Birth has become a phenomenon of increasing concern. The population of Romania has decreased and is constantly decreasing, the downward evolution is not surprising, all the information on the natural and migratory movement after 1989 define a well-installed demographic decline. Romania's demographic decline is gaining new dimensions and amplifying the deterioration of the country's demographic situation. What is less known and evaluated at the true value is the depth of the deterioration of the age structure of the population in the context of the demographic decline and the implications of this deterioration from the perspective of the possible recovery of the demographic state of the country. The present demographic evolutions, respectively the characteristics of the components that have produced and are still producing these evolutions, foreshadow a strongly negative image regarding the population of Romania in the next decades, if by public policies the birth ratio will not be stimulated.

Résumé :
Romanian psychology has undergone extensive transformations over the past 70 years, in relation to social and political changes that took place in Romanian society during this period. After building an internationally recognized status by the year 1938, the establishment of the totalitarian regime in 1948 had a negative influence on psychology, essentially on ideological grounds. Of course, during this period of over 40 years, there were several stages in terms of the intensity of interference. After the Revolution that led to the process of democratisation in 1989 we can witness the rebirth of psychology in Romania and its gradual reconnecting to mainstream psychology. In this paper, we trace how these broad changes are reflected in the Romanian psychology books published in the last 70 years, relating them to the evolution of Romanian society.

Abstract The lack of information from the organizations involved in a crisis situation and the high level of uncertainty may result in setting an emotional tone on social media and even in bringing radical political and social changes. Such an example is the Colectiv crisis in Romania. The fire, caused by a fireworks display, broke out at the Colectiv nightclub where almost 300 people were attending the “Goodbye to Gravity” band concert. 27 people died that night and the death toll reached 63 in December. This tragedy led to an online and offline civic uprising, Romanian citizens protesting against a corrupted political system. The scope of this study is to examine the emotion-filled dialogue on Twitter and to determine the evolution of coping strategies and collective action frames throughout this crisis which resulted in a social and political reform in Romania.

Abstract Objective: The purpose of this article is to present a brief analysis of the Romanian higher education system from the perspective of basic indicators, as well as the use of Markovian techniques for studying the evolution of the schooling process. Methodology: The descriptive statistical analysis was mainly used to visualize and synthesize the information extracted from the data on the Romanian higher education system. Markovian methods were used to study and predict the evolution of the schooling process. Findings: The rapid dynamics of the number of students in Romania in the last two decades has been accompanied by a series of structural changes, of which the most important are: a) constantly increasing the degree of feminisation of student achievements and b) increasing the relative importance of economic studies, legal studies and other social sciences, while reducing the relative importance of technical sciences and of medical-pharmaceutical studies within university specialties. Also, the distribution of the graduates’ specializations correlated to a very small extent with the requirements of economic and social activity. It can be said that the development of tertiary education in Romania was stimulated mainly by the action of factors of social and cultural nature and only at second level by the demand for qualified personnel generated by the productive apparatus. Value Added: This study highlights the current state of Romanian higher education. The fact that the evolution of tertiary education has been “explosive” over the past two decades makes some econometric methods, involving the use of stationary data or which have a high degree of complexity, more difficult to use. In this context, the use of Markovian modelling methods for studying and forecasting the evolution of the schooling process can contribute to improving access to and participation in higher education. Recommendations: In the current conjucture, when trying to increase the insertion of graduates into the labour market, it is natural for decision-makers to use various estimation methods and techniques that allow them to correlate university study programs with the needs of the labour market and at the same time provide them with scientific support for their prognosis.

Given its social, economic and environmental impact, together with its history and tradition, balneo-tourism counts among the most important forms of tourism practiced in Romania, thus being useful to constantly identify, analyse and develop ways of supporting its positive evolution on a long term. The purpose of this article is to present, along with theoretical references regarding the importance of substantiating marketing strategies in balneo-tourism marketing planning, the results of a SWOT analysis developed in order to create better-adapted marketing strategies for balneo-tourism in Romania. The SWOT analysis is based on a qualitative research, conducted among several Romanian experts directly involved in the field of balneo-tourism. Therefore, the results obtained and the conclusions drawn can be used to substantiate marketing strategies for balneo-tourism in Romania, emphasising the main strengths and opportunities, such as the various, high quality, natural resources and the positive dynamic of the tourism market, and improving or limiting the impact of the weaknesses and threats, such as the insufficient specialised human resources and the lack of financial resources. The paper presents a series of recommendations regarding the addressed matter and offers a comprehensive point of view upon relevant aspects that should be dealt with in order to support more efficiently the Romanian balneo-tourism evolution. Abstract This paper analyses the involvement of Romanian and Hungarian young villagers in the local agriculture and entrepreneurial activities. The first part provides an outlook on the historical evolution and the current situation of agriculture and rural development in Romania and Hungary from the perspective of theoretical positions formulated within economics and the sociology of entrepreneurship as well as rural sociology. The second part discusses the results of a cross-border research and social intervention project conducted in the period of 2012-2013 in ten rural localities from the shared Hungarian–Romanian border region. The questionnaire included questions regarding rural youth integration in the labour market, agriculture, and involvement in entrepreneurial activities as well as social and religious participation. The research has found significant differences between Romanian and Hungarian young villagers with respect to the examined questions.

Abstract: Over the last years, the interest for the potential of social economy organisations to support and produce economic and social development has increased substantially. Against the background of this increased interest in the area, the interest for the research of this economic sector having specific characteristics and grouping various organisations under the same identity has also increased. Starting from recent research, the main purpose of this article is to describe the landscape of social economy actors and the key elements in the evolution of the social enterprises in Romania. In the first part, we present structured information about the status quo of social economy entities such as they appear by analyzing the data collected at national level by the National Institute of Statistics and by analyzing the juridical and institutional framework of each type of organization. The analysis mainly focuses on three types of organisations – cooperatives, NGOs with an economic activity and mutual organisations. In the second part, the authors identify and analyze several key policy fields enabling the development of social economy actors. The last part of the review is dedicated to a discussion concerning the development of a specific policy framework to support the social enterprises in Romania.

Rural development within the European Union has been a continuous evolution of rural space through which it has responded to the needs and challenges of the European Community. Thus, the European Union has created and implemented the Common Agricultural Policy, and rural development is its second pillar. In the case of Romania, agriculture and rural development is a priority sector in terms of economic and social growth, due to the large area occupied by rural areas, but also due to the large area of agricultural land that is found on the territory of Romania. This article is intended to be an objective analysis of the impact that European funds have had on the development of the Romanian rural area regarding the allocation of these funds. At the same time, the degree of absorption of the National Rural Development Program (NRDP) was analysed.

Abstract The energy sector is particularly important in the national economy as a whole, while the electricity sector is its main component. The developments in this area have strong economic and social repercussions. This article makes an overview of the electricity sector, illustrating the monthly evolution of consumption and production of instantaneous electricity in Romania in the past few years. Further on, the paper presents the monthly evolution of instantaneous consumption and production of electricity in Romania, the annual structure of electricity production and the depiction of some basic indicators of centralized electricity markets managed by OPCOM. The quantitative analysis presents the monthly evolution of weighted average prices on the competitive markets managed by OPCOM and a linear correlation analysis of the spot market prices in the Eastern European region. The conclusions of the article are in line with the research in the field and show that the electricity markets have registered important evolutions in Romania, both in terms of size and prices, evolutions based on both structural and behavioral factors. It also showed that spot market prices had relatively similar developments over the period analyzed in several countries in the region, with price correlations that seem to be even stronger as the interconnection of electricity grids is higher. Therefore, the results confirm the economic theory, namely that increasing the interconnection of electricity markets can lead to energy prices being brought closer, but also to mitigating the shocks affecting these markets.

"“With Marx against Moscow”: the backstage of editing Karl Marx’s manuscripts about Romanians. In mid-1960s, a book containing unknown manuscripts attributed to Karl Marx was published in Romania. The documents were discovered at the International Institute of Social History in Amsterdam by the Polish historian Stanislav Schwann. The sources of the most important notes were reprised from a book written by the French historian Élias Regnault in mid-19th century. For the Romanian communist leadership, the Russian presence in the Romanian Principalities during the first half the 19th century was the most relevant part of the texts signed by Marx. As such, the historical discourse was co-opted in the political plan aimed to emancipation from Soviet authority in Romania. The main Romanian historian involved in the plan for editing Karl Marx’ writings was Andrei Oţetea. As Director of the Institute of History of the Romanian Academy in Bucharest, he received the main mission of maintaining the correspondence with the Institute of Amsterdam. The study aims to establish the evolution of Romanian-Dutch treaties, in order to exploit the manuscripts, as well as the involvement of the historiographical circles. Although the question was treated as a strictly political one, the project experienced several phases influenced in particular by the changes of attitude from the Dutch Institute. The aim of this study is to present a historical approach of Romanian winter sports tourism focused on the importance and the future-oriented development of the skiing activity and ski resorts, having as landmarks: the end of the 19th century, the beginning of the communist regime (1948) and the fall of the communism (the Revolution of 1989). Based on a bibliographic documentation and statistical data, the study underlines mainly the development particularities of winter sports tourism for each period of time. Winter sports have been practiced in Romania since the end of 19th century. Many sports associations and clubs from different regions of the country having as objective to promote winter sports appeared at that time. During the communist period ski areas were not a priority. A series of investments was made in order to increase the accommodation capacity. The intense political, social and economic transformation experienced by Romania during the first years following the Revolution of 1989 led to a lower demand of tourism services which affected the development of winter tourism. Romania does huge efforts to develop the ski activity which will positively influence the evolution of winter sports tourism.

The social context in Romania is determined by the issue of the degree of social security, through the budgetary effort in a context of rising inflation and elements of geo-political instability manifested by recession and social insecurity, especially for the low-income population. The objective of the study is to identify the current situation affecting the social status of citizens in Romania and the prospects for its evolution by introducing a social security index based on statistical and econometric forecasting methods. The methods used are of an empirical nature represented by the study of the specialized literature and of an analytical nature, respectively the consolidation of databases, econometric modelling, prospective analysis and economic forecasts. The results of the study are useful for national decision-makers in order to adjust social policy elements in line with the sustainability objectives agreed at European level and in relation to the growing needs of the population at risk of poverty, continuing inflation and economic recession.

Measles is an ever-growing threat, a major public health issue, being responsible for a large number of deaths, especially in children. This paper aims to study all cases of measles in Romanian hospitals, cases reported by National School of Public Health, Management and Professional Development, Bucharest on a two year period of time; the study focuses on frequency and pattern territorial distribution of cases, temporal evolution, complication rates and the social pressure the such an infectious disease is putting onto the national health system. Data gathered shows a total number of 2,985 for 2016, 10,181 for 2017 and 8,364 for the entire 2018, with a grand total of 21,530 patients analyzed by our study. The analysis clearly shows, on one hand, a descending rate in vaccination coverage, compared with the national assigned target and, on the other hand, a continuous drop in vaccination rates with the first dose of Measles-mumps-rubella vaccine (MMR), both being in equal manner dangerous situations for the entire health system in Romania.

Geodesy is the science of measuring and representing the earth, whose beginnings are ancient and are found in antiquity. Like other disciplines, it has known a continuous evolution, along with the evolution of human society and the development of knowledge. More than in other sciences, the evolution of geodesy has been dramatically influenced by advances in science and technology. Thus, at present, modern technology has been reached that allows in-depth studies with the help of state-of-the-art technologies, such as radio telescopes, ground surveys, satellites, etc. In Romania, geodetic education and research have a rich history and tradition, but going through numerous and profound restructuring, intensified in the modern era. These were imposed both by the development of science and technology in the field and by economic and social restructuring at the national level. The turmoil and evolutions from the end of the 20th century and the beginning of the 21st century slowly led to the consolidation of the Romanian geodesy and its directions in academic education and research. Ineluctable, things are evolving, and the above issues are being considered by teaching staff and researchers at the universities, research institutes and state and private companies and units with concerns and interests in geodesy. An enthusiastic group of representatives (coming especially from the most recognized universities in Romania, with study programs of land measurements and cadastre) set out to found the new journal Nova Geodesia. After an exhaustive analyzing of the situation of the field in Romania in the current European and international context, they considered that such a journal is timely and necessary in order to support the research in the domain in Romania, but also in the south-eastern part of Europe (facing similar problems) and around the world, truly considering research and creative innovation as the ‘engine of progress’ of humanity. Nova Geodesia has set out to be an open access journal, set up to develop a reliable platform and provide unrestricted access to the scientific literature for the rapid dissemination of recent updates in geodesy and related topics related to cartography, urban administration and the environment, project design and constructions such as dams, bridges, plants, boundary marking, landscape and ecology, environmental management, geography, planetology, hydrography. Through its new approach, the journal adheres to the mission of developing a reliable bridge of communication between people interested in the topics of science and technology mentioned, bringing authentic and unique scientific contributions.

The aim of this paper is to make a critical evaluation of the Romanian historiography from 1948–1989 which had as a subject of study the social history of the northern Balkan communities in the Late Iron Age period. The two years that I have chosen have both a symbolical and a chronological value. The year 1948 marks the beginning of an extensive and radical process of political, economic, social, and cultural changes, while the year 1989 symbolizes the fall of the Romanian “communist” regime. I propose a contextual analysis, which takes into account the evolution of the “communist” regime, as well as some key events that shaped the discourse. Through this evaluation, I want to intervene in the symbolic struggles that had as a final stake the Late Iron Age archaeology from Romania. Without claiming an objective analysis, I want to offer an alternative to the distorted portrayals which had existed so far. Although labelled as a “Communist” or “Marxist” historiography, it never strayed too far from the nationalist ideology, creating massive distortions along its way. In almost 50 years, the Romanian Late Iron Age historiography has gone from a formal and superficial application of Marxist theories, to a relative liberalization, and finally returned to an almost right‑wing discourse over the Dacian past. Moreover, I will show, in contrast to the classical post‑Communist view that the Late Iron Age archaeology in Romania was in touch, at least at some point, to the contemporary historiographical debates.

Romanian rural area includes most of the territory of Romania, according to statistics, accounting for 87.1% of the total. Romanian rural economy is still largely agrarian, because in Romania the agricultural economy itself has a weight of 60.5% in its structure, compared to only 14.1% in the EU Deep structural causes distorted Romanian rural economy and rural population has a similar structure by sector (primary sector 64.2%, of which 56.6% agriculture, 18.5% secondary sector, tertiary sector 17.3%). Romanian-scale rural non-farm economy, has a low weight and rural tourism in all its variants, except for some mountain areas (Bran - Moeciu, Apuseni, Maramures, Bucovina) and the Danube Delta is almost nonexistent (11,000 beds in about 1,600 rural locations). The main objectives of the research were: overall characterization of the Romanian rural economy, showing the evolution of the structure of the rural economy in Macro-region 2 of Romania and identify differences between the structures of the rural economy nationally and regionally. In this context, we took into account agricultural activities (in the vegetal and animal sector) and non-agricultural activities suitable for each area (region). This article was prepared by using various sources of information, both quantitative and qualitative, such as: official statistics on national and territorial profile; analysis, reports and local studies; the information included in the rural development plans and national strategies; regional and local qualitative information obtained through direct communication with local stakeholders. Romanian agrarian structures are strongly polarized, about 40% of the agricultural area (UAA) of Romania is 2.5 to 2,800,000 small and very small farms (less than 5 ha), 40% of the UAA of the country, that area from 3.8 to 4.0 million ha is owned by 800 large farms (with area of ​​over 1,000 ha each) and 20% of Romania's UAA holdings surface is comparable to the European Union (5 - 50 ha). The structure of the rural economy in the Macro-region 2 of Romania, like the national level, reveals the dominance of agriculture as the main activity, but also a significant degree of development of agriculture related activities. The importance and need for diversified rural economy and rural areas based on multifunctionality based start being more obvious in Romania of 2013, maintaining the social and ecological agriculture, especially for reasons of self-healing micro-regional level, but developing income-generating agricultural activities, efficient and competitive. Keeping the family farm is the subject of European rural policy term. This also applies to less direct interventions aimed at grouping small farms economically viable units, but rather to stimulate the diversification of activities in these areas. In a broader context, it tends to recognize equally diversification requirements, the economic base in rural areas, and to drive public service by providing the rural population.

The study aims to trace the numerical evolution of the engineering profession until 1939 focusing on the social and economic dimension. In this sense, my approach relies on the theory of professionalisation, the basic premise being that the profession is a constructed social identity and a social mobility elevator created by the state. According to this theory, the development of a specific educational training system is an essential prerequisite in this process. The study also discusses the main traits of polytechnic education in Romania, with a special focus on the Polytechnic School in Bucharest. Finally, the study analyzes the situation of the engineers’ body in Romania during 1938, using data extracted from the Asociația Generală a Inginerilor fron România [The General Association of Engineers in Romania] (AGIR) yearbook, with the aim of highlighting the contribution of polytechnic schools in Romania to the numerical development of the engineering profession. The preliminary conclusion of this study is that engineers prepared the ground for the development of a new approach to economics, society, and politics that contributed to the increasing role played by the state in the late 1930s.

State violence as a complex system of ideological prescriptions, normative values, and everyday practices has been emerging as a major topic in the study of Soviet-type regimes. Overcoming the Cold War preoccupation with the totalitarian character of these societies, new historiographical approaches put at the center the changing degree of physical and psychological violence. This article sketches the evolution of state violence concepts and practices in Communist-era Romania, focusing on the treatment of the large Hungarian minority in Transylvania. Although Nicolae Ceaușescu's Romania has been largely acknowledged as a special case, incompatible with the overall development of the Soviet bloc, it is possible to apply the model of “civilized violence” and “reliability of expectations” to the specific conditions of the late phase of Romanian national Communism. The most primitive forms of physical violence such as shooting or the savage beating of inmates never disappeared from the power instruments available to the different repressive bodies, but these techniques were supplemented by more refined attempts to encourage social collaboration based on patriotic conviction.

Forest ecosystems are a prime example of the heated debates that have arisen around how forests should be managed, and what services and benefits they should deliver. The European transitions in governance to and from communist regimes have had significant impacts on forests and their management. Unstable legislative and institutional changes prior to, during, and after a communist regime, combined with unique remnant areas of high-conservation-value forests, make Romania an ideal case study to explore the social–ecological transitions of forest landscapes. The aim of this paper is two-fold. First, we present the origins of, the evolution of, and the current state of forest management and ownership in Romania during transitions between the pre-communist (-1945), communist (1945–1989), and EU periods (2007-). Second, we focus on the enablers and barriers in Romania towards sustainable forest management as defined by pan-European forest policies. We used a semi-systematic, five-step scientific literature review on forest ownership, governance, and management in Romania. The analysis shows that both enablers (e.g., forest certification) and barriers (e.g., redundancy and the questionable effectiveness of the network of protected areas; illegal, unsustainable, and unreported logging; loopholes in the legislative framework) have contributed to the current approaches to interpreting forests, forestry, and forest management. The installation of the communist regime translated into sustained wood yield forest management under singular forest ownership, which opposed the previous system and forest ownership pluralism. In the post-communist period, forestland restitution led to significant legislative changes, but forest management must still confront remnant elements of the communist approach. Both communist and post-communist policies related to forests have shaped the evolution of forest landscape management in Romania, thus stressing the need to learn from the past towards securing sustainable forest management into the future. These lessons provide insights on both positive and negative drivers of forest management, which can contribute to smooth future transition towards more sustainable forest management practices.

Abstract The digital revolution is fundamentally changing business strategies, structures and evolution, consumer behaviour and regulatory approaches. More than ever, the current pandemic has intensified the role of the ICT sector for economic and social survival and resilience and profiled it as a “winner” when compared to other sectors and industries. The paper addresses how the digital economy can contribute more in Romania from taxation, building on arguments in the literature in favour of considering the tax system composition as important as the absolute level of taxation. We discuss how the European Commission’s proposal of a digital services tax could be applied to Romania and what the impact would be on the ICT sector, which already benefited from certain tax advantages in the last 10 years. Within an exploratory and descriptive case study, we show the very good performance of the Romanian ICT sector relative to the overall economy in the last decade, in terms of turnover evolution and profitability, although its share in GDP remains relatively low. Still, average salaries in the industry are double than those of the overall economy, which may be an indication that its value added is higher. We conclude that it is unlikely for the Romanian ICT sector to be able to bear in full the EU proposed digital services tax, but a more bearable scenario is one with a 0.5% tax or 1% tax. Nevertheless, such a proposal should be accompanied by a comprehensive ICT strategy aimed at addressing the labour force competition and investing on the digitalization of the overall economy.

The great crisis of 2008-2009 had a major negative impact on the economies of the world, and it is still difficult to recover the losses caused. At present, there is an increased emphasis on social and environmental issues, aiming as much as possible towards a sustainable society. With a decade left, the world is working to meet the 17 United Nations Sustainable Development Goals by 2030. But the challenge is huge, given the current difficult geopolitical and geoeconomic context. The requirements for sustainable development need excellence in innovation. This paper aims to present Romania’s current position on the European map of innovation, as well as perspectives that can influence the future evolution of the national economy in the context of sustainable development.

The growing market value of a company remains the main concern of the management, as well as of the shareholders. Implementing integrated management systems is not always easy and is not low-priced either, but the benefits to clients, management, employees, or shareholders are considerable. At the same time, the involvement of companies in corporate social responsibility activities represents a return of part of the benefits to the community, the benefits being found on multiple plans for all the stakeholders. Through this study, we aim to identify the effects of implementing integrated management systems and quantify the influence of corporate social responsibility initiatives on the market value of hospitality industry companies in Romania. Analyzing the results of the study demonstrates the existence of a direct correlation between the implementation of integrated management systems and the evolution of the economic performance of the companies. Also, the results reveal a positive correlation between the existence of corporate social responsibility initiatives and the increase of the market value of Romanian hotel industry companies.

The foundation of culture and civilisation, philosophy and the great philosophical systems have been meditations on the nature, essence and purpose of human existence. Knowledge of the fundamental theories, concepts and ideas contained in the whole of legal philosophy, in the work of our philosophers and jurists, is not possible without a broad framework of philosophical and legal debate at world, or at least European, level. The present study falls into the category of restitutions due, in terms of knowledge and appreciation of the remarkable contributions of some Romanian specialists in the philosophy of law, many of which have long been forgotten, distorted, truncated or simply eliminated from the national scientific heritage. At the same time, the work aims to highlight the social need for philosophy of law, to highlight the value of Romanian contributions at a time when, in global society, there is a tendency to ignore and fade away specific valuable contributions, capable of entering the universal heritage of legal thought. In Romania, the beginnings of the philosophy of law coincide with the awakening of a unitary national sentiment, based on the idea of the Romanian origin of the nation. We can consider as important landmarks in the birth, evolution and development of the philosophy of law in Romania, the works of the chroniclers of the 17th and 18th centuries (some of whom were true philosophers of public law) or the first codification of private law, through the work of various jurists. The interwar period brought an increasing affirmation of the concerns devoted to the philosophy of law in Romania. We note the major contributions to the development and affirmation of the philosophy of law in Romania by authors such as Alexandru Văllimărescu, Traian Ionașcu, Petre Pandrea, Radu Goruneanu, Dumitru Drăghicescu. Eugeniu Speranția, author of an impressive work in the field of philosophy of law, was a first-rate thinker and true encyclopedic spirit. Mircea Djuvara was above all the Romanian authors who devoted their lives and work to legal-philosophical writings, a representative personality of Romanian culture, founder of an original system of thought of great theoretical and methodological value. What is the encyclopaedia of law; subjective and objective in law; thinking, judgement and the value of judgement; objective and subjective theory of value; the finality of law in relation to the judgement of legal value; the concept and idea of justice; legal methodology; the "problem" of subjective law. The relationship between the individual and the social environment (or the relationship between freedom and determinism); the relationship between law - morality - religion; the role and importance of the philosophy of law; the definition of law; norm and normativity; objective law - subjective law; the state - the outgrowth of the need for justice; spirit and law; the opposition between social and biological determinism, the modern doctrine of punishment, are just a few themes of reflection brought to Romanian philosophical thought and which are meant to highlight the real contribution of Romanian philosophers of law to the development and affirmation of the philosophy of law in the world as a whole, in an attempt to explain and evaluate the principles on which one of the major dimensions of human existence is based, the normative (ethical and legal) dimension.

Background and Objectives: Anxiety disorders are common in individuals with diabetes mellitus (DM) and have a negative impact on diabetes-related self-management and, therefore, on patients’ evolution and prognosis. In this context, it becomes necessary to accurately and easily assess anxiety and self-management behaviours. Thus, the aim of this research was translation and cultural adaptation for Romanian patients and validation of two instruments used for assessing diabetes self-management and anxiety, namely the Diabetes Self-Management Questionnaire (DSMQ) and the Social Phobia Inventory (SPIN). Materials and Methods: The Summary of Diabetes Self-Care Activities Questionnaire (SDSCA) and the DSMQ instruments for assessing diabetes self-management, as well as the Generalised Anxiety Disorder Scale (GAD-7) and the SPIN instruments for assessing anxiety, have been administered to 117 patients from Timisoara, Romania, previously diagnosed with DM. Results: The SPIN has proven to have good internal consistency, excellent acceptability of its questions without non-responders and a median completion time of 3 min and 10 s, an excellent test–retest performance (Spearman’s rho = 0.971, p < 0.001 between two administrations of the test) and good validity in comparison with the GAD-7, a previously validated and comprehensive instrument. The DSMQ has also proven to have acceptable internal consistency, excellent acceptability of its questions without non-responders and a median completion time of 2 min and 28 s; however, it has shown a weak, positive correlation without statistical significance in comparison with the SDSCA, a previously validated questionnaire. Conclusions: The SPIN, translated in Romanian and culturally adapted, is a valid tool for the screening of social phobias in individuals with DM. The DSMQ requires additional data for its validation in DM patients from Romania.

The rate of organ donation for transplantation as well as the utilization rate of obtained organs are still low in Romania. We performed a sociological study which aimed to identify the reasons underlying the low organ donation and transplantation rate in Romania and to analyze whether changes in the opinions of the population regarding the donation of organs for transplantation occurred in the period 2012 to 2019. We applied a panel research strategy, data collection being done by means of a questionnaire applied to the same population in two different time periods: 2012 and 2019. Our research showed that during the 7 years period the attitudes of the participants toward organ donation and transplantation have not evolved to a great extent but we observed a process of crystallization of attitudes in 2019. We also observed that a more emphasis is placed by the participants on individual autonomy in decision-making process concerning organ donation and that the highest availability for organ donation is manifested when the life of a family member is at stake. We conclude that there is a need for coherent public information policies in which the main agents would be the doctors, the school and the family.

Abstract This article is the result of an analysis based on a 14-year observation of the academic and social evolution of students in different educational institutions, contexts and levels of English and French language study in both Canada and Romania. Collaboration has proven to be an effective concept necessary to be introduced in the curriculum. The focus of this project will be on some groups of students studying English and French within different science faculties within a university in Romania. Learning crises are identified as students feel reluctant to both attend and participate in these classes. Moreover, the low number of classes in the curriculum discourages students even more. There is also an overall lack of motivation resulting in the instructor’s conclusion that a linguistic context is badly needed both inside and outside of the class. Along with their progress during their language practice, students’ motivation will be enhanced if students are involved in extra-curricular activities. Coupled with a few innovative learning strategies, the craft of teaching and social contexts presented by some native speaker guests expert on topics appealing to the students could promote greater interest in the study of these two languages.

The present article proposes an examination of the disciplinary evolution of demographic research in Communist Romania, as a case study of the mutually constitutive, multifaceted relationship between science, politics, ideology and memory. My research tries to compensate for the lack of access to the archives of the central institutions for population research during Communism (the National Institute of Statistics and the National Commission of Demography), by combining published sources (mainly scientific works, but also histories of demography and personal memoirs), with different archival documents, mainly coming from personal funds of two population researchers (Sabin Manuilă and Ștefan Milcu), from the fund of the Central Commission for Planning, of the Chancellery of the Romanian Communist Party and from diplomatic archives. I pay attention to the side of the story offered by the actors themselves, focusing on the way in which the legacy of interwar demography was assumed and invoked in different post-war accounts regarding the history of demographic discipline in Romania. By doing so, I seek to contribute to writing a history of science as a product of complex entanglements between the different factors that circumscribe the process of knowledge production within a larger social and political context: specific professional interests and institutional settings, subjective interpretations, ideological pressures and attempts of political control.

The crises represent malfunctions that may occur within every domain of the human activity. That is why the causes, their way of emergence and their consequences are studied. The crisis is analyzed by economists considering specific criteria, these offering it the characteristics of a phenomenon with poisonously consequences for the affected organizations, institutions and social groups: inflation, unemployment, stagnation, recession etc. The evolution of the financial crisis will lead economies into a deflationary spiral in the next year or even a longer lasting, as deficit reduction efforts will take large, and probably we shall assist an output of some euro area of weaker states. World economies are hit by this crisis to various extents, depending on the vulnerabilities of each and their exposure to toxic assets. The response to the crisis is contingent upon the fundamental principles we believe in, the available resources, the institutions and the instruments we can make use of. In Romania, the response to the adverse effects of the crisis cannot be similar to that made by some European countries or the U.S. There are several differences between the Romanian economy and these economies, which do not allow copying the package of measures developed there.

Starting from the calculation pattern of the regional competitiveness in Romania, proposed by GEA in 2007, we proposed to draft a hard matrix where we could draft a comparative analysis of the evolution of the competitiveness of the regions in Romania regarding the values registers in 2017 as opposed to 2007. The research presented takes into consideration the available regional indicators on the level of Romania as well as: the GDP per capita, the growth rate of the gross added value, the share of the gross GDP, the employment rate, the index of the life expectancy, the population with the risk of poverty or social exclusion, research-development expenses in GSP, employees in research-development from the total employed population, tertiary education in research-development, innovative enterprises in total enterprises and so on. We also selected a linear pattern based on 3 factors according to which the regional competitiveness will be analysed that is the economic factors, the social factor and the technologic factor. The data used were collected from the existing database on the level of the national Statistics Institute and on the international Eurostat level.

The present study aims to analyze the relationship between the so‑called ‘bourgeois’ intellectuals (socialized and educated in prestigious cultural groups in the interwar society) and the Romanian secret police, the Securitate, from three perspectives: repression, re‑education, and social reinsertion. The main argument is that all three phases corresponded to Politburo’s political approaches directly related to the evolution of internal or international political events of the late 1950s and early 1960s. The sources used are the Securitate files of the persons convicted in the ‘Noica–Pillat trial’ from 1960. The research method is qualitative analysis combining an institutional approach of the Securitate files with a case study. Consequently, the article focuses on the case of Constantin Noica, a prominent Romanian intellectual. He was sentenced to prison in 1960, pardoned in 1964, and later used by the regime in power service. The Securitate used Constantin Noica’s friendship with Emil Cioran and Mircea Eliade to attract prestigious intellectuals back to Romania and enhance the nationalist orientation of the regime through philosophy.

In conditions of uncertainty, social protection issues are of paramount importance, and supporting measures are needed for the vulnerable population with an impact on social costs. Those costs have to be included in the state budget, and they generate budgetary imbalances that need to be counterbalanced by relevant budgetary policy measures. This paper proposes to develop, on the basis of state budgets and of demographic indicators, a social security index, whose dynamics will reflect the impact of the necessary measures in a period of economic and financial uncertainties. The key indicators used for calculating the social security index are composite financial risk, which is quantified using the budget’s dynamic expenditures, composite labour risk using employment stock, and unemployment and composite social risk using equilibrium between labour and retired labour. The paper studies the evolution of this index to identify inflection points that impact social security policy. We have dynamically identified the evolution clusters that differentiate the variability of the social security index over time, translated into the social security matrix proposed by the study for each composite index. The used methods in the study are empirical and analytical in nature, consisting of an econometric definition of the index structure and a dynamic analysis of the results obtained over the period 2010–2020. The results of the study will identify the financial risk diagram, which, based on the forecasted clusters of financial, social, and labour market risks, will create a useful picture for social policy makers that will highlight the current vulnerabilities of the three clusters from a social perspective. Last but not least, the presentation of the social security index is a valuable result for practitioners in their efforts to optimise social policies and increase socio-economic welfare. The results of this research will allow decision-makers to adjust their social policies on an informed basis in relation to the elements of vulnerability during periods of uncertainty, in comparison with the elements of stability identified during periods of economic growth.

In Romania, the State Social Security Budget spending exceeds the revenues, and this situation leads to a growing deficit of the public budget. This evolution is the result of a complex of factors, more or less difficult to be managed, which we analyze in this article. The phenomenon of ageing has a significant role in increasing the pressure on the social protection systems, in general, and on the pension system, in particular. Also, the labour market related factors and the economic factors have an important impact on the sustainability of the pension system. The design of the pension system is equally important.

Abstract This text re-constructs the evolution of anticommunist ideas and practices during the period of Romania’s ‘great union’, while it also sketches the international context that enabled this evolution. It is a genealogical discourse analysis that serves for a better understanding of Romania’s present political and social climate. The political, diplomatic and military process of crafting ‘Greater Romania’ between 1918 and 1919 rested fundamentally on the anticommunist discourse. This discourse functioned as a pretext for the armed interventions in the desired territories. It also helped to securitize and pacify these three territories. The Romanian army entered Bessarabia, Bukovina, and Transylvania with the goal of protecting the local population against Bolshevik disorders and ‘anarchy’. The anticommunist discourse evolved from the panic generated by retreating Russian soldiers and the ‘anarchy’ they created towards the fear of contagion with the revolutionary ‘psychosis’. The answer to the communist threat was invariably violent and militaristic in nature. The ideas and issues raised by the communists were never legitimized as a political project but as a crime and a pathology that could destroy society. In this context, what we now refer to as ‘the Great Union’ was largely the substitution of social and economic projects with the hegemonic narrative of anti-communism.

Abstract As a result of the economic crisis of 2009-2010, the road traffic on the national road network, for the period 2011-2014, decreased considerably. Thus, the evolution coefficients, for the period 2020-2025, registered a trend of decrease in road traffic. Based on the analysis of the results of the automatic traffic records, it was found that the average daily average traffic increased by about 4.7% in 2016 compared to 2015 (the year of the last general circulation census) and is in continuous growth, one of the reasons being removal of car registration tax. In 2015, for the development of evolution coefficients and the rates of evolution of traffic on the national road network, the linear regression method was used which took into account both the evolution of road traffic reported in 1995, 2000, 2005 and 2010, as well as the evolution of road traffic on the traffic counters network for the period 2010-2015. The paper analyzes aspects of the efficiency of the method used until the present and the need to develop coefficients and rates of evolution based on more complex methods, based on several economic and social indicators, including the projected evolution of GDP.

The standard of living for the majority of the population in Romania registered numerous areas of social vulnerability, especially before 2000, but also after the conclusion of the transition during 2005−2007. In order to reveal the changes that have taken place in this field, in the following paper indicators related to the decade 2009−2019 are analyzed, but there are also presented some series of indicators referring to the previous decades, regarding some key sectors only. We aim to identify major changes where they exist, but also to reveal long-term trends in some key sectors. At the beginning, the paper presents some objective premises of the national economy, which have conditioned the current situation of the standard of living − the dynamics of GDP and GNI, the evolution of labor and emigration, the dynamics of imports/ exports, and so on. After these latter elements, follows an analysis of the relevant indicators regarding the level of population`s income, the goods and services consumption, the trends of population`s savings, and the size of wealth accumulation at households level. Recent information on the poverty phenomenon in Romania is not missing from the context. The sources of data used are both Romanian (INS Bucharest, BNR, etc.), and international (Eurostat, Worlddata, IMF, etc.). Keywords: development gaps; income; consumption; inequalities.

The conclusion is that the authorities should implement measures to support the business sector, assimilation of techniques and new technologies so as to ensure the labor productivity growth and economic competitiveness at international level, the efficient use of resources, creating jobs and modernize social protection systems, rapid absorption of European funds and strengthen the financial system.

The present economic crisis has highlighted a country in transition to a market economy, which has not experienced economic recession: Poland. The Polish experience cannot be overlooked because the country‘s positive economic evolution was completely different from the evolution of the largest European economies, many of them facing distressful situations for long periods of time. The question to be addressed in this paper is „Could the present economic realities be partially influenced by the historical evolution of a country?“ In an attempt to provide an answer to this question, the present paper will highlight the social and economic developments in Romania and Poland in relation to developed countries for the period 1945-1989 and will conduct a comparative analysis between the two countries. The conclusions of the present study will be the starting point in a comparative analysis of the two countries in the post-communist period.

Abstract The draught phenomena affecting the traditional agricultural areas in south of Romania has been increasing in intensity over the time, leading to the desertification of several thousands of hectares in the south part of the country. In this study we have computed the vegetation fraction cover for the South-West and South - East regions of Romania, based on the minimum and maximum NDVI extracted from MODIS satellite images. The time frame to refer to is 2000 - 2017, perennially, with special significance given the numerous and prolonged draught intervals these areas have been facing and the social economic evolution, from small farms to large agricultural holdings. The resulted vegetation fraction cover (fc) is correlated to the SPI values in order to determine a pattern to be used in anticipating deviations from the seasonal vegetation productivity. As a conclusion, the study presents a fair balance, indicating the most sensitive areas in soil vegetation cover, due to the SPI change.

Population ageing represents a dramatic scenario and a progressive process inducing major changes in the dynamics of the population and especially in the age structure. The ageing population process is a phenomenon relevant to define not only demographic but also social, cultural, and territorial transformations in relation to the urban settlements. In this article, we present a case study regarding the ageing process persistent in urban areas from the counties of the Transylvania region. The present study emphasizing the evolution of the older adults age group between 2015 and 2019, drawing a forecast model for the prognosis period 2020–2050. The tendencies of the population decline process are revealed by the outcomes of the ageing index, outlining some long-term effects of population ageing over the years. The study of this phenomenon reveals an important framework at the regional level of Transylvania and points out the means to determine its existence in other regions or countries, since it affects the urban population evolution and its dynamics.

The process of reaching carbon neutrality by 2050 and cutting CO2 emissions by 2030 by 55% compared to 1990 as per the EU Green Deal is highly complex. The energy mix must be changed to ensure long-term environmental sustainability, mainly by closing down coal sites, while preserving the energy-intensive short-term economic growth, ensuring social equity, and opening opportunities for regions diminishing in population and potential. Romania is currently in the position of deciding the optimal way forward in this challenging societal shift while morphing to evidence-based policy-making and anticipatory governance, mainly in its two coal-mining regions. This article provides possible future scenarios for tackling this complex issue in Romania through a three-pronged, staggered, methodology: (1) clustering Romania with other similar countries from the point of view of the Just Transition efforts (i.e., the energy mix and the socio-economic parameters), (2) analyzing Romania’s potential evolution of the energy mix from the point of the thermal efficiency of two major power plants (CEH and CEO) and the systemic energy losses, and (3) providing insights on the socio-economic context (economic development and labor market transformations, including the component on the effects on vulnerable consumers) of the central coal regions in Romania.

This paper analyses how forestry standardization process interrelates with the national and sectoral economic characteristics and the evolution of sustainable forest management implementation in communist and post-communist Romania. The study used the database of Romanian Standardization Association for selecting forestry specific standards, which have been issued since 1949. The selected standards were grouped according to their scope, issuing period and international recognition, and the obtained distributions were analysed in the context of sectoral economic evolution. In the communist period, the long-term sectoral strategy, which was centred on sustainable forest management, added value products and export was accompanied by a sustained effort in standardizing the design and quality of forest products, as well as the needed processes. Based on standardization, the efficient and integrated forest industry acted in the framework of a prescriptively regulated sustainable forest management. Mandatory national standards from the communist period have been mostly replaced by post-communist consensual international standards. The opportunities of a market economy and EU trade supported a private forest industry that is increasingly efficient, productive and innovative. However, considering the high forestry sector environmental and social sustainability requirements, the state authorities must carefully address their mission of balancing different interests, for which standardization may provide very useful tools.

In the volume we find different variants and possibilities of development, both social, personal and emotional assessments for raising a child with special needs, but also for family development, by discovering new possibilities for the parent's evolution, by learning the parent and helping them master certain new techniques and theories.
