To avoid premature and sensitivity of operator parameters selecting of Standard genetic algorithm (SGA) and simulated annealing genetic algorithm (SAGA), a parallel hybrid genetic algorithm based on multi-group (hybrid GA) is presented. The algorithm combines the ideas of parallel computation, simulated annealing and genetic algorithm, and uses orthogonal test table selecting operator parameters to improve the efficiency and robust of the algorithm. And benchmark example of job shop scheduling problem (JSP) is used to validate the effectiveness of the algorithm. Results show the hybrid genetic algorithm converges quickly with small impact to operator parameters.

Ghrelin is a newly discovered orexigenic peptide originating from the stomach. Circulating ghrelin levels reflect acute and chronic energy balance in humans. However, it is not known whether ghrelin also plays a role in energy homeostasis during fetal life. Forty-one small-for-gestational age (SGA) and 34 appropriate-for-gestational age (AGA) infants were studied in order to determine whether cord blood ghrelin concentrations were different in SGA infants compared with AGA infants and the relationship to anthropometric measurements at delivery. The cord blood ghrelin concentrations of SGA infants (means+/-S.E.M.; 15.20+/-3.08 ng/ml) were significantly greater than of AGA infants (2.19+/-0.24 ng/ml) (P<0.0001). They were negatively correlated with the infants' birth weights (r=-0.481, P<0.0001) and with body mass index values (r=-0.363, P<0.001). The higher ghrelin concentrations were found in female infants (20.42+/-4.55 ng/ml) than in males (7.05+/-2.27 ng/ml) in the SGA group (P=0.042). These data provide the first evidence that cord ghrelin levels of SGA infants are greater than those of AGA infants and it is suggested that ghrelin is also affected by nutritional status in the intrauterine period.

ABSTRACT Insulin-like growth factors (IGFs) and IGF-binding proteins (IGFBPs) may be important factors in the control of neonatal growth. We have examined the production, in vitro, of IGFBPs and IGFs by hindlimb skeletal muscle from normal and small-for-gestational age (SGA) neonatal rats. Conditioned medium was collected from muscle strips after incubation at 37 °C for 2 h in Ham's F-12 medium. The conditioned medium was subjected to acid-gel permeation chromatography to separate IGFBPs from IGFs. The binding of 125I-labelled IGF-I to IGFBPs from both control and SGA muscle was displaced equipotently by IGF-I and IGF-II and not at all by insulin. IGFBPs from control and SGA muscles bound IGF-I with comparable affinities (Kd = 0·071 and 0·069 nmol/l respectively). When IGF-II was used as tracer, neither IGF-I nor insulin competed for binding. Western ligand blots of IGFBPs in conditioned media from both control and SGA muscles showed three bands of radioactivity at molecular masses equivalent to 24, 30 and 40 kDa. When the release of IGFBPs by muscle tissue in vitro was quantified by measuring the number of IGF-I binding sites in acid-fractionated medium it was apparent that the muscles from SGA pups secreted significantly more IGFBPs (39·3±7·5 fmol/mg muscle protein per 2 h) than the muscles from control pups (17·8±2·7 fmol/mg protein per 2 h; P < 0·05). In contrast to the IGFBPs, more IGF activity was secreted by the muscles from the control pups (61·1±15·6 fmol/mg muscle protein per 2 h) than the muscles from the SGA pups (12·6±5·8 fmol/mg muscle protein per 2 h; P < 0·05). Analysis of the IGF activity with assays specific for IGF-I and IGF-II showed that both SGA and control muscles secreted predominantly IGF-II with approximately 10% of the total IGF activity measurable as IGF-I. This differential secretion of IGFBPs and IGFs may be associated with the reduced growth potential of the SGA neonate. Journal of Endocrinology (1991) 130, 33–42

La presente investigación realizada tiene como objetivo general determinar la relación que existe entre la calidad de servicio y la satisfacción del cliente de la Financiera Qapaq S.A – Huancayo, 2017. La investigación se basa en el método científico, por su finalidad es pura, con un diseño no experimental - transaccional, de naturaleza cualitativa y nivel descriptivo correlacional, con una técnica de investigación que se restringe a la utilización de la encuesta, de un cuestionario basado en el método SERVQUAL, a una muestra que está conformada por 384 clientes de la Financiera Qapaq S.A – Agencia Huancayo. Para la obtención de resultados se aplicó un cuestionario con escala de Likert el cual está compuesto por 16 preguntas, estas fueron elaboradas de acuerdo con las variables en estudio. De estas, se concluyó que tanto a calidad de servicio y la satisfacción del cliente tienen una correlación directa.

A vantagem competitiva organizacional depende grandemente da capacidade de utilizar os recursos humanos. Como resultado, deve ser dada a devida importância às competências, qualificações e comportamentos desses recursos. O sucesso organizacional depende desse alinhamento, e de uma estratégia que envolva o mundo operacional e o mundo individual. Como foco principal, este relatório visa a criação de um projeto-piloto de Avaliação de Desempenho para o Departamento Logístico do Grupo Efcis, através da análise dos dados recolhidos do instrumento de Análise e Descrição de Funções, criado para esse efeito. No entanto, por via do mesmo instrumento, foi possível a obtenção de dados relevantes acerca de outros departamentos. Com base numa amostra de 33 participantes, conseguiram-se obter resultados consideráveis sobre as percepções das competências e da importância do trabalho para os colaboradores analisados, dando uma ideia do panorama geral dos departamentos.
Organizational competitive advantage depends largely on the ability to activate and use their human resources. As a result, it is of great importance to consider the competences, qualifications and behaviors of those resources. Organizational success depends on that alignment and on a strategy, which involves both worlds, operational and individual. As a major focus, this report aims the construction of a Pilot Project of Performance Appraisal oriented to the Logistics’ Department of Grupo Efcis. This was possible through the analysis of the data collected from the Job Analysis’ questionnaire created for that purpose. However, that same questionnaire allowed the collection of relevant data from other departments. Based on a sample of 33 participants, it was possible to obtain some relevant results in what concerns to the perceptions of the competences and the importance given to work by the analyzed workers, which gives us a general idea of the departments.

Aquesta investigació pretén analitzar i comprendre, dins el context de l’auge del neoliberalisme i de la modernitat líquida, la configuració d’una nova visió de l’individu en què la noció de propietat privada coexisteix amb l’auge de diverses formes d’accés a béns i serveis en plataformes col·laboratives. Amb el rerefons històric de l’estret lligam entre possessió ―de terres i béns, però també del propi cos― i legitimació del capitalisme, es pretén copsar el significat i l’abast que en l’actualitat hom atorga a l’accés, la compartició o la propietat i quin és el seu paper en la en la configuració del jo. Aquesta recerca combina les aportacions teòriques i conceptuals de diverses disciplines amb l’anàlisi de textos representatius de la literatura popular i professional d’autoajuda, management i màrqueting.
This research aims the analysing and understanding, within the current context of a rising neoliberalism and the so called Liquid modernity, the configuration of a different view of the individual itself in which the notion of private property coexists with the rising of new different ways to have access to goods and services located on collaborative platforms. With the historical background of the close link between possession ―of land and property, but also of the very body itself― and legitimization of capitalism, it is intended to fully understand the currently given meanings and scope to the concepts of access, sharing or ownership as well as their role in the shaping of every own’s one-self. This research combines theoretical and conceptual contributions from several disciplines with the analysing of popular and professional literature on self-help, business management and marketing.

Baltijos jūros pakrantėje gyvenantys baltai jau nuo I a. palaikė mainų ir prekybos ryšius su kitais kraštais. Krašto geografinė padėtis skatino laivybos plėtotę, todėl jau XII-XIII a. Baltijos jūroje suklestėjo jūrininkystė. Jūrų transportas apima keleivių ir krovinių vežimą. Lietuvoje jūrų transportu pervežama daugiau kaip 30% krovinių. Šis transportas reikalauja didžiausių krovos ir mažiausių gabenimo išlaidų. Klaipėdos uostas tarp rytinės Baltijos jūros uostų yra 3 vietoje (pagal 2008 m. krovą). Lietuvos mokyklose per mažai nagrinėjami uostai bei problemos, su kuriomis jie susiduria. Uostų svarba šalies ekonomikai yra labai didelė, tačiau atlikus tyrimą mokykloje buvo padarytos išvados, jog mokiniai neturi bendro suvokimo apie šiuos ekonomiškai svarbius punktus. Lietuvos visuomenė per daug atitrūkus nuo jūros, o galbūt niekada ir nebuvo tokia artima jūrai kaip mūsų kaimyninės šalys. Todėl šis darbas buvo skirtas atlikti Rytų Baltijos jūros uostų analizei (pagal krovą ir keleivių srautus) bei pabandyti ją pritaikyti edukologijoje. Atlikus tyrimą paaiškėjo, jog mokiniai labai mažai žino apie kaimyninių šalių uostus, taip pat negali pasakyti kuo Klaipėda išsiskiria iš kitų Baltijos jūros uostų. Teoriškai šį darbą galima suskirstyti į dvi stambias dalis. Darbo tema pirmoje dalyje analizuojama iš gamtinės - ekonominės pusės, o antra dalis – iš edukologinės. Smulkiau skirstant darbą sudaro 11 dalių. 8 – 10 dalyse išanalizuoti atskirų Rytų Baltijos jūros šalių uostai, tokie... [toliau žr. visą tekstą]
The Baltic tribes inhabiting the shores of the Baltic Sea had trade and business relations with other countries since the first century. The countries geographical position encouraged the navigation development that is why the prosperity of the Baltic seamanship was inevitable in XII-XIII centuries. The sea transportation involves both people and cargo transportation. In Lithuania more than 30% of cargo is transported by sea. This means of transportation requires the biggest amount of loading capability but the cheapest expenses. Klaipeda seaport is in the third place according 2008 loading among Baltic Seaports. In Lithuania’s schools there is too little attention to studies of the seaports’ problems. The importance of the seaports to country’s economy is high, though after the research at schools the conclusion was drawn that pupils are not aware of these important economical issues. The Lithuanian society has little knowledge about the sea, or they have never been so close to the sea as people in other neighboring countries. The purpose of this work is to analyze the Eastern Baltic seaports according loading capability and the number of travelers, and also try to apply the work in education. The research cleared out that pupils know little about the neighboring country sea ports, also they can not say what is the difference among Klaipeda seaport and other Baltic seaports. A scheduler, as a central components of a computing site, aggregates computing resources and is responsible to distribute the incoming load (jobs) between the resources. Under such an environment, the optimum performance of the system against the service level agreement (SLA) based workloads, can be achieved by calculating the priority of SLA bound jobs using integrated heuristic. The SLA defines the service obligations and expectations to use the computational resources. The integrated heuristic is the combination of different SLA terms. It combines the SLA terms with a specific weight for each term. Theweights are computed by applying parameter sweep technique in order to obtain the best schedule for the optimum performance of the system under the workload. The sweepingof parameters on the integrated heuristic observed to be computationally expensive. The integrated heuristic becomes more expensive if no value of the computed weights result in improvement in performance with the resulting schedule. Hence, instead of obtaining optimum performance it incurs computation cost in such situations. Therefore, there is a need of detection of situations where the integrated heuristic can be exploited beneficially. For that reason, in this thesis we propose a metric based on the concept of utilization, to evaluate the SLA based parallel workloads of independent jobs to detect any impact of integrated heuristic on the workload.

O presente trabalho teve como objetivo auditar as fichas de descrição de funções da Carmona, S.A. e, desta forma, criar condições para o desenvolvimento de um sistema de avaliação de desempenho que permita medir o contributo de cada colaborador no âmbito das suas tarefas diárias: obter classificações objetivas, com o menor erro possível, assente em critérios claros e rigorosos, de forma a reconhecer e premiar o desempenho de cada colaborador e, ao mesmo tempo, ajudá-lo no seu alinhamento com os seus objetivos concretos. Em termos metodológicos, o projeto, assente numa revisão bibliográfica pertinente, procurou encontrar o modelo mais adequado à realidade da Carmona, S.A.. Foi feito um estudo documental no que respeita à análise e descrição de funções, para se perceber o que se podia adequar a este projeto e quais as necessidades de melhoria para que este fosse desenvolvido da forma mais adequada à realidade desta empresa e do mercado em que se insere.
This study aimed to audit Carmona, S.A.’s function description records, and create the necessary conditions to develop a performance evaluation system. This system shall measure each collaborator’s contribution, in the scope of their daily tasks. It shall focus on gathering objetive ratings, with the lowest possible error, based on clear and rigorous criteria, in order to recognize and reward each collaborator’s performance, while helping in getting him/her aligned with his/her own specific goals. Supported by a relevant literature review, the study applied a methodology that looked for the model best suited to Carmona, S.A.’s reality. A documentary analysis was made, in the scope of the functions description records structure, in order to understand which model would be a better fit for the study goals, as well as what would be appropriate improvements to otimize it to this particular company needs and market in which it operates.

AbstractSeveral words repeatedly crop up when you ask a seafarer working in the international cargo fleet to describe a life at sea: ‘boring’, is one; ‘lonely’ is another; and the word ‘sacrifice’ is used very frequently as well. Most contemporary seafarers are recruited from developing economies where well-paid opportunities for work ashore are scarce and, if they can be found at all, are only available to highly skilled or qualified personnel. As a result, the money that can be earned at sea by both officers and ratings is often unparalleled and this encourages people to seek work as a seafarer when they are young. It also keeps many of them coming back to sea as they get older (as described so vividly by Baum-Talmor in Chap. 10.1007/978-3-030-49825-2_5) despite having come to grips with some of the rather unglamorous aspects of the job.

AbstractNon-solar research at the Radiophysics Laboratory (RP) was launched in September 1946 when Joe Pawsey (1908–1962) tried unsuccessfully to observe the enigmatic ‘radio star’ in Cygnus that the British team of Stanley Hey (1909–2000, Fig. 4.1), John Parsons and James Phillips (1946) had announced in the 17 August issue of Nature. Two months later, John Bolton (1922–1993; Fig. 4.2) and research assistant Bruce Slee (1924–2016) were at Dover Heights trying to observe the Sun at 60 MHz. When it insisted on remaining inactive they decided to use their 2-Yagi antenna in sea interferometer mode to search for radio emission from other types of objects. Neither had a background in astronomy, and their astronomical knowledge and resources were virtually non-existent. Bolton (1982: 349) later described how they used the Russell, Duggan and Stewart book Astronomy to “… hazard guesses as to which types of objects might emit copious amounts of radio emission …” and Norton’s Star Atlas “… to find the position of the brightest candidate in each class.”

Tarptautinės kavos organizacijos duomenimis, 2020 m. pasaulyje buvo suvartota daugiau negu 107 kg kavos pupelių. Daugiau-sia kavos suvartojama Europoje. Pradinio kavos apdorojimo ir gėrimo ruošimo metu susidaro daug įvairių atliekų: kavos uogų minkštimas, sidabrinė odelė, kavos tirščiai. Šiose atliekose yra daug įvairių cheminių elementų, tačiau jos vis dar nėra maksima-liai naudojamos pramonėje antriniams produktams gauti. Šiame darbe ištirtos ir įvertintos kavos tirščių, susidarančių tiek viešojo maitinimo įstaigose, tiek buityje, naudojimo granuliuotų trąšų gamyboje galimybės. Mokslinių tyrimų metu gauti rezultatai rodo, jog kavos tirščiuose yra ne tik pagrindinių augalų maisto medžiagų: azoto, fosforo bei kalio, tačiau juose aptinkama ir antrinių (kalcio, magnio, sieros) ir mikroelementų pėdsakų. Šio tyrimo metu iš kavinių surinkti kavos tirščiai buvo granuliuojami labora-toriniu būgniniu granuliatoriumi-džiovykla, papildomai iš anksto jų neapdorojus, t. y. nedžiovinus. Tokiu būdu siekiama išveng-ti papildomų energinių sąnaudų ir supaprastinti sandėliavimo sąlygas. Granulėms gauti buvo naudojami įvairios drėkinamosios-rišamosios medžiagos (vanduo, ortofosforo rūgštis ir kt.). Įvertinant maisto medžiagų poreikį augaluose, granuliuotoms trąšoms keliamus reikalavimus ir vien tik kavos tirščių granuliavimo rezultatus, buvo parinkti ir į granuliuoti ruošiamą žaliavų mišinį de-dami kitų organinės kilmės medžiagų priedai. Tyrimo metu nustatytos gauto granuliuoto produkto fizikinės savybės: granulio-metrinė mišinio sudėtis, piltinis tankis, drėgmės kiekis, prekinės frakcijos granulių stipris bei 10 % vandeninio tirpalo pH vertės.

Abstract The use of Coiled Tubing (CT) has been over the past years a preferred method to deploy long, heavy screens and guns in highly deviated wells in a single run without killing the well, therefore reducing the risk and improving job efficiency. Two case histories are presented in this paper. The first involves deployment of 88m of screens and the second deployment of 125m of 3-3/8-in guns including blank sections. After revising several techniques, the best approach was to use an Advance Live Well Deployment (ALWD) system to deploy and set the screens, and to deploy and retrieved guns, with a tubing encapsulated electrical wire which enabled the Coiled Tubing Telemetry (CTT) system with the ultimate goal to perform a safe and cost-saving well intervention, as compared to other options such as conventional wireline perforating. In the first job, the objective was to remove a plug to get access to the zones below and deploy/set 88m of ceramic screens in one run. In the second job, the objective was to set a plug in the tubing to isolate lower zones and run 125m of guns to perforate tubing and casing. Extensive job planning was done including CT simulations to reach target depth, shock modeling to confirm forces are within CT limitations, and yard tests to verify deployment (screens) and deployment/reverse deployment (guns) procedures. CTT system with a Tension Compression Torque (TCT) sensor was used during deployment/reverse-deployment operations. Casing Collar Locator (CCL) sensor was run for depth correlation during screen/guns positioning and packers setting (screens). Deployment Bottom Hole Assembly (BHA) was changed to a firing BHA before running in the hole for setting the packer and electrically activating the guns. With the ALWD system, 88m of ceramic screens were successfully run and set inside existing screens, as well as 125m of guns/blank sections were successfully deployed/reverse-deployed. Based on the success of these two case histories, the ALWD combined with CTT system has been proven to be the preferred method when dealing with long screens deployment and perforation intervals in live well conditions.

Measured results are presented for rotordynamic coefficients and leakage rates for two honeycomb-stator seal geometries, a convergent-tapered honeycomb seals (CTHC) and a constant-clearance honeycomb seals (CCHC) tested by Sprowl and Childs in 2007. The rotor diameter was 114.3 mm (4.500 in). The CTHC seals had inlet and exit clearances of 0.334 and 0.204 mm, respectively. The CCHC seal had a constant clearance of 0.204 mm. Honeycomb cells had depths of 3.175 mm (0.125 in) and widths of 0.79 mm (0.031 in). Measurements are reported with air as the test fluid, zero preswirl, ω = 20,200 rpm, a supply pressure of 69 bar (1,000 psi) and supply temperature of 18°C (64.4°F) for both seal geometries. The test pressure ratios are 0.5 for the CCHC seal, and 0.46 for the CTHC seal. The tapered seal leaks about 20% more than the constant-clearance seal. Measured and predicted dynamic coefficients are strong functions of excitation frequency. The measured direct stiffness coefficient was higher for the tapered seal at all excitation frequencies, including a projection to zero frequency, where the CCHC seal was on the order of −2MN/m versus roughly +13MN/m for the tapered seal. The CTHC seal had higher cross-coupled stiffness coefficients than the CCHC seal at all excitation frequencies. The CCHC and CTHC seals had comparable direct damping out to ∼80 Hz. For higher excitation frequencies, the CTHC seal had larger direct damping values. The effective damping Ceff combines the positive effect of direct damping and the destabilizing effect of cross-coupled-stiffness coefficients. It is negative at low frequencies and becomes positive for higher frequencies. The frequency at which it changes sign is called the cross-over frequency. The CCHC had a lower cross-over frequency (better from a stability viewpoint) and higher Ceff values out to ∼80 Hz. At higher excitation frequencies from ∼120Hz onward, the tapered seal has higher effective damping values. Kleynhans and Childs’ 1997 two-control-volume model did a generally good job of predicting the direct stiffness coefficients of both seals. It closely predicted the cross-coupled stiffness coefficients for the CCHC seal but substantially under predicted the values for the CTHC seal. It under predicted the direct damping for the CCHC seal at frequencies below ∼120Hz, but did a good job for higher frequencies. It under predicted direct damping for the CTHC seal at all frequencies. For the CCHC seal, the model did a good job of predicting Ceff at all frequencies and also accurately predicted the cross-over frequency. For the CTHC seal, the model accurately predicted the cross-over frequency but over predicted Ceff below the cross-over frequency (the seal was more destabilizing than predicted) and under predicted Ceff at higher frequencies.

Abstract Over the past years the usage of coiled tubing as a prefer method to deploy long and heavy guns in highly deviated wells has been widely spread in the oil industry to provide a single run without killing the well, perforate in underbalance conditions, reduce risks and improve job efficiency. The three wells are located in the Caspian Sea. In two wells, the objective was to isolate lower intervals and perforate a new zone through tubing and casing between two packers. On the other well, the objective was to perforate a new interval through casing after running a new completion and isolate lower production zones. Due to the challenges involving gross length of the new intervals, guns size, well deviation and live deployment needs several techniques were evaluated. The best approach was to use an Advance Live-Well Deployment (ALWD) system to deploy and retrieve the guns with a tube wire-enabled Coiled Tubing Telemetry (CTT) system focus on both safety and cost saving compare with conventional wireline perforating. Extensive job planning involved coiled tubing (CT) simulations to reach target depths, shock loading modeling to ensure forces are within CT string limitations, system integration test to verify deployment/reverse technique procedure and system communication to electrically activate guns. CTT integrated sensor assembly was used during deployment/reverse operation with a tension, compression and torque (TCT) sub-assembly to monitor accurate upward/downward forces. In addition, CTT logging adapter assembly was used for depth correlation and electrical guns activation. The ALWD system; composed by connectors and deployment blow out preventor (BOP), prove to be an efficient way to run, perforate and retrieve gross intervals of 212 m, 246 m and 104 m with guns successfully. During all these jobs several lessons learnt were created in order to improve the deployment/reverse procedure for future jobs including not only operational steps but also deployment/reverse bottom-hole assembly (BHA) configurations. Based on the success of these case histories, the ALWD combined with CTT system has been proven to be the preferred method when dealing with long perforation intervals in life well conditions, thru-tubing environment.

Abstract As oil and gas operators are constantly looking for ways to increase efficiency in their operations, one area of well construction that is becoming increasingly popular is in the field of foam cementing. Foamed cement slurries are designed to have low density with relatively high compressive strength to enable operators accomplish their zonal isolation requirements. In addition, the enhanced slurry mobility of these energized fluids leads to a high displacement efficiency to ensure uniform cement coverage in the annulus. The use of foamed cement slurries particularly for top-hole sections in deep-water environments has increased over the past decade. For large volume jobs such as these, operators utilize the standard Automated Foam Cement System (AFCS) which comprises of high-pressure nitrogen pumps /converter and portable liquid nitrogen tanks. The AFCS automatically controls nitrogen and cement slurry based on the downhole rate and precisely maintains a desired foam cement density. For smaller volume jobs, the main constraint to deploying the standard AFCS is mainly rig deck space limitations, thus a "light foam package" was developed. The light package, fully developed in Norway, maintains the already well-established characteristics of automation from the standard AFCS; with the added benefit of minimizing footprint on board the rig with equipment which includes foam manifold, gas bottle rack and nitrogen control flow valve vs. the conventional liquid nitrogen tanks, pumps, and back up equipment. Other advantages of this set up include much faster rig up time due to smaller and lighter liftsimproved HSE benefits of eliminating liquid nitrogen handling; as well as limiting number of people required offshorefull job accuracy and automatic control with the utilization of mass flowmeters to measure nitrogen and cement rates with precisionrobust system with 100% redundancy of critical components This publication highlights the job details from a light foam job performed on a 30in conductor in a well on the Norwegian Continental Shelf, with the objective to cement the entire conductor length to seabed. This job was conducted in a field where numerous past cement jobs had failed to bring cement up to seabed and top up jobs with grout were the norm to achieve top of cement. With this simplified foam cementing process, the vision is that this kind of system set-up can make foam cementing a reality even in the most remote of locations and/or locations with small deck space, with reduced start-up costs.

U poređenju sa komentarima o delovanju Rusije i Kine, prodornijem odnosu Turske prema Balkanu se ne poklanja dovoljno pažnje. Kako bi se ova praznina popunila, istraživački tim Beogradskog centra za bezbednosnu politiku (BCBP) sproveo je istraživanje zasnovano na analizi sekundarnog izvornog materijala ali, što je još važnije, i na razgovorima koji su sa šesnaest istraživača i pripadnika akademiske zajednice obavljeni u Istanbulu i Ankari. Iako konsultovani izvori imaju različite biografije i političke simpatije, istraživanjem je utvrđeno da su im određene teme svima zajedničke. Turska spoljna politika na Balkanu, naime, ima dva aspekta. Prvi je zasnovan na emocijama, i tu je spoljna politika države definisana njenim posebnim vezama sa tom oblašću, odnosno zajedničkom istorijom, društvenim vezama, faktorima identiteta i nasleđem Otomanskog carstva. S obzirom na društveno-kulturne veze i činjenicu da je Bosna i Hercegovina država u kojoj je to nasleđe najprisutnije, ona se u kontekstu posebnih veza sa Turskom pominje najčešće. Drugi pristup je ukorenjen u tradicionalnom spoljnopolitičkom realizmu koji proizlazi iz objektivne i proračunate procene regionalnog odnosa snaga i sopstvenih interesa. U okviru tog pristupa, Turska iz bezbednosnih i strateških razloga nastoji da deluje pragmatično i ostvaruje svoje namere na Balkanu, a da se pritom ne uplete u krize koje bi mogle da joj ometaju uticaj u regionu. Ovaj pristup Tursku vodi ka aktivnim odnosima sa Srbijom, koja je u strateškom smislu značajna zemlja u regionu, jer je Ankara duboko uverena da, ukoliko želi da bude delotvorna na Balkanu, mora da ima partnerski odnos sa Beogradom. Pri tome, mora da uspostavi ravnotežu između emocija i realizma. Mora pažljivo da neguje odnose sa zajednicama sa kojima ima kulturne i verske veze, kao što su Bošnjačke i Albanske, ali i da istovremeno pazi da od sebe ne odgurne države poput Srbije, čije joj je partnerstvo neophodno ukoliko želi da postigne uspeh na Balkanu. Turska spoljna politika u regionu prošla je kroz dve faze. U prvoj joj je politika prema Balkanu bila previše fokusirana na istoriju i faktore identiteta. Ta praksa je posebno došla do izražaja u fazi koju kritičari vole da nazivaju „neoosmanizmom“, a koja se najčešće povezuje sa Ahmetom Davutogluom, nekadašnjim ministrom inostranih poslova Turske (2009-2014) i kasnije premijerom (2014–2016). Treba naglasiti da je Redžep Tajip Ergodan i tada bio na vlasti, ali je za politiku prema Balkanu bio zadužen prvenstveno Davutoglu. Međutim, upravo zbog retorike kojom se akcenat stavljao na emocije, istoriju i kulturu, spoljna politika Ankare u regionu je tokom tog perioda doživljavala neuspehe jer su lokalni hrišćanski narodi Tursku doživljavali kao ekspanzionističku silu koja se poziva na ranije imperijalno nasleđe, i kao pristrasnog posrednika koji favorizuje muslimanske zajednice kakva je npr. bošnjačka. Realistički impulsi turske spoljne politike su na površinu izbili u drugoj fazi. Ona je započela odlaskom Ahmeta Davutoglua, kada je predsednik Redžep Tajip Erdogan preuzeo čvršću kontrolu nad spoljnom politikom zemlje, pa i prema Balkanu. Ankara od tada stavlja veći naglasak na realizam i pragmatizam, za razliku od ranijeg insistiranja na strastvenoj, istorijskoj retorici. Ovu transformaciju simbolizuju bliže veze sa Srbijom koje balkanskoj politici Ankare daju veću slobodu. Pre nego što se pojavila vest o Erdoganovoj pobedi, tokom predsedničkih i parlamentarnih izbora koji su u Turskoj održani u maju 2023. godine vodila se žestoka debata o budućem smeru spoljne politike zemlje. Dok su neki tvrdili da ona mora da ostane nepromenjena bez obzira na ishod izbora , drugi su verovali u potencijalne promene u sveukupnom odnosu zemlje sa akterima kao što su EU, SAD i Rusija . Međutim, ni pre ni nakon izbora nije bilo naznaka da će se spoljna politika Turske prema Balkanu bitno promeniti. Naprotiv, može da se očekuje da će upornost međunarodnih i domaćih faktora koji su u igri dovesti do dosledne balkanske politike Turske, te da će tamošnje spoljnopolitičke elite, kada se angažuju na Balkanu, i dalje biti prinuđene da balansiraju između emocija i realizma.

Résumé :
Este documento presenta las experiencias de mujeres madres beneficiarias del subsidio de cuidado de niños menores de 5 años que otorgó el Programa de Apoyo al Empleo II (PAE II) como apoyo adicional para la inserción laboral de mujeres beneficiarias de apoyos económicos de capacitación en planta (on the job training). El PAE II, ejecutado por el Servicio Público de Empleo de Bolivia del Ministerio de Trabajo, Empleo y Previsión Social de Bolivia, tenía como objetivo mejorar la inserción laboral en empleos de calidad de buscadores de empleo a través del apoyo en la intermediación laboral, subsidios al salario por hasta tres meses para promover la inserción laboral asociada a capacitación en planta. El PAE II preveía adicionalmente un apoyo para las madres de menores de 5 años que consistía en un pago adicional por hijo que se entregaba antes del inicio de la capacitación en planta. Este apoyo se entregaba para reducir el riesgo de que las madres se tuviesen que retirar al no poder cuidar de sus hijos. El apoyo puntual asumía que este costo podría ser cubierto desde el segundo mes con el pago principal del apoyo económico recibido. Este documento presenta un análisis cuantitativo y cualitativo de la experiencia. La primera parte presenta el análisis cuantitativo utilizando estadísticas descriptivas basadas a una encuesta al 71% de las beneficiarias. La segunda parte complementa el análisis con datos cualitativos, basados en entrevistas y testimonios directos tanto de las beneficiarias como del personal operativo del PAE II. El análisis permitió determinar que el subsidio permitió a las madres y sus familias enfrentar los retos asociados a la incorporación al mercado laboral, en particular a aquellas que no tienen pareja. El apoyo les permitió acceder a oportunidades de empleo al darles un nivel mínimo de estabilidad económica y posibilitarles concentrarse en el trabajo sin preocupaciones inmediatas sobre el cuidado y más aún la manutención de sus hijos. La flexibilidad no intencional en el uso del bono ha permitido que las madres adapten el apoyo según sus necesidades individuales, ya sea para el cuidado de los niños, la alimentación familiar o cubrir otros gastos esenciales lo que hace necesario un análisis de si el esquema de pago a final del primer mes no afecta la participación en el programa de grupos con mayores dificultades económicas en un contexto como el boliviano en que el ingreso al trabajo asalariado de una economía en muchos casos diaria representa un reto adicional.
