This thesis critically surveys the dynamics of social work modernization in the state of Indonesia. The study examines the polarization, characteristics and trends of social work throughout the history of Indonesia. The survey begins by reviewing the two contexts of the historical developments of social work in both the developed and developing countries of the Third World. This historical overview is pivotal to place the context of social work development in Indonesia. Tracing the origins and the nature of 'social work' in Indonesia under the pre- and colonial rule will further highlight the course of its development. The adoption of modern social work in the post-colonial is examined afterward. The historical examination of social work in Indonesia is particularly relevant in underscoring the roots of the present criticism leveled at Indonesian social policy and work.

The initial development of a social services program in a college health setting is presented, with discussion regarding causes, methods, and outcomes. Both empirical and anecdotal data which were influential in the initial formation of the program are reviewed, in the context of an examination of the research literature relating to this area. The actual development and implementation of the program is followed through its first year of existence. Outcomes are presented in the form of qualitative data analysis and case studies. Discussion of the results and recommendations for both future research and improvements to the program are presented.

The study has the aim to unveil the implantation process, expansion and regionalization of Social Assistance Reference Centers (CREAS) units responsible for providing care to families and / or individuals victims of several types of violence and rights violations in Paraiba. Therefore, it was done documentary research, semi-structured interviews with professionals working in SEDH and the application of a questionnaire to the Social Service professionals that work in regional state CREAS, the following guiding basis of the investigation the dialectical method that allows us to move away from the appearance and understand the essence of the elements studied. The construction of the study has a starting point on the analysis of the state and capitalist society nowadays, beyond the comprehension of the state function that to maintain the existing order makes use of public policies to promote consensus and avoid consequently the class struggle . It also stands out the Federal Constitution of 1988, which provides the construction of the Brazilian Social Security System, with emphasis on Social Assistance which becomes a citizen's right and duty of the State. In this sense, the role of federal agencies in the operation and implementation of such policy is put on agenda. Continuing the debate about Social Assistance, the territory is the core because it allows us to understand the vulnerability, social risk, and economic aspects, cultures that pervade the particularities of each city in the implantation and implementation process of CREAS. The agenda adds up the debate on the co-financing of Social Welfare and the network as main elements for the implementation of a joint work. Finally, it appears the scenery and the profile of the research’s subjects, as well as the implantation process, expansion and regionalization of CREAS in Paraiba has occurred and has been taking place among the advances and challenges, aspects so well emphasized in the statements of the research’s subjects. The terms of the "social question" attended from 2010 to 2013 are also analyzed. And finally, the relationship established between the State, "social question" and public policies in capitalist society, especially the Social Assistance Policy.
O estudo tem como centralidade desvendar o processo de implantação, expansão e regionalização dos Centros de Referência de Assistência Social (CREAS) unidades responsáveis pelo atendimento de famílias e/ou indivíduos vitimas de diversas violências e violações de direitos na Paraíba. Para tanto, foi realizada pesquisa documental, entrevistas semiestruturadas com profissionais que atuam na SEDH e a aplicação de um questionário junto aos profissionais de Serviço Social que atuam nos CREAS regionais do estado, tendo como base norteadora da investigação o método dialético que permite sair da aparência e compreender a essência dos elementos estudados. A construção do estudo tem como ponto de partida a analise do Estado e da Sociedade Capitalista na contemporaneidade, além da compreensão do papel do Estado que para manter a ordem vigente lança mão de políticas públicas a fim promover o consenso e evitar consequentemente a luta de classes. Destaca-se também a Constituição Federal de 1988 que prevê a construção do Sistema de Seguridade Social brasileiro, com ênfase na Assistência Social que passa a ser direito do cidadão e dever do Estado. Neste sentido, o papel dos entes federados na operacionalização e execução da referida política é posto em pauta. Continuando o debate sobre a Assistência Social, o território ganha centralidade, pois permite entender a vulnerabilidade, o risco social, além de aspectos econômicos, culturas dentre outros que perpassam as particularidades de cada município no processo de implantação e implementação dos CREAS. Acrescente-se a pauta o debate sobre o cofinanciamento da Assistência Social e a rede como elementos fundamentais para a execução de um trabalho articulado. Por fim, aparece o cenário e o perfil dos sujeitos da pesquisa, bem como, o processo de implantação, expansão e regionalização dos CREAS na Paraíba que ocorreu e transcorre em meio a avanços e desafios, aspectos bastante enfatizados nas falas dos sujeitos da pesquisa. As expressões da “questão social” atendidas nos CREAS de 2010 a 2013 também são analisadas. E finalmente, a relação que se estabelece entre Estado, “questão social” e as políticas públicas na sociedade capitalista, sobretudo, a Política de Assistência Social.

This dissertation is a comparative, ethnographic study of Southern Sudanese and Bosnian refugees and social service organizations in Fargo, North Dakota. I examine how refugee resettlement staff, welfare workers, and volunteers attempted to transform refugee clients into "worthy" citizens through neoliberal policies aimed at making them economically self-sufficient and independent from the state. Refugees' engagement with resettlement and welfare agencies and volunteers depended on their positioning in social hierarchies in their home countries and in the United States. Refugees had widely variable political, educational, cultural, and employment histories, but many had survived war and/or forced migration and had contact with many of the same institutions and employers. Bosnians in Fargo were either white, ethnic Muslims (Bosniaks), or Roma (Gypsies), who had a darker skin color and were stigmatized by Bosniaks. By interrogating intersections of race, class, gender, and culture, I explain why social service providers and the wider public deemed Bosnian Roma as some of the least "worthy" citizens in Fargo and black, Christian Southern Sudanese as some of the worthiest citizens. In so doing, I highlight the important roles of religion, hard work, education, and civic duty as characteristics of "good" citizens in Fargo. The dissertation is based on a year of ethnographic research in Fargo (2007-08). It also builds on previous research with Roma in Bosnia (1998-2000) and employment with a resettlement agency in South Dakota (2001-2002). I relate this analysis to anthropological theories of the state with a particular focus on refugee resettlement in the context of the neoliberal welfare state. Following Harrell- Bond's argument that refugees are often portrayed as mere "recipients of aid," I argue for a more nuanced understanding of refugees as active citizens in Fargo. I view refugee resettlement organizations, welfare agencies, and volunteers as powerful actors in shaping refugees' lives, but I also take into account the ways in which refugees in turn shaped these actors. I show how refugee resettlement called into question hegemonic forms of citizenship in the relatively culturally and racially homogenous city of Fargo.

This thesis examines the processes of policymaking in South Africa, as expressed through the shifts in income maintenance policy. The thesis focuses on the processes leading to the establishment of the South African Social Security Agency (SASSA), as its case study. SASSA is the institutional framework for the delivery of social grants. Our intention is to test the efficacy of what we have called ‘state learning’ in the South African context. Therefore, the overall aim of the study is to assess the capacity of the ‘state to learn’ in the process of policymaking as expressed through the shifts in social grant administration and the institutional framework of social welfare in South Africa. The subsidiary goals of the research includes mapping changes in the system of social grants administration since 1994 in order to assess the sources of the shifts in its institutional framework; to assess processes and responses within the state that result in policy shifts and the extent to which these can be considered dimensions of state learning; to assess the power of ideas in the policymaking process and to assess the influence of non-state agencies/actors in policy contestation and learning processes. This is essential, because social policy, especially welfare policy research in post-apartheid South Africa, has focused on the economic value of policies and not the political processes in policymaking. For the framework of analysis the study draws on theories of learning, especially at the organizational or institutional level. We start from the perspective that policymaking and implementation cannot be reduced to a neatly ordered schema (Lamb: 1987:6). Further, that policy change and policymaking are “iterative, haphazard, and highly political processes, in which the apparently logical sequences of decision-making, may turn out to be the reverse” (Lamb, 1987:6). This is mainly because state building is a complex affair and a contested terrain; policy learning and making are neither benign nor do they involve the state working in isolation (Sabatier, 1998). To understand processes of policymaking in South Africa, we rely on content analysis of primary and secondary materials or documents and in-depth interviews with key informants involved in the policy process. The documentary sources include records of parliamentary debates, green and white papers on social welfare, ANC party documents, presidential task force reports, newspapers, magazines and court judgments. The study reveals that the establishment of SASSA lends itself to the idea of ‘state learning’. Learning is indicated in South Africa by the capacity and ability of the state to stimulate ideas, debate ideas to establish ideational matrixes as well as paradigms that have informed the development of policy, take ideas and implement them to try and solve mismatches between the intention of the state and the outcomes and the ability of the state to produce policy.

The purpose of this quasi-experimental research was to examine a new approach to information delivery and communication within Teacher Education courses. Advanced technologies in the Internet, Listserv, E-mail, NetForum and electronic forms were integrated, and the learning was guided by the clinical analysis/reflection and structured self-evaluation in a differentiated environment to promote individual development in both cognition and ethics.A cluster sample of sixty-eight pre-service teachers enrolled in the Introduction to Teaching Humanities and Social Sciences course in the Spring of 1999 at the North Carolina State University. Both pretest and posttest were conducted using Defining Issues Test by James Rest for the evaluation of moral growth of the students and Computing Concerns Questionnaire by Jean Martin for the concerns of the students in computing. The qualitative conclusion reached by the researcher suggested students have improved in both quantity and quality of their work more than previous semesters. The quantitative data showed a trend of decrease in students' concerns with regard to computing through Technology-Assisted-Reflection. Despite the statistically insignificant result, study indicated moral development of our pre-service teachers at the Stage 4 of moral development, which is within the norm of the national standard for undergraduate students.

The purpose of this study was to explore students' perceptions of library services offered at Walters State Community College. This research involved LibQUAL+™, a nationally known academic library assessment instrument that measures three dimensions on a scale of approximately 22 aspects of service, divided into 6 groups (Heath, Kyrillidou, & Askew, 2004, p.264). These 3 dimensions are the following: Affect of Service (AS), Information Control (IC), and Library as a Place (LP). Responses of 666 students at Walters State Community College, Morristown, Tennessee, indicated the students' perceptions of acceptable minimum level of service, perceived levels of service, and desired levels of service. Each dimension was assessed by mean scores and p values to determine students' level of satisfaction with the library. Independent samples t tests were conducted to analyze the association between perceived means of the 3 service quality dimensions for the following: (1) Walters State Community College compared to 4 other community colleges, (2) male and female students at Walters State Community College, (3) traditional students 22 years old and younger and nontraditional students over age 22 at Walters State Community College. Pearson's correlation was conducted to analyze the relationship between library budgets and library services. Based on the findings of this study, Walters State Community College Library's mean scores were higher than the other 4 community college's in the 3 service quality dimensions. However, Walters State Community College's results indicated substantial room for improvement in the Affect of Service dimension. The mean scores between male and female students at Walters State College showed no differences among the 3 service quality dimensions. The findings also indicated that nontraditional students over age 22 rated Affect of Service and Information Control higher than did traditional students age 22 and younger. In addition, findings indicated a fairly strong relationship between library budget and the Information Control dimension for the 5 community colleges studied. The data offered in this study provided useful information for library self-study and ideas for improving the college's library services.

Магістерська робота присвячена теоретичному аналізу та емпіричному дослідженню сучасного стану та проблем діяльності психологічних служб в Україні на прикладі Чернігівського обласного центру соціальнопсихологічної допомоги. Більшість проблем соціальної сфери пов’язані саме з постійною зміною системи соціальних послуг в Україні за короткий проміжок часу, що тягне за собою суттєві зміни не тільки для надавачів, але й отримувачів соціальних послуг та управлінських функцій відповідних органів виконавчої влади. У цілому, можна констатувати, що на сучасному етапі доволі активно відбувається перехід від соціальної роботи з дітьми, сім’ями та молоддю до формування ринку соціальних послуг для усіх категорій населення, що свідчить про актуальність нашого дослідження. У першому розділі магістерської роботи проаналізовано теоретичні засади діяльності державних соціально-психологічних служб з різними категоріями населення. У другому розділі магістерської роботи представлено емпіричне дослідження, а саме аналіз проблем Чернігівського обласного центру соціально-психологічної допомоги. У третьому розділі на основі виявлених у дослідженні результатів, розроблені практичні рекомендації, щодо підвищення ефективності роботи закладу.
The master's thesis is devoted to theoretical analysis and empirical study of the current state and problems of psychological services in Ukraine, as an example of the Chernihiv Oblast Center for Social and Psychological Assistance. Most of the problems of the social sphere are related to the constant change of the social services system in Ukraine in a short period of time, which entails significant changes not only for the providers, but also for the recipients of social services and managerial functions of the respective executive authorities. On the whole, it can be stated that, at the present stage, the transition from social work with children, families and young people to the formation of the market of social services for all categories of population is quite active, which proves the relevance of our research. The first section of the master's thesis analyzes the theoretical foundations of the activities of state social and psychological services with different categories of population. The second section of the master's thesis presents empirical research, namely the analysis of problems of the Chernihiv Oblast Center for Social and Psychological Assistance. The third section builds on the findings of the study, and develops practical recommendations for improving the institution's performance.

This study aimed to analyze the demands and responses socio- professional social worker in the area of education, in the city of Aracaju / SE. The object of study was the exercise professional in the way you expressed in this policy. Guided the dialectical method , research has owned exploratory and descriptive character, with qualitative and qualitative approach and used as instruments to literature and forms applied to fourteen (14) Social workers who work in education policy in Aracaju / SE at various levels education. Chapter I approached the discussion of education as social policy, to further relate it as a field of action for social assistance, conducting a raid on the constitution and configuration of social policy more broadly, in their relations with the capitalist mode of production especially in times of crisis, dialoguing with the demands and contradictions that it takes today. Chapter II addressed the determinants of the professional practice of social workers in general, inspiring its special education. Conducted a historical review of the appearance and functionality of the social work profession, showing changes in their requests, responses and characteristics as well as the demands and debates that circumscribes today, as part of its professional design. Have chapter III consisted of exposure and analysis of collected data, the light of the theoretical trajectory of the previous chapters, showing the following results: the socio- institutional context does not offer too many limitations on the exercise of professional social workers in education, in the opinion most professionals, despite the challenges, the practice of social workers is in accordance with the provisions of the basic laws of the profession and the educational area, the demands required by the institution to the social worker in school relate mostly to the warranty/expansion access and permanence beyond the implementation of programs and institutional projects, and also relevant way those intended for the adjustment of conduct; professional responses are well diversified, with the majority related to direct care and guidance to users and social assistance actions and socio; despite the difficulties, the articulation of theoretical and methodological dimensions, technical-operative and ethical-political can be materialized .
O estudo em questão teve como alicerce analisar as demandas e respostas socioprofissionais do assistente social na área de educação, no município de Aracaju/SE. Seu objeto de estudo consistiu sobre o exercício profissional na forma como se expressa em tal política. Pautada no método dialético, esta pesquisa possui caráter exploratório e descritivo, com abordagem quali-quantitativa, e utiliza como procedimentos metodológicos não só a revisão bibliográfica como a aplicação de formulários com 14 (quatorze) assistentes sociais que trabalham na política de educação em Aracaju/SE em diversos níveis de ensino. O capítulo I aborda o debate da educação enquanto política social, para posteriormente relacioná-la ao campo de atuação do assistente social, realizando uma incursão sobre a constituição e configurações da política social de forma mais abrangente, em suas relações com o modo de produção capitalista, principalmente nos contextos de crise, dialogando com as demandas e contradições que a mesma assume na atualidade. O capítulo II trata dos determinantes do exercício profissional do assistente social, de maneira geral, suscitando suas particularidades na educação. Realiza-se nesta etapa textual um resgate histórico do surgimento e funcionalidade da profissão de assistente social, mostrando as alterações nas suas requisições, características e respostas, bem como as demandas e debates que o circunscrevem na atualidade, no âmbito do seu projeto profissional. Já o capítulo III constitui-se da exposição e análise dos dados coletados, à luz do percurso teórico dos capítulos anteriores, mostrando como resultado as seguintes situações: o contexto socioinstitucional não oferece muitos limites ao exercício profissional do assistente social na educação, na opinião da maioria das profissionais; não obstante os desafios, a prática do assistente social está de acordo com o que preceituam as legislações básicas da profissão e da área educacional; as demandas requeridas pela instituição ao assistente social na escola relacionam-se, majoritariamente, à garantia/ampliação do acesso e da permanência, além da execução de programas e projetos institucionais e, de forma também relevante, àquelas voltadas ao ajustamento de condutas; as respostas profissionais são bem diversificadas, sendo a maioria relacionada com atendimento e orientação direta aos usuários e ações socioassistenciais e socioeducativas; apesar das dificuldades, a articulação das dimensões teórico-metodológica, técnico-operativa e ético-política consegue ser materializada.

This study reviews the policy and practice of Islamic social welfare efforts in Indonesia. Findings from this study suggest that Indonesian Islamic welfare policies are ambivalent. The ambivalent character is due, in part, to the need of the government to maintain the status of Indonesia as a secular state, while at the same time, to accommodate Muslim aspirations to practice Islamic social welfare. Some Islamic welfare organizations have succeeded in combining Islamic social welfare programs with a modern social development perspective that is relevant to large national development programs. Dompet Dhuafa Republika's (DD) experience of collecting Islamic welfare funds and developing social welfare programs reveals significant potentials of Islamic welfare efforts to contribute to statutory social welfare services. These findings have shown that there is a promising prospect for Indonesia to further augment a pluralistic social welfare system.

1992 marked a turning point in Nigeria’s broadcasting history as the country formally deregulated her broadcast space. However, it was not until March 2002 that the first commercial radio station was established in Rivers State, a broadcast environment hitherto monopolised by Radio Rivers. The coming of the first independent radio station in Rivers State in March 2002 was followed by the establishment of two other stations in October 2003 and November 2003 respectively. As important as these events in broadcasting in Rivers State are, however, media scholars have argued that in most societies where such change has taken place, public service broadcasters have tampered with their values of being an open space where individuals and groups can come together to be educated, informed, and entertained. This study investigates the extent to which the proliferation of commercial broadcasting outlets has affected Radio Rivers’ public service programming and scheduling. Using a combination of qualitative and quantitative research methods, through in-depth interviews and analysis of the mandate and programme schedules, the study established that while Radio Rivers still maintains some public service values, its current programming policy is driven by the need to compete with the commercial broadcasters. This is evidenced in the decrease in the programme space allocated to current affairs and educational programmes on the schedule, (the genre of public service broadcasting), and the increase in attention to advertisements and entertainment programmes, (the genre of commercial broadcasting). The study also confirms the adverse effects of dwindling financial resources as forcing public service radios to compromise on their public service values, as majority of programmes on Radio Rivers current programme schedules are now geared towards attracting advertisers rather than serving the public good and interests. However, the study proved that it is not in all cases that the entry of commercial broadcasters into Rivers State broadcast space has undermined Radio Rivers public service values. Indeed, in leading to the expansion of interactive, news, and the diversification of entertainment programmes spaces on Radio Rivers’ programming schedules, the proliferation of commercial broadcasters has yielded some positive effects on Radio Rivers public service values and contribution to the public sphere. The study further highlights the need for some policy reforms at Radio Rivers, such as the introduction of licence fees, increased government funding and loosening government’s current control over the station. In addition, there is the need for the edict establishing the station to be amended to reflect the current trends in broadcasting in Rivers State, and above all to reposition Radio Rivers to sustain public good and public interests in its programming.

This dissertation analyzes genesis and development of professional work by social workers at São Paulo Prosecution Service (MPSP). For this purpose, the object of study aims to evaluate social meaning of Social Work in the institution through two interconnected thematic axes, namely: 1) Analysis of Prosecution Service as a State institution within Brazilian political scenario, describing change movements in its traditional functions since the 1960s, and some implications after Brazil’s Constitution of 1988, which explains the demand for hiring social workers as its staff professionals; 2) Analysis of Social Work at MPSP, considering its genesis and development, focusing on professional work process and their inclusion in institutional work processes. Through these analytical axes, bibliographical and documentary research was carried out in theoretical productions in the field of Social Work, Law, Social Sciences, Political Science, and institutional documents in order to enhance reflections on how Law and Social Work meet social demands and embody them. For data collection, qualitative research was conducted through semi-structured script interviews with 11 subjects (06 were social workers, 04 public prosecutors, and 01 jurist). Taking into account this research on Social Work professionals at MPSP, and on contradictory movements in society, conclusions support MPSP as an important professional area for social workers, as well as remarking the widespread institutional socio occupational positions to be held eventually. For this purpose, Social Work must overcome an endogenous vision and critically consider institutional determinants and social demands in order to build collective work proposals
A presente tese objetivou analisar a gênese e o desenvolvimento do trabalho do (a) assistente social no Ministério Público do Estado de São Paulo. Para tanto, o objeto de estudo centrou-se na análise do significado social do Serviço Social na instituição por meio de dois eixos temáticos interligados, a saber: 1) Análise do Ministério Público como instituição do Estado no cenário político brasileiro, identificando o movimento de mudanças nas suas funções tradicionais a partir dos anos 1960 e as implicações desse processo pós Constituição Federal de 1988, contexto que explica a demanda pelo Serviço Social e a incorporação de assistentes sociais em seu quadro funcional; 2) Análise do Serviço Social no Ministério Público do Estado de São Paulo, sua gênese e desenvolvimento, com foco no processamento do trabalho profissional e na sua inserção nos processos de trabalho institucionais. Por meio desses eixos analíticos foram realizadas pesquisa bibliográfica e documental em produções teóricas das áreas de Serviço Social, Direito, Ciências Sociais, Ciência Política e documentos institucionais para o aprofundamento das reflexões acerca das respostas que o Direito e o Serviço Social elaboram para as demandas da sociedade por meio das esferas de sua materialização. Para a coleta de dados, realizou-se pesquisa qualitativa por meio de entrevistas, com base em roteiro semiestruturado, com 11 sujeitos considerados significativos para o estudo, sendo 06 assistentes sociais e 05 profissionais com formação em Direito (04 membros do Ministério Público do Estado de São Paulo e 01 jurista). As análises do trabalho profissional do/a assistente social na instituição e dos movimentos contraditórios da sociedade permitiram concluir e reforçar a importância do MPSP como espaço de inserção profissional de assistentes sociais, mas também apontaram a existência de uma gama imensa de lugares ainda a serem ocupados pela profissão no interior da instituição; mas para isso é urgente que o Serviço Social ultrapasse uma visão endógena e considere criticamente os determinantes institucionais e as demandas sociais para a elaboração de propostas coletivas de trabalho

In recent decades, Sweden has seen a rapid increase in the share of health care, education and social care that is delivered by privately-owned companies. Such privatisation of welfare state services has by some of its advocators been viewed as a means to enhance gender equality in labour market outcomes; one of them being access to managerial positions. This thesis uses Swedish registry data to examine how the underrepresentation of female managers differs between public sector and private sector providers of welfare state services. Moreover, the analysis pays close attention to how employees’ family statuses – partnership and parenthood – influence careers in each of the sectors. The result shows that the gender gap in managerial authority is narrower in the public sector than in the private sector. However, family responsibilities are shown to have a smaller and more gender-equal influence on managerial authority among employees in the private sector. The thesis’ conclusion is, thus, that even though career opportunities might be more gender-equal in the public sector than in the private sector, the theoretical assumption that women’s careers are better off in the public sector because it is more “family-friendly” does not receive support.

This dissertation deals with the process of formation of the Social Worker through the modality of distance education in the city of Palmas-TO, whose purpose is to identify the growth of distance education in Brazil and Tocantins, as well as teaching methodology developed, investigating the limits of its suitability for Curriculum Guidelines. The privatization of social policies in the bourgeois state is a typical factor of reality that is facing the Brazilian higher education, especially when adhered to the dictates of mercantilism, leaving the free market initiative to provide this teaching methodology. This is noticed mainly in the course of social service, which throughout his history has established himself in a training geared to meet the needs of the working class, contributing to their emancipation. The problem of quality of education offered by distance education courses is perceived with emphasis on the growing number of distance education institutions, which mostly are connected to isolated schools, where there is no linkage between education, research and extension. This indicates a lack of commitment from certain institutions to meet the requirements of the Curriculum Guidelines for Social Work courses. By its legal nature, the purpose of distance learning education is a commodity to sell, without the commitment to quality of service, which contributes to the expansion of the reserve army of professional service to the market.
A presente dissertação trata do processo de formação do assistente social pela modalidade de educação à distância no município de Palmas-TO. Seu objetivo é identificar o crescimento da EaD no Brasil e no Tocantins, assim como a metodologia de ensino desenvolvida, investigando os limites de sua adequação às Diretrizes Curriculares. A privatização das políticas sociais no Estado burguês é um fator típico da realidade que vem enfrentando a educação superior brasileira, especialmente, quando se adere aos ditames da mercantilização, deixando a livre iniciativa do mercado para prover esta metodologia de ensino. Isso é percebido, principalmente, no curso de serviço social, que ao longo de sua história se firmou em uma formação voltada para atender às necessidades da classe trabalhadora, contribuindo com sua emancipação. O problema da qualidade do ensino prestado pelos cursos na modalidade EaD é percebido com ênfase, no crescente número de instituições de educação a distância, que em sua maioria, está ligado a faculdades isoladas, nas quais não há articulação entre o ensino, a pesquisa e a extensão. Isso indica o descompromisso de determinadas instituições em atender ao disposto nas Diretrizes Curriculares para os cursos de Serviço Social. Por sua natureza jurídica, o propósito da EaD é vender uma mercadoria educacional, sem o compromisso com a qualidade do serviço prestado, o que concorre para a ampliação do exército de reserva profissional, a serviço do mercado.

The work motivation construct is central to the theory and practice of many social science disciplines. Yet, due to the novelty of validated measures appropriate for a deep cross-national comparison, studies that contrast different administrative regimes remain scarce. This study represents an initial empirical effort to validate the Public Service Motivation (PSM) instrument proposed by Kim and colleagues (2013) in a previously unstudied context. The two former communist countries analyzed in this dissertation—Belarus and Poland— followed diametrically opposite development strategies: a fully decentralized administrative regime in Poland and a highly centralized regime in Belarus. The employees (n = 677) of public and nonprofit organizations in the border regions of Podlaskie Wojewodstwo (Poland) and Hrodna Voblasc (Belarus) are the subjects of study. Confirmatory factor analysis revealed three dimensions of public service motivation in the two regions: compassion, self-sacrifice, and attraction to public service. The statistical models tested in this dissertation suggest that nonprofit sector employees exhibit higher levels of PSM than their public sector counterparts. Nonprofit sector employees also reveal a similar set of values and work attitudes across the countries. Thus, the study concludes that in terms of PSM, employees of nonprofit organizations constitute a homogenous group that exists atop the administrative regimes. However, the findings propose significant differences between public sector agencies across the two countries. Contrary to expectations, data suggest that organization centralization in Poland is equal to—or for some items even higher than—that of Belarus. We can conclude that the absence of administrative decentralization of service provision in a country does not necessarily undermine decentralized practices within organizations. Further analysis reveals strong correlations between organization centralization and PSM for the Polish sample. Meanwhile, in Belarus, correlations between organization centralization items and PSM are weak and mostly insignificant. The analysis indicates other factors beyond organization centralization that significantly impact PSM in both sectors. PSM of the employees in the studied region is highly correlated with their participation in religious practices, political parties, or labor unions as well as location of their organization in a capital and type of social service provided.

This is a small scale, qualitative research study, based on focus group and interview data from eight participants across two workplaces. The participants are workers involved in supporting those young people who are unable to live with their families during their transition to adulthood: they are drawn from two services within the same local authority, leaving care and a specialist adolescent support service which provides housing and support for homeless 16 and 17 year olds. A review of the literature in this field identifies a gap in the research, with few studies focussed on the voices of workers engaged in this specific area of work. I have used three analytical frameworks (thematic, narrative and voice-centred relational) to explore the data from different perspectives. Positioning the data in this three-dimensional framework has enabled me to produce an in-depth analysis, considering more than simply the content of participants' responses. My findings are presented as a reflexive account, exploring how the respondents talk about their work. The data suggests that the talk falls into two broad areas: workers positioning themselves within a framework of organisation(s) and workers positioning themselves in relation to individual young people. A picture emerges from the data of two quite different workplaces. The relative structure and clarity of the leaving care personal adviser's job role appears to unite this group of workers around a more coherent script for talking about the work they do. In contrast, the workers from the specialist adolescent service openly acknowledge that there are differences of approach within their organisation, and appear to lack a shared way of articulating their role. The way in which the workers position themselves within the organisation also differs between the two groups: the leaving care workers talk passionately about the division between ‘us' (workers) and ‘them' (management). The specialist adolescent workers barely mention their managers, and there is little talk of a group identity (an ‘us'). These workers talk about the relationship they develop with individual young people as an intervention in itself. This relationship is conceptualised in various ways, with the clearest construct being parent-child. There appears to be a difference between the two organisations in the way in which this parent role is enacted: leaving care workers talk of an organisational corporate parenting responsibility, whilst workers from the specialist adolescent service talk more freely of thinking and acting as a good parent. In relation to their direct 1:1 work, the majority of participants describe using conversation to facilitate the development of problem solving skills, encouraging reflective thinking through the process of co-creating narrative. These emotional and cognitive skills are talked about as more valuable than specific practical independent living skills. The data suggests that emotional labour is acknowledged and managed very differently in these two workplaces. The leaving care group found it difficult to talk about the emotional aspects of their role, and this plays out in different ways in the interviews. Some participants describe struggling to manage the emotional impact of their work, otherwise struggle to articulate the emotional content of the work. As a group, they retreat from talk of emotional involvement with young people, distancing themselves by stating that it is beyond what is possible within their role. In contrast, the workers from the specialist adolescent service talk more comfortably about their emotional responses to the work: they appear to feel safer using themselves in their work, and seem better able to contain this emotional labour within the overall professional boundaries of their role. Workers talk of ‘making a tiny impact' - acknowledging the potential for their support to make a positive difference in young people's lives, whilst also highlighting the limitations of their role.

This paper stemmed from the following question: How is the role of social assistance workers being built as their work has recently been ruled as a government obligation? The Central Social Assistance Service (SUAS) Human Resources Operational Rules (NOB-RH) were enacted in 2006, thus comprising the first Executive Power regulation to clearly set forth the requirement of holding a civil servant status to render social assistance services. The research described here results from a review of applicable laws, works presented at Social Assistance National Conferences, and transcriptions of CNAS and CIT meetings that cast some discussion on this subject. Moreover, nationwide research data were examined as they referred to social assistance public management in 2005 and 2006. The conclusions of this paper apply not only to the advances achieved by social assistance regulations as a political and regulatory tool, but also to the limitations and hindrances thereof. Most of the NOB-RH social assistance management directives prescribe that the new regulations be in compliance with the Brazilian constitution, thus placing social assistance public policies more clearly within the public administration framework. This is significantly relevant to the field of social assistance, given that favoritism to relatives upon assigning jobs is still practiced in government offices. The most relevant improvement provided by the Rules lies on the requirement to admission by means of a public contest along the lines of such burocratic procedures as devised by Max Weber and later reviewed by Joan Subirats. On the other hand, the limitations of the Rules were examined from two perspectives. First, the difficulty in applying NOB-RH directives to the three government powers as a result of disagreement between the Executive and the Legislative Powers. This particularly affects the enactment of new positions and career plans that have an impact on public budgeting. Second, from the perspective of NOB-RH internal aims, the limitations of the Rules were reviewed to the extent that the very definition of work management fails to comply with the co-relations between workers admitted by public contest and the actual access to users rights. These co-relations are intrinsically related to a clear notion of the knowledge and information applied to provide an effective response to the citizens concerns. It appears that the basic condition for moving from technocratic logic towards actual democratic achievement of social assistance policies is to guarantee the rights to social protection through social assistance. This should ultimately work as the basis for all decisions related to financing, admission, and labor agreements in this field
Esta dissertação partiu da seguinte questão norteadora: como vem se construindo o lugar dos trabalhadores que atuam na política da assistência social em sua recente definição como dever de Estado? A aprovação da Norma Operacional de Recursos Humanos do SUAS, em 2006, foi a primeira regulação na qual o Poder Executivo afirmou de forma clara o lugar dos trabalhadores e servidores públicos como condição para consolidar os serviços socioassistenciais. A pesquisa baseou-se em análise documental de legislações, anais das Conferências Nacionais de Assistência Social e transcrições das reuniões do CNAS e da CIT dedicadas ao tema. Examinou ainda dados de pesquisas de abrangência nacional relativas à gestão pública de assistência social nos anos 2005 e 2006. As conclusões indicam tanto os avanços quanto os limites desse instrumento político e normativo. Grande parte das diretrizes da NOB-RH relativas à gestão do trabalho prescreve o alinhamento ao texto constitucional, demarcando com maior nitidez a política pública de assistência social no escopo da administração pública. Este avanço tem para a assistência social especial valor, tendo em vista a permanência de práticas de nepotismo ainda vigentes nos órgão públicos. A exigência de consolidação de uma burocracia por meio do concurso público, no sentido construído por Max Weber e atualizado por Joan Subirats, é certamente o maior avanço alcançado pela Norma. O exame de seus limites se deu em dois ângulos. De um lado, pela dificuldade que vem sendo enfrentada na efetivação das diretrizes da NOB-RH nas três esferas de governo em função das tensões entre os poderes executivo e legislativo, especialmente no que se refere à criação de cargos e planos de carreira, que impactam os orçamentos públicos. Do ponto de vista da racionalidade interna da NOB-RH, seus limites são analisados especialmente pela insuficiência que a definição de gestão do trabalho tem para responder às necessárias correlações entre a presença de trabalhadores concursados e o acesso aos direitos pelos usuários. Essas correlações passam, necessariamente, pelo aclaramento dos conhecimentos e saberes capazes de prover respostas de qualidade à altura das lutas e desejos dos cidadãos. Esta é a condição para a transposição, necessária, da uma lógica tecnocrática para uma realização democrática da política de assistência social: tomar a garantia dos direitos à proteção social de assistência social como crivo para as decisões relativas ao financiamento, seleção e tipo de vínculo de seus trabalhadores

This thesis evaluates the current transformation of the concept of public service, which has been reflected as new trends in the domain of the public services, within the context of changes in the role of state and the discipline of public administration that have been experienced under the influence of neo-liberal policies of the post-1980s. In the thesis, the concept of public service, which has been used in reference to administrative law, and dynamics of its transformation have been analyzed from the perspective of public administration discipline. In this regard, besides examining what public service is and its basic features, the connection between the transformation of the concept of public service and new genre of public administration, subsumed under the title of new public management, has been investigated. Throughout the study, the process, in which the transformation has taken place, has been examined in the light of the basic tenets of neo-liberalism, new public management, reinventing government and governance approaches by focusing on their distorting impacts on the public characteristics of the public services.

Hizb'allah has traditionally been studied from the perspective of one of its many natures, such as a social movement, Islamic movement, resistance, or political party, each perspective bringing with it limitations and differing interpretations of its identity, motivations, and success. The motivation behind this research was to seek an interpretation of the movement's development and success that would encompass these multiple natures. Through an interpretation of social movement ‘life-cycles', a social movement ‘development model' is proposed that accounts for contradicting theories on the ‘success' of social movements, interpreting success instead as an ability to exhibit simultaneous institutional and extra-institutional natures. The hypothesis provided in this work is that it is an ability to simultaneously exhibit institutional and extra-institutional natures that can be a source of strength and success for a movement, drawing capital from both while avoiding accountability that typically accompanies institutional politics. This challenges traditional theoretical approaches in terms of linear life-cycles with few paths for the social movement to choose from. In turn, questions arise regarding notions of social movement life-cycles being uni-directional, continuously progressing towards ‘institutionalization' or demise. Ideas of an ‘end-date' or ‘inevitable outcome' of social movements are also confronted. This interdisciplinary study is conducted by means of media, archival, and empirical research (participant observation, interviews, and surveys), focusing on changing constituent perceptions of the movement between 1985 and 2013. It is also argued that Hizb'allah's strength is its ability to draw from both extra-institutional and institutional resources while simultaneously avoiding accountability. However, it was also found that, by forming the 2011 governing coalition, the movement upset this balance by subjecting itself to accountability inherent in governance, in turn leading to ‘schizophrenic behaviour' as Hizb'allah sought to serve conflicting constituent and state interests. The significance of this research is that it not only provides an explanation for Hizb'allah's success, but also provides an interpretation of social movement development that accounts for multi-natured movements.

This research is a qualitative study which explores the workplace experiences of LGBTQ+ paramedics through narrative based interviews and thematic analysis. This research also compares the workplace policies, procedures and strategies related to inclusion in the workplace against three existing benchmarking tools. The model of cultural safety is applied as a post analytical lens and recommendations for improving the workplace inclusion of LGBTQ+ paramedics are discussed.

This study investigates the challenges facing the management of public enterprises in the Democratic of Congo. The study is based on the hypothesis that poor performance by state-owned enterprises in the Democratic Republic of the Congo has been influenced by inadequate management which has led to the dissatisfaction of citizens. Due to this problem increasing attention is being paid by the DRC Government to encouraging private sector involvement in services such as water and electricity. This study investigates the arguments for and against privatization, especially in the water and electricity sectors. In pursuing this debate the study explores the following main research question: To what extent will the DRC Reform Law aimed at transforming the commercialisation of public enterprises enhance the effectiveness of basic services such as water and electricity services in the DRC? A case study of the city of Bukavu in the eastern DRC is used to explore this question.

The relationship between the Swedish state’s welfare political commitments and the emergence and development of three female-dominated welfare state occupational groups - nurses, home relief helpers and occupational therapists - is at the heart of this thesis. The primary aim is to study the professional possibilities and limitations created by the state’s welfare political commitments in health care, family policy and rehabilitation.

The thesis emphasises the importance of regarding the state as a historically conditioned actor and as an organisation of organisations. The state is not a unified and static actor and this makes it difficult to speak of the state’s relationship to different welfare occupations in general terms. Nurses, home relief helpers and occupational therapists have encountered the state in different historical contexts and established ties to different parts of the state. Abbott’s (1988) term jurisdiction is used to characterise the area within welfare politics that nurses, home relief helpers and occupational therapists have made claims on or been allotted. The struggle for jurisdiction takes place on three, analytically separate but in reality interconnected arenas. These arenas are the workplace, the media arena and the legal arena. The thesis limits itself to the legal arena, that is, the state’s administrative, planning and legislative structures. At the centre of the analysis of the legal arena are the Swedish Government Commission and the welfare political reform work that to a large degree has been formed by these institutions’ function and work.

An important conclusion from these three case studies is that the state’s welfare political commitments have been central for the emergence of nurses, home relief helpers and occupational therapists and their development into welfare state occupational groups. The state’s welfare political ambitions have contributed considerably to the transformation of nurse, home relief helpers and occupational therapists into modern occupational groups. Dependency on the state has not always been easy to handle however. The state’s welfare political interests have often contradicted the wishes of the professions regarding the content, length and organisation of training programmes, as well as regarding continuing education and licensing. The state has been unwilling to provide more training than deemed necessary from a welfare political perspective. An important conclusion from this study is that it is difficult for welfare state occupational groups to steer their professional project in a direction that falls outside of the state’s welfare political commitments.

Au carrefour de la socio-histoire, de la sociologie du droit et de la sociologie des élites, la thèse revient sur la genèse d’un concept-clef de l’État républicain en France : le service public. Entre 1870 et 1940, cette idée, qui préexistait à la naissance du nouveau régime, est retravaillée par différents types d’acteurs dans un sens plus démocratique, tel un aggiornamento de la pensée d’État. Dans cette opération de mise à jour figurent en première place les milieux juridiques (hauts fonctionnaires du Conseil d’État et professeurs de droit), qui vont notamment se servir de la montée en puissance du contentieux administratif pour légitimer leur position par rapport aux civilistes et imposer une vision « d’en haut » du service public, compris comme un véritable savoir de gouvernement. En retraçant les différentes étapes par lesquelles s’est constitué un récit mythique des origines autour de l’arrêt Blanco du 8 février 1873, la thèse vise donc à faire l’histoire de la construction d’une profession, celle de publiciste ou d’administrativiste, en même temps que la genèse d’un champ, le champ du « public ». Au sein de ce champ gravitent des acteurs plus éloignés du champ juridique (ingénieurs de l’État, philanthropes, théoriciens du social de tous ordres, syndicalistes de la fonction publique), qui luttent soit pour ne pas se laisser imposer une conception entièrement étatisée de la générosité publique, soit pour faire entendre le point de vue des dominé-e-s de ce champ (petits et moyens fonctionnaires, instituteurs/trices). L’enquête met donc en valeur une distribution inégale et différenciée de l’intérêt pour le « public », visible dans la compréhension des revendications démocratiques de l’époque (droit de grève et syndicalisation dans la fonction publique, municipalisme, vote de l’impôt sur le revenu), que certains des acteurs essaient constamment de retraduire dans les catégories d’un droit qu’ils aiment à voir comme seul savoir légitime sur le monde social. In fine, ce travail de socio-histoire permet, par un effort pour penser avec la mentalité des contemporains de l’époque (i.e. sans raconter l’histoire par la fin et en faisant droit aux possibles non advenus), de comprendre la métamorphose du « souci de soi » de l’État à un âge démocratique, en décrivant le point de rencontre entre une main droite traditionnellement régalienne et masculine (symbolisée par les membres du Conseil d’État) et la main gauche de l’État social et protecteur.En termes de méthodologie et de cadrage théorique, la thèse repose sur une enquête prosopographique dont le corpus est constitué par les différents sous-groupes de porteurs de l’idée de service public entre 1870 et 1940 (n = 77, des hommes à une majorité plus qu’écrasante). Elle alterne récit et analyse des données quantitatives issues de l’enquête prosopographique, et combine ethnographie sur archives (pour le Conseil d’État), analyse de correspondances et analyse de contenu (arrêts de la justice administrative, commentaires doctrinaux et ouvrages « théoriques » sur le service public). Elle s’essaie à une association raisonnée de la théorie des champs et de la sociologie des professions. Enfin, les archives dépouillées sont, outre les dossiers de carrière de chaque prosopographié-e, celles du Conseil d’État, du Tribunal des conflits, des facultés de droit (principalement Paris, Bordeaux et Toulouse), de l’agrégation de droit et des syndicats (fédérations de fonctionnaires + CGT dans ses rapports avec l’État)
At the intersection of social history, the sociology of law and the sociology of elites, the thesis goes back to the origin of a key concept of the French Republican State: public service. Between 1870 and 1940, this idea, which preceded the new regime, is reshaped by different types of actors in a more democratic sense, as an aggiornamento of state-thought. The legal circles (senior officials of the Conseil d'État and law professors) took a prime position during this update. They notably made advantage of the rise in importance of administrative litigation to legitimate their position as opposed to civil law specialists and impose a vision "from above" of public service, understood as true science of administration. By retracing the sequence of events that made a myth from the Blanco case of 8 February 1873, the thesis aims to give an account of the construction of a profession, that of a lawyer specialising in public law or in administrative law, at the same time as the creation of a “public” field. Actors distant from the legal field (state engineers, philanthropists, social theorists of all kinds, civil service trade unionists) gravitate to this field, struggling either not to let the State's conception of generosity to the public be imposed on them, or to get the point of view of those dominated in this field (lower and middle bureaucrats, primary school teachers) across. The enquiry therefore highlights the unequal and differentiated distribution of interest for the "public", visible in the understanding of the democratic claims of the time (the right to strike and unionise in the civil service, municipalism, the Act of Parliament on income tax), that certain actors consistently tried to translate into categories of law regarded favourably as the only right approach to the social world. Finally, in an effort to think within the contemporaries of the time’s mindset (i.e. without reading history backwards and by taking virtual history into consideration), this socio-historical work enables the understanding of the transformation of the "self-concern" of the State in a democratic age, by describing the encounter between a traditional, sovereign and masculine right hand (epitomised by the members of the Conseil d'État) and the left hand of the protective and social State.In terms of methodology and theoretical framework, the thesis is based on a prosopographical enquiry, the corpus of which is made from the different subgroups of exponents of the idea of public service between 1870 and 1940 (n = 77, the overwhelming majority are men). It alternates between an account and an analysis of the quantitative data drawn from the prosopographical enquiry, and combines archival ethnography (for the Conseil d'État), correspondance analysis and discourse analysis (administrative justice cases, jurisprudence and "theoretical" works on public service). It attempts a reasoned association between field theory and the sociology of professions. Also, as well as the career records of each individual in the prosopography, the archives that have been examined are those of the Conseil d'État, the Tribunal des conflits, law faculties (mainly Paris, Bordeaux and Toulouse), the “agrégation” examination in law and unions (federations of civil servants + CGT in its relation with the State)

This dissertation comprises the research of the production of postgraduate courses, stricto sensu, of Social Service in the Central-West Region of Brazil, about the professional and technological education system, with emphasis on examination of analytical trends of the various objects of study related to that modality of teaching. The objective of the research was to examine the process of building the knowledge in its relation with the peculiarities of the recent Brazilian development, the process of financial globalization and correlated changes in organizational work, using the theoretical and empirical references which allow to seize and nuclear the major trends in the analysis of the various problematized objects. The methodological procedures of the research was held as bibliographic research in the areas of education, social service, social sciences and scientific methodology, which guide the theoretical foundation of analysis of the research object. The systematic analytical emphases highlight the connections between productive restructuring and work organization in the field of vocational and technological education; education and structural duality and social and student assistance policies. The study confirms that the thematic professional and technological education becomes relevant in social work with the changes and rearrangements of capitalism and the related changes in the organization of work, a period that coincides with new settings in the Brazilian state educational policies, graduate expansion in Brazil and the development of a new field of study , research and knowledge production , which , more generally , deals with the relationship between the productive system and the education system as essential mediation in the relationship between work and education.
Esta dissertação compreende a investigação da produção dos cursos da pósgraduação, stricto sensu, de serviço social da região Centro-Oeste sobre a temática da educação profissional e tecnológica, com ênfase no exame das tendências analíticas dos vários objetos de estudo relacionados a essa modalidade de ensino. A intencionalidade da pesquisa foi de examinar o processo de construção de conhecimento em sua relação com as peculiaridades do desenvolvimento brasileiro recente, o processo de globalização financeira e as correlatas mudanças na organização do trabalho, recorrendo às referências teóricas e empíricas que permitiram apreender e nuclear as principais tendências nas análises dos vários objetos problematizados. Os procedimentos metodológicos compreenderam a pesquisa bibliográfica nas áreas de educação, serviço social, ciências sociais e de metodologia científica, que orientam a fundamentação teórica da análise do objeto de investigação. As ênfases analíticas sistematizadas evidenciam as conexões entre a reestruturação produtiva e a organização do trabalho no campo da educação profissional e tecnológica; a educação e dualidade estrutural e as políticas sociais e assistência estudantil. O estudo confirma que a temática educação profissional e tecnológica ganha relevância no serviço social com as transformaçõese recomposições do capitalismo e as correlatas mudanças na organização do trabalho, período que coincide com novas configurações nas políticas educacionais do Estado brasileiro, a expansão da pós-graduação no Brasil e o desenvolvimento de um novo campo de estudos, pesquisa e produção de conhecimento, que, de maneira mais geral, trata da relação entre o sistema produtivo e o sistema educativo, como mediações essenciais na relação trabalho e educação.

This thesis focuses on the Afrikaans Christian Women's Organisation (ACVV), placed within the context of Afrikaner nationalist activity, and traces the variety of ways in which white, Afrikaans, middle-class women sought to construct a racially exclusive 'Afrikaner' people. Stereotypical portrayals of Afrikaner women as passive followers of an ideology constructed by men are challenged. The gendered construction of nationalism is initially examined by tracing the transition from a religious, evangelical, late nineteenth century gender discourse to an increasingly explicit Afrikaner nationalist discourse in the early twentieth century. The ACVV participated in the construction of a popular Afrikaner nationalist culture that portrayed Afrikaans women as mothers of the people or volksmoeders. The first ACVV leaders were acutely aware of the 'New Women' who abandoned conventional notions of femininity - they tried to construct a public, political identity for Afrikaans women that met the challenges of the 'modern' world, yet remained true to Afrikaner 'tradition'. The ACVV sought to fashion Afrikaans whites into 'Afrikaners' through philanthropic activity. At first, this was especially true of rural branches, but from the early 1920s, Cape Town's ACVV also responded to the growing influx of 'poor whites' by focusing specifically on social welfare work. One particular concern was the danger that women working together with blacks posed for the volk. Research on the ACVV's philanthropy is complemented by a study of the lives of landless and impoverished whites in the Cape countryside and Cape Town. Archival material and 'life history' interviews are used to explore the working lives of white, Afrikaans-speaking women who moved from rural areas to Cape Town during the 1920s and 1930s. Complex and contradictory strands made up the private and political lives of female Afrikaner nationalists. During the 1920s, they sought to create a political role for themselves by constructing a 'maternalist', nationalist discourse that articulated the notion of separate spheres for men and women -but extended vrouesake (women's issues). In many ways these were conservative women - yet they adjusted, even challenged, conventional gender roles in Afrikaans communities. In the 1930s, the four provincial Afrikaans women's welfare organisations sought to shape state-subsidised social welfare programmes. The ACVV and its sister organisations had increasingly fraught dealings with Afrikaner nationalist men in the state and church. who did not share the women's vision of female leadership in social welfare policy.

[Truncated abstract] As a developing country, Indonesia has been struggling with complex and contentious development issues since Independence in 1945. Despite remarkable economic achievement during the New Order period (1966-1998), poverty has persisted and the benefits of development have been unequally distributed. Social welfare — the system of social security to protect the well-being of the weaker members of society has received little attention in Indonesia, both from the state and from the scholarly community. The historical neglect of social welfare in Indonesia has begun to be addressed recently, with the Social Safety Net (SSN) initiative. SSN is a social welfare program that was launched by the government of Indonesia to mitigate the deleterious impacts of the economic crisis that hit the nation in 1997. This thesis aims to assess how the SSN accommodated the needs and aspirations of poor women, particularly those who live in rural areas. The rural poor deserve attention because poverty in rural areas is widespread and often intractable, and because poverty in rural areas tends to be more invisible than in urban areas. The urban poor are more visible, because they are “in the face” of the powerful every day, and they are more likely to be able to access agencies of power than the rural poor.

A discussão acerca da violência é assunto recorrente nos dias atuais. O objetivo deste trabalho é observar como se dá a intervenção do profissional que atua diretamente com o fenômeno da violência física contra crianças e adolescentes. O profissional em questão é o Assistente Social do Poder Judiciário. O estudo debate o fenômeno partindo do pressuposto de que suas múltiplas manifestações fazem parte da sociedade brasileira desde o período colonial e que o recurso à violência é resultado de uma construção histórica que justifica a utilização do disciplinamento físico quando o objetivo é garantir comportamentos e corpos dóceis adequados às normas sociais. Sendo o sujeito produto de sua história, a idéia de que é necessário fazer uso de práticas violentas no sentido de fabricar a obediência e a subordinação, acabou perpassando não só as instituições responsáveis pela manutenção da ordem, mas também os detentores de micropoderes, como a família. Numa discussão que intenta perceber as formas de atuação do serviço social em relação à violência contra crianças e adolescentes, são levantadas hipóteses muito mais que encontradas respostas acerca desse fenômeno que sempre esteve presente em nosso cotidiano, porém, só recentemente, entrou na agenda de preocupações e interesse de diversos atores. Nesse sentido, a presente pesquisa, através da análise de relatórios sociais constantes nas ações processuais referentes à violência contra crianças e adolescentes do Serviço Social de uma Vara de Família, Infância e Juventude do estado do Rio de Janeiro, bem como de entrevista com Assistentes Sociais e Psicólogos da referida Vara, busca caracterizar a atuação do profissional de Serviço Social frente a questão da violência familiar contra a infância e a adolescência. Numa tentativa de reconstruir a trajetória da violência no Brasil, bem como traçar um paralelo entre violência do mundo da rua e violência do mundo da casa, procura também, localizar os espaços ocupados pela infância ao longo do tempo, assim como discutir sobre as providências tomadas pelos poderes constituídos para sua proteção ao longo da história. Busca ainda, apresentar as transformações ocorridas na família brasileira como também suas percepções acerca do fenômeno em tela. Por último, procura mostrar o processo evolutivo da profissão de Serviço Social, assim como o papel desempenhado pelo Assistente Social na esfera do Poder Judiciário, mais especificamente na Vara de Família, Infância e Juventude.
The quarrel concerning the violence is recurrent subject in the current days. The objective of this work is to observe how is the intervention of the professional who directly acts with the phenomenon of the physical violence against children and adolescents. This professional is the Social Worker of Justice. The study debate the phenomenon presupposing that its multiple manifestations composes Brazilian society since its colonial period and that the recourse to the violence is effect of a historical construction that justifies the use of the physical discipline when the objective is to guarantee both behaviors and docile bodies adjusted to the social rules. Human being is product of its history, the idea of being necessary using violent practices to make obedience and subordination, ended up influencing not only the institutions responsible for the maintenance of the order, but also the holder of micro powers, as the family. In a quarrel that tries to perceive the ways social worker acts in relation to the violence against children and adolescents, hypotheses are raised much more that found answers about of this phenomenon that always was present in our daily life. However, only recently, it entered in the agenda of concerns and interest of many actors. In this direction, the present research, through the analysis of social reports constant in procedural actions referring to the violence against children and adolescents of the Social Service of a Pole of Family, Infancy and Youth of the state of Rio de Janeiro, as well as of interview with Social Workers and Psychologists of the referred Pole, it search characterize the performance of the professional of Social Service in what concerns to the familiar violence against infancy and the adolescence. In an attempt to reconstruct the trajectory of the violence in Brazil, as well as tracing a parallel between violence of the world of the street and violence of the world of the house, it also look for to locate the spaces occupied for infancy for the long of time, as well as arguing on the steps taken for the constituted powers for its protection for the long of history. It still search to present the transformations occurred in the Brazilian family as also its perceptions concerning the phenomenon in question. Finally, it look for to show the evolution of the profession of Social Service, as well as the role played for the Social Worker in the sphere of Justice, more specifically in the Pole of Family, Infancy and Youth.

This doctoral thesis analyses the job conditions of the social workers in the Special Children and Juvenile Courts of Law in the State of São Paulo. The goal of the present thesis is to prove that the workload intensification process has become one of the most decisive and crucial element to be tackled by the social workers class if they want to work fewer hours. Consequently, time and working activities are presented as vital aspects to be examined carefully when dealing with the inherent financial characteristics of the capital used in the productive and service sectors as well as in the restructuring of the public policies and working classes conditions. Within this context, the professional activity in the Court of Law was understood as the job performed itself and the social worker as the employee who performs a paid job and suffers the consequences of the economic conditions and working tendencies of all over the world. The relationship between the Law and the Legal System were objects of this study because they have a strong influence on the performance of the social workers’ daily activities due to the frequent law requisitions resulted from infringement acts which are treated at the Special Children and Juvenile Court of Law every single day. All the data collected for this paper were analysed in terms of their quality and quantity worth. Based on a semi-structured guide, ten social workers from the Court staff were interviewed face to face and asked to answer a written survey. Among the research findings, it was realised that the employees have been working under pressure due to the huge intensification of their workload and harmful working conditions, worsened by the organisational structure, rhythm and pace of the Court of Law, which reaffirm that the private sector entanglements are influencing the state public sector. Furthermore, it was also discovered that new social workers are not being hired because of the workload intensification of the current employees due to the reduction in the number of social workers who leave the job either from removal or retirement. Therefore resilience strategies are being held individually and collectively as well as internally and externally as an effective way to avoid the workload intensification of the social workers. However, it is still a challenge to be faced. In conclusion, this study shows that it is essential for the ones involved in this process to discover innovative legal means to prevent the social workers to be overloaded by work and give them useful tools to fight against capitalist exploitation
Essa tese analisa as condições de trabalho das Assistentes Sociais no Fórum das Varas Especiais da Infância e Juventude do Tribunal de Justiça do Estado de São Paulo, com o objetivo de apreender o seu processo de intensificação nesse espaço sócio-ocupacional, conferindo centralidade à categoria tempo de trabalho como um elemento determinante da luta histórica da classe trabalhadora pela redução da jornada de trabalho. Por isso, tempo e trabalho se apresentaram como dimensões relevantes a serem analisadas, notadamente na atual etapa de financeirização do capital que se refrata no setor produtivo, nos serviços, na reconfiguração das políticas públicas e nas condições de trabalho. Nesse âmbito, o exercício profissional no Tribunal de Justiça foi apreendido como trabalho e o/a assistente social como trabalhador/a assalariado/a, sofrendo as injunções das tendências gerais do mundo do trabalho. As relações entre Direito e Sistema de Justiça foram objeto de tematização por atravessarem e condicionarem o trabalho desenvolvido pelas assistentes sociais, por meio das interfaces com as requisições decorrentes do ato infracional a partir do fluxo de atendimento no Fórum das Varas Especiais da Infância e Juventude. A metodologia da pesquisa, de natureza qualitativa e quantitativa, envolveu a aplicação de questionários e entrevistas, com base em roteiro semiestruturado, com dez Assistentes Sociais que compõem a equipe técnica. Entre os achados da pesquisa constatou-se forte presença da intensificação do trabalho, percebida pela maioria das trabalhadoras por meio das precárias condições de trabalho e também pela própria estrutura do Judiciário em seus ritmos, velocidade e carga de trabalho, que reafirmam os ditames privados adentrando o espaço público-estatal. Identificou-se também a ampliação da jornada de trabalho, ainda mais estimulada pela redução do número de assistentes sociais na equipe técnica do Serviço Social em função do processo de remoção e de aposentadoria, que não têm levado a novas contratações. Estratégias de resistência - individuais e coletivas, internas e externas - são mobilizadas, mas resta o desafio de avançar com novas propostas contra a intensificação do trabalho, por meio de dispositivos no contrato de trabalho que possam vincular previamente o grau de intensidade do trabalho a ser realizado, a depender do fortalecimento das lutas coletivas do trabalho contra o capital

Cette thèse porte sur un dispositif de traitement clinique de la précarité : le Carrefour Santé Mentale Précarité du Centre Psychothérapique de l’Ain. Ce dispositif, créé dans le cadre des politiques publiques d’accès à la prévention et aux soins (article 71 de la loi du 29 juillet 1998 d’orientation relative à la lutte contre les exclusions), met en réseau des professionnels de la santé mentale (travailleurs sociaux, infirmiers, psychiatres, psychologues, cadres infirmiers) qui partagent le même souci de se tenir au chevet d’individus présentant un mal-être psychique en lien avec une impossibilité, récente ou plus ancienne, de s’affirmer sujet de leur propre vie. A partir de l’analyse des pratiques - d’accueil, de prise en charge, d’accompagnement, d’orientation - de ces cliniciens de la précarité ainsi que de l’analyse des modalités de cadrage de ces pratiques - organisation des activités, corpus doctrinaux de référence, modalités d’évaluation des pratiques professionnelles -, il s’agit de comprendre, d’une part, comment se reconfigurent les dispositifs de protection issus des nouvelles politiques de l’Etat social actif concernant la lutte contre l’exclusion sociale et, d’autre part, comment se transforment les processus d’individuation qui sous-tendent ces pratiques et dispositifs.La thèse met en évidence l’émergence de collectifs d’intervention qui, par un travail de reconnaissance du parcours de vulnérabilité des personnes en situation de précarité, engagent une pratique spécifique de soin qui relève du care. A partir de la clinique psychosociale de la perte des attachements de la personne, l’enjeu consiste à maintenir et/ou réparer la sociabilité des personnes en situation de précarité. Les cliniciens de la précarité développent une pratique que nous pourrions qualifier d’écologique dans le sens où ce qui constitue l’adresse du lien à étayer n’est déterminé que par l’individu lui-même en lien avec tout ce qui le relie au monde. Son corps, sa subjectivité et l’ensemble des êtres et objets présents dans son environnement (famille, culture, travail, droits, santé, argent, etc.) forment les principaux supports de l’intervention. Pour connaître ce par quoi la personne en souffrance tient et se tient dans la société, les cliniciens se mobilisent en réseau, partagent la connaissance qu’ils ont de la personne et, ce faisant, se font collectivement ethnographes de ses attachements, quitte à mobiliser dans cette ethnographie personnalisée tous les corpus doctrinaux ressources et toutes les épistémologies (sociologie, anthropologie, psychologie, médecine, santé publique, économie, philosophie, etc.) leur permettant de mieux situer/comprendre ces attachements. A travers cette clinique en réseau, les cliniciens tentent de maintenir une forme collective de solidarité thérapeutique où les bénéficiaires de l’intervention ne sont plus tant considérés comme autonomes et abstraits qu’interdépendants et concrets. La description analytique détaillée de cette nouvelle forme de traitement clinique nous permet de montrer comment les politiques de santé mentale au front de l’exclusion ne peuvent plus être interprétées seulement en termes de prestations sociales et d’offres de soin qu’il s’agirait de redistribuer en contrepartie de l’activation des individus, mais plutôt comment elles correspondent aussi, du fait de l’engagement de certains cliniciens, à de nouvelles manières de penser et d’assurer le maintien de ces individus en reconnaissant à la fois leurs droits et les multiples formes d’attachements qui les relient au monde
This thesis concerns an instrument for the clinical treatment of social vulnerability known as the “Mental Health and Social Vulnerability Crossover Tool”. Based at the Ain Psychiatric Hospital, this instrument, set up under the framework of government policy on access to prevention and health care services (article 71 of the French law dated 29 July 1998 on guidelines for social exclusion management), is composed of a network of mental health professionals (social workers, nurses, psychiatrists, psychologists, health managers) who share the same desire to support individuals with psychological suffering resulting from a recent, or more distant, inability to assert themselves as subjects of their own life. An analysis of the practices (reception, assistance, support, counseling, referral) adopted by these clinicians as well as an analysis of how their practices are formalized (organization of activities, reference bodies of doctrine, methods for assessing professional practices) will be used to examine two issues: how both protection systems resulting from the enabling State’s new policies to fight social exclusion, and the underlying individuation processes are transformed.This thesis highlights the emergence of collectives of action who work to recognize the paths of people in social vulnerable situations, employing a very specific clinical practice which falls into the realm of care. The aim was to maintain and/or recover the sociability of persons in socially vulnerable situations based on the psychosocial approach of the loss of attachments. Clinicians have developed what can be qualified as ecological practice, in that the benefit of the link to be reinforced is determined by the individual themselves, in relation to all the supports which connect them to the world. Their body, its subjectivity and all the beings and objects present in their environment (family, culture, work, rights, health, money, etc.) form the basis for this intervention. In order to find out what binds the person in difficulty to and gives them a place in society, the clinicians work as a network, sharing their knowledge of the person and, in doing so, act as ethnographers of the person's attachments, using all the reference bodies of doctrine and epistemologies (sociology, anthropology, psychology, medicine, public health, economy, philosophy etc.) to better situate/understand these attachments. This clinical practice in a network helps clinicians to preserve a form of collective therapeutic solidarity in which the beneficiaries of the intervention are no longer considered as independent and abstract but rather interdependent and concrete.A detailed analytical description of this new form of clinical treatment will allow us to show how mental health policies at the forefront of the fight against exclusion cannot be interpreted purely in terms of social services and care provision, redistributed in exchange for the activation of individuals. They must also be considered in terms of how they also correspond - thanks to the work of convinced clinicians - to new ways of thinking and to ensuring the preservation of these individuals, both by recognizing their rights and the multiple attachments that connect them to the world

In 1962 Congress enacted legislation which made social services an important instrument of public welfare reform. The law represented the culmination of a half-century effort on the part of public welfare officials to secure recognition for public social services as a distinctive yet integral feature of progressive social welfare policy in the United States. This dissertation traces the evolution of this effort from its origins in the Progressive period to the passage of the Public Welfare Amendments of 1962.The Progressive ideal of social welfare focused on building an institution of public welfare which would satisfy the economic, social, and psychological needs of all citizens. Public welfare officials viewed social services as playing a key role in the realization of this goal. The paper examines how social services became a means of protecting and expanding the functions of public welfare.The history of public social services has been marked by controversy. Throughout most of the twentieth century, the institution of public welfare has been subjected to periodic assaults by the taxpaying public. The stigma associated with welfare has caused many professional social workers to oppose the idea of incorporating social services into public welfare. The response of public welfare officials to these sources of conflict is a major topic which the paper explores.The context for and the ramifications of the dispute between professional social workers and public welfare officials over the propriety of public social services are discussed in the first three chapters of the paper. The last three chapters recount the political strategies used by public welfare officials to gain acceptance of their plan for integrating social services with public welfare policy.

This research arose out of the author's concern that the Salvation Army and its social services in Australia were being influenced by government and society at the expense of its own Christian beliefs and internal rhetoric. The Army's rhetoric is explored through an analysis of Salvation Army's texts. The study findings verify the proposition of Kress (1985) and others, that institutions transform and are transformed through their use of discourse. It is confirmed that William and Catherine Booth (the Army's founders) were not independent from the state and from external influence as required by Booth. It was found that just as William and Catherine Booth reworked the discourses of their time, they were influenced in turn by these discourses and the organization they created , namely, The Salvation Army was transformed through the use of discourse. The research found that modern texts produced in the Army in Australia, are influenced by the dominant discourses of the modern Australian welfare state, and that as a consequence the Army, in transforming these discourses for their own purposes, is also being transformed and in the process becoming increasingly colonised by governments in Australia.

This thesis is concerned with social stratification of psychosocial factors and social position measurement in population samples collected in mid-Sweden 2000-2006. Traditional resource-based measures of social position (occupation, education) and so far less explored prestige-based measures (subjective status, status incongruence) are tested with respect to their associations with psychosocial factors, emotions, and selfrated health. Three papers in this thesis are based on data from the Life Conditions, Stress, and Health (LSH) study, using a randomly selected population sample. Data for the fourth paper is a regional sample drawn from the health-related survey “Liv och Hälsa 2000”. Statistical methods range from correlation analysis to logistic regression and repeated measures analyses. Results from studies I and IV show that psychosocial factors are unequally distributed within the population in a linear manner, so that the lower the socioeconomic position (SEP), the more unfavourable levels. This is independent of whether we study this in a highly unequal setting such as Russia, or in a more egalitarian society such as Sweden. The stability of psychometric instruments over two years tend to be lower for all instruments among low SEP groups, and differ significantly for self-esteem and perceived control among groups with high and low education, and for cynicism among groups with high and low occupational status. Results from studies II and III point to the relevance of individuals’ own thoughts about themselves, and the potential impact on the self by normative judgements of social position in a certain hierarchical setting. In paper II, the prestige-based measure of subjective status was influenced by resource-based measures, such as self-rated economy and education, but also by life satisfaction and psychosocial factors. The importance of self-evaluation was especially obvious from the study on status incongruence (study III) where the traditionally protective effecs of a high education seem to disappear when combined with a lowstatus occupation. Shaming experiences may play an important role here for our understanding of self-perception.

In recent years, Florida has acquired a reputation as fertile ground for human trafficking. On the heels of state and federal anti-human trafficking legislation, a host of organizations have risen to provide a range of services. In this thesis, I discuss findings from 26 interviews conducted with law enforcement, service providers, legal representatives and trafficked persons to contextualize the variability in the way anti-trafficking work is conceptualized by stakeholders across the state. Additionally, I explore how conflicting organizational policies on the local, state, and federal levels impact stakeholder collaboration and complicate trafficked persons' attempts to navigate already complex processes of social/health services and documentation. Lastly, I provide policy recommendations that attempt to address the major issues associated with anti-trafficking work identified through the analysis of participant interviews.

Depuis une cinquantaine d’années l’action sociale en faveur des personnes âgées et des personnes handicapées s’est construite par empilements successifs de dispositifs législatifs et réglementaires sans une volonté d’harmonisation et de cohérence.Les services à domicile, sanitaires ou médico-sociaux, créés ces vingt dernières années n’échappent pas à ce mouvement, qu’ils soient en direction des enfants ou des adultes handicapés, ou des personnes âgées.Cette thèse fait l’état de ce qui existe en recherchant comment les bénéficiaires utilisateurs ont accès aux services, par leurs propres moyens financiers, par un financement public ou par le biais de la solidarité nationale. Des propositions de simplification des dispositifs, de mise en cohérence entre eux sont faites pour permettre un plus large accès.La recherche de la protection des bénéficiaires y est présente notamment d’une part, par la qualité du service, dans l’étude des processus de professionnalisation des acteurs à travers leur formation ou l’organisation professionnelle du secteur. D’autre part, la protection des bénéficiaires est également étudiée sous l’angle des dispositifs juridiques existants, pour lesquels il semble nécessaire d’y apporter un renforcement. Enfin, pour développer le soutien aux aidants familiaux, pilier essentiel de la prise en compte de la dépendance des personnes âgées et des personnes handicapées, il faut modifier le droit actuel
Since fifty years the social action for the elderly and disabled persons has been built by successive stacks of legislation and regulations without desire for harmonization and consistency.Home services created in the last twenty years are no exception to this trend, whether towards children and adults with disabilities and the elderly, health or medico-social.This thesis is the state that exists by searching how recipient users have access to services through their own financial resources, through public funding or through national solidarity. Proposals for simplification of the devices, to ensure consistency between them are made to allow wider access.The search for the protection of beneficiaries is present, especially in the study of processes of professionalization, through training or professional organization of the sector. Proposals are made there. The protection of beneficiaries is also studied in terms of existing legal frameworks, where it seems necessary to make it stronger. Finally to expand the support for family caregivers, an essential pillar of taking into account the dependence of the elderly and disabled persons, we have to change the current law

From a jurisprudential analysis of several judgments of the Constitutional Court, the author tries to show a new perspective based on a dynamic vision of a Social State and Constitutional Law, which ones require a fundamental presence of judges in the deliberation of court cases related to the prohibition on collective bargaining in the case of public employment, in order to show the scope of axiological protection that labor law should take in situations such as public employment and lack of funds in order to achieve equality between public and private employment , thus avoiding overt discrimination.
A partir de un análisis jurisprudencial de diversas sentencias del Tribunal Constitucional, el autor intenta presentar una perspectiva basada en el cambio de visión de un Estado Social y Constitucional de Derecho que exige una presencia fundamental de los jueces en la deliberación de los casos referentes a la prohibición de la negociación colectiva en el caso del empleo público, para con ello demostrar el ámbito de protección axiológica que debe asumir el derecho laboral frente a situaciones como el empleo público y la falta de presupuesto para lograr una igualdad entre los empleos públicos y privados, evitando así, una discriminación manifiesta.
