In this book, Christina Zuber outlines a theory of ideational policy stabilization to explain stable policy choices despite changing incentives. Historical legacies are frequently invoked in popular and academic accounts of the politics of migration, but the mechanisms of transmission are left underspecified. This work contributes to research on migration and to theories of public policy by arguing that the missing link between past events and present choices is ideational: initially a historical constellation of interests leads actors to defend policy ideas that match the historical environment, but over time, ideas can detach themselves from interests and stabilize into societal dispositions (shared values and identities). This occurs if elites build a discursive consensus around a policy idea, and if bureaucrats develop concomitant policy practices. The book’s empirical section analyses ideational stabilization in Catalonia (Spain), which takes an inclusive approach to immigration, and in South Tyrol (Italy), where immigration is framed as a threat. The comparison shows that these differences can be explained by the political economy of historical industrialization and internal migration. Catalans were in the driving seat of industrialization, receiving unskilled migrant workers from the rest of Spain to boost their own economy. South Tyroleans, on the other hand, were in the passenger seat, perceiving incoming Italians as colonizers. Over time, socioeconomic conditions changed, and internal migration was replaced with international migration. Yet with historical ideas having stabilized into dispositions, political and administrative elites continued to understand immigration through the now-obsolete perspective of economic opportunity in Catalonia and ethnic competition in South Tyrol.

This introduction serves several important goals. It lays out both the research objective and theoretical framework placing this study on an interdisciplinary foundation that combines work from political science, American political development, mass communication, history, and diffusion studies. It introduces the core concepts of the book, concentrated around a recurring multistage process called the political communication cycle (PCC). The three stages of the PCC, detailed in the following chapters, include the information and communications technology (ICT)–focused technological imperative phase; the political choice phase, which emphasizes the behavioral process central to innovation; and stabilization through the establishment of new norms, regulations, and institutions. This process has repeated throughout history, where long periods of relative stability, known as political communication orders (PCOs), are disrupted by shorter periods of permanent change, identified as political communication revolutions (PCRs). The introduction concludes by introducing the three claims that are used throughout the book and outlining the chapters that follow.

Today’s vision of world order is founded upon the concept of strong, well-functioning states, in contrast to the destabilizing potential of failed or fragile states. This worldview has dominated international interventions over the past thirty years as enormous resources have been devoted to developing and extending the governance capacity of weak or failing states, hoping to transform them into reliable nodes in the global order. But with very few exceptions, this project has not delivered on its promise: countries like Somalia, Afghanistan, South Sudan, and the Democratic Republic of the Congo (DRC) remain mired in conflict despite decades of international interventions. This book addresses the question, Why has United Nations (UN) statebuilding so consistently failed to meet its objectives? It proposes an explanation based on the application of complexity theory to UN interventions in South Sudan and the DRC, where the UN has been tasked to implement massive stabilization and statebuilding missions. Far from being ‘ungoverned spaces’, these settings present complex, dynamical systems of governance with emergent properties that allow them to adapt and resist attempts to change them. UN interventions, based upon assumptions that gradual increases in institutional capacity will lead to improved governance, fail to reflect how change occurs in these systems and may in fact contribute to underlying patterns of exclusion and violence. Based on more than a decade of the author’s work in peacekeeping, this book offers a systemic mapping of how governance systems work, and indeed work against, UN interventions. Pursuing a complexity-driven approach instead helps to avoid unintentional consequences, identifies meaningful points of leverage, and opens the possibility of transforming societies from within.

How do local leaders govern in a large dictatorship? What resources do they draw on? This book examines these questions by looking at one of the most important authoritarian regimes of the twentieth century. Starting in the early years after the Second World War and taking the story through to the 1970s, the book charts the strategies of Soviet regional leaders, paying particular attention to the forging and evolution of local trust networks. The book begins with an explanation of what dictatorship is and how it works, and it analyzes how countries move from one form of dictatorship to another. It also looks at the most important dictatorships of the modern era in a new perspective. It focuses on the personal dictatorship that formed in the Soviet Union from the 1930s that center on the supreme leader, Joseph Stalin, and talks about substate dictators that were nested in Stalin's statewide dictatorship. The book builds on recent developments in the theory of dictatorship, such as the distinction between the dictator's problem of controlling threats from the masses, the problem of authoritarian control, and the problem of authoritarian power sharing. It discusses the challenges that substate leaders faced after the war and the party-based tools they used to forge networks. The book moves on to examine the stabilization of hierarchies and the changing balance between co-optation and political exclusion after the war, and explores the various ways in which substate leaders responded to new impulses at a regional level. It looks at the succession struggle in Moscow and its effects on the environment in which substate leaders operated. The book's conclusion suggests how a public discursive framework can help provide a benchmark for comparing the Soviet Union with other regimes, including that of contemporary post-communist Russia. It summarizes how substate leaders and their strategies can shed light on dictatorship and on how it changes over time. It also explains that the Soviet case falls into two broad categories, one empirical and historical, the other comparative and theoretical. The chapter draws attention to a parallel act of delegation at the regional level. It also recounts how Joseph Stalin handed over power on a provisional basis to regional leaders due to his inability to penetrate the inner recesses of local administration.
