses were varied, although many offered suggestions for ways of improving the development and provision of teaching skills within the library profession as a whole. Conclusion – The authors posit that information literacy instruction has become a major component of the job requirement of a subject librarian. Survey results indicate that subject librarians recognize the value of pedagogical knowledge but question the importance of the theoretical aspects; spend a significant amount of time on various types of instruction; learn on-the-job; feel they are sufficiently knowledgeable in their role and feel confident providing instruction; and favour short-courses or formalized programs for continued learning. Future studies would benefit from interviews, additional tools to track instruction details, and perhaps a larger scale.

The purpose of the article is to study the theoretical aspects of the problem of mediatization of education. The article discusses the content and various interpretations of the concepts of “media” and “mediatization”. The main attention is paid to the peculiarities of the process of mediatization, both in the school education system and in the field of higher education. Mediatization in school education is considered in the context of all elements of the educational process. First of all, this is expressed in the organization of the educational process in remote mode. In addition, mediatization makes it possible to conduct lessons using information technology, students perform creative projects, gain access to information sources and collections of various libraries. The mediatization of education expands opportunities for obtaining and correspondence education in the mode of distance communication, as well as through various online courses for obtaining professional education. The article also highlights the main tasks of mediatization of education and methods of organizing the educational process using mass communication media. Among these tasks are the possibility of obtaining information, using the potential of mediatization of education for moral and ethical education and personal development, familiarization with the achievements of the development of mass media, explaining their role and significance for the educational process, practical training in media technologies, aesthetic education of students. The evolutionary possibilities and trends in the development of education in the context of its mediatization, as well as the risks and negative aspects of this process are shown. The increasing role of the mediatization of education is explained by the continuous nature of education, total digitalization, the demand and availability of online courses for a wide audience. On the other hand, the mediatization of education will also have negative consequences. Firstly, the process of socialization of students will be difficult, and secondly, the educational process will acquire a formal character, which will affect its quality. Comparing the positive and negative aspects of the mediatization of education, it seems that there should be no abandonment of educational technologies that have been tested for decades, and here the task is to find the necessary balance between old technologies and new ones, which mutually complement each other, will contribute to the improvement of the educational system so that it meets the challenges and requirements of modernity. Methodologically, the article is based on the theoretical developments of foreign and Russian researchers. The article is based on general philosophical and socio-humanitarian methods of analysis.

The aim of the article is to highlight peculiarities of public libraries activity in Odesa region, taking into account the martial state conditions, and paying special attention to the main directions of their work processes since the full-scale invasion of Russian troops. The methodology of this research is based on general scientific principles of theory and practice unity, systematicity and complexity of cognition. In order to achieve the set goal, the usage of methods on research empirical and theoretical levels has been applied: general scientific methods (description, analysis, synthesis, comparison, generalisation), and special ones (information collecting and processing of the selective observation, content analysis). The scientific novelty of this study grounds on the generalisation and systematisation of new and certain data about public libraries activity in Odesa region in martial state conditions. Сonclusions. It is confirmed that in conditions of full-scale invasion, as well as war with Russia in total, public libraries of Odesa region, essentially, have transformed into important foundations of life activity in OTC (Odesa territorial communities), media- and cultural centres, territories of co-creation, understanding, psychological comfort and security owing to support of communities and other colleagues by interest. It has been shortly described that overcoming the serious challenges and threats, nowadays, public libraries space of the region is positioned not only as a space of enlightenment and tolerance, culture, science and education, but also as a national-patriotic and anti-crisis hub of support, consolidation and growth of the social and human capital. The attention is put on the fact that during the war public libraries stand in solidarity with communities, use all efficient forms and methods of cooperation for helping communities relying on their own work developments and experience. It has been determined that in the aspect of cooperation with local self-government structures, public libraries of Odesa region actively promote the formal and non-formal education, self-education and community progress, as well as popularise reading and give access to the book fund, perform their functions as cultural centres (lectures, discussions with different specialists, book exhibitions, master-classes, creative meetings, etc.), conduct events and classes of national patriotic education, support the Armed Forces of Ukraine, provide informative and consulting support, help refugees and internally displaced people with all possible fast adaptation to the new place and integration into the local community.

Introduction. The rapid development of medical science and the steady public demand for qualified information on health care, prevention, and treatment of illnesses lead to the expansion of the medical book`s thematic diversity as one of the major channels of information support. Relevance and purpose. Despite the considerable interest of researchers of book publishing and journalism, linguists, literary critics the subject matter of the medical book is considered only tangentially. The purpose of our article is to study the thematic priorities of the medical book of Ukraine. Methodology. We used general and specific methods of empirical and theoretical levels of research. The comparative-historical method gave the opportunity to study the development of a medical book in chronological order for 1991–2017. Content analysis, structural and typological methods were used to divide medical books into specific thematic and typological groups. Results and findings. In order to analyze the thematic priorities of the Ukrainian medical book, the catalogs of the leading libraries of Ukraine and some regional libraries were studied, we also examined the contents of 488 issues of the bibliography of the Chronicle of Books of the State Scientific Institution of the Ivan Fedorov Book Chamber of Ukraine. Medical publications include books of the medical profession reflecting the specifics of the industry; intended for a wide readership, which is usually determined by its interest in a specific type of specialized literature. Chronological boundaries of the study: the second half of 1991-2017 years. It covers the period of state independence of Ukraine. Conclusions. During 1991–2017, 4306 medical books were published. There are 6 major thematic groups identified: «physiotherapy» – 38 %, «pathology and clinical medicine» – 23 %, «health and general hygiene» – 16 %, «medicines and pharmacology» – 9 %, «theoretical medicine» – 8,5 %, «diet and food hygiene» – 5,5. The theme of the book – its problematic aspect and the subject matter of the author’s thinking is often given in the title of the publication, its contents and fully disclosed in the text. The recipient is offered traditional and emerging scientific knowledge to diagnose, treat, and prevent disease in a variety of ways, and to promote health. Objective. In any given country, the national language and education not only help to impart knowledge but also broaden the horizons of students, teaching them to be more tolerant of different cultures. Today, the Ukrainian language as an important component of national identity and state building is one of the main goals of Russia in its war against Ukraine. That is why one of the main challenges for higher education in Ukraine during wartime is to create modern and high-quality educational materials in the national language as quickly as possible, in order to facilitate remote teaching, learning and research processes at universities. The mechanism for responding to this challenge is to turn to the experience of creating, adapting and using Open Educational Resources (OER) in Europe and the rest of the world. The aim of the study is to consider the practices of creating, adapting and using OER in European universities and libraries in the context of their benefits, including the possibilities of overcoming language barriers in times of crisis. Methods. This article is based on the analysis of the literature on OER practices in facilitating the overcoming of language barriers, on the activities of ENOEL, on the practices of librarians and educationalists of several European universities, as well as on self-reflection and direct experience of the circumstances of the war by Ukrainian librarians, who continue information support of the educational process. Results. The theoretical aspects and implemented practical solutions demonstrate that OER can be an effective solution in times of crisis (whether a pandemic or a war) to the issue of quality information support of distance education with materials in the national language in any country in Europe and the world. In the context of higher education in Ukraine, OER is a means and one of the methods of overcoming linguocide by the Russian Federation – the purposeful destruction of the Ukrainian language as the main feature of the ethnic group. The experience of working with OER of the USUST Scientific Library (Dnipro, Ukraine) is the story of a library that was looking for opportunities to answer its local challenges and resolve problems during the COVID-19 pandemic, and found solutions that became necessary during the war with Russia. Conclusions. The authors hope that Ukrainian-language OER will soon become a mandatory element in the cultural environment of Ukrainian universities. And it is OER that can help overcome Ukrainian linguocide in educational resources. The experience of librarians of the European Network of Open Education Librarians (ENOEL) proves that one of the most important roles in this is played by university librarians.

Higher education is in a state of reformation at the content and activity levels, which has been reflected in renewal of educational programs, curricula, the introduction of individual learning directions and digitalization of learning, which has replaced informatization and computerization. Today, a common phenomenon in universities is the creation of a digital environment (e-courses, libraries, repositories), installation of MOODLE, ZOOM programs, development of these programs by teachers and students at the level of users and formation of all participants’ information and communication competence.The purpose of this study is theoretical justification and experimental verification of digital technologies applied in the process of literary study training of future teachers of Ukrainian Language and Literature. The methods of analysis and synthesis of scientific investigations of this problem, study and generalization of pedagogical experience in distance learning development questionnaires and data processing have been used. The study substantiates the specifics of the programs MOODLE, ZOOM, cloud technologies application during learning literary study disciplines. In particular, the subject “Children's Literature” was substantiated in relation to the study. The distance course and important methodological aspects of its development are represented: the schedule of training, syllabus, methodical recommendations for its study. The article reveals an important communication component of the distance course “Commentary”, which is on the page of each student assessment. The peculiarities of teaching the discipline in accordance with the ZOOM program in conditions of a quarantine imposed in connection with the pandemic caused by COVID-19 have been described. The article presents the results of distance learning the course “Children's Literature”. The conclusion about the positive and negative aspects of online learning and opportunities for its improvement was made based on the students' questionnaire.

One of the requirements for an intelligent system is to construct a virtual reality in the computer. For materials development, the “reality” is a laboratory or a production line used to improve some aspect of a material by changing its composition, processing parameters, service conditions, etc. In the case of information in libraries, the reality is a search that uses a thesaurus and bibliographic (fact) databases. The greatest barrier faced by users of materials information is that of accessing necessary information through both a librarian's view and a scientific/technological expert's view. One of the objectives of a virtual production line is to reduce this barrier through user-friendly interfaces.In designing materials, two typical approaches are combined to solve a given problem. The first is a top-down approach, in which a number of requirements are resolved to a set of possible and practical solutions for satisfying these requirements to a certain level. Almost all alloy development has followed such an approach. The second approach is a bottom-up approach, where different materials properties are described on the basis of underlying theories, preferably using first principles and fundamental data. But the vast number of possible materials makes the bottom-up approach unrealistic on its own. Instead, semi-empirical approaches are needed to bridge the gap between ad hoc data sets for practical applications and results produced by the bottom-up approach using fundamental data and first-principle calculations.

Quality Assurance (QA) in higher education is the process by which university academic programmes are assessed and evaluated against specific criteria. Quality assurance mechanism adopted by the University of Guyana (UG) will ultimately affect the University of Guyana Library (UGL) which is an integral part of the academic culture. Academic libraries are pressured to align quality initiatives and practices with the parent institution’s missions and goals. This research has developed a proposed QA Framework for the UGL with an emphasis on human resources and technology. Cultural-Historical Activity Theory (CHAT) Framework and the Institutional Theory was used to provide the theoretical foundation for the framework. The CHAT was used to design a framework that comprised six categories/nodes:- i) Tools/Instruments - Resources/Technology Availability; ii) Subject - Professional Staff Capability; iii) Rules/Control - Professional Library Standards; iv) Context - Loose/tight coupling with the University; v) Communication/Interaction - professionals, students, technology and; vi) Object/Quality of Knowledge produced/disseminated. The three major components of the Institutional Theory of isomorphic processes: coercive, mimetic, and normative were used to explain the six components/categories that form the six nodes of the framework. Using the interviewing schedules, information was acquired from former and current UGL library professionals, UG faculty and students on some aspects of the human and technological components of the UGL. The qualitative data was transformed into statistical data to derive the mean scores from the 15 respondents and to determine whether there were correlations between five nodes and the sixth node. Pearson’s correlation was used to determine if a significant relationship exists between the groups. The results showed that the independent variables loose/tight coupling has a positive relationship with the dependent variable (generation and dissemination of knowledge). This implies that the ability of the UG Library professionals to generate and disseminate knowledge has a direct relation to loose/tight coupling. Arising out of the quantitative analysis this QA Framework Proposal was developed as a guide to the UG Library.

PurposeThe study examined users' perceived level of service at the African Union Court on Human and Peoples' Rights (AUCHPR) library in Arusha, Tanzania.Design/methodology/approachThe study adopted a quantitative approach in line with the tenets of the LibQUAL and SERVQUAL protocols, which were used as theoretical lenses and informed the development of questionnaires which were used to collect data. The target population consisted of 94 library users.FindingsThe study found that the library's best services, in terms of their quality and as perceived by users, lie in its human resources (i.e. affect of service, assurance and responsiveness). On the other hand, the lowest perceived level of services was recorded in the aspects related to information collection and physical facilities (i.e. library as a place and tangibles).Research limitations/implicationsThis study was based on the African Court on Human and Peoples' Rights library in Arusha, Tanzania. The study covered both internal and external users of the library.Practical implicationsThe study identified strengths and weaknesses of the African Court library as far as the perceived level of service is concerned, and the findings can therefore be used to inform decisions on the improvement of quality of the library services. In so doing, the library will be in a stronger position to offer quality services and assist the court in attaining its objectives of promoting and protecting human rights in Africa. With improved library service quality, the non-judicial staff, external users and society in general will stand to benefit from the library.Originality/valueWhile drawing lessons from previous service quality studies, this study is the first quality assessment study to be done in the African Court library. It is also the first to use a combination of LibQUAL and SERVQUAL models in the context of the African Court library services.

This research aims to study the obstacles and solutions related to the application of hudud in Sharia courts in northern Nigeria; This is due to the presence of many problems when applying the hudud in Sharia courts, such as the conflict between the Federal Constitution and the Constitution of the States, especially with regard to the application of the had for theft. The researcher studied the Shariah hudud in general in terms of defining them linguistically and legally, with mentioning their types, while addressing the practical application of Shariah hudud in the Shariah courts in some northern states that were chosen as a model, these states are: Zamfara, Jigawa, Kan, Kaduna, Katsina and Bauchi states.The researcher also touched on the legal system and courts in Nigeria in general and the legal system and Sharia courts in northern Nigeria in particular, and the Islamic penal laws of the states of Zamfara, Kanbuchi and Jigawa were also discussed. The researcher used two scientific research methodologies, including: the inductive theoretical method; where he studied the subject of borders in general and the hudud of theft, especially in jurisprudence blogs, in addition to books, studies, letters, scientific articles, reports and legal documents that were written in this field and stored in libraries, websites and other sources of information. The researcher also used the applied analytical method; Where he studied the issues related to the hudud that were applied in the Sharia courts in northern Nigeria, especially with regard to the hudud of theft, and the study of the obstacles in the application of these hudud in order to find appropriate solutions to them. The researcher reached a number of results, including that Islamic Sharia is the optimal system that should be applied to obtain permanent happiness in this world and the hereafter. The application of legal borders effectively contributes to the elimination of crimes committed and prevalent in Nigerian society, especially in the northern regions. Among the findings of the research, the compatibility of Islamic criminal law with Islamic jurisprudence in most aspects, and the compatibility of the applications of Sharia courts with Islamic law in many cases. The researcher recommends the officials to carry out all the solutions mentioned in the study so that they can better apply the Sharia and implement the Sharia hudud. He also recommends to them the necessity of developing Islamic criminal law to be fully compatible with Islamic law, and the necessity of implementing all judgments issued by Sharia courts.

A review of: Kuhlthau, Carol C. “Inside the Search Process: Information Seeking from the User's Perspective.” Journal of the American Society for Information Science 42.5 (1991): 361-71. Objective – To extend understanding of purposeful information seeking and to present a model of the information search process (ISP) from the perspective of the user. Design – Review of theoretical foundation, summing up of qualitative and quantitative data from a series of five foundational studies, and presentation of ISP model. Setting – Summarised research was conducted primarily in high school and college environments where subjects were investigating an assigned topic. A small proportion of public libraries were used in the fifth study within the reviewed series. Subjects – The ISP model as presented in this ‘classic’ article is based on studies involving a total of 558 participants. The first study involved 26 academically advanced high school seniors, and the 2 subsequent studies involved respectively 20 and 4 of the original participants following their completion of 4 years of college. The final 2 studies involved respectively 147 high, middle and low achieving high school seniors, and 385 academic, public and school library users. Methods – This paper presents the foundation for the ISP model by reviewing the relationship between Kelly’s personal construct theory, Belkin, Brooks, and Oddy’s investigation of cognitive aspects of the constructive information seeking process, and Taylor’s work on levels of information need (“Question-negotiation”) and value-added information (“Value-added”). This is followed by a review of Kuhlthau’s five foundational studies, which investigated the common information seeking experiences of users who were seeking to expand knowledge related to a particular topic or problem. The first of these studies was a small-scale exploration in which participants were given two assignments. Questionnaires, journaling, search logs, and reflective writing were used to collect data throughout the process of assignment completion. Data collection was augmented by case studies involving in-depth interviews and construction of timelines and flowcharts with six study participants. The six-stage ISP model was developed from qualitative content analysis of participants’ perceptions and experiences (Kuhlthau, “Library Research Process”). In the second study, the same questionnaire was used to determine how students’ perceptions of the ISP had changed over time. Post-college responses were compared to responses given in high school and statistical significance was determined through t Tests (Kuhlthau, Perceptions). Four of the original 6 case study participants were interviewed in the third study, in which interview data and search process timelines were compared with high school case studies (Kuhlthau, Longitudinal). In the fourth and fifth studies, large-scale field studies were conducted to verify the ISP model. Process surveys elicited participants’ thoughts and feelings at initiation, midpoint, and closure of a search task. Data were analysed using descriptive and inferential statistics including measures of significance and analysis of variance (Kuhlthau, Information Search; Kuhlthau et al.). Following a summation of these 5 research studies, this article details and discusses the ISP model. Main results – Based on the data from the five studies, the ISP presents a constructivist approach to information seeking and incorporates affective, cognitive, and physical dimensions at each of six information searching stages: initiation, topic selection, pre-focus exploration, focus formulation, information collection, and presentation. Individuals become aware of an information need at initiation. Feelings of uncertainty and apprehension are common as wide-ranging task exploration begins. At topic selection a general topic is selected and users frequently experience initial optimism, which is commonly followed by confusion and doubt as pre-focus exploration commences and users struggle to extend personal knowledge through initial investigation of the general topic. A turning point occurs during focus formulation as constructs become clearer and uncertainty decreases. During information collection the user is able to articulate focused need and is able to interact effectively with intermediaries and systems. Relief is commonly experienced at presentation stage when findings are presented or used. Although stages are laid out sequentially, Kuhlthau notes that the ISP is an iterative process in which stages merge and overlap. Central to this model is the premise that uncertainty is not due merely to a lack of familiarity with sources and technologies, but is an integral and critical part of a process of learning that culminates in finding meaning through personal synthesis of topic or problem. Conclusion – Kuhlthau provides evidence for a view of information seeking as an evolving, iterative process and presents a model for purposeful information searching which, if understood by users, intermediaries and information system designers, provides a basis for productive interaction. While users will benefit from understanding the evolving nature of focus formulation and the affective dimensions of information seeking, intermediaries and systems are challenged to improve information provision in the early formative stages of a search. Although Kuhlthau identifies this research on the ISP as exploratory in nature, this article affords methodological insight into the use of mixed methods for exploring complex user-oriented issues, presents a model that effectively communicates an approximation of the common information-seeking process of users, and provides ongoing impetus for exploring the user’s perspective on information seeking.

The article considers terminology used by the professional community for the analysis of names of public libraries. The concepts “onomastics”, “nomination”, “brand”, “branding”, “naming”, “brand-naming” are used in the marketing of library and information activities in Russia and abroad. The author notes that in the specialized literature in the USA, the problem of naming the library-information sphere is not covered in detail, and often gives way to general branding issues. The paper concludes that the special interest in the name of domestic libraries is a cultural phenomenon emanating from the value-historical context of Russia. The author stresses the relevance of this article because the naming becomes one of the most important elements of marketing strategy of organization. The increased research interest in this topic demonstrates the problem of terminological disunity. In this regard, generalization of library names (personalized, conceptual and toponymic) is substantiated, as well as the use of the term “naming” as the universal and most correct designation of activities for the creation and functioning of an effective name of an organization, product or service. Libraries bearing the names of famous writers and other famous representatives of culture and art have personalized names. The conceptual version of the name is associated with the reflection of the priority direction of the activity of the cultural institution, as well as with associative names, the basis of which is a special image. Toponymic names characterize the relationship with the territory where the library is located. Due to the active increase of libraries that have conceptual or toponymic names, the question arises about the correct terminological generalization of cultural institutions that do not have numbered designations. The author concludes that the terminological aspects of naming will be the subject of further discussions in the professional library community, because the well-established term “named library” is currently perceived as a cultural institution with a personalized name. The article is of interest to the Russian professional community, especially to librarians, library scientists and specialists of cultural universities implementing educational programs in the direction of LIS (“Library and Information Science activity”).

The relevance of the research is based on more than a year-long restrictions experienced by people of Lithuania and worldwide because of the COVID-19 pandemic. The theoretical part presents a concept for bibliotherapic recommendations for reading. From an interdisciplinary point of view, the research integrates insights from the domains of psychology, public health, information and communication and literary criticism. Individuals experiencing psychological problems, by delving into literature which encourages reflection of humanistic values, during their in-depth reading process, can not only distract themselves from stressful everyday life but also, while identifying themselves with personages of literary works, better conceive themselves and their environment as well as find new ways to solve their problems. This justifies the applicability of bibliotherapy for those who experience social exclusion during the pandemic. The open survey collected data from 17 experts (12 members of the Lithuanian Bibliotherapy Association and 5 practitioners involved in bibliotherapy projects; 4 study participants from the health service sector (psychotherapists); 6 representatives from the education sector; and 7, from the cultural sector). A recommendatory list of books for passive bibliotherapy sessions was drawn. The list comprises 2 topics: (1) recommendations for general bibliotherapy and (2) fiction for health practitioners (81 books in total, 43% of which are accessible online). Every entry in the list includes metadata required for the identification of the work (AUTHOR and title), a brief substantiation of bibliotherapic aspects formulated by experts and the information about the accessibility of the book on the portal ibiblioteka.lt. The list of bibliotherapic literature can be also useful for health practitioners, social activities professionals, organisers of local community activities, librarians and those who wish to provide help by reading.

PurposeLibraries are increasingly trying to communicate the library's contributions and telling the library stories. Stories can be a component of impact assessment and thus add nuance to an assessment. Evaluations of libraries can include collecting and presenting stories of change, which can serve as evidence in impact assessments. The narrative field allows for many different approaches to a narrative perspective in the study of libraries, but the existing literature provides little overview of these studies. The purpose of this study is to introduce the narrative field and present a systematic review of the existing studies of libraries that use narrative approaches.Design/methodology/approachThe methods in this study comprise of a systematic review of publications reporting narrative approaches to studying libraries. To retrieve the relevant studies, Library and Information Science Abstracts, Scopus, Web of Science and Proquest Dissertation were searched. Furthermore, the authors examined reference lists and performed citation searches. Study selection was performed by two reviewers independently. Using designed templates, data from the included studies were extracted by one author and confirmed by another.FindingsThe database searches retrieved 2,096 records across the four databases which were screened in two steps, resulting in 35 included studies. The authors identify studies that introduce narrative enquiries in library studies as well as studies using narrative approaches to the study of libraries.Originality/valueExploring narratives and stories for understanding and evaluating the library's worth is a promising field. More work is needed, though, to develop theoretical and methodological frameworks. Several of the included studies can serve as examples of the potential of a narrative perspective in the study of libraries.

Purpose From collection to connection has been a buzzword in the library world for more than a decade. This catchy phrase indicates that users are seen not only as borrowers, but as active participants. The aim of this paper is to investigate and analyse three questions in relation to user participation in public libraries in a Nordic perspective. How can participation in public libraries be characterised? Why should libraries deal with user participation? What kinds of different user participation can be identified in public libraries? Design/methodology/approach The paper uses a selection of theoretical approaches and practical examples to obtain a varied understanding of user participation in public libraries. Research fields outside library and information science have developed a wide range of theoretical approaches on user participation. Examples from cultural policy, museum studies and participatory culture are selected to get a deeper understanding on participation in public libraries. The practical examples are chosen to illustrate the richness of different kinds of user participation in libraries. Findings There are six forms of active participation in libraries: volunteer programmes, interactive displays, workshops, co-creation, user-driven innovation and book clubs. Originality/value This paper is an overall synthesis of theoretical and practical aspects of user participation in public libraries. Furthermore, the paper challenges the deeply rooted assumption that participation in libraries takes place almost exclusively within digital contexts.

Внимание авторов акцентируется на человеческом потенциале университета в приложении к научной работе начинающих и сложившихся исследователей. Определена роль человеческого потенциала как причины и двигателя разработки инноваций. Выявлена значимость реализации человеческого потенциала университета как базы качественного развития в целом. Отмечена его универсальность в приложении к целевой ориентации глобального и локального развития. Данные и методы. Проведен анализ эмпирических данных, опросов и исследований, касающихся использования цифровых инноваций в процессе реализации человеческого потенциала университета. Представлены структурные блоки, отражающие результаты анализа. В соответствии с блоками выявлено, что рассматривается тема формирования и развития человеческого потенциала в целом, в приложении к системе взаимодействия государства, бизнеса и образования, в аспектных приложениях к цифровой экономике. Исследуется человеческий потенциал системы высшего образования как такового в цифровой экономике, а также университетов с учетом их региональных, структурных, целевых и кадровых особенностей. Обозначены возможные и реальные риски цифровизации в приложении к ранее отмеченным аспектам исследований. Пристальное внимание уделяется научной составляющей человеческого потенциала вообще и высшей школы, в том числе на примерах национальных систем образования различных стран и конкретных университетов. Приводятся примеры реального использования цифровых инноваций, прямо или косвенно способствующих реализации научной составляющей человеческого потенциала университета. Полученные результаты. Определено, что действенным для успешной реализации научной составляющей человеческого потенциала университета является использование цифровых инноваций в работе современных библиотек. Авторами представлены результаты изучения категории цифрового идентификатора объекта – DOI. Представлены характеристики категории, масштабы и особенности использования DOI. Отмечена репутационная значимость DOI для журналов и исследователей, его роль во введении нового знания в мировую информационную систему. Заключение. Результаты исследования могут быть использованы в качестве теоретической базы для развития теории человеческого потенциала, изучения ряда вопросов цифровизации экономики, науки и образования. С практической точки зрения, полученные результаты будут способствовать совершенствованию организации процесса публикации научных работ в условиях использования цифровых технологий. Introduction. The article deals with the aspects of using digital innovations in the system of human potential realization. The authors ' attention is focused on the human potential of the university in the application to the scientific work of novice and established researchers. The role of human potential as the cause and engine of innovation development is defined. The importance of realizing the human potential of the university as a base for qualitative development in general is revealed. Its universality in application to the target orientation of global and local development is noted. Data and methods. The analysis of empirical data, surveys and studies related to the use of digital innovations in the process of realizing the human potential of the university is carried out. The structural blocks reflecting the results of the analysis are presented. In accordance with the blocks, it is revealed that the topic of formation and development of human potential in general is considered, in the application to the system of interaction between the state, business and education, in aspect applications to the digital economy. The article examines the human potential of the higher education system as such, in the digital economy, as well as universities, taking into account their regional, structural, target and personnel characteristics. Possible and real risks of digitalization are identified in the appendix to the previously mentioned aspects of research. Close attention is paid to the scientific component of human potential in general and higher education, including the examples of national education systems of various countries and specific universities. examples of real use of digital innovations that directly or indirectly contribute to the implementation of the scientific component of the human potential of the university are given. The results obtained. it is determined that the use of digital innovations in the work of modern libraries is effective for the successful implementation of the scientific component of the human potential of the university. the authors present the results of studying the category of digital object identifier-doi. The characteristics of the category, the scope and features of the use of DOI are presented. the author notes the reputational significance of doi for journals and researchers, its role in introducing new knowledge into the world information system. Conclusion. the results of the study can be used as a theoretical basis for the development of the theory of human potential, the study of a number of issues of digitalization of the economy, science and education. From a practical point of view, the results obtained will contribute to improving the organization of the process of publishing scientific papers in the context of using digital technologies.

The article provides a brief overview of library local lore activity with an emphasis on the local lore direction in book studies and bibliography of the Siberian- Far Eastern region; names organizations providing information support for local lore activities of libraries; lists local lore resources on the websites of regional libraries in Siberia and the Far East. Special attention is paid to the resources generated by the State Public Scientific Technological Library of Siberian Branch of the Russian Academy of Sciences, which is the center for information support of local history research in Asian Russia, and obtains unique techniques to create regional databases, as well as highly qualified specialists. It presents a list of databases providing information support of theoretical and practical aspects of local history activity in the regional libraries. Authors give a detailed description of DB “Scientific Sibirika”, which includes regional material on a wide range of local history: history, ethnography, economy, nature and natural resources of certain territories of Siberia and the Far East, Arctic. It is shown that theoretical and methodological research in the field of library local history, individual persons, are presented in the “professional” DB “Librarianship and bibliography in Siberia and the Far East”, which has a special heading “Local lore activities of libraries in Siberia and the Far East”; the bibliologic direction of local lore is implemented in the bibliographic DB “History of books and book business in Siberia and the Far East”. The paper concludes about the importance of library local history in the library activities, and the need to attract information resources of large libraries for more complete implementation of local history research.

Purpose The purpose of this paper is to examine the levels of motivation and needs satisfaction of academic library employees, adopting Maslow’s hierarchy of needs to examine individuals’ motivation. Design/methodology/approach The study collects and analyzes quantitative survey data. The research population comprises 108 employees working across eight college libraries at Kuwait University. Findings While participants generally agreed that their needs were being satisfied at each of the five levels of Maslow’s hierarchy, they reported higher levels of satisfaction of their self-actualization and social needs. Self-actualization is the summit of Maslow’s motivation theory representing the quest for reaching one’s full potential as a person. Research limitations/implications One limitation is the relatively small sample size due to Kuwait having only one public university. Future research could overcome this limitation by investigating both private and public universities. Practical implications This research contributes significantly and in various ways to understanding motivation in a library setting. It elucidates many aspects of Maslow’s hierarchy of needs theory criticized in previous literature. Overall, the study’s results should be useful to scholars in the library field interested in motivation, to academic librarians and to managers in academia. Originality/value Though many prior studies have focused on motivation in a library setting, Maslow’s theory has been little considered in the context of academic libraries. This study uses a theoretical framework based on Maslow’s hierarchy of needs to understand and explain the levels of motivation and needs satisfaction of academic library employees.

This paper presents the findings of research which explored Scottish school libraries’ information provision and information literacy (IL) support in the run-up to two major political events: the 2014 Scottish Independence Referendum (SIR) and the 2015 General UK Parliamentary Election (GE). To do this, the project identified, through an online survey, what political information seeking secondary school students engaged in through school libraries, what information provision and IL support was available to students relating to political issues and events, and what barriers school libraries faced in providing these aspects of political education. It also identified what information seeking students engaged in, what levels of information provision and IL support relating to politics are provided by school libraries, and to explore the perceptions and experiences of library staff relating to work in this area. Analysis of the results indicates that there are mixed levels of provision across school libraries in Scotland and that this variation may be influenced by inconsistent policies from local councils and individual schools themselves, as well as variations in the experience and views of library staff. Key activities to support young people’s political education are identified, and several reasons library staff do not engage in political work are discussed. The findings are linked to previous research, with a discussion of the need to encourage and support school library staff to contribute to the political education of students alongside teaching staff. Several recommendations for schools and library staff are made, relating to a consideration of the role of school libraries, how they can provide relevant political information, the importance of clear policies around political information provision and the support required for school library workers.

Purpose The purpose of this study is to analyze the factors of the mobile library users’ attitude and behavioral intention from the perspective of information ecology. The research results could serve as a reference for the improvement of the mobile library services. Design/methodology/approach A model was constructed of the mobile library users’ attitude and behavioral intention with three external variables, namely, information quality, information environment and information technology, abstracted from the theory of information ecology. The influences of the three ecological factors were explored with empirical research and structural equation model. Findings Results showed that information quality, information environment and information technology had positive and significant effects on users’ attitude, among which the influence coefficient of information environment was the largest. Information technology and users’ attitude had positive and significant effects on the behavioral intention of users. This new theoretical perspective for research on the users’ mobile library behavior might have a positive role in promoting the development of mobile libraries. Practical implications This study suggests that the mobile library can improve the service mode in three aspects, namely, information quality, information environment and information technology to enhance the intention to use. Originality/value A theoretical model of the mobile library users’ behavioral intention is constructed from the perspective of information ecology. It can not only provide solid theoretical guidance for research on mobile libraries but also broaden the application of information ecology theory.

The virtual tours make the new type of library information products borrowed from the tourist and museum practice. The author examines theoretical aspects of designing a virtual tour: Its essential components, tour types, technologies to be used. Qualitative features which allow to expect their rapid growth and implementation in many spheres, in particular, in libraries, are revealed. Library virtual tours are specified and characterized based on the study of different types of libraries. For this purpose, the www-sites of 236 libraries were reviewed. Significant divergence in interpreting the term of “virtual tour” in the museum and library spheres is revealed. The most popular technologies of designing such tours are described. The key objects of the library virtual tours are discussed, i. e. library’s history and current situation, individual divisions, or the most valuable units (old manuscripts, rare collections, etc.).

This research is entitled "digital literacy and digital inclusion: Information Policy and Public Libraries". The purpose of this study is to find out how students understand the importance of literacy and approaches to digitalization related to information policy and public libraries. This study uses descriptive quantitative research methods by distributing questionnaires to students at UIN Syarif Hidayatullah Jakarta. Informants in this study were active students at UIN Syarif Hidayatullah Jakarta. The data collection technique used in this research is the distribution of questionnaires containing questions about digital literacy and digital inclusion. There are four aspects of digital literacy competence according to Paul Gilster that are used in this study. The results obtained are active students at UIN Syarif Hidayatullah Jakarta in general master several aspects of digital literacy competence, especially in internet searching abilities, namely using search engines in information search, understanding the internet as a source of information and liaison, and utilizing the internet to carry out several activities. Not all students can understand how hyperlinks work and know the difference between the information on the internet and print media in terms of hypertextual navigation capabilities, and also about the meaning of hypertext and how it works. In evaluating the content, students are also not yet able to understand the characteristics of websites that are used as references, cross-check the information they get, and use FAQs on a website to help them obtain information. Students can use keywords to make it easier to search for information on aspects of knowledge assembly.

There is no doubt that the study of the issue of Jerusalem in the contents of the American-Zionist peace plan or the so-called deal of the century was based on several hypotheses and questions in order to achieve a number of goals, and to highlight the real facts and information about the issue of Jerusalem throughout the different eras, to refute the allegations, false information and fallacies that came in the contents of the deal. The first, second, and fifth hypotheses were proven to be unreliable, while the third and fourth hypotheses were completely proven, and after the study proved the credibility of some hypotheses and the wrongness of others, and answered all the questions raised, the study reached some results, and made some recommendations. As for the scientific importance, it stems from the lack of scientific studies on this issue, if not non-existent, especially since the deal is recent, announced at the beginning of the year 2020 AD. It is a scientific addition to the Yemeni libraries in particular, and the Arab and Palestinian libraries in general. Third: Study questions and hypotheses: The American measures, whether moving the embassy from Tel Aviv to Jerusalem, or announcing the plan and seeking to implement it despite its provisions and contents, perpetuate and legitimize the continuation of the occupation on the one hand, and undermine the previous peace negotiations (Oslo 2), and in violation of international resolutions on Jerusalem on the other hand, these past and current American steps It raises two big questions: To what extent does the plan or deal agree, whether with the historical, natural, political, and geographical rights of the Palestinians, or with international laws, customs, and decisions regarding Jerusalem? And what is the extent of the bias of the American mediator in implementing settlement policies, visions, ideas, and Zionist plans? These two questions raise many subsidiary questions, such as: What does Jerusalem mean to Arabs and Muslims? And why Jerusalem?, What is the strategy of the Zionist entity in Jerusalem since its occupation in 1967 AD?, What are the terms and contents of the plan regarding Jerusalem?, And what is the vision of the plan for the issue of Jerusalem? To which party does it depend? Is the plan consistent with previous agreements and international resolutions? What are the reasons and motives that prompted the US administration during the Trump era to take such measures, especially in Jerusalem? Do these measures achieve peace between the Palestinians and the Zionists? And what did the deal give? Or the plan for the Palestinians in Jerusalem? Fourth: The methodology used, the study relies on two approaches: The legal approach, and the analytical approach, the legal one is used in order to highlight the extent of the legality and legitimacy of the contents of the plan, and its commitment to international covenants, customs, agreements, laws and decisions, aspects of agreement or violation of international law and international decisions, and the legality of the Zionist or American actions in Jerusalem, while the analytical approach is in the historical and descriptive part to find out Some historical aspects of the city of Jerusalem, and the Zionist policies and procedures that have not stopped since the occupation of Jerusalem in 1967, and are still continuing until the emergence of the deception deal in order to: Judaize the city, and obliterate its Islamic and Christian cultural and religious identity and its archaeological monuments. Fifth: Objectives: The study seeks to achieve the following objectives: 1.Showing the vision of the deal for the city of Jerusalem and its dependency through the contents and statements. 2.Highlighting aspects of agreement or disagreement in these contents, whether with international rights, laws and decisions, or international covenants such as the Charter of the United Nations, the Arab League, and the Organization of the Islamic Conference. 3.Revealing the bias of the American mediator in the Palestinian-Zionist negotiations, and in the terms and contents of the deal that former President Trump sought to implement in favor of the Zionist entity. 4.Clarifying the aspects of manipulation in terms, words, and general, ambiguous and elastic expressions in the contents with regard to Palestinian rights in Jerusalem, and the accuracy, clarity, and repetition of Zionist rights in Jerusalem. 5.Introducing the issue of Jerusalem and its subordination before the declaration of the Zionist entity’s state, and following Zionist policies in Jerusalem since 1967 AD.

Purpose This paper of this study is to attempt to explore the status of collection in agricultural libraries of Northern India and assess the magnitude of impact of the advent of electronic information resources (EIRs) on the contemporary acquisition. Design/methodology/approach While adhering to the survey method, the questionnaire was used as a data collection tool to collect data from university librarians. Telephonic interaction and e-mail correspondence were also used to clear doubts, remove ambiguities and obtain data of higher significance from the respondents. Findings The majority of the agricultural libraries in Northern India have a sound collection of information resources in the print form, which may continue to act as a source of attraction for users in the future for a long time to come. Yet, the acquisition of information resources in the print form across the studied libraries continues at routine pace, and as such the advent of e-resources seems to have not yet laid any prominent impact on acquisition of resources in print form. E-Books have not yet been fully incorporated into the library collection and that e-journal collection “CeRA” (Consortium for Electronic Resources in Agriculture) seems to gratify the needs of users of these libraries, as no additional e-journals are seen to be subscribed to at present. Research limitations/implications Only seven agricultural libraries have been taken as a sample. Moreover, the work is confined to only two aspects, i.e. current status and the impact of EIRs on acquisition of information resources. Other aspects like those of collection development, storage and accommodation, preservation, library functionality and library services need to also be studied. Originality/value This is first work of its nature in Northern India with agricultural libraries as their domain. The findings will help the librarians and the library advisory committees decide on logical grounds about the proportion at which the print and electronic forms of information resources need to be acquired.

Purpose – The purpose of this paper is to contribute to the debate on the development of academic libraries, by the introduction of the concepts of co-working and innovation to the learning centres. Design/methodology/approach – The paper builds on published case studies and French initiatives. Findings – The proposal of this paper is that the academic library can meet its social responsibility on the campus and in society by drawing on the model of the co-working spaces and communities, by the support of innovation and the transfer of knowledge to the world of work. Moreover, the proposal is to include these new functions into the concept of learning centre, i.e. to develop the work-related aspects of the learning centre. Research limitations/implications – Future research on academic libraries should focus on social responsibility and their contribution not only to students’ academic success but also to students’ employability and to the transfer of technology. Practical implications – The paper contributes to the development and marketing of new academic library services and to its strategic positioning on the campus. Originality/value – Co-working and innovation are relatively new but promising concepts for academic libraries. Except for some recent case studies, conceptual papers are still missing that combine empirical experience with a theoretical approach.

The purpose of the research is to analyze the information market as a sphere of fundraising activities of libraries. Research methodology. Both general scientific (analysis, synthesis, deduction, and induction) and specialized methods (for example, abstraction – for researching general theoretical approaches and determining recommendations for the use of fundraising in the modern library space of Ukraine) were used to study this issue. The scientific novelty of the study is the actualization of foreign experience of libraries’ work with non-budgetary charitable organizations and private benefactors in Ukrainian realities. Conclusions. The current challenges faced by libraries require additional funding from extrabudgetary sources, which is extremely difficult to implement in the context of a global pandemic or military aggression. In particular, based on the processing of the information received, it was found that modern libraries need to turn more often to the practice of using paid services and fundraising opportunities. Usually, the management of Ukrainian libraries resorts to the practice of introducing paid services to obtain additional funding. We believe that the experience of the world’s leading libraries in Ukrainian realities will not always work accordingly. Therefore, it is important to combine the attraction of additional funding with the introduction of new technologies that can bring sustainable income to library institutions in the information market in the future. To obtain fundraising funds, a long work is needed to find possible benefactors, study their activities, and promote their services in the information space, which will create a good reputation for the library institution. It is also relevant to use the experience of scientists – grant applications in their specificity can become models for submitting fundraising projects.

Abstract In the big data environment, we develop personalized information of college libraries based on big data from three aspects: the overall architecture of the system model, the functional model of the system, and the design of system interface modules according to the design principles and requirements of the personalized information service system of the university library Service system design. In terms of the functional design of the platform, the service platform is divided into four levels: accurate identification of user needs based on big data, personalized customized services based on artificial intelligence, academic research and discussion space based on integrated media, and fine-grained subject resource aggregation based on knowledge. On this basis, a centralized model of individualized services of university libraries including internal and external personnel, information resources, technology, services, processes, platforms, and environment has been constructed.

Abstract The article presents and compares the general situation of public libraries and readership in Finland and Poland at the beginning of the 21st century, based on selected statistical data on the topic. In order to correctly understand the library policy of Finland - a country in which it is impossible to implement cultural policy without taking into account the geographical and natural conditions of individual regions - the most important data on the country are presented and compared with data on Poland. Statistical schedules, online reports on the activity of public libraries, libraries’ homepages, legislative acts and professional library science magazines, among others, served as source materials for the conducted analysis. The comparative method, documentation analysis method and statistical method were used to achieve the assumed objectives. Considering the limitations on the article size, a decision was made to select a few specific aspects of the topic for analysis - the most important ones in the author’s opinion. Among others, these included information on public libraries made available in both countries, contemporary government policies implemented towards the institutions that the author is interested in, conducting qualitative and quantitative research, generating reports on the research, as well as the governments’ compliance with international and national standards of the quality of library collections, personnel and services.
