The article is devoted to the urgent problem – the study of the availability of state paid social services, the degree of satisfaction of elderly citizens with them, as well as the study of their cost and the proposed spectrum. The article presents the results of quantitative (questionnaire survey) and qualitative (interview) studies conducted by the authors as a part of a research group at the Chair of Sociology of Social Work of Saratov State University in Saratov and the region. Relying on quantitative and qualitative methodologies, the authors analyze the solvency of elderly citizens as recipients of social services, the quality and range of services offered by the state.

Résumé :
The article is devoted to the issue of social protection of families in difficult life circumstances. The state of provision of social services to families in difficult life in Ukraine in connection with the implementation of the new Law of Ukraine «On Social Services» of January 17, 2019 № 2671-VIII [10] is analyzed. The legislation of Ukraine on social protection and provision of social services has been studied. The new Law of Ukraine «On Social Services» [10] is compared with the previous Law of Ukraine «On Social Services» of 19.06.2003 № 966-IV [11] and the specific changes that have taken place are noted. The all-Ukrainian state of providing social services to families in difficult life circumstances is considered. It was found that the legal side of the provision of social services is available and it is quite clear, but, unfortunately, the practical side of the implementation of legislative documents is at the stage of testing and implementation. The register of social service providers, created in pursuance of Article 15 of the Law of Ukraine «On Social Services» [10] and posted on the official website of the Ministry of Social Policy of Ukraine. The Classifier of Social Services has been studied, which contains a systematic summary of the names of social services, their short description, term of provision, as well as a list of categories of recipients of these services [3]. Differences are noted when comparing the register of social service providers with the Classifier of Social Services. It is determined that more than 90% of social service providers in Ukraine are state and municipal institutions and organizations. The state of informatization on the Internet of social service providers in Ukraine is demonstrated. Social services that are aimed at helping individuals/families who find themselves in difficult life circumstances are listed. The quantity of social service providers in Ukraine that provide them to individuals/families who find themselves in difficult life circumstances is analyzed. The need to provide quality social services to families in need is substantiated. It is argued that the issue of implementing the system of providing social services by public organizations at the state level in Ukraine is relevant.

Improvement of quality of public services is one of the important goals in the advancement of the operation of state / public administration in Latvia. The aim of the research was to evaluate the quality of customer service in the institutions of public administration in Latvia, to perform the factor analysis of the collected data.The research was based on the selection of customers of public services, in total of 292 people in Riga and in Latvian regional centres in 2017-2018. The research was conducted in public institutions of Latvian regions that provide social assistance (SSIA – the State Social Insurance Agency), offer employment promotion services (SEA – the State Employment Agency); realize tax policy in the state (SRS – the State Revenue Service), implement the state environmental protection policy (MEPRD – Ministry of Environment Protection and Regional Development); provide legal aid services (DC – Daugavpils Court). The quality of services provided to the clients of corresponding institutions was evaluated. For the data collection, the service quality assessment model – the SERVQUAL instrument (Parasuraman et al., 1988) was used, as well as the analysis of the research data factors was carried out.The service quality assessment revealed that the performance of public service organizations in Latvia does not meet the customers’ expectations. The evaluation of service quality provided by public authorities, as well as their regular monitoring would improve the quality of services provided.

It has been established that, for many years, special legal entities of state and municipal forms of ownership were created as characteristic of the social protection of citizens. In the modern period of development of organizations, the designated relations are associated with the transfer of state functions to legal entities, regardless of their form of ownership and to individuals. This tendency manifests itself in the creation of a system within which small and medium-sized businesses are also involved in the provision of social services. The article presents an analysis of social services from the standpoint of the systemic construction of relations. It is proposed to understand the social service system as the elements resulting in the provision of social services, these relations are regulated by public and private norms. It is concluded that such services are provided by a special subject composition of organizations and individual entrepreneurs, as well as by state-authorized bodies that coordinate these relations, decide to classify citizens as needy. A comparative analysis of the legislative concept “social service system” and its differences from the “system of social services” is offered. Through the analysis of the convergence of private and public principles, the tendency of convergence of the norms of social security and civil law is revealed. It is proposed to consider the types of social services through the features of social services as a special type of service. A comparison of social service legislation and provisions on social entrepreneurship is given. Identifying trends in the development of law, the author concluded that the legislator, by transferring part of the authority to provide social services to subjects of social entrepreneurship, determines the area of responsibility of each subject of relations, develops a mechanism for providing services through a competitive basis of providers of social services. The article identifies the potential for introducing a system of electronic social services in the context of electronic government development in Ukraine. The definition of an electronic social service as a social service is given, fully or partially provided with the help of social protection institutions online services and the population social services, to individuals, certain social groups who are in difficult life circumstances. It has been determined that the development of modern information use and communication technologies and the Internet already allows the use of various forms of providing and receiving electronic social services, is spreading due to the state policy of public services digitalization ("the state in a smartphone"), among which a special demand is registration in electronic the form of social benefits, benefits, pensions and the like. According to the results obtained, the greatest potential for introduction into the social service system is possessed by social services, psychological online consultations, distance learning and socio-economic services. Among the factors for optimizing the implementation of electronic social services, the most significant identified are the following increases in budget funding, computer population, information support for the introduction of the electronic social services system through social advertising, increasing the level of technical support and access to the Internet.

To understand the role of Medicaid in financing health services delivered through special education, program characteristics and covered services were compared from all 50 states and Washington, D.C. Data were collected from school-based fee schedules and policy manuals available through state Medicaid or education agencies. Except Wyoming, all states bill Medicaid for school-based health services, but there is substantive variation across states in services covered. The service categories most often covered by states’ Medicaid special education programs are speech–language/audiology, occupational/physical therapy, and behavioral health. Almost all states use a fee-for-service payment methodology to reimburse for services. Implications for the delivery of care to and health outcomes of students with disabilities are discussed.

The paper assesses the current state and development trends of the social service system. The authors presented the current scheme of the system of social services in Russia and determined that it includes the budgetary, non-profit and commercial sectors. In particular, it is shown that the dominant sector providing social services is the public sector. However, despite the dominant role of the public sector in the provision of social services, in recent years there has been a tendency towards an increasing role of the sector of non-profit (non-budget) and commercial organizations, which have different principles of pricing for social services. For a more complete description and development trends of the social services system in the Russian Federation, the authors determined the most important indicators characterizing the functioning of the social service system and the provision of social services to the population. For a quantitative assessment, a regression model of the dependence of these indicators was created. Analysis of the data in the table shows that, on average, over the past 3 years, the number of recipients of social services in the stationary form of social services has de-creased by 2% per year, while in the form of social services at home it has grown by 0.25% per year. The authors determined, that in the future, the demand for inpatient social services will be within the range of recent years, which should not increase the load on the system.

Today's world faces unprecedented complexities. Governments, businesses, and nonprofits have far to go in solving these problems. The economic recession of 2007 exposed a significant decline in public and private support for social services (Pitt- Catsouphes & Berzin, 2015) and the need for social workers to facilitate new ways of addressing the complex, interwoven problems of poverty, racism, social inequity, and discrimination. Now more than ever, social workers need to understand how social services can utilize new strategies with new solutions to address these issues (Berzin, 2012). ). Shuman & Fuller (2005) coined the phrase “revolution will not be funded,” indicating that nonprofits all over the country must devise new incomegenerating strategies to empower disadvantaged groups. Although the media reports that the U.S. economy has rebounded, foundations and governments still expect social service nonprofits to leverage new forms of revenue to fulfill their missions. There is also some uncertainty about how nonprofits will be funded long term as local, state, and federal government dollars dry up. In addition, some claim that social service organizations develop complex programs that do not match the interests of funders (Foster, Kim, & Christensen, 2009).

Social democratic regimeemphasizes obligatory state in terms of public services for its citizens. Meanwhile, the social investmentact rationally in providing services to its citizens. The paradigm of Inclusive citizenship emerges as a form of alternative response of the third paradigm in providing public services and comprehensive democratic to every citizen. Implementation of inclusive citizenship toward public service reform is urging and signifi cantto recommend how far and beyond state posited citizen as their client who must be served vice versa. Thisarticle will elaborate more on the meaning of inclusive citizenship in the public service.

В статье рассмотрены процессы реформирования системы государственного управления в Российской Федерации, направленные на осуществление социальной функции государства и продекларированного властями перехода на новую сервисную парадигму отношений между населением и госорганами. Проанализированы основные этапы сервисизации госуправления в рамках реализации федеральных целевых программ, государственных программ и концепций по цифровой трансформации предоставления государственных и муниципальных услуг, в первую очередь социальной направленности. Автор придерживается взглядов, в соответствии с которыми сервис может трактоваться как оказание услуг населению государственными структурами и организациями. На примере Республики Башкортостан автором раскрыто современное состояние цифровизации оказания государственных и муниципальных услуг, критически оценен уровень развития государственных информационных систем, выявлены основные недостатки и предложены пути преодоления «догоняющего» характера перехода к модели сервис-ориентированного региона. The article examines the processes of reforming the public administration system in the Russian Federation, aimed at the implementation of the social function of the state and the transition declared by the authorities to a new service paradigm of relations between the population and the state. The main stages of public administration serviceization within the framework of the implementation of federal target programs, state programs and concepts for the digital transformation of the provision of state and municipal services, primarily of a social orientation, have been analyzed. The author adheres to the views according to which the service can be interpreted as the provision of services to the population by state structures and organizations. Using the example of the Republic of Bashkortostan, the author reveals the current state of digitalization in the provision of state and municipal services, critically assesses the level of development of state information systems, identifies the main shortcomings and proposes ways to overcome the “catch-up” nature of the transition to a service-oriented region model.

In the aspect of the European integration aspirations of Ukrainian society and the social development of the nation state, the issues of its service function formation in the form of public services are becoming more and more relevant in Ukraine. It is worth noting that the functioning of the service state model in Ukraine is only at its initial stage and requires improvement of the institutional arrangements for the public services delivery, which involves taking into account existing problems of their delivery by public authorities in the process of deepening the local government reform and long-term restructuring of the national economy. The purpose of the article is to state the areas of concern in the system for providing administrative, social, housing and public utility services, and to define and elaborate on long-term trends for improving their functioning, as well as their common features and characteristics. The modern general and specific scientific research methods have provided the methodological basis for the research. Their use is based on a systematic approach. The analytical method was used to identify the problematic area of the branched public service delivery system. The comparative-functional and analytical methods were used to identify modern trends in improving the provision of administrative, social, housing and public utility services, their functioning, as well as their common features and characteristics. Nowadays the modernization transformations of social services for the public sphere highlight the need of service management. The basic principles of innovation management and innovation culture are determined as a factors of social efficiency of service management. The development of private organizations that specialize in providing analog service to the public requires the state to operate on competitive basis. Therefore, to better address issues such as the provision of quality public social services and competitive functioning of the social care system is an important to develop service management. It is extremely difficult to shift to service management in public organizations. The article presents an evaluation of social care quality following the EQUASS methodology. The evaluation was carried out considering the aspects of institutional care reform and factors of intersectoral collaboration and partnership between organizations providing social services which are important for the spread of good practice, more effective institution management and optimization of state resource use. In addition, the article discusses the requirements for social care institutions‘ service quality, analyzes the main models for service quality assessment applied in Lithuania and the EU. The research has shown that based on the evaluation of research subjects, the social care institutions‘ service quality is quite high. The quality of services could be improved by eliminating the weaknesses of intersectoral collaboration.

This research is backgrounded by the incomplete supporting facilities and infrastructure supporting work activities in providing services to the community. This study aims to determine: 1) To analyze the influence of the work discipline of the state civil apparatus (ASN) on the quality of public services in the Kerinci Regency Social Service; 2) To analyze the influence of the professionalism of the state civil apparatus (ASN) on the quality of public services in the Kerinci Regency Social Service; 3) To analyze the influence of the integrity of the state civil apparatus (ASN) on the quality of public services in the Kerinci Regency Social Service; 4) To analyze the simultaneous influence of work discipline, professionalism, and integrity of the state civil apparatus (ASN) on the quality of public services in the Kerinci Regency Social Service. From the calculation of the Slovin formula above, the number of samples in this study was 41. Data collection is carried out by the method of surveying with questionnaires. Hypothesis testing in this study used multiple linear regression tests. Based on the study's results, it is known that: 1) Work discipline has a significant positive effect on the quality of public services at the Kerinci Regency Social Service. This result can be seen from the partial test hypothesis where the calculation>ttabel or 5.946>2.019 and the significance of 0.000<0.05. 2) Professionalism significantly positively affects the quality of public services at the Kerinci Regency Social Service. This result can be seen from the partial test hypothesis where thitung>ttabel or 4,511>2,019 with a significance of 0.000 where 0.000<0.05. 3) Integrity significantly affects the quality of public services at the Kerinci Regency Social Service. This result can be seen from the partial test hypothesis where the thitung>ttabel or 5.096>2.019 with a significance of 0.000 where 0.000< 0.05. 4) Work discipline, professionalism, and integrity have a simultaneous positive and significant effect on the quality of public services at the Kerinci Regency Social Service. This result can be seen from the calculated F value of 23.065 with a probability value (Sig)=0.000. The F value counts 23.065>Ftable 2.858 and the sig value. It is less than the probability value of 0.05 or 0.000<0.05.

Mashup is a user-centric approach to create value-added new services by utilizing and recombining existing service components. However, as services become increasingly more spontaneous and prevalent on the Internet, finding suitable services from which to develop a mashup based on users’ explicit and implicit requirements remains a daunting task. Several approaches already exist for recommending specific services for users but they are limited to proposing only services with similar functionality. In order to recommend a set of suitable services for a general mashup based on users’ functional specifications, a novel social-aware service recommendation approach, where multi-dimensional social relationships among potential users, topics, mashups, and services are described by a coupled matrices model, is proposed in this paper. Accordingly, a factorization algorithm is designed to predict unobserved relationships, and we use a genetic algorithm to learn some specific parameters, and then construct a comprehensive service recommendation model. Experimental results for a realistic mashup data set indicate that the proposed approach outperforms other state-of-the-art methods.

Two forms of managerialism are distinguished: generalist managerialism, that which affects the daily experience of social work practice and policy managerialism, that which affects the development of policy. The development of social work in Britain led social workers to adopt the role of bureau-professionals, mitigating the inflexibility of the bureaucratic provision of welfare in state social services. However, through case studies of local government social services and probation services, the impact on this conception of social work managerialism through its adoption by new Right governments during the 1980s and 90s is demonstrated. It is argued that distinguishing the impact of inflexibility in services through bureaucratisation from the impact of policy managerialism, the inclusion of a wide range of stakeholders and ensuring advocacy for the voices of service users and the community mitigates the effects of managerialist bureaucratisation. 作者认为管理主义普遍理论对社会工作日常运作的影响有别于管理主义理论应用于公共行政的范畴上。作者以英国的地区社会福利服务及感化工作的展为案例,指出社工专业需要对管理主义对不同服务的影响,先作检视,然后作出适当的回应。 总的来说, 社工可以联系著不同背景及业的人士,与服务使用者一起去倡导及争取他们的权益。 积极参与公共政策的厘订, 来减低管理主义对社工服务的不良影响。

What role does horizontal social inequality play for political protest in middle-income countries? We argue that public social service provision is an important driver of state perceptions. When a state fails to deliver services in an equitable manner, trust in institutions erodes and protest becomes more likely. We use a mixed methods design to investigate this argument in South Africa. First, we combine police event records with census data to estimate correlations between service inequality and protests. Second, we draw on an opinion survey with 27,000 respondents to investigate the suggested mechanism linking social inequality to protest through political attitudes. Third, we focus on qualitative protest accounts in two areas identified by a matching approach to assess the plausibility of our quantitative findings. An attempt to compare social services with each other and highlight common and distinctive features was made while analyzing them. The author’s definition of social care service was given. The most characteristic features of this social service were singled out. Ways to improve the essence of some of them were suggested. Considerable attention was paid to the supported accommodation of the elderly people and people with disabilities, the homeless persons and transit supported accommodation. Critical remarks were made about the premises that would be allocated for supported accommodation, as well as about the legal status of persons who have expressed a desire to receive this social service. Social support is provided to families (persons) who are in difficult life circumstances, families raising biological and social orphans, individuals in employment and in the workplace. Physical support is provided to persons with disabilities. The article gives a brief description of all these types of social and physical support. Social services for providing temporary accommodation, social rehabilitation, information, counseling, mediation, advocacy, prevention, adaptation, integration and reintegration were highlighted in the article. The authors did not ignore such social services as emergency crisis intervention, in-kind assistance, transportation services, sign language translation. A new social service, which is just being introduced and relates to providing temporary rest to persons caring for persons with disabilities, was covered separately. Today the system of social services is being transformed, the number of social service providers is growing, and new forms of interaction with recipients of social assistance are being introduced. A special role in the new configuration of the social service system is given to socially oriented non-profits and social entrepreneurs. This article presents the results of a study of the social service system from the viewpoint of recipients of social services. The main method for collecting information was an all-Russian online survey among social service clients or their representatives. The research methodology involved distinguishing 5 clusters according to type of settlement (megacities, cities with a million-plus population, large cities, small towns and rural areas). The sample consisted of 2267 people. Based on the results of the study, main groups of social services in various types of settlements were proposed. The results showed a lack of development of the non-state service sector in all identified clusters. Barriers preventing the involvement of NGOs in the social services system are associated, on the one hand, with the conviction of the citizens themselves (especially the older generation) that only state institutions can provide quality and free services. On the other hand, many NGOs do not want to be listed in regional registries of social service providers, primarily due to low tariffs, reporting mechanisms and cost recovery. Residents of small towns and rural areas often face a lack of choice, the dominance of one type of provider, underdeveloped social infrastructure in their area, and a limited list of services available to them free of charge.

This study investigates the influence of library personnel’s self-efficacy and use of social media on service delivery in university libraries in Lagos State. The design of the study was survey. The population of the study comprise of 133 library personnel selected from four university libraries in Lagos State. The total enumeration technique was used to include all 133 library personnel. Findings of the study revealed that personnel's self efficacy positively and significantly influenced service delivery in the university libraries in Lagos state, Nigeria (R2 = 0.032, β = 0.847, t = 4.446, p<0.05). It was also discovered that social media use positively significantly influenced service delivery in the university libraries in Lagos state, Nigeria (R2 = 0.032, β = 0.847, t = 4.120, p<0.05). Lastly, there is significant combined influence of personnel's self-efficacy and social media use on service delivery in the university libraries in Lagos state, Nigeria (Adj. R2= 0.113, F(4, 113) = 9.21, p<0.05).In conclusion, library personnel's self-efficacy and social media use contributes to service delivery in university libraries in Lagos State, Nigeria. It is therefore recommended that the managements of university libraries should ensure provision of adequate facilities in different forms of information resources and services. In support of this, there should be a university based policy that would encourage the library personnel to use social media platforms for service delivery

The article states the functions of the sites in terms of informing recipients of social services about the activities of organizations, the opportunities and services they provide, the establishment of feedback. The article reveals the essence and purpose of an independent assessment of the quality of social service institutions, a list of its criteria. The characteristic of indicators within one criterion of an independent quality assessment - openness and availability of information on the organization - is given. The authors analyzed the legal framework for the formation and conduct of an independent quality assessment in the system of social service institutions. The article describes the results of the content analysis of the content of the websites of institutions of social service of the Irkutsk region in terms of their information transparency, completeness and accessibility for recipients of social services. The authors consider the role of the websites and the way the information is arranged on them while forming the policy to improve the quality of social services to different categories of citizens. The level of compliance with the requirements for all indicators of information openness and accessibility of social services institutions of different types is analyzed. The degree of representation of information on the websites in terms of individual indicators is stated, as well as parameters of full disclosure of information with maximum and minimum values are identified. The difference of requirements to transparency and availability of information, their relevance to various types of institutions are revealed. The differentiation of information openness and accessibility depending on the type of social service institution, the legal status of the institution, the service audience are identified. The role of Internet technologies, requirements to information openness and accessibility for the implementation of social advertising and the development of social commitment by institutions of social services are outlined.

In my presentation, I would first address the problem of legal classification of these services (media service provider vs. intermediary service provider), since the answer to this question is a prerequisite for any state intervention. I would then present the regulatory initiatives (with a critical approach) at EU and national level which might shape the future of ’social media platform’ regulation.

The article analyzes the institutional transformation of the sphere of social services in the context of the development of the non-profit sector. The institutional transformation in the field covers the issues of changing public attitudes, the level of public trust and prevailing stereotypes. Besides, online interactions that are spreading while providing and receiving services influence the processes of the individual choice under constantly changing market conditions. The results are based on two sociological surveys devoted to studying the attitude of citizens towards the non-profit sector of social services. The surveys were conducted in Russian regions in 2019(n=1204) and 2020 (n=2047). Among the factors influencing public attitudes towards NGOs are citizens' understanding of the meaning of social services, awareness of non-state service providers and the opportunities of NGO social service sector. During the COVID-19 pandemic, people tended to resort to online services more often, we assume that this hastened the transition to the online format of interaction in the analyzed field. The revealed relationship of attitudes towards state and non-state type providers has demonstrated that the attitude of citizens towards one type of social service provider has an impact on the formation of attitudes towards another type of provider confirming that public trust is systemic. We have identified the key stereotypes that determine the choice of the type of provider by the recipients of services. It has also been found that the personal experience of interaction with social services organizations plays an important role for establishing trust in state and non-state social services organizations. The dynamics of the public trust in the non-profit sector of social services has been analyzed based on the identification of age subgroups.

Abstract This article provides an analysis of social policy regarding social protection of vulnerable groups in Albania, by screening whether the welfare state has responded to the varying needs of socially excluded citizens. The scope is to explore how the consecutive reforms of social policy have addressed the social effects of poverty and social exclusion. The analysis delves into the welfare policy official documents to discover how the vulnerable groups needs are addressed and what is the impact of policymakers, service providers, and service users on social policy shape. Social policy reforms developed after the totalitarian regime and have promoted familialism and gender regime, which have reinforced gender stereotypes of women as primary caregivers and have denied them equal access and full participation in the free labour market. During the transition period, the reforms faced conceptual barriers delaying their application. The minimalist approach of social policy offered insufficient protection to vulnerable citizens from the adversities of life. Social care services for children, elderly and people with disabilities suffer from a persistent lack of funding. The social welfare is offered through few social services provided from civil society. Due to the lack of social care services, the users of the welfare state lack the substantial means for inclusion. The welfare state policies need a reformation to offer decent economic aid and social care services.

The article is devoted to the study of the development of the concept of «public service» in an independent Ukraine. It was found out that since the beginning the concept of «management service» is one of the most widespread. From a legal point of view, a management service is the creation of organizational conditions for the realization of the right by a citizen or another subject of administrative-legal relations. Instead from the point of view of public administration, «management service» is a result of the functional activity of the state body in the development and implementation of state policy on the regulation of a particular sector of the economy or social life. It was established that in addition was used concepts of the similar content, which amplified the terminological uncertainty. As a result, an approach has been developed in which the services of public authorities are divided into four groups: state, municipal, administrative and public. In this approach, public services are divided into state and municipal, depending on the subject of the service, administrative services are provided both by executive authorities and local self-government. The only kind of public services found in the regulatory framework is administrative services. In the Law of Ukraine «On Administrative Services», the term administrative service is used as a result of exercising power by the subject of the providing of administrative services on the application of a natural or legal person, aimed at acquiring, changing or terminating the rights and / or duties of such person in accordance with the law. The process of formation, the concept of «public services» in independent Ukraine can be divided into four stages, the first of which is the stage of domination in the national scientific thought of the concept of «management services». The second stage is the division of services into separate groups - state, municipal, administrative, and all of these groups belong to one group of public services. The third stage (ongoing to date) is characterized by the consolidation and final formulation of the term «public services» as the basic concept of the system of providing services by public authorities. The fourth stage can only be predicted, nevertheless, it is essentially a logical continuation of these three stages, when the legal fixing of the concept takes place.

Digital-based services through the internet network are carried out by Ombudsman RI Bengkulu as a way to reach the community. Such as through Facebook, Twitter, Youtube and Instagram. Digital-based services via the internet by the Ombudsman RI Bengkulu can be said a manifestation of the Ombudsman service innovation to the public. Therefore it is interesting to see about how far the social media is used by the Indonesian Ombudsman Bengkulu for public service purposes. This study is a qualitative study that seeks to analyze and describe the use of Instagram in public services by the Ombudsman RI Bengkulu. The results showed that social media, by the Ombudsman RI Bengkulu, was used as a medium for socializing and raising complaints in the process of public service. Besides being used as a media for public services, there are positive and negative impacts arising from the use of social media in the public service process by the Ombudsman RI Bengkulu. However, the use of social media is considered effective and is considered to be able to facilitate the process of public service, besides that it is also a manifestation of the diffusion of innovation in the public service process by the Indonesian Ombudsman Bengkulu. The article is devoted to the actual problem of social services for elderly citizens at home. The whole social service system requires modernization based on the principles of providing social services to form motivation for active longevity and to develop social interaction of the elderly. The article deals with the issues of socialization of older people, its features, objective and subjective factors, the opinions of scientists on the factors, typology of socialization. There are presented the main problems of elderly people receiving services of social service institutions in the Russian Federation, identified on the basis of statistical data. There are outlined directions of the State strategy for development of the system of social services for older generation, improvement of their quality of life and active longevity under the conditions of socio-economic crisis. The author uses the results of own sociological survey of408 elderly respondents receiving social services in the social service institutions for the elderly. The importance of the services related to maintaining healthy and socially active longevity, organization of life and leisure, constructive interaction with relatives, for successful socialization of elderly people is shown. It is established that the most intensive socialization occurs in the process of providing social and socio-medical services. The dominant setting of elderly people is preservation of health; at the same time, it is the state of health that mostly determines the success of socialization of the elderly. For their active and healthy longevity elderly people prefer primarily cultural, educational, sports activities. However, many rely on the support of social service organizations.

The relevance of the issue of ensuring social protection is also stated in the decisions of the National Security and Defense Council of Ukraine “On the Concept of Reforming the State Service of Special Communications and Information Protection of Ukraine” and “On the Military Security Strategy of Ukraine”. Analysis of recent researches and publications. Issues of social protection were studied by such domestic scientists as V. M. Andriyev, N. B. Bolotina, M. I. Inshin, M. I. Derevyanko, M. M. Klemparskyi, O. L. Kuchma, K. Yu., L. I. Shumna, V. I. Shcherbyna, M. M. Shumylo, O. M. Yaroshenko, and others. At the same time, insufficient attention is paid to the social protection of the personnel of the State Service of Special Communication and Information Protection of Ukraine. Target of research is to analyze the current legislation on social security for the personnel of the State Service for Special Communication and Information Protection of Ukraine. Article’s main body. Today, in the domestic legal system, the social security of the personnel of the State Service for Special Communications and Information Protection of Ukraine is regulated by a number of normative legal acts of various powers. Characterizing in general the given multiplicity of acts, it should be noted that we are not talking about a system of legislation with mutually agreed connections between its elements, a single conceptual and categorical apparatus, principles, procedures, standards. The legislation regulating the social security of the personnel of the State Service for Special Communications and Information Protection of Ukraine is extremely fragmented, cluttered with a large number of different regulatory and legal acts. Conclusions and prospects for the development. Having analyzed the current legislation on the social security of the personnel of the State Service of Special Communications and Information Protection of Ukraine, it was concluded that, despite the large volume of normative legal acts in this area, this does not always indicate the provision of integral and comprehensive social protection of this category of persons. Since there is no single approach, as the provisions on certain types of social guarantees, benefits, services, advantages, and payments for the personnel of the State Service for Special Communication and Information Protection of Ukraine are formed chaotically, according to different approaches to their essence and purpose, financing and implementation procedure. And as a result, although the social security of the studied category of persons is provided for by a number of normative legal acts, many issues remain unresolved, especially in today’s conditions. Therefore, there is a lack of a single legislative act, according to which consolidated and mutually agreed standards and principles of construction of the entire social security structure in the researched area would be determined.

In the context of the challenges of the neoindustrial stage of the economy, the problem of priority development of human capital industries, the search for new mechanisms to ensure high quality of their growth is being actualized. This problem is particularly acute in relation to the population of rural areas, which are significantly inferior to the city in terms of quality of life. The purpose of this study is to determine the allocative efficiency of social service producers in rural areas, and then compare these indicators with the expansion of the non-state sector of social service producers. The study is based on the methodology for assessing the effectiveness of models for the development of social services, which differ in the nature of the allocation of public resources and the degree of participation of the state, private entrepreneurs and non –profit organizations as alternative participants in the organizational and economic mechanism for providing social benefits. A methodology for assessing allocative efficiency is proposed to justify ways to adapt the development of social services in rural areas to modern conditions. The results of the study show that mainly allocative efficiency is characteristic of the subjects of the public sector and the sphere of social services. These subjects form a larger output with the same attracted resources, which is a key constraint in attracting commercial and nonprofit organizations to the social sphere. Today, the banking sector plays a significant role due to the substantial increase in the number of banks and has become an intensely competitive field. The purpose of this paper is to strengthen knowledge of retail banking services by finding the interrelationships between service justice, service quality, social influence, and corporate image concerning service satisfaction and loyalty. In addition, we sought to determine the moderating effect of bank ownership (i.e., state-owned and private sector banks) on the above relationships. Data were collected at random through online surveys that were analyzed using structural equation modeling. Empirical findings revealed that service justice and quality have a significant effect on service satisfaction and customer loyalty. Social influence has a significant effect on customer loyalty, but not on service satisfaction; however, corporate image is positively related to service satisfaction, but not to customer loyalty. Understandably, service satisfaction was assumed to have a fundamental relationship to consumer loyalty. However, moderation results indicated that state or private sector ownership of banks was an equally important moderating factor for almost all dimensions relevant to customer loyalty, other than service justice, social influence, and service satisfaction. The study presents theoretical contributions and considers the managerial implications for banking services that are potentially applicable to other financial institutions.

Revealed that the social protection of public service workers varies depending on the category of such employees and the direction of public service activities. The paper highlighted the need for improved social protection for public service employees by creating common and uniform rules of law on the principles and criteria for providing such protection. Discussed in the article advantages and disadvantages of the current state of social protection of public service workers can be used as the basis of strategy to improve the work of legislative and executive power in Ukraine.

The use of social media today is not only functioned for personal interests, but also for the benefit of groups, organizations, and state institutions in terms of public services as conducted by the Ombudsman RI Bengkulu who utilize social media as a medium of public service in Bengkulu province. It is interesting to study about the new "concept" that is applied in the process of public service, especially one of the challenges that faced by these institutions is the lack of public understanding of the existence of these institutions, so that innovation is basically needed in reaching out to the community and carrying out the role as a state institution with totality in carrying out public services as an objective of the existence of this state institution. This research was conducted to see how the social media was utilized by Ombudsman RI Bengkulu in conducting public services as a form of innovation in public service by Ombudsman RI Bengkulu. The research method was using a qualitative descriptive approach where the research results were analyzed by using the theory of diffusion of innovations. The research subjects in this case are the Ombudsman RI Bengkulu, and the social media users who have accessed the Ombudsman RI Bengkulu social media page, which is proven by digital traces left in the form of likes and comments on the Ombudsman RI Bengkulu Social media. The four elements in the innovation diffusion process show the innovations that applied in the public service process by the Ombudsman RI Bengkulu and how the utilization of these innovations in the public service process by the Ombudsman RI Bengkulu. Innovation in this regard is related to the use of social media as a medium for socialization and raising complaints in the process of public service by the Ombudsman RI Bengkulu. It is said as a form of innovation because the process of public services that is usually done traditionally both directly and through traditional media so that it costs quite a lot, with the use of social media can be done more easily, quickly and efficiently. Neoliberal processes in Australia have seen the ‘roll out’ of the market-based approaches and ‘roll back’ of the welfare state sector, with significant impacts on the human and social services sector. Social services have been cast as a burden on the public purse and have been increasingly forced to show efficiencies, provide greater accountability and demonstrate their value and outcomes. This article explores the impacts of neoliberal reforms on the human and social services in Australia following consultations with the sector. The article unpacks the challenges for the sector in demonstrating value to justify further social investments. Four key areas emerge from consultations with service agencies as focus points: commodification of services, the fallacy of the choice discourse, challenges to service viability, and problems with measures and methods for accountability and demonstrating value. The article concludes with recommendations for future directions and change.

The article analyzes the problems of legal regulation of social services that arise in connection with the use of private law principles in the legislation on social services (contractual structures, the involvement of non-state providers of social services, the introduction of competitive principles, etc.). On January 1, 2015, the Federal Law of December 28, 2013 No. 442-FZ “On the Basics of Social Services for Citizens in the Russian Federation” entered into force, which made significant changes to the system of social services. In this regulatory legal act, a complex of legislative novelties was implemented, aimed at overcoming the crisis situation in social services. It was assumed that ensuring a competitive environment, including through the provision of social services on a contractual basis, would improve their quality, and the involvement of non-governmental organizations would solve the problem of the availability of social services. However, an analysis of the provisions of the current federal legislation and the legislation of the constituent entities of the Russian Federation revealed certain problems of legal regulation that impede the achievement of the goals set (violation of the continuity of legislation, the use of certain private law elements of legal regulation in the regulation of public law relations, etc.). Based on the results of the study, the Author concludes that the goals set for the legislator have not been fully achieved. The involvement of non-state providers of social services did not solve the problem of accessibility of social services. At the same time, at the federal and regional levels, a legal space has been created for “delegating” certain state functions to private organizations, the effectiveness of which raises objective doubts. The use of some private law elements of legal regulation (for example, the legal structure “contract”) does not serve the purpose of ensuring the guarantee of social services, but entails further “commercialization” of relations in the field of social services. The article also examines the experience of using so-called hospital-replacing technologies in certain constituent entities of the Russian Federation (creation of foster families for disabled people and citizens living alone). The Author comes to the conclusion that hospitalreplacing technologies can hardly be considered a really effective means of solving the problem of the availability of social services due to the low level of fees received for caring for single citizens and (or) disabled people.

Purpose. The aim of the article is research of the peculiarities of the development of resistant social capital of the State Customs Service and development of proposals for the development of a model of its development. Methodology of research. The following methods are used to achieve this goal: induction and deduction, theoretical generalization, abstraction, dialectical cognition – in the study of scientific sources and research of theoretical aspects of the development of resistant social capital, the definition of the categorical apparatus of the research; abstract and logical – to generalize theoretical positions, to form conclusions and proposals on the research topic. Findings. The essence and features of the development of resistant social capital are determined. The expediency of developing a model of development of resistant social capital of the State Customs Service, which is based on the principles of attributiveness and synergy, is substantiated. It allows to take into account the influence of environmental factors of the department and time variables on the development of social capital. The structural content of the development model is given, which includes: attributes of the object of development, attributes of the internal and external environment. The object, goals, functions and principles of building a model of development of resistant social capital of the State Customs Service are determined. A detailed description of each stage of application of the model of development of resistant social capital of the State Customs Service is given, which includes: monitoring, design, planning, implementation and control. The advantages of practical implementation of the proposed model are outlined. Originality. The study of theoretical aspects of the development of resistant social capital of the State Customs Service has been further developed. For the first time, proposals for the formation of a model for the development of resistant social capital at the sectoral level have been developed, its structure, features of practical implementation and advantages of application have been determined. Practical value. The main provisions of this study can be used in the process of developing proposals for the development of conceptual areas of development of resistant social capital in the State Customs Service. The provision of veterinary social work has traditionally required training only available to graduate social work students and professionals. As social work educators continue to define core competencies required for veterinary social work, they must consider how to train undergraduate social work students in this emerging field. Remote Area Medical (RAM) provides such an opportunity. This article describes the experience of baccalaureate social work students at a university in a Southern state in the provision of veterinary social work services at five RAM spay and neuter clinics. The ways in which social work educators might use the RAM model as a service learning opportunity for their students are also explored.

Programs to reunice children in state custody with their families and communities have not proliferated to the same extent as have programs designed to prevent placement. Although reunification is generally recognized as a more complex and formidable undertaking, the nature and extent of the obstacles to reunification are not fully understood. The authors report on five major systems barriers to reunification that were identified through a pilot case management project in a midwestern state. Knowledge of these obstacles can help officials create a context in which reunification programs have optimal opportunity to succeed.

The family social work in Ukraine is only at the stage of its developing. Deriving from the paternalistic philosophy, the demonopolisation of the market of social services places new demands on social policy aimed at implementing and regulating social work with families as a separate social structure. The purpose of the research is to characterise the institutional structure of family social work, to determine the assessment of social services and their quality on the example of a study of families raising children suffering from autism, basing on the system- and structure-centred analysis. The paper highlights the indicators of family-oriented practice, describes the market of social service providers for families, identifies the functions of individual institutions, structural entities and the specifics of their activities. It is revealed that in Ukraine there are two types of social work with families: regulated (state bodies and structural entities) and unregulated activities (individuals-entrepreneurs, public organisations, charitable foundations, volunteers), but this does not ensure its integrity, because most social service providers are not focused on the needs of families of certain social categories. The family social work in Ukraine could be divided into three types in the framework of its professionalization: a professional activity, a non-professional activity and a "mixed" (partly professional) activity. The survey provides an assessment of individual indicators of social services by the families raising children who suffer from autism (targeting family social work, access to services offered in the region, the presence of stigma, the effectiveness of social advertising of existing services, their compliance with family needs, etc.). It was discovered that most of the services offered are not in demand; they do not take into account the contextual and environmental background in which families operate either; service providers are biased towards families raising children with autism. Many families are in an information vacuum, which becomes an obstacle to expanding their rights and opportunities, the work done with them can be defined as fragmentary and chaotic; it does not take into account the role of the community in maintaining family resilience.

The article reveals the directions of government policy in the field of employment, in particular: constant improvement of existing legislation, increasing the purchasing power of the population, preventing the development of unemployment and reducing it, stimulating economic activity, reforming public administration in the field of employment. Factors influencing the employment of the population of the regions: natural–geographical, demographic, economic, social, legislative–legal, political, legal, technical–technological, historical–cultural, ecological. Particular attention is paid to the modernization of the Government Employment Service through the expansion and active implementation of electronic and innovative services. As part of the reform of state employment policy in the of the Government Employment Service, new forms of social services were introduced: educational portal; provision of electronic social services to citizens and employers; institute of career counselor, differentiated approach to clients, taking into account skills, qualifications and provision of targeted services to return them to the labor market; individual plans for the provision of social services and employment. To modernize the civil employment service and determine its role and significance for society, the Strategy for the Development of the Civil Employment Service for 2020–2022 was developed and the service was improved on the basis of the main pillars of service provision, introduction of new approaches to staff work. It is proved that to overcome the employment crisis it is necessary to update the contents of the government employment policy, to shift the focus from payment of unemployment benefits to the creation of modern jobs and facilitate the unemployed to develop their activity and competitiveness in the labor market. In particular, national employment policy priorities, state employment programs, legislation and regulations should be developed at the state level. The entire content of public administration activities to implement employment policy should reflect the full range of active and passive measures of the state in the labor market and apply the most effective methods and techniques of public administration, taking into account the specifics of a particular region. Thus, the activities of public administration bodies to implement an effective employment policy should be aimed at creating more active measures in the labor market, considering the specifics of a particular region and community.
