Texte intégralRussischsprachige Juden, die nach 1989 die Sowjetunion und ihre Nachfolgestaaten verlassen haben, zählen weltweit zu den bestqualifizierten Migranten. In ihren bevorzugten Zielländern (Israel, USA, Deutschland) zeichnen sie sich durch sichtbare Formen der kulturellen Selbstbehauptung, eine starke Aufstiegsmobilität und einen relativ hohen Grad der Selbstorganisation aus. Auf Grund des hohen Bildungsgrades und der dominierenden Berufsbilder konnte in Anlehnung an das Modell der „Strategic Elites“ von Suzanne Keller ein generell hoher Anteil an Eliten in der untersuchten Gruppe von Immigranten in Deutschland und Israel ausgemacht werden – v.a. professionelle, kulturelle und intellektuelle Eliten. Die Studie fragte danach, inwiefern Prozesse der kulturellen Selbstbehauptung, der lokalen und transnationalen Vernetzung und der ethno-kulturellen Selbstorganisation von den zugewanderten Eliten unterstützt oder sogar selbst befördert werden. Als empirische Grundlage dienten je 35 Experten-Interviews mit russisch-jüdischen Immigranten in beiden Ländern – dabei vorwiegend Wissenschaftler, Künstler, Schriftsteller, Publizisten/Journalisten, Lehrer, Ingenieure, Sozialarbeiter, Studenten und Politiker. Die qualitative Auswertung des Interviewmaterials in Deutschland und Israel ergab zahlreiche Gemeinsamkeiten, aber auch markante Unterschiede. Auffällig war, dass fast alle Interviewpartner mit russischsprachigen Netzwerken und Community-Strukturen gut verbunden blieben – unabhängig vom bisherigen Erfolg ihrer individuellen Integration. Fast durchweg waren sie sich ihrer überdurchschnittlichen beruflichen Kompetenzen (70% Akademiker) bewusst, die kulturellen, beruflichen und häufig auch politischen Ressourcen wurden mindestens als ebenbürtig zu jenen der Aufnahmegesellschaften betrachtet. Das Interesse an direkter gesellschaftlicher Partizipation und Akzeptanz war entsprechend hoch. Für das Zusammengehörigkeitsgefühl der Immigranten in Israel und Deutschland bilden russische Sprache, Kunst und (Alltags-) Kultur nach wie vor eine Schlüssel-Rolle. Dabei entsteht für die meisten Immigranten kein zwingender Widerspruch, sich "russisch" im kulturellen, "jüdisch" im ethnischen und "israelisch" / "deutsch" im nationalen Sinne zu fühlen - insofern ein klassischer Fall von additiver Identitätsbildung, der auch die zugewanderten Eliten charakterisiert. Assimilation in die Mehrheitsgesellschaft ist keine Option. Tendenzen ethno-kultureller Selbstorganisation, die erfolgreiche individuelle Integrationsverläufe im neuen Umfeld keineswegs ausschließen, zeigten sich am intensivsten in Israel. So reagiert ein Teil der russisch-jüdischen Eliten auf allgemeine Ausgrenzungserfahrungen und/oder Schließungsprozesse der lokalen Eliten bewusst mit der Bildung eigener Vereine, Medien, Bildungseinrichtungen und sogar politischer Parteien. Insgesamt widersprechen die Ergebnisse der Studie dem weitverbreiteten Stereotyp vom russisch-jüdischen Migranten als eines pragmatisch-passiven „Homo Sovieticus“. Zivilgesellschaftliches Engagement war bei den untersuchten Eliten eher der Regelfall. Zu den Traditionen der frühen, legendären russischen „Intelligentsija“ gehörten fließende Übergänge zwischen Kunst, Bildung und gesellschaftspolitischem Engagement. Dies setzt sich in Israel in einigen Gruppierungen der russisch-jüdischen Immigranten nahtlos fort. Dagegen machten die Experten-Interviews in Deutschland deutlich, dass ein vergleichbarer „Intelligentsija“-Effekt hier nicht zu erwarten ist - und daher für kollektive Orientierungsprozesse der russischen Juden irrelevant bleibt.

Texte intégralBetween the conference of The Hague (1965) and the signing of the Single European Act (1986), the European Construction was foremost an economic endeavour aiming at integrating the European societies and based on the free movement of goods, people, services and money. The creation of the common market was an extraordinary challenge for the nation states and for the political parties which are responsible for the expression of the political life of their nation. Two parties, the French socialist party (PS) and the social-democratic party of Germany (SPD), both deeply rooted in the political life of their own nation, with a socialist and democratic identity, but also moved by European ideals, were greatly involved in the realisation of the European project, mainly through the action of their leaders when these were exercising their national responsibilities and ruling their nation.Thus the questioning: did these parties leave the mark of democratic socialism on the European construction or did they only accompany it without correcting the original features? Did they participate in the definition of the European economic model or not? And in turn, did the European construction lead them to preserve or to modify their identity?Our inquiry leads us to study how two utopian ideas, the path towards democratic socialism and the path towards European unity, interfere. The extreme difficulty for both parties to create a convergence between these two paths could prevent them from remaining political strengths with great future at national and European scale

Texte intégral;Islamists, terrorists, bandits. Chechens worldwide are associated with their very negative reputation. But very little is known about this small ethnic group whose culture has a long ancient history. As long as their cultural heritage goes back, their war-torn history is also an elementary part of their identity. Since round about 400 years there have been various armed conflicts and wars between Russia and Chechnya. After the collapse of Soviet Union in 1991 Chechnya declared itself as the independent state “Chechen Republic Of Ichkeria”. This resulted in two Chechen wars, the first one endured from 1994-1996 with the Chechens defeating the Russian troops. The second Chechen war took place between 1999 and 2009 and was declared as an anti-terror campaign. Afterwards a pro-Russian government has been established with Ramzan Kadyrov1 who is frequently accused by NGOs, journalists and human rights activists of massive human right abuses, arbitrariness, corruption and an exaggerated personal cult. Reasons for more than 300.000 refugees living in Europe coming along the last 25 years. Diverse studies have been developed to understand the political situation between Chechnya and Russia, but barely any studies deal with the new living conditions in the countries of their new residence, nor how their integration works in combination with their Adats (characteristic way of living/honor code). Through this research I am giving an overview of Chechen behavior rules called Adat, what difficulties they face between integrating in order to start a new life and maintaining their own identity, which has been exposed to repression, war and the fight for surviving for the last four centuries. But also how the actual “Being Chechen Like” identity changes along the process of integration far away from their homeland.

Christliche Gemeinden in Deutschland finden sich zunehmend in einer interkulturell zusammengesetzten Gesellschaft wieder und viele fragen danach, wie eine Integration von Migranten in ihre bestehenden Gemeinden gelingen kann. In dieser qualitativ-empirischen Studie wurden drei evangelische Freikirchen in Deutschland dahingehend untersucht, wie sie sich von einer ehemals monokulturell-deutschen Gemeinde in eine interkulturelle Gemeinde entwickelt haben. Dabei wurden in besonderer Weise die Voraussetzungen für die Entwicklung, der Veränderungsprozess und besondere Merkmale der Gemeinden untersucht. Als Grundlage für die Forschung wurde ein aus verschiedenen Disziplinen zusammengeführtes Modell aus Erkenntnissen zu interkulturellem Gemeindebau entworfen. In der Studie wird deutlich, dass interkultureller Gemeindebau sowohl bereichernd als auch herausfordernd und konfliktgeladen erlebt wird. Besonders wichtig sind dabei eine strategisch kompetente Leitung, eine missionarische Grundausrichtung, ein liebevoller und wertschätzender Umgang miteinander, die Einigung auf gemeinsame Leitlinien, das Feiern von Erfolgen, Beziehungsaufbau, das Einladen zur Mitarbeit auf Augenhöhe, interkulturelle Leitungsteams, die Übersetzungsarbeit, Geduld und Flexibilität sowie die Bereitschaft, voneinander zu lernen.
German society is becoming increasingly intercultural, and many Christian churches are asking how migrants can be successfully integrated into established churches. In this qualitative-empirical study, three free evangelical churches in Germany were examined to determine how they developed from a previously monocultural German church into an intercultural church. In the course of the study, the prerequisites for development, the change process and special features of the churches were specifically examined. An integrated model designed on the basis of insights of various disciplines regarding the intercultural construction of churches served as the foundation for the research. It became clear in this study that building an intercultural church not only enriches the church, but is also experienced as challenging since it has the potential to give rise to conflict. The following elements are especially important: strategic and competent leadership, a basic missionary orientation, a loving and esteeming manner in associating with one another, consensus on common guidelines, a celebration of successes, building of relationships, an invitation for others to minister on equal terms, intercultural leadership teams, translation work, patience and flexibility, and a willingness to learn from one another.

Wyses waarop drie Evangeliese gemeentes in Duitsland ontwikkel het van eens monokulturele Duitse gemeentes in interkulturele gemeentes, is in hierdie kwalitatief empiriese studie ondersoek. In die besonder die voorvereistes vir verandering, die veranderingsproses en die unieke kenmerke van die gemeentes is in hierdie studie verken. ʼn Geïntegreerde model wat berus op die insigte van verskeie dissiplines wat hulle op die interkulturele samestelling van kerke toespits, het die basis van die navorsing gevorm. Dit blyk uit hierdie studie dat die totstandkoming van ʼn interkulturele gemeente nie slegs verrykend kan wees nie, maar dat dit moontlik ook tot onenigheid aanleiding kan gee. Taiwan's current legal system using for dealing with the problem of asylum seekers has the Act Governing Relations between People of the Taiwan Area and the Mainland Area, the Act Governing Regulations with Hong Kong and Macau and Immigration Act. However, due to Taiwan's special historical background and complicated political factors, the application for asylum cases of China, Hong Kong, the R.O.C isolated Fighting Chinese army and exiled Tibetans is mostly handled on a case-by-case basis. Owing to the Draft Refugee Act did not pass third reading, so that the administrative agencies cannot deal with cases of asylum seekers according to the law. Furthermore, although the Draft Refugee Act has a general structure, there is still no provision in the asylum procedure to protect the applicant’s remedy rights, and there is no provision of the rights and obligations of refugees after they exiled Tibetans are recognized. In 2016, the number of refugees reached the highest peak and Germany keep open mind for accepting asylum seekers and refugees among member country of European Union. For dealing the problem of refugees and integrating German society so the Integration Act passed in 2016. Due to complete legal structure of Integration Act, so my research takes the German Integration Act as the main axis. My research uses the method of comparative analysis and collect past historical data and information, then analyze a particular event, and to find a general rule from this particular event.Therefore, the information is mostly collected from the official website of the Federal office for Migration and Refugees, then analyze the main contents of the asylum procedure and the relevant provisions of the social integration of the Integration Act. Therefore, through the analysis of the main contents and the concept of social integration of the Integration Act , my research raised some suggestions for the asylum procedure and the social integration stage of Taiwan’s draft Refugee Act. Therefore,my research raised suggestions for the legislative directions of the asylum procedure.Firstly,the asylum-related acts can mutatis mutandis the provisions of the draft Refugee Act. Secondly,the legislator should constitute the provisions of remedy rights for asylum seekers and refugees.Thirdly, the government should give the translation service and legal aid service for asylum seekers and refugees. There are also some suggestions for the social integration strategy, firstly, to legislate the provisions of the social integration. Secondly, the rights and obligations of refugees should be legislated in the Draft Refugee Act. Lastly, the government should integrate the resources of the administrative agencies and non-governmental organization.

Texte intégralAusgehend von dem konkreten mehrdimensionalen missionalen Kirchenprojekt REFOmoabit ist es Ziel dieser Masterarbeit, eine Antwort auf die Frage zu geben, wie eine fruchtbare Integration von (1) gemeinschaftlichem Leben, (2) gesellschaftsrelevantem Gemeindebau und (3) Immobilienmanagement gelingen kann. Die aktuelle ekklesiologische Praxis und Erfahrung zeigt jedoch, dass es zu Spannungen zwischen dem Prinzip des gaben- und konsensbasierten Miteinanders, einerseits und der Entwicklung eines gesellschaftsrelevanten Gemeindebaus und einem die ersten beiden Bereiche unterstützenden Immobilienmanagements andererseits kommt. Infolgedessen soll im Rahmen dieser Arbeit die Frage nach der genauen Art und Ausprägung dieser Spannungen, ihren Ursachen und möglichen Lösungen, die eine wirklich fruchtbare Integration dieser drei Bereiche ermöglichen, untersucht und beantwortet werden. Dies erfolgt mit einem interdisziplinären Dreischritt, indem (a) soziologisch Art, Ausprägung und Ursache der vorfindlichen Spannungen analysiert werden, diese (b) theologisch reflektiert werden und abschließend (c) praktisch-theologische Handlungsmöglichkeiten als ekklesiologische Hilfestellungen für eine fruchtbare Integration entwickelt werden.
Based on the multidimensional church planting project REFOmoabit this dissertation aims to answer the question how a fruitful integration of (1) communal life, (2) societal relevant congregational development and (3) property estate management is possible. Current ecclesiological practice and experience has shown that tensions arise between the principle of gift- and consensus-based cooperation and transformative church planting as well as the real estate management that is supposed to support the other two areas. Therefore this dissertation aims to examine and answer questions about the exact nature and extent of these tensions, their causes and possible solutions that make a truly fruitful integration of these three areas possible. This takes place within an interdisciplinary approach by (a) analyzing the nature, extent and reason of the tensions sociologically, (b) examining them from a theological viewpoint and (c) offering practical theological courses of action as an ecclesiological aid for a fruitful integration.

Texte intégralO presente estudo correlacional examinou a relação entre meta percepções sobre o desejo de contacto intergrupal, a integração da identidade bicultural e as experiências de contacto intergrupal positivo e negativo em indivíduos biculturais (Turcos-Alemães). Especificamente, examinou-se se meta percepções de desejo de contacto do exogrupo estão relacionadas com experiências de contacto positivas e negativas; se a integração da identidade bicultural modera a relação entre meta percepções do desejo de contacto do endogrupo e experiências de contacto intergrupais positivas e negativas; e, finalmente, se a integração bicultural está relacionada com experiências de contacto intergrupais positivas e negativas. No total, 130 participantes Turco-Alemães, imigrantes de primeira e segunda geração, residentes na Alemanha, participaram no estudo realizado online. Os resultados indicaram que apenas as meta percepções do desejo de contacto intergrupal do exogrupo estavam associada ao contacto intergrupal positivo e negativo, enquanto que as meta percepções do desejo de contacto do endogrupo não estavam significativamente associadas ao contacto intergrupal. A integração da identidade bicultural não moderou a relação entre meta percepções do desejo de contacto do endogrupo e as experiências positivas e negativas de contacto intergrupal. Finalmente, a integração da identidade bicultural, especialmente a dimensão da harmonia, esteve fortemente associada com as experiências de contacto intergrupal positivo e negativo. Globalmente, estes resultados alargaram o conhecimento existente sobre como as minorias, especialmente indivíduos biculturais, experienciam o contacto intergrupal e salientam a importância de considerar aspectos relacionais, tais como as meta percepções, bem como a integração das diferentes identidades.

Texte intégralIntra-European migration is an important portion of population outflows from Portugal. The belonging to the European common area and the Schengen area facilitate this movement. However, they do not take integration into the destination society for granted. The geographic proximity and the generalization of some information and communication technologies facilitate the contact of Portuguese emigrants with their country of origin, however, not all do it in the same way, nor with the same intensity. With this context, is intended to characterize the Portuguese emigration to Germany, with emphasis on the relationship that these Portuguese establish with the destination country - integration; and in the relations that are established with Portugal – immigrant transnationalism. It also seeks to identify how both phenomena: integration and transnationalism, can be related. In order to respond to these objectives, first, official statistics, both Portuguese and German, are analyzed. This data serve as a context for the empirical center of the thesis, which consists of the analysis of an online questionnaire survey, collected between 2014 and 2015, framed in a more comprehensive project on Portuguese emigration. Were collected 369 responses to this survey based on Germany. The qualitative component relies on the results of two case studies in German cities with a relevant presence of Portuguese emigrants: Berlin and Hamburg, in each city were conducted around a dozen interviews. The data shows that Portuguese emigration in Germany is an accumulation of migratory waves that have adapted to the structural characteristics of both countries. Integration takes place in different ways, and very often it seems to depend on factors such as the academic training of the emigrants and / or their employability strategy. Relations with Portugal can take different forms and have, in the same way, different explanatory factors, whether related to the economic and / or cultural capital of emigrants, the existence of dependent family members in Portugal, or a less succeeded integration in the labor or socio-cultural sphere. In the combination of both phenomena, several connections are found, according to the analytical dimension or sub-dimension.

Texte intégralThe management of human migration challenges the host society to formulate a long-term strategy for immigrant integration. In a setting of migration crisis, this challenge increases to a European scale and becomes substantially humanitarian in character. Therefore, accomplishing successful integration as an ultimate goal requires a joint effort from multiple actors and levels of governance. This report details a five-month internship at the Federal Office for Migration and Refugees (BAMF), in a consultancy division on integration policy and transmission of values. It seeks to appraise how the evolution and performance of the Federal Republic of Germany’s integration strategy contributes as a benchmark for the European Union’s response to the migration phenomenon its member states are currently facing, in the wake of an unprecedented number of refugees and asylum seekers throughout 2015 and 2016. Building upon an initial conceptual and theoretical framework that gathers important contributions from the literature to the research subject, the report develops a critical analysis of the internship’s activities to address a set of best-practices essential to a conjunctural integration strategy
