The author's goal is to illuminate the current business legislation in Central and Eastern Europe (CEE) through a comparison of three countries from the region, namely, Bulgaria, Czechoslovakia, and Hungary.The present study is divided into four parts. The first part states the thesis itself, the goals, and the structure of the discussion.
The second part provides the basic premises of the analysis, with emphasis on the current data on foreign investment in the three countries.
The third part presents the core of the comparative study and deals with the following issues: basic foreign investment laws, including corporate laws, property rights of foreign persons, currency regimes. Among other important aspects, attention is paid to the following subjects: general treatment of FDI, foreign investment in corporate capital, branches of transnational corporations, forms of FDI, special procedures for banking and insurance, closed sectors for FDI, financing of investment, incentives of FDI, domestic and international guarantees for FDI etc. The set of criteria used to assess the compared legislation focuses primarily on the essential features of that legislation. This narrow approach is expedient in terms of the huge area that relates to foreign investment.
The final part uses the findings of the comparative study of the relevant legislation in order to determine the reasons for the lagging interest of foreign investors in Bulgaria. These reasons are found not to be due to any deep-seated differences in the pertinent legislation, but rather to some other factors, such as historical, socio-cultural, and geopolitical.

L’éclatement de l’Autriche-Hongrie en un ensemble des nouvelles nations en 1918 constitue un événement clé dans l’historiographie de l’Europe centrale. Cette thèse porte sur les relations bilatérales entre deux Etats « nouveau nés » – la Hongrie et la Tchécoslovaquie. Elle se concentre plus particulièrement sur la politique extérieure hongroise et sur les perceptions, motivations et décisions du gouvernement hongrois et de ses différents organes politiques vis-à-vis de la République tchécoslovaque. Cette thèse questionne l'historiographie dominante qui décrit les relations entre Budapest et Prague dans l’entre-deux-guerres à travers le prisme de leur conflit territorial sur la Slovaquie et la Ruthénie – deux provinces hongroises annexées par la Tchécoslovaquie en 1918–1919. Cette recherche confirme que les élites hongroises et les cercles gouvernementaux espéraient récupérer ces territoires, mais elle démontre aussi que Budapest s’est efforcé d'éviter un conflit ouvert avec Prague, considérant que la Tchécoslovaquie était plus peuplée, industrialisée, militarisée et avait plus d'alliances internationales que la Hongrie. This thesis deals with the bilateral relations between two "new born" states - Hungary and Czechoslovakia.This thesis pays special attention the topic of the foreign policy of Hungary, by exploring the perceptions, motives, and the decisions that the government of Budapest and its different political bodies expressed in regard to the Czechoslovak Republic. This thesis aims to challenge the mainstream historiography which portrays the Budapest-Prague relations between the two World Wars through the prism of the territorial dispute over Slovakia and Ruthenia, two Hungarian provinces that were annexed by Czechoslovakia in 1918–1919. This research confirms that the Hungarian elites and the governmental circles were indeed unsatisfied with the loss of these two regions. However, the historiography has over-estimated the impact of territorial dispute on the practical and every day political attitudes and the decision making process in Budapest. This thesis claims that the Hungarian government tended to avoid open conflicts with Prague, considering that Czechoslovakia was more populous, industrialized, militarized and had more international alliances than Hungary. Analyzing primary sources mainly in Hungarian, and Czech, but also in Slovak, French and English, found both in the archives in Budapest and Prague and in published versions, this thesis argues that the government of Hungary seriously considered developing political, economic and international cooperation with Prague in the middle years of the Interwar. This thesis is organized into five parts. The opening part deals with the sources and the historiography. Part 2 examines the Hungarian policy on Czechoslovakia in 1918–1921. Part 3 tackles the Budapest-Prague relations between 1922 and 1930. Part 4 portrays the connections of the Hungarian democratic opposition with Prague in 1919–1932. This thesis is a study of British policy towards three Central European states in the wake of World War I. The aim of this thesis is to illustrate the continual British attempts to promote a union or at least economic cooperation in 'Danubia'. The first section concerns Anglo-Austrian relations. Chapter I. deals with British plans for the federalisation of the Habsburg Monarchy during the war. Chapter II. compares the Austrian policy of the British Delegation in Paris, the Foreign Office in London, and the Military Representative in Vienna. Chapter III. explains British involvement in the reconstruction of Austria. Chapter IV. traces the reasons for British disentanglement from Austrian affairs after the failed * Eastern Locarno'. The second section deals with the x special relationship' between London and Budapest. Chapter I. highlights the role of two British individuals in exploding the x Hungarian myth' in London. Chapter II. shows how the Bolshevik Revolution affected British diplomatic activities in Hungary. Chapter III. documents British involvement in the establishment of the Horthy regime. Chapter IV. analyses the impact of Anglo-French rivalry in Budapest on the whole of Central Europe. Chapter V. elaborates on British economic policy and the rehabilitation of the 'Pariah of the New Europe'. Chapter VI. illustrates the gradual cooling in Anglo-Hungarian relations. The third section concerns Czechoslovakia. Chapter I. examines the conflict between Czechophiles and Czechophobes in London. Chapter II. is an account of British efforts to prevent French domination in Prague. Chapter III. deals with the manoeuvres of Benes in London and Paris, and the cooling in Anglo-Czech relations. Chapter IV. explores the origins of British indifference towards Czechoslovakia, which resulted in the Munich crisis. The thesis concludes that Britain lost interest in Central Europe because of its failed efforts to promote reconcilation in the Danubian triangle.

This thesis presents a case study of Sweden’s foreign relations with Mozambique. It has been conducted in a deductive way departing from Arturo Escobar’s post-development theory, and with qualitative textual and content analysis combined with a semi-structured interview as methods. The aim of the study has been to test post-development theory on a least likely case, i.e. a case least likely to prove the theory right. The question being posed is whether countries giving foreign aid are doing so with altruistic or egoistic motives, and the starting point for this case study is the supposition that Sweden might exhibit a degree of altruism in its foreign policy. Sweden has been chosen as an example of an odd man out-state in international perspective, in order to ascertain whether structuralist critiques of the Western establishment and its development practices hold true or not. The results of this study show a mixed picture, where certain criteria of Escobar’s theory are found even in this least likely case; however, they are not fulfilled to the maximum, and the study also shows deep flaws in Escobar’s theory. The thesis presents a scrutiny of the historical relations between Sweden and Mozambique and moves on to a reading of official documents from Swedish authorities. Escobar’s cynical view of the Western establishment as consisting exclusively of malicious plutocrats is challenged, acknowledged and questioned at the same time. The study teaches us that there are exceptions to the rule, and that it might be dangerous to be so categorical in one’s assessments.

Swedish postwar aid to Germany from 1945 to 1954 is described and analyzed, especially as an expression of Swedish attitudes developed over a long period of societal evolution. As early as 1943/44 both Swedish voluntary agencies and the Swedish government began to plan program of postwar aid to Germany. Older and more recent attitudes to Germany, the views of Germans living in exile in Sweden and the intentions of the Western allies toward a conquered Germany were central in determining the nature and scope of Swedish aid. Programs incorporated the values of traditional Christian charity, secularized philanthropy and applied methods developed for emergency aid abroad and for social assistance at home. The new concept of the welfare state, strong in Sweden at the time, led to aid also being aimed toward long-term socio-political goals. Children, young people, mothers, refugees, displaced persons and what was regarded as the German elite were the main recipients of various aid efforts. In the atmosphere of the Cold War, aid came to be increasingly directed to West Germany. Postwar aid, with Germany as the main non-Scandinavian recipient, was Sweden's first experience as a long-term aid donor. While the efforts of voluntary agencies were concentrated abroad, the Swedish welfare state developed rapidly at home, leaving no room for privately sponsored social work. Even after 1950/54, therefore, the work of Swedish voluntary agencies was directed at needs abroad, mainly to so-called undeveloped countries outside Europe. This M.A studied how Russia was represented in selected media in Sweden and Germany, focusing on the annexation of Crimea in 2014. The purpose was to study how and which factors that influenced the view of Russia in selected media. The study was accomplished through a qualitative framing analysis of 32 news articles in Dagens Nyheter, Svenska Dagbladet, Süddeutsche Zeitung and Die Welt and by interviewing six Swedish and German journalists, applying a thematic analysis. Theoretical perspectives from framing, agenda setting and foreign policy theory were drawn upon to view how it influenced the media reporting. The results show that the representation of Russia was negative and President Putin was seen as the most dominant actor in all four newspapers. The Swedish newspapers DN and SvD took a larger international approach compared to the two German newspapers and focused less on national actors, while German Süddeutsche Zeitung and Die Welt focused and set the agenda for German actors in the conflict. Results from the interviews showed a low influence of foreign policy in the media reporting, that the views of Russia in Sweden and Germany are influenced by each country’s historical, cultural, political and economic factors and respective relations between Sweden and Germany’s relations to Russia.

The master thesis is based first of all on the archival sources of the Ministry of Foreign Affaires of the Czech Republic and it is the first overview which is given on the mutual Czech-Dutch relations according to the three above mentioned levels.

The aim of this thesis is to analyze the establishment and development of lectureships in the Swedish language in German universities during the first half of the 20th century. Building on earlier research about the role of language teaching abroad for public diplomacy, the study sees the lecturer as a part of both the the academic and political fields in Germany and Sweden. The establishment of and changes in the system of lectureships in Swedish 1906–1945 are explained through an analysis of the actors involved and of the assets allowing the actors to control both the establishment of lectureships and the appointment of lecturers in Germany. During the Weimar Republic a number of actors were involved in the establishment of the lectureships. They included academics with a scholarly interest in Scandinavian languages and old Norse,, the German state, which worked to promote the study of foreign countries and international academic mobility as a way of breaking German isolation after World War I, and the Swedish organization for the preservation of Swedishness abroad for which the teaching of Swedish abroad was a way of increasing the academic status of the language. After the National Socialist takeover in 1933 the NSDAP and the Swedish foreign ministry also took an interest in the Swedish lectureships in Germany for propaganda purposes. The dissertation shows how a system for the appointment of Swedish lecturers to Germany was established through interaction between the actors. Central in this process were the control over economic assets, a social network which made recommendations of lecturers possible, and the control over communication between both the lecturers and universites and between the German and Swedish states. The study also shows that the uneven distribution of assets between German and Swedish actors resulted in an inferior position for the German state and organizations in relationship to their Swedish counterparts.

I. The first part: The making of a diplomat and orientalist treats Åkerblad’s education, his initial diplomatic career and travels in East. The aim has been to give a broad background of what influenced both his political and scholarly choices and interests. Åkerblad became an accomplished oriental linguist in Uppsala. In 1783 he was sent to Constantinople to finish his education as an interpreter in the Swedish foreign service. After a short time in Turkey he was fluent in Turkish, Arabic and Modern Greek. Already before leaving Sweden in 1783 he had the ambition to travel in the East. There was a tradition of Swedes travelling in the Ottoman empire, they were not many, but Åkerblad was certainly inspired by them. II. The second part: 1789-1801: Political and professional change focuses on the decade following the French Revolution. Passing Paris in the spring of 1789 Åkerblad met the leading scholars in his fields. He missed the events of July by a couple of months. Åkerblad was initially an enthusiastic observer of the change in France. The fall of the French monarchy had immediate effects in both Constantinople and Stockholm. Sweden entered a period of political instability until 1809 when Finland was lost to Russia and a new constitution curtailed royal power. III. The third part: Reading Egyptian; deciphering the Rosetta inscriptions gives a detailed account of Åkerblad’s Egyptian work. It also describes his final diplomatic appointments in The Hague and Paris. Here the mainly chronological exposé of the first two parts is abandoned. Åkerblad’s entire work with the Rosetta inscription 1802-1815, as well as his continued Coptic and Egyptian research is treated. To give sufficient weight to what may be considered Åkerblad’s most important scholarly work it is necessary to treat his Egyptian involvement in a single context. IV. Åkerblad was ordered back to Sweden in 1804 when the diplomatic relations with France were severed. He disobeyed and went to Italy instead. This fourth part chronicles Åkerblad’s years during Occupation and restoration in Italy, the most stationary period in his adult life. Åkerblad’s life and his scholarly interests are certainly not representative of his times. But it cannot be the task of a biography to try to capture only what is representative. This biography is instead an attempt to make a few aspects of the period visible, some of them hitherto ignored. To write about Åkerblad’s experiences today sheds light on a few tumultuous decades and highlights the view of a scholar from the European periphery.

The aim of this thesis is to examine the foreign relations between Czechoslovakia and the United States of America during the second decade of the twentieth century. Particular attention is focused on the Czechoslovak effort to build a close relationship with the United States, an endeavor which resulted from the previous generous support, as many contemporaries believed, the United States provided to the Czechoslovak movement for independency during the World War I. The major objective of this study is thus to present evidence that Czechoslovak diplomacy intentionally pursued the vision of a stronger, above average bond with the United States. Furthermore, it attempts to assess to which extent was the Czechoslovak policy successful and which limitations it had to face. In this effort, the thesis mainly draws on extensive study of the archive materials from the Ministry of Foreign Affairs.

This thesis analyzes Brazilian Foreign Policy in the second half of twentieth century. The case study on relations between Czechoslovakia and Brazil during the Cold War is the core of the dissertation. The study is based on unpublished materials from Czech archives. The case study is preceded by two sections: first one deals with tradition and development of Brazilian foreign policy, describes the forming of Brazil-US special relationship and the positions of Brazil in the international politics. Second chapter defines key milestones of the Brazilian Foreign Policy in the second half of 20th century for the purposes of the case study and for better understanding of the context. It focuses on relationship with Eastern Bloc, United States and Western Europe. The chapter is divided into six periods. Same periodization is then used for the case study. A chapter on the tradition of relations between Czechoslovakia and Brazil before 1945 and a chapter on the Czechoslovak intelligence service activities in Brazil are added to the case study. The case study primarily deals with political and trade relations. The case study shows us that the trade was crucial for upholding the relations. This thesis aims to present and analyse economic relations between Czechoslovakia and Argentina in the years 1945-1989 (i.e. a period that almost precisely coincides with the duration of the Cold War. The work focuses on a historical analysis of primary sources and archival documents of the Czechoslovak Federal Ministries of Foreign Affairs and Foreign Trade. This material was selected in light of the rarity of secondary literature devoted to this area. To a certain extent, this is a pioneering work, especially given the fact that the archives of the Federal Ministry of Foreign Trade have not yet been declassified and still enjoy only limited usage (processing) in a single publication. One primary function of foreign trade with the Latin American countries (with the obvious exception of Cuba) was to foster good relations between South America and Czechoslovakia during the Cold War. The study of this use of trade as a foreign policy instrument can provide useful lessons about pragmatic considerations to be borne in mind when designing foreign policy as a whole. The thesis presents new findings on the topic and attempts what may constitute the most comprehensive attempt to address economic relations between the aforementioned countries within a defined period.

This thesis analyzes the development of Czechoslovak-Cuban relations in the eighties of the 20th century. In the first part the author is shortly showing development of mutual relations after the Cuban revolution in 1959 and the role of Czechoslovakia in the process of consolidation of the regime of Fidel Castro. Later the author is concentrating on the core of the paper, which is divided into four chapters. These chapters are analyzing in detail particular areas of mutual relations - political, economic, scientific and technical cooperation and cultural. In the political area author is investigating the changes in international relations in connection with advent of Ronald W. Reagan and Mikhail S. Gorbachev and its influences on the relations between Czechoslovakia and Cuba. In the eighties the core of relations had been shifted into the economic sphere and trade, loans and investment units which were often discussed and also were sources of disputes. Scientific and technical cooperation and culture were traditional forms of mutual relations and also during the eighties the cooperation was intense. The Fourth Republic fell sort of expectations of French nation. The institutional system based on predominance of political parties could guarantee neither inner stability nor the return of France to the world political power. Weaknesses of French governments and their inability to cope with the serious political and economic issues resulted in collapse of the Fourth Republic in spring 1958. Some months later a new political system was established. It enabled to give France back its grandeur and independence. The first decade of the Fifth Republic, closely connected with the personality of President Charles de Gaulle, was greatly affected by the Algerian War of Independence in consequence of which all social and political spheres of the country were impacted. The Evian Agreements of March 1962 established an independent Algeria and enabled Charles de Gaulle to carry out his own political conception, including greater openness to the Soviet Union and its satellites. Czechoslovak-French diplomatic and cultural relations in the years 1948-1968 correspond to large extent extent to the evolution of international policy with its alternation of easing and tightening of the geopolitical tension and they also reflect the changes in domectic political situation in both countries. Jan Lomíček Doctoral thesis External and internal factors of Soviet Union image creation in interwar Czechoslovakia Abstract The doctoral thesis uses both Czechoslovak and foreign archival sources and period sovietica to analyse the most relevant inner and outer factors influencing the creation of a positive image of the Soviet Union in the eyes of interwar Czechoslovak public. On one hand, there were various mechanisms used by the Soviet propaganda. Here we can mention propagandist image of the USSR which was created according to Czechoslovak sympathizers' needs - pictorial periodicals, foreign broadcasting meeting listeners' demands etc. At the same time, the Czechoslovak public adopted the identical categories that were used by the Soviet side to describe the reality, such as work - education - equality - emancipation - freedom - new versus old - civilization - development - growth. Besides common propagandist means the USSR used also the foreigners' visits to confirm its idealized image. The approach to Czechoslovak citizens was improved after the Soviet travel agency Inturist had been launched. This agency should take care of the foreign visitors. The study analyzes the largely understudied cinematic cooperation between Czechoslovakia and Cuba in the first decade following the Cuban Revolution. It is based mostly on archival documents from the former Central Directorship of Czechoslovak State Film, the ministry of education and culture and the ministry of foreign affairs. Several chapters also draw from oral history, data collected from series of interviews with Cuban technicians and artists who have worked in Cuban cinema since the 1960s as well as Czechoslovak experts who worked at the Cuban Institute of Cinematographic Arts and Industries in the 1960s. The Cuban Institute of Cinematographic Art and Industry (CICAI), founded in March 1959 shortly after the triumph of the Revolution, faced a shortage of human and material resources since its inception. The film industry, which had been mostly in the hands of the Americans before 1959, lost much personnel due to mass emigration. Later on, due to the American blockade and embargo, it also lost its most important provider of films, material and equipment. The majority of CICAI's technician and artists were just starting and were lacking in technical knowledge required to make films. This work seeks to answer questions concerning the role France played in shaping the Czechoslovak elite in the first half of the 20th century. The study rests on three basic pillars. The first is a study of the framework in which Franco-Czechoslovak relations developed in the area of culture, cultural and educational policy. The second pillar is the question of France's direct involvement in Czechoslovakia - by means of solid structures created in connection with the establishment of the new state, and with the development of active French cultural policy after 1918. On the one hand, the French Institute in Prague, which, in the period under study, wanted to be more than a mere cultural centre, its ambitions primarily concerning scientific cooperation (language, philosophy, history, law, medicine, economics, chemistry, technical disciplines). On the other hand, the French Real Grammar School in Prague, the example of which gives a very good study of the competitive limits of cooperation between the two countries in the field of secondary education. Despite the growing number of students, this private institution (nationalised in 1937), never stopped addressing a key question: is it a Czechoslovak school teaching in French or a French educational institution operating in Czechoslovakia?
