Résumé :
The article publishes the leading aspects of training bachelors in cybersecurity in an educational and digital environment by means of network simulators for programming. The concept of preparation for a bache- lor's degree in cybersecurity is clarified. communicative environment, timely detection, prevention and neutraliza- tion of real and potential threats to Ukraine's national security in cyberspace. It is determined that the training of a specialist with a bachelor's degree in cybersecurity is the right of modern professional activity in the system of state and commercial enterprises, which are related to information protection services at the objects of infor- mation activity. The urgency of cybersecurity problems is emphasized by the need to use information systems and technologies, from social networks, posting information about your personal data on the Internet to using bank accounts, e-commerce systems and others. Network pro- gramming simulators for cybersecurity bachelors are an integral part of their modern training. It is stated that online simulators for programming allow bachelors in cybersecurity in an educational and digital environment to acquire computer skills and programming. In the educa- tional and digital environment for online bachelors in cybersecurity, network simulators for programming are relevant, which require fast printing. It is determined that the preparation of bachelors in cybersecurity in the educa- tional and digital environment by means of network simu- lators for programming provides an opportunity for pro- fessional development and providing skills that contribute to the training abilities of the future specialist.

The article describes the conceptual model of adaptive management of cybersecurity of the information and educational environment of a modern university (IOSU). Petri nets are used as a mathematical apparatus to solve the problem of adaptive management of access rights of IOS users. A simulation model is proposed and modeling in PIPE v4.3.0 package is performed. The possibility of automating the procedures of user profile adjustment to minimize or neutralize cyber threats in IOS is shown. The model of distribution of tasks of the user in computer networks of IOSU is offered. The model, in contrast to the existing ones, is based on the mathematical apparatus of Petri nets and contains variables that reduce the power of the state space. The method of access control (ICPD) has been supplemented. The additions addressed aspects of the verification of access rights, which are required by the tasks and requirements of the security policy, the degree of coherence of tasks and allowed access to the IOSU nodes. Adjusting security rules and metrics for new tasks or reallocating tasks is described in Petri net notation.

We argue that the European Commission (EC) case law on mergers involving Chinese state-owned enterprises (SOEs) suffers from several flaws. First, it is inconsistent with the set of criteria initially set out in the EC case law for SOEs. Secondly, the EC’s assessment is based on an ownership bias that ignores the institutional environment in which Chinese SOEs operate. Third, it violates the basic legal rationale to maintain and ensure competitive neutrality between private and public companies in merger review. We argue in favour of a more systematic application of the single entity theory to restore the consistency of the case law. This appears a necessity in the case of Chinese investments in the EU. Indeed, due to its broad influence over its economy and its financial system, Chinese SOEs may enjoy an exorbitant privilege that could jeopardize the principle of competitive neutrality at the core of EU competition law. One should recognize that the antitrust law is a point of tension between the Western understanding of corporate law and the Chinese state capitalism based on a radically different institutional environment. A more consequential implementation of the principle of competitive neutrality is necessary to take into account this institutional environment.

After the end of the Cold War, neutrality was redefined by adapting its functioning to the unprecedented changes in the international environment. This redefi nition covered two key areas; the change in attitudes towards international confl icts and the rejection of the principles of economic neutrality. By joining the EU, Austria, as a perpetually neutral state, made a commitment to fully conform with its obligations arising from participating in the Common Foreign and Security Policy. The necessary changes to legal regulations have led to a departure from the principles of traditional neutrality and the actual change of international status to an alliance-free/post-neutral state. The main area of main Austrian political forces’ dispute within foreign and security policy was the recognition of the possibility of abandonment of neutrality and NATO membership. It remains unresolved as to whether the rejection of neutrality constitutes solely a legal and constitutional issue. At the same time, Austrian society, with its fi rm pro-European attitude, still shows a strong commitment to neutrality.

A Deviation from competitive neutrality is one of the main problems faced by Chinese state-owned enterprises. Based on the orientation of the classification reform of state-owned enterprises to all kinds of enterprises, we discuss the competitive neutrality of state-owned enterprises with special functions from the perspectives of enterprise policy burden and enterprise profits. The research herein shows that state-owned enterprises, as the main entities of policy burden, have undertaken social responsibilities such as helping the government to stabilize employment, which has caused problems such as creating redundant employees, reducing the efficiency of employees, and reducing the profits of enterprises. To make up for the loss of profits of enterprises that bear the policy burden, the government provides them with implicit guarantees, which makes it easier for them to obtain bank loans and other external factors, and the asset–liability ratio of enterprises increases, which comprises the problem concerning a deviation from competitive neutrality that the United States and other western countries have surmised. However, the empirical study found that the deviation from competitive neutrality in financing actually reduced the profits of enterprises, that is, the state-owned enterprises faced a certain competitive disadvantage. Based on the research conclusion herein, this paper puts forward some enlightening findings on state-owned enterprise reform.

The article examines Finland's case within the framework of current discussions on the relevance of neutrality policy. It is widely believed that Finland's neutrality arose during the cold war as a result of a pragmatic assessment of the general world order at that time. The military non-alignment is regarded from this perspective as a rational and necessary policy for a small state in the bipolar world. After the cold war some politicians and researches argued that under the new conditions the policy of military neutrality is not relevant anymore and that belonging to the Western community is the only choice. However, Finland's military non-alignment policy and reliance on self-defense have remained unchanged for almost three decades. Finnish authorities have consistently pursued this line with a strong support of the majority of population. The reasons for that cannot be explained only as a rational political choice of a small state in certain geopolitical realities, the issue is more complex. Some Finnish researchers consider neutrality as part of the Finnish national identity. Using this approach, the author examines the genesis and development of neutrality policy as part of its national identity, which evolved at the junction of East and West. The article examines the influence of Sweden and Russia on the development of Finland’s statehood and its foreign policy. Sweden determined the political structures and inculcated Finns with the Scandinavian identity. The role of Russia in the beginning of Finnish statehood was crucial. It formed the subsequent Eastern vector of Finland’s foreign policy. The symbiosis of Western (Swedish) and Eastern (Russian) vectors gives Finland additional advantages, allowing a small state to claim the role of a «bridge-builder» between East and West. The author concludes that this complex combination has created the prerequisites for neutrality expressed in the policy of military non-alignment. Neutrality as a part of Finnish national identity has deep historical roots. It was born together with the Finnish statehood and has been staying with it despite all the changes in international environment.

Some cities have set carbon neutrality targets prior to national or state-wide neutrality targets, which makes the shift to carbon neutrality more difficult, as the surrounding system does not support this. The purpose of this paper was to evaluate different options for a progressive city to reach carbon neutrality in energy prior to the surrounding system. The study followed the C40 Cities definition of a carbon-neutral city and used the City of Vantaa in Finland as a progressive case aiming for carbon neutrality by 2030, five years before the national target for carbon neutrality. The study mapped the carbon neutrality process based on City documents and national statistics, and validated it through process-owner interviews. It was identified that most of the measures in the carbon neutrality process were actually outside the jurisdiction of the City, which outsources the responsibility for the majority of carbon neutrality actions to either private properties or national actors with broader boundaries. The only major measure in the City’s direct control was the removal of carbon emissions from municipal district heat production, which potentially represent 30% of the City’s reported carbon emissions and 58% of its energy-related carbon emissions. Interestingly, the City owns electricity production capacity within and beyond the city borders, but it doesn’t allocate it for itself. Allocation would significantly increase the control over the City’s own actions regarding carbon neutrality. Thus, it is proposed that cities aiming for carbon neutrality should promote and advance allocable carbon-free energy production, regardless of geographical location, as one of the central methods of achieving carbon neutrality.

Developing new energy is one of the most important measures to implement global carbon neutrality. Under the constraints of carbon emission reduction, the question of how to achieve the sustainable development of new energy enterprises has become an important issue among managers and investors. This study selects Chinese listed companies in the new energy industry as the research sample, employs the DID method and uses panel data to explore the role of carbon neutrality commitment in the sustainable growth of new energy companies. The results show that the carbon neutrality commitment has greatly improved the sustainable development of Chinese new energy companies, with the internal profitability and external investor sentiment of the enterprises being important mediating variables. Moreover, the effect of the carbon neutrality commitment on the sustainable growth of non-state-owned new energy firms is much more significant compared with that of state-owned enterprises, and the effect is more robust in the east than in the central and western regions. Based on the conclusions, this study provides practical implications for managers, investors and policymakers in order to promote the sustainable growth of new energy firms.

In the process of promoting economic development, carbon peaks and carbon neutrality have gradually received more attention. The question of how to steadily and rapidly improve the carbon neutrality capacity of each province and excavate the key factors hindering the carbon neutrality capacity has become particularly important. In this study, the DPSIR (driving, pressure, state, influence, response) framework was used to construct an index system of the provincial carbon neutrality capacity of the middle and lower Yellow River Basin, which included 37 indices. Based on the entropy weight matter-element model, the time evolution, regional differences, and restriction indicators of the carbon neutrality capacity of four provinces in the middle and lower Yellow River Basin from 2008 to 2021 were analyzed. The results showed that the carbon neutrality capacity of the four provinces in the middle and lower Yellow River Basin has significantly improved over time and has gradually reached a grade of “good”. Differences in carbon neutrality capacity among the provinces still exist but are gradually shrinking. the per capita car ownership, urban population density, and other factors have hindered the improvement of the carbon neutrality capacity in each province, but with the reduction in restriction indicators and increase in positive indicators such as urbanization rate, forest grass coverage, and others, the overall development direction tended to be promising.

European Union (EU) competition law and the protection of the environment may not be the most obvious bedfellows. Nonetheless, how the EU competition rules can contribute to the EU’s mission to achieve climate neutrality by 2050 is a subject of keen debate – both by the European Commission (EC) and at Member State level. It is submitted, however, that the manner in which Article 101(3) of the Treaty on the Functioning of the European Union (TFEU) and the EU Merger Regulation (EUMR) are applied by the EC is unconducive to the achievement of the EU’s ambitious climate goals. As such, it requires adaptation. A principal, though not the only, stumbling block in this regard pertains to the EC’s insistence on the need to demonstrate economic ‘in-market’ efficiencies with a view to offsetting any alleged competition concerns. Environmental benefits, however, tend by definition to be ‘out-of-market’. Drawing upon recent developments at national level, in particular, this article therefore seeks to offer some food for thought on how the rules relating to Article 101(3) TFEU and the EUMR could be amended/ applied differently as a means of accommodating environmental benefits and supporting the 2050 climate neutrality objective. The subject of the study is the digital educational environments of Chinese and Russian universities. The object of the research is the elements of the digital educational environment of the modern educational space. The author attempts to compare digital educational environments in Russia and China. For this purpose, several elements of the digital educational environment are identified and compared. The author also pays attention to the concept of digitalization of the educational environment and the description of its important aspects. The author clearly shows how the principles of the digital educational environment are implemented in the practice of Chinese and Russian universities, and also draws conclusions at the end of the article. The novelty of the study lies in the fact that the Chinese and Russian digital educational environments are being studied for the first time in a comparative aspect. The main conclusions of the study are: 1. the digital educational environment plays an important role for Chinese and Russian universities, which is manifested in the development of digital technologies, resources and other important elements of the environment; 2. in Russian and Chinese universities, the development of the digital educational environment has been going on for several decades and is contradictory, on the one hand, positive results have been achieved, on the other hand, there are areas that still need to be improved and adjusted.

Abstract The issue of religious symbols in educational institutions has been a source of vigorous legal and political controversy. Two types of cases have been litigated before the European Court of Human Rights: those concerning the wearing of the Islamic headscarf in schools and universities, and those concerning the presence of the crucifix in school classrooms. In this article, I shall analyse these cases, assessing how the Court balances different rights and State interests, focusing in particular on the Court’s interpretation of the principles of neutrality/secularism and of gender equality. I shall criticise the Court’s deference to the State, arguing that it should more strictly supervise how States respect human rights. Respect for human rights requires that the States respect individual’s religious freedoms, be autonomous from the religion and safeguard the principle of plurality. While the Court has proclaimed these principles, it has failed to apply them in these cases.

The article deals with the phenomena of lifestyle and educational environment of confessional educational organizations. The methodological basis of the research is based on general scientific methodological approaches (system, comparative, historical, ontological) and special scientific methodological approaches: a system-activity approach, which assumes a motivated solution of problems in the educational process determined by problem situations; a cultural approach that allows us to correlate general, individual and special cultural phenomena, in particular religion and education; an anthropological approach that allowed the interpretation of knowledge from various spheres of life from the point of view of pedagogy. The article contains definitions of the following concepts: «Lifestyle of a confessional educational organization» and «Educational environment of a confessional educational organization». The role of religious worship in the development and functioning of the confessional educational environment is noted. The main factors of the external environment that have a determining influence on the confessional educational environment are highlighted. The author emphasizes the open nature of the modern confessional educational process, which unfolds in the context of a dialogue between all its parties: the religious denomination, the state and the individual.

The article is devoted to the study of psychological safety in education, which the Federal State Educational Standard of Preschool Education defines as one of the most important tasks: “protecting and strengthening the health of pupils through the integration of educational areas, creating conditions for a psychologically safe educational environment.” The article discusses in detail the issues of ways to ensure psychological security in preschool educational institutions, as well as state policy in this matter. The conception of the Russian citizen personality’s development and upbringing in the field of education was developed in accordance with the Constitution of the Russian Federation, the Federal Education Law, based on the annual messages of the President to the Federal Assembly of the Russian Federation. The conception is the methodological basis for the development and implementation of the General Education Federal State Educational Standard. Its purpose is education, socio-pedagogical support for the formation and development of a highly moral, responsible, creative, initiative, competent Russian citizen. Modernization of the education system in Russia is directly related to the introduction of new Federal State Educational Standards of the third generation, naturally brings up an issue of the factors and conditions which are necessary for the successful implementation of this goal. It is undoubted that the personality development, success of the educational process takes place in the conditions of psychological comfort and safety of the educational organization environment. The state policy in the field of preschool education is aimed at creating conditions for balanced and complete physical and mental preschool children’s development, preserving and strengthening children’s health. The object of the study is the subjective feeling of psychological comfort and safety which is necessary to preserve the «mental health and integrity of the individual», it is important for all participants in the educational environment. The subject of the study is the importance and aspects of psychological safety of the educational environment in ensuring the quality of the educational process in a preschool educational establishment. The used methods: analysis and generalization of scientific and methodological literature, pedagogical observation, content analysis, questionnaires, methods of mathematical statistics. The assessment of the kindergartens’ educational environment types has been carried out according to the methodology of V.A. Yasvin, who proposed to assess the quality of any educational establishment environment by modality, breadth, intensity, awareness, generality. The author has used the questionnaire «Psychological diagnostics of the educational environment safety» as the main diagnostic tools (methodology of I.A. Baev). Therefore, the article’s purpose is to create (support) a psychologically safe and comfortable educational environment of an educational establishment for the development of preschool education

Introduction. The relevance of the study is determined by the importance of the category “psychological safety” for the support of the life quality of modern people, which is influenced in a complicated way by physical health, psychological well-being, value preferences, features of social relations and their relation to the characteristic features of the environment. The state of psychological safety is a significant factor ensuring the effectiveness of еducation, upbrining and development of the younger generation. However, the personal resources that contribute to the support of this state among adolescents and young people in the educational environment are more understudied. The purpose of the article is to determine the resources of adolescents, which are the predictors of the state of psychological safety. Materials and Methods. The method “Psychological safety of the educational environmentˮ developed by I.А. Baeva was used to study students’ level of psychological safety. The method of S. Schwartz was used to assess the personality’s value orientations, to assess the level of psychological well-being – were used Ryff Scales of Psychological Well-Being (RPWB), the level of loneliness – UCLA Loneliness Scale (D. Russell, M. Ferguson), the level of hopelessness – Hopelessness Scale, Beck et al., the level of social intelligence – Tromsø Social Intelligence Scale, the level of aggression – Buss-Perry Aggression Questionnaire, hardiness – Hardiness Survey (S. Maddi). The methods of mathematical statistics used in the research (descriptive statistics, correlation and regression analyzes) are implemented by means of the IBM SPSS Statistics 19 package. Results. It has been proven that the resources of adolescents’ psychological safety in the educational environment are: values, psychological well-being, social intelligence, hardiness and a low level of aggressiveness. The state of psychological safety is influenced by such manifestations as conformity and following traditions, a positive image of the future, the experience of community with other people, the ability to understand and predict other people’s feelings and behavior, a sense of involvement in life events. Discussion and Conclusion. The article is of interest for researchers of psychological safety problems in education, practical psychologists and specialists of the education system for the evidence of prevention programs and ensuring the safety of the educational environment and its participants.

In November 2016, Washington State voters were presented with a ballot initiative (Initiative 732) advancing the first carbon tax on production and use of fossil fuels in the United States. Initiative 732 promised to reduce fossil fuel consumption by taxing carbon emissions, while remaining revenue-neutral by lowering taxes on businesses, consumers, and working families. In promising revenue-neutrality, Initiative 732 sought support beyond environmentalists and similarly sympathetic voters. It failed to pass, achieving 41.2 percent of votes cast. To investigate this initiative’s failure at the ballot, we analyzed zip code-level voting patterns and demographic data. Relying on a two-step LASSO (Least Absolute Shrinkage and Selection Operator) + OLS (Ordinary Least Squares) procedure, our results suggest that the framing of revenue-neutrality did not sufficiently satisfy moderate right-leaning voters regarding perceived costs of the carbon tax. We also found evidence suggesting not only that some voting segments may have opposed revenue-neutrality, but that those facing higher climate change risk did not appear to see the initiative’s value net of expected costs.

An inclusive educational environment in Ukraine’s education system is a key factor influencing its intensive reform, enabling access to quality education for persons with special educational needs. The purpose of the academic paper is to develop a scientific approach to the formation of an inclusive educational environment of Ukraine’s educational institutions, taking into account the experience of its creation in European countries. Research methods: comparison, system-structural research, statistical-analytical, tabular, graphic, analytical modeling, as well as methods of abstraction, analysis and generalization. The most effective model for creating inclusion in European countries is the use of a comprehensive (variable) approach, that is, a combination of different forms of involving children in the educational process. Achieving success in the course of the formation of an inclusive environment is possible provided that the management actions of the subjects of the educational process are combined. These should include not only teachers, social workers and students, but also psychologists, methodologists, parents of children with special needs and representatives of state and local bodies, who are delegated the powers and authority to organize the learning environment. Inclusion in education is achieved through the rational distribution of powers between teachers, parents of children with special needs and the authorities. The model of an inclusive environment should be based on the principle of variability and differentiation. In the process of creating a comfortable learning environment for children with mental and physical disabilities, it is important to keep in mind the rights, responsibilities and interests of teachers, as well as children with normal development. A special role in the education of children with personal needs is played by their parents. In the process of forming an inclusive educational environment, insufficient attention is paid to the functions of local authorities. Further scientific investigation requires improving the methodological approaches of inclusive education for applicants of higher education with special educational needs, which optimizes the processes of their social adaptation, resocialization and integration in the social environment.

In particular, such aspects as psychological comfort, focus on maintaining health, taking into account the individual psychological and physiological characteristics of students. As demonstrated by the results of scientific research in institutions of general secondary education, the free choice of pupils from different fields of study, with a conscious choice of objects, methods and types of educational interaction not only in accordance with the inclinations and abilities, but also individual psychological and physiological features, is not fully ensured. Particular attention is paid by the authors of the educational environment towards the creation of psychological comfort for students, primarily with the help of humanization of relations between the participants in the educational process, the strengthening of the ties between school and family, personalization of the school environment, creation of favorable training environment and the structure of the school year, taking into account the volume and distribution of the amount of hours according to the state of health, the initial levels of school readiness, the age range of engagement in learning for a particular contingent of students, their individual psychological and age characteristics, activity periods at certain times of day, week, month, year, etc., as well as active involvement of students into this activity. It is also important to harmonize both internal and external educational and social environment, which is formed at school. This is evidenced by the volume of school-based learning material that remains unclaimed in the life of the education applicants.

Manyprofessors of medicine oppose the Arabization of the teaching of medical science in the Maghreb countries, under pretext of the inability of Arabic to convey scientific concepts objectively compared with French. We made a qualitative survey of surgical and radiological semiology used in the Faculty of Medecine, Ibn El Jazzar. Terms, expressions and synonyms were identified and classified according to their cultural load into two categories: “culturally adapted terms” and “culturally strange terms” in relation to the national culture. It was evident that the majority of the recorded expression were based on Western culture. Thus the hypothesis of the neutrality of the French language in the medical teaching is invalid. Furthermore the use of French poses difficulties for students in underst and ing the scientific matter taught, and indirectly promotes Western culture within the medical academic establishments of the Arabic world. The use of the mother tongue in teaching medicine is today an educational necessity

Since 2017, the State Office for Nature, Environment and Consumer Protection of North Rhine-Westphalia (LANUV) has established an operational environmental and sustainability management and set specific objectives to reach operational carbon neutrality. In this context, central questions aim at the availability of financial and human resources, the competition with other duties as well as the necessary involvement of the staff. Based on the practical example of LANUV, this article presents concrete activities, e.g., in context of mobility or human resources, as well as the challenges connected to them. While single measures do have a positive impact, a structural approach, like the set-up of an environmental management system (e.g., EMAS—Eco-Management and Audit Scheme), is found to be more effective. In addition, success factors are identified such as distinct structures and responsibilities, a capable person in charge of the process, and commitment on the management level, as well as challenges like the lack of governmental objectives and obligations or limited human and financial resources. This article follows the idea of a case report in a transdisciplinary manner, presenting ideas for enhancement and shedding a light on a possible spread of sustainability endeavors to other national institutions.

Academic information space is seen as an element of educational environment to facilitate student social and professional adaptation. The students’ perspective of the information component of educational environment was studied at Russian State Agrarian University – Moscow Timiryazev Agricultural Academy in 2019–2020 as the pilot project. The role of the academic library in the life of university educational environment is analyzed. The long-standing characteristics of Zheleznov Central Scientific Libraries are discussed. The Library’s information products and external information resources (special databases, www-sites and webservers of leading agricultural institutions with the access provided) as well as the Library’s information services and factors to define professional information demands are discussed. The efficiency of collaboration between librarians and the faculty is emphasized. The role of the Library in educating information culture in specialists-to-be and influencing their satisfactory information behavior is characterized; the Library’s cultural and educational activities and events (lectures, arts exhibition, etc.) are discussed. The conclusions are made and prospects for developing favorable environment for students’ social adaptation and for educating professional competences are outlined.

Today, all developed countries are concerned about saving the lives and health of their citizens. And this is a priority task for the society. Attitude to health, awareness of its value is considered as an important element for national culture, a criterion for the well-being of society. Regardless of age and profession, health has always taken one of the leading role in a person's life.Health is an integrated indicator of social development for any country, which reflects its political, socio-economic and moral position, a strong factor of forming demographic, economic potential of the state and society.That is why health phenomenon throughout human history has attracted the attention of many scientists from all over the world, who have developed a large number of different characteristics of this phenomenon.One of the most influential factor in the formation and maintenance of human health is education, which lays the foundation for education and culture of the entire population while studying at the university. Students from H. S. Skovoroda Kharkiv National Pedagogical University, Primary Education Faculty took part in our experimental work. In order to understand the level of healthy development ideas for teachers and students, the importance of the teaching process and educating health, a set of research methods were used: monitoring the activities of teachers in the classroom, lesson analysis; questionnaires; group conversation, discussions, which were to solve the planned tasks.The research revealed that students do not have a high interest level in the development of health activities and readiness to implement health technologies in education. Almost half of the students do not even think about the need for a conscious attitude to health care, and therefore are not interested in these issues. Of course, it is very important to understand that for young people the problem of health requires careful attention of all interested in it: teachers, doctors, parents, members of the public. However, a special place and responsibility in health activities is given to the educational system, which must and has all the opportunities to make the educational process health-preserving, and in this case it is not just about the health of modern students, but about the future of Ukraine.

A new approach to creating a cloud virtualization environment for the network infrastructure of educational institution has been proposed. It is based on the joint use of virtualization technologies and software-defined networks. Virtual network infrastructure is a combination of technologies and architectural solutions. It provides users with mobility during an ongoing educational process, secures access to cloud information resources of the wireless virtual network of an educational institution and centralized Internet access control. A prototype of the virtual network infrastructure of the Belarusian State University has been built. The prototype implements a model that includes virtual network segments (subnets), with which services are provided to end users, and virtual segments that provide presentation of service functions. Virtualization technologies and software-defined networks allow to unify the process of creating network infrastructure, to scale the resources provided on demand with minimal organizational and technical costs, and to adapt the virtual infrastructure to the requirements of a particular educational institution. The proposed model using virtual network segments has been implemented in the data processing center of the Belarusian State University. To create a cloud environment, the solution based on OpenStack was chosen. The basis of the virtualization environment is cloud services, which provide the implementation of the functionality of a virtual network infrastructure.

This study conducted a large-scale survey to investigate the satisfaction of Finnish primary school teachers toward the current educational placement of their students with special educational needs (SEN). Teachers were asked to recommend the most suitable educational placement for each of their SEN students from a pool of six alternatives: a mainstream classroom, part-time special education, a special classroom in the mainstream school, a special school, a state special school, or an institution. Data were obtained from 980 students representing 68 schools. The results showed that, in the majority of cases, teachers recommended a different level to the current level of placement for their SEN students. Teachers in the mainstream classrooms mostly recommended special classrooms, while teachers of the special education classrooms frequently recommended special schools, and teachers of the special schools often recommended state special schools or special education classrooms. A less restrictive environment was recommended for 20% and a more restrictive environment was recommended for 33% of the students. The results are interpreted in terms of organizational selection.

The article is devoted to the neuropsychological approach to the organization of an innovative environment in the context of education reform. Attention is focused on the fact that now pedagogical workers note an increase in the number of children who have learning difficulties and behavior problems. The concepts of "neuropsychology" and "child neuropsychology" are considered. Focused on leading figures of domestic and foreign neuropsychology. Manuals and articles of domestic and foreign scientists on the relevance of the neuropsychological aspect in school practice are covered. The main tasks of neuropsychology are determined. It has been found that in the foreign literature there are many modern publications on the concept of "school neuropsychology", which provide many different corrective exercises, which are addressed to teachers, psychologists, neuropsychologists, speech therapists in working with children. It is emphasized that the psychomotor development of the child is manifested in his speech, gestures, writing, emotional state. The following pattern has been noted: in order for children to learn better, they need to move more. It is emphasized that modern teachers desperately need knowledge of neuropsychology to succeed in working with today's children. The significance of the use of neuropsychological techniques in the educational process is revealed. The focus is on speech skills, which are closely related to fine motor skills. Kinesiology exercises have been shown to play an important role in the functioning of the right and left hemispheres of the brain. Examples of moving exercises that improve the functioning of the child's brain are given.

The 3D Vista Virtual Tour software was chosen as the development environment for the virtual tour, using functions related to e-learning and automatic integration with Moodle LMS. The virtual space of the created educational environment provides an opportunity for the existence of various forms of educational communication, based on the capabilities of modern teaching aids and modern information and communication technologies, allows providing conditions for improving the quality of education, exchange of views, mutual consultation, including increasing the level of professional competencies of applicants and students.

The analysis of the state of the health-oriented environment of modern institutions of general secondary education was carried out according to the method of evaluating the health-oriented activity of an educational institution. To collect information, a questionnaire for teachers was used, which contains five blocks aimed at evaluating the components of the educational environment. The material and technical base of an institution, the content and technologies of education and upbringing, and social communications of all participants in the educational process were analyzed. 69 teachers of the Sumy region took part in the survey. Research results. According to the results of the teachers' questionnaire, the general state of the health-oriented educational environment in most general secondary education institutions (73.84%) corresponds to the third stage – School of health promotion. Comparative analysis of the state of the health-oriented educational environment (blocks: I. Declaration on the intentions of health-oriented activities, II. Favorability of the school environment for health preservation, III. Social and psychological climate in the educational institution, IV. Content and technologies of value formation attitude of the subjects of the educational process, V. Social partnership of the educational institution) indicates that the components I. Declaration of intentions and V. Social partnership of the educational institution (average score 168.14 and 178.3, respectively) have the lowest score, which requires additional efforts on the part of pedagogical teams and scientific and methodological assistance of network coordinators. Block II is in the best condition. Favorability of the school environment for maintaining health (average score – 243.35).

An indicators analysis of the first-graders functional state and vegetative homeostasis obtained in the initial period of adaptation to the educational environment revealed gender differences in the rates of the adaptation process to new learning conditions. It has been established that girls’ adaptation mechanisms turn on earlier than boys’, with their similar orientation. The article provides an experimental justification of the indicators use legitimacy for heart rate variability to assess the functional state of the body in the acute period of adaptation to the educational environment. The importance of teacher physiological literacy for the optimization of the educational process is substantiated. The results of the study are convincing evidence of the knowledge importance for the physiological foundations of the occurrence and course of physiological and mental processes, stable individual psycho-physiological characteristics for the organization of the learning environment, corresponding to the functional capabilities of the body. This argument is also confirmed by many years of experience among master students key competencies development, which allow using such an objective criterion as the current functional state of the body to ensure, through the joint efforts of parents, teachers, psychologists, and doctors, the correction of the educational environment and psycho-physiological resistance of individual to it. The established differences in the dynamics of heart rate variability indicators for girls and boys can be used to form a health-saving program in school settings.

The modern system of preschool education is unique in its multidimensional nature of services since in a preschool educational institution a child is provided with upbringing, training, supervision, and care. The child's future academic performance largely depends on his preschool education. The article examines key indicators featuring the development of preschool education in the Krasnodar Region. The purpose of this study is to summarize the results of improvements in education, to determine the main guidelines for further activities. Today in the Russian Federation there are no mechanisms for a comprehensive quantitative assessment of the activities of preschool educational institutions; the assessment is implemented mainly using the method of expert estimates. Therefore, specialists of the education management bodies and heads of the educational institutions can compare the preschool educational institutions only based on these scattered data. The authors propose the following directions of state support for the development of the regional education system: 1) to determine the list of services on the market; provide a description and define their sourcing; 2) to develop an annually updated system of accounting for unmet needs of the population in preschool educational services; 3) to create a system for the development of entrepreneurship in the field of preschool education, given the support from public authorities.

The Russian government, in a bid to take advantage of this, has encouraged the development of a solid educational system that can support digitalization’s effect on the economy. The paper aims to analyze the development of Russian digital platforms in general and educational platforms, as a decisive factor in economic competitiveness on the world market. The study was a descriptive research and Russia was the main population for the study. The research made use of secondary data from national and international sources. An analysis of modern practices in the field of digital educational platforms shows that educational organizations cannot independently use digital technologies at the new level of requirements. For this purpose, a functioning digital ecosystem is needed that would be able to provide a variety of new technologies in education. Russian Federal State Educational Standards of 3+ generation impose serious requirements to resource support of educational and training process, including electronic information-educational environment of the University. In the Southwest State University (SWSU), a unified multimedia information and educational environment based on Internet-broadband access technologies was created; it successfully operates and keeps developing. The main concept of this environment construction is the idea of integrating data, applications, and business processes. SWSU Electronic information-educational environment (EIEE) is designed to provide information transparency of the University activities in accordance with the requirements of the current legislation of the Russian Federation in the sphere of education, to organize educational activities of the University and to ensure access of students and research and academic-staff of the University to information and educational resources. The main components of SWSU EIEE are: the actors of the education and training process (teachers, students, etc.), external digital library systems, internal automated information library system, “SWSU academic courses” subsystem, “Southwest State University Web portal” subsystem, and the official web site of the Southwest State University. “Southwest State University Web portal" subsystem makes it possible to automate traditional basic functions of Dean's office of the University, such as managing student conduct systems for students of Bachelor and Master Degree Programs of full-time and correspondence forms of training; recording and statistical processing of the data on students’ progress; recording students’ achievements; managing Dean's office workflow. As prescribed in Federal State Educational Standards of 3+ generation, Portal Modules are used to record the results of formative and summative assessment of students in accordance with SWSU current score rating system for learning outcomes.

Information structuring is seen as an efficient way to develop social communication. The study task is to reveal theoretical and technological background of hypertextualization of library and information educational environment. The substance, functions, structural elements of hypertext and its advantages for social communication are described. Specifications of using hypertext technologies for education are discussed, along with principles of hypertext design and perception via digital academic complex, digital textbooks, digital bibliographies as the multifunctional open subsystems of digital learning materials interrelated structurally and methodologically in the library and information disciplines.The authors analyzee the experience of Belgorod State Institute of Arts and Culture in designing hypertext resource providing the completeness, accessibility and relevance of using information educational resources and information communication technologies in every type of learning activities. These efforts are seen by the faculty as one of the ways to support professional education methodologically.

Rapid adoption of the Common Core State Standards (CCSS), the Race to the Top (RTTT) competition, and backlash around these policies created widespread uncertainty among state educational agencies (SEAs). SEAs may have not had a clear direction about how to support standards implementation in a new context, and therefore, may have looked to their professional networks, their geographic neighbors or other highly regarded SEAs, or other sources for information and resources to guide their decisions about where to send teachers for information about standards. Drawing on institutional theory (Meyer Rowan, 1977) and isomorphism specifically (DiMaggio Powell, 1983), we posit that coercive forces (primarily due to RTTT application and CCSS status) as compared to mimetic and normative forces influenced the organizations to which SEAs turn for curriculum materials. Using Multiple Regression Quadratic Assignment Procedure and a data set of over 2,000 state-provided resources for secondary English Language Arts teachers from all 50 states and Washington, D.C., we indeed found that coercive forces had a relationship with shared organizational ties, demonstrating that RTTT application and CCSS adoption influenced resource provision.

The object of the report is to present a complex approach to lifelong professional education of library specialists in the digital environment, used in the Far Eastern State Scientific Library, to disclose the factors influencing quantitative and qualitative indicators in this sphere, to identify problematic and positive aspects based on the results of activities for the period of 2017–2021. The main attention is paid to the system of lifelong education of the staff of public libraries in the Khabarovsk Territory, closely related to the activities of the Center for Professional Development on the basis of the Far Eastern State Scientific Library, founded in 2002 with the support of the State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences and received the first license in the Far East to conduct educational activities on the basis of the library institution in 2004. Licensed programs of upgrading skills of library specialists of the region, short-term training in the framework of non-formal education, information and methodological support of educational activities (generation of information resources in modern formats in modern formats on current areas of library activity, development of network educational projects aimed at improving professional level of staff of the Far Eastern State Scientific Library and municipalities of the Khabarovsk Territory, support of professional skills competitions, analysis of the libraries activities) are examined. In the context of the digital space formation, the efforts of the Far Eastern State Library are aimed at interacting with partner libraries, providers of information resources, updating pedagogical tools with an emphasis on a competencybased approach, expanding the list of educational programs, introducing distance learning on additional professional programs, and providing open access to digitized educational resources.

This paper discusses one of the actual problems of examination and quality management of education in a pedagogical university - evaluation of its electronic information and educational environment (EIEE). The analysis of this problem is carried out in the light of the digitalization of the Russian Federation economy, which could not but affect the sphere of education. The current steps in the development of electronic educational environments of pedagogical universities and the construction of a single electronic educational space of pedagogical universities in Russia are primarily the result of this process. The authors consider traditional approaches to the development of complex distributed social engineering systems, which can be divided into two large groups descending (from top to bottom, developed under the auspices of the government of the Russian Federation) and ascending (from bottom to top, developed by individual universities or associations of universities) design. The paper describes eight integrated parameters (consistency, mobility, openness, informality, completeness, freedom/determinism, accessibility, security (information security)), by which it is possible to assess the state of a particular EIEE. The authors propose how to evaluate the current state of a university EIEE by machine learning methods. The obtained materials can serve as a basis for the development of EIEE monitoring system of pedagogical universities in Russia.

The article highlights important issues of national state-building processes in the context of growing external information aggression, new challenges and social threats; socio-pedagogical approaches to optimization of the essence of information and communication educational policy have been grounded. It has been proved that state and civil society should pay much more attention to the formation of healthcare- saving environment, its high-quality social, moral and ethical, spiritual, ecological characteristics; it forms psychology of people and individuals on the basis of positive "I-concept". It has been determined that the values of education, intelligence, gentlehood of Ukrainian nation are distinguished in the humanistic priority and strategic task of the state. Those approaches are regularity of global and national processes, as the UN among the 17 main indicators of the world’s development has identified education as the cornerstone of progress, security, and survival of humanity. The author has come to the conclusion that the Strategy of sustainable development of the country and national security should be based on human-centered policy with the recognition of a personality as the highest social value, the active formation, preservation and optimal usage of high quality human capital, the ethical synergy of a personality and nature for the prosperity of nation and the strengthening of statehood. This paradigm should become the quintessence of the Law of Ukraine "About Education" at the level of its practical implementation. An effective means of achieving this socially important task is the bases of a continuous community-state dialogue. It has been stated that the methodology of education is spiritual and material culture of Ukrainian people and humanity. It will depend on the fact, what socio-cultural and socio-political environments the nation will be brought up in, how safe, cultural, natural, spiritual, moral and aesthetic will be the information and communication dimension for ethical living. Economics and social status of teachers, information space and lawmaking, political will and educational motivation of society not indirectly, but directly affect the quality of training and education for citizenship. Extremely strong interconnectedness of the mentioned factors with the education obliges the state and civil society to pay much more attention to the formation of healthcare-saving environment, high-quality social, moral and ethical, spiritual, ecological characteristics.
