Résumé :
Ensuring dignified care for needy populations worldwide is a collective responsibility that transcends geographical and environmental conditions. Modern entrepreneurs and businesses should incorporate social responsibility into their core objectives and success plans, recognizing the influence of underprivileged communities on their operations. However, not all organizations possess the internal capacity to actively practice social responsibility due to factors such as business type or staff profile. Consequently, many companies support other institutions dedicated to social causes, viewing it as a business opportunity that can yield modest profits. This article presents a case study of Diagnext.com, a small company that has devoted 14 years to technological innovation in digital health and has made significant contributions to public healthcare. Their initiatives have had a remarkable impact on the Amazon Rainforest's remote populations, including indigenous communities and river dwellers, facilitating hundreds of thousands of medical consultations annually. The case study aims to understand the main factors that drove Diagnext.com's promoters to invest their knowledge in social innovation and how they are proactively building their future. Key aspects explored include the leadership profile of Diagnext.com, ethical and sustainability concerns, transparency, and social responsibility. By analyzing these factors, the article highlights the importance of integrating social responsibility into business practices and the positive outcomes that can be achieved through technological innovation in addressing the healthcare needs of underprivileged populations.

Résumé :
The health sector is one of the most knowledge-intensive and complicated globally. It has been proven repeatedly that Business Intelligence (BI) systems in the healthcare industry can help hospitals make better decisions. Some studies have looked at the usage of BI in health, but there is still a lack of information on how to develop a BI system successfully. There is a significant research gap in the health sector because these studies do not concentrate on the organizational determinants that impact the development and acceptance of BI systems in different organizations; therefore, the aim of this article is to develop a framework for successful BI system development in the health sector taking into consideration the organizational determinants of BI systems’ acceptance, implementation, and evaluation. The proposed framework classifies the determinants under organizational, process, and strategic aspects as different types to ensure the success of BI system deployment. Concerning practical implications, this paper gives a roadmap for a wide range of healthcare practitioners to ensure the success of BI system development.

Technology has also influenced various sectors, an example of technological development is the emergence of application software that makes it easier for companies. But not only that, one type of form of technology that is growing rapidly in the era of pademi is information and Communication Technology in the field of Education. With the existence of social media, the younger generation takes advantage of this to take part and influence the community by showing their intelligence to set an example to the community through social media. One of the things that need to be considered in creating a competitive advantage for culinary, fashion, music, tourism industry players in the pademi era is Database Building and Management, namely the application of a platform that includes WhatsApp Business and email lists as a data container for potential repeat purchases by consumers. Since the pandemic conditions, consumers prefer to buy food, clothing, household items dal other delivery rather than come on the spot. Adaptation for behavior towards the new normal by developing strategies such as social distancing, health consider, cashless, less contact must also be implemented by existing businesses. In the context of business, technology can provide changes so as to create a new point of view in business known as digital marketing or internet marketing that utilizes the internet as a market medium. Conventional businesses are more concerned with purchases made by consumers. However, with a circular business model, how consumers can obtain goods and services is more important. Conventional business success focuses more on the material benefits gained from the sale of goods or services. They are result oriented. However, circular businesses are more concerned with how they can create a balance between environmental, social, and profit aspects.

Résumé :
Small business managers often lack the leadership skills necessary to sustain their businesses beyond 5 years. The United States Small Business Administration reported that more than 65% of small business owners, including home health care agency managers, fail within the first 5 years of operation. Guided by Burns and Bass's transformational leadership theory, this multiple case study explored leadership skills that managers in home health care agencies need to sustain their new businesses beyond 5 years. The purposeful sample comprised of 3 managers from 3 different home health care agencies within a 75-mile radius of Baltimore, Maryland, that had demonstrated success in surviving past 5 years. Semistructured interviews, agencies' quality assurance plans and policies were reviewed, and procedural documents related to leadership skills were gathered as data. Yin's 5-step data analysis technique was used to identify key themes. Member checking enhanced the credibility of data interpretation. Themes that emerged from data analysis were business management, knowledge and performance, and transformational leadership. Study findings may contribute to positive social change by providing practical guidance to home health care managers, which may improve their agencies' viability and delivery of patient care. Business implications include the provision of long-term employment to workers and safety assurance to patients' families.

Résumé :
This survey collected information on aspects of health amongst an employed population, employees in 14 different organisations in the West Midlands Regional Health Authority; and was a stratified sample of senior managers, middle managers and operatives. Nine hundred and sixty questionnaires were distributed asking for both quantitative and qualitative information on 58 questions covering health, work, family, leisure activities and life-style. A response rate of 48% (459 returned questionnaires) came from 290 men (63%), 165 women (36%) and four people (1%) who did not answer the gender question. The initial findings from this study are unique in that there has not been a specific review of the health of people at work. In answer to the main research questions, 92% felt they were healthy. Compared to others of a similar age, 34% felt their health was `above average', 58% `average', and 7&37 `below average'. Thirty two percent of respondents had visited their GP in the past 1-2 months; the highest reason given was disorders of the respiratory system, 20%. People's perceptions on the effects of work on their health were: good effect, 13% fair effect, 20% no effect, 27% poor effect, 27% and bad effect, 7%. The effects of leisure activities on health were thought to be more positive: good effect, 46% fair effect, 20% no effect, 21% poor effect, 3% and bad effect, 2%. The perceptions of effects of life-style on health were considered to be: good effect, 32% fair effect, 32% no effect, 20% poor effect, 9% and bad effect, 1%. In this survey, leisure and life-style were seen by employees to have more beneficial effects on health than work. Future implications include a review of occupational health as a major policy development area within primary care. There is a need to influence the education and training of health care practitioners in order to affect their ability to practise effectively in this new and challenging area of work.

Résumé :
Conventional thought dictates that what cannot be measured, cannot be improved. In a quest for improved operational and financial performance, many project-based enterprises have developed numerous methods to measure success. Unfortunately, many of these methods appear to be neither applicable beyond the project boundary nor able to promote effective and proactive decision-making. As a potential remedy, a theoretical framework was developed using principles of Enterprise Engineering to create a performance measurement system for project-based organizations. Known as ARIES (Agile Resource Information and Execution System), the framework builds upon existing project and program management knowledge in order to provide a quantitative methodology for evaluating aspects of enterprise sustainability. By incorporating specific measures, the framework is also able to create a graphical depiction of the enterprises operational performance. To validate the framework, retrospective data were obtained from a successful Architecture and Engineering (A/E) firm that designs and oversees commercial building projects. Analysis of the data provided a picture of the frameworks immediate and long-term benefits for project-based enterprises. From this picture managers can make improved decisions regarding existing and future work, thereby positively impacting the operational performance of the enterprise and enabling it to remain viable over a considerable period of time.

Résumé :
The purpose of this study is to find the relationship between financial health in an ice hockey club and its sport success. The study answers the research question: How can financial health of Swedish ice hockey clubs be able to explain the sport success in the Swedish Hockey League? Based on the research question, the study uses the theory Benchmarking and a more specific benchmarking terminology called Financial benchmarking. The study selects eight financial variables in order to benchmark the icehockey clubs in the Swedish Hockey League (SHL). A particular methodology within financial benchmarking, called Grey Relational Analysis (GRA), is used in order to determine the financial health of the clubs in relation to each other and therefore be able to rank the clubs based on each individual variable. The same financial variables, with the addition of four non-financial variables and exclusion of two financial variables, are used in a selected Logistic Regression model to explain how the variables contribute to the sport success of the clubs. The main conclusions which can be drawn from the study are as follows: The variables Net sales and Net profit are the two only variables which are statistically significant and are able to contribute to sport success. Secondly, the club HV71 is overall the club with the most optimal financial health in SHL, among the 12 clubs investigated. Lastly, accounting trends within this industry affects the financial outcome and further how it explained sport success. Trends such as a minimal or no amount of long-term liabilities is common among the clubs, where instead the total amount of liabilities mainly consists of current liabilities. It can be further concluded that profitability, revenue and equity are financial corner stones in a hockey club which participates in SHL.

The primary purpose for this study was to investigate small businesses organizational support and interest in health promotion. The research question for this study was, "Are small businesses actively involved with the organizational support of health promotion programs?"A survey was distributed via mail to small businesses in the Lynchburg, Virginia area, with a follow up three weeks later because an appropriate number of surveys had not been returned. The results of this study have provided insight into the current status of worksite wellness programs of businesses with fewer than 250 employees.Small businesses do actively support healthy food and smoking policies at the worksite. Some small businesses provided activities to measure employee health risks. The main issue small businesses deal with are safety/accident prevention. Other health topics are not prevalent in small businesses. Small businesses that had a health promotion program in place offered more programs and awareness materials than those who did not and are actively involved in the organizational support of health promotion programs.

Thesis (MTech (Business Administration (Entrepreneurship)))--Cape Peninsula University of Technology, 2015.
The purpose of this study was to evaluate the impact of business incubators on survivalist entrepreneurs in the Cape Metropolitan Area. The question that guides this research is: What is the impact of business incubators on survivalist entrepreneurs in the Cape Town Metropolitan Area? This study was conducted in the context of economic growth and development, considering addressing the following problems: small business failure and the unemployment rate in South Africa. Although entrepreneurship is of greater importance to the growth and development of an economy, not all entrepreneurs are presented with the same opportunities and resources as others. As opposed to formal businesses, informal small businesses are normally discriminated against in terms of support, which is offered to them to necessitate their growth. The contribution that they make towards economic growth and development is often seen as insignificant. They lack opportunities that are enjoyed by large businesses and they suffer from discriminating policies, which has resulted in suppressed growth of these business ventures.

Bodley, David Cyril. « The relationship between opportunity-related aspects and the performance of primary co-operatives in South Africa ». Thesis, Nelson Mandela Metropolitan University, 2017. http://hdl.handle.net/10948/14653.

Résumé :
South Africa is a country facing divisive social and economic challenges. It has a history that generated imbalances within the economy and requires urgent solutions to one of the most significant issues the country faces, having too few South Africans in work. Globally, a key solution to creating work has been to make small business the engine-room of economies. Consequently, the South African Government has identified the establishment of small businesses as a priority, which incorporates the development of collaborative forms of businesses in marginalised communities. The co-operative form of business and a strong co-operative movement is, therefore, a critical element of government’s initiative to create work and economic independence for South Africans. Governed by the seven International Labour Organization (ILO) principles, this form of business is often more complex than a typical firm, making the task of establishing and growing these entities particularly challenging. This study analyses the literature to gain an understanding of co-operative movements across the globe. It then looks at the specific challenges the movement faces in South Africa, followed by an analysis of best practice that a business should engage in its establishment and growth. Specifically, the literature examines whether there is a relationship between opportunity-related industry, market and entrepreneurial team aspects and improved business performance of business entities such as co-operatives. The study collates data from co-operatives in the South African economy using two separate methodologies. Firstly, a structured interview was used to acquire information on the opportunity-related aspects. Secondly, business transactions were recorded and basic financial statements were produced for each co-operative, enabling a rating on business performance. The primary data was then analysed within Chapter 6, to investigate the strength of the relationship between opportunity-related aspects and business performance. The findings extracted from the primary data reinforced certain facts within the body of knowledge as it relates to the relationship between opportunity-related aspects and business performance, but there were also some interesting new insights that were extracted from the data. The South African co-operative movement has achieved certain success and momentum as well as experiencing certain failures, and the study clearly highlights both, and makes recommendations to improve the movements and government’s efforts to establish a vibrant and meaningful co-operative sector.

Résumé :
The world needs entrepreneurs now more than ever; fresh thinkers, who spot opportunities and apply their talents to overcome obstacles to make their ideas happen. Entrepreneurs need to reframe the recession as an area of business opportunity for all. They must unleash their innovative ideas around the world and inspire solutions that will tackle issues ranging from poverty, unemployment and climatic change. It is the fundamental precept of the Christian faith that God calls not only ministers and other spiritual workers, but everyone to specific roles in his kingdom. Christian Entrepreneurs must realise that their calling to establish and lead business organisations that are designed to achieve results in the secular world. Christian Entrepreneur Organisations differ from secular businesses because they do business while being led by the Holy Spirit. Christian Entrepreneurship is the return of unfulfilled business leaders to the sense of "calling" enjoyed by fellow laity in the U.S.A. and Western Europe prior to the 20th Century. The goal is to develop a business that blends business excellence and entrepreneurship with Christian Biblical and theological perspectives. This exploratory study investigated the role of the Christian faith in Entrepreneurship and in Entrepreneurial businesses. The study identified some of the Christian business practices and introduced the reader to the different approaches this group of entrepreneurs have to that of the secular business equivalent.

Résumé :
Accountable care organizations (ACOs) are a new health care reform initiative that has been highlighted as one of the most important organizational structures that could lead to quality improvements and cost savings in the United States through shared savings. The inability of health care managers to successfully implement ACOs could result in financial losses, reduced patient access to health care, and poor patient outcomes. Grounded by von Bertanlaffy's general systems theory, the purpose of this multiple case study was to explore the system change strategies health care managers used to implement an ACO to meet ACO quality and cost standards. Health care managers from Arizona, New York, and Wisconsin who successfully implemented ACO system change strategies in their organizations comprised the population for this study. Data were collected through face-to-face semistructured interviews with 9 health care managers. Data were analyzed using methodological triangulation, thematic analysis, and Yin's 5 analytic techniques to identify patterns and themes. Three main themes resulted from the data analysis and included leaders with system change strategies improved successful ACO implementation, leaders who implemented health information technology improved successful ACO implementation, and leaders with care management system change strategies improved successful ACO implementation. The application of the findings from this study may contribute to positive social change because health care managers may use these system change strategies to successfully implement ACOs to improve patient care and access and reduce the financial burden of health care costs throughout the United States.

Résumé :
AbstractThe algorithms implemented through artificial intelligence (AI) and big data projects are used in life-and-death situations. Despite research that addresses varying aspects of moral decision-making based upon algorithms, the definition of project success is less clear. Nevertheless, researchers place the burden of responsibility for ethical decisions on the developers of AI systems. This study used a systematic literature review to identify five categories of AI project success factors in 17 groups related to moral decision-making with algorithms. It translates AI ethical principles into practical project deliverables and actions that underpin the success of AI projects. It considers success over time by investigating the development, usage, and consequences of moral decision-making by algorithmic systems. Moreover, the review reveals and defines AI success factors within the project management literature. Project managers and sponsors can use the results during project planning and execution.

Résumé :
AbstractPrEP in Scotland came with great expectation and celebration. As the first country in the UK to offer PrEP through the National Health Service (NHS), Scotland was heralded as a leader in HIV prevention. This chapter asks: how has the anticipation of PrEP shaped provision and use within the health system; how does the emergent and ongoing orientation of PrEP towards specific risk practices affect awareness, access and use, but also wider narratives of prevention, inequalities and ‘progress’; and, what kinds of biosexual citizens does it demand and produce? The chapter explores how the implementation of PrEP and the specific nature of its roll-out contribute to an orientation towards certain (gendered) PrEP users and PrEP use. It considers how the anticipation of PrEP as a biotechnology for particular risk practices, bodies and communities shapes promissory HIV prevention futures and determines what success and ‘celebration’ could be.

Despite of the importance of small business for Brazilian economy, a lack of studies in construction management literature about of this sized companies is observed. Thus, this paper aimed to analyze the perception about the success criteria of managers from Small Business of construction sector. To do so, was performed a study with managers of three construction companies from a semiarid region at northeast of Brazil. Through a qualitative and exploratory approach, 14 criteria to evaluate the organizational success were analyzed in depth comparing importance with use. It was observed that the perception of importance to each success criterion was higher than its uses. It was evidenced difficulties regarding the designers and the low importance attributed to environmental sustainability. Some similarities with medium and large business were also identified. We can conclude that the business are strictly focused on financial performance, while elementary aspects as health and safety are not achieve and reinforcing the connotation of social irresponsibility of the construction sector.

Résumé :
Engineering designers consider many aspects surrounding a product’s life in order to meet safety, reliability, quality, manufacturing, and cost requirements. Most of the time this is done in an excellent way and the resulting products offers broad functionality with high quality and reasonable price. However serious considerations of integration of environmental requirements are often missed in the product development process. All products contribute to a range of environmental problems. These problems arise through the entire life cycle of products from the creation to the disposal of products. Design for environment (DfE) is the systematic consideration of design performance with respect to environmental, health, and safety objectives over the full product and process life-cycle. It takes place early in a product’s design or upgrade phase to ensure that the environmental consequences of a product’s life cycle are considered. The key issue to success is how to select the most appropriate and effective strategy for a particular product to reduce environmental impacts without disregarding the business strategies in the decision making process. In this paper, a general framework is proposed to integrate the life cycle assessment and decision analysis for prioritizing the design for environment strategy by considering uncertainty issues exist in the decision making process. A case study is illustrated focusing in the product upgrade phase. The ultimate goal is to provide a design advisory tool for product designers in the hopes of facilitating their complex decision making processes by considering the environmental issues in mind.

Résumé :
Seaports are important factors in global economies since most of the global trade is operated through maritime sector. Economic importance of seaports can be observed from various positive effects they produce for the area where they are located. At the same time, seaport activities create negative effects on the environment such as marine, air and soil pollution, waste production and noise generation that affect the health and quality of life of people. This paper analyses the possibility of achieving sustainable development of seaports through the development and implementation of innovations. The implementation of innovations in seaports affect the success of their operations, reduces business costs and creates conditions for maintaining a competitive position on the market; thereby affecting the economy as a whole. Moreover, innovations reduce negative effects on the environment thus affecting the ecological aspect and improve the quality of life of citizens, thus affecting the social aspect. The results of the research indicate that innovations in the maritime sector are mostly focused on the existing markets and include a discounted process of small improvements in the areas of vessel design and construction, fuel technology and port infrastructure. However, the development possibilities of seaports can also include innovations that are more focused on information and communication technologies (ICT). Innovations can address economic, social and environmental concerns and can give alternative guidelines for achieving sustainable development of seaports.

Résumé :
A success of any business activity is depending on the level of the business competition to a large extent. Not every firm can properly retain its positions in the stiff competitive environment. The changes in the external business environment may induce the reorganization of the business in the form of company integration. There are also integration process in the Kazakh economy. However, despite high activity of integration processes in the business, they are not quite effective. This is primarily associated with the fact that integration processes are characterized by complexity of internal mechanisms, irrespective of the type of business amalgamation. The strategy of business amalgamation must be based on the data of thorough economic analysis. Given a complex nature of transactions in various types of amalgamation as well as a high risk level determined by uncertainty associated with the strategic decision-making, such system of indicators should be built as complex multi-tier structure excluding the possibility for unification. Each individual case of amalgamation is characterized by a unique set of factors influencing the conditions in which the integration process is performed. However, one may outline such indicators that are mandatory but are not always sufficient to substantiate the management decision-making about the appropriateness of the integration process, its feasibility, the degree of risk and the extent to which such amalgamation is efficient. A proper buildup of a complex system of indicators would allow giving a realistic assessment of economic practicability of the integration process and determining the level of its efficiency.

Résumé :
Social, economic and technological changes constantly change business landscape and raise an array of challenges to organisations. Organizations have to adapt to the environmental changes and maintain competitiveness and flexibility. Thus, changes aim to transform current state of organisations, to increase productivity and competitive advantage in the market. On the other hand, a number of investigations confirm that majority of organisational changes fail and do not produce an expected performance. Scientific literature suggests various management methods and links these methods to the desirable outcomes. Considering the fact that organisations are unique systems, some change management models do not capture such aspects as exceptional experience, culture, intuition of managers, etc. These issues lead to the restricted application of majority of models or methods. The opinions of scholars about definition and measurement of success diverge. The paper aims to investigate the factors impacting and restricting organisational changes. Particular emphasis is put on the success as the desirable outcome of all initiatives. The investigation is based on analysis and synthesis of scientific literature. A case of service providing company is presented. The paper integrates the main researches in the field and provides insights and recommendations into future investigations.

Résumé :
Abstract The Oil and gas industry is facing increasing demands that require new business models to sustain and maximize our resources to serve and support humanity's needs across the globe. The United Arab Emirates is seeking to become self-sufficient in gas supply by 2030. This has led the country to initiate several exploratory and appraisal projects to achieve this goal. This study covers one such pilot project targeting production from tight gas reservoirs in three wells through a coiled tubing (CT) underbalanced drilling (UBD) project in an onshore field. The technology directly serves the operator's visionary objective by sustaining production and meeting the energy mandates that would reduce the number of rig years. The Under Balanced Coiled Tubing Drilling (UBCTD) technology has a globally proven record of enhancing the production rate compared with conventional overbalanced techniques. The lateral length is limited due to buckling and lock-up of the coiled-tubing string, hence the multilateral drilling can overcome this limit and increase the well drainage compared to long horizontal sections. Implementing CTD with Multi-Lateral overcomes CTD limitation need for a single extended reach horizontal hole as conventional drilling, due CT lower Buckling limit, thus shorter lockup depth and reach in comparison with Conventional Horizontal Section. Detailed planning was carried out for the technology implementation and there were many challenges in the operations, nevertheless, this is the first project of it is kind for the operator company The lessons gained from daily challenging operations are considered the stepping stones for the technology implementation in Abu Dhabi. The technique for multilateral drilling is characterized according to definitions established in 1997 during the Technology Advancement of Multilaterals (TAML3) Forum held in Aberdeen. These standards classify junctions as TAML Level 1, 2, 3, 4, 5, or 6 based on mechanical complexity, connectivity, and hydraulic isolation. In UBCTD wells, the most common multilateral technology is with TAML level 1, which is done by open-hole sidetracks with barefoot completion. Comprehensive planning and simulations were done to overcome the challenge of different reservoir pressures, wellbore instability, and the absence of side-track operations history with CTD. Multilateral drilling with CTD proved to be successful, one UBCTD well completed, yielded gas production rates around two to three conventional wells. The UBCTD pilot was extremely successful in all aspects compared to the pre-set success factors as directed by the feasibility study that defines the following success criteria:Adhere to Healthy Safety and Environmental Considerations.Drill 4000 ft using CTD.Drill the well laterals completely underbalanced.Achieve a 1.6-2 times production increase compare to Conventional Well. This paper shall spotlight the project challenges and learnings gained from coiled tubing drilling (CTD) in all drilled wells and focus on a multi-lateral game plan to meet the project objectives.

Résumé :
Corporate social responsibility (CSR) is not a refreshing concept for the management of an organization in recent years. This concept refers to a firm, which has more responsibilities to adapt the needs of objectives apart from its stakeholders and owners in commercial, legal, ethical, and environmental ways (Beal and Goyen, 2005), and the responsibilities are achieved by meeting or exceeding the commercial, ethical, legal and philanthropic expectation from these objectives. The concept of corporate social responsibility was firstly introduced by the publication of Bowen's Social Responsibility of Businessmen in 1953, while almost all known companies have integrated this spirit into their business model. Nowadays, the promotion of corporate social responsibility has even become not only the wider responsibilities in which an organization contributes to society but also an approach to promote an organization's corporate image (Chang, 2009). The purpose of this paper is to briefly discuss the concept of corporate social responsibility regarding economic, ethical, legal, and philanthropic aspects, and the objectives served by corporate social responsibility such as environments, the society, and the public. This paper then explains how the realization of CSR from one organization can bring effects to its stakeholders and how the organization can obtain benefits from the implementation. Finally, this paper includes two cases from well-known companies in Taiwan, namely TSMC (Taiwan semiconductor manufacturing company) and FPG (Formosa Plastics Group) about how these companies successfully realize corporate social responsibility, and the impacts that influence the stakeholders, and the benefits they obtain for their corporate images.

Résumé :
Artificial Intelligence (AI) is one of the oldest fields of computer science used in building structures that look like human beings in terms of thinking, learning, solving problems, and decision making (Jovanovic et al., 2021). AI technologies and techniques have been in application in various aspects to aid in solving problems and performing tasks more reliably, efficiently, and effectively than what would happen without their use. These technologies have also been reshaping the health sector's field, particularly digital tools and medical robotics (Dantas & Nogaroli, 2021). The new reality has been feasible since there has been exponential growth in the patient health data collected globally. The different technological approaches are revolutionizing medical sciences into dataintensive sciences (Dantas & Nogaroli, 2021). Notably, with digitizing medical records supported the increasing cloud storage, the health sector created a vast and potentially immeasurable volume of biomedical data necessary for implementing robotics and AI. Despite the notable use of AI in healthcare sectors such as dermatology and radiology, its use in psychological healthcare has neem models. Considering the increased mortality and morbidity levels among patients with psychiatric illnesses and the debilitating shortage of psychological healthcare workers, there is a vital requirement for AI and robotics to help in identifying high-risk persons and providing measures that avert and treat mental disorders (Lee et al., 2021). This discussion is focused on understanding how AI and robotics could be employed in improving mental health in the human community. The continued success of this technology in other healthcare fields demonstrates that it could also be used in redefining mental sicknesses objectively, identifying them at a prodromal phase, personalizing the treatments, and empowering patients in their care programs.

Olsson, Olle. Industrial decarbonization done right : identifying success factors for well-functioning permitting processes. Stockholm Environment Institute, novembre 2021. http://dx.doi.org/10.51414/sei2021.034.

Texte intégral
Résumé :
1 Introduction 1.1 The urgency of industrial decarbonization The last few years have seen several of the world’s largest carbon dioxide-emitting countries and leading heavy industry companies committing to mid-century net-zero targets (Buckley 2021; Denyer and Kashiwagi 2020; McCurry 2020; Myers 2020). Consequently, the discussion on economy-wide transition to net-zero is accelerating, with focus shifting from “if” to “when” and “how”, even for heavy industry sectors like steel, cement and chemicals. This makes it increasingly urgent to analyse not just whether it is technologically feasible to decarbonize heavy industry, but also investigate issues more directly related to practical implementation. This includes site-specific planning, infrastructure availability, and consultation with local authorities and other stakeholders. Many of the latter considerations are formalized as part of the permitting processes that are an essential vehicle to ensure that industrial interests are balanced against interests of society at large. However, doing this balancing act can turn out to be very complicated and associated with uncertainties as to their outcome, as well as being demanding in resources and time. At the same time, to ensure broad buy-in and support from society, the investments needed must be implemented in a way that takes a broad spectrum of sustainability concerns into account, not just climate change mitigation. A key question is if and how permitting processes can run more smoothly and efficiently while still ensuring inclusive consultations, fair procedures and adherence to legal certainty. This policy brief discusses this question from the starting point of Swedish conditions, but many of the points raised will be relevant for a broader international discussion on taking industrial decarbonization to implementation. 1.2 Industrial transition and permitting processes in Sweden Decarbonization of the industrial sector in Sweden essentially entails a relatively small number of investment projects in the cement, steel, petrochemical and refinery sectors, where the vast majority of carbon emissions are concentrated (Karltorp et al. 2019; Nykvist et al. 2020). However, while few in number, the size of these investments means that their implementation will by necessity become relevant to many other parts of society. In connection with the increasing focus on how to implement industrial decarbonization in Sweden, discussions about permitting processes have been brought higher up on the agenda. While there has been an active discussion on permitting processes in Sweden for quite some time, it has primarily been focused on aspects related to mining and wind power (Larsen et al. 2017; Raitio et al. 2020). The last few years have, however, focused increasingly on industrial projects, in particular related to a proposed – though eventually cancelled – expansion of an oil refinery in the southwestern part of the country (Blad 2020). In terms of political discussions, both the governmental initiative Fossil-free Sweden (2020) and the Swedish Climate Policy Council (2020) emphasize that permitting processes need to become faster in order for Sweden’s industrial transition to be implemented in line with the time plan set by the 2017 Swedish Climate Act. Business representatives and organizations are also voicing concerns about the slow speed of permitting (Balanskommissionen 2019; Jacke 2018). At the same time, criticism has been raised that much of the environmental damage done in Sweden comes from activities conducted within limits set by environmental permits, which could be a flaw in the system (Malmaeus and Lindblom 2019). Finally, recent public inquiries have also discussed permitting processes.

Résumé :
Maintenance of traffic (MOT) during construction periods is critical to the success of project delivery and the overall mission of transportation agencies. MOT plans may include full road closures and coordination of detours near construction areas. Various state DOTs have designed their own manuals for detour mapping and coordination. However, very limited information is provided to select optimal detour routes. Moreover, closures or detours should provide not only measurable consequences, such as vehicle operating costs and added travel time, but also various unforeseen qualitative impacts, such as business impacts and inconvenience to local communities. Since the qualitative aspects are not easily measurable they tend to be neglected in systematic evaluations and decision-making processes. In this study, the current practices obtained based on an extensive literature review, a nation-wide survey, as well as a series of interviews with INDOT and other state DOTs are leveraged to (1) identify a comprehensive set of Key Performance Indicators (KPIs) for detour route mapping, (2) understand how other state DOTs address the qualitative criteria, (3) identify how the involved risks during the planning, service time, and closure of the detour routes are managed, and (4) recommend process improvements for INDOT detour mapping guidelines. As demonstrated by two sample case studies, the proposed KPIs can be taken as a basis for developing a decision-support tool that enables decision-makers to consider both qualitative and quantitative aspects for optimal detour route mapping. In addition, the current INDOT detour policy can be updated based on the proposed process improvements.

Résumé :
The Chartered Institute of Environmental Health (CIEH) was commissioned by the Food Standards Agency (FSA) to facilitate a workshop to explore regulators views about proposals to introduce mandatory online display of food hygiene ratings by food businesses in Wales. This report details the findings. Participants were supportive of the FSA’s proposals and welcomed the opportunity for engagement at an early stage. They were unanimous in their views that mandating the display of food hygiene ratings online by businesses would represent a natural progression of the current scheme which has evolved over time, reflecting changes in the landscape whereby online food sales have increased dramatically. A gradual approach to introducing any new requirements for food businesses was favoured with voluntary online display by pathfinder businesses initially, followed by phased implementation of a statutory scheme. The likely IT challenges associated with implementation, particularly for small food businesses was highlighted as a concern by participants who welcomed the prospect of a potential technological solution which would automatically update business websites and social media accounts with up-to-date ratings. The resource implications for already stretched local authorities associated with verifying business compliance was highlighted, but the opportunity for this surveillance to be done remotely by the FSA or others was identified, with LAs only needing to be notified in the event of a problem or non-compliance being identified for potential enforcement action. Investment in technology was identified as key to the success of this initiative as there was a general feeling that whilst the Food Hygiene Rating Scheme (FHRS) has developed over time, the technology supporting it has not. Participants suggested that a mobile app should be developed to provide consumers with quick, easy to access up-to-date ratings information. A mobile app would also enable other benefits to be realised. Early engagement about proposals with aggregators and identification of pathfinder food businesses were identified as potential next steps for the FSA, together with continuation of work to explore technological fixes to reduce potential burdens on businesses and regulators associated with implementation of the Scheme.

Résumé :
This is the final report on a three-year QUT-led research project that was conducted for The Puuya Foundation (2019-2023). Our brief was to: Assist the Puuya Foundation to develop and implement a Social Impact Evaluation Strategy (the Strategy) to strengthen the Foundation’s evaluation approach and build on the outcomes of the Foundation’s education and health projects in the Lockhart River region. The strategy will develop a robust approach with practical tools to measure the social impact of the Foundation’s programs, and the outcomes and learnings that emerge from these findings will inform the design, implementation and evaluation of all projects and programs delivered by the Foundation. As a practical outcome a social impact assessment framework has been co-created and tested in partnership with the Puuya Foundation and the Lockhart River community. The co-creative and codesign process is grounded in respect, reciprocity, and self-determination. Co-creation consciously seeks to have low barriers for participation across all aspects of the research, experiment with culturally meaningful modes of place-based communication and are suited to shared decision-making (Hancox, 2021). This process also aims to ‘address power differences, level hierarchies and connect hearts and minds of participants and stakeholders’ (Langley, Wolstenholme & Cooke 2018, 6). This has been made possible through the facilitative leadership of Board Director, Kirsty Davis and CEO Emily Schuh in these final years. This report details the methods or steps we have taken together from February 2021 to October 2023 and provides detail of our collaboration. The research team were initially informed by the foundational ‘Puuya Approach’: holistic thinking; shared learning; connectivity; partnerships and collaboration; opportunities for action; skills and knowledge; personal motivation, confidence, and commitment; valuing others; hope and determination; and authentic relationships to ensure our evaluation strategy aligned with, as well as collaborated and respected Puuya Foundation and Lockhart River community ways. The outcome has exceeded our hopes in that the co-designed evaluation framework has already been adopted beyond the use of just the Puuya Foundation and taken up by the community more broadly as their own for determining and designing new initiatives, to provide a methodology in grant applications, through to gauging the success of projects and programs. The framework is rightfully known in Lockhart River as ‘their’ (social impact) framework. Our aim that an active, meaningful framework for and by community would be co-created through this project.

Résumé :
Good Manufacturing Practices (GMP), a component of Pharmaceutical Quality Systems, is aimed primarily at managing and minimizing the risks inherent in pharmaceutical manufacture to ensure the quality, safety and efficacy of products. Provision of adequate number of personnel with the necessary qualifications/practical experience and their continuous training and evaluation of effectiveness of the training is the responsibility of the manufacturer. (World Health Organization [WHO], 2014; International Organization for Standardization [ISO], 2015). The classroom method of training that has been used for GMP capacity building in the pharmaceutical manufacturing industry in Nigeria over the years, delivered by experts from stringently regulated markets, have not yielded commensurate improvement in the Quality Management Systems (QMS) in the industry. It is necessary and long over-due to explore an alternative training method that has a track record of success in other sectors. A lot of studies carried out on mentoring as a development tool in several fields such as academia, medicine, business, research etc., reported positive outcomes. The aim of this study was to explore mentoring as an alternative GMP training method in the pharmaceutical manufacturing industry in Nigeria. Specifically, the aim of this study was to evaluate the impact of mentoring as a GMP capability building tool in the pharmaceutical manufacturing industry in Nigeria, with focus on GMP documentations in XYZ pharmaceutical manufacturing company located in South-Western region of Nigeria. The methodology comprised gap assessment of GMP documentation of XYZ company to generate current state data, development of training materials based on the identified gaps and use of the training materials for the mentoring sessions. The outcome of the study was outstanding as gap assessment identified the areas of need that enabled development efforts to be targeted at these areas, unlike generic classroom training. The mentees’ acceptance of the mentoring support was evident by their request for additional training in some other areas related to the microbiology operations that were not covered in the gap assessment. This result portrays mentoring as a promising tool for GMP capacity building, but more structured studies need to be conducted in this area to generate results that can be generalized.
