The article offers a description of the system of higher technical education in Germany. Being a leading country, it has been implementing new stages, schemes and plans of the education development for many centuries; its learning technologies are borrowed from other countries, and students from all over the world dream of getting into one of the higher education institutions. This country is one of the leading countries in the technical specialists training, and therefore it is analyzed and systematized the system of higher technical education in Germany in the article. The higher technical institutions are divided into universities and higher applied professional schools and the curriculum examples are provided. There are different study areas in German technical universities and they are represented and compared. Different education programs at various faculties of educational institution are described in the article. The learning hours are defined, the practical and theoretical percentage of studying is illustrated. It is discussed that professional higher technical education in higher applied professional schools in Germany is based on the dual training of workers in various specialties. The dual training system is defined. The number of international students, the countries where they come from are shown. It is stated that Germany is an open country for international students and study here is widely oriented on new comers. It is actualized the education payment ways and described the possibilities of free learning. The authors conclude that universities represent a general model of learning while a student may combine learning with work in higher applied schools. A student can choose between full-time and part-time forms of studying.

Purpose The Indian technical education has experienced an exponential growth since 1995. However, the technical education system was not able to sustain it and the enrollments, particularly in engineering, fell down considerably. The purpose of this paper is to analyze the growth of Indian technical education from system dynamics (SD) perspective. Design/methodology/approach Technical education is a complex system in which the outcome of a decision comes with a third order delay. SD is an appropriate tool to analyze the causal structure and behavior of complex systems. This study developed an analogy from the physics of a boomerang to do the comparative assessment of “sudden overshoot and collapse” phase in the growth of Indian technical education. Further, it compared the technical education growth with the Gartner hype cycle. The growth model of Indian technical education was developed using SD software STELLA (version 10.0). Findings The model was simulated for five different policy scenarios. The outcome of the SD analysis shows that the “goal-seeking behaviour,” which produces stable growth without hampering quality, is the best proposition amongst all scenarios considered in the study. It identifies policies which will enable long-term stability in the Indian technical education system as well as policies which will lead to perpetual instability in the system. Research limitations/implications The study conducted will encourage researchers to use SD in analyzing complex systems for sustainability and in the selection of appropriate policies. Originality/value The paper uses boomerang analogy for analyzing the growth in engineering enrollments and highlights the presence of “the boomerang effect,” a term coined by the authors for sudden overshoot and collapse behavior, in the causal structure which is injurious to the education system.

Purpose The purpose of this paper is to discuss the status, values, and attributes of dual education. It investigates key elements of the dual education system in four selected countries while examining and recommending dynamics and roles for governmental policy, technical and vocational institutes, and employers in developing a dual education system in Thailand to generate a competitive workforce. The tripartite system of technical and vocational institutes, employers, and government in Thailand’s dual education is central to this study. Design/methodology/approach This study employs a documentary study, a survey, in-depth interviews, and responses from a focus group from technical and vocational institutes, employers, and the government. Findings This study found growing interest among technical and vocational institutes, employers, parents, and students in dual education. Within the tripartite system framework, the nine essential factors to improve the capacity of Thailand’s dual education system are: the technical and vocational institutes, curriculum, in-school teachers, accredited qualification, students, employers, in-company trainers, government policy, and government and related agencies. The government, companies, and technical and vocational institutes must collaborate for mutual trust and benefit while ensuring the quality of dual education programs. Originality/value This study is the first to examine the status and development of dual education in Thailand through the collaboration of key players. This study reflects the challenges of a major developing country in developing a dual education system, which other countries might face.

Abstract This paper presents how some communication problems between business and Technical Education System (TES) can be reduced. This comes to a misunderstanding of the needs of entrepreneurs for the knowledge and skills, in this paper treated as a resource on the market. The authors explain why debated issue falls in the area of corporate management. It identifies one of the reasons hindering the solution of problems. In order to clarify the issues it references the achievements of analytic philosophy of language and the theory of communication code. It proposed a method of facilitating the solution of the problem, which is being implemented since 2016 by the research team, co-created by the authors of this publication. The aim of the development of this publication is to supplement the theoretical and practical knowledge of management in manufacturing companies and others with high technical potential, where there is a large, growing and rapidly changing demand for knowledge and technical skills.

The strategic objective of modern technological education is to prepare children for life in a high-tech competitive world. The implementation of this task encounters the problems of material and technical equipment of educational institutions and their staffing. An integrated approach based on the pooling of all resources and efforts of interested parties is needed to organize a technological education modern system. Training programs for teachers should take into account their interdisciplinary nature, and include the psychological, pedagogical, and natural-science components, so as technical aspects. The important segment of technology education is training of technical specialists without pedagogical background to work at schools and universities, as well as training of school teachers and university lectures based on the modern technological order. In this regard, a new look at the IGIP programs is possible, these program goals and objectives interpretation should be applied to the teacher training within the system of high-school technological education.The article considers the approaches to solving the problems of high-school technological education system staffing, presents the comparative analysis of the current educational programs. The experience in training technical university teachers, masters of industrial instruction, technology teachers should be adjusted in accordance with the global changes in science, technique and technology.

Introduction. Additional education for high school students is considered as an integral part of the sustainable education system. In addition, during the school years there is a period of professional self-determination, so students have an increased interest in classes, which allows them to decide on their future specialty and prepare for admission to university.Purpose setting. To explore the role of a technical university in additional education for high school students in mathematics and computer science and show the priority areas of work of the university with schoolchildren.Methodology and methods of the study. The scientific research is based on legislative and regulatory documents, publications of domestic specialists and personal experience of the authors on extended school studies at the Novosibirsk State Technical University.Results. Additional education is considered from the point of view of the implementation of career guidance for students by a technical university. It is shown that universities play an important role in the scientific and methodological support and staff maintenance of additional education of schoolchildren in the technical direction of training. Based on the results of the analysis of a survey of students and their parents is shown that the participation of students in additional classes increases their self-esteem, which is objectively manifested in the growth of motivation in the study of mathematics and computer science at school, in achievements at conferences of various levels, in the choice of technical specialties. All students attending classes as part of additional education entered technical universities, moreover, none of the guys changed their decision to become a technical specialist.Conclusions. The specificity of additional education allows a technical university toeffectively participate in the system of additional mathematical training of schoolchildren, identify talented students, increase their interest in technical sciences and engage them as applicants to technical universities.

IBSI Education, one of which is a Tutoring Institution that uses “SiWeSi” to support administration, view schedules, see student progress, and so on. The success of the software that is built is based on whether or not the software works according to the objectives to be achieved. In the scientific concept of software engineering, the success of software is not only seen from the suitability of the resulting product to existing needs. The success of the software is also seen from the software development process. This study uses the McCall quality model because this method fulfills many components of the assessment and looks at quality from the user's point of view. The quality model used to measure the quality of SIWESI is determined from the results of the literature study.

The development of technical creativity of children and youth is a pressing issue in scientific research. The needs of modern society dictate its implementation. The development of pedagogical practice reflects the realization of society's needs of technically educated people. The focus of this research is on the development of technical creativity of children and adolescents using the private educational institution "Andromeda." The purpose of this article is to describe and substantiate modern approaches to the development of technical creativity of children and adolescents. The methodological foundation of the research is the work of domestic and foreign researchers on the development of students' creative abilities through the application of theoretical foundations in this field. The author of the article considers the methods of technical creativity development implemented in the given institution and describes the process of new methods introduction into the educational program on the example of 3D modeling courses in detail. The scientific novelty of the research is that the theoretical research of students' technical creativity is given practical justification through the example of PEI "Andromeda" activity. The integration of theory and practice becomes an important foundation for demonstrating effective forms of work with children and teenagers and the possibility of their popularization in the educational environment of postsecondary institutions. The study concluded that the system of additional education for children has a unique potential to develop students' abilities, with technical creativity being one of the actively developed areas of work with students.

From 2010 through to 2021, this study critically assessed Malaysia's government efforts to increase industrial involvement in the country's TVET system. The goal of this research is to look at what the Malaysian government has done to strengthen industrial involvement in the country's TVET system from 2010 to 2021, as well as to make recommendations for any future changes. A textual narrative synthesis, based on three elements: strategy, execution, and the impact of those policies in promoting industrial involvement in the Malaysian TVET system, was used to conduct a systematic review. Five government policies since 2010 have been extracted from 231 linked-literature sources, each of which presented a strategy to improve industry-TVET cooperation. All of these government measures, according to the report, adopted a corporatist paradigm, in order to encourage corporate participation in the national TVET system. This was done by providing various incentives, including tax breaks, training grants, and subsidies. Improvements have been suggested to boost the industry-TVET relationship in Malaysia, particularly by giving connected industries some obligations to participate in the country's human-resource development, in comparison to the German model of the dual Apprenticeship programme.

Background. The spatial aspect of professionals’ trust and distrust in socio-technical systems has not been sufficiently explored. The study of its structure, criteria for spatial distribution, and interrelationships of elements is of both scientific and practical interest. Objective. To perform a comparative analysis of the trust and distrust experienced by professional operators in a socio-technical system of subject–subject and subject–object interactions. Design. This work is based on A.B. Kupreychenko’s methodological approach to studying trust and distrust in socio-technical systems, adapted by the authors to the railway transport system in Russia. The subjects were 86 locomotive crew members. The main focus was on their trust/distrust in the operation of the socio-technical (railway transport) system, including their workmates, managers, and themselves, as well as the technical objects they operate (locomotives), manufacturers of railway equipment, and conditions of its operation. Results. The authors identified two relatively independent groups of indicators of trust/distrust in subject–subject and subject–object interactions. Trust in the elements of subject–subject interactions (involving workmates, managers, and the study participants themselves as specialists) was reliably higher than their trust in the elements of subject–object interactions (technical objects, manufacturers of railway equipment, and conditions of its operation). The correlations between trust and distrust in the elements of the socio-technical system were positive. Conclusions. Trust and distrust perform the functions of integrating/differentiating elements of a socio-technical system according to their predictability in various operating conditions. The degree of trust/distrust in the system elements and their “location” in the space of trust/distrust are important when professionals make decisions in the course of performing professional actions. The results of the study can be used for designing socio-technical systems to increase the predictability of their operation in unstable conditions.

Examined is the functioning of education systems in the context and terms of anthropotechnical systems of purposeful human activity is considered. In the educational system, the presence of signs of the anthropotechnical system is due to the appearance of intermediate technical objects in the process of live communication “teacher — student”, which occurred on a global scale during a pandemic and transition from “classical” contact education to distance education. The anthropotechnical system includes (with appropriate interpretation for a specific activity) four main functional components: engine, transmission, working body, control body. Their task in this case is to increase the “efficiency” of human intellectual efforts in purposeful activities to transfer knowledge and form life goals. The article presents diagrams illustrating the change in the place (role) of a person in the anthropotechnical system caused by the development of technical means. In the “limit”, this evolution can objectively end both with a reduction in the explicit presence and even complete “displacement” of the teacher from the education system, and with an increase in the inclusion of a person in the cognitive process. The latter, for example, is possible in the case of creating neurointerfaces common to humans and technical objects (as working organs). At the same time, the indispensability of contact teaching methods for the transfer of latent (personal) knowledge, teaching people in teams, and educating motivated individuals is noted.

This research study presents a comparative study between the quarter and the semester systems in the technical institutes, in terms of scheduling, training, and utilizing the training resources such as classrooms/halls capacity and employing the instructors. The size of the study sample was represented by the total number of students in classrooms/halls for the study courses in the quarter system by 8836 students distributed over 363 sections. While in the semester system 10360 students distributed over 358 sections. Thus, a comparison was made based on one training year between the two training systems for basic skills courses. The samples were used to know the effect of class capacity and teaching loads on the training system by making initial comparisons, and statistical tools were used where averages of class capacity and teaching loads were calculated to know the status and trends of the data using the plot box. In addition to descriptive statistics (Two samples F-test for variance) and finally, (t-test: Two samples assuming unequal variance) were selected. The p-value less than 0.05 of single-tailed confirmed that classroom capacity and instructors’ load were higher in the semester system compared to the quarter system.

At the moment, the online education system is taking on new dimensions. The need for a platform that will harmoniously combine modern functionality and ease of use is increasing. Creating electronic platforms using the latest technical developments allows you to organize high-quality online education. This research provides an overview of the platforms, namely: "Moodle", "Black board","Canvas”, "iSpring Learn" etc. All these platforms often provide similar features and users can hardly choose the most appropriate for them. Learning management systems have become increasingly attractive in recent times. These services have a large target audience and high demand in the field of online education. They can be used for both full-time and part-time training, storing course information, tests, and lectures, as well as monitoring training progress and maintaining reports. The research considered the advantages and disadvantages of each service, compare the platforms by a number of characteristics, namely: usability, mobility of the system (deployment system without the involvement of specialists), the presence of the built-in editor of the course, the availability of video conferencing, the availability of core functionality, additional functionality, support of various kinds of file extensions, the flexibility of the system, the availability of mobile applications, costs when using the platform. These aspects are the main ones when choosing a platform, as they are key when using online learning services. This theoretical research discusses several potential Learning Management Systems that can be utilized for teaching and learning processes in the context of institutions, organisations and businesses example Moodle, Canvas, Blackboard etc. The comparison is made based on literature reviews, analysis and interviews on the characteristics of the selected LMS providers. Among the characteristics considered are flexibility, ease of use, accessibility, and user-friendliness. This research also provides some recommendations on the selection of the platforms to be adopted. In developing nations such as Ghana, traditional face-to-face (F2F) mode of education is challenged when physical classroom (academic) resources are not available for all students in a particular tertiary institution. Globally, education modes have improved through learning management systems (LMSs) as a result of technological advancements. Accra Technical University (ATU) in Ghana is currently facing the problem of turning away qualified applicants due to the fact that the academic resources in ATU are not enough to accommodate all qualified applicants. Using a quantitative research instrument (questionnaire) in accordance to the five-point Likert scale and components of the technology acceptance model (TAM) framework, this paper tackled the problem above by proposing and developing an LMS to support the education of students in ATU. Analytical results of data responses from 200 lecturers and 16 students in ATU, showed that majority of these stakeholders are willing to embrace technology and the developed LMS in ATU.

The paper considers the digital education possibilities for a technical university, using the online courses on general physics course sections example. Online courses in physics contain video lectures, seminars, video demonstrations, and test tasks. All course content is available on the “Open BMSTU” distance learning platform. Current students’ knowledge assessment is carried out by testing in remote access mode. Test tasks have three levels of difficulty. Tests of the first complexity level allow you to evaluate the knowledge of physical quantities, laws, formulas definitions and assume the choice of the answer. Tests of the second complexity level contain problems that require knowledge of formulas and basic methods for solving problems. Tests of the third complexity level contain problems, the solution of which requires knowledge of formulas, logical thinking and provides for detailed problem-solving. Performing test task complexity determines the optimal ratio choice between the time taken to complete the test and the task content complexity level in the test. Regular testing allows not only to control but also to merge the information got at lectures, seminars and laboratory sessions. We carried out the statistical processing of experimental groups test results on the general physics course “Electromagnetism” topics using the digital educational environment MOODLE and EDX.

The institutional environment of U.S. school systems has changed considerably over a quarter century as standards and test-based accountability became central ideas in policy texts and discourses about improving education. We explore how U.S. school systems are managing in this changed environment by focusing on system leaders’ sense-making about their environments as they attempt to build educational systems to improve instruction, the core technology of schooling. We identify the policy texts and discourses system leaders notice and their framings, interpretations, and uses of these cues as they build educational infrastructures to support more coherent instructional visions. We argue that school systems’ educational infrastructure building efforts were intended at coupling their systems’ formal organization with particular environmental cues in an effort to influence classroom instruction. In turn, we argue that these educational infrastructure building efforts can simultaneously be motivated by, and in pursuit of, institutional ritual and technical rationality.

The aim of the article is to present the structure of the engineering educational system in Denmark with special emphasis on control engineering education at university level. In comparison with other European countries, the Danish system is unique in including four types of engineering schools: Technical University, Ålborg University Center, Engineering Academy, and Engineering Colleges. The curricula are based on the module systems, which in principle gives students great freedom in selection and combination of courses. For each engineering school the specific requirements and options are listed for lines/branches, which offer specialisation in automatic control. In conclusion the Danish engineering system is briefly compared with the systems in the other Scandinavian countries.

The present study investigated relationships among technical assistance, school leadership quality, and multitiered system of support (MTSS) implementation. The findings indicated technical assistance improved school leadership quality, and improved leadership significantly mediated the relationship between technical assistance and MTSS implementation for both behavior and academic systems. These results provide support for the foundational role of school leadership in MTSS implementation. Implications for providers of technical assistance are discussed.

Also in the DPRK, there are in parallel two sectors of higher education: regular and education for the working population. Higher education is not compulsory in North Korea.

The purpose of this study to examine the effects of the organizational size variables, personal technical skills, training and education programs, support from top management, and user involvement on the accounting information system performance simultaneously or in part. Purposive sampling was used in this study.This study had 50 respondents in its sample. The employees of the Tirtayasa Pekalongan Water Supply Company who had been working for more than a year in the counter/cashier, bookkeeping, cash, IT, engineering, PM and direct billing, customer data and accounts, CS, and marketing were the subjects of this study. This study utilized SPSS 27 for the multiple linear regression analysis method of data analysis.This study demonstrated that the performance of accounting information systems was significantly influenced simultaneously by organizational size, individual technical ability, training and education programs, support from top management, and user involvement. However, the performance of accounting information systems was influenced in part by the organization's size, individual technical ability, training and education programs, and support from top management. In the meantime, user involvement had no significant impact on accounting information system performance. Simultaneously the organizational size variables, personal technical skills, training and education programs, support from top management, and user involvement had significant effects on the accounting information system performance, and with a coefficient of determination or Adjusted R Square of 93,2%. Common technical graphics terms table, graph, chart, and diagram share a parallel logical structure with the four common types of technical graphics that the terms typically refer to. In the system of terminology as in the system of graphics types, four logical categories result from the possible permutations of two features. The abstract semantic features which underlie the meanings of the terms are in this discussion labeled as [UNITS] and [PROPERTIES]; likewise the significant features which distinguish the graphics types are here labeled as “units” and “properties.” These proposed semantic features reflect a fundamental semantic relation common to all meaningful statements, the attribution of a property (a predicate) to an object (a subject). The connection between term-features ([UNITS] and [PROPERTIES]) and type-features (“units” and “properties”) is a variable but systematic sense-reference relation. Consequently the terminology used to refer to the various graphics types varies systematically according to the markedness relationships among the terms. Principled explanations of the best uses for each graphics type follow from the proposed logical relations between them.

Адаптация к инновациям, их внедрение требуют разнообразных преобразований, как правило, новых для вузов и потому носящих инновационный характер. С целью успешного внедрения поставленных инновационных целей необходим способ управления изменениями инновационного характера, то есть любому техническому вузу необходима модель управления инновационной деятельностью технического вуза. Цель статьи показать организационные формы управления техническим вузом, которые будут способствовать повышению уровня знаний обучающегося. Показаны проблемы, стоящие перед техническими вузами, которые должны готовить высокообразованных инженеров для высокотехнологичного производства. Сформирована главная задача профессионального обучения студентов в технических вузах, рекомендовано применение кейс-метода для решения, в процессе обучения, реальных производственных задач, показана роль производственной и преддипломной практики с целью повышения качества образования в технических вузах. Рекомендована балльно-рейтинговая система контроля успеваемости студентов. Для технических вузов предложена схема научно-учебно-инновационного комплекса, структура рынка разработок и модель деятельности высшего технического учебного заведения. Предложено использовать цикл Шухарта-Деминга для построения модели повышения качества образования в вузе. Показано, что управление качеством образования в техническом вузе - это совокупность организационных форм управления. Activities of technical universities are associated with a stream of diverse changes. Adaptation to innovations, their implementation require a variety of transformations, usually new for universities, and therefore of an innovative nature. In order to successfully implement the set innovation goals, a way to manage innovative changes is needed, that is, any technical university needs a model for managing the innovation activity of a technical university. The purpose of the article is to show the organizational forms of managing a technical university, which will help to increase the level of knowledge of the student. The problems facing technical universities, which must train highly educated engineers for high-tech production, are shown. The main task of vocational training of students in technical universities is formed; industrial and undergraduate practice in order to improve the quality of education in technical universities. A score-rating system for monitoring students' progress is recommended. For technical universities, a scheme of a scientific-educational-innovative complex, a structure of the development market

The study proposes a way in which the learning and knowledge building (LKB) framework, which is consistent with the knowledge conversion phases proposed by Nonaka and Takeuchi, supports teachers’ informal and self-directed workplace learning. An LKB framework in a socio-technical system was developed to support professional development in an extended professional community. The LKB framework was implemented and formatively evaluated in the <em>in-service</em> course that prepares teachers for accreditation in an e-portfolio community. The extended community consisted of 16 participants, in-service teachers and domain experts. The evaluation considered (a) how the LKB practices of the framework became actualized among the community members and (b) what supported these LKB practices. Data were collected from log-files of the portfolio system. Correlation analysis and Bayesian dependency modelling revealed the way in which the bottom-up peer scaffolding from community members influences teachers’ LKB practices. As a result, the study proposes that a socio-technical system might promote LKB in a professional community.
