The effects of the Federal Communications Commission Registration Program of 1977 on the structure of the domestic telecommunications equipment producing industry was evaluated. Econometric analysis and anecdotal evidence were used as the foundation for the investigation.
The major hypothesis of the paper was that the FCC Registration Program of 1977 changed the structure of the telecommunications equipment producing industry from a monopoly to an industry characterized by competition. This resulted in a change in the equilibrium price and output in the market place with price decreasing and output increasing.
The three major component subsectors, i.e., transmission equipment, switching equipment, and customer premises equipment (CPE) were discussed individually and collectively to determine any differential effects. This was particularly relevant because the FCC Registration Program focussed on CPE.
Empirically, the central hypothesis was supported. Also, differential effects in the various subsectors were found.M.A.

Domestic mineral consumption is defined as a net sum of apparent consumption plus embodied mineral contained in net imported goods. The U.S. is a net importer of copper-containing products, such as automobiles, electrical products, and construction and industrial machinery. Embodied copper which is contained in net imports of these products constitute part of domestic copper consumption. On the other hand, the U.S. is a net exporter of sulfur-using/embodying products, such as fertilizers and grains. The sulfur which is contained/employed in manufacturing exported products is not actually part of domestic sulfur consumption. Net embodied U.S. imports (exports) of copper (sulfur) are estimated. For copper, it is shown that domestic U.S. consumption is understated and increasing, intensity of use is constant rather than decreasing, and, in general, forecast increases in domestic consumption of copper are due mainly to embodied copper imports. For sulfur, it is shown that domestic consumption is overstated and declining; domestic intensity of use is also declining. The domestic copper and sulfur industries will be differentially impacted as a result of this increased reliance on overseas markets.

This study examined the determinants of U.S. foreign direct investment (FDI) and exports of processed food. This study also examined the impact of U.S. FDI on U.S. exports on processed food. FDI and export models used for estimation in this study were based on the cost-minimizing production function. The analysis focused on ten countries for the period of 1989-2004. Four of them were Asian countries: India, Japan, South Korea, and Thailand. Six of them were European countries: Belgium, France, Germany, Italy,
Spain, and the United Kingdom. The model was estimated using the two-way error component three-stage least squares (EC3SLS) method. Results from this study show that U.S. FDI and U.S. exports of processed food are complements. Major factors affecting U.S. FDI in the processing industry are GDP, GDP per capita, exchange rate, tariff rate, labor compensation cost, interest rate, and distance. Major factors affecting U.S. exports in the processed food industry are GDP, distance, and GDP from the agri-sector.

This study examined the extent of research and teaching on higher education programs in the United States that focuses on for-profit higher education. This descriptive study used a 30-item questionnaire to gather the information reported here. This survey instrument was sent to the entire population of interest. This population was made up of all of the programs in higher education that are listed in the ASHE Higher Education Program Directory, which is produced by the Association for the Study of Higher Education. The results of this research show that little research and teaching is being done that has a primary focus on for-profit higher education. Recommendations on how to address this are provided.

This study is an attempt to discern what eighteenth-century houses--their forms, dimensions, internal organization, and external settings--have to contribute to scholarly understanding of colonial Virginia's society, economy, and culture.;Historic Virginia houses usually were built more recently than traditional scholars and popular writers have supposed, and standing eighteenth-century houses are, almost without exception, far larger and finer than the dwellings most colonial Virginians inhabited. Yet even lightly constructed and shabbily finished houses stood at the center of a complex of buildings where most of the planter's household and agricultural work was performed. Thus eighteenth-century Virginia houses were more mundane and unpretentious yet more symbolically and functionally dominant components of the landscape than surviving houses and their isolated rural sites can suggest.;This dissertation employs documentary, architectural, and archaeological evidence to address three questions. What can a close reading of written sources convey about the character and context of houses in eighteenth-century Virginia? What can a close inspection of surviving houses, their archaeological remains, and their associated documentary histories convey about the circumstances of their construction and use, the significance of their form and presentation? Finally, what was the economic background and the social significance of a pretentious Virginia house which was built, accoutred, and inhabited during a time and in a place where such structures were exceedingly rare?

Integrated pest management (IPM) is an approach to pest control which emphasizes the Integration of biological, cultural, and chemical control methods for optimal pest management. The purpose of this thesis is to empirically examine the level and distribution of net economic benefits of Extension IPM, and to assess the relative importance of socioeconomic factors in affecting the adoption of IPM in the states of Indiana, Virginia, Georgia, New York, North Carolina, Texas, Massachusetts, Mississippi and the Northwest region.
Budgeting and hypothesis testing procedures are used to conduct a net returns analysis. Consumer-producer surplus analysis is used to assess IPM benefits to producers and consumers. Finally, a polychotomous logit model is used to assess the importance of socioeconomic factors affecting IPM adoption.
The results of these analyses show significantly higher returns and less variability of returns per acre for users of IPM as compared to non-users. Moreover, consumers receive significant positive economic gains. However, pesticide cost and the variance of pesticide cost per acre increase with increasing levels of IPM use in several states but decrease in a few others. Gross farm income, percent family income from farming, frequency of contacts with Extension agents, and the education level of respondents are the most important factors related to adoption of IPM. A typical user of IPM is white, male, with at least some college education, has frequent contacts with Extension agents, has a relatively large farm, higher gross farm income, and a higher percent family income from farming.Master of Science

Recent evidence of widespread environmental degradation and global changes resulting from human activities have revived a debate about the sustainability of the progress of human welfare that began at least 200 years ago. In this renewed debate, the seriousness and causes of environmental degradation are subject to widely divergent interpretations. There are many conceivable sustainable futures; the most important differences among them are not technical but political and ideological.
The practice of environmental planning is concerned with a wide variety of contexts and situations at the human-environment interface. Because land use is at the root of many of the problems of environmental degradation (e.g., habitat destruction, air pollution, water pollution), land use planning is an appropriate focus for consideration of the role of environmental planning in sustainable development.
Planning as a profession, with its inherent future orientation and focus on public values, is well situated to deal with the kinds of problems raised in the discourse regarding sustainability. Examination of mainstream land use planning practices, however, reveals a reactive, reformist incrementalism that responds to environmental degradation caused by growth, but that addresses neither its causes nor its dynamics. Mainstream land use planning approaches have attempted to resolve conflicts between development and environment through spatial solutions at various scales. The need to plan for ecological sustainability is difficult to reconcile with the democratic ideal of local self-determination.
Many alternative approaches to land use planning for sustainable development focus on design solutions. The requirements of sustainability are not merely technical, however. There are both emancipatory possibilities and their opposite in sustainability. Implementing sustainability offers planners a number of choices.
They can act as mediators, demystifyers of technical information, exposers of hidden ideological assumptions, and advocates. They can strengthen existing authority, or work towards an enlightened self-determination at the local level.Ph. D.

Asian American culturally specific museums began forming in the United States in 1963. There are now 11 in existence. Four of these museums (two Chinese American, one Japanese American and one Pan Asian American) dramatically expanded their programs and constructed large new facilities. These culturally specific museums are private nonprofit organizations that are reliant on private donors for most of their financial support. Asian Americans comprise the majority of these Asian American museums’ donor bases. Understanding why donors support these museums may be useful to the museums’ abilities to raise funds.In this thesis I explore the reasons Chinese and Japanese Americans support these culturally specific museums. I used data from my qualitative study involving in-depth interviews of 16 Chinese and Japanese American current and former donors to a Pan Asian culturally specific museum in Seattle, Washington along with interviews of chief executives and other key informants of five other culturally specific museums in addition to primary documents provided by the museums and related secondary information available through the Internet. I also conducted a literature review in the fields of Development Studies, racial and ethnic identity, museology, and philanthropy. While identifying the reasons donors support these culturally specific museums, I also identify the philanthropic priorities and criteria of Chinese and Japanese Americans residing in Seattle and compare them with similar studies of Asian American philanthropy conducted in other cities in the 1990’s. I also examine the roles played by these culturally specific museums in the promotion of social capital, cultural capital and heritage capital in their communities. Chinese and Japanese Americans support these museums to preserve and educate their communities about the contributions their forebears made to the development of the United States. Asian American history has been marginalized in conventional narratives and one mission of the Asian American culturally specific museums is to bring their stories into the American history mainstream. Creating and operating these museums requires substantial networking within the Chinese and Japanese American communities and with other ethnic communities to bring in visitors and obtain financial and other support. The museums promote social capital development through collaboration in the museums’ operations. They increase the communities’ cultural capital by assembling the dispersed cultural and heritage capital of the Chinese and Japanese American communities into curated collections. These Asian American culturally specific museums face challenges stemming from attrition in their donor bases due to age. The museums need to develop activities that attract new supporters who may be mixed race or mixed ethnicity or who are interested in social activism that impacts society. The museums also must create programs that are relevant to younger generations. The findings of this study lay the groundwork for further inquiry into the ways culturally specific museums promote bonding and bridging capital in low and middle class Asian American communities and the degree to which they affect development in their neighbourhoods. Further research into the museums’ educational programs efficacy as they relate to correcting misperceptions about Asian Americans among non-Asian Americans may be desirable.

The dissertation consists of three essays: 1) Productivity growth in the transportation industries in the United States: An application of the DEA Malmquist productivity index; 2) how does a carbon dioxide emissions change affect transportation productivity? A case study of the U.S. transportation sector from 2002 to 2011; and 3) forecast of CO2 emissions from the U.S. transportation sector: Estimation from a double exponential smoothing model. The first essay reviews productivity growth in the five major transportation industries in the United States (airline, truck, rail, pipeline, and water) and the pooled transportation industry from 2004 to 2011. The major findings are that the U.S. transportation industry shows strong and positive productivity growth except in the years of the global financial crisis in 2007, 2008, and 2010, and among the five transportation industries, the rail and water sectors show the highest productivity growth in 2011. The second essay examines the effects of a carbon dioxide (CO2) emissions change on actual productivity in the U.S. transportation sector. This study finds that a CO2 emissions increase from 2002 to 2007 had a negative effect on actual productivity in the U.S. transportation sector, but the CO2 emissions reduction for 2008?2011 increases actual productivity. States mainly showing sustainable growth patterns (decrease in CO2 emissions concurrent with increasing actual productivity) experience higher technological innovation increase than an efficiency decrease. This finding suggests that fuel-efficient and carbon reduction technologies as well as alternative transportation energy sources may be essential factors to both grow transportation and slow global warming. The third essay reviews whether the decreasing trend in U.S. CO2 emissions from the transportation sector since the end of the 2000s is consistent across all states in the nation for 2012?2021. A double exponential smoothing model is used to forecast CO2 emissions for the transportation sector in the 50 states and the U.S., and its findings are supported by pseudo out-of-sample forecasts validity testing. This study concludes that the decreasing trend in transportation CO2 emissions in the U.S. will continue in most states in the future.Mountain Plains Consortium (MPC)

Three related aspects of competition in the U.S. hardwood lumber industry were investigated. First, product and supplier attributes that are determinant in hardwood lumber purchase decisions were investigated within four segments of the market for hardwood lumber: Millwork producers, hardwood dimension and flooring producers, wood household furniture producers, and wood kitchen cabinet producers. Attributes with the highest determinant scores were: grading accuracy, supplier’s reputation, freedom from surface checks, competitive pricing, and within-load thickness consistency. The least determinant attribute was the presence of the suppliers logo or trademark. The importance of various attributes was generally consistent across the market segments and producers were relatively well attuned to the needs of lumber users. Lumber users were least satisfied with lumber quality. Lumber producers perceived users to be least satisfied with the availability of certain species.
Business-level intended competitive strategy in the industry was investigated through quantitative identification of strategic groups in a sample consisting of the 100 largest U.S. hardwood lumber producers. Factor and cluster analyses were used to define strategic groups along the dimensions of cost leadership, focus, and differentiation. Five strategic groups were identified and examined as to strategic orientation and intra-group homogeneity. The differentiation dimension accounted for the greatest portion of strategic variation. Empirical evidence of the use of hybrid Overall Cost Leadership/Differentiation strategies was found—suggesting that strategic typologies that do not account for this strategy may not be applicable to a mature industry. Predicted strategic change in the industry concentrated on increasing differentiation orientation.
Qualitative data concerning competition in the industry was obtained via in-person interviews with executives at twenty of the largest companies in the sample. ln general, the largest and smallest companies in the industry were found to be the most production oriented. Companies self-typed their competitive strategies using Porter‘s (1980) strategic typology. Overall Cost Leadership strategies were the most common followed by Differentiation and Focus strategies. The majority of companies interviewed competed for customers based on quality, customer service, and price—in that order of importance. Post-war metropolitan development in the United States has been mainly due to suburban growth which resulted in dispersal of population, retailing, manufacturing, wholesaling and services. What is known about service suburbanization is primarily derived from survey research on location choices done in localized cases. There has been no comprehensive work done using secondary data on revealed behavior. This dissertation attempts that comprehensive study. The research analyzes the dynamics of locational structure of services in U.S. metropolitan areas from 1969 to 1989. The descriptive analysis of changes in the location coefficients provides evidence to demonstrate a spatial shifting of consumer oriented services roughly opposite to that of business oriented services. The top ranked business centers tend to exhibit a tendency toward greater centralization. There is a countervailing tendency toward decentralization of business oriented services in small and relatively underdeveloped service areas. According to the regional analysis, there is no clear tendency of business oriented services for the d services, however, appears to be strong for the 1969-89 period, especially for the Manufacturingbelt and South. Models for decentralization of consumer oriented and business oriented services indicate that the spatial dynamics of business services are different from those of consumer services. Relocation costs appear to be greater for business services than for consumer services. By contrast, service demand and racial composition seem to have a greater influence on decentralization of consumer services than on business services. The relocation costs are also likely to encourage more centralization of consumer and business services over a longer time span. The locational effects of corporate demand and decentralization of manufacturing activity, on the contrary, appear to weaken over a longer time span.

This study develops and empirically tests a model of the determinants of federal spending for crime-fighting policies. An inter-disciplinary approach to building the model is utilized that merges ideas from budgeting, policy analysis and criminology. Four factors hypothesized to impact federal spending for the administration of justice are operationalized as eight variables and tested using ordinary least squares regression analysis on time series data. The factors hypothesized to impact federal spending in this area are economic constraints imposed on government spending, the ideological makeup of Congress and the president, the actual crime rate, and the public's attitude toward crime. Five of the eight variables demonstrated statistical significance at the.10 level or better.

The primary objective of this research is to measure the impacts of rising energy prices on U.S. agriculture and to analyze the capability of U.S. agricultural producers to adjust for energy price volatility. This study compares four different models of producer adjustment: the static model, the simple error correction model, the partial adjustment model, and the fully dynamic model. The first three models are nested within the fully dynamic model using ]948-2002 U.S. agriculture data. Morishima elasticities of substitution and price elasticities are estimated to investigate whether U.S. agriculture's responses to energy prices have changed over time. The elasticity estimates indicate that there are substitutions among production factors in U.S. agricultural production, and the substitution elasticities have increased over the 1948-2002 period. This finding suggests an increasing possibility for farmers to substitute other production inputs for energy to mitigate the effects of changing energy prices.Upper Great Plains Transportation Institute

The central concern of this study is to determine the role of return migration in the changing economic and noneconomic determinants of state in-migration. It was hypothesized that the transition from primarily economic to noneconomic determinants of in-migration in the United States in the last decade was directly related to changes in the components of the migration stream itself; that is, that an increasing proportion of return migrants in the in-migration stream contributes to the movement toward noneconomic reasons for migrating.
This study compares the selective characteristics of lifetime and five-year non migrants, and primary, secondary and return migrants using Public Use Sample data for 1960, 1970, and 1980. In addition, it analyzes four economic and six noneconomic determinants of migration for 1970 and 1980 usinq a data set that includes published data on state migration and socioeconomic characteristics.
An analysis of the selectivities of migration has both supported and rejected existing literature. In a comparison of migrants and non migrants, migrants tend to be younger, better educated persons from white collar occupations with higher incomes and smaller households than non migrants. When migrant types are compared, return migrants tend not to be as well off as other migrants socioeconomically. They tend to have lower education, come from blue collar occupations, have larger households, be a little older and have less income than other migrants. The most significant finding is the distinction of five-year from lifetime nonmigrants.
The regression analysis on the determinants of state in-migration reveals that there has been a shift from economic to noneconomic reasons for migrating from 1970 to 1980. In addition, the relative proportion of primary, secondary and return migration has changed over time. Contrary to the hypothesis, however, the trend from economic to noneconomic determinants of migration has not been related to changes in the proportion of return this study points to the relationship migration in the stream. Rather, further research that investigates between secondary migration and the changing determinants of state in-migration.Ph. D.

This study is concerned with the problem of whether the public's attitudes toward economic well-being could be compared with the types of television programs made popular over a thirty-year period. Two measures were used to determine the public's attitudes toward economic well-being: 1) answers to questions of an economic nature; and 2) answers to questions that asked what was the most important problem. All data were compiled from Gallup polls administered during 1955 through 1984. The television genre data were compiled from sources by Brooks and Marsh, McNeil and Norback and Broadcasting magazine. No association existed among the three measures.

Descriptive research was conducted to describe the relationships among host and environmental factors and immunization compliance in two year old children. Secondary data was collected from a sample of 306 well baby clinic records in a public health department in a Southwestern state. Results revealed statistically significant differences between the compliant and noncompliant groups for income and number of children living at home. Higher income, higher maternal age, fewer number of children, and races other than of Spanish origin were significantly correlated with children who received all immunizations at the appropriate age. Significant relationships were found between children who received all immunizations at the public health department versus children who received immunizations from both a public and private provider. Compliant children made more visits for immunizations and fewer other visits than noncompliant children. These factors can assist in identifying children at highest risk for failure to receive immunization on time.

As the popularity for seafood in the United States continues to grow, information about consumer patterns of fishery products will be a valuable aid to various groups in the seafood industry. The primary objective of this dissertation is to provide quantitative information, notably own price, income, and household size elasticity measures, about consumer behavior relating to specific fish and shellfish products.
The methodology used in this study is as follows: (1) organize and analyze at-home seafood consumption data for specific finfish and shellfish species by three product forms (canned, fresh and fresh frozen, and other prepared) from the 1981 Seafood Consumption Survey: (i) finfish -- cod, flounder (or sole), haddock, herring, mackerel, perch, pollock, salmon, sardines, snapper, tuna, whiting, total finfish, and (ii) shellfish -- clams, crabs, oysters, scallops, shrimp, and total shellfish; (2) identify and assess the factors that affect household expenditure on these products for home consumption, and (3) compare the results of this research to those from previously published works.
Price and coupon value are the dominant factors in explaining the variation of household expenditure on seafood commodities for at-home consumption. All price elasticities are negative and in the inelastic range except for fresh and fresh frozen oysters and canned tuna. These results suggest that for almost all shellfish and finfish species, unit percentage changes in product availability lead to greater than unit percentage changes in product prices. Coupon values, as expected, have significant positive impacts on household expenditures for seafood commodities for at-home consumption. Except for scallops, all shellfish products are normal goods, while the nature of the income effects for finfish products is mixed. Generally, household size elasticities are not only positive but also less than unity.
Significant differences exist in household expenditures for fishery products due to geographic region, urbanization, employment status and age of the household manager, race, and season. Finally, households spend significantly less on all categories of canned fishery products, but more on fresh and fresh frozen shellfish, at the supermarket and the grocery store than at other seafood outlets. Occupation and education of the household head and religious affiliation are not generally statistically important factors in explaining the variation in household expenditure on fish and shellfish products.Ph. The problem addressed in this study can be stated thus: There are extremely limited numbers of students from the lowest economic class graduating from our nation's institutions of higher education. The challenge to institutions of higher education is how to improve access, support, and successful completion of higher education for students experiencing the most extreme poverty barriers.
Weber's (1946) social-class theory was selected to determine the meanings and interpretations of students from poverty backgrounds in regard to their success and perceived barriers to success in completing college. This theoretical construct is based on the idea that collectively held meanings arise from three distinct although related dimensions of life including, lifestyles, context, and economic opportunity.
Focus group interviews with a representative group of 24 people who grew up in generational poverty were the main source of data (Merton, Fiske, & Kendall, 1990). The focus group interviews were open-ended and designed to reveal the participants' subjective experience of completing a college degree (Schatzman & Strauss, 1973). A demographic questionnaire administered to 56 respondents was used to complement the focus group interviews. The grounded theory approach guided the data collection and analysis process (Glaser & Strauss, 1967; Strauss & Corbin, 1990).
According to its objectives, the study results provided: (a) a description of the poverty-related conditions, (b) an overview of the early educational experiences of the participants, (c) a demographic profile, (d) an overview of perceived challenges and barriers to higher education and (e) a discussion of success factors.
The findings from this study would suggest five areas for educational improvement: (a) development of a campus climate sensitive to social class and poverty issues; (b) implementation of faculty, staff, and student social-class sensitivity training programs combined with curricular reform; (c) facilitation of connections to informal mentors; (d) articulation of connections between obtaining a college degree and earning a higher income; and an (e) exploration of expanding college partnerships with social service agencies that are geared to helping people in poverty.

Using data from a national survey, this study examines income and other key variables (division of labor and work-family conflict) and their relationship to marital satisfaction. This study builds upon the body of research regarding working couples and women's increased participation in the paid labor force as well as evaluates the findings in the context of data gathered from the recent United States census. Results from this study also are compared to the findings of other key studies. Emergent data may be used to prepare counselors to work more effectively with couple clients and to assist employers in the development of work life policies for dual career and dual earner employees. Results from the multiple regression revealed no direct effects of income on marital satisfaction. For this sample, increases in work family conflict contributed to less marital satisfaction as did the presence of children. Increased participation in household chores by respondents' partners contributed to increased marital satisfaction. No differences were observed by gender. Limitations of the study, recommendations for further research, and implications for practitioners also are addressed.

Worldwide use of mobile phones has created a new basis for interpersonal communication and has become a ubiquitous feature of youth culture. Hence the examination of global mobile phone adoption is a global challenge for communication researchers as well as for the media industries. Thus far, New Media research in New Zealand (NZ) has focused on children and teenagers. The group of young adults between 18-25 years has rarely been surveyed. This thesis focused on university students� use of mobile communication in NZ in the context of their everyday practices. The Mobile Media Study (MMS) was designed as a cross-national comparative research project with a focus on NZ together with one European and one North American country. The usage behavior, experiences, attitudes, and opinions of young NZers� towards mobile phone use was examined and contrasted to young German and American students. Methodological and data triangulation was applied and data was collected at the University of Otago, the City University of New York, the Pennsylvania State University, and the University of Leipzig. MMS survey research was conducted along with focus group and personal interviews, and qualitative exercises. In addition, the latest data from a longitudinal study of New Media use in Germany, the US and NZ served as a secondary, comparative, and complementary dataset.
The research questions focused on general mobile phone use, text-messaging (SMS), the acceptance of Third Generation (3G) cell phones, mobile phone use in public places, gender-specific usages, and the construction of mobile social networks. Altogether, data from 1,316 students at four universities in three countries was analyzed. Results indicated that the number of providers as well as tariff structures appear to influence mobile phone adoption within a country. To adjust to the duopoly situation young people in NZ preferred prepaid cards in connection with a SMS package. This was reflected by extraordinarily high use of SMS in NZ. By comparison German and American students preferred annual contracts. Americans, who had the strongest preference for mobile calling, also had the highest monthly expenses. Additionally, findings revealed that overall user interest in 3G services is not yet very high. It was found that in particular NZ students do not exploit the full range of mobile services already available to them and feel confident that their current cell phone gratifies all their needs. They concentrate on using basic functions, such as calling and SMS. In addition, results suggest a decreasing role of the landline telephone and email for interpersonal communication.
Gender differences were found with NZ women in particular being most enthusiastic about SMS. German men had the most negative attitude toward SMS and also used the service the least in comparison to the other students surveyed. In general women had a preference for the communicative functions on their mobile phone including voicemail and more women than men in Germany and NZ were found to play mobile phone games. Finally, evidence of gender specific social network structures were found in NZ with male networks resembling spider webs while female networks were centered so that all persons in the network connected back to the center. Overall, students only used a fraction of the contacts in their mobile phone book and communicated mostly within a limited local area. In conclusion, a replication of the MMS was suggested along with further multi-method research in the field of Asian-NZer�s New Media use.

The disposal of waste is a growing environmental, political, and economic problem. Low level radioactive waste (LLW) disposal is no exception. The major purposes of this dissertation are to examine the economic tradeoffs which arise in the process of LLW disposal and to derive a framework within which the impact of these tradeoffs on LLW disposal policy can be analyzed. There are two distinct stages in the disposal of LLW--the transportation of the waste from sources to disposal sites and the disposal of the waste. The levels of costs and risks associated with these two stages depend on the number and location of disposal sites. Having more disposal sites results in lower transportation costs and risks but also in greater disposal costs and risks. The tradeoff between transportation costs and risks can also be viewed as a tradeoff between present and future risks. Therefore, an alteration in the spatial distribution of LLW disposal sites necessarily implies a change in the temporal distribution of risks. These tradeoffs are examined in this work through the use of a transportation model to which probabilistic radiation exposure constraints are added. Future (disposal) risks are discounted. The number and capacities of LLW disposal sites are varied in order to derive a series of system costs and corresponding expected cancers. This provides policymakers with a cost vs. cancers possibility function. The marginal cost of reducing cancers by changing the number and location of disposal sites is calculated. A possible policy application of this information is illustrated by comparing these costs to an assumed value of life derived from experimental evidence found in the literature. A tentative conclusion is reached that the current movement toward a system of regional LLW disposal sites may be economically suboptimal.

From the late 1950s to about 1970, philosophers of education began to adopt a mode of philosophizing characterized as "the linguistic turn," after a similar change in general philosophy. This involved a move away from the older "isms" approach rooted in metaphysics towards linguistic and conceptual analysis. The linguistic turn has been attributed to intellectual history--the influence of ideas on a field. The central argument of this study, however, is that during the 1950s, factors external to academia, but acting upon it, interacted with concerns by educational philosophers themselves to create the conditions for the linguistic turn. These factors included the attacks on public schooling and "educationists," the teacher education reform movement, the Ford Foundation funding of liberal arts oriented teacher preparation, and, within the academy, the concern on the part of educational philosophers for the academic legitimacy of their discipline. These factors led philosophers of education to model their discourse more closely on the reigning paradigm in general philosophy, linguistic analysis. The attacks on public schooling were centered on progressivism for its alleged anti-intellectualism and subversive character. Philosophers of education were the particular targets of these critics. Teacher preparation in education schools also came under scrutiny during this period. The Ford Foundation's Fund for the Advancement of Education underwrote major programs that centered teacher preparation in a liberal arts curriculum, with only minimal coursework devoted to professional training. In addition, the National Commission for the Accreditation of Teacher Education (NCATE) supported such a reorientation, with a concomitant weakening of educational philosophy's place in teacher education programs. Philosophers of education responded by lobbying for the inclusion of their courses in certification requirements, forging an alliance with the American Philosophical Association, reducing the social activism that had characterized earlier educational philosophers' efforts, and adopting the more academically legitimate methods of general philosophy. In the short term these actions assured educational philosophy a place in teacher education programs. In the long run, however, the linguistic turn may have jeopardized the survival of educational philosophy as an academic field by creating a chasm between philosopher and practitioner.

This dissertation attempts to provide an exploratory structure to respond to, and tries to resolve, an existing void in international accounting research. The void is a lack of coherently structured, nation-specific, descriptive research to investigate socio-economic phenomena which may influence financial accounting. This dissertation's salient features include a political economy theory, an exploratory, sociological method, and a case study format. The political economy of accounting, introduced by Tinker [1980] and refined by Cooper and Sherer [1984], emphasizes a persuasive social relations dimension. This theory motivates selection of three countries (the United States, France, and Japan) that appear to have divergent socio-cultural environments. An exploratory and analytical approach of modified (enlarged) exogenism, developed by Smith [1973, 1976] and adapted to accounting by McKinnon [1986], provides an analytic structure for this exploratory investigation. Modified exogenism focuses upon an open, dynamic social system (the process of financial accounting), and provides analysis reflecting four major areas (the environment, intrusive events, intra-system activity, and trans-system activity). After examining the nation-specific financial accounting (socio-economic) structures for each country, an analysis of selected financial disclosures attempts to gain a better understanding of how socio-economic factors have influenced the development of financial accounting. My primary objective is to attempt to provide some insight about ,how diverse socio-political factors have impacted the development of financial accounting in three countries. Library research of nation-specific literature attempts to extract a relatively accurate picture of social, political, and economic institutions and policies, and relates such findings to financial accounting processes for each nation. This dissertation attempts to provide a necessary foundation for future theoretical international accounting harmonization studies.

The impacts of tariffication on Canadian milk producers were estimated via supply, price and trade flow parameters using a spatial price equilibrium model applied to milk production regions of Canada and the United States.Two price scenarios were put forward because of supply management in Canada. The first incorporated producer prices while the second used shadow prices for Canadian producers, defined as the producer price less a reduction in price which accounts for the value of production quota. The hypothesis that tariffication reduces milk production in Canada to the extent that U.S. producers increase their exports to Canada was partly supported in scenario one but not in scenario two. Specific tariffs of $11.00/hl prevented U.S. imports to reach Qu 'ebec and Ontario. However, the rest of Canada increased its imports from Great Lakes to the detriment of Quebec and Ontario. Consequently, production decreased slightly in Qu 'ebec and increased in Ontario, whereas prices decreased significantly in both provinces. Scenario two showed ability of Qu 'ebec and Ontario to withstand American competition. Prices and production level remained unchanged while export flows to the rest of Canada increased to the detriment of the Great Lakes.
The present study investigated only a specific aspect of the tariffication proposal in the GATT and does not intend not to reflect the very complex aspects of GATT negotiations. The findings of this analysis must be interpreted with this caveat. Further studies considering other plausible tariffication scenarios or effective tariffs on an individual dairy product basis would broaden our understanding of the potential implications of tariffication.

Using crops for fuel generates concerns over competition with food uses. As Rajagopal et al (2009) asserts, “In 2008 the world entered a food crisis amid record-high commodity and energy prices that induced hunger and political unrest in developing countries, by export restrictions in top grain-producing countries”. This took place at the same time when biofuel production, reached its pinnacle in developed countries. This paper examines the effect that biofuel prices and or production has had on food prices in Brazil and U.S. by employing the panel cointegration and Dynamic Ordinary Least Squares (DOLS) method of analysis. In regressing food prices as a function of demand and supply factors, such as oil prices, biofuel prices, interest rates and biofuel production, the study found that the increase in biofuels production over the past eighteen years has had a significant impact on food prices. Over the period January 1995- December 2013, the study estimates that a one hundred percent increase in biofuels production across time and between countries results in the increase of food prices by 21,9%. The study therefore rejects the null hypothesis that states, biofuel production does not have a statistically significant negative impact on food prices in U.S. and Brazil. , and accepts the alternative that biofuel production does have a statistically significant negative impact on food prices in U.S. and Brazil. Other predictors of food prices that the study revealed as significant were oil and interest rates. Policy recommendations for other countries like South Africa are therefore, made based on the results obtained.

This study investigates the use of discretion by oil and gas companies in reporting financial performance and oil and gas reserve estimates during times of high political scrutiny resulting from increases in energy prices. Hypotheses tested in prior literature state that companies facing the risk of increasing taxes or new regulations reduce reported earnings to reduce this risk. This study uses a measure of high profitability (rank order of return on assets relative to industry peers) to identify oil and gas companies more likely to manage earnings during the period from 2002 to 2008. Two measures of discretionary accruals (total and current discretionary accruals), and a measure of discretionary depreciation, depletion, and amortization (DDA) were used as indicators of discretion exercised in reporting earnings. Data on oil and gas reserve disclosures was also hand-collected from Forms 10-K to investigate whether managers use reserve estimate revisions to reduce reported earnings through increasing the annual depletion expense. Results suggest that both oil and gas refining and producing firms use negative discretionary accruals to reduce reported earnings. Results also indicate that profitability is an important determinant of the use of negative discretionary accruals by these companies regardless of the time period examined. There is also evidence that oil and gas producing firms opportunistically revise their oil and gas reserve estimates to increase depreciation, depletion, and amortization expense during periods of high oil prices.

Most research on student borrowing over the years has analyzed the effects of borrowing and the prospects of indebtedness on individual students' choices and persistence. However, dynamics at the institutional level such as the need to ensure a stable flow of resources may accelerate or slow down student borrowing. Drawing on resource dependence theory, this study examined changes in student borrowing at private not for profit four year institutions in the US to identify trends and implications. A fixed effects regression analysis was applied to panel data from the Delta Cost project and the National Association of College and University Business Officers. Analytical focus was on the financial and enrollment characteristics of private not for profit four-year institutions, the relationship between these characteristics and student borrowing, and whether these relationships are stable or change over time. Findings revealed that the financial and enrollment characteristics of private not for profit institutions during the study period were characterized by gradual variation. The results also revealed that most of the financial characteristics were predictive of student borrowing and that these relationships vary with time. Evidence from this study cautions higher education policy makers that high tuition dependence and the attendant student loan burden may disadvantage some students. Policy makers concerned about providing equitable access to higher education to all student subpopulations should try to moderate competition among institutions and tuition rises that intensify student borrowing. Institutional practices such as tuition maximization and selective price discrimination must be moderated so that financial aid, including loans, can realize the objective of encouraging fairness and choice in higher education entry.

At the request of the United States Government, effective as of April 1, 1981, the Japanese began voluntarily restraining exports of automobiles to the United States to provide the U.S. automobiles industry with a period of time to make the necessary adjustment to become more competitive with imports.
It is the purpose of this paper to examine the impact of the VER, particularly the costs to consumers and the benefits to U.S. producers, quota rents captured by the Japanese producer during 1981-84 will also be examined.
Between 1981 and 1984 the Voluntary Export Restraint Agreement cost the U.S. economy $8.4 billion. In terms of increases in the cost of purchasing a car, the estimate ranges between $95 in 1981 to as high as $241 in 1984. E During the four years of the VER, the consumer costs : amounted to $8.9 billion. Meanwhile, the U.S. producers of automobile benefited only $403 million as a result of the VER. If this benefit is translated to the number of jobs saved, it amounts to 29,000 jobs. Therefore, the consumer cost of creating each new job was $334,000.
As for the impact of VER on the Japanese producers, the result shows that the price effects of the VER has increased over the four years as the restrictive effect of the VER has intensified. During 1981, the VER added $733 to the price of each Japanese automobile, but by 1984, it was adding about $2,000.

The primary purpose for this study was to investigate small businesses organizational support and interest in health promotion. The research question for this study was, "Are small businesses actively involved with the organizational support of health promotion programs?"A survey was distributed via mail to small businesses in the Lynchburg, Virginia area, with a follow up three weeks later because an appropriate number of surveys had not been returned. The results of this study have provided insight into the current status of worksite wellness programs of businesses with fewer than 250 employees.Small businesses do actively support healthy food and smoking policies at the worksite. Some small businesses provided activities to measure employee health risks. The main issue small businesses deal with are safety/accident prevention. Other health topics are not prevalent in small businesses. American agriculture in the twentieth century underwent immense transformations. The triumphs in agriculture are emblematic of post-war American progress and expansion but do not accurately depict the evolution of American agriculture throughout an entire century of agricultural depression and economic failure. Some characteristics of this evolution are unprecedented efficiency in terms of output per capita, rapid industrialization and mechanization, the gradual slip of agriculture's portion of GNP, and an exodus of millions of farmers from agriculture leading to fewer and larger farms. The purpose of this thesis is to provide an environmental history and political ecology of overproduction, which has lead to constant surpluses, federal price and subsidy intervention, and environmental concerns about sustainability and food safety. This project explores the political economy of output maximization during these years, roughly from WWI through the present, studying various environmental, economic, and social effects of overproduction and output maximization. The complex eco system of modern agriculture is heavily impacted by the political and economic systems in which it is intrinsically embedded, obfuscating hopes of food and agricultural reforms on many different levels. Overproduction and surplus are central to modern agriculture and to the food that has fueled American bodies for decades. Studying overproduction, or operating at rapidly expanding levels of output maximization, will provide a unique lens through which to look at the profound impact that the previous century of technological advance and farm legislation has had on agriculture in America.

Uncertainty about the relationships of public and private inputs to education output, however, presents problems to state and local officials and parents interested in improving the quality and quantity of the public education system.
This research examines the education process in a production function framework to identify the relationships of education inputs to education output. A theoretical model that combines public l and household decision making into an education production process is used as the basis for the empirical model that is developed. The estimated model includes input measures for school, family, volunteer and student inputs to education production and is estimated with cross·sectional data for Virginia counties. The expenditure measure used in the model is specified as a polynomial lag. The model also is specified as a joint-product production process.
The results of the analysis provide evidence of the importance of expenditures in education production and indicate that the impact of changes in expenditures occurs over time. The number of and educational levels of teachers also is associated with education output. Household and student inputs also are associated with education output. Volunteer input measures are not statistically significant in the estimated equations, a reflection of the difficulty of specifying and measuring specific volunteer inputs into the education production process. The empirical results do not support a joint production hypothesis between outputs as measured by achievement test scores and the school continuation rate.Ph. D.

A number of theoretical explanations seek to describe the factors that have led to the position of the United States as the last industrialized Western nation without a universal health care program. Theories focus on institutional arrangement, historic precedent, and the influence of the private sector and market forces. This study explores another factor: the role of underlying social values. The research examines differences in values among ten European countries, the United States and Canada, and analyzes the associations between the values that have been seen to contribute the individualism-collectivism dynamic in the United States. The hypothesis that equality and generalized trust are positively associated with universalism is only partially true. Equality is positively associated (B = .301, p < .001), while generalized trust is negatively associated with universalism (B = -.052, p < .001). Not only do Americans show lower levels of support for income equality and universalism than Europeans, but the effect of being American holds even after controlling for socio-demographic and religious variables (B = .044, p < .01). When the model tests the association of equality and trust on universalism in each region, it explains approximately 17 percent of the variance of universalism for the United States, and approximately 13 percent in Europe and Canada.

Determining the effects of military service on those who volunteer is of vital importance in an age when service may lead to the loss of bodily function or life. The aim of this study was to examine the effect of military service with consideration for the demographic statuses of race, gender, and educational attainment on economic outcomes. Data for this study came from the Current Population Survey July 2010 with Veterans Supplement (N=83,000). Results from this study suggest that some veterans, namely those of minority racial status and lower educational attainment benefit from their military serve by achieving increased levels of household income as compared to similar non-veterans. Conversely, non-Hispanic White veterans and those with higher levels of educational attainment suffer negative consequences to levels of household income. Furthermore, differences among veterans were assessed. These results provide further insight into the experiences of veterans in the United States.

Given unprecedented shifts in the U.S. demography marked by rapid growth in Hispanic, Asian and other ethnic market segments, marketing scholars and practitioners are confronting ways to cultivate ethnic consumers' brand preference formation, retail patronage and their ensuring consumption choices. Food is cited as a common signifier for consumers’ ethnic/cultural identity because food itself is a cultural symbol. However, little research has examined the influences of ethnic identities on consumers’ patronage behaviors of ethnic-themed restaurants. Thus, this dissertation critically explores the impact of ethnic identity and motivational factors to better understand consumers' choices of ethnic-themed restaurants with a mix-method approach. The present research investigates how ethnic identity and consumers’ need for uniqueness interplay with perceived authenticity in consumers’ patronage intention of ethnic-themed restaurants. The findings advocate the interplay among ethnic identity, consumers’ need for uniqueness, and perceived authenticity of general consumers in decision making choices of patronizing ethnic-themed restaurants. The findings have important implications for market segmentation guiding the owners of ethnic-themed restaurant the choice of environmental cues to encourage patronage intentions among general consumers. Furthermore, this study provides additional insights about motivating factors affecting decision making of patronizing ethnic-themed restaurants and contributes to the stream of research by enhancing understanding of marketing ethnic-themed restaurant in a multi-cultural society.

Milk surplus in the U.S. dairy industry has been increasing substantially since the beginning of the 1980s. In order to analyze the surplus production situation, an interregional dairy trade model based on a spatial equilibrium framework was developed. The model included disaggregate manufactured milk markets and utilized separable programming as the solution technique.
The objective of the interregional dairy trade model was to maximize the sum of producers’ and consumers’ surplus subject to the various institutional constraints incorporating unregulated and regulated market situations. Under the regulated market situation, the institutional constraints were based on the federal milk marketing order and dairy price support programs. Utilizing the interregional dairy trade model, a comparison of simulated market results and net economic effects between unregulated and regulated markets was drawn first. Results of the simulations for market results and welfare effects under pricing policy options with regard to changes in the support and purchase prices were also analyzed. Finally, a comparison of the results of simulations for simultaneous market clearing situations in butter and nonfat dry milk markets with no government purchases of these commodities under the 1982 market situation and an increasing quota system was considered.
It was found that without considering the supply effect induced by price stabilizing regulations, the competitive manufactured milk market price would be lower than the 1982 support price level. The butter and nonfat dry milk markets would move toward a market clearing situation if the support price level was decreased by $1.00 per cwt for butter and by $2.00 per cwt for nonfat dry milk when cross price elasticity effects were included. Due to cross price elasticity effects, the butter market would clear at a higher price level (in terms of the support price) than the nonfat dry milk market. Simulations of simultaneous market clearing situations suggested that the 1982 butter price would be lower and the nonfat dry milk price would be higher than market clearing prices. Increases in import quotas would drop butter and cheese market clearing prices and raise the nonfat dry milk price relative to the actual 1982 case.Ph. D.

The War of 1812 brought daunting financial challenges to the national government of the United States. At the onset of war, policymakers were still in the process of sifting through a developing body of American economic thought while contemplating the practicalities of banking and public finance. The young nation's wartime experience encompassed the travails of incompetent and cautious leadership, the incautious optimism that stemmed from several previous years of economic growth, the inadequacies of the banking system, and, ultimately, the temporary deterioration of the financial position of the United States. While not equivalent to great tragedy, the war did force Americans to attend to the financial infrastructure of the country and reevaluate what kinds of institutions were truly necessary. This study of the financing of the War of 1812 provides a greater understanding of how the early American economy functioned and the sources of its economic progress during that era. Financial studies have typically not been a primary focus of historians, and certainly with regard to the War of 1812, it is easy to understand a preoccupation with political and military affairs. To a large degree, however, economic realities and financial infrastructure determine a nation's capacity for growth and change as well as national strength. The War of 1812 offers a prism through which to view the tensions of economic and financial policymaking during an emergency situation and reveals an important turning point in the development of distinctly American financial ideas and institutions.

Flash flood is among the most hazardous natural disasters, and it can cause severe damages to the environment and human life. Flash floods are mainly caused by intense rainfall and due to their rapid onset (within six hours of rainfall), very limited opportunity can be left for effective response. Understanding the socio-economic characteristics involving natural hazards potential, vulnerability, and resilience is necessary to address the damages to economy and casualties from extreme natural hazards. The vulnerability to flash floods is dependent on both biophysical and socio-economic factors. This study provides a comprehensive assessment of socio-economic vulnerability to flash flood alongside a novel framework for flash flood early warning system. A socio-economic vulnerability index was developed for each state and county in the Contiguous United States (CONUS). For this purpose, extensive ensembles of social and economic variables from US Census and the Bureau of Economic Analysis were assessed. The coincidence of socio-economic vulnerability and flash flood events were investigated to diagnose the critical and non-critical regions. In addition, a data-analytic approach is developed to assess the interaction between flash flood characteristics and the hydroclimatic variables, which is then applied as the foundation of the flash flood warning system. A novel framework based on the D-vine copula quantile regression algorithm is developed to detect the most significant hydroclimatic variables that describe the flash flood magnitude and duration as response variables and estimate the conditional quantiles of the flash flood characteristics. This study can help mitigate flash flood risks and improve recovery planning, and it can be useful for reducing flash flood impacts on vulnerable regions and population.
