Texte intégralThe role of the environment in the etiology of childhood acute leukemia (AL) is currently investigated. In this context, the aim of the present work is to study the association between the incidence of AL and the proximity no nuclear power plants (NPP) and to high voltage overhead power lines (HV OLs). At first, the geographical variations of AL have been studied at the Département level.The cases included in the studies are all cases of AL of the French National Registry of Childhood Haemopatopoietic Malignancies on the studied periods: 1990-2004 for the study of incidence on Départements and 2002-2007 for the studies of association between incidence of AL and environmental exposure factors. Concerning those latter studies, a case-control approach has been used. The control sample, representative of the French pediatric population, contains 30,000 subjects and has been drawn by the INSEE. The precise localization of addresses of subjects and of exposure sources in relation with the type of sources is essential to build indicators of exposure reflecting the probability and intensity of exposure. • The study of AL by Département has highlighted neither trend nor spatial structure in the incidence at this geographical level globally as well as by age, gender and subtype of leukemia.• On 2002-2007, on the contrary of on previous periods, the incidence of AL at less than 5 km from a NPP was nearly twice higher than expected, with the case-control study as well as with the incidence approach. This result was not specific to any age group, NPP, a type of NPP and was not associated with the geographic zoning of gaseous discharges of NPPs. • The study of the proximity to HV OLs highlighted an association between the incidence of AL and the close proximity (< 50 m) of lines of more than 225 kV, association which was restricted to children of less than 5 y.o. or living in non-urban areas; but not with the proximity to lines of less than 150 kV

Texte intégralThe reform policy of the state owned enterprises was politically stressed in 1986, by the Đồi móʾi policy. Eager to better determine the role, the nature, and the structure of these organizations within the global framework of the reorganization of the public sector in Vietnam, I gathered the data coming from various Vietnamese open sources, which allowed me to better understand both the political and the social dimension that the Vietnamese authorities placed in such state owned enterprises, especially in the State Corporations (Tổng công ty). Inherited from a political system, placed at the center of a global process of transformation, the “State Corporation” had to be described and explained by the authorities to the various components of the Vietnamese society. This research focuses on the systematic treatment of Vietnamese open information to make it possible to apprehend a subject placed in the dynamics of evolution determined by the Vietnamese authorities. This study thus aims at presenting the structuring of the newspaper industry making it possible to determine the environment and the techniques of use of open information facilitating the treatment of a Vietnamese contemporary subject. Then we will try to include/understand the organization and the role of these companies in the Vietnamese system; to underline the first difficulties with which these structures are confronted (difficulty in combining "socio politico-economic" objective assigned against their fall of economic profitability on less and less protected markets); to identify the management of reforms of these structures recommended by the Vietnamese authorities within the framework of world economic integration

Texte intégralThesis objective: In the context of recently developed large scale knowledge sources (general ontologies), investigate possible new approaches to major areas of Information Extraction (IE) and related fields. The thesis overviews the field of Information Extraction and focuses on the task of entity recognition in natural language texts, a required step for any IE system. Given the availability of large knowledge resources in the form of semantic graphs, an approach that treats the sub-tasks of Word Sense Disambiguation and Named Entity Recognition in a unified manner is possible. The first implemented system using this approach recognizes entities (words, both common and proper nouns) from free text and assigns them ontological classes, effectively disambiguating them. A second implemented system, inspired by the semantic information contained in the ontologies, also attempts a new approach to the classic problem of text classification, showing good results

Texte intégralIn distributed communication networks, data is gathered, compressed, and transmitted from remote nodes to a central server for further processing. However, often, the objective of the server is not to reconstruct the original data, but rather to make decisions based on the received coded data. In this context, Distributed Hypothesis Testing (DHT) focuses on the particular case of two sources and addresses decision-making directly from compressed data without prior reconstruction. As in conventional hypothesis testing, two types of errors are considered for performance evaluation: Type-I error (false alarm) and Type-II error (missed detection). DHT considers a rate-limited communication link, and the objective is to design a coding scheme so as to maximize the exponential decay, termed error exponent, of Type-II error probability, while keeping Type-I error probability below a specified threshold. In the literature, this setup was mostly investigated from an information-theoretic perspective, and most existing work analyze the performance of DHT schemes under the assumption of i.i.d. sources. In the first part of this PhD thesis, we address a more realistic and general model of non-i.i.d. sources. This model encompasses non-stationary and non-ergodic sources, and better reflects real-world scenarios compared to the i.i.d. case. We derive generic error exponent DHT bounds using information spectrum tools for the considered general source model. We show the consistency of these bounds with the i.i.d. case and further characterize these bounds for two specific source models: non-i.i.d. Gaussian sources, and Gilbert-Elliot sources. In addition, addressing DHT requires not only the investigation of information-theoretic limits, but also the development of practical coding schemes for this setup. Therefore, in the second part of this thesis, we develop and implement practical short-length coding schemes specifically for DHT, which had not yet been investigated in the literature. These coding schemes are based on linear block codes, and they target very short length which are appropriate for DHT (less than 100 bits). Additionally, we provide tights analytical expressions for the Type-I and Type-II error probabilities for each proposed coding scheme, which provides useful tools for further optimal DHT code designs. The work carried out in this PhD may serve as a basis for the theoretical and practical investigation of coding schemes dedicated to more complex learning tasks such as classification

Texte intégralContracts between public bodies have undergone a sizeable expansion during the past twenty years. They now deal with a great range of areas. As a separate field of study, they offer enough unity to allow for the elaboration of their general theory. Whether administrative or private, the sources of the law governing these contracts - written sources being particularly important - show great similarities. Being contracts i. E. According to a definition common to both administrative and private law, a meeting of the minds creating a legally enforceable agreement, they are also subject to the principles of binding effect and privity of contracts as stated in the civil code. However, their system is marked out by the difference in the situation between the contracting parties which brings these contracts closer to administrative ones. The party which takes on the major responsibility to provide a service will be granted the enforcement powers commonly vested in a public body whenever a contract links it with a private one. Since general public interest is still at stake, the doctrines of frustration and fait du prince are applicable to them. Nevertheless, contracts between public entities differ from administrative contracts in that the administrative judge of contracts agrees to play a more active role during the performance stage (although he is seldom referred to). Moreover, despite the fact that between the parties, the terms of the contract are not of a regulatory nature, the characteristic of these contracts is to deal with the powers of public institutions which sometimes use them to modify the legal order of their powers, without any specific authority to do so. This is even more remarkable since public institutions' powers cannot be considered as subjective rights at the free disposal of these institutions. Contracts between public institutions are therefore appearing as one of the essential tool to improve our public system

Texte intégralThe aim of this thesis is to answer the following question : "was general Weygand, the vice-president of the war superior council between 1931 and 1935, a spectator, a walk-on or an actor on the french military and political scene?" to answer this question, general Weygand's personality within his human, political and military environment is studied first. Then, his strategie ideas and concepts are examined in order to determine whether ornot they were innovative and futuristic. Next the war superior council is examined to study its organisation and function, from its creation up to 1935, through general Weygand's action during all the meetings that took place between 1930 and 1935. Its real role and effect upon the french military policy are measured. Lastly a study of all the most important exercises organised by this superior council is used to determine the main strategic and tactical choices made by the french general staff. Our research has been enlarged to the steps taken by general Weygand to the benefit of the amy. Therefore the influence of economic, financial and budgetary questions upon the modernisation of the army are studied within the frame of a worldwide economic crisis. Attention is focused on the equipment of the army and the great question of motorisation and mechanisation. Lastly, general Weygand's concept and ideas about the national defense policy are studied logether with the organisation and the evolution of the army as part of the french armed forces. The organisation of the general staff, of its command structure and its links with the government have led. .

Texte intégralCentral extended amygdala (EAc) is a forebrain macrosystem that plays important roles in fear, anxiety and pain. The two key components, the lateral bed nucleus of stria terminalis (STL) and central nucleus of amygdala (CeA), are highly similar in their neurochemical, connectional, and functional features. Despite this simplified view of STL and CeA, much remains elusive of the mesoscopic inputs and outputs of EAc subdivisions in mouse model. Also, it is not known whether the connectional similarities are also shared at cellular level. Here, we addressed these question in comparative ways in mice. We found rich preferential inputs and outputs to different subdivisions of EAc, as well as convergent and divergent inputs. We also found two non-overlapping cell groups expressing either protein kinase C delta (PKCδ) or somatostatin (SOM) organize the parallel cell-type specific neuronal circuits in STL and CeA. Finally, preliminary data suggest that PKCδ in STL and CeA might be implicated in tonic pain. These parallel but also differential structural organizations of neuronal circuits in EAc might underlie similar and dissociable functional aspects of anxiety, fear and pain

Texte intégralThe Revue générale du droit, de la législation et de la jurisprudence en France et à l’étranger was founded in 1877 by Joseph Lefort and ceased publication in 1938. Surrounded with French as well as foreign academics and practitioners, Lefort opened the review to other disciplines and countries. The publication would become one of the main legal periodicals of the Third Republic and, thus, now provides an invaluable insight into the period. Consequently, the study of this review contributes to the legal doctrines of the time as well as the history of thought. The publication puts the notion of doctrinal representativity to the test; as, although it welcomed contributions by personalities of the time, above all it served as a platform for a doctrine that has scarcely been studied by historiography to date. The relationships of these legal professionals to their environment-for instance, the evolution of civil or criminal law, the First World War, the rise of socialism and state interventionism- gave it that original and emblematic character. The particular undertaking at the core of the review was the emergence of a scientific jurist who would be in a position to observe. Furthermore, he would apply a scholarly discourse focusing on neutrality and a methodology rejecting exegesis and promoting history and comparative law. In the end, such an approach could not be maintained indefinitely: the journal had to face the reality of a discourse tainted by political views and against the claim of the jurist as the sole instigator of law. The jurist indeed intended to influence the course of society either through legal reformism or a form of conservatism. The jurist’s political nature marks his scientifical approach

The main objective of this work concerns the development of new tools to improve the power quality and the stability of autonomous micro-grid systems. In this aim, new control algorithms based on the concept of differential flatness have been developed. The main advantage of the proposed technique is the possibility of implementing one loop controllers ensuring high dynamic properties. In the same time, it allows accurate prediction of the evolution of all state variables of the system. Concerning the stability of the autonomous micro-grid systems, we proposed tools to deal with instability phenomena either caused by the loss of load information and the resonance phenomenon of the passive filters

Texte intégralPopulation-based cancer registries (PBCRs) are the best international option tool to provide a comprehensive (unbiased) picture of the weight, incidence and severity of cancer in the general population. Their work in classifying and coding diagnoses according to international rules gives to the final data a specific quality and comparability in time and space, thus building a decisive knowledge database for describing the evolution of cancers and their management in an uncontrolled environment. Cancer registration is based on a thorough investigative process, for which the complexity is largely related to the ability to access all the relevant data concerning the same individual and to gather them efficiently. Created in 2007, the General Cancer Registry of Poitou-Charentes (RGCPC) is a recent generation of cancer registry, started at a conducive time to devote a reflection about how to optimize the registration process. Driven by the computerization of medical data and the increasing interoperability of information systems, the RGCPC has experimented over 10 years a multi-source information system combining innovative methods of information processing and representation, based on the reuse of standardized data usually produced for other purposes.In a first section, this work presents the founding principles and the implementation of a system capable of gathering large amounts of data, highly qualified and structured, with semantic alignment to subscribe to algorithmic approaches. Data are collected on multiannual basis from 110 partners representing seven data sources (clinical, biological and medical administrative data). Two algorithms assist the cancer registrar by dematerializing the manual tasks usually carried out prior to tumor registration. A first algorithm generate automatically the tumors and its various components (publication), and a second algorithm represent the care pathway of each individual as an ordered sequence of time-stamped events that can be access within a secure interface (publication). Supervised machine learning techniques are experimented to get around the possible lack of codification of pathology reports (publication).The second section focuses on the wide field of research and evaluation achieved through the availability of this integrated information system. Data linkage with other datasets were tested, within the framework of regulatory authorizations, to enhance the contextualization and knowledge of care pathways, and thus to support the strategic role of PBCRs for real-life evaluation of care practices and health services research (proof of concept): screening, molecular diagnosis, cancer treatment, pharmacoepidemiology (four main publications). Data from the RGCPC were linked with those from the REIN registry (chronic end-stage renal failure) as a use case for experimenting a prototype platform dedicated to the collaborative sharing of massive health data (publication).The last section of this work proposes an open discussion on the relevance of the proposed solutions to the requirements of quality, cost and transferability, and then sets out the prospects and expected benefits in the field of surveillance, evaluation and research in the era of big data

Texte intégralIndeed, recently had been suggested that separating and understanding the the different physical behavior of Coherent Structures and "uncoherent" background might very well be the key to understand and predict Turbulence. Available understanding of Coherent Structures shows that their size is considerably larger than the turbulent macro-scale, making permissible the application of Large Eddy Simulation to their simulation and study, with the advantage to be able to study their behavior at higher Re and more complex geometry than a Direct Numerical Simulation would normally allow. Original purpose of the present work was therefore the validation of the use of Large Eddy Simulation for the study of Coherent Structures in Shear-Layer and the its application to different flow cases to study the effect of the flow topology on the Coherent Structures nature.
However, during the investigation of the presence of Coherent Structures in numerically generated LES flow fields, the aging in house Large Eddy Simulation (LES) code of the Environmental & Applied Fluid Dynamics Department has shown a series of limitations and shortcomings that led to the decision of relegating it to the status of Legacy Code (from now on indicated as VKI LES legacy code and of discontinuing its development. A new natively parallel LES solver has then been developed in the VKI Environmental & Applied Fluid Dynamics Department, where all the shortcomings of the legacy code have been addressed and modern software technologies have been adopted both for the solver and the surrounding infrastructure, delivering a complete framework based exclusively on Free and Open Source Software (FOSS ) to maximize portability and avoid any dependency from commercial products. The new parallel LES solver retains some basic characteristics of the old legacy code to provide continuity with the past (Finite Differences, Staggered Grid arrangement, Multi Domain technique, grid conformity across domains), but improve in almost all the remaining aspects: the flow can now have all the three directions of inhomogeneity, against the only two of the past, the pressure equation can be solved using a three point stencil for improved accuracy, and the viscous terms and convective terms can be computed using the Computer Algebra System Maxima, to derive discretized formulas in an automatic way.
For the convective terms, High Resolution Central Schemes have been adapted to the three-dimensional Staggered Grid Arrangement from a collocated bi-dimensional one, and a system of Master-Slave simulations has been developed to run in parallel a Slave simulation (on 1 Processing Element) for generating the inlet data for the Master simulation (n - 1 Processing Elements). The code can perform Automatic Run-Time Load Balancing, Domain Auto-Partitioning, has embedded documentation (doxygen), has a CVS repository (version managing) for ease of use of new and old developers.
As part of the new Frame Work, a set of Visual Programs have been provided for IBM Open Data eXplorer (OpenDX), a powerful FOSS Flow visualization and analysis tool, aimed as a replacement for the commercial TecplotTM, and a bug tracking mechanism via Bugzilla and cooperative forum resources (phpBB) for developers and users alike. The new M.i.O.m.a. (MiOma) Solver is ready to be used again for Coherent Structures analysis in the near future.

Texte intégralGaspard-Hilarion Fornier d’Albe was born in 1769 in a family of protestant aristocrats from the department of the Gard, soon ennobled thanks to their trade activities. He begins his career just before the end of the Ancien Régime after an exemplary education. Distinguishing himself in southern armies during the French Revolution, he’s dismissed as a noble and federalist, then reintegrated to participate to the expedition in Egypt. He’s then assigned to administrative fonctions in general staff, participates to napoleonian campaigns, and crowns his career with the defense of the place of Custrin during 13 months in 1813-1814. Retired when Bourbons return, he lives in Paris as a bourgeois with property incomes, and – conveying the napoleonian legend – becomes the relay of a liberal protestant party traumatised by the Terreur Blanche. General Fornier d’Albe is a lot more interesting because of the private aspects of his life than his military career. He leaves to history three intimate and extremely rich writings : the Egyptian Diary, the Custrin Memorial and the health diary. Telling to his mistress the spleen he feels in the egyptian environment and his sexual relationships in the first one, describing the horror of the siege of Custrin and analyzing the fall of the Empire in the second one, he studies the slow decomposition of his body because of e venereal disease in the health diary. Private writings are a common thread for the biography of this bibliophile and erudite notable who embodies the contradictions of the generation that shaped contemporary France

Texte intégralThis PhD thesis presents a comprehensive investigation into the detection of gravitational wave signals from compact binary mergers, with a specific focus on the analysis of data from the third observing run of the LIGO-Virgo Collaboration. The manuscript begins by providing an introduction to the fundamental principles of the theory of General Relativity, including the prediction of the existence of gravitational waves and an overview of the astrophysical sources that generate these waves. It also provides a detailed description of interferometers, the instruments used in gravitational wave observatories, and their basic functioning. Subsequently, the manuscript focuses on advanced data analysis techniques developed to extract gravitational wave signals from the detector noise. Special attention is given to the Multi-Band Template Analysis (MBTA) pipeline, which the author actively contributes to as part of the MBTA team. The functioning and methodology of the MBTA pipeline are described in detail, highlighting its role in the detection and analysis of gravitational wave signals. The manuscript then proceeds to present the results obtained from the standard analysis conducted to search for signals originating from the coalescence of binary black holes, binary neutron stars, and black hole-neutron star binaries in the data collected during the third observing run. Texte intégralGaspard-Hilarion Fornier d’Albe was born in 1769 in a family of protestant aristocrats from the department of the Gard, soon ennobled thanks to their trade activities. He begins his career just before the end of the Ancien Régime after an exemplary education. Distinguishing himself in southern armies during the French Revolution, he’s dismissed as a noble and federalist, then reintegrated to participate to the expedition in Egypt. He’s then assigned to administrative fonctions in general staff, participates to napoleonian campaigns, and crowns his career with the defense of the place of Custrin during 13 months in 1813-1814. Retired when Bourbons return, he lives in Paris as a bourgeois with property incomes, and – conveying the napoleonian legend – becomes the relay of a liberal protestant party traumatised by the Terreur Blanche. General Fornier d’Albe is a lot more interesting because of the private aspects of his life than his military career. He leaves to history three intimate and extremely rich writings : the Egyptian Diary, the Custrin Memorial and the health diary. Telling to his mistress the spleen he feels in the egyptian environment and his sexual relationships in the first one, describing the horror of the siege of Custrin and analyzing the fall of the Empire in the second one, he studies the slow decomposition of his body because of e venereal disease in the health diary. Private writings are a common thread for the biography of this bibliophile and erudite notable who embodies the contradictions of the generation that shaped contemporary France

The first part concentrates on the origins of the parrot character in Un Coeur simple, on its possible ascendants - the author's sources of inspiration, religious and mythological on one hand, aesthetic and artistic on the other. The second part, which focuses on the descendants, deals with the reception of Flaubert in Ireland, and with two writers in particular. Elizabeth Bowen and Samuel Beckett. The parrots found in the respective works reveal a completely new and modern representation of man. The themes common to all three authors - the question of human existence, the search for identity, etc. - are expressed through their fascination for the imprisoned being. Flaubert's Irish literary heirs show that they approve of his denunciation of the established order, and that they develop it, using their personal style and expressing their own concerns

Texte intégralThe subject of this thesis is the analysis and the numerical simulation of the date completion problem, based on an elliptic Cauchy problem. The first part of the thesis is to evaluate certain regularization methods among the most popular ones, such as the Richardson iterative method and the Lavrentiev method, where the date completion is reformulated into a condensed type variational formulation on the incomplete boundary. A finite element discretization of the Steklow-Poincaré problem is proposed. The discrete problem is represented into a matrix form, which is severely ill-conditioned. Thanks to the formulation and properties of the algebraic system, we show an equivalence between the Lavrentiev and the Tikhonov regularization methods, which means that convergence results of the latter can be extended to the former in this special case of the date completion. The second part of the thesis is devoted to the introduction of a new artifice, based on the extension of the computational domain, to strengthen some known regularization strategies. Here we emphasize on the Lavrentiev method. Observing that the main perturbation of computed solutions occur at the vicinity of the incomplete boundary, we extend the computational domain beyond this boundary, compute the solution on the extended domain, and retrieve the desired solution by a restriction on the real domain. Numerical results gives a remarkable improvment on the accuracy of the computational procedure for certain configurations, some of wich are of our interest, and are our objective in the problem of point-sources detection from EEG

Texte intégralLa distribution quantique de clés est une technique cryptographique permettant l'échange de clés secrètes dont la confidentialité est garantie par les lois de la mécanique quantique. Le comportement particulier des particules élémentaires est exploité. En effet, en mécanique quantique, toute mesure sur l'état d'une particule modifie irrémédiablement cet état. En jouant sur cette propriété, deux parties, souvent appelées Alice et Bob, peuvent encoder une clé secrète dans des porteurs quantiques tels que des photons uniques. Toute tentative d'espionnage demande à l'espion, Eve, une mesure de l'état du photon qui transmet un bit de clé et donc se traduit par une perturbation de l'état. Alice et Bob peuvent alors se rendre compte de la présence d'Eve par un nombre inhabituel d'erreurs de transmission.
L'information échangée par la distribution quantique n'est pas directement utilisable mais doit être d'abord traitée. Les erreurs de transmissions, qu'elles soient dues à un espion ou simplement à du bruit dans le canal de communication, doivent être corrigées grâce à une technique appelée réconciliation. Ensuite, la connaissance partielle d'un espion qui n'aurait perturbé qu'une partie des porteurs doit être supprimée de la clé finale grâce à une technique dite d'amplification de confidentialité.
Cette thèse s'inscrit dans le contexte de la distribution quantique de clé où les porteurs sont des états continus de la lumière. En particulier, une partie importante de ce travail est consacrée au traitement de l'information continue échangée par un protocole particulier de distribution quantique de clés, où les porteurs sont des états cohérents de la lumière. La nature continue de cette information implique des aménagements particuliers des techniques de réconciliation, qui ont surtout été développées pour traiter l'information binaire. Nous proposons une technique dite de réconciliation en tranches qui permet de traiter efficacement l'information continue. L'ensemble des techniques développées a été utilisé en collaboration avec l'Institut d'Optique à Orsay, France, pour produire la première expérience de distribution quantique de clés au moyen d'états cohérents de la lumière modulés continuement.
D'autres aspects importants sont également traités dans cette thèse, tels que la mise en perspective de la distribution quantique de clés dans un contexte cryptographique, la spécification d'un protocole complet, la création de nouvelles techniques d'amplification de confidentialité plus rapides à mettre en œuvre ou l'étude théorique et pratique d'algorithmes alternatifs de réconciliation.
Enfin, nous étudions la sécurité du protocole à états cohérents en établissant son équivalence à un protocole de purification d'intrication. Sans entrer dans les détails, cette équivalence, formelle, permet de valider la robustesse du protocole contre tout type d'espionnage, même le plus compliqué possible, permis par les lois de la mécanique quantique. En particulier, nous généralisons l'algorithme de réconciliation en tranches pour le transformer en un protocole de purification et nous établissons ainsi un protocole de distribution quantique sûr contre toute stratégie d'espionnage.
Quantum key distribution is a cryptographic technique, which allows to exchange secret keys whose confidentiality is guaranteed by the laws of quantum mechanics. The strange behavior of elementary particles is exploited. In quantum mechnics, any measurement of the state of a particle irreversibly modifies this state. By taking advantage of this property, two parties, often called Alice and bob, can encode a secret key into quatum information carriers such as single photons. Any attempt at eavesdropping requires the spy, Eve, to measure the state of the photon and thus to perturb this state. Alice and Bob can then be aware of Eve's presence by a unusually high number of transmission errors.
The information exchanged by quantum key distribution is not directly usable but must first be processed. Transmission errors, whether they are caused by an eavesdropper or simply by noise in the transmission channel, must be corrected with a technique called reconciliation. Then, the partial knowledge of an eavesdropper, who would perturb only a fraction of the carriers, must be wiped out from the final key thanks to a technique called privacy amplification.
The context of this thesis is the quantum key distribution with continuous states of light as carriers. An important part of this work deals with the processing of continuous information exchanged by a particular protocol, where the carriers are coherent states of light. The continuous nature of information in this case implies peculiar changes to the reconciliation techniques, which have mostly been developed to process binary information. We propose a technique called sliced error correction, which allows to efficiently process continuous information. The set of the developed techniques was used in collaboration with the Institut d'Optique, Orsay, France, to set up the first experiment of quantum key distribution with continuously-modulated coherent states of light.
Other important aspects are also treated in this thesis, such as placing quantum key distribution in the context of a cryptosystem, the specification of a complete protocol, the creation of new techniques for faster privacy amplification or the theoretical and practical study of alternate reconciliation algorithms.
Finally, we study the security of the coherent state protocol by analyzing its equivalence with an entanglement purification protocol. Without going into the details, this formal equivalence allows to validate the robustness of the protocol against any kind of eavesdropping, even the most intricate one allowed by the laws of quantum mechanics. In particular, we generalize the sliced error correction algorithm so as to transform it into a purification protocol and we thus establish a quantum key distribution protocol secure against any eavesdropping strategy.

Texte intégralThe Market Operator is the for-profit company in charge of organizing and exploiting a regulated market. It has at its disposal several prerogatives it can use to issue binding rules and decisions toward both contractors and third parties. The model of the Market Operator poses certain questions, however. Sound and efficient regulation by the French Financial Market Authority can resolve the issue of conflicts of interest, though the question of the legal qualification of the prerogative remains. To resolve the ambiguity of the model, it is mandatory to take a full understanding of the notion of Market Interest. This collective interest, structuring the legal model of Market Operator, can have two different meanings. It would be legally qualified as a Common Interest in a model of true private law. This model would be built on prerogatives born from private power. These prerogatives grant rights to the Market Operator to accept as binding private rules and decisions for the contracting parties, but not toward third parties. Conversely, it is possible to integrate the Market Interest into the General Interest and create a public model of Market Operator. The official powers held by the Market Operator would permit the issuance of administrative rules binding for everyone
