Résumé :
Over the last years the demand for satellite communication services has been increased. Global and domestic regulatory developments and support, as well as the emerge of new services, have facilitated launcMng capabilities and reduced the costs of manufacturing, launching and operating the satellites. Financing the telecommunication satellite systems is one of the most relevant issues that prospective satellite operators face on these days. Mstitutional lenders require adequate legal advise in order to properly instrument multimillion transactions where securitization is not enough clear and risks are extremely Mgh. TMs work analyzes the most important sources of financing of telecommunication satellites and the most adequate legal structures and methods based in legislation, legal cases, jurisprudence, doctrine, and legal practice.

Résumé :
In calling for the deployment of high-capacity telecommunications infrastructures, the Clinton Administration is relying on market forces to drive demand toward self-sustaining development. There is little doubt that many firms will embrace the new telecommunications services for a variety of reasons including market differentiation, vertical market integration, and other organization-specific factors. However, there is little evidence at the firm level that adopting the use of increased-capacity telecommunications technologies is associated with improvements in firm profitability. This study seeks to identify the presence of impacts on firm income that can be associated with the adoption of T1 telecommunications services.

Résumé :
This thesis defends the importance of a standardized designation for the principle of technological neutrality pertaining to the Next-Generation Network (NGN) migration within a competition regime. Renaming this as the principle of techno-economic neutrality would clearly demarcate its role as promoter of inter-technological competition as well as justify the necessity of grouping the three regulatory principles of technological neutrality, competition neutrality, and network neutrality followed by their integration into the World Trade Organisation (WTO) Reference Paper. The first part introduces the theoretical foundations to better define what it is and what it is not; the principle of techno-economic neutrality supports neither a total state non-intervention nor a progress reduced to a technical progress. The second part describes the parameters of the unanimous definition of the regulatory principle of techno-economic neutrality for the information and communication sectors considering competition and convergence. The triplets of neutrality would offer two guaranties: a regulatory burden balanced between the different suppliers of substitutable services and the emergence of an information and communication society protective of democratic values.

Résumé :
In this thesis, a model of producer behavior for a regulated utility that fully takes into account the dynamic nature of the capital accumulation process of the firm is developed and empirically implemented using recent data on Bell Canada. On the basis of this model of producer behavior, loss formulae that approximate the value of foregone output due to imperfect regulation in a dynamic context are derived and estimates of the deadweight loss in the case of Bell are provided. The estimation results indicate the importance of dynamic elements, such as expectations and adjustment costs of investment, in modeling the behavior of Bell. They also suggest that rate of return regulation may have affected the investment decisions of the utility.

Lottering, Tony. « An economic evaluation of waste telecommunication cable disposal in South Africa : a case study ». Thesis, Nelson Mandela Metropolitan University, 2008. http://hdl.handle.net/10948/808.

Texte intégral
Résumé :
South African manufacturers, including those who produce electrical and telecommunication cables, are required by the National Waste Management Strategy (NWMS) (drawn up by the Department of Environmental Affairs and Tourism (DEAT)), to carry out waste management in a coordinated and controlled manner. It is also becoming more difficult for South African companies, who produce for export markets, to conduct business internationally if they do not have some form of environmental management system in place. While there will always be scrap generated in any manufacturing environment, the aim is, first and foremost, to reduce this to acceptable levels and, secondly, to dispose of all scrap produced in a socially responsible manner. This study focuses attention on waste management, in the form of recycling, in the cable manufacturing industry. The purpose of this study is twofold: first, to examine the economic case, by means of a cost-benefit analysis, for the establishment and operation of a telecommunication cable waste recycling plant for the purpose of recycling copper conductor; second, to examine the economic feasibility, by means of a cost-benefit analysis, of extending the existing facility in order to accommodate the recycling of the plastic fraction contained in the cable waste. A specific cost-benefit stream was generated over a project period of 20 years for both CBAs. In both CBAs costs and benefits were categorised as being either primary or secondary. The primary costs and benefits for both CBAs were all financial in nature and were valued using market prices. The secondary costs of establishing and operating a cable waste recycling plant for recycling the copper conductor included effluent costs and noise pollution costs. The secondary benefits, on the other hand, included the creation of downstream industries. The secondary costs of extending an existing cable waste recycling plant, so as to accommodate the recycling of the plastic component of cable waste, included costs related to the generation of greenhouse gases and asthma. The secondary benefits, conversely, included the increase in house prices due to the reduction of landfilling of the plastic component of cable waste. The determination of increased house prices due to landfill avoidance was carried out using the hedonic pricing method (HPM). The hypothesis was that house values would increase the further removed they were from the landfill site. Applying regression analysis to the derived hedonic pricing (HP) function showed that there is a definite correlation between the two. Properties positioned two kilometres from a landfill site in New Brighton Port Elizabeth, Eastern Cape, were found to have higher values than those positioned adjacent to the site. From the cost-benefit streams, net benefits were calculated for each CBA and discounted to present values in order to provide a standard of comparison. The social discount rate used in this study to calculate the present values reflected a combination of the social opportunity costs of capital and the social time preference rate. The rate used was calculated as the average annual rate between 2000 and 2005 and amounted to 6.72 percent. It was derived from a combination of the opportunity costs of government borrowings, household consumption borrowings and return on savings.

Résumé :
The effects of the Federal Communications Commission Registration Program of 1977 on the structure of the domestic telecommunications equipment producing industry was evaluated. Econometric analysis and anecdotal evidence were used as the foundation for the investigation. The major hypothesis of the paper was that the FCC Registration Program of 1977 changed the structure of the telecommunications equipment producing industry from a monopoly to an industry characterized by competition. This resulted in a change in the equilibrium price and output in the market place with price decreasing and output increasing. The three major component subsectors, i.e., transmission equipment, switching equipment, and customer premises equipment (CPE) were discussed individually and collectively to determine any differential effects. This was particularly relevant because the FCC Registration Program focussed on CPE. Empirically, the central hypothesis was supported. Also, differential effects in the various subsectors were found.

Van, Zyl Stefan Daniel. « The diplomacy of multinational corporations (MNCs) : bargaining with developing states ». Thesis, Stellenbosch : Stellenbosch University, 2004. http://hdl.handle.net/10019.1/50137.

Texte intégral
Résumé :
Thesis (MA)--Stellenbosch University, 2004.
ENGLISH ABSTRACT: This assignment investigates the bargaining relationship between multinational corporations (MNCs) and developing countries. The units of analysis of this study in Global Political Economy are MNCs (non-state actors) and nation-states. In the contemporary global production structure the 'balance of power' between MNCs and developing countries has shifted in favour of MNCs. Descriptive secondary sources were used to illustrate the MNC-State bargaining relationship in telecommunications privatisation in Sub-Saharan Africa. In the contemporary global economy nation-states only rarely still compete for territory, but rather for wealth-creating activities to be located within their borders. Important changes in the global production structure have resulted in the increased mobility and economic power of MNCs. These developments have affected the strategic relationship between MNCs and nation-states and the former have used their advantage to gain preferential treatment in the bargaining process. The nation-states are also competing amongst themselves for the investment and technology and knowledge transfers from these firms. Privatisation programmes in Sub-Saharan Africa have substantially increased MNC participation on the continent, which has been historically marginalised from global foreign direct investment receipts. Research has shown that MNC participation in infrastructure service provision is more efficient than government ownership. However, this does not constitute a loss of sovereignty, but rather emphasises the changing role of nation-states as facilitators of global market relations. On examination, the distinct bargaining relationship in telecommunications privatisation clearly illustrates the dependence of Sub-Saharan African countries on technologically advanced MNCs. Thus, the 'balance of power' has shifted more to MNCs in the global political economy.

Mamba, Malungelo Siphiwosami Njinga. « A framework to guide development through ICT in rural areas in South Africa ». Thesis, University of Fort Hare, 2012. http://hdl.handle.net/10353/d1007024.

Texte intégral
Résumé :
Information and Communication Technology (ICT) is widely regarded as a key tool for bringing about development to people who live in underserved areas. Technologies such as mobile phones and Wi-Fi are seen as advantageous because they can be made available to poor places without the cost of building extensive physical infrastructure. However, researchers argue that ICTs have failed to live up to their potential in the context of development. Researchers point out developing countries lack frameworks to guide them through the implementation of ICTs in this context. The objective of this study is to come up with a framework that can be used in rural areas in South Africa to implement ICT projects. The researcher interviewed individuals who have been directly involved in an ICT initiative in a rural setting in the Eastern Cape Province to learn from their experiences. The researcher also studied publications that have been produced from these initiatives in order to gain a richer understanding. The findings of the study show that participants share similar views about how ICT projects should be approached and implemented in rural areas in South Africa. The views are grouped according to similarity into themes and discussed in detail in the study. From these themes a framework that can help implement ICT projects in rural areas is developed.

Thesis deals with impact of financial and economic crisis on all seventeen regions and two cities in Spain. The main purpose of the thesis is to find out, whether the crisis influenced the development of convergence or divergence between Spanish regions. First of all the complete overview of economic development on basis of the most important macroeconomic indicators during ten-year period for each region was done. Afterwards, the statistical method, Cluster analysis, was performed for two different time periods dividing crisis period, which facilitated diagrams capturing regional grouping and their movements during different crisis period. Additionally, the Beta-convergence analysis was performed. Also the Beta-convergence analysis was run in three different time periods, which results revealed nicely the evolution of convergence and divergence be-tween Spanish regions during last ten-years marked by crisis situation.

In the early 1990s, Italy and Spain, traditional labor exporters, started to acknowledge their new position as ‘immigration countries’. This dissertation examines how both states have coped with the consequences of this rapid and unexpected shift. Combining discourse and policy analysis, we look mainly at political elites’ (parties and their members) discourses and practices, during the first decade of the immigration turn (from early 1990s until the early 2000s). The literature has often treated Italy and Spain as examples of the same ‘Mediterranean’ group, also usually assuming that they have followed a very similar route towards immigrants’ criminalization and a populist mobilization of the immigration theme. Adopting an innovative analytical perspective, this thesis arrives at an original understanding of both immigrants’ representation and immigration politics in Italy and Spain. The predominant categories mobilized by Spanish and Italian political elites in the construction of the immigration ‘problem', as well as the strategies used to seize the (political) opportunities offered by the immigration theme are more diverse than they seem. While in Italy a ‘grammar’ of insecurity has been reiterated and institutionalized by nearly all political groups throughout the 1990s, in Spain, parties have mostly treated immigration as a matter (problem) of social integration, politicizing (‘criminalizing’) the issue quite late in the decade. This dissertation concludes moreover that the rising influx of immigrants during the 1990s has triggered a revival of particular ways of framing the Italian and Spanish ‘nations’ and nationhood, which have strongly marked political actors’ approach to immigrants and immigration politics. In this way, while in Italy the post-Fascist idea of a bounded Italianità, grounded on family ties and blood connections, have underlie immigration policy-making; the post-Franquist conception of a ‘new’, open and plural Spain has overruled in Spain. We show how these different national ‘mythologies’ were instrumental for legitimating quite similar (restrictive) policies.

Résumé :
Against a background of declining macro-economic conditions in Zimbabwe, significant challenges confront management in changing the financial performance of debt-ridden parastatals or public corporations. Chronic budget deficits, poor economic policies and mismanagement have ensured that these under capitalised companies post successive losses thus increasing the burden on the tax payer who must pay for their survival. The research study seeks to establish the strategies which management can implement to raise revenue and improve cash flows in preparation for privatisation. If the companies are to be competitive in a deregulated sector, the chosen strategies must offer quick and sustainable solutions. The shareholder's intention is to place these companies in a profitable position in order to gain maximum value from prospective investors. The recommended strategies are intended to improve financial performance of a telecommunications company confronted by a myriad of problems, which include: - • Critical shortages of foreign currency required to implement network development and maintenance programmes as well as payment of traffic handling obligations. • Competition from new entrants, • Government intention to privatise a company weighed down by a huge local and foreign debt. • An economy experiencing negative growth, high unemployment and chronic inflation. MBA-Strategic Financial Management • A population on the verge of starvation resulting from food shortages created by badly implemented land policy and drought conditions afflicting Zimbabwe and Southern Africa in general. The study focuses on key processes that create improvements in revenue and cash flow generation in the short to medium term. The processes are considered against a background of declining macro economic conditions and telecommunications sector deregulation. Experiences on deregulation of telecommunications sector in other countries are considered, and in Zimbabwe, the work done by BT consultants during restructuring and commercialization of the Post and Telecommunications Corporation is assessed. The study shall consider and recommend changes necessary to improve revenues and cash flows. In particular, the study shall: - • Critically review service provision for new customers, line transfers, reallocation of recovered lines, the delayed billing of connected customers and meter reading timetable for statement generation. • Consider and develop improvements in international traffic and accounting rates management in order to increase revenues, which contribute half of the company's profits. MBA-Strategic Financial Management • Assess and develop debt management strategies in order to improve cash flow and profitability. • Assess the company's cash handling procedures and recommend process improvements in order to realise the computed servings in overdraft interest or earnings arising from timely investments. • Develop a system of continuous improvement through tracking, feedback and training.

The research project is centred on Spanish economic policies from 1937 to 1959, which guided the creation and development of the Instituto Nacional de Industria (the Spanish State-owned company, I.N.I. hereafter). Particular attention will be paid to the similarities, or differences, between these policies and those of Fascist Italy during the 1930s until the 1950s, especially as referred to the Istituto per la Ricostruzione Industriale (the Italian State-owned company, I.R.I. hereafter). I aim to capture the analogies between the two public entities, I.N.I. and I.R.I., through the analysis of their financial ratios, statutes, sector investment and production. If it is true that, in Italy, different economic policies were applied all along from the thirties to the fifties, some of them were autarkic. I.R.I can be seen as a reflection of the regime’s will, mirroring, mirroring the evolution of Italian economic policies. Since the different roles of the I.R.I. and its adaptation to the decisionmaking process of the Italian regime have not been considered by the literature that dealt with the I.N.I., especially with respect to the classification of the autarkic models that the I.R.I. was called to apply, my research attempts to identify which of the I.R.I. roles were copied by the I.N.I., and in particular whether it was the ‘war autarkic’ model, adopted by the I.R.I. between 1939 and 1943. Particular attention will also be dedicated to explaining why the creation of the I.N.I. was inspired by the Italian model of the I.R.I. The ultimate purpose of my project will be to provide a new insight on the economic policies of the First Francoism by discussing whether postwar policy in Spain was a continuity of the ‘war autarkic’ policy of the Civil War, and not just a ‘normal autarkic’ policy.

Résumé :
The expansion of fruit, vegetable and horticultural (FVH) production in California and Andalucia has been contemporaneous with a decline in 'native' farm labor and restrictions on lower-skilled migration. Resulting increases in the populations of unauthorized farmworkers have contributed to mounting tension over the rights and numbers of migrants in Spain and the United States. Yet, the similarities in farm labor outcomes contrast with the distinct geographical, temporal, sociocultural and institutional conditions in which these labor markets have evolved. Using Californian and andaluz FVH as exemplars, the dissertation explores the problem and problematization of unauthorized migration in the United States and Spain from 1985 through 2005. Four primary themes -uncovered in interviews with migration researchers, advocates, union representatives, employers and migrants -guide assessment of the relationship between the reproduction of illegality and the regulation of migration and FVH production: the (1) recruitment and (2) retention of unauthorized farmworkers and the role of (3) interest groups and (4) the state in migration and farm labor policymaking. Legislation, mass media and US and Spanish census and survey data illustrate demographic, economic and political shifts over this period. The study illuminates the primary, but not always direct, role of policies and politics in the magnitude and composition of migration and settlement patterns in both countries. Laissez faire regulation and symbolic enforcement have shaped the ethnic, legal and gender composition of the farm labor market. Political and structural constraints, as well as economic pressures, have institutionalized illegality in FVH agriculture, subverting the cost of human rights to the price of food. Coupled with economic growth, this outsourcing in situ has spurred labor market intermediation and fostered poverty in rural communities; agreement on a farm labor fix has been limited, although not eclipsed, by public contestation over illegal migration.

Résumé :
Submitted in partial fulfilment of the academic requirement for the Masters in Technology: Entrepreneurship, Durban Insititute of Technology, 2003.
South Africa has been classified as an upper-middle mcome developing country with a growth rate of 2.6%. In order to improve the quality of lives of all its citizens that includes the lowering of the unemployment rate, South Africa needs to achieve a growth rate of not less than 7%. One of the pre-requisites for economic growth is entrepreneurship. The SMME sector has been universally accepted as having the potential for generating employment and contributing to economic growth. In South Africa the SMME sector is a major contributor to the economy. Research has revealed that SMMEs fail in the first five years of start up or. stagnate in terms of development because of lack of skills, management expertise, finance and lack of basic infrastructure (such as electricity, physical premises and telecommunication). South Africa's entry into the global economy makes it imperative for businesses to have access to Information Communication Technologies regardless of the size of the business. The de-regulation of the Telecommunication Act 106 of 1996 made provision for SMMEs to provide telecommunication access to under serviced areas. This is a double-edged opportunity for the Durban Institute of Technology (M L Sultan campus) in that, the Durban Institute of Technology (M L Sultan campus) could become a Service Provider for Telecommunications access and at the same time provide SMMEs within its vicinity with Information Communication Technology access. This research outlines the various elements that a Higher Education Institution such as the Durban Institute of Technology (M L Sultan campus) needs to take into consideration for developing a Business Model to provide Information Communication Technologies to SMMEs within the vicinity of the Durban Institute of Technology. A sample of the SMMEs around the Durban Institute of Technology (M L Sultan campus) was interviewed to determine their ICT needs and their understanding of the impact of access to ICT on their business. It was found, inter-alia, that many SMMEs had no access what so ever and that there was a lack of understanding of the potential impact of ICT on their enterprise.
