The article is devoted to the research and development of a chatbot for consulting support for technologists of the “Executive Traffic Schedule” system in Russian Railways. The goal of the work is to identify the requirements and characteristics for creating a chatbot capable of assisting technologists. The paper discusses the practical significance of introducing chatbots in the field of technical support in Russian Railways. The analysis of the ChatNavigator platform for creating a chatbot is carried out and the choice of this platform is justified.

Currently, Russia has found itself under unprecedented sanctions pressure from the countries of the collective West in connection with the military conflict in Ukraine. Sanctions as an instrument of influence aim to change the internal political course in the sanctioned country and are one of the additional levers to influence the partner countries. Kazakhstan is one of its main partners of Russia in the Eurasian Economic Union, and bilateral trade, economic, and investment relations are actively developing. The article discusses how sanctions have affected bilateral cooperation between Kazakhstan and Russia. The data of national statistics as well as of the National Bank of Kazakhstan were used. At the same time one of the threats to bilateral relations are the statements of several political actors, political scientists and political technologists of the Russian Federation.

The article discusses the impact of Internet technologies on the political process in Russia and in the world. The author draws attention to the emergence of new trends in the field of IT, which bring new to the electoral process, PR-activities, agitation, propaganda and counter-propaganda. It is suggested that political actors should act within the framework of the new rules of the game, without neglecting the transfer of political struggle in the Internet space. The article draws attention to the fact that the Internet activity of political actors can be both positive and negative in perception and goals. Given the impact that the Internet has on the political sphere of society, we can assume that the virtual environment will be the main stage of political struggle. The author emphasizes that modern political technologists should take this factor into account in their activities. Thus, the author concludes that the online space significantly expands the tools of political campaigns and radically transforms the relationship between citizens and the state, forming the real prerequisites for the development of democracy.

This article reviews Russian industry experience in developing innovative technologies in the production of bakery, pasta, and confectionery products. The article analyzes innovative technologies developed in Russian institutes, universities, and enterprises of the bakery, pasta, and confectionery industries, in particular the state research Institute of Agriculture, Kuban State Technological University, Belgorod University of consumer cooperation, and Moscow state University of technology and management named after K. G. Razumovsky University (PKU), Moscow State University of food production. It is established that the state order system is focused on purchasing products at low prices and weakly encourages the introduction of innovative technologies into production. The main vectors of innovative transformations of bakery enterprises in the Russian Federation are the use of stoves, dough mixers, mixers, and non-traditional raw materials in the production of bakery products in order to increase the content of essential nutrients, improve the balance of essential essential nutrients, improve the quality and shelf life of finished products, and provide products with a functional orientation, which generally corresponds to global trends five years ago. Currently, consumers of bakery, pasta and confectionery products want to see in these products something more than sweetness, taste and aroma, they need confidence that the products will not cause harm to health, so one of the tasks set for technologists is to develop innovative products not only to expand the range, but also to improve the nutritional value of products.

The geopolitical confrontation between Russia and the United States has always taken place, but now it has become particularly acute, given the transformation of the structure of international relations. Our country, which occupies one-eighth of the globe's landmass and has the second-strongest army in the world, is embroiled in a number of information and hybrid conflicts. The «collective West» has launched an open economic, sanction, technological, and information war against Russia. Combining the capabilities of electronic and cyber warfare, information operations and electronic intelligence, both for offensive and defensive purposes, is a new trend in the industry. It is important to emphasize that global sales of electronic warfare systems will grow by an average of 4.5 % per year by 2027 and reach $ 24 billion. It is expected that as a result of the wider use of cyber technologies, the tactics of warfare will change. Certainly, it is important to try to find a balance between security and proactive foreign policy of the state in the information space. In the new geopolitical conditions, various methods of information warfare, in particular fake news, represent a real ideological danger, and the development of social networks and the emergence of artificial technologies are increasingly reinforcing this phenomenon. The explosion of disinformation regarding the policy of the Russian state, which is flowing into the world media space thanks to Western political technologists, has begun to lead to concerns about the destabilization of democracy and ideological division in the country. However, Russia managed to resist and now needs to develop countermeasures. The influence of virtual space on the regional, national, and international political processes determines the desire of modern states to develop and use new technological resources. The analysis of political research on the problems of information and ideological confrontation led to the conclusion that the information war is aimed at destabilizing society, destroying its mental foundations and traditional guidelines. The main strategic goal of the information war is to lead society to an ideological split and cause an increase in citizens' distrust of the institutions of state power and the army. The authors of this article have identified the key mechanisms of information confrontation and ways of media provocations against Russia in the new geopolitical conditions.

At the beginning of the XXI century the leadership of the Kremlin significantly strengthened control over the processes in the Russian state, achieved certain successes in the implementation of integration projects in the post-Soviet space. To increase the geopolitical weight of the Russian Federation and further strengthen its position on the territory of the so-called “near abroadˮ, Kremlin political technologists developed a new imperial ideology. Ivan Ilyin, a critic of the Bolsheviks and a supporter of monarchism and fascism, acted as an ideological guide for the Russian ruling elite. A practical manifestation of the new ideological approaches was the introduction of the “Day of People’s Unityˮ associated with the traditions of tsarist Russia, which essentially replaced the celebration of the so called “Great October Socialist Revolutionˮ. In the same vein, we can consider the launch of the action called “Saint George's ribbonˮ, which is a kind of attempt to combine the legacy of the Romanovs with the pages of the history of the USSR convenient for the Kremlin. Criticizing the federal nature of the Soviet Union, the Kremlin at the same time actively used the victory of the USSR in World War II for its geopolitical purposes. To the greatest extent, this was manifested due to the active popularization of the myth of the “Great Victoryˮ and the hypertrophied celebration of “Victory Dayˮ − the so-called “Pobedobesieˮ. One of the important components of the new state ideology of the Russian Federation was the active use of the “besieged fortressˮ concept. Tough declarations of the leadership of Russia at that time were complemented by decisive steps. The use of radioactive substances on the territory of Great Britain to kill a former employee of the FSB, cyber-attacks on the governmental structure of a NATO and EU member – Estonia, a return to the Soviet practice of aviation combat duty, a missile strike on Georgian territory by a Russian aircraft demonstrated the readiness of official Moscow to raise the stakes in the framework of the struggle for the redistribution of geopolitical “chessboardˮ. The ideological project “Russian Worldˮ became the decoration for Russian imperialism and revanchism. During the second presidential term of Vladimir Putin, it was already possible to trace warming signals that unequivocally demonstrated that behind the “humanitarianˮ envelope of “Russian Worldˮ the aggressive foreign policy goals of the Russian leadership were hidden. The most openly imperial essence of the Putin regime in its early stages is reflected in the framework of the so-called “Russian doctrineˮ. This document included provisions on the messianic role of Russia, criticism of the Bolsheviks for the division of the USSR into republics, the postulate on the historical continuity of the Russian Federation from tsarist times, etc. In the context of outlining the foreign policy goals of the Russian Federation, the doctrine refers to the creation of a multipolar world, the non-recognition of the 1991 Belovezh Accords, and the beginning of the path that should lead to the “reunificationˮ of Russia with Belarus, Ukraine and Kazakhstan is declared.

Ensuring food security and increasing exports of agricultural products requires high human resources engaged in agriculture.The heads of agricultural organizations, their deputies and chief specialists do not always meet the requirements for educational leveland possession of managerial competencies; this problem is also relevant for heads of engineering services. On average, in the systemof the Ministry of Agriculture of Russia, only 66% of chief engineers, technologists and power engineers have higher education,although, according to the requirements of professional standards, these positions can be occupied not only by university graduates, but also by masters and specialists. In all districts of our country, a shortage of personnel has been revealed. Still its degree is insignifi cantif we compare the number of graduates of the master’s degree programs and vacant postitions in organizations. However, an analysisof the staff structure in term of the appropriate level of education shows that even in three years universities will not be able toprovide graduates to satisfy the labor needs of this market sector. Training of agricultural personnel is carried out in 54 universitiessubordinate to the Ministry of Agriculture of Russia. The number of graduates in the main agricultural areas and specialties amountto more than 19 thousand people, but there are only about 1.5 thousand graduates of the specialist and master’s degree who havethe right to occupy managerial positions. In addition, according to the graduates themselves, they are not ready to occupy managerial positions. In the study process, about 3% of the curriculum provides for the development of managerial competencies. To formthese competencies in the classroom, it is necessary to use teaching technologies making the student participate actively: the projectmethod and contextual learning technology, “round table” discussions, conferences, etc. Based on the requirements of employers,it is necessary that a professional standard be developed to state the requirements for managerial positions in engineering services.This problem can be solved by implementing the professional standard “Management Expert at Farm-Related Enterprises”.

The main narratives of denial of the Holodomor in independent Ukraine underwent a noticeable transformation. During the 1990s and early 2000s, widespread in Soviet times direct denials of the famine of 1932–1933 in Ukraine were transformed into interpretive denials, which consisted in attempts to present the Holodomor as an event that does not correspond to the internationally recognized criteria of the act of genocide. Pro-Russian political environments became the main promoter of denial of the Holodomor in independent Ukraine. Representatives of these political trend considered denial of the Holodomor as an important tool for delegitimization of Ukrainian independence, as well as destabilization of the internal political situation in the Ukrainian state. Denial of the Holodomor was especially active during the presidency of Viktor Yushchenko (2005–2010). At that time, opposition pro-Russian politicians, propagandists and political technologists promoted the thesis that the restoration of the memory of the Holodomor will inevitably occur at the expense of the separation of Ukrainian society, and will also spoil the relations of Ukraine with its «main strategic partner – Russia». During Viktor Yanukovych’s rule (2010–2014), denial of the Holodomor acquired a latent character and was combined with the removal of references to the 1932–1933 famine from education and the public sphere. After the Revolution of Dignity of 2013–2014 and the beginning of Russian aggression in Donbas, denial of the Holodomor in Ukraine takes place mainly in a hidden form.

The article is devoted to the problem of turnout in elections in the USSR and Russia in the period from 1989 to 1996 in the assessment of Russian sociologists and social scientists. The theory of representative democracy in its neoliberal version narrows the acts of legitimation to the voting procedure. The experience of implementing these principles in the USSR and the Russian Federation at the end of the 20th century is quite relevant for the development of contemporary political sociology. The goal is a retrospective (historical) study of the explanatory schemes offered by Russian electoral sociologists and representatives of related disciplines on the decline in voter turnout in the 1989–1996 elections. Objectives: 1) description of specific situations, 2) analysis of the positions and arguments put forward, 3) generalization of the hypotheses and concepts proposed. Traditional methods for works of this nature were used (analysis, synthesis, heuristic, descriptive). The decline in the number of voters was constant. As in the rest of the world, it primarily affected those structures that were not perceived as significant. This led to a gradual lowering of the electoral barrier, even to its abolition. The statement about “voting with one’s feet” as a result of disappointment in the socio-economic transformations of the 1990s became a common place in the sociologists’ reasoning. The active part of the electorate, affiliated with certain political forces and organizations, reacted sensitively to mass media reports of falsifications. The general decline in voter turnout was perfectly exploited by political technologists for the benefit of their clients. The first steps of the Russian electoral sociology were not able to improve the situation in the socio-political orientation of the electorate.

Youth remains one of the most active groups of Internet users. The purpose of the study is to identify the features of the use of various social networks, Internet channels and messengers in online political communication of young people from Russian megacities. The research paper presents the results of an online survey of this socio-demographic group conducted in January 2021 among roughly 1700 respondents from 17 Russian megacities as well as the results of an expert survey dated January 2021, namely, non-standardized expert interviews with 21 experts, including scholars, political technologists, government officials, members of political organizations and civil activists. Every fourth young respondent spends over 8 hours in the Internet space daily with about 43% of all young people spending from 4 to 8 hours. Social networks such as VKontakte (91.4%), Instagram (70.6%), YouTube Internet channel (74.9%), WhatsApp (66.4%) and Telegram (59.2%) are most in demand. The interest in Tik Tok is gradually growing (38.8%). Experts believe that the promising channel of online political communication with the aim of online political mobilization is the social network Clubhouse, which allows group voice chats and a strict selection of group members, but does not allow direct recording. Only every fourth representative of young people shows a high interest in the political situation. About 45% use Emoji to assess posts on a political topic, but only every fourth respondent gives comments and discusses political problems. Every fourth representative of young people does not take any political actions in the online space.

The article is devoted to the social management challenges in the digital age. Much attention is paid to the consequences of the high technologies introduction in society, including the “management lag” phenomenon and the issue, whether a society with “smart” technologists absorbed by the ubiquitous digitalisation processes, has time to manage social processes effectively. The relevance of the issue is also determined by the events related with the shift to remote working for many enterprises in the COVID-19 pandemic, during which the world encountered the organising work challenge using information and communication technologies. The functioning of E-Government platforms as one of the innovations examples in social governance in the world is considered in the article through the prism of government programmes of a number of developed countries and relevant statistical data. The Russian and foreign statistical agencies materials, major organisations electronic databases, keeping high-tech development records: Pricewaterhouse Coopers, Boston Consulting Group, United Nations, World Bank, Russian Government, etc., were used for the analysis. It has been concluded that contemporary high-tech society is forced to look for new, efficient governance methods. The management system must be updated to simultaneously meet the social reality demands and keep up with digital changes. Management decision-making processes in an electronic digital society are in the transformation process, and the high technology implementation isues in society are being debated in the scientific community. The digitalisation speed and scale are faster than cultural and managerial development, which is a threat to social progress.

The article reflects the results of a comparative analysis of the development of individual nutrition rations for military personnel in different countries. The list of states included in the research sample is based on the “GFP” (GLOBAL FIREPOWER) rating, according to which they make up the top five in the global military sphere: Russia, the USA, China, India, and South Korea. The importance of military ration packs for catering military personnel in marching conditions is noted, due to which they must meet a number of requirements for the bal-ance of proteins, fats and carbohydrates, calories, etc., defined by the food technologists of the military minis-tries of different countries in accordance with the degree of complexity of the tasks performed by the military personnel. The results of the comparative analysis of the individual food ration kits showed that the Russian military ration packs are superior to the others in a number of indicators, in particular in terms of the energy value of the rations and the price-quality ratio. Overall, they are at an average level in the sample.

Warm clothing was an important cultural adaptation, enabling the Russian pioneers to survive in the harsh climate of Siberia. The sources for the study are archival documents, including V.K. Multinov’s manuscript “Clothing of the Angara People” (1926), results of fi eld studies in the 1970s and 1980s by the present author, museum artifacts, and collection inventories compiled by A.N. Beloslyudov, S.P. Shvetsov, I.I. Baranova, and I.I. Shangina, as well as data collected by climatologists, technologists, and designers. Types of winter clothing, including outfi ts for hunting and fi shing, worn by the Russians living on the Angara, in the Altai, and Trans-Baikal, are described. These include cloth-covered and non-covered fur coats, short fur coats, those with the fur on the inside, robes, as well as warm pants, fur hats, boots, and mittens. Protection from the cold was ensured by the use of high-volume insulating materials, several layers, and by habits such as tucking one piece of clothing into another (the so-called “Siberian one-piece garment”). Specific features in Siberia are observed, including the use in winter hunting outfi ts of certain elements of native Siberian clothing (specifi cally that of the Tungus clothing on the Angara), and the women’s habit of wearing men’s garments with belts.

In this article, we examine how the Putin government is attempting to respond and adapt to the YouTube phenomenon and the vibrant oppositional online visual culture on Runet. We show how these processes are giving rise to new forms of state propaganda, shaped and driven above all by the quest for high-ranking search-engine results and the concomitant desire to appeal to the perceived new sensibilities of the Internet generation through the commissioning and production of “viral videos.” We focus in particular on the videos created by Iurii Degtiarev, a pioneer in the development of this genre, whose works we explore in light of the “Kremlingate” email leaks, which offer inside information on the strategies and aims being pursued on the online visual front of the campaign to manage the Russian mediascape, and Degtiarev's own reflections on this subject. Examining the output of young creatives patronized by the Kremlin offers a “bottom-up” view to supplement studies of the Russian ideological and media landscape as shaped by “political technologists” such as Vladislav Surkov and Gleb Pavlovskii.

It is emphasized that the process of training engineering and technical personnel in the field of power machine-building specializing in internal combustion engines should be constantly improved taking into account the rapid development of modern engine building. The factor of the qualitative level of training specialists possessing the necessary knowledge in the field of technology and the development of highly efficient engines acquires important state significance. The tendencies of development of engines for transport and transport-technological facilities are considered. It is noted that foreign companies have far gone in the implementation of innovative technical solutions associated with a significant complication in the design of engines, systems. Successful practical implementation of these solutions has become possible, among other things, thanks to the high level of training of foreign specialists with the necessary knowledge in the field of technology. The problem of the emerging decline in the level of university training of engineering personnel in the sphere of Russian energy engineering is analyzed. Moreover, over the past decades, Russia has experienced a tangible need for skilled engineers and technologists, who have been and continue to be the backbone of domestic production. It is emphasized that all this can lead to the loss of promising technologies in the production of competitive domestic engines, and will cause catastrophic consequences for the country's economy and its defense capability.

The authors characterize the contribution of Stas Sbitnev, a prominent scholar, founder of Kemerovo State Institute of Culture Library Department, RSFSR Honored Worker of Culture, into the development of Russian libraries automation and computerization. The stages and products of his research and pedagogical work are characterized. It was Stas A. Sbitnev who was the first in the USSR to provide for special training of librarians and bibliographers as “computerized library system technologists”. The vectors of Sbitnev’s scientific ideas realization in the modern digital society are discussed. The evolution of approaches toward the integrated library information systems information support is characterized with a glance to the current advance of digital information resources. The newness and versatility of Sbitnev’s studies in 1980-1990s are represented by the data in the table. The contribution his followers made into the theory of library information technology linguistic support is characterized. Research and development vectors now being explored by his followers are also described. The sphere of personal information culture as a research and practical area is also in the focus.

This paper explores some new trends in entrepreneurship, which are both in China and Russia and pinpoint the underlying reasons behind those new trends. The article studies the legal framework for the development of Chinese-Russian trade and economic relations. The bilateral trade of Russia and China with the introduction of innovative technologies has been considered. The work of Chinese entrepreneurs in Russia has been analyzed. The assessment of the Russian market and its potential by the Chinese has been given. The conclusion of bilateral Sino-Russian agreements, the establishment of joint ventures, as well as the difficulties that Chinese businessmen have to deal with in Russia have been described. The work of Russian entrepreneurs in China has been examined. The opportunities for Russians to do business in China have been shown. The interest of the Chinese government and business circles in Russian investments, bilateral economic and cultural cooperation has been noted. Сhinese regard such good relationships between China and Russia as “honeymoon”. Under “honeymoon”, it is believed that Chinese and Russian entrepreneurs should seize the opportunity, expanding cross-border e-commerce communication, promoting technical exchange, and creating a win-win situation for both Chinese and Russians.

Organic farming is aimed at providing the population with high-quality safe agricultural products and preserving the ecological well-being of agrocenoses and adjacent territories. The implementation of this project is currently associated with a number of problems, for the solution of which educational institutions must train qualified personnel. The authors investigated the aspects of chemical training of specialists necessary for the development of organic farming. The article considers three groups of specialties: 1) farm specialists working with soil and plants (agronomists, soil scientists, ecologists); 2) specialists engaged in product processing (food production technologists, medicinal and essential oil raw materials technologists, biotechnologists, etc.); 3) specialists of laboratories for quality control of raw materials and finished products. Analysis of the labor functions of specialists, the goals and objectives of organic farming, as well as the experience of cooperation of the Department of Chemistry of the Russian State Agricultural University-Moscow Agricultural Academy named after K. A. Timiryazev with agricultural farms for the implementation of organic technology, showed that the most important components of chemical education are as follows: 1) basic chemical training that allows to understand and manage the dynamic processes occurring in the agrosphere; 2) modern instrumental methods of analysis necessary for quality and safety control of raw materials and products, agrochemical diagnostics of soils and water sources; environmental monitoring to assess the impact of agriculture on soil fertility; research activities; evaluation of processing, storage, packaging methods. Laboratory specialists should have the competence to perform physico-chemical determinations of test samples. Other groups of specialists should know the purpose of the methods, be able to interpret the results of determinations. The article presents educational programs of different levels (bachelor’s, master’s, qualification enhancement), which allow to form the necessary chemical competencies.

Publications overestimating the medical and ecological sequels of a slight anthropogenic increase in the radiation background have been reviewed recently with examples of different organs and pathological conditions. The overestimation contributed to the strangulation of atomic energy. The use of nuclear energy for electricity production is on the agenda today due to the increasing energy needs of humankind. Apparently, certain scientific writers acted in the interests of fossil fuel producers. Health risks and environmental damage are maximal for coal and oil, lower for natural gas, and much lower for atomic energy. This letter is an addition to previously published materials, this time focused on studies of cataracts in radiation-exposed populations in Russia. Selection and self-selection bias are of particular significance. Apparently, the self-reporting rate correlates with dose estimates and/or with professional awareness about radiation-related risks among nuclear workers or radiologic technologists, the latter being associated with their work experience/duration and hence with the accumulated dose. Individuals informed of their higher doses would more often seek medical advice and receive more attention from medics. As a result, lens opacities are diagnosed in exposed people earlier than in the general population. This explains dose-effect correlations proven for the incidence of cataracts but not for the frequency of cataract surgeries. Along the same lines, various pathological conditions are more often detected in exposed people. Ideological bias and the trimming of statistics have not been unusual in the Russian medical sciences. It is known that ionizing radiation causes cataracts; however, threshold levels associated with risks are understudied. In particular, thresholds for chronic and fractionated exposures are uncertain and may be underestimated.

Context.— In the early 20th century, the future of hospital-based clinical pathology practice was uncertain and this situation led to the formation of the American Society for Clinical Pathologists in 1922. Philip Hillkowitz, MD, and Ward Burdick, MD, were its cofounders. No biography of Hillkowitz exists. Objective.— To explore the life, beliefs, and accomplishments of Philip Hillkowitz. Design.— Available primary and secondary historical sources were reviewed. Results.— Hillkowitz, the son of a Russian rabbi, immigrated to America as an 11-year-old child in 1885. He later attended medical school in Cincinnati, Ohio, and then moved to Colorado, where he began his clinical practice, which transitioned into a clinical pathology practice. In Denver, he met Charles Spivak, MD, another Jewish immigrant and together they established the Jewish Consumptives' Relief Society, an ethnically sensitive tuberculosis sanatorium that flourished in the first half of the 20th century because of its national fundraising network. In 1921, Hillkowitz and Burdick, also a Denver-based pathologist, successively organized the pathologists in Denver, followed by the state of Colorado. Early the next year, they formed the American Society for Clinical Pathologists (ASCP). Working with the American College of Surgeons, the ASCP put hospital-based practice of clinical pathology on solid footing in the 1920s. Hillkowitz then established and oversaw the ASCP Board of Registry of Medical Technologists. Conclusions.— Philip Hillkowitz changed the directions of clinical pathology and tuberculosis treatment in 20th century America, while simultaneously serving as a successful ethnic power broker within both the American Jewish and Eastern European immigrant communities.

The work of the leading scientist in the field of mechanics – Vikentii Khomych Gerburt-Geibovych is analyzed. He became one of those who, after the successful graduation from the Kharkiv Practical Technological Institute, stayed in this educational establishment as a teacher. In addition, his further activities contributed to the establishment of higher technical education in Ukraine. It should be noted that for a long time the name of this scientist was out of the attention of historians of science and technology. Therefore, taking into account the scientific work by V. Gerburt-Geibovych, as well as the using of archival materials, it is worthwhile the outlining of the results of the scientific activity of this scientist. Information about the future scientist's family is provided. In particular, it is stated that he was from a noble family. The talented graduate of KhPTI was invited to work at this educational institution. It is shown what subjects the scientist taught. Heredity in teaching the course of flour-mill production from the teacher – Professor K. Zworykin to the student – V. Gerburt-Geibovych was traced. The information about the probation of a scientist at the enterprises of Russian Empire is considered. V. Gerburt-Geibovych᾽s formation as a scientist is shown. For example in 1902 the scientist withProfessor G. O. Latyshev, on behalf of the Kharkiv Agricultural Society, became one of the organizersof ploughs testing at Yankivsky Estate of the merchant P.I. Kharitonenko. In order to maintain an appropriate level of knowledge and exchange of information in 1909, the scientist visited the IX congress of flour mills and the 1st All-Russian flour-grinding exhibition held in St. Petersburg in the so-called «salt city». In 1911, the scientist was in a scientific trip in Germany, Switzerland, Belgium and Holland, where he inspected the several mills, elevators and factories that produced machines for mills. The activity of the scientist in the development of a new course of lectures – wood technology is analyzed. His research not only in the field of mechanics but also in botany is shown. The expert work of the scientist, including in the equipping of the salt-making plant and in the designing of mills, is shown. The activity of the scientist at the posts of the deputy chairman of the Student technical society and the chairman of the Committee for the needy students of KhTI are considered. Every month Academic Committee received a request from the students for material assistance. Funds for such payments were provided by citizens from all over the Russian Empire who arranged special evenings, performances for the students of the KhTI, some of them left the wills, where the estates departing in favor of students. The scientist had to consider applications, manage the distribution of funds and made reports. On the pages of «Proceedings of South Russian Association of Technologists» the reports about received funds were published: sponsors were indicated by name and the amount of donations The information about cooperation of V.Gerburt-Geibovych with the Southern Russian Society of Technologists, the editorial office of the «Melnyk» magazine and the edition "People's Encyclopedia" was provided. In particular, in 1910, he published his articles «About the article A.M. Erlanger»,«Effect on the quality of the flour of forced work of roller machines and prepacking», «About the needing of thorough separation of small impurities before the grain delivering to cockler». Next year, in the magazine «Melnyk», he published his article «About cooklers and methods of grain cleaning». It was shown that the scientist was one of the founders of women's polytechnic education in Ukraine. The presence of five daughters in the family became a significant incentive for Vikentii Khomych to open the Women's Polytechnic Institute in Kharkiv. The first years of functioning of this newly created institution are considered. It is alleged that wife of a scientist and one of the daughters graduated from the Women's Polytechnic Institute. In addition, in June 1919 Vikentii Khomych elected the vice-rector of the Kharkov Technological Institute. Emphasis is made on significant stress in the work, which led to a weakening of the scientist's health. Thanks to interviewing of relatives of the scientist, the year of his death was ascertained. Despite a rather short life course, only 48 years old, the scientist has left a distinctive mark in the history of the Kharkiv Technological Institute, which he graduated from. The memory of prominent ancestor remains among his descendants.

More than two years have passed since the first Russia-Africa Summit and Economic Forum, which were successfully held in Sochi in October 2019. The very fact of holding an event of this magnitude testifies both to the historical “turn” of the Russian Federation towards the African continent, and to the unprecedented enthusiasm of the African side about the “return” of Russia to Africa. The task facing the organizers of the next Russia-Africa Summit is to consolidate and build on the success achieved in October 2019. Obviously, the second forum should not be a repetition of the first, but a qualitatively new step in the development of Russian-African relations, therefore, its meaningful content needs to be substantially enhanced and expanded. It is necessary to move from the formulation of goals and objectives of Russian policy in the African direction to the implementation of specific projects and the development of a mechanism and tools for mutually beneficial cooperation. It is vital to show the Africans exactly how Russia differs from other partners of the continent, and to highlight those areas of cooperation that can contribute to the implementation of the strategic development tasks of the Russian Federation and the African continent. The authors of the article posit, that the key link in our relations in the near future, which will be attractive for African countries and will contribute to the successful economic development of the Russian Federation, can be the development of bilateral opportunities for technological partnership, since it becomes for the interacting parties a driver for the development of their economies in the context of the fourth industrial revolution and an incentive to create new strategic alliances. In a post-pandemic world, the demand for Russian technologies in Africa can grow significantly, since Russia has high competencies in precisely those areas that are most in demand today on the African continent. The transfer of Russian technologies, as well as cooperation in the scientific field, are not only beneficial to Russia in terms of image, presenting Moscow as a force contributing to the advanced development of Africa and strengthening its economic sovereignty. It allows our country to form an army of its supporters in the states of the continent by solving the problem of overcoming technological backwardness and training qualified personnel who will master and promote specifically Russian technological solutions. In addition, Russia receives a vast “testing ground” for processing and improving its technologies, which are in demand by the fast-growing young African population, and a huge market for Russian high-tech goods and services, which is so necessary for many Russians, including regional, manufacturers who are ready to increase their production, but experience difficulties in marketing their produce.

The Russian Federation has a sufficient number of promising deposits of niobium raw materials which can satisfy the niobium and tantalum demands of Russian metallurgical enterprises for many decades. Ferroalloy technologists are faced with the difficult tasks of developing from various types of ore raw materials not only effective processes for its processing but also new acceptable rational compositions of niobium-containing ferroalloys. The chemical composition of niobium ferroalloy should, on the one hand, correspond to the product obtained by benefication (concentrate) and, on the other hand, satisfy the requirements of steelmakers for ferroalloys intended for microalloying niobium steel. To develop rational compositions of new niobium-containing ferroalloys in this work the physicochemical characteristics (which include crystallization temperature and density) of alloys containing 10-50% Nb, 10-40% Si, and 5-30% Al were studied. Two-component Fe-Nb metal alloys have a rational crystallization onset temperature (<1400 °С) only when the niobium content is not more than 10%. To achieve rational crystallization onset temperatures it is necessary to use complex alloys with silicon and aluminum. Studies have shown that a decrease in the crystallization onset temperature of complex niobium alloys occurs when the niobium content decreases with an increase in the concentration of silicon or aluminum. Three-component alloys Fe-Si-Nb and Fe-Al-Nb with a content of 15-20% Nb, 32-40 Si% or 12-30% Al belong to the category of low-melting ferroalloys. To achieve rational density values light metals such as silicon or aluminum must be introduced into a two-component system. The studied three-component alloys with a content of 25-40% Si or 15-30% Al have rational density values both from the point of view of their production and application to the processing of steel melt. The best physicochemical characteristics providing high service properties are possessed by complex niobium (15-20% Nb) FeNbSi alloys with 32-40% Si and FeNbAl with 15-30% Al which are recommended for widespread use in ladle microalloying of steels.

<abstract> <p>The purpose of this study was to develop the theoretical model for the regime of anti-Russian sanctions against the climate R&amp;D sector, as well as the related green finance sector. Achieving this purpose was carried out on the basis of using the system of the following methods. 1) A method of discursive analysis was applied to texts and statements that occur in scientific articles, analytical reviews and notes in electronic media and discussion pages on the Internet. 2) Meta-analysis was applied to both original works and to primary materials of an empirical nature containing statistical data, which are sometimes of a variable nature. 3) The methodology of stochastic factor analysis served as the basis for considering sanctions as factors that probabilistically determine various changes in Russian science and technology policies and science legislation. 4) The use of the foresight method was aimed at identifying options for the medium- and long-term development of Russia's participation in international cooperation in the field of climate R&amp;D while under sanctions. According to the developed model, the regime of scientific sanctions against Russia is aimed at breaking cooperation with Russian participation at the level of programs and projects. The institutionalization of scientific ruptures has several aspects, such as the freezing of personal contacts, the suspension of funding, as well as the supply of equipment and the provision of services for its maintenance. The peculiarity of scientific sanctions against Russia lies in the unprecedented combination of the national and global scales of their consequences. The study concludes that, due to Russia's significant contribution to climate change, the consequences of scientific, economic and financial sanctions have a negative cumulative effect on the implementation of the global climate agenda. This means the emergence of problems in reducing greenhouse gas emissions due to the partial abandonment of previously formulated climate goals. The model proposed in this study reveals Russia's response to sanction challenges, which means that Russia continues to follow the trend in the development of climate science and improve the institution of green finance.</p> </abstract>

The article is devoted to analysing the influence of Eastern orthodox isolationism on technological development of Russia. Russia was an isolated orthodox civilization and according to S. Huntington, there were civilizational splits along its borders. These were zones of constant wars between civilizations. The Orthodox Church preached religious messianism; the Orthodox Christians considered representatives of other religions to be “unholy”, strayed away from communicating with them and avoided borrowing anything from “the unholy". The Mongol invasion led to the loss of many technologies borrowed from Byzantium in the previous period; in particular, the brick building technology was lost. Although the Golden Horde constructed buildings of bricks and used cast iron and gunpowder, the Russians did not adopt these advances. This resulted in the fact that having passed the Russian grounds, metallurgical and gunpowder technologies reached Europe, and it was Europe from where they came to Russia approximately two centuries later.

The development of financial technologies in Russia is an essential driver for the digitalization of socio-economic processes. The objective of this study is to identify trends in the formation and development of financial technologies (fintech) in Russian practice. Based on the analysis of international research in the field of fintech, a number of hypotheses have been formulated that serve as the basis for determining the patterns of development of fintech in Russia. The duality of the relationship between the level of development of the economy and the fintech sector is determined: the level of development of the economy is able to both restrain and stimulate the development of financial innovations. In order to test the hypotheses, a correlation and regression analysis was carried out, which made it possible to determine the influence of various indicators on the development of financial innovations in Russia. The national federal statistics of the Russian Federation, reports of the Central Bank of Russia, statistical data provided by the Russian Association of Venture Funding, the GfK (Growth from Knowledge) database, and data from the Moscow Exchange were used as the data sources. The Patent Lens database was used as a source of data on the development of fintech in the Russian Federation. Results of the study have demonstrated the following trends in the development of financial technologies in Russian conditions: (1) an increase in the gross domestic product of Russia contributes to the development of fintech, which is indicated by the development of financial technologies depends on the state of the economy; (2) negative dynamics of direct investment affects the development of financial technologies in Russia, which shows the connection between the development of financial technologies and institutional voids in the investment sphere; (3) the spread of the use of mobile devices in Russia contributes to the development of fintech (4) the development of the Moscow Exchange, which is one of the main indicators of the state of the capital market, has a positive impact on the development of financial technologies in Russia. The theoretical significance of the results obtained is in identifying trends in the development of financial technologies in Russian practice. The practical significance is the possibility of using the results obtained in developing a strategy for the development of the financial sector and the financial system in the domestic economy.

The article deals with the issue of methods for overcoming economic constraints in the long term on the example of the Islamic Republic of Iran. A comparative analysis is made, proving the similarity of the dynamics of macroeconomic foreign trade indicators of Russia and Iran at the time of the introduction of economic restrictions by a number of Western countries. The main directions of economic restrictions against Russia are systematized. Consideration of the Iranian experience of circumventing economic restrictions largely consists in the study of mechanisms that are relevant for sanctions against the Russian Federation in 2022. The conclusion is made about the applicability of these methods in Russian realities.

Attempts to build a “Russian world” within the former Soviet republics of Central Asia by introducing an idea of a single linguistic, cultural and political space with the Russian Federation are studied in the article. The threats to the Central Asian countries’ information space are analyzed. The data on gradual changing of orientations of the Central Asian states’ citizens when choosing sources of information is provided. It is concluded that the technologies of the Russian Federation’s propaganda in Central Asia are aimed primarily at the formation of the president of Russia positive image among the widest possible groups of population. Attempts to push so-called “the Russian world”, which already jeopardize global peaceful balance, are grounded, in particular, on a widespread use of the Russian language within the territories of the former USSR that serves to propagate an idea of a single linguistic, cultural and political space. At the same time, a revival and development of national languages and cultures are intensively ongoing in all new independent states. It provokes a confrontation that often causes points of tension and conflicts. A large number of the Russian media, including federal state editions, TV channels. the Sputnik news agency etc. operates in Central Asian information space. Using own controlled media, the Kremlin seeks to convince the Central Asian states’ citizens that the Russia’s foreign policy is a right one, as well as to form a positive image of Russia and president Putin as a politician who is capable to ensure stability and security in the Central Asian region. The Russian Federation pays a special attention to Eastern Kazakhstan, where a large number of ethnic Russians is concentrated. Kazakhstan has much in common with Ukraine on its ethnic population composition, economic situation and geographical proximity to Russia. As in Ukraine, the ethnic Russians make up about 1/5 of the population in Kazakhstan, meanwhile the Russian language is widely used in all spheres. Russia calls its initiative a “humanitarian project”, but there is no doubt that the Kremlin is fighting for minds of younger generation, trying to impose own culture and values on young people. Recently, while alternative sources of information have been spreading, more and more Central Asian habitants opt for online information in their national languages, considering Russianspeaking news resources to be a propaganda.

Gas plays the central role in the fuel and energy balance among Russia, USA and Europe. Efficient energy use is encouraged with gas-turbine technologies, which have reached a high level of development. Russia has a great deal of gas-turbine engineering experience and scientific and industrial potential in this area, but has no national program to encourage the development of such technology. To ensure energy security and the scientific and technological development of the Russian Federation, to address the energy problems of the 21st century, we propose the formation of a national program for the development of gas turbines. This program would fall under the scientific and methodological guidance of the Department of Energy, Mechanical Engineering, Mechanics and Management Processes of the Russian Academy of Sciences.

The article examines the demographic and economic potential of organizing a new migration flow from LatinAmerica to Russia. In the context of the demographic crisis in which Russia is located, and the low fertility of Russian women, scientists see the only way to preserve and increase the population of the Russian Federation – migration. However, the quality and level of migration that exists in Russia today is problematic. Migrants from the former Soviet republics form ethnic enclaves, do not want to assimilate, and damage the Russian economy by withdrawing funds outside the Russian Federation. Under these conditions, the author proposes to organize an irrevocable migration from Latin American countries, which will solve the demographic problem by naturalizing Latinos who are mentally close to Russians, and stabilize the Russian economy due to the influx of workers, as well as a significant reduction in money transfers abroad due to the low exchange rate of the ruble against the dollar, and, in this regard, the unattractiveness of Russia as a donor of material resources. At the same time, the organization of this migration flow will “unload” the region. Russia will accept migrants who want to leave their countries that are in political and economic crisis, but whose entry into the territory of neighboring states and the United States is difficult. The organization of this migration flow will also help the Russian Federation to gain geopolitical partners in the problematic region. The author examines all the positive and negative aspects of the organization of this migration flow, presents applied technologies for organizing migration from Latin America. The author uses statistical materials, scientific research data and publications in the media that reflect the content of the studied problems. The material of this article is a project, the organization of which will require further study and significant methodological efforts. The proposed concept of organizing irrevocable migration from Latin American countries can be a way out of the complex crisis that has developed in Russia and in Latin American countries.

The need to provide pension protection for the population of Russia is one of the priority tasks of the state’s social policy. However, the current situation connected with the territorial differentiation of retirement benefits creates conditions for finding new opportunities to provide the population with access to pension products that will allow them to ensure their pension protection. The importance of the issue determined the purpose of this paper which is to study the specifics of investment into personal pension protection of Russian citizens, as well as the peculiarities of smart technologies use during this process. The research methodology is based on the methods of systems analysis and synthesis, as well as on general research methods like induction and deduction. Methods of statistical and graphical analysis were used to process the empirical material. In order to study the involvement of the population in the investment into personal pension protection and the use of smart technologies in the financial sector, the method of sociological surveys and expert opinion was applied. Relying on the essential parameters of the Russian system of pension protection and the digital technologies used in the process of implementing the personal pension scheme funds of Russian citizens, the authors have identified and analyzed the following parameters: 1) specific features of the Russian system of pension protection for general public in Russia; 2) peculiarities of the financial behavior and financial preferences of Russians in the formation of personal pension protection; 3) key problems that deter people from the use of pension schemes in an expanded format; 4) suggested service of existing digital technologies in the pension system and the prospects for its development. The method suggested by the authors for the solution of the issues mentioned above involves taking into account the real needs of the public for the access to pension products by means of digital technologies based on the suggested service. The set of options suggested by the authors will contribute to the most efficient investment into pension protection of the general public and improve the standard of living of the population in the future.

Territorial expansion led to the fact that Russia gradually developed into a multiethnic empire in which the titular nation was the minority. Long-term preservation of the unity of the multiethnic and multiconfessional Russian empire is explained by the relatively flexible ethno-confessional policy of imperial ethno-paternalism, which respected the status quo of an attached territory and the population living upon it; cooperated extensively with local elites; demonstrated religious and ethnic tolerance; instituted some advantages in the legal position of non-Russians compared with Russians; and offered indigenous peoples of annexed territories the right to be civilian actors equally with Russians. The principles of ethno-paternalism, which at first glance are not compatible with autocracy and serfdom, were in fact the reality and were dictated by a twofold need: the small proportion of those of strictly Russian ethnicity in the imperial population as whole and in some particular areas, and the lack of administrative and financial resources and the underdeveloped information and transportation infrastructures necessary for the rapid and thorough assimilation of the non-Orthodox borderlands. These principles represented a kind of “technology” of management of the ethno-confessional diversity in the empire, enabling the realization of both the “assembling” of imperial space, and the gradual, relatively flexible and non-linear integration and modernization of traditional society and “national borderlands” into the modern polity. When and where these imperial technologies were not applied with sufficient consistency, ethno-confessional conflict arose, as did issues with the loyalty of local ethnic communities and their leaders in relation to the imperial center, and problems with regard to general regional stability and security.

Social problems in the context of the transitional period.The Main Provisions of the Article. The new project of digitalization aimed at building a society of knowledge and creating the economy of a new type has practically a defensive nature, first of all directed toward defending sovereinty by way of creating home analogues 4.0. Taking into account an open global and all-penetrating character of the new generation of technologies such an approach could turn to Russian self-isolation and further backwardness. A complex index of readiness to 2017 has shown that sovereignty in Russia has a rather high level that’s why a new digitalization project really consolidates the achieved success. Too little attention has been paid to social problems in the project documents if compared to technical reequipment being limited to only personnel and education. Recognizing significance of digital competence and working out measure for their development among people is obviously not sufficient. A low level of economy with a high level of social inequality, lack of development of analogue supplemets, and Russians’ treating mistrust to institutes will prevent from appearing original, not duplicating, technologies 4.0. A high level of technical optimism of the Russians achieved by the former projects of informatisation of technologies prevalence for solving the problems in question, must be used.
