Résumé :

Abstract Today, operators have become the resource of telecommunications data. Therefore, knowledge about subscriptions is easily available for most countries. In recent years, high-speed mobile internet access subscriptions are also increasing rapidly. There are two important subscriptions reviewed by The International Telecommunication Union (ITU): mobile broadband (MBB) subscriptions and Fixed broadband (FBB) subscriptions. In this study, we proposed an original mathematical model employing the fractional analysis theory and evaluate its validity by modeling the mobile broadband and fixed broadband subscriptions of six countries including France, Italy, Turkey, Germany, Spain, and the U.K. Later, we compared the Fractional Model we developed with the Polynomial Model. The results show that the Fractional Model is superior to the conventional Polynomial Model in modeling broadband subscriptions. For all selected countries, our proposed Fractional approach outperforms conventional polynomial regression. For all investigation categories, on average, the fractional approach works better by at least 10% and at most 30%.

Abstract. From 1 May 2017 until 15 June 2017, the E-AMDAR operational service from EUMETNET disseminated more commercial aircraft data than usual on the Global Telecommunication System (GTS). Météo-France specifically requested the implementation of such a trial. It lead to an increase in the number of aircraft data over France, especially vertical profiles (ascents and descents). Though Météo-France routinely buys additional data with respect to the basic E-AMDAR service, this trial aimed at assessing the potential of French airlines to produce further data in collaboration with E-AMDAR and yield an observation network as dense as possible. This was the opportunity to check the impact of these additional data on forecast skill scores of the limited area and convective scale model AROME-France. A data denial experiment (OSE) was carried out on May 2017, by removing E-AMDAR profiles (about 14 % of data) to mimic the routine observing system. The reference was the operational AROME-France 3D-Var that assimilated all extra data in real-time. However, no dedicated flag allowed to distinguish supplementary data from routine ones. Therefore, a necessary step of the experimental methodology was to identify which data profile could be considered as supplementary. The examination of forecast skill scores from the denial experiment showed that the impact of the removal of the additional observations is rather small and mixed, depending upon the parameter of interest, the atmospheric level, and the forecast range. The case studies done did not exhibit any particular additional skill for the suite with augmented observations. The experimental set-up is described and the results are discussed on the basis of forecast scores, including precipitation scores. Finally, a number of recommendations are given for a more optimal assimilation of AMDAR data in the AROME-France model.

The purpose of this article is to analyse the existing legal regulation of acts that are part of the crime under Art. 135 of the Criminal Code of the Russian Federation, in the criminal legislation of foreign countries. This analysis is aimed at improving Russian legislation in terms of counteracting the commission of these crimes. The author outlines the problem of qualifying lecherous actions both in Russian and foreign legislation. The category of “lecherous acts” in the understanding of Russian legislation and its correlation with similar acts in foreign countries has been investigated. The legislative and practical experience of England, Spain and France in this area is analysed, the advantages and disadvantages of the legal regulation of lecherous actions are highlighted. Positive experience is presented as proposals for optimising Russian legislation providing for liability for lecherous acts, it is proposed to give a legal assessment of the acts provided for Art. 135 of the Criminal Code of the Russian Federation, committed with the use of telecommunication networks by persons who are legal representatives of minors, as well as persons whose job responsibilities include providing care, upbringing and rendering educational services, since the commission of a crime under Art. 135 of the Criminal Code of the Russian Federation in these conditions is a greater public danger.

Abstract. This paper presents an example of the usage of ensemble weather forecasting for the control of satellite-based communication systems. Satellite communication systems become increasingly sensitive to weather conditions as their operating frequency increases to avoid electromagnetic spectrum congestion and enhance their capacity. In the microwave domain, electromagnetic waves that are conveying information are attenuated between the satellite and Earth terminals in the presence of hydrometeors (mostly rain drops and more marginally cloud droplets). To maintain a reasonable level of service availability, even with adverse weather conditions considering the scarcity of amplification power in spacecraft, fade mitigation techniques have been developed. The general idea behind those fade mitigation techniques is to reroute, change the characteristics or reschedule the transmission in the case of too-significant propagation impairments. For some systems, a scheduling on how to use those mechanisms some hours in advance is required, making assumptions on the future weather conditions affecting the link. To this aim the use of weather forecast data to control the attenuation compensation mechanisms seems of particular interest to maximize the performances of the communication links and hence of the associated economic value. A model to forecast the attenuation on the link based on forecasted rainfall amounts from deterministic or ensemble weather forecasting is presented and validated. In a second phase, the model's application to a simplified telecommunication system allows us to demonstrate the valuable contribution of weather forecasting in the system's availability optimization or in the system's throughput optimization. The benefit of using ensemble forecasts rather than deterministic ones is demonstrated as well.

Résumé :

The article examines the experience of implementing international educational telecommunication language projects «Friendship Bridge (Pont de l'amitié) Russia – France» and «Friendship Bridge (Lilian and Abraham Memorial Academy) Russia – Africa», organized in a remote format by Ogarkovo Secondary School named after M. G. Lobytov of the Vologda Municipal District of the Vologda region, which has the status of the innovative state platform. International educational telecommunications language projects act as tools for modernizing the educational process, ensuring the implementation of a personal-oriented paradigm of education. Several individual educational and research projects of students related to country studies, local history topics are also presented. Participation in projects with the help of specialized information and educational environment created, based on means of information exchange at a distance, makes it possible for students to perceive a foreign language not just as a school subject, but as a means of real communication, a means of obtaining information, free conversation at a distance with a friend, acquaintance with the cultures of other countries. They gain selfconfidence, experience positive emotions from the opportunity to use the latest achievements of modern technology and information resources. At the same time, the role of the teacher in the new information environment remains leading. It is shown that the experience of international cooperation is the basis for the formation of the intercultural competence and tolerant consciousness. And it is clear from our experience, design and research activities contribute to the development of critical thinking, increased interest in the study of foreign languages, awareness of the need to engage in selfeducation, the formation of skills to design knowledge independently, predict, navigate in the information space, see the possible consequences of different solutions. The inclusion of schoolchildren in active creative, independent activities based on project research is one of the ways to form the skills to conduct scientific search and develop their research abilities. Students, having mastered new educational technologies, more widely disclose their potential for communicative foreign-language development as a subject in mastering a foreign language.

De Gaulles “Communaute”. A Bridge from Colonialism to Paternalism in Afrika. The importance of the French-African Communauté is more than just historical. Indeed, the present French-African relationship is not completely understandable without a knowledge of the Community, which was created by the constitution of the fifth French Republic (1958). President de Gaulle, who was its inspirator, realised that in the changing world the relationship between France and its colonial territories had to be adapted. The French-African Community was a federal structure in which the French-speaking territories south of the Sahara became autonomous republics. Yet their autonomy was substantially restricted: foreign affairs, defense, the economic and financial policy, justice, higher education, the policy concerning raw materials (e.g. uranium and oil), and the organisation of international transport and telecommunication were reserved for the federal institutions. Although four institutions were created within the Community (the Presidency, the Executive Board, the Senate and the Court of Arbitration), only the Presidency had real power: the exclusive legislative and executive competence in all Community matters. The function of Community President was reserved for the French President. Therefore it can undoubtedly be said that the French-African Community was not a genuine federal structure, but merely a constitutional arrangement which ensured France the exclusive control over its former African colonies. The African political leaders were also aware of this and claimed the abolition of the French-African Community. Using the possibility for change, provided by the 78th article of the constitution, they demanded independence by the transfer of all reserved competences (1960). In order to avoid any rupture, France accepted on the condition that bilateral cooperation agreements would be signed simultaneously. These agreements, which were revised halfway the seventies and which are still in force today, provide France with an unique position in Africa. No former metropole has a comparable influence in Africa. Besides, the French-African Conference, which is organised anually since 1973, gives France an excellent forum to influence and control the policy of African states. At this Conference almost every former French colonie in Africa is present, some Belgian, British, Spanish and Portuguese territories participate as well. Moreover, the cooperation agreements explicitly allow France to maintain large troups in Africa and to give support by military intervention whenever it is necessary. France's strict control over one of the most important attributes of state sovereignity, namely defense, increases largely the already acuted dependency on Paris. Yet, the economic position of most of the former French colonies and territories in Africa is the best illustration of their present dependence. Still today more than 40% of their trade is realised with the former metropole (export: raw materials; import: finished goods). Moreover, most of them are members of the so-called “zone franc”, a monetary zone which is completely controlled by the French authorities. The good relationship between France and Africa remained as a result of which extensive bilateral cooperation agreements could be signed within the framework of the French-African Community. This continuity has always been one of the main characteristics of the French policy in Africa.

Growth theory asserts that infrastructure investments promote economic growth by improving the quality of life and increasing private sector productivity . Transport services, water utility services and telecommunication services provide better facilities to attract FDI (foreign direct investment) and increase productivity across sectors. The aim of this article is to analyze whether transport infrastructure investments have a strong effect on the economic growth. It also attempts to analyze the differential impact of each type of infrastructural spending on economic growth. Our data set covers annual data from 1993 to 2015 period for 15 OECD countries (Austria, Turkey, Czech Republic, Spain, Finland, Japan, Germany, Ireland, Italy, France, Korea, Mexico, Netherlands, Poland, U.K) and China. In this study, we employ a Pool Mean Group (PMG) estimator to find long run and short run relations between the variables. Output elasticity of air transport is found to be positive and significant at five percent level and there exists a long run relationship between GDP per capita and other explanatory variables such as transport infrastructure indicators, gross capital formation and labor force. The crowding- out hypothesis is also supported by coefficients on county specific results. Our data set includes infrastructure variables such as Railways, (million passenger-km), Air transport, (freight, million ton-km), Individuals using the Internet (% of population).

De 1960 à 1974, la France fut l’un des acteurs les plus dynamiques dans le développement des télécommunications par satellites, un domaine fortement marqué par la suprématie technologique des États-Unis. Ces réseaux représentaient des enjeux stratégiques et commerciaux très importants. La mise en place de l’organisation définitive pour la gestion et la réalisation d’un réseau mondial par satellites fit l’objet de longues et difficiles négociations pour les Français. Face au désintérêt de ses partenaires européens, la France s’engagea en 1967, avec les Allemands, dans un programme pour l’étude et la construction des satellites Symphonie. L’abandon du programme de lanceur européen Europa-2 obligea à solliciter les Américains pour le lancement du premier satellite. L’ambition française d’un réseau régional euro-africain commercial fut contrariée par les exigences des États-Unis pour une utilisation exclusivement expérimentale. From 1960 to 1974, France was one of the most effective actors in the development of satellite communications, a domain which was strongly marked by the technological supremacy of the USA. These networks represented very important strategic and commercial challenges. The creation of the definitive organization for both the management and the construction of satellite worldwide networks, was at the centre of long and difficult negotiations for the French. Faced with the lack of interest of its European partners, France, in 1967, started with the Germans, a programme to study and construct Symphonie satellites. The abandonment of the programme for the booster rocket Europa-2, meant that the French had to seek American aid for the launch of the first satellite. The French hopes of having a Euro-African commercial regional network were thwarted by the American demands for its use to be exclusively experimental. However, this programme would prove to be an important milestone towards French autonomy. This would lead in the future, to the creation of a national satellite project Telecom-1

Le changement des circonstances infrastructurelles et économiques dans les années 2000 ont fait évoluer large-ment les caractéristiques et les projets d'études des étudiants coréens en France. Dans le cadre d'une ethnographie des parcours biographiques d'étudiants coréens en France (trente entretiens entre 2011 et 2015) et de leurs fa-milles en Corée du Sud (vingt cas, l'été 2012 et 2014), cette thèse restitue l'analyse de la comparaison de groupes d'étudiants coréens selon le moment de l'arrivée en France entre 2000 et 2010. Il s'agit de déterminer les évolutions des rapports des étudiants avec leur famille, les modalités de soutien et les projets de vie, entre ces deux groupes à partir de la classe, du sexe, de l'âge et du type d'études. Dans le cadre transnational, l'expérience de la distance incite à se rapprocher pour maintenir une relation familiale grâce aux nouvelles technologies de la communication et accentue le dynamisme du soutien affectif. Au lieu de la double absence proposée par Sayad, aujourd'hui, la période "transitoire" de la migration étudiante entraîne une double présence matérielle et émo-tionnelle, tout au long du séjour à l'étranger. D'un côté, les soutiens familiaux s'adaptent ou subissent des modifications. D'un autre côté, le séjour prolongé, le rythme temporel autogéré et des repères identifiés comme possibles contribuent à déclencher des projets de vie migratoire. Cette recherche est une occasion de faire le point pour aborder les obligations morales et pratiques qui doivent advenir, ce que nous appelons le care différé, à la fois care "temporalisé", "à retardement", mais toujours "à distance"
The change in infrastructural and economic circumstances in the 2000s has largely changed the characteristics and educational plans of Korean students in France. As part of an ethnography of the biographical pathways of Korean students in France (thirty interviews between 2011 and 2015) and their families in South Korea (twenty cases, summer 2012 and 2014), this thesis restores the analysis of the comparison of groups of Korean students according to the time of arrival in France between 2000 and 2010. It is a question of determining the evolution of students relationships with their family, the modalities of support and the projects of life, between these two groups based on class, gender, age and type of education. In the transnational context, the experience of distance encourages us to come together to maintain a family relationship thanks to new communication technologies and accentuates the dynamism of emotional support. Instead of the dual absence proposed by Sayad, today, the "tran-sitional" period of student migration entails a double material and emotional presence throughout the stay abroad. On the one hand, family supports adapt or undergo modifications. On the other hand, the extended stay, the self-managed temporal rhythm and the markers identified as possible contribute to trigger migratory life projects. This research is an opportunity to take stock to address the moral and practical obligations that must occur, what we call delayed care, both care "temporal", "delayed", but always "remote"

La présente recherche pluridisciplinaire a pour objectif principal d'analyser et d'évaluer de nouvelles potentialités de l'amélioration du fonctionnement des réseaux de voies rapides (RVR) avec leur maillage progressif et en particulier avec le développement des systèmes d'information des usagers. Cette recherche s'appuie principalement sur le cas concret du RVR d'Ile-de-France, représentatif par sa complexité structurelle et par les problèmes rencontrés lors de son exploitation et notamment ceux liés à la mise en œuvre opérationnelle du système d'exploitation : SIRIUS. L'examen de l'approche d'exploitation de ce réseau révèle deux problèmes majeurs qui sont au cœur de l'amélioration du fonctionnement des RVR : celui du manque d'outils adaptés et celui de l'organisation des acteurs. Partant de ces deux constats, notre recherche s'est focalisée sur deux axes : - développement, analyse, validation et prospective des outils d'exploitation, - analyse des aspects organisationnels et éléments de réflexion pour la définition de politiques d'exploitation. Cette recherche a consacré beaucoup d'effort au développement des outils et à l'élaboration des procédures pour la maîtrise du recueil automatique des données (RAD). Un enseignement de notre travail est d'avoir montré que, pour les systèmes d'exploitation comme SIRIUS, il s'agit là d'un aspect essentiel. L'approche de la détection automatique des bouchons (DAB) développée permet leur détection systématique et quasi instantanée, avec un taux de fausses alarmes raisonnable. L'application de cette approche de DAB devrait assurer une information fiable sur les encombrements. De manière générale, la maîtrise du RAD ouvre la voie à la prestation de différents niveaux de services dont l'impact en matière d'exploitation routière doit encore faire l'objet d'évaluations complémentaires. Parallèlement, nous démontrons que cette maîtrise - et plus généralement, celle de l'exploitation des RVR - dépend des réponses apportées à certains problèmes d'organisation. Dans un contexte multi-acteurs, il est nécessaire de favoriser au maximum la coopération, mais il faut également tenir compte des exigences d'autonomie de chaque acteur pour améliorer les performances d'ensemble du système socio-technique d'exploitation des RVR. Des propositions concrètes, visant à une approche globale des problèmes d'exploitation des RVR, sont formulées en ce sens.

The PhD thesis examines the independence in practice of telecommunications regulatory agencies in France and the UK. It builds on existing literature, which has selectively focussed on formal delegation and institutional design of 'independent' regulators, in particular, on the statutory provisions defining their formal resources and formal constraints. This thesis' central research question is whether the independence of regulatory agencies in practice reflects their formal independence. The thesis aims to explain whether and how factors other than different formal institutional arrangements influence the policy-making of the two agencies examined. It develops and applies an analytical framework for studying whether and how regulatory agencies exploit, or are hindered by, formal and informal policy resources. Building on Nordlinger's work on state autonomy, which is defined as translating preferences into action, five non-formal indicators are proposed to assess the independence of regulators in practice. Participants and resources, preferences, processes, time-length of decision-making, and outcomes, are the indicators applied to selected subcases that help to evaluate the autonomy of the two telecommunications regulators, the Autorite de Regulation des Telecommunications (ART) and the Office of Telecommunications (Oftel). The findings counsel a comprehensive review of the conceptualisation of regulatory independence. The thesis shows that policy preferences guide whether and how formal institutional arrangements are used. The preference convergence and/or divergence that regulators face shape which policy resources will be deployed in support of, or in opposition to, the agencies as they pursue their policy preferences. Three of the four sub-cases relating to 3G licensing and local loop unbundling (LLU) policies developed by the two regulators show that to achieve preferences persuasion was applied more than imposition. Only in one sub-case, the French regulator actively sought to use formal resources as well as non-statutory ones. Crucially, the thesis shows the significance of non-statutory resources such as policy expertise, informal ties and 'physical' assets for the regulators and other policy participants to pursue their preferences notwithstanding national formal arrangements.

Pour éviter qu'un fossé numérique se creuse, les espaces publics numériques (EPN) ont été créés dès 1998 afin de permettre à toutes les personnes qui le souhaitent de bénéficier d'un accès accompagné aux TIC. Ces espaces ont aujourd'hui, malgré eux, la mission délicate d'accompagner certains publics qui se trouvent dans l'obligation d'utiliser ces outils numériques, en l'occurrence les demandeurs d'emploi pour lesquels l'usage d'Internet et autres logiciels sont devenus des outils indispensables à leurs démarches de retour à l'emploi. L'objectif de cette recherche est d'identifier les fonctions que jouent les EPN auprès de ces publics qui sont de plus en plus nombreux à fréquenter ces espaces. Face à un système de retour à l'emploi qui semble privilégier une logique de traitement des dossiers sur des critères d'efficacité quantitatifs, ce travail montre comment le public des disqualifiés sociaux s'approprient ces lieux de diffusion du numérique pour développer des usages des TIC et des stratégies d'empowerment afin de se libérer de l'assistance exercée par l'institution. Au-delà du rapport à l'emploi, cette recherche s'intéresse également à la fonction d'espace anonyme que remplit l'EPN. Elle porte une analyse sur la manière dont les publics s'approprient ces espaces pour échapper aux phénomènes de stigmatisation d'un statut " dévalorisé " que génère leur situation. Ce travail de recherche participe à la réflexion sur l'inclusion numérique et sur la manière dont s'articulent les dispositifs de retour à l'emploi et ceux qui mettent en place des actions autour des outils numériques.

Le marché français de la téléphonie mobile se caractérise par des innovations continues, un accroissement de la qualité des services engendré par les progrès technologiques, une segmentation de l'offre et des chutes des prix suite à des changements tarifaires. La diversité des formules tarifaires et des types de prestations, s'ajoute à une tarification complexe et rendent difficile toute comparaison directe des prix. Ce travail de recherche porte ainsi sur la problématique que pose la mesure des variations de prix dans le secteur de la téléphonie mobile. Pour établir une comparaison significative des prix des formules tarifaires, celles-ci doivent être comparées en fonction de leurs caractéristiques intrinsèques. Dans cette perspective, la méthode des prix hédoniques est la seule méthode de construction d'indices qui permette de considérer un produit comme un panier de caractéristiques qui le composent. Ce travail s'inscrit ainsi dans le courant de recherche apparu récemment en statistique économique visant à étudier les apports de la modélisation hédonique dans les problèmes d'ajustement des indices de prix aux variations de la qualité pour les produits complexes. Nos travaux sont présentés en deux parties. La première partie analyse la théorie économique des nombres indices et discute les procédures d'ajustement des prix sur la qualité. Elle montre que l'approche hédonique permet de reformuler les indices traditionnels, biaisés par rapport à l'indice microéconomique à utilité constante, dans l'espace des caractéristiques. Ces indices peuvent de ce fait fournir des approximation à l'indice théorique lorsque les variations de la qualité sont prises en compte. Dans la seconde partie, après une analyse empirique des caractéristiques du marché, une modélisation hédonique des prix des services de la téléphonie mobile est développée. L'indice de prix hédoniques corrigé des variations de la qualité ainsi calculé met en évidence des fortes baisses des prix à l'année 1997. Cette baisse des prix, caractéristique des nouveaux produits, a contribué à dynamiser la demande et a constitué un levier important à la diffusion de la téléphonie mobile. Les niveaux des prix se sont toutefois stabilisés à compter de 1998 date à partir de laquelle la différenciation par la qualité est de moins en mois forte sur le marché. L'approche hédonique s'est avérée également un outil intéressant pour comparer entre elles les formules tarifaires du même opérateur ou d'opérateurs différents, à un instant donné; entre mêmes formules pour des opérateurs différents ou à des instants différents en tenant compte à la fois des caractéristiques de variété et de qualité. De ce point de vue, l'approche hédonique peut fournir un prix de référence pour le régulateur, en lui permettant de voir comment les opérateurs se positionnent par rapport aux prix hédoniques. D'autre part, pour les opérateurs, les prix hédoniques peuvent être utilisés comme instrument de veille concurrentielle. Enfin, pour les consommateurs, c'est un indicateur de comparaison entre les différentes formules tarifaires.

L’objectif de cette thèse est d’étudier les appréhensions du couple coûts/valeur par les différentes parties prenantes du marché des télécommunications (opérateurs, consommateurs et régulateur). Pour atteindre cet objectif, nous avons, dans une première partie, précédé à étudier le contexte concurrentiel du marché des télécommunications et les relations conjointes entre les parties prenantes clefs et périphériques du secteur des télécommunications. La théorie des parties prenantes a été mobilisée pour appréhender la complexité de l’activité de la téléphonie mobile et pour identifier les parties prenantes qui bénéficient de la valeur (création et répartition de valeur). L’appréhension du couple coûts/valeur par les parties prenantes se fonde sur la gestion des coûts (notamment la gestion des coûts de réseau) et la gestion de la relation clients et les mesures de la rentabilité clients. Ces deux axes représentent le fondement théorique de notre thèse. Dans une seconde partie, nous avons procédé à mesurer comment chaque partie prenante principale appréhende le couple coûts/valeur. Pour les opérateurs, nous avons constaté que cette appréhension se fonde sur l’économie des réseaux (baisse des coûts) et la maximisation de l’ARPU (maximisation de la valeur clients). Pour les consommateurs, cette appréhension est fondée sur la notion de bon rapport qualité/prix. Autrement dit, payer moins cher pour une meilleure qualité en termes d’offres et de services. Pour le régulateur, l’appréhension est conditionnée par la régulation des prix d’interconnexion entre les opérateurs et par celle de la qualité du réseau. L’appréhension de chaque partie prenante se heurte à des dissonances cognitives liées à la divergence de perception entre les opérateurs et les consommateurs. The objective of this thesis is to study the apprehension of cost / value by the various stakeholders in the telecommunications market (operators, consumers and regulator). In order to achieve this objective, we have, in the first part, preceded to study the competitive context of the telecommunications market and the joint relations between key and peripheral stakeholders in the telecommunications sector. Stakeholder theory has been mobilized to understand the complexity of mobile telephony activity and to identify stakeholders who benefit from value (creation and value distribution). The understanding of the cost / value by stakeholders is based on cost management (including network cost management) and customer relationship management and customer profitability measurement. These two axes represent the theoretical foundation of our thesis. In the second part, we measured how each main stakeholder apprehends the cost / value. For operators, we have found that this apprehension is based on network economics (lower costs) and the maximization of ARPU (maximizing customer value). For consumers, this apprehension is based on the notion of good value for money. In other words, paying less for better quality in terms of offers and services. For the regulator, apprehension is conditioned by the regulation of the interconnection prices between the operators and by that of the quality of the network. The apprehension of each stakeholder is confronted with cognitive dissonances related to the divergence of perception between operators and consumers. The mediating role of the regulator plays a crucial role in reducing these cognitive dissonances

Dans le cadre de la réforme de l’État en France, le secteur des télécommunications, auparavant intégré à l'administration des PTT, a été détaché de celle-ci par la loi du 2 juillet 1990, qui a conduit à terme à sa privatisation. Cette dernière, dont un des objectifs était la réduction des dépenses publiques principalement par celle du personnel, a été supportée pour l'essentiel par celui-ci ; au mépris de son statut de fonctionnaire de l’État, dont il s'était vu garantir le maintien, et auquel sera progressivement substitué de facto le régime courant du droit du tram.il, à travers la multiplication de catégories aux défini1ions souvent ambiguës. A défaut de pouvoir recourir aux licenciements directs, un management brutal aux effets parfois dramatiques s'est exercé dans le cadre de l'entreprise France Télécom/Orange, pour susciter des départs volontaires. Il a ciblé et cible encore tout particulièrement les agents ayant explicitement manifesté leur attachement au statut de la fonction publique. Les autres objectifs de l'opération - ouverture au marché, présentation et amélioration du service public des télécommunications - ont-ils été réellement remplis ? On peut en douter. Certes, la modernisation des services, leur multiplication et l'intégration des progrès technologiques ont eu lieu. Mais malgré la multiplication des opérateurs, les effets d'une concurrence imparfaite, dont les principaux bénéficiaires ont été les entreprises, sont restés limités en termes de tarifs pour les particuliers. Quant au service public, on peut se demander dans quelle mesure ses principes - et notamment l'égalité de tous les usagers et la mutabilité - ont survécu, devant la disparition des supports de communication traditionnels au bénéfice d'une dématérialisation généralisée, facteur aggravant de l'exclusion sociale. Ce volet de la réforme participe du recul général de la place de l’État dans l'économie et la société française, et de l'alignement progressif de la France sur des normes européennes. Il interroge ce faisant sur les méthodes appliquées. Flou et imprécision des textes de lois, décrets et règlement, et surtout interprétation élastique de ces derniers par les autorités juridictionnelles : ces pratiques interrogent quant au rôle, mire à la légitimité de la justice administrative, spécificité institutionnelle française. Elles questionnent aussi quant à l'évolution même du Droit en France, devant cette étonnante «souplesse»
The French telecommunications sector, previously part of the postal administration (Ministère des PTT), has been within the State reform framework in France, detached from the department by the July 2 1990 law, which would eventually lead to its privatization.Reducing public expenditure was the main point of the reform, the burden of which was mainly borne by the staff. As tenured civil servants, they were employed under an integrated statutory law, a position that had been guaranteed, and forbade direct layoffs. But the tenures were gradually replaced by fixed-term contracts, using a blurred pattern of ranks ; and management by the raking over company, France-Télécom/Orange, was soon notorious for its various and at times lifeendangering forms of workplace violence, aimed at enticing voluntary resignation. The harassing management targeted, and is still targeting, mainly those employees who had mainly voiced their attachment to the public service. The reform had more goals, such as creating an open market, improving and enlarging public telecommunications service. Were these actually- fulfilled ? One may doubt. Modernization and enlarging of services, and integration of technological advances did rake place. But despite the fact that there were now many network operators, the market remained only partly open. Companies benefited, but nor the public, as rates did not drop as much as expected . As for the availability of the telecommunications public service, one may wonder to what extent its main features - notably equality of all users - survived, as the traditional fixed line communications system is currently being replaced by dematerialized networks, a process that eventually broadens the gap of social exclusion. Reform in French telecoms sector testifies to the general decline of the state's role in French economy and Society , and to the gradual compliance of the country to European standards. One can question the management of the process. Laws, decrees and regulations have been unclear and blurred ; and jurisdictional authorities have been using them in a most elastic way. This leads by the way to questioning the place and legitimacy of a specifically French institution, the “justice administrative”, and to wonder at the evolution of the legal system in France, in this case surprisingly “pliable”

Public-Owned Enterprises (POEs) are generally large economic enterprises owned and governed by state institutions. POEs generally are the sole or the main provider of the key public goods and services as water, electricity, transport, telecommunications, and postal services. If administered efficiently, the POEs are important for national development and perspective of natural economic resources. The concern is how accurately these monopolistic enterprises are organized in aspects of administrative and managerial perspectives to function as effectively as possible for the objectives they are created. Therefore an overall summary of the public-owned enterprises is presented through their process of emerging, privatization, and evolution in Albania, southeast Europe. The process was accompanied by shortcomings due to its ad-hoc nature; and associated with negative effects of bad management, governance corruption, and low efficiency of the operational activities and results.

This chapter explores how graph analysis techniques are able to complement and speed up the process of learning analytics and probability theory. It uses a sample of 2,353 e-learners from six European countries (France, Germany, Greece, Poland, Portugal, and Spain), who were enrolled in their first year of open online courses offered by HarvardX and MITX. After controlling the variables for socio-demographics and online content interactions, the research reveals two main results relating student-content interactions and online behavior. First, a multiple binary logistic regression model tests that students who explore online chapters are more likely to be certified. Second, the authors propose an algorithm to generate an undirected bipartite network based on tabular data of student-content interactions (2,392 nodes, 25,883 edges, a visual representation based on modularity, degree and ForceAtlas2 layout); the graph shows a clear relationship between interactions with online chapters and chances of getting certified.

This study tests the multicultural applicability of Huber’s technological imperative framework by comparing the effects of the adoption of a new telecommunication technology, cellular phones, on the behavior of the sales force in several industry sectors in France and the U.S. The study investigates three areas of interest. First, the study finds that, though the sales strategies are the same in both countries, the actual behavior of the sales force to attain these strategic goals differs. Second, a comparison of these differences with the variables in Huber’s theory shows that the differences in the variables are consistent with the sales representative behavior in the two countries. Third, the study asks what effect the use of cell phones has had on sales force behavior. Analysis on all the data combined shows the predicted results of new technology adoption—a shortening of decision-making time occurs in both countries. When the data is stratified by country, however, changes in variables in the U.S. support Huber’s theory, those from France do not. These results indicate a cultural bias in the generation of theory that has important implications for cross-cultural research.

Monitoring of meteorological or/and oceanographic conditions is done on many Oil & Gas platforms offshore West and Central Africa (from Nigeria to Angola), but it is often only used in real-time and not necessarily archived on a hard-drive, or it is protected by each company’s IT firewalls thus making it difficult to send the information to the “outer world”. In 2010, TOTAL Oil & Gas Operator launched a project to give remote and public access to this real-time wind, current and also wave or other meteorological / oceanographic (“metocean”) data. The objectives of this initiative were multiple: • Improve weather and ocean hindcasts and forecasts, which will be beneficial to all Oil & Gas operations in Africa, • Help feed a database for future O&G developments; • Enable design checks after ∼1 year of operation; • Serve as a “black box” in case of an incident which could be due to environment; • Help feed or validate ocean and oil spill drift forecast in case of emergency; • Contribute to the international effort of monitoring the oceans in the long term (operational oceanography, climate change, etc.); • Encourage capacity building in Africa by supporting development and maintenance of technical solutions to reach objectives In 2013, with the support of the French Meteorological Office Météo-France, the data from half a dozen platforms offshore Nigeria, Congo and Angola will be available on the World Meteorological Organization’s (WMO) Global Telecommunication System (GTS). This paper will present the type of metocean stations that are part of this network “MODANET”, the IT architecture that was selected to send it out of the Company’s network, the quality control undertaken by Meteo France before sending it to the GTS, and future possible use of the data that are envisaged.

Résumé :

The formation of photorefractive Bragg gratings in fibers has recently attracted attention. To achieve high reflectivity, high-Ge fibers are usually considered to be better than telecommunication fibers. However, Limberger et al. reported that a reflectivity of 94% and an index change of 1.3×10−3 were obtained in a standard telecommunication fiber with a Ge concentration of 3%. 1 It is also noted that Archambault et al. reported type II gratings with a reflectivity of 99.8% and an index change of 6×10−3 in a high-Ge fiber.2 Therefore the relation between index change and Ge concentration is still unclear, and the mechanism of index changes is under discussion. These reported index changes are calculated values from reflectivities of gratings, and thus a directly measured value is rare. Hand et al. measured index changes at 266 nm using interferometry. 3 In this paper, we describe a measurement on refractive index changes induced by a 248-nm KrF laser. We used a telecommunication fiber and a 50wt%- GeO2 fiber. Analysis with the Frantz-Nodvik equation is performed, and absorption cross sections of the related defects (Ge-Si and Ge2+) are calculated.
