In spite of the official goals of support for rural tourism promulgated by governmental bodies, rural tourism remains a marginal phenomenon. This lack of confidence in rural tourism has relatively deep roots. The basis for this is almost of an ontological nature and consists in opposition, although subconscious, against “commodified authenticity”. Another source of this lack of confidence lies in the fact that rurality, the main attractive feature of tourism, has been substantially impaired as a result of trends in the 20th century. A third reason follows from the combination of rural tourism and mass recreation, as well as inadequate response by governmental bodies and authorities to the risks for regional stability, based on unmanaged mass tourism.

This research studies the rural development public policy and the rural tourism activity in Rosana and Presidente Epitácio municipalities in São Paulo State/Brazil and Santiago de Compostela and Padrón municipalities in Galicia/Spain. Thus, the general objective is to analyze the tourism territorialization process in rural areas and compare public policies for rural development based on case studies in the Pontal do Paranapanema region in the State of São Paulo and the Autonomous Community of Galicia/SP. The methodological procedures used comparative analysis, highlighting the experience of two Spanish municipalities, Santiago de Compostela and Padrón, to draw similarities and differences with the Brazilian cases. The main results obtained in Brazil derived from the actions of the National Program for the Strengthening of Family Agriculture (PRONAF). The research in Santiago de Compostela and Padrón identified the presence of rural tourism houses, which were restored through subsidies from European Union rural development policies. The paper describes the role of rural tourism for the sustainable development of rural areas and stresses out the importance of strategic approach in the planning of their development. The author identifies core problems, which eliminate their use and disable individual strategies set by some entrepreneurs in rural tourism. Concretely it is the absence of developing projects and focus on the development of individual villages. Then it is the lack of will to cooperate, local resources are not effectively used and the local community is not adequately involved.

The purpose of the article is to formulate the category "rural development" as a process and result and its possibilities and limitations at the intersection of differences of approaches to its definition and diversity of opinions of the authors; elaboration of ways, resource potential and types of rural development. Research methods includes an abstract-logical method to substantiate the scale of rural development in terms of rural areas and rural communities. Methods of analysis and synthesis to outline the types, classification features and basic functions of rural areas. Structural and functional approach for aggregate definition of the main elements of functioning and development of rural areas, formation of an effective territorial community, resource potential and activities in the field of rural economy and typology of rural development. Research results. It is established that in terms of scientific views, rural development is based on a territorial, multifunctional, institutional and interdisciplinary approach. The development of rural areas is based on production, and rural development on social components. Rural areas perform economic, social and environmental functions, and rural communities - the social welfare of the population. The basis of rural development is the available resource potential of the community for the implementation of management, organizational and economic, natural and recreational, social and environmental activities. The use of the resource potential of the territorial socio-economic system in combination with the system of the natural environment provides for the types of rural development that are interdependent, interconnected and complementary. At the same time, balanced rural development should become a priority and flexible direction of the state agrarian policy of Ukraine. Scientific novelty. Prescriptions for the development of rural areas and rural communities have been identified. The structure of functional components of rural areas and socio-economic potential of rural development are substantiated. Types of rural development are systematized. Practical significance. The studied provisions of rural development, based on the resource capabilities of the territorial socio-economic system, serve as a guide for making rational management, organizational, economic and socio-environmental decisions on the choice of ways and directions of development of rural territorial communities. Résumé :
This article attempts to analyze the level of socio-economic development of rural areas of the Russian Federa-tion and the Republic of Mordovia as a fairly typical region of the country with their characteristic trends and development problems. It is determined that the development of Russian rural territories is still very far from the state of sustainability. It is emphasized that the situation is changing for the better, but at an extremely slow pace. The problem of saving people in rural areas of the country is raised as one of the most fundamental and requiring close attention from the state. It is proposed to use not only the category of sustainability, but also the concept of inclusiveness in the prospective program documents on rural development in the Russian Federa-tion to characterize dynamic transformations based on the conditions created for the normal life of each person living in rural areas, including transport provision of territories, accessibility of education, medicine and digital technologies, developed infrastructure and employment opportunities.

This study aimed at map rural typologies based on the status of development and self-sufficiency of the rurals. Status of rural development was built with 11 indicators and status self-sufficient was built with six indicators. The study used secondary data from BPS, wich was PODES 2014 in 434 villages at Bogor district. Primary data was used to support the analysis results with field observations taken at four village representatives typology. The results showed that 187 villages were categorized as developed rurals and 247 villages as undeveloped rurals. Based on self-sufficient status, there were 78 villages categorized as self-sufficient rurals and 356 villages as unself-sufficient rurals. Based on the status of development and self-sufficient, three villages were categorized as typology I (developed and self-suffient rurals), 184 villages were typology II (developed and unself-suffient rurals), 172 villages were typology III (undeveloped and unself-sufficient rurals), and 75 villages were typology IV (undeveloped and self-sufficient rurals). Spearman correlation value was -0.371, there was an inverse relationship between the development status and self-sufficiency status of the rural

The articles deals with problems of different development of rural areas and their factors. In usual analysis of rural development, the position of agriculture is interpreted in broad range of opinions from the neglectable role to its non-substitutability in rural economics. The article follows strong sides of these concepts at simultaneous reduction of their weaknesses and is focused on problems of investigation of the mutual influence of endogenous as well as exogenous industries on rural regions. Applied approach leads to setting up model of economic base and deriving of multiplicators of rural development. It is obvious from the analysis that nonagricultural subsidy programs supporting development of the others industries in region have indirect influence upon its agriculture too. In different regions, this influence varies due to the factors investigated in the paper.
