Littérature scientifique sur le sujet « SII (Servizio idrico integrato) »

Le Società Benefit sono il vestito giuridico con il quale gli obiettivi di profittabilità aziendale si integrano con quelli ambientali e sociali. La trasformazione in Socie-tà Benefit non aggiunge molto a ciò che le aziende idriche già sono, ma può cer-tamente contribuire a suggellare una missione informata al miglioramento del servizio e orientata al benessere collettivo, dove la regolazione coniuga gli obiet-tivi ambientali con i costi efficienti.

In questo lavoro vengono affrontati due temi molto rilevanti nel dibattito eco-nomico relativo alla configurazione ottimale dei settori idrico e fognario. In par-ticolare, viene discussa la letteratura empirica internazionale che ha analizzato l'esistenza di possibili economie di scopo derivanti dalla gestione congiunta del servizio idrico al dettaglio e all'ingrosso. A questo proposito, la maggioranza degli studi esaminati tende a identificare l'esistenza di non trascurabili economie di integrazione verticale, soprattutto nel caso di operatori di medie e piccole dimen-sioni. Inoltre, viene passata in rassegna l'evidenza empirica relativa alla presenza di economie di scopo tra il servizio di depurazione e smaltimento delle acque reflue e le parti rimanenti della filiera del Servizio Idrico Integrato. Da questi lavori sembra di poter concludere che esistano di economie di scopo tra (alcune delle) componenti della filiera idrica e fognaria per imprese di dimensioni medio-piccole. In particolare, tali economie sarebbero presenti nei segmenti dove è più semplice condividere taluni fattori produttivi, oltre alla competenza tecnico-manageriale, quali il segmento relativo alla potabilizzazione dell'acqua e quello del trattamento e smaltimento dei reflui. Il lavoro discute infine l'applicabilità di tali risultati al caso italiano

In the Countries of the Western Europe, present weather changes have caused a growing attention to the use of water resources. In particular, in Italy the summer of 2017 – characterized by a prolonged drought – caused emergencies also in Regions who are traditionally rich in water. So, there is the necessity of an efficient water management through a correct model of Integrated Water Service (SII). The rational approach is to be applied both to the maintenance and development of the infrastructural asset useful for water supply, storage and distribution, for the wastewater disposal and purification, and to the management model for the optimization of public service supply. In both cases, the operational scheme prescribed by the National Authority (ARERA), through a tight and constant regulations, sees a very strong push to rationalize the operating principles. This research is part of this theme, outlining a multi-criteria model that allows the optimal selection of investments in water infrastructures within the Program of Interventions, with respect to a multi-subject and multi-interest operational scenario, therefore complex and not rarely conflictual (public interests versus entrepreneurial interests of the Utilities). The model proposes the application of the AHP within an innovative logical scheme also with respect to the current national legislation. In detail, the first two chapters of the Thesis outline the current management of the Integrated Water Service in Italy and in the main European countries. The third chapter describes the programming tools that the regulatory bodies have at their disposal to make the Service more efficient, as well as the tariff structure in force in Italy. Finally, the fourth and fifth chapters illustrate the innovative model proposed for the Program of Interventions and its application to a real case in Campania. The experiment allowed to permeate a complex and articulated procedure with the principles of the scientific-rational approach. The results can be traced back to some main points: 1. the model architecture explicits the recommendation of ARERA concerning the need to adopt evaluation techniques ratified by the scientific bibliography for the choice of intervention alternatives, in fact applies the AHP methodology; 2. the model esemplifies the process of selecting critical issues affecting the SII, starting from the set described by ARERA, leading it back to the set whole coherent with the ATO and then with the subset of the specific territory managed from the Utility that adopts the protocol; 3. the model accompanies the operators in the correct identification of the technical parameters representative of the status of the criticalities elicited, inducing them to the correct balance between the suggestions of the Authority and the extemporaneous solutions consistent with the informative and cognitive conditions of the professional reality 4. the model introduces, in addition to the evaluation criteria of ARERA, 3 other criteria (population affected by investments, cost of investment and maintenance of the proposed technical solutions) that enhance the social and economic profile of the projects, not adequately covered by the indicators recommended by the Authority; 5. the model simplifies the selection of technical solutions that have widespread positive effects on multiple levels of problems, allowing a quick synthesis of investments that have convenient scale effects in both costs and results; 6. the model allows the temporal ranking of winning alternatives, concileing the public goals contained in the strategic planning tools (PdA) and the private goals of financial optimization of the investment process. However, it should be noted that the model discounts the still relevant informative asymmetry between the Utility - often the only holder, although partial, of knowledge about assets, stocks and costs of production factors - and Regulator who instead, in the absence of a correct campaign to quantify the parameters of the SII, remains an inert observer with respect to budgeting and corporate planning problems. Finally, the result of temporal ranking performed on the real case is certainly satisfactory. From the tendential coincidence between the primary objectives of the public and of the private sector derives a positive perspective in the potential collaboration to the development of the sector in the South Italy areas. ABSTRACT La ricerca è animata dall’intento di provare la sostanziale irrilevanza della natura (pubblica o privata) del soggetto gestore dei servizi pubblici locali. In particolare, si vuole sostenere che il problema della gestione dell’acqua non è legato alla forma della sua “proprietà” rectius della natura del suo gestore e che non è corretto parlare di inefficienza intrinseca della gestione pubblica o privata. In definitiva, si intende dimostrare che è possibile coniugare il carattere demaniale del “bene acqua” e delle relative infrastrutture, posto a presidio di un diritto fondamentale dell’uomo, con la “rilevanza economica” del servizio e le irrinunciabili caratteristiche industriali dell’attività di captazione, depurazione e distribuzione della risorsa. Pertanto, dopo aver ricostruito la disciplina relativa alla gestione del servizio idrico, dall’Unificazione d’Italia alla municipalizzazione, dalla riforma degli enti locali del 1990 alla legge Galli, dal Codice dell’ambiente ai ripetuti tentativi di liberalizzare il settore posti nel nulla prima dal referendum e poi dalle pronunce della Corte costituzionale, si analizzano le caratteristiche economiche del servizio idrico integrato (il cd. monopolio naturale e concorrenza per il mercato). Utilizzando contestualmente il metodo giuridico e quello economico, si giunge alla conclusione che è indispensabile assicurare l’adeguata regolazione del settore, specificando i compiti e le responsabilità dei numerosi soggetti che vi operano, prestando attenzione alle modalità di espletamento delle procedure per l’affidamento della gestione (a partire dal momento della redazione del bando) e rafforzando i poteri di regolazione e controllo delle Autorità Indipendenti, sia a livello nazionale che locale, anche attraverso un opportuno utilizzo dello strumento tariffario e del contratto di servizio. Solo implementando gli strumenti regolatori e garantendo la certezza del diritto è possibile stimolare gli investimenti di cui il settore ha bisogno. This research aims to prove that the debate on the public or private nature of public service manager is not very significant. We shouldn’t emphasize the property problem because the water industry issue doesn’t depend on the nature of the company that provides water: we cannot argue that the private management in itself is inefficient. We should consider at the same time the public asset “water”, that is a fundamental human right, and the economic importance of the water public service and its industrial nature. After a digression of the legislation, from the Italian Unification to the municipalization, from the local governments reform in 1990 to the Galli law, from the environmental Code to the efforts of liberalization, failed because of the referendum and the pronunciation of the Constitutional Court, the thesis analysis the economic characteristics of the water industry (f.e. monopoly and competition for the field). In the third chapter, it says that we can stimulate the necessary investments only by an adequate regulation of the sector, paying attention to clarify who has responsibility for what; we have to use clear procedure and give more power to the national and local Independent Authorities; furthermore we should introduce a kind of tariff that is able to provide incentives for the investments.

L'elaborato si basa sulla teoria della Corporate Shared Value. Nella prima parte viene introdotto l'aspetto teorico e successivamente viene preso come modello di riferimento nella misurazione del CSV, il Bilancio Sostenibile del Gruppo Hera. A chiusura della prima sezione, viene confrontato il nuovo modello di bilancio sostenibile di Hera, con quello effettuato dal grossista idrico RASDF. Nella seconda sezione dell'elaborato viene effettuata una panoramica del SII, con particolare attenzione al metodo tariffario. La parte finale si conclude applicando il modello di misurazione del CSV utilizzata da Hera, al caso studio Romagna Acque - Società delle Fonti s.p.a.

Having defined the possible relationships between ecosystem services and local public services, the text focuses on the integrated water service, illustrating the regulatory tools that contemplate the "environmental and resource costs" that each user must bear as a principle. A wide examination of national and international cases on the use of Payments for Ecosystem Services for the management of water in a multifunctional perspective highlights the opportunity to raise this tariff component to finance ecosystem services in the territorial field.
