Interwar European historiography teaches us significant lessons on states' reactive responses to economical and social instabilities. In such an atmosphere of “insecurity” one sees more states adopting socioeconomic policies for the construction of a so-called “society in harmony.” Thus such institutional policies build the path for tranquilization and participation as well as survival and reaction. This thesis questions the processes that lead to the foundation of Opera Nazionale Dopolavoro (OND) in Italy and Halkevleri (People Houses) in Turkey in comparison. It departs with the socioeconomic analysis of capital distribution crisis and capital accumulation crisis in inter-war Italian and Turkish contexts with developing totalitarian and solidaristic corporatist models respectively. In this base, it tests the hypothesis; if employment of these institutional policies by relative inter-war governments reflected a reactionary response to crises of an “infrastructurally perceived threat” leading to social disintegration. The research methodology is developed on three levels, regards to (1) theoretical, (2) discursive and (3) policy formation matters. It firstly approaches the infrastructural and superstructural circumstances in each national context. Then it maps the perception patterns of intellectuals and law-makers leading to specific policy making practices. Following an excavation of primary and secondary sources, it observes that the hypothesis is partly rejected. The thesis defends that foundation of OND confirms the statement of being a reactionary policy against an “infrastructurally perceived threat” embodied as “organized labor”; however formation of Halkevleri negates the statement of being a reactionary policy against an “infrastructurally perceived threat.” It is observed that formation of Halkevleri reflects a reactionary policy against a “superstructurally perceived threat” imagined to be “counter-revolution.”

Expansion of property of venetian monasteries in Padua's territory (Xth-XIVth century): socioeconomic dynamics and political reflexes Venetian monasteries, rich of money but poor of patrimonial estate, developed since tenth-eleventh century a real escalation to buy lands in the regions nearby lagoons like the Trevigiano, the Padovano, the Ferrarese, the Veronese, the Ravennate, in Friuli and Istria. This phenomenon knew his acme after the fourth crusade (1202-1204) when Venice got an ingent quantity of money. The aim of my thesis is to analize the result of this process into a circumscribed geographic sphere: the Padua's district. In fact, this territory, was interested during the Middle Ages by solid acquisition of many venetian monasteries that increased their landed property in a gradual way but, at last, absolutly considerable. This work represents an excellent test to understand not only the consequences of this phenomenon on the economic evolution of the entire Paduan's contado (aspect at the basis for research-studies till now done and dedicated to relationship between Venice and Terraferma during the Middle Ages) but also at the complex social and politic dialectics set up between Padua and Venice. In fact the need of venetian monks and nuns to keep an high attention on the Terraferma, where considerables were their economic business, put inevitably a lot of reciprocal relationship between Venice and a real 'another world' what was, in the Middle Ages, the paduan socio-economic context. In addition this thesis may supply explanations on a still open question: how strong was, during the Middle Ages, 'the attraction' of the mainland into wide layers of the venetian society. In fact using as lens of observation the paduan monastic properties, we can realize that frequently coincided the interests of many families belonging to venetian establishment and religious owners as regards gestion and making of various ecclesiastic patrimonial estate.

Doran, Brenna Colleen. « The Ability to Purchase Organic Food Items among Participants of the Women, Infants, and Children Program in Los Angeles County ». ScholarWorks, 2016. https://scholarworks.waldenu.edu/dissertations/2084.

Texte intégral
Résumé :
Lack of accessibility to healthy foods is a factor associated with the increase in obesity, diabetes, and other negative health consequences. While programs such as WIC (Women, Infants, and Children) provide supplemental nutritional access to healthy foods, few organic food items are included in the WIC authorized food list. Government programs and policy makers that provide to the most vulnerable populations are concerned about equal availability of healthy foods. The purpose of this study was to compare variability and cost of organic food items in 24 large chain grocery stores located in high- and low-income areas. The theoretical concepts of social production of disease and political economy of health guided the study. The study used a quantitative research design to investigate the relationship between neighborhood income level and the consumer nutrition environment. Organic food scores were compared by neighborhood income level using t test and ANOVA. There were significant differences in availability and variability scores of healthy organic foods between high- and low-income neighborhood stores. Organic food items, specifically 15% fat content ground beef, peanut butter, apple juice, and eggs were priced significantly higher than conventional items (p < 0.05). Pricing of organic foods varied and no significant pricing trends were noted between neighborhood income levels. This study may contribute to social change by enhancing the conversation on organic food availability and affordability. Social change may be promoted through identification of the need to expand WIC authorization of organic food items and increasing produce voucher amount to allow WIC participants to purchase higher amounts of organic produce.

Résumé :
In the last few years, many researchers have highlighted the economic and cultural impact that crafts have on the development of territories, enhancing local identities and traditions. Various researches also point to the close relationship between trade (sometimes called ‘neighbourhood’ trade), crafts and historic centres, in terms of quality of life, and socio-economic and identity development of territories, showing their new centrality to processes of urban development and regeneration and the formation of social capital. It is evident how enterprise contributes to local development through social interactions based on negotiated and open collaborations between microenterprises, community and network. It was well argued how small business (commerce, crafts and neighbourhood stores) has always played an important role as a social garrison in sparsely populated areas, allowing cities and particularly urban centres to become more lively or livable, being able to give or take away quality from the city and the territory, attributing peculiarity, security and specificity to places or trivialising them in a homogenised landscape. Among the services of social utility recognised to the artisan workshop are: the guarantee of services useful to the livability of the place, the garrisoning of territories and the development of social relations, the promotion of local identity and its know-how, and the creation of employment opportunities through modest initial availability of capital. At the same time, the worsening recessionary dynamics that have occurred in the global economy over the past two decades and the disruptive digital transition have exposed such enterprises to increasing difficulties, disruptively accentuating the decline in competitiveness and propensity to innovate of a large proportion of craft SMEs, of which the socioeconomic literature does not see significant adaptations to the changed environment, such as reconfiguring the business model, adopting a totally new strategic plan adapting to the digital transition, generational transition, and adopting innovative organisational or system behaviours. This volume presents the Venice Original E-Commerce case – a project carried out by the Venice Metropolitan CNA thanks to the support of J.P. Morgan, the support of the Venice Rovigo Chamber of Commerce and the sponsorship of the City of Venice and Ca’ Foscari University of Venice – as a reference project intervention to focus on a possible model of intervention to support culturally-valued artisan micro-enterprises, intervening on the process of strategic renewal and the conditions to foster generational turnover, understood as an opportunity to fill the gap on the digitisation of the artisan sector.

This chapter draws attention to the ways in which a commitment to radical vulnerability can enable and enrich politically engaged alliance work, and the particular ways in which affect and trust empower translations across borders. It presents excerpts of letters, conversations, poems, and narratives from contexts that might seem disjointed and disparate on the surface but that tell stories—of encounters, events, and relationships—that have enabled the arguments made in the rest of this book. These fragments also point to the intense entanglements between autobiography and politics, and seek to initiate a discussion on feminist praxis that commits itself to learning and unlearning by inserting one's body—individually and collectively—into the process of knowledge making and the generative challenges that such insertion poses for imagining storytelling and engagement across socioeconomic, geographical, and institutional borders.

Résumé :
In 1972, the Bureau of Indian Affairs terminated its twenty-year-old Voluntary Relocation Program, which encouraged the mass migration of roughly 100,000 Native American people from rural to urban areas. At the time the program ended, many groups--from government leaders to Red Power activists--had already classified it as a failure, and scholars have subsequently positioned the program as evidence of America’s enduring settler-colonial project. But Douglas K. Miller here argues that a richer story should be told--one that recognizes Indigenous mobility in terms of its benefits and not merely its costs. In their collective refusal to accept marginality and destitution on reservations, Native Americans used the urban relocation program to take greater control of their socioeconomic circumstances. Indigenous migrants also used the financial, educational, and cultural resources they found in cities to feed new expressions of Indigenous sovereignty both off and on the reservation. The dynamic histories of everyday people at the heart of this book shed new light on the adaptability of mobile Native American communities. In the end, this is a story of shared experience across tribal lines, through which Indigenous people incorporated urban life into their ideas for Indigenous futures.

Résumé :
A History of the Ozarks, Vol. 3: The Ozarkers is the final volume of a trilogy chronicling the history of this middle-American highland region. It picks up the story where volume 2 left off, at the end of the long Civil War era in the late nineteenth century, and carries it into the twenty-first century. Through a period of roughly 130 years, The Ozarkers charts the region’s major socioeconomic developments: the rise and decline of the timber boom, the peaks and valleys of the lead and zinc industries, the growth of commercial agriculture and the demise of the family farm, widespread poverty and massive post-World War II outmigration, the boom in cheap-labor manufacturing, and the emergence of massive corporations (Walmart, Tyson Foods, Bass Pro Shops) that have brought select parts of the region unprecedented levels of affluence and unexpected racial and ethnic diversity. Undergirding The Ozarkers is an analysis of the role that stereotypes of “hillbillies” and mountaineers has played in the evolution of a region and its inhabitants. The book explores this phenomenon through a close examination of the tourism and entertainment industry, from the mineral water spas of the late nineteenth century to the torrid growth of Branson in the late twentieth. Tying this volume to previous ones in the series is the connective thread interpreting the Ozarks as a colorful regional variation of the American story, not the forgotten and backward land apart so long chronicled by folklorists and travel writers.

Résumé :
This book examines how the past several decades of neoliberal economic restructuring and reforms in Japan have reshaped the nation's corporate ideologies, gender ideologies, and subjectivities of individual employees. With Japan's remarkable economic growth since the 1950s, the lifestyles and life courses of “salarymen” came to embody the “New Middle Class” family ideal. As this book demonstrates, however, the nearly three decades of economic stagnation since the bursting of the economic bubble in the early 1990s has tarnished this positive image of salarymen. In a sweeping appraisal of recent history, the book shows how economic restructuring has reshaped Japanese corporations, workers, and ideals, as well as how Japanese companies and employees have responded to such changes. The book explores Japan's fraught and problematic transition from the postwar ideology of “companyism” to the emergent ideology of neoliberalism and the subsequent large-scale economic restructuring. By juxtaposing Japan's economic history with case studies and life stories, the book goes beyond the abstract to explore the human dimension of the neoliberal reforms that have impacted the nation's corporate governance, socioeconomic class, workers' ideals, and gender relations. Reworking Japan, with its first-hand analysis of how the supposedly hegemonic neoliberal regime does not completely transform existing cultural frames and social relations, will shake up preconceived ideas about Japanese men in general and salarymen in particular.

Résumé :
AbstractSeaweed farming is an important alternative livelihood activity that has been heralded as a development success story. It has advanced women’s empowerment and economic liberation in coastal communities in Zanzibar, despite recent declines in its production. Using data from 36 semistructured interviews, we explore the impacts of climate change on seaweed farming in Zanzibar and the coping and adaptation strategies available to farmers. Interviews reveal that climatic changes observed in Zanzibar are characterized by increased temperatures, increased winds, and irregular rainfall, and these changes have negatively affected coastal seaweed farming yields and quality. Combined with economic challenges, these environmental stressors are threatening the sustainability of seaweed farming and the wider development impacts that have been gained over the past decades. Establishing seaweed farms in deeper water, using new technologies, could be an adaptation method to overcome rising temperatures; however, there are significant socioeconomic barriers for this to happen. For example, women lack access to boats and the ability to swim. Adaptation options to the increasing impacts of climate change will be possible only with institutional support, significant investment, and through the empowerment of women and the participation local communities.

Résumé :
Abstract Since 2011, millions of Syrian people have had to leave their country and seek shelter in neighbouring countries and in Europe. Forced migration or displacement creates multiple vulnerabilities while trying to settle in a new environment. Socioeconomic, cultural and psychological vulnerabilities hinder them from participating actively in society. Higher education is one of the main ways that refugees and displaced people cling to hope for a better life. Their access to and participation in higher education has been a challenging route for many reasons both for themselves and also for the higher education systems and universities in their host countries. Turkey has a unique place in regard to Syrian refugees. It hosts the largest refugee population in the world with 3.6 million Syrians and 500,000 asylum seekers from other countries, such as Iraq, Iran, Afghanistan and Pakistan. Turkey has a young population with the 5–17 age group comprising 21% of the population, but the Syrian population is much younger as its rate is 30%. Turkey is also the country with the largest student population in the European Higher Education Area. The incomparable magnitude of the situation, among others, plays a crucial role in developing new integration policies. In spite of the ongoing difficulties and challenges, the past nine years proved a success story in protection, social cohesion and integration of these newcomers. Turkey has been suffering from some challenges, such as a supply and demand imbalance in higher education. Demographic factors, shortcomings of the higher education system and the unemployment rate among university graduates have been some long-term challenges for Turkish higher education. Moreover, a common misconception in public opinion, that Syrian refugees are admitted to Turkish universities without fulfilling the requirements, adds new challenges for future policies. Both the sheer number of migrants and also the emergency of the situation during this migration flow necessitated some action to be taken in the area of higher education. In a country like Turkey, where there is high competition between students to pass the nationwide university selection exam each year, encouraging Syrian students to access higher education seems to be an area for discussion. This paper is based on the fieldwork of research conducted in the context of the Hopes-MADAD project entitled “Elite Dialogue II- Dialogue with Syrian Refugees in Turkey through Syrian Academics and Students” in 2019. The main research subject is which types of vulnerabilities Syrian university students face, and how they can integrate into society in Turkey. New approaches and definitions are needed to touch the actual needs of the refugees to be actively involved into society. Nevertheless, research on the higher education practices of vulnerable groups in general, and of Syrian students in particular, is largely missing.

Résumé :
Dramatical changes in society’s infrastructure require new conceptual approaches towards the research of socioeconomic phenomena. Nowadays, environment surrounding people experience qualitative changes; it has become possible to use full information on the history of objects. It is essential to develop a conceptual framework enabling to thoroughly describe the interaction of an individual and a socioeconomic environment that is changed by digital technologies. In this article, it is suggested to use the concept of socioeconomic technology in the context of exploration of digitalization processes. These include the Internet of things, big data processing, widespread implementation of personal tools to process and share information etc. The concept of socioeconomic technology allows tying up new technologies with the needs of an individual and society as well as with phenomena emerging in socioeconomic infrastructure. The suggested approach may be used at the development and implementation of the Internet of things, of global communication infrastructure, of technologies for processing and storage of data, and for the research of other aspects of society’s digitalization. Today it is possible to research different directions for the development of consumption sphere and technologies taking into account the emergence of virtual properties of objects. Virtual properties result for example in multiple ways to implement things, in the possibility to store and use the full history of major objects surrounding an individual. Conceptual framework suggested in this article allows holistically addressing the issues of commercial efficiency and socioeconomic management in the age of digitalization.

Résumé :
The interaction between technology and people is characterized by sociotechnical models. In the context of design, these types of systems are analyzed to increase productivity. The level of productivity is expected to increase as the technology evolves. Still, a lack of focus on adaptive design hinders the success of sociotechnical systems. The problem is evident in the relationship between microgrid technology and the residents of developing communities. An analysis of this type of sociotechnical system is analyzed in this paper. Rural villages in the developing world often lack access to the power grid. However, microgrids can provide electrical power in these locations. Power can be harnessed from renewable resources such as wind, solar, geothermal, and hydropower. Large batteries are used to store energy and buffer the electrical supply with the demand. The system powers security lighting, water pumps, and purification systems. Microgrids also power small machines that sustain agriculture in developing communities. The access to energy uplifts the developing community socially and economically. Still, as the community evolves, energy demand increases and the microgrid is unable to provide sufficient energy. A challenge in microgrid design involves the scalability of the system. Currently, there is no method for adapting the microgrid system to the increases in demand that occur over time. Accordingly, a mathematical framework is needed to support design decisions that could otherwise support adaptability. A demand model to predict the energy use for a composite rural village is presented. The predicted demand requirements are configured using a design optimization simulation model. These configurations are studied, and adaptive design techniques are devised through the process. The outcome of this study identifies a basic design methodology for microgrid design that is cognizant of scalability. Moreover, it identifies key attributes and relationships for the mathematical framework that supports the overarching goal of adaptable design.

The aim of this paper is to reflect on two major trends concerning the urban development of the city of Viterbo, neither of which appears to stem from a precise urban policy. The first one was the depopulation and progressive decline of the ancient city centre caused by the relocation of the inhabitants towards the new council housing settlements and especially towards the countless new villas, originally intended as farm houses on agricultural land adjacent to the city. The second one, still ongoing, is an opposite trend, the result of profound changes in the social fabric of the society and of the present economic stagnation. Many unoccupied and neglected houses and flats in the city centre are appealing to people with limited financial means, in spite of the lack of upgrading. In addition, basements and cellars are being converted into actual housing units. The needs of the abovementioned people have triggered a new territorialisation of the historic centre. It is yet to be determined to what extent this phenomenon has been contemplated and understood, and whether the rise of such a uniform social fabric should be construed as positive for the general socioeconomic balance, of which the housing issue is only one of the factors.

Résumé :
One size does not fit all! This concept is relevant in many fields, and it constitutes a cornerstone in instruction and learning, where individual differences account for a lot of learning outcomes’ variance (see Bransford et al., 2000). Considering this and other factors, we have developed a theoretical concept for a non-intrusive intelligent tutoring system that uses student facial and vocal features to customize the appearance and behavior of a virtual tutoring agent – a user’s automated companion in computer-based learning environments. It is well known that computer-based learning cannot be built entirely on legacy learning paradigms; the challenges that need to be tackled in computer-based learning require new and innovative theories and educational methods. Using the latest ITC technologies and frameworks, computer-based learning methods and educational content could be adapted to suit students’ real needs while providing access to the most relevant knowledge in the most efficient way. Educators at all levels need to address the diversity in their students’ learning styles, the broad spectrum of individual abilities, and the diversity of socioeconomic and cultural backgrounds. For a while now, teachers have been called on to tailor educational activities for an increasingly heterogeneous student population (Jonassen and Grabowski, 1993) and there are a lot of success stories that can be discussed. Can we achieve the same flexibility in non-human instruction delivery methods? Can automated learning systems adapt and react to learners’ preferences the same way excellent teachers do in real-life scenarios? We believe so. We believe that using artificial intelligence and affective computing research results, in the near future computers will possess such abilities. What we propose is one step forward in this direction: providing e-Learning platforms with intelligent features that can read and interpret the students’ state and preferences, and adapt their behavior, in real-time, to respond to those preferences. This way, the over-all learning experience becomes more natural, engaging and immersive; thus, users will choose to spend more time learning and also learn more efficiently. This concept tries to replicate at a machine level, our subconscious human ability to constantly analyze faces, voices, gestures and nonverbal expressions of our peers in order to interpret emotions, satisfactions and dissatisfactions, attention, feelings. We propose a theoretical model for this type of artificial intelligence used in customizing the delivery of the instruction. Details relating to user models, intelligent tutor modelling and algorithms for adjusting the tutor model are provided. This approach builds extensively on breakthroughs in intelligent tutoring systems, artificial intelligence, affective computing and evolutionary based studies of human communication. It goes beyond the state-of-the-art by adapting and applying the theoretical research and open-source multimodal emotion recognition frameworks to e-Learning environments. Résumé :
The Engineering With Nature® (EWN) Program supports nature-based solutions that reduce coastal-storm and flood risks while providing environmental and socioeconomic benefits. Combining the beneficial use of dredged sediments with the restoration or creation of islands increases habitat and recreation, keeps sediment in the system, and reduces coastal-storm and flood impacts. Given the potential advantages of islands, EWN seeks to support science-based investigations of island performance, impacts, and benefits through collaborative multidisciplinary efforts. Using a series of case studies led by US Army Corps of Engineers (USACE) districts and others, this technical report highlights the role of islands in providing coastal resilience benefits in terms of reducing waves and erosion as well as other environmental and socioeconomic benefits to the communities and the ecosystems they reside in.

Résumé :
Community members who evacuate to shelters may represent the most socially and economically vulnerable group within a hurricane’s affected geographic area. Disaster research has established associations between socioeconomic conditions and adverse effects, but data are overwhelmingly collected retrospectively on large populations and lack further explication. As Hurricane Florence approached North Carolina in September 2018, RTI International developed a pilot survey for American Red Cross evacuation shelter clients. Two instruments, an interviewer-led paper questionnaire and a short message service (SMS text) questionnaire, were tested. A total of 200 evacuees completed the paper survey, but only 34 participated in the SMS text portion of the study. Data confirmed that the sample represented very marginalized coastline residents: 60 percent were unemployed, 70 percent had no family or friends to stay with during evacuation, 65 percent could not afford to evacuate to another location, 36 percent needed medicine/medical care, and 11 percent were homeless. Although 19 percent of participants had a history of evacuating for prior hurricanes/disasters and 14 percent had previously utilized shelters, we observed few associations between previous experiences and current evacuation resources, behaviors, or opinions about safety. This study demonstrates that, for vulnerable populations exposed to storms of increasing intensity and frequency, traditional survey research methods are best employed to learn about their experiences and needs.

Résumé :
Adaptive Social Protection (ASP) as discussed in this report is an approach to enhance the well-being of communities at risk. As an integrated approach, ASP builds on the interface of Disaster Risk Management (DRM), Climate Change Adaptation (CCA) and Social Protection (SP) to address interconnected risks by building resilience, thereby overcoming the shortcomings of traditionally sectoral approaches. The design of meaningful ASP measures needs to be informed by specific information on risk, risk drivers and impacts on communities at risk. In contrast, a limited understanding of risk and its drivers can potentially lead to maladaptation practices. Therefore, multidimensional risk assessments are vital for the successful implementation of ASP. Although many sectoral tools to assess risks exist, available integrated risk assessment methods across sectors are still inadequate in the context of ASP, presenting an important research and implementation gap. ASP is now gaining international momentum, making the timely development of a comprehensive risk analytics tool even more important, including in Indonesia, where nationwide implementation of ASP is currently under way. OBJECTIVE: To address this gap, this study explores the feasibility of a climate and disaster risk analytics tool for ASP (CADRAT-ASP), combining sectoral risk assessment in the context of ASP with a more comprehensive risk analytics approach. Risk analytics improve the understanding of risks by locating and quantifying the potential impacts of disasters. For example, the Economics of Climate Adaptation (ECA) framework quantifies probable current and expected future impacts of extreme events and determines the monetary cost and benefits of specific risk management and adaptation measures. Using the ECA framework, this report examines the viability and practicality of applying a quantitative risk analytics approach for non-financial and non-tangible assets that were identified as central to ASP. This quantitative approach helps to identify cost-effective interventions to support risk-informed decision making for ASP. Therefore, we used Nusa Tenggara, Indonesia, as a case study, to identify potential entry points and examples for the further development and application of such an approach. METHODS & RESULTS: The report presents an analysis of central risks and related impacts on communities in the context of ASP. In addition, central social protection dimensions (SPD) necessary for the successful implementation of ASP and respective data needs from a theoretical perspective are identified. The application of the quantitative ECA framework is tested for tropical storms in the context of ASP, providing an operational perspective on technical feasibility. Finally, recommendations on further research for the potential application of a suitable ASP risk analytics tool in Indonesia are proposed. Results show that the ECA framework and its quantitative modelling platform CLIMADA successfully quantified the impact of tropical storms on four SPDs. These SPDs (income, access to health, access to education and mobility) were selected based on the results from the Hazard, Exposure and Vulnerability Assessment (HEVA) conducted to support the development of an ASP roadmap for the Republic of Indonesia (UNU-EHS 2022, forthcoming). The SPDs were modelled using remote sensing, gridded data and available global indices. The results illustrate the value of the outcome to inform decision making and a better allocation of resources to deliver ASP to the case study area. RECOMMENDATIONS: This report highlights strong potential for the application of the ECA framework in the ASP context. The impact of extreme weather events on four social protection dimensions, ranging from access to health care and income to education and mobility, were successfully quantified. In addition, further developments of CADRAT-ASP can be envisaged to improve modelling results and uptake of this tool in ASP implementation. Recommendations are provided for four central themes: mainstreaming the CADRAT approach into ASP, data and information needs for the application of CADRAT-ASP, methodological advancements of the ECA framework to support ASP and use of CADRAT-ASP for improved resilience-building. Specific recommendations are given, including the integration of additional hazards, such as flood, drought or heatwaves, for a more comprehensive outlook on potential risks. This would provide a broader overview and allow for multi-hazard risk planning. In addition, high-resolution local data and stakeholder involvement can increase both ownership and the relevance of SPDs. Further recommendations include the development of a database and the inclusion of climate and socioeconomic scenarios in analyses.
