This paper outlines the background development of “intelligent” technologies such as speech recognition. Despite significant progress in the development of these technologies, they still fall short in many areas, and rapid advances in areas such as dictation are actually stalled. In this paper we have proposed semi-automatic solutions — smart integration of human and intelligent efforts. One such technique involves improvement to the speech recognition editing interface, thereby reducing the perception of errors to the viewer. Other techniques that are described in the paper are batch enrollment, which allows the user to reduce the amount of time required for enrollment, and content spotting, which can be used for applications that have repeated content flow, such as movies or museum tours. The paper also suggests a general concept of distributive training of speech recognition systems that is based on data collection across a network.

We argue that when individuals enunciate sounds which are perceived to be the same, the sounds have the commonalty that their spectra can be transformed into a new domain which results in identical spectra except for a speaker dependent translation factor. We call the transformation function the speech scale. The speech scale is experimentally obtained. In this paper we explore the mathematical issues involved and obtain various criteria for when a transformation to a new domain results in a speaker independent transform.

The verbal transformation effect (VTE) refers to perceptual switches while listening to a speech sound repeated rapidly and continuously. It is a specific case of perceptual multistability providing a rich paradigm for studying the processes underlying the perceptual organization of speech. While the VTE has been mainly considered as a purely auditory effect, this paper presents a review of recent behavioural and neuroimaging studies investigating the role of perceptuo-motor interactions in the effect. Behavioural data show that articulatory constraints and visual information from the speaker's articulatory gestures can influence verbal transformations. In line with these data, functional magnetic resonance imaging and intracranial electroencephalography studies demonstrate that articulatory-based representations play a key role in the emergence and the stabilization of speech percepts during a verbal transformation task. Overall, these results suggest that perceptuo (multisensory)-motor processes are involved in the perceptual organization of speech and the formation of speech perceptual objects.

In many applications, speech recognition must operate in conditions where there are some distances between speakers and the microphones. This is called distant speech recognition (DSR). In this condition, speech recognition must deal with reverberation. Nowadays, deep learning technologies are becoming the the main technologies for speech recognition. Deep Neural Network (DNN) in hybrid with Hidden Markov Model (HMM) is the commonly used architecture. However, this system is still not robust against reverberation. Previous studies use Convolutional Neural Networks (CNN), which is a variation of neural network, to improve the robustness of speech recognition against noise. CNN has the properties of pooling which is used to find local correlation between neighboring dimensions in the features. With this property, CNN could be used as feature learning emphasizing the information on neighboring frames. In this study we use CNN to deal with reverberation. We also propose to use feature transformation techniques: linear discriminat analysis (LDA) and maximum likelihood linear transformation (MLLT), on mel frequency cepstral coefficient (MFCC) before feeding them to CNN. We argue that transforming features could produce more discriminative features for CNN, and hence improve the robustness of speech recognition against reverberation. Our evaluations on Meeting Recorder Digits (MRD) subset of Aurora-5 database confirm that the use of LDA and MLLT transformations improve the robustness of speech recognition. It is better by 20% relative error reduction on compared to a standard DNN based speech recognition using the same number of hidden layers.

The article analyses theoretical approaches to simultaneous interpreting of spontaneous speech and proposes a model of comparative cognitive transformation. The object of the research is spontaneous speech with its characteristic features, which can become an obstacle to successful communication. The subject of the research is simultaneous interpretation of spontaneous speech at different levels of understanding the original. Сompression as a technique of comparative cognitive transformation is applied for the first time to interpreting oral speech. It allows us to examine in detail how the sense of the source message is formed in the flow of spontaneous speech and perceived by the recipient within the model of comparative cognitive transformation developed by the authors. Interpretation can be performed at different levels of understanding the original through the concept of three circles of understanding proposed in the article.

The subject of the study is the peculiarities of translational transformations distribution in the American artistic discourse while translating English advisive speech acts into Russian and the causes of their occurrence. The purpose of the study is to systematize transformations while translating English advisives into Russian. The stated purpose involves solving the following tasks: 1. to identify the main types of translation transformations in the group of advisive speech acts; 2. to establish the main causes of transformations when translating English advisives into Russian. The following methods are used to solve these tasks: continuous sampling method, comparative analysis, distributive method, descriptive method, interpretation method. The scientific novelty is determined by a detailed analysis of translation transformations in the advisive group of speech acts in accordance with the text approach. It includes not only their distribution peculiarities but also their main causes. The analysis of translation transformations in advisive speech acts revealed the following: 1. Structural translation transformations predominate in advisive speech acts due to the typological linguistic reasons. 2. Extralinguistic factors mostly cause contextual transformations as well as speech acts transformations. 3. There are some examples when no translation transformation occurs which mostly happens with similar English and Russian constructions

In this dissertation, new approaches in the design of a voice transformation (VT) system for Turkish are proposed. Objectives in this thesis are two-fold. The first objective is to develop standard speech corpora and segmentation tools for Turkish speech research. The second objective is to consider new approaches for VT. A triphone-balanced set of 2462 Turkish sentences is prepared for analysis. An audio corpus of 100 speakers, each uttering 40 sentences out of the 2462-sentence set, is used to train a speech recognition system designed for English. This system is ported to Turkish to obtain a phonetic aligner and a phoneme recognizer. The triphone-balanced sentence set and the phonetic aligner are used to develop a speech corpus for VT. A new voice transformation approach based on Mixed Excitation Linear Prediction (MELP) speech coding framework is proposed. Multi-stage vector quantization of MELP is used to obtain speaker-specific line-spectral frequency (LSF) codebooks for source and target speakers. Histograms mapping the LSF spaces of source and target speakers are used for transformation in the baseline system. The baseline system is improved by a dynamic programming approach to estimate the target LSFs. As a second approach to the VT problem, quantizing the LSFs using k-means clustering algorithm is applied with dimension reduction of LSFs using principle component analysis. This approach provides speaker-specific codebooks out of the speech corpus instead of using MELP'
s pre-trained LSF codebook. Evaluations show that both dimension reduction and dynamic programming improve the transformation performance.

Voice transformation refers to a class of techniques that modify the voice characteristics either to conceal the identity or to mimic the voice characteristics of another speaker. Its applications include automatic dialogue replacement and voice generation for people with voice disorders. The diversity in applications makes evaluation of voice transformation a challenging task. The objective of this research is to propose a framework to evaluate intentional voice transformation techniques. Our proposed framework is based on two fundamental qualities: intelligibility and speaker similarity. Intelligibility refers to the clarity of the speech content after voice transformation and speaker similarity measures how well the modified output disguises the source speaker. We measure intelligibility with word error rates and speaker similarity with likelihood of identifying the correct speaker. The novelty of our approach is, we consider whether similarly transformed training data are available to the recognizer. We have demonstrated that this factor plays a significant role in intelligibility and speaker similarity for both human testers and automated recognizers. We thoroughly test two classes of voice transformation techniques: pitch distortion and voice conversion, using our proposed framework. We apply our results for patients with voice hypertension using video self-modeling and preliminary results are presented.

This thesis presents the design of a digital speech transformation system for developing aids for the hearing impaired. The system is required to perform, in real time, four basic speech transformations: time-scale modification, frequency-scale modification, pitch modification, and spectral envelope modification. It is based on the sinusoidal representation of Quartieri and McAulay, but achieves the required deconvolution of the speech signal by liner prediction, rather than homomorphic filtering.
The system is implemented in software, and a detailed study is done to determine the type of hardware implementation required to perform the speech transformations in real time. The proposed implementation is a multiprocessor system based on the TMS320C25 digital signal processor. Results obtained on an emulator for the TMS320C25 demonstrate the ability of the system to analyze and synthesize the speech signal in real time, while results obtained by simulation demonstrate its transformation capabilities.

Six experiments investigated the influence of several grouping cues within the framework of the Verbal Transformation Effect (VTE, Experiments 1 to 4) and Phonemic Transformation Effect (PTE, Experiments 5 and 6), where listening to a repeated word (VTE) or sequence of vowels (PTE) produces verbal transformations (VTs). In Experiment 1, the influence of F0 frequency and lateralization cues (ITDs) was investigated in terms of the pattern of VTs. As the lateralization difference increased between two repeating sequences, the number of forms was significantly reduced with the fewest forms reported in the dichotic condition. Experiment 2 explored whether or not propensity to report more VTs on high pitch was due to the task demands of monitoring two sequences at once. The number of VTs reported was higher when listeners were asked to attend to one sequence only, suggesting smaller attentional constraints on the task requirements. In Experiment 3, consonant-vowel transitions were edited out from two sets of six stimuli words with ‘strong’ and ‘weak’ formant transitions, respectively. Listeners reported more forms in the spliced-out than in the unedited case for the strong-transition words, but not for those with weak transitions. A similar trend was observed for the F0 contour manipulation used in Experiment 4 where listeners reported more VTs and forms for words following a discontinuous F0 contour. In Experiments 5 and 6, the role of F0 frequency and ITD cues was investigated further using a related phenomenon – the PTE. Although these manipulations had relatively little effect on the number of VTs and forms reported, they did influence the particular forms heard. In summary, the current experiments confirmed that it is possible to successfully investigate auditory grouping cues within the VTE framework and that, in agreement with recent studies, the results can be attributed to the perceptual re-grouping of speech sounds.

Speech recognition has been a very active area of research over the past twenty years. Despite an evident progress, it is generally agreed by the practitioners of the field that performance of the current speech recognition systems is rather suboptimal and new approaches are needed. The motivation behind the undertaken research is an observation that the notion of representation of objects and concepts that once was considered to be central in the early days of pattern recognition, has been largely marginalised by the advent of statistical approaches. As a consequence of a predominantly statistical approach to speech recognition problem, due to the numeric, feature vector-based, nature of representation, the classes inductively discovered from real data using decision-theoretic techniques have little meaning outside the statistical framework. This is because decision surfaces or probability distributions are difficult to analyse linguistically. Because of the later limitation it is doubtful that the gap between speech recognition and linguistic research can be bridged by the numeric representations. This thesis investigates an alternative, structural, approach to spoken language representation and categorisation. The approach pursued in this thesis is based on a consistent program, known as the Evolving Transformation System (ETS), motivated by the development and clarification of the concept of structural representation in pattern recognition and artificial intelligence from both theoretical and applied points of view. This thesis consists of two parts. In the first part of this thesis, a similarity-based approach to structural representation of speech is presented. First, a linguistically well-motivated structural representation of phones based on distinctive phonological features recovered from speech is proposed. The representation consists of string templates representing phones together with a similarity measure. The set of phonological templates together with a similarity measure defines a symbolic metric space. Representation and ETS-inspired categorisation in the symbolic metric spaces corresponding to the phonological structural representation are then investigated by constructing appropriate symbolic space classifiers and evaluating them on a standard corpus of read speech. In addition, similarity-based isometric transition from phonological symbolic metric spaces to the corresponding non-Euclidean vector spaces is investigated. Second part of this thesis deals with the formal approach to structural representation of spoken language. Unlike the approach adopted in the first part of this thesis, the representation developed in the second part is based on the mathematical language of the ETS formalism. This formalism has been specifically developed for structural modelling of dynamic processes. In particular, it allows the representation of both objects and classes in a uniform event-based hierarchical framework. In this thesis, the latter property of the formalism allows the adoption of a more physiologically-concreteapproach to structural representation. The proposed representation is based on gestural structures and encapsulates speech processes at the articulatory level. Algorithms for deriving the articulatory structures from the data are presented and evaluated.

The article analyzes transformation of word-forms during spontaneous creation in live television broadcasting. Particular attention is paid to adjectives adverbs. The specific properties of adverbs makes it easier to trace general trends in their transformations, because adverbs are not burdened with many different forms and their variations, that occur in the process of word change of some other class of words at the same time adverbiatives allow to analyze in more detail the semantical and grammatical structure of speech. The main method we use is to observe the speech of live TV journalist, we used during the study methods of comparative analysis of comparison of theoretical positions from the work of individual linguists and journalists. Our objective is to trace these transformations and develop a certain attitude towards them in our researches of the language of the media and practicing journalists to support positive trends in the development of the broadcasting on TV and give recommendations for overcoming certain negative trends. All studies of the problems of transformation of grammatical forms in different ways relate to translation studies, mostly investigate the grammatical transformations, that the translator resorted to, when reproducing the original by means of another language. At first glance, it would be logical, if the live speech of television journalists was dominated by transformations? Associated with the translation from internal to foreign broadcasting in cases where natural for this TV journalists is Russian-speaking internal broadcasting and he reproducing the text from internal Russian-speaking. The transformation of grammatical forms however this cannot be seen in the live use of adverbiatives. An interesting trend can also be seen in the transformation of different types of gramma­tical forms. In particular, negative interference is mostly characteristic of the forms of corporate adverbs. Forms of the same word with the same grammatical meaning is such overlapping of two forms of the same grammatical meaning is practically impossible outside of adjectives adverbial and adjectives themselves. Only a small number of transformations are associated with the forms of superlatives.

To analyze the peculiarities of their use for errors in speech of television journalists, associated with non-compliance with linguistic norms on ways to avoid these errors, to make appropriate recommendations to television journalists. The main method we use is to observe the speech of live TV journalist, we used during the study methods of comparative analysis of comparison of theoretical positions from the work of individual linguists and journalism sat down as well as texts that sounded in the speech of journalists. Our objective is to trace these transformations and develop a certain attitude towards them in our researches of the language of the media and practicing journalists to support positive trends in the development of the broadcasting on TV and give recommendations for overcoming certain negative trends. Improving the live broadcasting of television journalists, in particular the work on deepening the language skills will contribute to the modernization of some trends in the reasonable expediency of the transformation of certain phenomena, moder­nization of some tendencies concerning the reasonable expedient transformation of separate grammatical phenomena and categories and at braking and in general stopping of processes of transformation of negative unreasonable not expedient. This fully applies primarily to attempts to transform the forms of degrees of comparison of adjectives and this explains importance of the results achieved in these study.

In 2014, UK higher education institutions implemented a new system for assessing the quality of research, the Research Excellence Framework (REF) and took the opportunity to introduce "impact beyond academia" as a 'new' assessment criterion. Transformation and innovation-oriented R&I policy are roughly similar in Norway and the Netherlands regarding underlying ideas as well as timing. In occasion of this convergence this article tackles the discursive and performative construction of “societal impact” as a metamorphic constantly changing, transforming, and evolving criterion. Using data from policy documents from the UK, the Netherlands, and Norway from 2014 until now, the comparative semantic analysis draws on theories of speech acts and performativity to reveal the dual effect (normalising and norming) of the discursive device by R&I policymakers. The resulting typology, based on four criteria (terminology, positive and negative valences, oikonomia of knowledge and policy slogan), sets the ground for the exploration of further dimensions of societal impact evaluation challenges.

The Covid-19 pandemic has re-emphasised the need to ensure equitable access to safe, effective and affordable health services. The very rapid shift to the use of smartphone apps and telephone consultations (telemedicine) has highlighted the potential impact of digital innovations on the capacity of health services to meet this need. It is time to take digital health seriously. In 2021, The Lancet and the Financial Times published a report by a commission of experts entitled Governing health futures 2030: growing up in a digital world. It describes the many ways that digital technologies are affecting health and access to health services (Kickbusch et al. 2021). The report emphasises the changing inter-relationships between the health and digital technology sectors and makes the case for effective governance of digital health. It outlines measures that can be taken to influence the speed and direction of change, with the aims of building trust and ensuring that the needs of poor and vulnerable people are met. Its focus is on global trends and global responses. This report complements that document by focusing on actions that LMICs can take to ensure that digital innovations contribute to their strategies for improving health and access to health services.

The Ukraine war and the implications of the sanctions on Russia have amplified the need for more resilient and transparent supply chains, which is expected to give extra impetus to the adoption of digital technologies both in supply chain management and in manufacturing. The crisis has the potential to catalyse the development of central bank digital currencies around the world, especially in countries that are seeking alternatives to the dollar-based international financial system. Russia and China have been actively working on the de-dollarisation of their bilateral trade flows, which could be accelerated by the current sanctions. Cutting off the dependency on Russian fossil fuels will altogether speed up the use of clean energy in the EU; however, this may generate imbalances in the green transition. The current crisis has only amplified the challenges that the global electric vehicle supply chain was already facing. The Ukraine war has further boosted the price increase of critical raw materials of EVs, which could hamper the broader adoption of the technology.

Electric two-wheelers (E2Ws) are becoming increasingly popular as an eco-friendly mode of transport. They provide a convenient and efficient option for short-distance travel, particularly in urban areas. However, the widespread adoption of E2Ws in India still faces several challenges. In order to address these issues, the Alliance for an Energy Efficient Economy (AEEE) and International Copper Association India (ICA India) have teamed up to identify the key barriers hindering the adoption of electric two-wheelers in the market. The joint research project aims to identify effective pathways for a market transformation for E2Ws in India and promote the widespread adoption of E2Ws as a sustainable and efficient mode of transport. The goal of the study is to facilitate the increased adoption of E2Ws in India by examining the perspectives of various stakeholders, including consumers, fleet operators, financial institutions, dealerships, and service centers. The study was conducted in three zones - North Zone (Delhi, Lucknow), West Zone (Mumbai, Jaipur, Ahmedabad, Rajkot), and South Zone (Bangalore, Coimbatore, Hyderabad, Chennai). The study collected 1159 responses from both E2W users and internal combustion engine (ICE) users across India, as well as E2W dealers, in order to gain a more comprehensive understanding of the E2W market across the country. The survey results revealed key insights about the prevalence of E2W users, their awareness of ICE options, and their willingness to adopt more eco-friendly modes of transport. The report covers key aspects of E2Ws, including purchase, charging, performance, aftersales, safety, retrofitting, etc. Chapter 1 introduces the E2W ecosystem and sets the background and need for the study. Chapter 2 details the scope and methodology adopted for the research. Various barriers and motivating factors and their role in attracting or deterring consumers from or towards EV adoption, like charging practices, usage behaviour, ownership cost, purchase experience, etc., were delved into. The chapter also details the respondents’ profiles and the surveying techniques incorporated for the study, i.e., face-toface interviews with E2W users and In-person qualitative discussions with the E2W dealers. It was found that the younger generations had an equal propensity towards both ICE and E2Ws. Also, the average income of EV owners was found to be higher than the average income of ICE two-wheelers. Chapter 3 discusses the findings and key insights from the consumer survey. It examines the key perceptions of customers regarding E2W and ICE vehicles and their purchase and usage practices. The chapter discusses important current and future triggers and barriers to EV adoption. Access to charging stations, Safety concerns, high upfront costs, long charging times, etc., were found to be the major deterrents towards EV adoption. Chapter 4 presents the key insights from the dealer consultation and discusses the various obstacles, including warranty and battery replacement costs, low margins, the lack of supplier credit facilities, battery backup, the high price of E2Ws, and low speed. These obstacles impede their ability to sell electric vehicles and compete with other types of vehicle dealers. Nonetheless, as the EV market grows and develops, manufacturers and dealers will be able to overcome these obstacles and establish a more sustainable and competitive EV industry. Chapter 4 presents the key insights from the dealer consultation and discusses the various obstacles dealers face, including warranty and battery replacement costs, low margins, the lack of supplier credit facilities, battery backup, the high price of E2Ws, and low speed. These obstacles impede their ability to sell electric vehicles and compete with other types of vehicle dealers. Nonetheless, as the EV market grows and develops, manufacturers and dealers will be able to overcome these obstacles and establish a more sustainable and competitive EV industry. Chapter 5 provides recommendations to address the different barriers to E2W adoption in India, like high upfront costs of E2W, charging stations, safety issues, battery issues, etc. The whitepaper provides recommendations to address the challenges and barriers hindering the adoption of E2Ws in India. These recommendations cover various topics such as consumer perceptions, demand incentives, and product-related issues like servicing, safety, and performance. To encourage ix the wider adoption of E2Ws, the whitepaper proposes several measures, including improving the availability of charging infrastructure, regular maintenance of charging points, and investment support to charging and swapping players. Additionally, partnering with financial institutions to offer affordable loans is recommended to make E2Ws more accessible to consumers. These measures are critical to overcoming the challenges faced by E2W users and promoting the adoption of ecofriendly transport options in India. To achieve the target of increasing energy efficiency and reducing carbon emissions by 33-35% by 2030, as set by the Indian government, it is crucial for the various stakeholders in the electric vehicle ecosystem to implement the strategies outlined in the whitepaper. The aim is to accelerate the adoption of E2Ws and support the government in achieving its goals.

This report, a joint effort between the Korea Internet & Security Agency (KISA) and Inter-American Development Bank (IDB), emphasizes the rising importance of critical infrastructure protection for the Latin American and Caribbean (LAC) region and proposes ways to overcome existing and potential cybersecurity threats. Considering the unexpected and high-speed transformations brought on by the COVID-19 pandemic, it is important to get prepared for imminent threats. The report examines the status of information and communication technology (ICT) infrastructure protection in the region and suggests big data analysis as a solution. To make the case, the report discusses the role of Koreas Big Data Analysis Center in protecting critical infrastructures in the country and makes suggestions to build an institutional foundation, stronger governance, and an effective roadmap for the implementation of a similar center in the LAC region.

There are many factors that impact an organizations ability to implement digital strategies, such as access to infrastructure and capital, cultural expectations, awareness of new and innovative technologies, and technical skills. The research identified two pressing challenges: access to financial capital and access to skilled labor. It also revealed opportunities to focus on improving sensing systems for water assets, the speed of internal information communication, closing the Knowing-Doing gap, and using digital technologies to improve customer education with regard to water and wastewater issues. The paper also provides potential creative investment approaches for Caribbean utilities. These include new ways to engage with development banks, private microproject funds, and public-private partnerships to improve operational efficiency and revenue generation for utilities in the region. The article updates the activities of regional broadcasters in the information space of the Luhansk region, where numerous enemy information attacks preceded the invasion of the Russian occupation forces. Main objective of the study - mass media activities of the Luhansk region’s television companies in the pre-war and post-war periods and the specifics of the integration of the (pro) Russian agenda into the region’s information space. The study was done out using a descriptive, classification, comparative-historical method, which made it possible to consider the regional telespace in the context of historical transformations and highlight stages in development, identify system-forming factors, which made it possible to move from the consideration of certain elements to the analysis of the system. Conclusions. The mass communication activities of the Luhansk region’s television companies in different historical periods have shown their ability to maintain the regional media field, the diversity and variety of content. However, the media sphere was not devoid of Soviet party ideology (1958-1991), with its subsequent post-Soviet modification and political layering (1991-2004) of anti-Ukrainian forces; with the saturation (2004-2014) of the information space with non-Ukrainian information flows and the promotion of symbols, worldview and philosophical concepts of the updated Soviet ideology – the «Russkiy mir» and its further functioning (2014-2022) in the conditions of real military operations in the East of Ukraine. Significance. During the ongoing war, Ukraine’s experience can be used in research on Russian information interference, inciting enmity, hatred between peoples, promoting narratives in the Ukrainian and international information space, verifying the criteria for distinguishing between information destructive to democracy and a valid expression of freedom of speech, and creating an international platform for exchange information about threats, misinformation, narratives and their rapid leveling.
