Using mathematical modeling tools, the effectiveness of the state policy in the field of small business development in the Moscow agglomeration was assessed. In the third chapter, the directions of increasing the effectiveness of the regional economic policy of small business development are defined. An economic and mathematical model of the factors of small business development in the regions and tools for assessing the impact of factors on the sustainable development of entrepreneurship have been developed. In order to increase the efficiency and effectiveness of the work of the executive and legislative authorities and authorities in the field of support and development of small and medium-sized businesses in the region, based on the principles of the OECD methodology for assessing the impact of the OECD on competition, recommendations were developed to improve tools for assessing the best municipal practices of the Russian Federation in terms of their impact on the entrepreneurial competition of small and medium-sized enterprises. business. Since the end of World War II, foreign policy thinking has been dominated by a realist (or neorealist) perspective in which states are taken as the relevant unit of analysis. The focus on states as the central actors in international politics leads to the view that what happens within states is of little consequence for understanding what happens between states. However, state-centric, unitary rational actor theories fail to explain perhaps the most significant empirical discovery in international relations over the past several decades. That is the widely accepted observation that democracies tend not to fight wars with one another even though they are not especially reluctant to fight with autocratic regimes. By looking within states at their domestic politics and institutionally induced behavior, the political economy perspective provides explanations of the democratic peace and associated empirical regularities while offering a cautionary tale for those who leap too easily to the inference that since pairs of democracies tend to interact peacefully; therefore it follows that they have strong normative incentives to promote democratic reform around the world. Rational choices approaches have also helped elucidate new insights that contribute to our understanding of foreign policy. Some of these new insights and the tools of analysis from which they are derived have significantly contributed to the actual decision making process.

Population Dynamics fills the gap between the classical supply-side population theory of Malthus and the modern demand-side theory of economic demography. In doing so, author Cyrus Chu investigates specifically the dynamic macro implications of various static micro family economic decisions. Holding the characteristic composition of the macro population to always be an aggregate result of some corresponding individual micro decision, Chu extends his research on the fertility-related decisions of families to an analysis of other economic determinations. Within this framework, Chu studies the income distribution, attitude composition, job structure, and aggregate savings and pensions of the population. While in some cases a micro-macro connection is easily established under regular behavioral assumptions, in several chapters Chu enlists the mathematical tool of branching processes to determine the connection. Many recommendations, however, may not coalesce with implementation science methods. There is a lack of consensus for economic evaluation in implementation science that has resulted in conflicting norms and conventions, which in turn make analyses difficult to compare, raise quality concerns, and may put the relevance of research into question. This chapter suggests new standards as areas for future research to improve the quality, rigor, transparency, and ultimately comparability of cost-effectiveness analyses in implementation science.

This chapter examines the role of informal tools in coalition management. Informal tools are understood as the ‘exchange of favours’: access to electoral resources, favourable state treatment of allies’ business interests, the conferral of lucrative or influential positions outside of the legislature and the cabinet, and, in some cases, illicit forms of exchange. It discusses the costs associated with these tools (financial, political, personal, public), and the factors that exacerbate or mitigate these costs: system-level factors (rule of law and personal-vote electoral systems), coalition-level factors (coalition size and congruence with the cabinet coalition), and conjunctural factors (proximity to the next election). The ways in which presidents deploy this tool are illustrated with detailed examples from Ecuador, Armenia, and Kenya. Finally, data from surveys of MPs are analysed to illustrate the relative costs of deploying the exchange of favours under different country conditions.

Governments rely on certain basic metrics and tools to analyze prospective laws and policies and to monitor how well their countries are doing. In the United States, cost-benefit analysis (CBA) is the primary tool for analyzing prospective policies, especially with respect to administrative regulations. Similarly, Gross Domestic Product (GDP) is perhaps the most prominent metric for monitoring a country's progress. In recent years, one of the most important developments in social science has been the emergence of psychological research measuring subjective well-being (SWB) or ‘happiness’. This article first explains the way in which SWB is measured and how those measurements have been validated. It then discusses well-being analysis (WBA), which uses happiness data to analyze prospective policies more accurately than does CBA. Next, it covers the ways in which SWB data have been used to generate prices that can be used by traditional economic analysis. This is followed by a discussion of attempts to revise CBA to deal with the limitations stemming from the fact that it uses wealth to assess the effects of policy on quality of life. Finally, the article lays out the progress made towards creating an SWB-based alternative to GDP.

In the different fields of science, many times, there is a need to estimate the associations between variables, as an approach to understanding the interaction of one as a function of the others. It is usually done by applying restrictive models, such as analysis of variance and linear regression. This type of analysis requires that the dependent variable be continuous, have a normal and constant distribution of the mean and variance. However, when the dependent variable is discrete or categorical, the linear model is not viable. Faced with this impediment, the theory of linear models arises and is expanded to broader categories, which have been called Generalized Linear Models. This category assumes that all distribution functions are exponential, in which the normal distribution is located. In this sense, in this research, Generalized Least Squares methods were applied in their various variants: of moments, ordinary and feasible. These models allow calculating the parameters of models in which the dependent variable has a Poisson or multinomial distribution. In such a way that the Generalized Least Squares serve as a tool to analyze the effect of the elections on public spending and its relationship with the electoral results, analyzing the variables of a budgetary nature, derived from the possibility that the government in power continues or is re-elected. For this, data related to the states and municipalities of México in the period 2007 to 2019 are used.

This chapter assesses the role of the Department of Political Affairs (DPA) in the Rwanda genocide. It situates DPA within the Secretariat of the early 1990s, explains the importance given to it by Secretary-General Boutros-Ghali, and analyses the department’s reaction to the crisis. The DPA’s role in monitoring the Arusha Peace Agreements and in providing the ‘political’ analysis of the Rwandan context is also reviewed, as is Boutros-Ghali’s desire for a powerful ‘political’ department to be juxtaposed to member states’ preference for peacekeeping and DPKO. The chapter also considers the leadership change of March 1994 when, a month before the genocide, Marrack Goulding took over the whole of DPA.

Actuator and sensor delays are among the most common dynamic phenomena in engineering practice, and when disregarded, they render controlled systems unstable. Over the past sixty years, predictor feedback has been a key tool for compensating such delays, but conventional predictor feedback algorithms assume that the delays and other parameters of a given system are known. When incorrect parameter values are used in the predictor, the resulting controller may be as destabilizing as without the delay compensation. This book develops adaptive predictor feedback algorithms equipped with online estimators of unknown delays and other parameters. Such estimators are designed as nonlinear differential equations, which dynamically adjust the parameters of the predictor. The design and analysis of the adaptive predictors involves a Lyapunov stability study of systems whose dimension is infinite, because of the delays, and nonlinear, because of the parameter estimators. This book solves adaptive delay compensation problems for systems with single and multiple inputs/outputs, unknown and distinct delays in different input channels, unknown delay kernels, unknown plant parameters, unmeasurable finite-dimensional plant states, and unmeasurable infinite-dimensional actuator states. Presenting breakthroughs in adaptive control and control of delay systems, the book offers powerful new tools for the control engineer and the mathematician.

This chapter examines the study of gender and electoral behavior. Early gender scholars took on the challenge of countering the literature’s portrait of women’s passivity and minority status. They provided analyses and data that could speak to the possibility that women were in fact participating, clear-eyed, and political. We begin with an overview of this early work, and outline the trajectory of research on gender and electoral politics through the present day, where women are now seen as a political force in American politics. Scholars have built on these groundbreaking efforts, re-centering attention more squarely on both women and men, gaining access to data they themselves shaped, and drawing on theoretical tools with a wider array of observable implications to shift understandings of sameness, difference, and the processes that give rise to these outcomes.

This article investigates the tradition of case-oriented configurational research, focusing specifically on qualitative comparative analysis (QCA) as a tool for causal inference. It first presents two analytic procedures commonly used by comparative researchers. A short description of the state-of-the-art of QCA applications is offered, in terms of discipline, types of cases, models, combinations with other methods, and software development. It then reviews different uses of QCA, as well as generic ‘best practices’. Some key recent evolutions are illustrated: on the one hand the development, beyond dichotomous ‘crisp set’ QCA (csQCA), of multi-value QCA (mvQCA), fuzzy sets, and fuzzy-set QCA (fsQCA), and on the other hand technical advances and refinements in the use of the techniques. Finally, the article gives some concluding reflections as to expected developments, upcoming innovations, remaining challenges, expansion of fields of application, and cross-fertilization with other approaches.

This chapter discusses the principles of bivariate analysis as a tool for helping researchers get to know their data and identify patterns of association between two variables. Bivariate analysis offers a way of establishing whether or not there is a relationship between two variables, a dependent variable and an independent variable. With bivariate analysis, theoretical expectations can be compared against evidence from the real world to see if the theory is supported by what is observed. The chapter examines the pattern of association between dependent and independent variables, with particular emphasis on hypothesis testing and significance tests. It discusses ordinary least squares (OLS) regression and cross-tabulation, two of the most widely used statistical analysis techniques in political research. Finally, it explains how to state the null hypothesis, calculate the chi square, and establishing the correlation between the dependent and independent variables.

As the epidemic of noncommunicable diseases (NCDs) continues to have its negative impact on lives, livelihoods, and economies across the globe, the Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), has taken action to strengthen its technical cooperation with Member States in addressing these diseases, their risk factors, and related issues, through the development and implementation of the Regional Plan of Action for the Prevention and Control of NCDs. The establishment of national NCD plans is one of the four main global NCD commitments, however only a selected number of Caribbean countries have been able to establish such plans. In an effort to provide information and share knowledge of successful experiences and practices in establishing national NCD plans, this in-depth qualitative analysis was conducted in the selected countries. This report highlights the good practices and successes that can be replicated in other countries that have not yet established their NCD plans. It also identifies areas that can be strengthened for greater effectiveness in NCD prevention and control. PAHO/WHO anticipates the use of this report not only as a tool for countries, but also as a guide for enhanced technical cooperation and collaboration between PAHO and its Member States. As such, governments, civil society, the private sector, as well as other development organizations can use these plans to carry out comprehensive, effective, multisectoral interventions for NCD prevention and control throughout the Caribbean.

The literature on American political development has generated a rich array of tools and concepts for thinking about the dynamics of state formation. More often than not, however, these devices appear as alternatives, with analysts prompted to choose among them. Seldom are the dynamics described brought to bear on one another. This chapter examines three of these dynamics—displacement, path dependence, and creative syncretism—and considers how each informs state formation in America. It then introduces the concept of a “policy state,” a concept which, among other things, can bring these three dynamics more directly into alignment, pull forward their respective insights, and recast the analytic choices they offer. Proposing a “policy state” as the emergent form, identifies more precisely what has been “displaced” along the “path” of American state development and also the openings for “creative syncretism” which have proliferated along the way.

This chapter argues that international law has served as a useful tool for the Indian Supreme Court in fulfilling aims that have little to do with the court’s purported status as an organ of the international community. Rather, the Supreme Court has appropriated international legal norms to pursue primarily domestic goals. This chapter proceeds as follows. Section II gives an overview of the status of international law in the Indian constitutional scheme. Section III analyzes the creative uses of international law by the Indian Supreme Court to fill in and add to the content of constitutional rights and guarantees, enabling its encroachment into domains that are normally the prerogative of the legislature and the executive. Section IV puts forward a possible explanation for this appropriation of international legal norms and suggests that international law has performed a legitimizing function in the Supreme Court’s articulation of its vision of the state.
