Résumé :
Media accountability systems (M*A*S) have been slow to take root in Oceania. Apart from Papua New Guinea, Fiji is the trend-setter in the region. Following the establishment of the Fiji Media Council in the mid-1990s, several other South Pacific island countries were keen to the follow the lead. Tonga now has a similar body with a code of ethics and which includes public members empowered to receive and adjudicate on complaints against the media. In Samoa, a study has been carried out in order to establish a media council-type body. The Solomons Islands Media Council (SIMC) is an industry organisation that does not yet have a complaints procedure. It is considering including this mechanism in line with the Papua New Guinea Media Council with which it shares a website and has a cooperative agreement. This article examines the debate in six South Pacific island countries that have adopted, or are in the process of adopting, self-regulatory M*A*S mechanisms following government pressure. They are the Cook Islands, Fiji, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu. The article also argues that there are other M*A*S that regional media can adopt besides media councils and this action would make it harder for governments to intervene and introduce regulation.

Résumé :
Controlled islanding has been proposed as a last resort action to stop blackouts from happening when all standard methods have failed. Successful controlled islanding has to deal with three important issues: when, and where to island, and the evaluation of the dynamic stability in each island after islanding. This paper provides a framework for preventing wide-area blackouts using wide area measurement systems (WAMS), which consists of three stages to execute a successful islanding strategy. Normally, power system collapses and blackouts occur shortly after a cascading outage stage. Using such circumstances, an adapted single machine equivalent (SIME) method was used online to determine transient stability before blackout was imminent, and was then employed to determine when to island based on transient instability. In addition, SIME was adopted to assess the dynamic stability in each island after islanding, and to confirm that the chosen candidate island cutsets were stable before controlled islanding was undertaken. To decide where to island, all possible islanding cutsets were provided using the power flow (PF) tracing method. SIME helped to find the best candidate islanding cutset with the minimal PF imbalance, which is also a transiently stable islanding strategy. In case no possible island cutset existed, corresponding corrective actions such as load shedding and critical generator tripping, were performed in each formed island. Finally, an IEEE 39-bus power system with 10 units was employed to test this framework for a three-stage controlled islanding strategy to prevent imminent blackouts.

Résumé :
Abstract Investigations on the free-living, pelagic copepod community of the Algerian coasts were performed at the Habibas Islands and in Bou Ismail Bay (Sidi Fredj coast) between 0 and 100 meter depth during various seasons of the year 2012-2013. Seventy-seven taxa at species level have been identified, belonging to 47 genera and 24 families. The distribution of the copepod community revealed seasonal variability; high abundance and species richness (greater than 20 species) characterized winter and spring, while the summer period was characterized by low abundance and species richness. The spatial distribution showed high abundance and species richness on the Sidi Fredj coast (the respective mean abundances along the Sidi Fredj coast and at the Habibas Islands were 253.71 ind.m−3 and 109.77 ind.m−3, respectively). Analysis of the samples showed the presence of seven abundant and frequent species: Centropages typicus, Eucalanus elongatus, Pleuromamma abdominalis, Paracalanus parvus, Paracalanus nanus, Calanus helgolandicus, and Temora stylifera. Multivariate analysis (ascending hierarchical classification and non-metric multidimensional scaling) enabled us to group the stations according to the composition in the copepod species, and the influence of seasonal changes was well observed. A dominance of herbivorous behaviour, followed by an omnivorous feeding strategy, was observed in the two studied areas. A dominance of epipelagic and epi-mesopelagic species was observed during all seasons, reflecting a neritic character of both study areas.

This study specifically examines the concept of Islamic literature found in the work of Siti Zainon Ismail. Interestingly, Siti Zainon combines painting and literature in her work. The concept of Islamic literature was not founded by Siti Zainon but the author sought to study the application of the concept of Islamic literature that exists in her work. The concepts of Islamic literature that we can find in her work include; first; use of calligraphic elements or Jawi writing, second; the importance of sensitivity to the environment and its society, third; the essence of culture or nation; fourth; no figurativeism; fifth; the use of floral motifs and fauna. These five theories eventually return to the main concept of Islamic Literature in her work, which is to return to the everlasting beauty which is God.

Résumé :
AbstractIn this essay, I discuss issues of identity within the context of social and economic circumstances of the Sidi1 community in Mumbai. I argue that the Sidis who work as caretakers of shrines in Mumbai are accorded dignity and status from the community of devotees who are often from the Muslim, Hindu and Parsi Zoroastrian communities. Those Sidis who are dispersed in different parts of the city and who work as domestics in the homes of middle class Muslim or Hindu families, on the other hand, merge into the nameless toiling masses of the city of Mumbai. Most of these Sidis work in low-income jobs and live in one or two room shanty dwellings. Part of my enquiry also raises the question of home and belonging for the Sidi community. Where do Sidis locate home and how do they construct belonging in India? Finally, I conclude my essay by examining a very different Sidi presence in Mumbai, that of the descendants of the royal family of the Sidis of Janjira (an island off the coast of Mumbai) who live in the upper middle class area of Mumbai. I discuss how the descendants of the Sidis of Janjira construct identity in terms of class and privilege.

Résumé :
The term “gender” is a load concept in translation studies. The present study focuses on stories written by Simin Daneshvar (1921-2012), a contemporary Iranian female translator and novelist, in order to explore how the visibility of women in the Iranian culture and community after a long patriarchal era has changed the community’s thoughts about women. The method used for this study was qualitative with the interpretive approach. The corpus consisted of five Persian stories, Wandering Island, Wandering Cameleer, The Quenched Fire, Ask from Birds of Passenger and Suvashun by Daneshvar, who has contributed to the promotion of Iranian women’s sociocultural status during the contemporary era. The results proved that women translators and novelists had endured the hardships of sociocultural changes and made it possible for the modern Iranian women to make themselves visible in their social context.

Résumé :
Little is known about the species composition, distribution, abundance or stock structure of odontocetes in the central and western tropical Pacific Ocean, including those inhabiting the US Exclusive Economic Zone (EEZ) waters of American Samoa. While some information on species presence in this region has been gleaned from anecdotal sightings and whaling and stranding records, odontocete diversity in the waters of American Samoa has never been formally investigated. This lack of information precludes efforts to determine the sustainability of cetacean populations within US EEZ waters. This paper reports on the first dedicated surveys to document the presence and distribution of odontocete cetaceans in the waters of American Samoa. A series of small-boat photo-identification and biopsy surveys for cetaceans were conducted in the nearshore waters of Tutuila during 2003-06. In addition, ship-based visual surveys were conducted in the waters surrounding the Manu‘a Islands, Rose Atoll and Swains Island in summer 2006. A total of 58 groups of odontocete cetaceans were encountered during both small-boat and ship-based surveys: spinner dolphins (Stenella longirostris, n=34), rough-toothed dolphins (Steno bredanensis, n=10), sperm whales (Physeter macrocephalus, n=3), false killer whales (Pseudorca crassidens, n=5), bottlenose dolphins (Tursiops truncatus., n=1), dwarf sperm whales (Kogia sima, n=1), short-finned pilot whales (Globicephala macrorhynchus, n=1), and three groups of unidentified odontocetes. Photographs were analysed for quality and individuals with distinctive markings were selected for entry into a photo-identification catalogue. The resultant catalogue included 46 spinner dolphins, 41 rough-toothed dolphins, 2 bottlenose dolphins, 5 false killer whales, 4 pilot whales, 1 dwarf sperm whale and 4 sperm whales. Thirteen spinner dolphins and 14 rough-toothed dolphins were sighted in multiple years. To investigate stock structure, spinner dolphin genetic data were used to compare mitochondrial control region genetic diversity and allele frequencies between American Samoa and the Hawaiian Islands. American Samoa had a higher genetic diversity, and populations at the two locations were genetically distinct (FST = 0.21). The high diversity at American Samoa indicates that spinner dolphins at this location are not reproductively isolated, but the data do not rule out the possibility that these dolphins may be demographically isolated on ecological timescales.

Résumé :
Abstract Wolbachia-like microorganisms have been implicated in unidirectional cytoplasmic incompatibility between strains of Drosophila simulans. Reduced egg eclosion occurs when females from uninfected strains (type W) are crossed with males from infected strains (type R). Here we characterize a third incompatibility type (type S) which is also correlated with the presence of Wolbachia-like microorganisms. Despite the fact that the symbionts cannot be morphologically distinguished, we observed complete bidirectional incompatibility between R and S strains. This indicates that the determinants of incompatibility are different in the two infected types. S/W incompatibility is unidirectional and similar to R/W incompatibility. A worldwide survey of D. simulans strains showed that type S incompatibility was found only in insular populations which harbor the mitochondrial type SiI. Both W and R types were found among mainland and island populations harboring the worldwide mitochondrial type SiII. Type S incompatibility could be involved in the reinforcement of the geographical isolation of SiI populations.

Résumé :
Olbia Pontica hosts a remarkable terracotta detail – a frontal palmette akroterion, found at the Western temenos. The stylistic analysis of some separate fragments allowed them to be joined in a single detail, that had to decorate the temple façade, and to propose its possible reconstruction. In addition, the sima fragments gave the possibility to reconstruct the connection of the akroterion with the drainage system on the apex of the temple’s fronton. The dedication graffito on the back side of the akroterion attributed it as belonging to the temple of Apollo Hietros. Looking at the other two frontal akroteria, from limestone and terracotta, that were attributed earlier as those that could have decorated the same temple, they were decided to be the result of the constant repairs made at this temple. Stylistically identical terracotta details were also found in Miletus, Histria, and Leuke island. The artisan production of the terracotta temple decorations came from the metropolis, Miletus, that had to supply her daughter-cities in the north western Pontus with the decoration of the model temple.

The Sulawesi Island is composed of a complex tectonic arrangement, one of the reasons for the complexity of the tectonic arrangement in Central Sulawesi, namely the presence of the Palu-Koro Fault (Bellier, et al. 2001). This research discussed the tectonic evolution and kinematics of the Palu Koro fault in the Palu segment from Wisolo to Wera, Sigi District, Central Sulawesi Province and its surroundings, to describe the succession of paleostress fields, 150 striations in the fault plane were measured in 5 paths of the measurement location. The stress inversion method developed by Delvaux and Sperner (2003) used in analyzing the stress regime to determine the evolution of stresses that developed in the research area using the Win Tensor 5.0.1 application. The results of rock deformation stress inversion analysis shows the order of 4 orientations of the elongation axis, namely in the first phase with the Southwest – Northeast orientation, the second phase with the South – North orientation, the third phase with the North West – South Southeast orientation, and finally the fourth phase with the Northwest – Southeast orientation. Based on the results of the reconstruction, the Palu-Koro Fault in the Palu segment from the Wisolo to Wera area was formed in the first phase with a downward or oblique movement on the Southwest – Northeast elongation axis and the Northwest – Southeast stress orientation with the stress regime type, namely strike slip

Abstract The Palukoro fault, an active sinistral fault that cuts through Sulawesi Island, was the cause of the earthquake and liquefaction disaster in Palu and Sigi Regency in 2018. A series of studies related to liquefaction have been carried out since then but more focused on the west side of the Palu River. This research will raise the potential for liquefaction on the eastern side of the Palu river, precisely in the sabo dam area at Poi and Bangga River. These rivers are located on the opposite side of the Sibalaya liquefaction area. Liquefaction potential was calculated using the Simplified Procedure Method based on NSPT values. Fifteen and twelve boreholes are located at Bangga and Poi rivers, respectively. The qualitative analysis assessed the criteria of vulnerability based on geological factors, groundwater levels, and seismicity. The Liquefaction Potential Index method was used and calculated using several earthquake scenarios based on historical data and potential earthquakes of The Palu-koro fault. Based on LPI analysis, the Poi River has meager potential at the middle stream area and moderate level potential at the downstream. Bangga River has moderate to high liquefaction potential downstream and low to very low potential at the middle stream.

Résumé :
The harbour area of Sidi Youssef in Kerkennah islands is characterized by specific anthropogenic pressures linked to fishing activities. To study the functional diversity of benthic macro invertebrates, 10 stations located around the port and along the ship canal were sampled by SCUBA diving. Collected invertebrates were identified, counted and preserved. For the functional organization of the community, the most common biodiversity indices and functional groups were assessed at each station, and main physical and chemical parameters were measured. Results showed that the main apparent anthropogenic stress, that could lead to negative impacts on the studied area, was related to dredging/harbour activities. Suspension feeders, consisting essentially of polychaetes, which may be disturbed by water turbidity, dominated the stations farthest from the port, where the intensity of harbour activities is obviously reduced. On the contrary, carnivores dominated inside the port, possibly benefiting from fish scraps discarded at the area, while stations close to the port appeared to be more balanced trophically. The applied biotic indices showed that the area is in good ecological status, except of the navigation channel and the port entrance, which were slightly degraded.

Midwives in providing services to the community, especially pregnant women, always strive to prepare pregnant women since the first contact during prenatal care provides counseling or education to every pregnant mother about nutritional needs during pregnancy. This study aims to determine the role of midwives education in preventing SEZ in pregnant women in Central Sulawesi Province. Observational research with a study design crossectional. Sampling using the proportional random sampling technique with a total sample of 98 midwives in the working area of 4 selected districts, namely Banggai Islands District (15 samples), Sigi District (18 samples), Donggala District (25 samples) and Palu City (40 samples). The results of the study showed that the midwives who carried out the role of education to pregnant women in their regions mostly did not have the incidence of pregnant women with SEZ (83.1%). The results of the analysis Chi-Square obtained a p-Value value of 0.041, which means that there is a relationship between the role of midwife education and prevention of SEZ events in pregnant.

Résumé :
The right learning model determines success in learning. Activities that suit the needs of children, of course, prioritize a sense of pleasure and comfort. Fun learning can develop abilities or multiple intelligences as optimal as possible in accordance with existing standards in the curriculum. The learning center model is one of the learning models that is able to stimulate all aspects of child development through directed play. The center-based learning model is one of the more effective learning models because it is oriented in playing while learning. This learning model has been applied to Islamc Center Kindergarten, Silmi Islamic Kindergarten and Fastabiqul Khairat Kindergarten. The purpose of this study was to determine the application of the Islamic learning center model to develop children's multiple intelligences in Samarinda City Kindergarten. This research used field research using a qualitative descriptive approach. The research locations were Islamic Center Kindergarten (TK), Silmi Islamic Kindergarten (TK) and Fastabiqul Khairat Kindergarten (TK). Data collection techniques were observation, interviews and documentation. The data analysis technique used was descriptive analysis. The results of this study were obtained after an analysis that center-based learning models develop the ability of multiple intelligence in early childhood. Each center has a focus on developing aspects of intelligence and when put together, all centers are designed with a variety of strategies in the process of learning activities where children learn to actually encourage to be directly involved in observation, do it directly using existing media with pleasure because it is inseparable from the concept of play children, all centers hone the intelligence abilities of logical thinking, intrapersonal, interpersonal, kinesthetic, linguistic, naturalist, musical, visual-spatial and existential. In developing plural intelligence in early childhood, it is supported with facilities and infrastructure that are in line with the concept of learning, namely playing while learning.

Résumé :
There is limited information concerning the cetaceans inhabiting the coastal waters of Mauritius. This document details the sightings of cetaceans encountered during April 2008 – September 2014. Boat-based surveys were conducted throughout the year, primarily focusing on spinner and bottlenose dolphin populations that are important for the local dolphin-watching industry. More than 1246 hours over 749 days of surveys were spent searching for cetaceans. All cetaceans encountered were recorded. During 2013 and 2014, dedicated diversity surveys were conducted and 2443.6km of search effort was covered around the islands. The encounter rate was 0.025 cetacean sightings/km. Over the total study period 13 species were recorded from 1459 sightings. Species included: Megaptera novaeangliae, Stenella longirostris, Tursiops aduncus, Tursiops truncatus, Globicephala macrorhynchus, Stenella attenuata, Physeter macrocephalus, Mesoplodon densirostris, Feresa attenuata, Peponocephala electra, Grampus griseus and Ziphius cavirostris. In addition, there were strandings of Kogia sima and Ziphius cavirostris. The most common species encountered were spinner dolphins, Indo-Pacific bottlenose dolphins, humpback whales and sperm whales. As expected only humpback whales showed any seasonality in monthly encounter rates (Kruskal-Wallis H = 42.39, Hc = 54.25, p < 0.001). The overall Shannon diversity index was 0.58 (95% CI 0.57–0.60) though this ranged between 0.77 in 2009 to 0.25 in 2014. The Shannon index value for the diversity study was 0.83 (95% CI 0.74–0.91). This study demonstrates the richness of the waters around Mauritius and the importance of the area for beaked whales, migrating humpback whales and the presence of resident sperm whales.
