Microcomputers provide the engineer with practical tools for structural analysis and design. Beyond the obvious analysis, usually performed by using canned programs, there are many useful operations for which the microcomputer can be employed. This paper describes one such application, the search for minimum-weight cross sections. Done manually, this is a tedious job for the designer. Even when automated optimization is performed, the task of choosing a standard section still remains. An efficient search algorithm is described here, which can easily be adopted by practitioners, especially if they use BASIC for programming. The method is demonstrated by several examples where a minimum area is chosen from the table of W shapes in the AISC Manual of Steel Construction.

<abstract><p>In the context of deep learning, the more expensive computational phase is the full training of the learning methodology. Indeed, its effectiveness depends on the choice of proper values for the so-called hyperparameters, namely the parameters that are not trained during the learning process, and such a selection typically requires an extensive numerical investigation with the execution of a significant number of experimental trials. The aim of the paper is to investigate how to choose the hyperparameters related to both the architecture of a Convolutional Neural Network (CNN), such as the number of filters and the kernel size at each convolutional layer, and the optimisation algorithm employed to train the CNN itself, such as the steplength, the mini-batch size and the potential adoption of variance reduction techniques. The main contribution of the paper consists in introducing an automatic Machine Learning technique to set these hyperparameters in such a way that a measure of the CNN performance can be optimised. In particular, given a set of values for the hyperparameters, we propose a low-cost strategy to predict the performance of the corresponding CNN, based on its behavior after only few steps of the training process. To achieve this goal, we generate a dataset whose input samples are provided by a limited number of hyperparameter configurations together with the corresponding CNN measures of performance obtained with only few steps of the CNN training process, while the label of each input sample is the performance corresponding to a complete training of the CNN. Such dataset is used as training set for a Support Vector Machines for Regression and/or Random Forest techniques to predict the performance of the considered learning methodology, given its performance at the initial iterations of its learning process. Furthermore, by a probabilistic exploration of the hyperparameter space, we are able to find, at a quite low cost, the setting of a CNN hyperparameters which provides the optimal performance. The results of an extensive numerical experimentation, carried out on CNNs, together with the use of our performance predictor with NAS-Bench-101, highlight how the proposed methodology for the hyperparameter setting appears very promising.</p></abstract>

Motion vector approximation is an integral part of every video coding standard to reduce temporal correlation. Estimating motion necessitates a lot of computation. Several attempts were made to reduce the computation cost in exhaustive search of motion estimation. Test zone search was accepted as benchmark algorithm for fast motion estimation by the most recent video coding standard, versatile video coding. Quality and speed of test zone search completely depends on two parameters (i.e., sub sampling frequency of search space during raster scan and dimension of the search space). Cuckoo search, one of the popular nature-inspired optimization algorithms, is used to optimize the operational parameters of test zone search. The proposed optimization enhanced the speed up to 50% while maintaining or improving the Bjontegaard rate (BD-Rate) and Bjontegaard PSNR (BDSNR).

In this issue of Pediatrics, Newman and Maisels1 have given us a thorough and thoughtful review of current knowledge about the toxicity of bilirubin in term, otherwise healthy, newborn infants and have concluded that there is little evidence that bilirubin toxicity can be predicted from the concentration of bilirubin in the serum. They propose that we worry about bilirubin less in this population and treat hyperbilirubinemia only if it reaches much higher concentrations than the traditional 20 mg/dL. Their conclusions and recommendations are very reasonable given that the serum bilirubin concentration is the primary predictive measure for bilirubin neurotoxicity available to us.

The data from Pioneer 10 and 11 shows an anomalous, constant, Doppler frequency drift that can be interpreted as an acceleration directed towards the Sun of aP = (8.74 ± 1.33) × 10-8 cm / s 2. Although one can consider a new physical origin for the anomaly, one must first investigate the contributions of the prime candidates, which are systematics generated on board. Here we expand upon previous analyses of thermal systematics. We demonstrate that thermal models put forth so far are not supported by the analyzed data. Possible ways to further investigate the nature of the anomaly are proposed.

We use online job application data to study the relationship between search intensity and search duration. The data allow us to control for job seeker composition and the evolution of available job openings over the duration of search. We find that, within an individual search spell, search intensity declines continuously. We also find that longer-duration job seekers search more intensely throughout their search. They tend to be older, male, nonemployed, and live in areas with weaker labor markets. Our findings contradict standard assumptions of labor search models. ABSTRACT This article develops a theory of standard-setting in which accounting standards emerge endogenously from an institutional bargaining process. It provides a unified framework with investment and voluntary disclosure to examine the links between regulatory institutions and accounting choice. We show that disclosure rules tend to be more comprehensive when controlled by a self-regulated professional organization than when they are under the direct oversight of elected politicians. These institutions may not implement standards desirable to diversified investors and, when voluntary disclosures are possible, allowing choice between competing standards increases market value over a single uniform standard. Potential Search (PS) is an algorithm that is designed to solve bounded cost search problems. In this paper, we modify PS to work within the framework of bounded suboptimal search and introduce Dynamic Potential Search (DPS). DPS uses the idea of PS but modifies the bound to be the product of the minimal f-value in OPEN and the required suboptimal bound. We study DPS and its attributes. We then experimentally compare DPS to WA* and to EES on a variety of domains and study parameters that affect the behavior of these algorithms.In general we show that in domains with unit edge costs (e.g., many standard benchmarks) DPS significantly outperforms WA* and EES but there are exceptions.

Lorentz and CPT symmetry represent cornerstones of our present understanding of nature, but may be violated in various theoretical approaches to underlying physics. Testing these symmetries therefore establishes a promising avenue to search for physics beyond the Standard Model. The canonical theoretical tool to identify possible experimental signatures of such violations is an effective-field-theory framework known as the Standard-Model Extension. This talk provides an overview of this topic with focus on efforts involving low-energy atomic and subatomic systems.

In its 2009 pharmaceutical sector inquiry, the European Commission observed that patent settlements involving a value transfer from the originator to the generic manufacturer (reverse payment) could fall under the prohibition of anticompetitive agreements. In 2012, it issued its first two statements of objections in reverse payment cases. In the US, where competition authorities have dealt with this issue for more than a decade, courts remain split on the applicable competition standard. Condone reverse payments as long as the settlement does not exceed the potential exclusionary scope of the patent? Or, conversely, consider them as prima facie evidence of an agreement to keep generics off the market ('pay for delay')? One reason for this indecision is that many courts are reluctant to interfere with the complex dynamics of patent settlements: while reverse payments could be indicative of anticompetitive intent, they could also be seen as a necessary mechanism to help parties reach a settlement. Blindly condemning all reverse payments thus seems excessive, but determining which payments are legitimate and which are not poses serious difficulties. In light of these difficulties, the more lenient approach to reverse payments that is currently adopted by the majority of US courts at least has the merit of pragmatism.

Jet observables have been exploited extensively during the LHC Run 1 to search for physics beyond the Standard Model. In this article, the most recent results from the ATLAS and CMS collaborations are summarized. Data from proton–proton collisions at 7 and 8 TeV center-of-mass energy have been analyzed to study monojet, dijet, and multijet final states, searching for a variety of new physics signals that include colored resonances, contact interactions, extra dimensions, and supersymmetric particles. The exhaustive searches with jets in Run 1 did not reveal any signal, and the results were used to put stringent exclusion limits on the new physics models.

Abstract Applying a Mott polarimetry for measurement of the transverse polarization components of electrons from free neutron decay as well as proton momentum reconstruction using the combination of the time of flight method and the kinematical constrains of this three body decay, one gets access to eleven correlation coefficients of the neutron β-decay. Successful measurement of some of these coefficients would allow for an unique access to exotic scalar and tensor couplings of weak interactions and obtaining new constraints on their imaginary part, known with much worse accuracy. Results of the performance studies of some key experimental components of the prototype setup performed during the test run in 2021 at ILL PF1B neutron beam line are presented.
